The Sartell-St. Stephen school district spelling bee has been scheduled for 7 p.m. Monday, Jan. 26 at the Sartell Middle School in the multi-purpose room. Late on a frosty Christmas Eve, Ebenezer Scrooge sat all alone, writing with a feather pen and scoffing at the wasteful foolishness of Christmas, dismissing human kindness as nothing but humbug. Just then, he heard the sound of rattling chains and into his house stepped a ghoulish-looking Jacob Marley, Scrooge’s former business partner, dead for 10 years. That’s one of the tableau scenes witnessed by visitors to The Living Waters church in Sartell during Ebenezer Scrooge: An Interactive Family Experience. The theatrical event took place Dec. 4-7 in the woods just

behind the church. Groups of 20 people – adults and children – would set out every half hour from the church to walk down paths into the woods, stopping at one-room cabin-like structures to witness the drama unfold. Many hundreds of people enjoyed the Scrooge walk. The story was based, loosely, on Charles Dickens’ famed novella, A Christmas Carol, published to wide acclaim in 1843. That one novella is credited with creating and popularizing the festivities surrounding Christmas celebrations throughout the Western world. It’s not many 14-yearold boys who can say they’ve been to England three times and to Paris once in their young Hammond lives, but Aiden Hammond of

Sartell not only did, but he’s also about to take a trip “Down Under” – to the faraway land of Australia. Hammond was named by the People to People organization to be a student ambassador to Australia. People to People, now in its 50th year, is a travel program that promotes world peace and cultural understanding by allowing young people – fifth-grade to col-

lege age – to travel to other countries for learning experiences. The young “ambassadors” spend time in one or more of 40 countries on seven continents of the world. Aiden will fly to Australia sometime next summer, although the exact date has not yet been set. Meantime, he is involved with raising funds to help pay for the long trip. From 6-8 p.m. Tuesday, Dec. 16, he will wrap

Christmas gifts at Celebration Lutheran Church, of which he and his family are members. People can bring their gifts to the church to be wrapped, the price depending on the package size. Should the City of Sartell authorize only one garbage hauler to do business in the city? Or only two or three? Or should it remain the same, with four? That question has surfaced many times in recent years at city council meetings, most recently at its last one, Nov. 24. Sartell residents can currently choose from among four haulers that operate in the city. There are several reasons for considering the change: wear-and-tear on roads, safety factors, noise, dust raised up in alleys. Because there are four haulers operating citywide, some

In April 2013, the City of Sauk Rapids passed an ordinance allowing only one hauler to operate within the city limits. That twoyear contract with Republic Services (formerly Allied Waste Services) was recently renewed for seven years.

Sauk Rapids For its Nov. 24 meeting, the Sartell City Council invited Sauk Rapids City Administrator Ross Olson to give a presentation of how that city arrived at its one-hauler-only policy. The policy, Olson told

the council, has been successful for all concerned, especially with residents who saw their garbage bills decrease dramatically. Olson, who happens to live in Sartell, has been the Sauk Rapids administrator for 13 years. The following is a summary of his presentation to the council: About three years ago, Sauk Rapids explored the possibility of limiting garbage-hauling (residential only) to just one hauler rather than three or four. Such a change had been suggested previously, but residents always told public officials they wanted a choice in deciding who their haulers should be. The city referred the Garbage • page 4

Once again, the City of Sartell is asking residents to take its annual City Services Survey. Residents have until Dec. 15 to answer the survey questions. It’s an effort by city officials to learn if city services are effective

or how they can be improved. The survey consists of 14 questions, with spaces available for comments. One of the questions is subdivided into seven true-or-false questions, all concerning parks and park amenities. The survey can be taken online at the Sartell website or a paper copy can be picked up at

Sartell City Hall. The city’s website is: sartellmn.com. The questions, most of which have answer options from “Don’t know” to “Excellent” are these: How many years have you lived in the city? Rate the overall appearance of the city. Rate the overall feeling of

safety in the city. Rate the overall quality of fire protection. Rate the overall condition of city streets. Rate the overall quality of snowplowing. Rate the dependability and overall quality of sanitary sewer service. Rate the overall quality of city water supply.

