Excitement mounts about Sartell Center

It is being built in south Sartell next to a holding pond known as Lake Francis east of Pinecone Road and south of the PineCone Marketplace shopping mall. The Chateau Waters senior-living apartment complex is located near the center. That entire area has been designated by the Sartell City Council as Town Square, which will contain a mixture of retail businesses, recreational amenities (including the center) and residential dwellings. In the future, Town Square is supposed to become the “downtown” Sartell, the heart of the city. The Sartell-St. Stephen School District has an interim activities director, Jim Michaud, who was Michaud hired Aug. 2 by the school

board. “I am happy to be here and contribute to a great school district,” Michaud said. “I am looking forward to the work ahead.” Michaud will take the position recently vacated by John Ross, who will serve as the associate activities director for the school district. Michaud, who retired in 2008, worked for many years as a teacher, coach and activi-

He earned a bachelor’s degree in history from St. John’s University, graduating in 1969, then he earned a master’s degree in athletic administration from St. Cloud State University in 1991. He began his teaching and coaching career in 1969 at Lafayette High School in Redwood Falls. In 1978, he became a social-studies teacher and hockey coach at Cathedral High School. His years at Apollo began in 1987 when he was activities director from 1994 to 2008, the year he retired. In 1996, Michaud was certified as an athletic administrator

from the National Interscholastic Athletic Administration Association. In 2008, he was honored as Section 8 AA Activities Director of the Year. Michaud serves on the board of directors of the Local Education and Activities Foundation. He and his wife, Mary, are also actively involved in the Kids Against Hunger organization. “We are excited to have Jim join our district team,” said Sartell-St. Stephen Superintendent Jeff Schwiebert. “I know he will be a great leader for our activities department because of his extensive knowledge and experience.” Jim and Mary Michaud live along the Mississippi River in rural Watab Township.

Jeff Kolb of Sartell is the new member of the Sartell Economic Development Commission. He was appointed by Kolb the Sartell City Council at a special meeting July 31 to fill a vacancy on the commission. The previous member, Chad Zimmerman, who was the EDC’s

chairman, resigned to accept an employment position in Iowa. Kolb will serve on the commission to fill the rest of Zimmerman’s term, until Dec. 31, 2018. Kolb is a senior home-mortgage consultant for Wells Fargo Bank. He graduated from Milaca High School, then earned a degree in finance from Bethel University in 1998. The other members of the EDC are Jim Illies Jr., Dawn Loberg, Mike Schoenecker, Bruce Stainbrook, David Switzer and Julie Whitney.

Correction A correction is needed for an Aug. 4 Newsleader story about Sarah Kleppe, the new communications specialist for the Sartell-St. Stephen School District. In the story, a reference is made to Amy Trombley, who was Kleppe’s predecessor. Trombley is now working as a communications person for an organization called Partner for Student Success, which works with the school district but which is a separate organization from the district.

July 12 4:49 p.m. DWI. 19th Avenue N./ CR 133. An officer was dispatched for a report of an intoxicated driver heading north on 19th Avenue. First caller turned off and didn’t follow but gave a plate number. The second caller reported the same vehicle near 19th Avenue and 11th Street S. The officer located the vehicle as it traveled south on 19th Avenue near Grizzly Lane. The officer observed the vehicle was swerving and appeared to be speeding. The officer clocked the vehicle at 51 mph in a posted 30-mph zone. The officer initiated a traffic stop on the vehicle. The male driver was the only occupant and had slow motor movements, slurred speech and blood-shot eyes. The driver admitted to being on Methadone. The male was placed under arrest for driving under the influence. July 13 12:57 a.m. Verbal. Lowell Lane. Officers were dispatched for a report of a verbal altercation. Officers made contact with the complainant who was involved in the argument. The female party stated her ex-boyfriend was the second party involved in the argument, which was about personal property that had been misplaced. She stated nothing physical occurred, and the male party hadn’t made any direct threats. Officers advised the female on how to begin the process of placing a Harrassment Restraining Order.

Friday, Aug. 11, 2017 July 14 12:41 a.m. Traffic stop. CR 1/ Hwy. 15. While on routine patrol and traveling south on Riverside Avenue, an officer observed a vehicle traveling directly in front of him that when the driver applied the brakes only the passenger’s side brake light illuminated. The officer initiated a traffic stop on the vehicle. The driver was identified and advised of the reason for the stop. The driver said she knew the brake light was broken and also stated she didn’t have a valid driver’s license. Upon further investigation the officer discovered her driver’s license had been revoked. The driver was issued a citation for driving after revocation and was released. 1:57 a.m. Medical. Utah Road. An officer was dispatched for a report of a 71-year-old female who was not feeling well. Upon arrival,

the officer located the patient in her bedroom; she stated she had chills and was cold. The officer monitored the patient’s condition until Gold Cross Ambulance arrived on scene. Upon their arrival, the officer assisted paramedics with loading the patient for transport to the St. Cloud Hospital. July 15 1:50 a.m. Medical alarm. Heritage Drive. Officers were dispatched for a report of a 78-yearold male who had fallen in the bathroom and needed a lift assist. Upon arrival, officers located the male party in the bathroom and then assisted the male to his bedroom. He appeared confused and didn’t remember falling. Gold Cross arrived on scene and officers assisted paramedics as necessary. 4:49 p.m. Medical. 520 First

