Good News! United Way of Greater New Bedford Awards $19,750 to Child & Family Services United Way of Greater New Bedford is doing its part to help children traumatized by violence by awarding Child & Family Services’ Caring Network Program with $19,750 through its Community Impact Grant. At Child & Family Services we recognize and understand the impact exposure to violence has on our children. Since 1996, Caring Network has been providing free psycho-educational groups to children between the ages of 4-14 that have witnessed or are victims of violence in their home, school or community through a matching grant from MA Office of Victims Assistance (MOVA). “United Way’s contribution to our Caring Network program will greatly enhance our ability to provide services to the children in our community,” stated Anne Sampaio, Child & Family’s Executive Director. “This grant brings us one step closer to meeting our annual MOVA grant match and allows us to focus on providing critical services to children traumatized by violence.” “This latest grant support reaffirms United Way’s commitment to the most vulnerable children in our community” said Michelle N. Hantman, President & CEO of United Way of Greater New Bedford. “We are proud of our longstanding partnership with Child & Family Services and are confident they will make a difference in the lives of the children helped by this program” said Hantman. Children who have witnessed violence live with a variety of symptoms, both emotional and physical every day. These children often struggle with traumatic flashbacks, fears and anxieties and can even have trouble eating and sleeping. Some repeat aggressive behavior they have seen, others withdraw emotionally. The program helps children through the initial trauma, develops safety plans in case of future violence, and shows them ways to settle conflict and tension without resorting to violence.

On Tuesday, July 2nd, state and local officials, as well as members of the South Coast business community, broke ground on Chace Road in Freetown in celebration of the final South Coast Rail approvals (a completed construction plan and a secured funding source). The $1 billion needed to fully fund the SCR "Phase 1" project has been officially allocated in the state's 5-year capital plan, and as such, is expected to start delivering service no later than the fall of 2023. The next four years of the project will entail the commuter rail’s Middleboro Line being extended to New Bedford and Fall River, which will require reconstructing 17.3 miles of the existing New Bedford main line track, and 11.7 miles of the Fall River secondary track. “The Rail to Boston Coalition would like to thank the Baker/Polito Administration, Transportation Secretary Pollack, members of the SouthCoast Legislative Delegation, in particular, Transportation Chairman William Straus, and our Coalition members and partners that never gave up, despite being weary at times,” said

Paul Chasse, Co-Chair of the “Rail to Boston” Coalition and Vice Chairman of the SouthCoast Chamber’s Government Affairs Committee. “The Coalition will move forward using the hashtag #SouthCoastRail2023 and encourage all residents and business owners to do the same, as we move closer to a projected first ridership in September of 2023.” Additionally, and in the spirit of regional collaboration, both the SouthCoast Chamber and Bristol County Chamber Government Affairs Committees will hold a joint meeting on Friday, September 20th at 8:00 a.m. at Matouk in Fall River, where there will be a South Coast Rail update and briefing from Mass DOT SCR Manager, Jean Fox. Ms. Fox will be offering an updated presentation on the SCR progress, and will be more than happy to answer your questions. Matouk is located at 925 Airport Road, Fall River, MA, and seating is limited. You must RSVP with our office by Friday, September 13th if you plan on attending. Please call Ian Abreu at the Chamber office at: (508) 999-5231, ext. 205 to reserve your seat today.

PFML (Paid Family & Medical Leave) is HERE!

Submitted by: Curtis Nelson, President/Broker, Nelson Insurance & Financial Services Fall River MA The Massachusetts Legislature as part of the “Grand Bargain” passed PFML Paid Family & Medical Leave, and Governor Charlie Baker signed it into law last year. The purpose of the law is to provide Massachusetts workers (self-employed and business owners) with short term medical leave pay and family leave pay. The program will replace a portion of a workers pay up to 20 weeks for a serious health condition and 12 weeks to care for a family member. Payments into the program begin this coming October 1st, but workers won’t be able to make a medical claim until January 1st of 2021 or family leave claim until July of 2021. PFML is going to be funded with a new payroll deduction. The start date for required PFML Paid Family & Medical Leave withholding is October 1, 2019. On that date, employers who do not have an approved exempt private leave plan must begin withholding PFML contributions from employee qualifying earnings. Employers will be responsible for remitting employee and (if applicable) employer contributions for the October 1 to De-

cember 31 quarter through MassTaxConnect by January 31, 2020. Depending on the makeup of your Massachusetts workforce, you may be responsible for remitting contributions for both Massachusetts W-2 employees (full-time, part-time, seasonal) and Massachusetts 1099-MISC contractors. Employers must register on Masstaxconnect. Beginning Oct. 1, 2019, as an employer, you're responsible for: • Reporting wages paid, payment for contract services rendered, and other information about your workforce • Determining contribution amounts for your workforce and for any contribution due from you as an employer where applicable • Making deductions to cover worker contributions from payments you make to your workforce, either as wages or as payments for services from Massachusetts 1099-MISC contractors • Notifying your workforce of the PFML law by September 30th Employers must also display the Paid Family and Medical Leave workplace

poster in a highly-visible location, provide written notice of contributions, benefits, and workforce protections to Massachusetts W-2 employees and Massachusetts 1099-MISC contractors. Self employed individuals can participate in the program if they like. The above is for informational purposes only and does not represent a complete guide as to the responsibility’s employers have under PFML as such Employers are encouraged to contact their respective payroll providers, accountants or tax preparers for clarification and guidance.