Rate the recreational programs and facilities, parks, park amenities, trails. Which Sartell park do you visit most often and why? What is the farthest you are willing to travel to a park regularly? ¼ mile up to five miles. Seven true-or-false questions regarding parks. Rate the overall quality of services provided by the city.

A complaint was made regarding a male going door-to-door and attempting to sell items, but had no product. An officer made contact with the male who stated he was giving out flyers for the product. He did not have a permit and agreed to leave the area until he obtained one. 9:11 p.m. Traffic stop. CR 4. A vehicle was witnessed traveling 49 mph in a posted 35-mph zone. The driver stated he was unaware

of his speed. He was issued a citation. Nov. 27 1:54 a.m. Traffic stop. 3rd Street N. A vehicle was witnessed displaying an expired registration. The officer detected the odor of marijuana coming from the vehicle. A passenger gave the officer paraphernalia and a small amount of marijuana. He was issued a citation. 8:17 p.m. Juvenile problem. 1st Avenue N. A complaint was made regarding a young boy riding an ATV and blowing a horn. An officer checked the area and was unable to locate anyone. Nov. 28 12:08 a.m. Suspicious vehicle. 23rd Street. While on patrol, an officer saw a vehicle parked on a dead-end street. The officer found the driver was trying to locate a friend’s residence and had pulled over to call and get directions. 6:02 p.m. Verbal. 1st Street NE. A report was made regarding a verbal argument between two adult females. Officers arrived and were able to diffuse the situation. No further assistance was needed. Nov. 29 3:47 p.m. Motorist assist. CR 120. A driver locked her keys in her vehicle. An officer was able to unlock the door for her. Nov. 30 9:41 a.m. Unwanted person. Troop Drive. A complaint was made regarding unknown people sleeping in a community room. An officer arrived and found they were guests of a resident. They were asked to leave the area. 3:03 p.m. Suspicious vehicle. 4th Avenue S. A vehicle was located with a broken window and covered in snow. redemption, from pinched darkness to expansive light. In the Living Waters version, God is a vital part of Scrooge’s redemption. The weather for the Scrooge walk was ideal: a frosty chill but not too cold. One of the dramatic highlights was a one-room schoolhouse, with six children sitting in their desks with lessons as their teacher presided. As Scrooge, led by the Ghost of Christmas Past, enters the room, he quickly notices himself – as a boy – sitting in one of the school desks. Behind him

sits his sweetheart, Belle. Viewers quickly learn some of the clues to Scrooge’s later mean-spirited behavior. The teacher, with sadness in her voice, tells little Ebenezer he must spend Christmas Day with somebody else, that his father and family won’t be coming to school to pick him up because they have been put into debtor’s prison. After experiencing more traumas, led by ghosts, Scrooge is finally brought to a gloomy, gated graveyard. Using his lantern for light, he sees the name Ebenezer Scrooge carved on a headstone. Then he hears the scraping, digging sounds of two female gravediggers, gabbing away in lilting Cockney accents about what an old mean tightwad was the man they are

about to bury. Scrooge, taken aback and then terrified, suddenly “sees the light” and vows to become a better man. And, of course, he does – later opening his pocketbook, celebrating Christmas with his nephew’s family and adopting the poor, sickly Tiny Tim Cratchit, son of his clerk, almost as his own child. By the end, all is well and the spirit of Christmas reigns once again. Ebenezer, which visitors clearly enjoyed, is just one of the annual walk-throughs every Christmas season at The Waters church. Members of the congregation spend many hours creating and then performing for the interactive walking tours.