Street NE. An officer was dispatched to Country Manor Health Care Center for a report of an 84-yea-old female who was confused and had difficulty walking. The officer arrived on scene and located the patient in her resident room. The female was unable to respond to the officer’s questions with appropriate answers. The officer monitored the patient’s condition until Gold Cross arrived on scene. Upon their arrival, the officer assisted with loading the patient for transport to the hospital. July 16 12:57 a.m. Open door. 1710 Pinecone Road S. While on routine patrol and conducting business security checks, an officer observed the front door of Burger King was unsecured. Officers made contact with a keyholder, who arrived on scene and secured the door. 7:22 p.m. Domestic. First Street NE. Officers were dispatched to a report of a physical domestic involving strangulation. Officers arrived on scene and discovered the suspect had fled the area in a white pickup truck. Victim refused medical attention. Evidence was gathered and an attempt to locate was put out for the suspect and his vehicle. July 17 4:31 p.m. Burglary. Willow Lane. Officers were dispatched to a residence for a report of a burglary. The suspect had entered the north side of the residence by pushing in the air-conditioning unit. Approximately $5,200 was taken from a safe in a bedroom. Nothing else was

3 taken. Officers collected evidence including latent prints and a cigarette left from the suspect. Photos and statements were also taken. July 18 10:32 p.m. Warrant. CR 120. While on routine patrol, an officer observed a female he recognized from previous contacts at a known drug house drop off a male and a female in the Walmart parking lot. The officer observed this to be suspicious and made contact with the male and female party. The officer identified both parties and discovered the male party had an outstanding warrant and the female party had an outstanding felony warrant. Both warrants were confirmed through dispatch. The male and female were placed under arrest and transported to the Stearns County Jail without incident.

pick-up and drop-off site for library items from the Great River Regional Library System, a public meeting space with kitchen facilities, locker rooms and rooms for flexible uses. The project’s designer is Hagemeister Mack Architects of St. Cloud, and its construction manager is Bob Strack of Strack Construction Co., Sartell. The center was purposely designed so it can be expanded for additional uses, if need be, in future years. There could, for example, be an outdoor swimming pool or perhaps a rock-climbing wall added. The parking lot will have about 250 parking spaces. The center was also designed so people who go there can interact with the outdoor

The building itself contains some spaces with massive walls of glass, allowing for a visual indoor-outdoor interaction. There will also be a large patio on the shore of the holding pond. The center will be paid for over a 25-year period by using revenue from Sartell’s half-cent regional sales tax. The following is a time line of situations and conditions leading to the construction of the Sartell Community Center.

1990s

1994

A community-center task force is formed. Focus-group meetings take place, there are visits to other community centers and members explore the chances for collaboration with the school system and other groups. More surveys are conducted.

1999

Sartell voters approve the half-cent regional sales tax, which brightens hopes the revenue can someday be used to build a community center.

2000

A referendum effort to raise $9.9 million through a general-revenue bond fails on a vote of 2,972 to 743. Passage of the referendum would have raised residents’ property taxes.

2001

The Bernick’s Ice Arena is built in Sartell, a collaborative project involving the Sartell Youth Hockey Association, the City of Sartell, a $250,000 Mighty Ducks grant and other contributors and volunteers. At

one time, an ice arena had been proposed as one of the amenities in a community center. Total cost of the ice arena: $3.4 million.

2002-2003

GLT Architects is hired by the community-center task force to develop a concept for a center at Pinecone Regional Park near where city hall is located.

2003

The council approves construction of what it calls the “first phase” of a community center – an outdoor ice rink, ice-grooming machine, park shelter, warming house, playground equipment, landscaping and irrigation.

2006

Sartell voters approve an extension of the half-cent regional sales tax from 2006 to 2018.

2014

Sartell voters again approve an extension of the sales tax, through the year 2038.

2015 to Present

Work begins in earnest to find the best location for a

Sartell Community Center. After considering possible sites throughout the city, the Sartell City Council on a 3-2 vote chooses a southern site, not far from the border with St. Cloud. That site precludes the possibility of a branch library because it is too close to the libraries in St. Cloud and Waite Park. Thus are the rules of the Great River Regional Library System. Library enthusiasts in Sartell try to convince the council to choose a more central site for the center, allowing for a branch library. However, the three members of the council who voted for the southern site (Mayor Sarah Jane Nicolls, council members Steve Hennes and Pat Lynch) remain adamant. A Friends of the Library group presents the council with a petition and at one council meeting pickets outside of city hall, showing their displeasure that the three council members have consistently brushed off the idea for a branch library in the center. The other two members, David Peterson and Amy Braig-Lindstrom, are consistently pro-library throughout the ongoing controversy. There are input meetings at the council as to what people

prefer to have in a community center. At one of them, the council chamber is filled with athletic supporters saying there is a need for more gyms in the city. Later, the design of the center starts taking shape, with help from the construction manager, architect and council members. It will contain three gyms, a senior center, public meeting rooms, a kitchen, a kids’ play area and an elevated walking track but no library service. After talks with the staff of the Great River Regional Library System, an agreement is reached to install library-item

