What We Have Already Achieved Since its launch in 2010, Campaign for a Referendum quickly established itself as the most successful EU referendum campaigning team out there. From its beginnings, it has consistently achieved results that bring us that one step closer to a vote on the future of the UK in the European Union. Campaign teams from across the UK have stood in all weathers, accompanied by the trusty campaign vehicles, asking the general public to pledge their support to the campaign. The reaction was truly overwhelming. Page after page of signatures began to flood the campaign office. Some days, it would take the team a full day simply to open the post. This was not a single handed approach however; we knew that signatures alone would not change the debate on EU membership. Over time we have met numerous MPs and MEPs who have a common vision: to give the people the chance to decide.

Political conferences were targeted, including the Labour and UKIP conference. At the Conservative conference of 2011, Nikki Sinclaire MEP got to challenge David Cameron himself, asking why he was so afraid of the will of the people! The power of advertising was utilised. Our message was printed in the Daily Mail, The Telegraph, The Mirror and The Sun as we sought to spread the word. We put out the call, and the people responded in droves After a year of campaigning, both on the street, in the newspapers and online, we finally hit our target. 100,000 signatures. 100,000 voices of support all asking for the same thing: a say. In September 2011 a cross-party selection of supporters, from Westminster and the European Parliament, came together outside the famous door of Number 10 to deliver what has become a historic petition - a petition from the public that brought the Prime Minister to the dispatch box for the first time ever. The debate itself saw the Campaign for a Referendum message beamed into millions of households across the UK and even made the world press.

Our placards and signs were shown on 24 hour news programmes and overnight, thousands more people added their voices to those calling for the referendum. At the time of the debate, a massive 120,000 signatures had been submitted to Downing Street and the debate about EU membership was truly ignited. New opinion polls, commissioned by the Campaign for a Referendum, showed that a record 6 in 10 people now wanted a referendum on EU membership; a record high at the time. 2012 saw the team deliver another 100,000 names but this time our collective voice was silenced by politicians who blindly refuse to listen to their constituents. The pressure was well and truly put on the Government to rethink their policy on Europe.

Over a quarter of a million signatures alone have been submitted by the Campaign for a Referendum to date. We are truly proud of that record and this could not have been done without your help.

Crusade to escape the EU marches on No.10 We have in total now delivered two petitions totalling more than 220,000 signatures to Downing Street. Yet the Government continues not to listen. We continue to target MP’s and parliamentary candidates to sign the Referendum Pledge.

What We Are Doing Now The Pantomime of Renegotiation

Vince Cable has stated that, “Fundamental renegotiation is very, very unlikely to produce any significant change.”

David Cameron says that he can renegotiate powers back from the EU. We say, “oh no you can’t,” while the Prime Minister says, “oh yes you can”. So, is renegotiation even possible with the European Union? According to the Commission - NO!

It is legally impossible for any EU

institution or EU member states to hand back powers to Britain, even if they want to. There is no legal framework for handing back powers. These powers are referred to as competencies, and a whole new treaty would need to be created and agreed, fundamentally changing the legal basis of the EU. Unanimity on treaty change in the EU includes countries such as Ireland, holding a referendum. A new treaty would represent the work of a generation, not a period of time before the next UK General election.

For a treaty change of this type to happen, one would need to assume that all other 27 member states could agree to declare the Treaty of Rome, and the idea of an ever closer union, as null and void. ‘Ever closer’ means, and has meant from the start, that powers run on a one-way street. This is the founding doctrine of the true faith of the European Union believers. It is as essential to the EU as the doctrine of transubstantiation is to the Catholic Church: if that doctrine falls, it all falls. Which is why the powers won’t let it fall.

Nigel Lawson, former Chancellor said, “Any such renegotiations would be “inconsequential” as “any powers ceded by the member states to the EU are ceded irrevocably”.

David Cameron is fully aware that what he seeks from the EU simply isn’t possible. Therefore, the key question the Campaign for a Referendum is asking is this: why won’t he let the people decide now?

Opinion polls consistently show that young people, especially between the ages of 16-25, often do not know how they’d vote in a referendum, or feel they do not have enough information on Europe to form an opinion. The Campaign for a Referendum believes it to be essential that the younger generations take an active role in any EU referendum and that they start to form an opinion now so they will be well equipped for the day the referendum comes. For some, it’s just important to inform them of the facts so they also agree that we should have a referendum. Speakers from the Campaign for a Referendum, such as Nikki Sinclaire MEP (pictured), often visit schools and colleges. Often knowledge about the EU is found to be lacking.

Teams across the UK continue to meet and debate with people across the Country, discussing the need for an In Out EU referendum. In the West Midlands, Nikki Sinclaire and her team continue to visit every town, city and even village and they receive a warm welcome wherever they go.

Just one in ten (10%) of the British public believe that Britain should not have a referendum at all.