question to its public-works committee to research other cities that have switched to a one-hauler policy. After that research data was presented, the city decided to meet with haulers for their input. All of the haulers, at first, said they would be happiest with the status-quo – allowing all of them to operate anywhere within the city. The city and the haulers also discussed many options, such as dividing the city into zones, one for each hauler; and the possibility of just two zones for just two haulers. Finally, the haulers said if the city would be divvied up into zones, they would just as well prefer one hauler only to the zones idea. The city then called for quotes for a one-hauler solution and a twohauler solution. The latter bid came in as more expensive. The public-works committee then decided to recommend a one-hauler policy, and a public meeting was called. At a wellattended hearing, all of the data and results of negotiations were revealed to the audience. Those present expressed satisfaction a one-hauler policy would greatly

reduce their garbage pick-up costs. Ross said everyone was surprised at the lower costs and how efficient the one-hauler system proved to be. Before the one-hauler policy, Sauk Rapids residents were paying a wide range of costs for garbage ranging from as low as $9 to as high as close to $40, depending on a variety of factors, including how much garbage residents wanted hauled off on a regular basis. Olson said the old familiar complaints from residents (dust, noise, safety fears) are never heard anymore, now the one-hauler system is in place. He said he has heard nothing but positive comments about the change. The change has also made the Sauk Rapids Street Department happy, Olson noted, because during snow plowing there aren’t any garbage cans to maneuver around on days of the week other than pick-up Tuesdays. Olson also praised Republic Services for being more than willing to work out any individual problems or needs residents might experience.

also picks up recyclables every other week from residents who opt for that service. Republic allows residents to do single-sort recycling, meaning they can throw all sorts of recyclables (cans, paper, glass) into one recycling cart, and Republic later separates the types of recyclables. Republic’s current pick-up options and costs per month for Sauk Rapids are the following: 30-gallon cart: $6.45. 60-gallon cart: $7.45. 90-gallon cart: $8.45. 30-gallon cart every other week: $6. 60-gallon recycling cart: $5. Republic’s contract with the city allows residents to opt for suspend-collection service during times of extended absences from their homes. The city council recently unanimously approved a renewal of the contract with Republic Services for seven years. The cost for a 30-gallon cart is guaranteed not to increase more than $1 during the life of that contract – from $6.45 to $7.23.

Mayor Joe Perske said noise and safety concerns have always been voiced when it comes to garbage hauling. Wear-and-tear on roads has also been an ongoing concern, said Sartell Administrator Mary Degiovanni, although there is not definite data on wear-and-tear caused just by garbage trucks, Sartell City Engineer Mike Nielson added. The extent of damage to roads would depend upon how thickly the roads are built, he noted. Council member David Peterson then said it’s a fact garbage trucks turning in cul-de-sacs can cause road damage worse than on straight roads because of the weight loads shifting on tires as the truck turns. Council members Steve Hennes and Amy Braig-Lindstrom said they are in favor of a one-hauler policy. Hennes said three haulers go past his house, one of them typically driving at an excessive speed. “I’ve been in favor (of a onehauler policy) for seven years,” he said. Council member Sarah Jane Nicoll said she opposes a onehauler option. “I’m not in favor,” she said. “I’m in favor of free enterprise.” What, she said, will happen down the road if the one hauler’s prices skyrocket when, in the meantime, competition has been driven out, especially if so many cities go with the same hauler?

Sartell approves 2015 budget The City of Sartell budget for next year will increase by 7.6 percent, and the tax rate will increase by 2.8 percent from this year. At its Dec. 8 meeting, the city council approved the budget of $6,217,343. The general fund for 2015 is $4,340,878. With debt service and abatements added, the total preliminary tax levy for 2015 will be $5,106,931. The rest of the $6.2 million will be covered by fees and other revenue to the city. Public-works projects – mainly roads, as well as city safety

costs (police, fire departments) – are the two biggest budget items, as is typical annually, noted Sartell City Administrator Mary Degiovanni. The budget also includes the cost of hiring a public-works maintenance employee; a parttime administrative city-staff position; a community-service officer for the police department, which is a position that has been vacant since 2008, and a planning-associate position in city hall that was vacant following a resignation this year.