5 lockers at the center. Sartell residents will be able to order online items from the Great River Regional system, and the items will be delivered to the lockers. Items can also be dropped off for pick-up by Great River Regional employees. For the first year of its operation, the community center will be meticulously monitored by the council and others to fine-tune its hours and days of operation, its fee schedule and the kinds and frequencies of activities that occur there. The monitoring will also include a review and adjustments to how the building is maintained and cost of maintenance.

‘You’re not the President. I am!’

Gov. Mark Dayton called it an “act of terrorism.” It was. The bombing at the Dar Al-Farooq Islamic Center in Bloomington last Saturday did not cause any injuries or deaths, thankfully. However, acts of terrorism do not necessarily have to result in bloodshed to serve their vicious purpose, which is most of all to ignite the dark forces of fear, suspicion, hatred and blind retribution. Like Bloomington, the St. Cloud area has a high percentage of Somali people. It’s important for all of us to condemn that bombing and to call it what it is – not vandalism, not hooligan hijinx – but a hate crime, an act of terrorism aimed at a community of people because of their color and their religion. Let us hope the perpetrator(s) is arrested soon to face justice. In the meantime, people are speaking out strongly against the disgusting crime. This is what Bloomington Mayor Gene Winstead had to say, referring to the six-year-old Islamic center in his city: “It has grown to be an important part of our community going forward. And we’re happy to have them (Somalis) here. That said, when there is an attack on part of our community, there is an attack on our entire community.” Anybody who has studied history – or even scratched its surface – should know such terrorist acts, which often start with acts of vandalism, can set the stage for further, more widespread outrages against human beings. In Nazi Germany, during a night called Kristallnacht, thugs were encouraged to smash windows and vandalize shops owned by Jews and to carry out other acts of mayhem, some resulting in the brutalization and deaths of Jewish people – or people who were assumed to be Jewish. It wasn’t too long after that Jews were forced into overcrowded ghettos followed by their being shipped like cattle to work camps, death camps. That is why those who commit hate crimes have to be roundly condemned, and all humans should join together in solidarity against such despicable prejudices, which are often fueled by jokes, slanders, gossip and blatant untruths about people of another color or against anyone perceived as being “different” – the “other.” Right here in the St. Cloud area, right under our noses, we sometimes hear snide remarks against Somalis, slanderous nastiness, cruel jokes and stories people swear are true – but are not. The best way to counter that witch’s brew of nastiness is to tell the slanderers, right on the spot, that their cruel remarks are not helpful in our efforts to achieve peace and harmony for all Americans. There are close to 60,000 Somalis now living in Minnesota. What is greatly worrisome are the increases in anti-Muslim acts across the nation, including the vandalizing of Islamic cemeteries. We have a moral obligation to condemn such rot again and again and to work actively to stop it. Let’s show our Somali neighbors our support. One way to do that, in this case, is to donate money to help the Somalis in Bloomington repair the damage caused by the seriously misguided thug who bombed their center. Eliot wrote in his poem, The Hollow Men: “This is the way the world ends Not with a bang but a whimper.” These days, we have to wonder if the world will end not with a whimper but a tweet – a Trumpian tweet. Reader warns beware of dog in Wilds’ park Jeff Lahr, Sartell On July 31 I was taking my evening walk around the path that leads through “The Wilds” neighborhoodpark area. As I proceeded around one of the two holding ponds, I spotted a girl, about 7 years old, trying to control on a leash two small dogs, which were very upset. When the dogs spotted me, they pulled the girl toward me. I jumped off the path to avoid the dogs but both jumped on me and the white terrier dog bit me twice in the left leg. The girl pulled the dogs off me, said she was sorry and left. It happened so fast, I could hardly believe it even happened.

Within seconds my leg began bleeding and became very swollen. I walked about half a mile to my home and went to the St. Cloud Medical Group Urgent Care, where they said they could not handle this situation. They called the St. Cloud Hospital Emergency Room where I was advised to start rabies shots immediately since I did not know the owner of the dog or its whereabouts. The first set of rabies shots consists of nine shots in various parts of the body, done with seven different solutions. I have to return to the hospital an additional three times for continued shots over a two-week period.

Side effects I have experienced from these shots are muscle discomfort and tiredness. The hospital also contacted the Sartell Police Department and an officer came to receive my statement within the hour. As of this time, the Sartell Police Department has not been able to locate this animal. Thus it’s impossible to know if the dog has had its proper vaccinations. The police officer said if this dog bit once, it could possibly bite again. This is an unpleasant experience I wish on no one.