The new survey shows that the powers that the British people would like to repatriate are ones that are impossible to renegotiate without a treaty change.

In a further blow to Cameron’s Conservative party, 64% of British people want a referendum in the next two years, long before the Prime Minister’s proposed 2017 vote. Of those, 42% believe the vote is needed within the next year. According to the ComRes poll, just 6% of the public support a referendum within a period of two to five years. A SECOND poll examining the negotiation of powers with the European Union will come as an even bigger blow to the Prime Minister on the eve of the Conservative conference. 26% of those surveyed want powers surrounding Freedom and Movement/ Immigration brought back home, while 20% believe we need to reclaim

The real powers that people wish to bring back can not be returned whilst we stay in the EU. Powers that control freedom of movement, for example, could only be repatriated after a treaty change that would need to be unanimously agreed upon by all 28 member states - Ireland would even need a referendum on the decision to change the treaty! If these are the powers that the people want to bring home, yet they are impossible, then why is Cameron trying to pull the wool over the electorate’s eyes and delay the inevitable? The majority of people want a referendum sooner rather than later. Just 6% support Cameron’s 2017 referendum - what happened to listening to what the people really want? Those who believe a referendum is necessary are now 7 in 10, yet those who do not want a referendum are decreasing, and are now just 1 in 10. The people of this great nation want a referendum on EU membership - shouldn’t we be listening to the electorate and let the people decide?

Prime Minister David Cameron recently announced plans to renegotiate with the European Union on the possibility of bringing control of certain laws and policies back to the UK Government. We asked 2049 British Adults... Which one of the following policy areas do you think it would be most important to bring back solely under UK control?

If there is to be a referendum on Britain’s relationship with the EU, when should it be held?

The majority (70%) of the public believe we should hold a referendum on Britain’s relationship with the EU, with over two fifths (42%) considering that any referendum should be held within the next year.

The majority (72%) of the public believe we need to repatriate powers from the EU back to the UK. However, there is less of a consensus amongst the public regarding which policy areas we should renegotiate. Less than one in ten (7%) Britons believe that no powers what so ever should be brought back from the EU! One fifth (20%) of the public also think it is important that the issue of ‘EU law supremacy over the UK’ is controlled solely by Westminster rather than Brussels.

Men are more likely than women to think we should hold a referendum (75% compared to 66%). However they are more likely to want a referendum in the next two years (24%) or within five years (8%) compared with women (20% and 4% respectively). Only 10% think that Britain should not have a referendum on their relationship with the EU! Almost a quarter (22%) believe that a referendum should be held within the next two years while only 6% think British people should be given a vote on our relationship with the EU within the next five years

ComRes interviewed 2,049 online between the 20th and 21st September. Data were weighted to be representative of all GB adults aged 18+. ComRes is a member of the British Polling Council and abides by its rules.

Business for a Referendum Bill Good

Latest poll results from the British Chamber of Commerce show that a staggering 77% of British businesses when surveyed are now in favour of an In or Out EU referendum. Many Pro-EU groups like to peddle propaganda to frighten people about the potential consequences of a referendum, or write scare stories about how we could suffer following withdrawal from the European Union.

I’m passionate about manufacturing and passionate about the West Midlands but we’re being held back by the European Union which sees itself as a utopia. It’s a competitive world that we live in. Fundamentally its like the Titanic; its sinking but we’re moving the deck chairs. It is time to say enough is enough, and the survivors of this sinking ship will be the ones that get off early. We need to get out of the EU. Now!

EU membership is bad for business here in the UK. Small and Medium enterprises now employ nearly 80% of those in employment, but crippling regulations and legislation stifles the growth in employment and prevents businesses from expanding and reaching their full potential. Brussels has produced a torrent of costly regulation. Of the 22,000 pieces of legislation on the EU statute book, more than 12,000 have been introduced in the ten years since 1997, compared to 10,000 during the forty years from 1957 to 1997.

Given Europe’s chronic decline in international competitiveness relative to China and the US, the EU needs to be regulating less, not more. For the sake of our businesses alone, it is in the national interest of the United Kingdom and its people to call on the government to allow a referendum on our continuing membership of the EU.

Sajid Javid MP - Not afraid of leaving the EU The Economic Secretary to the Treasury, said he was not afraid of leaving the EU if people voted for it in a referendum. His party leader, Prime Minister David Cameron, is attempting to delay any referendum until 2017. The Economic Secretary told The House magazine that British businesses should NOT be worried about leaving the EU. The MP for Bromsgrove said: In my 20 years in business I’ve worked around the world, I think we are already a global player, an international country when it comes to business, But as I say, if the British people decide the decision is they want to leave the European Union, then that isn’t something that I’d be afraid of, I’d embrace the opportunities that would create.