Our View Violent protests undermine efforts at social changes It’s good to see people of so many ages and races in so many cities expressing their outrage about the grand jury’s decision not to indict a police officer in the chokehold death of a man in Staten Island. What is not good to see – what is reprehensible and disgusting – are vandals, smashers, plunderers, looters and all-purpose wreckers hell-bent on a spree of urban destruction, using demonstrations as excuses for lawless free-for-alls. Don’t these destroyers understand their lunatic destruction has nothing to do with improving the justice system? It has nothing to do with standing up for human rights. It has absolutely nothing to do with anything – except destruction for destruction’s sake. Demonstrations – peaceful ones – can help change society for the better, such as the many demonstrations, sit-ins, marches and boycotts of the Civil Rights era. The great Martin Luther King Jr. took his cues from two other morally inspiring giants: Mahatma Gandhi and Henry David Thoreau. Thoreau is most famous as the Massachusetts author of his famous book of selfsufficiency and resourcefulness, Walden, or Life in the Woods (1854). But he is possibly even more influential for his essay, Civil Disobedience, a passionate defense of the moral duty to actively oppose and disobey unjust systems. Later, Mahatma Gandhi, inspired by Thoreau’s books, adapted Thoreau’s moral imperative for civil disobedience as a tactic to help drive the British out of India. King Jr., inspired by Ghandi, Thoreau and the Bible, also used non-violent protests in the fight against institutionalized racism in America. Still later, the courageous Nelson Mandela helped South Africa transition from vile Apartheid to a relatively peaceful integration, based on non-violent tactics and policies. What those four giants all had in common is they realized, if one is to take the moral high ground in any social or political struggle, it must be done without the use of violence. Any victory won is more tenable and stronger if it is achieved without resorting to violent force and indiscriminate killing. People who resort to violence undermine the force of their arguments and ultimately sabotage their own so-called causes. That is what will happen to worldwide terrorists; in the end they will win nothing. It’s a lesson urban rioters should learn, but they probably won’t, because those who burn and loot have no principles to begin with. They are wreckers who have no point to make and no cause to achieve. They are, in a word, losers.

Opinion Label photos for future generations Who’s that woman spanking mom with what looks like a bottle of hair dye? There she is in that old black-andwhite Kodak photo: mom, grinning with glee but trying to look boo-hoo cry-baby. She’s leaning across the lap of a friend, who is mugging meanly at the camera, holding that bottle high in the air, ready to bring it down over mom’s butt. Who is she? I look on the back of the photo. No names, no dates. Wasn’t her first name Adeline? Schnettler was it? Schneider? Yeah, that sounds right. No, no, no . . . it wasn’t that, either. Close, though. Dang, it’s on the tip of my tongue. Ummm . . . Schneiderhan? Naw. When looking at that photo and many other old ones the other day, I was stumped time and again by the “where, who, what, when, why” in each snapshot. I used to know all that, when mom and dad were there to tell me. On lazy rainy days, so long ago, we kids would dip into the Dalman Memory Trunk, as we called it. Inside the big steel box were hundreds of snapshots taken in the olden days, long before we kids were born. Perusing those photos was like seeing glimpses of alien invaders, a couple of whom later turned into our parents. “Mom, is that really you in this picture?” we’d say, laughing. “Look at those gooney curls on your head, and get a load of those glasses with no frames on ‘em. And that dress! It’s practically down to your ankles. Looks like you were some kind of old-maid hillbilly.” Mom or dad would laugh, enjoying the memories captured in the photos.

