INVESTMENT FOR IMPACT

The South East Education Cooperative is a collaborative organization that strives to provide visionary leadership and quality services to strengthen teaching and learning for member schools. We realize our mission by working to enhance student learning by building relationships that make all members stronger. We live our values by acting with Integrity, fostering a Growth mindset, demonstrating a Passion to Serve, striving to Exceed Expectations, remaining Adaptable and flexible, and committing to Collaboration. SEEC programs and services increase effective teaching practices in the classroom and directly impact student learning. Through collaboration we create partnerships and leverage resources to expand opportunities that result in innovative solutions for our schools. The following report highlights notable facts from 2017-18.

The 2017-18 SEEC Budget was nearly $4.7 million and comes from a variety of state, local, and federal funding. Over the course of the year, SEEC applied for and managed a total of 26 grants for targeted programs and services.

The ND Multi-Tier System of Supports (NDMTSS) offers a continuum of professional learning opportunities for district and school teams who are at various stages of implementation for NDMTSS. As a whole, there were nine different professional learning opportunities hosted in one or more locations throughout ND during 2017-2018, plus a NDMTSS exploration event, two renewing commitment sessions, and a handful of face-toface and online structured support days for teams needing more targeted support. The goal across all offerings is to enhance student learning and growth through improved systems of support. This work is a collaborative effort with staff from the South East Education Cooperative, Mid-Dakota Education Cooperative and Missouri River Education Cooperative.

This work was done through a collaborative grant with South East Education Cooperative, Northeast Education Services Cooperative, MidDakota Education Cooperative, and Missouri River Education Cooperative through a ND Department of Public Instruction grant.

Number of educators represents all NDMTSS session attendance so is a duplicated count (626 unique educators). Number of schools represents 61 districts, PD sessions total 323.5 hours of PD delivered statewide!

The Standards Professional Learning grant aim was to operationalize the new, North Dakota State Standards in English Language Arts and Math by engaging practitioners in collaborative study of standards viability, learning targets and proficiency scales for the purpose of improving core instruction and assessment. Establishing the importance of a guaranteed and viable curriculum then led to development of a deeper understanding of the necessary components of a standardsreferenced reporting system. Educators from across the state were eager to engage in professional learning led by national experts from Marzano Research Labs as well as dig in and establish ND K-12 ELA and Math Prioritized Standards, Proficiency Scales, and Assessment items as deliverables of the project. These templates are available at www.ndrea.org under Statewide Initiatives and are accessible to all educators across the state. Additional work will continue into 2019.

MEETING NEEDS & FINDING SOLUTIONS FOR MEMBER DISTRICTS

SCHOOL-BASED MEDICAID BILLING South East Education Cooperative’s School-Based Medicaid Consortium works with special education units across North Dakota to access available federal reimbursement dollars for medically necessary services provided to students as specified in their Individualized Education Plan or IEP. SEEC uses CompuClaim's Medicaid claiming software to effectively and efficiently record, submit and review claims for reimbursement; advocates for school-based Medicaid at the state level; and provides training, technical assistance, resources and tools to create an effective program within the unit.

In 2017-2018, SEEC provided service to 10 special education units and submitted over $2,000,000 in Medicaid claims for reimbursement from the federal government on behalf of ND special education units and school districts.

Across 10 special education units in the state, the SEEC has helped staff submit claims for reimbursement of Medicaid-eligible services to 900+ students. on Individualized Education Plans (IEPs).

West Fargo saw this increase in district revenue when comparing their initial year with the consortium (13-14) to the 17-18 school year. Fargo saw a 157% increase.

This training was one of the most beneficial training sessions I have ever attended. ACCOUNTING, PAYROLL, HUMAN RESOURCES As the South East Education Cooperative looks to support member schools, needs and opportunities in the area of business services continue to surface. The SEEC has intentionally invested time and personnel to learn with and from members to more deeply understand the intricacies of school business manager roles and responsibilities and identify gaps that currently exist. In addition, a reflection on the SEEC's current capacity and future needs in the area of business services continues. For example, in February of 2018, the SEEC was contracted by Mapleton Elementary School to provide business services after the position was vacated. SEEC staff assumed the responsibilities of the business manager and completed all work related to accounts payable and receivable, human resources, payroll and duties assigned by the Mapleton School Board. We have also worked with LaMoure School on a shorter-term support model. Through this process much has been learned. The SEEC Director of Business Services and SEEC Leadership will continue to use this information and work with SEEC Administrators to strategically determine the next steps in this service area.

The separate days spaced out to have work time in our buildings is so helpful and beneficial! Between trainings, questions and problems come up as we are working on implementing an MTSS plan, and it works perfectly to be able to get those questions answered at the next training.