Now leader of the Christian Party, George Hargreaves continues to support the campaign for a Referendum It is sixteen years since I joined the Sir James Goldsmith’s Referendum Party, the single issue party with a simple message: “Let the people decide on whether Britain should remain in the European Union or not.” This seemed to me then, and still seems to me now, a perfectly reasonable request. After all, the British electorate had never been asked whether it wanted the nation to be part of the European Union. I even wrote a song about the cause called Let the People Decide. Still we haven’t had the chance to decide whether we want to be a part of the EU or not, and that is why I support the Campaign for a Referendum.

EU Migration Out of Control! As highlighted on page 7 the no.1 request, according to a public opinion poll, from any possibly rerenegotiation is that our Prime Minster must demand back the ability to control our own borders from the European Union. This poll was conducted before it was revealed that we now have 600,000 jobless EU migrants here in the UK. In October 2013 we witnessed the revelation that there has been a 42 percent increase in the number of unemployed EU migrants residing in the UK, now totalling

600,000. The EU report, obtained and widely published by The Sunday Telegraph newspaper, showed that the number of unemployed migrants here has increased drastically over the past five years. The influx of jobless EU citizens has put the UK social welfare system under strain, and has cost the National Health Service (NHS) an estimated £1.5 billion. Furthermore, the study reports that the increase in unemployed EU migrants over the three years leading to 2011 was even sharper, shooting up by 73 percent. The majority of migrants come from Eastern European countries in the EU, namely Poland, Lithuania, the Czech Republic and Slovakia. Yet we face another unsustainable wave of new immigration from Bulgaria and Romania, with a minimum of quarter of a million newcomers expected from 2014, when restrictions are dropped and they get free access to the UK from January 1st. Many will be eligible for jobs, benefits

and housing within months of arrival. The effect on unemployment, with few British jobs available, and the current lack of housing will be catastrophic. Yet the government is powerless to do anything about it while we remain inside the EU. Unlike the previous Labour government, which massively underestimated the levels of immigration from EU countries when the last set of restrictions were lifted, the current Coalition government is unable to give accurate figures on how many people from Bulgaria and Romania are expected to settle here. If the government are serious about reclaiming control of Britain’s borders, ministers should start by ignoring Brussels and keep the existing controls on Romania and Bulgaria in place. The current unlimited immigration policy is just another reason why we need a referendum sooner rather than later, so that we can start debating some of the most important issues facing our country!

War of words between the Commission and the UK Government Conservative backbench MP Stewart Jackson told Daily Politics: “These people have not contributed. If you’re a pensioner from Portugal or the Czech Republic you’ve not contributed. If you’re a schoolchild, no-one would expect you to have contributed, but we’re not in a parallel universe. Those children have got to be housed. They’ve got to have healthcare. Above all they’ve got to have school places. The strain in hotspots, like my own constituency of Peterborough, is very, very acute, and I think that’s why we’re right to be saying there is an element of benefit tourism, particularly from the Czech Republic and Slovakia, and the government is absolutely right to be saying to the European Commission: ‘Thus far and no further.’”

Immigration and freedom of movement is increasingly becoming an issue that the people want to discuss. The reality is that without the consent of the 28 other member states, there will be no treaty change to restrict freedom of movement which can go some way to stopping this ‘benefit tourism’. Lobby your MP’s Lobby Your MPs! On November 8th 2013, Members of Parliament will vote on an amendment of James Wharton’s Referendum bill. The amendment, which has been tabled by Conservative MP Adam Afriyie, will call for an “In-Out” EU referendum on October 23, 2014, the anniversary of the Battle of El Alamein in the Second World War. It is likely to be debated when the 2017 referendum bill returns to the Commons on November 8th. We, at the Campaign for a Referendum, believe that this crucial vote should happen sooner rather than later. 70% of the electorate now want a referendum, and 64% of people now want a referendum within the next two years. We are calling on all supporters of the Campaign for a Referendum to ask their local MPs about how they propose to vote on this issue. In 2011, one hundred and eleven MPs defied Party Whips to vote with us to call for a Referendum.

Why we must keep up the fight! The UK is still the second largest contributor to the EU and pays in £53 million + every single day. Our influence is lessening, and we are just one voice among 28 member states, and hold less than 10% of the vote (73 MEPs out of 766 Europe wide). 75% of UK law can be traced back to the European Union. One of the main arguments in favour of the EU is that we send them most of our exports, but figures show we have an adverse balance of trade with the EU. If we left the EU, it would be in their interests to have a free trade agreement with us. This issue has dominated UK politics for TOO LONG! In recent years we have become citizens of the European Union, transferred huge amounts of sovereignty to unelected bureaucrats and paid billions to this expensive club. Campaign for a Referendum has changed the dialogue on Europe. We’ve sparked the debate. We were the first ever Referendum petition to be debated by our own MPs. We then submitted a further 100,000 signatures. Opinion is changing but we cannot ease up the pressure. The fight goes on until the day where we finally get to have our say.
