LIVING IN WATERHOOD The Väike-Õismäe circle-city

The main character of the existing neighbourhood is the concentric plan with outer and inner rings. The well-balanced organisation of the public spaces and the pond in the center also embraced the concept of a circle city. However, this structure with old housing blocks is lack of characteristics - with a limited choice of different apartments types. The layout and surrounding of the mass-produced blocks do not fit the requirements of contemporary living environment. Existing structure = Circle city + Outer ring + Inner ring + Orientation towers Problems = lack of characteristics + lack of parking lots + a lot of obstruction in between the central pond and park to the housing blocks + mass-produced housing blocks without relation to human scale

What is the heritage of Soviet socialism ?

POTENTIAL DEVELOPMENT On the North : a large zone of centres for retail and household services. On the South - West : the connection with lake Haku and public bus network O the South: the pure residential area On the North - East : the hospital

There are also several sites important from the standpoint of the entire city that are located in the sub-district’s near vicinity: the Tallinn Zoo, the Rocca al Mare Open-Air Museum, the Kakumäe and Lake Harku swimming beaches, and a large zone of centres for retail, household services, culture, sports, and leisure, where a concert- and athletic centre, an ice rink, a tennis hall, as well as a large shopping centre have been erected.

GREEN + WATER SHARED BICYCLE POINTS INTEGRATED WITH COMMUNITY LIVINGROOM The inhabitants can meet their neghbours, share tools for workshop, knowledge for young people and share their love and care for each other. Everyday the children can take bicycle from this network to school then come back home safely.