Dennis Dalman Editor Then they would tell us who else is in the photo, how they got to know them, when and where the photo was taken, and so forth. Trips down Memory Lane. I do remember some things about the one of mom being spanked with the bottle. I recall her telling us kids it was taken in her rooming house in the early 1940s when she was a student at St. Cloud Teachers’ College (now St. Cloud State University). She and other students who roomed there were goofing off one day when what’s-her-name grabbed a bottle and pretended to spank mom. Come to think of it, the bottle was hair dye, and it belonged to an old woman who lived in part of the house. Located near the college, the same house was bought later by mom and dad a few years after they got married, and I was born and raised in it. The little old lady, Mrs. Laughton, continued to live in part of the house as a renter, and we kids would have to wait on her when she needed something. She’d ring a loud hand bell, and we’d go slouching to her side of the house: “Yeah, Mrs. Laughton, what now?” we’d ask in a glum, hang-dog way. Funny how an old photo – a splitsecond of captured time – can unlock so many memories. I wonder if kids today dip into their parents’ photo stashes. Do they know who is in the photos, when they were

taken, why they were taken? Probably not. That’s because so many people do not label them. We think we’ll remember all about the snapshots years from now, but of course we won’t; we don’t. Memories, sad to say, fade quicker than an old picture. And will future kids even have photographs to dip into? We kids used to love to pass those pictures around like playing cards as we hooted and giggled, pondering about them. Nowadays, in this Digital Age, it’s more likely you’ll see people squinting at pictures on iPhones. What’s even more likely is many of those photos will end up deleted – dead in cyberspace –, never to be printed out as actual pictures to hold, never to be enjoyed again by anybody. The coming generations will probably lack a snapshot legacy unless people start downloading pictures, printing them or saving them to discs instead of deleting them. That has long been one of my pet peeves: people who don’t label and date photographs. In defense of my parents, most of those old pictures were labeled with dates and other information, but it was written right under the photos that had been pasted in black-paged photo books, long before the pictures were rather rudely ripped from the books, becoming stray orphans in stacks within the memory trunk. I always tell people this: Do your kids, grandkids and great-grandkids a favor; label all your snapshots with the five “W’s” – When, Who, What, Where, Why. Doing so will help them, on some future rainy day, connect with their heritage, allowing them to unlock and to enjoy the marvelous, mysterious past.

Random ramblings on current events If you’re like me, you’re probably tired of hearing about Ferguson, Mo. The incident there has spawned another conversation, however. In New York City an individual who was breaking the law, as he had some 30 times before resulting in arrest, decided to resist this arrest, was placed in a “chokehold” by a police officer and later died. He happened to be extremely obese and suffered from many health issues. A grand jury heard evidence of any wrongdoing by police and decided not to indict the officer for the death of the perpetrator. Protests and marches followed, led by the usual suspects. Many people have been arrested. So what has been the response by New York’s mayor, the president and the U.S. attorney general? They say the police need to be retrained. I suspect what they are really calling for is the police to be restrained, not retrained. Their irresponsibility will hurt police officers. If just one officer hesitates in the line of duty and either dies or allows someone else to die because of hesitation, it will be the fault of these politicians. In my experience people who dislike cops have evidently had bad dealings with them in their past. Personally, I have never had any bad dealings with police officers. I have been stopped, cited and cautioned, but never have I been disrespected nor have I have ever tried to resist lawful action by the police. Maybe

Kevin hails from England, and the family has been three times to Peterborough (80 miles north of London) to visit Aiden’s grandparents. On one of those visits, Aiden was only 5 when the family crossed the English Channel to visit Paris. Aiden’s last trip to England was during Christmas vacation, 2013. In school, Aiden’s favorite subjects are math and science; he also enjoys swimming and playing soccer. Someday, he hopes to become an engineer.

While on patrol, an officer saw a vehicle stalled in the roadway. The driver stated he was still learning how to drive a stick and stalled the vehicle. The officer helped push the vehicle to the side of the road.
