APPROVED Resolutions and Recommendations Arising from NAVCO’s 7th AGM August 25, 2007 Village Councils’ Rights and Status APPROVED - Area Representative should check with Village Councils before issuing school bus runs. APPROVED - Be it resolved that a member of NAVCO be appointed a member of the SENATE to ensure proper representation of all villages in the Country. APPROVED - Be it resolved that Government ensure that all Villages have legal representation to ensure that the Village Council is respected by Area Representatives and Ministries. APPROVED - Be it resolved that the Government ensure Maximum security of Villagers and property in all Villages by having adequate police presence. APPROVED - Be it resolved that DAVCO has a representative sit on the District Emergency Management Organization (DEMO) and a Member of NAVCO sit on the National Emergency Management Organization (NEMO). APPROVED - Sports Facilities, Part IV Sec. 21 subsection 2 C I, Care and maintenance of the public property The Village Councils Sports Committee shall be totally responsible for all sports facilities of the village. Any agency or individual wishing to use the facilities shall get an approval from the council Sports Committee and may pay a service charge as may be determined by the Committee APPROVED - Amend Intoxicating Liquor License Act to allow DAVCO collection of RURAL Liquor Licenses fees. (DAVCO is legal collection agent on behalf of the Village Councils) Amend the VCA. APPROVED - In the Animal Restriction: cows and horses should be added as it is only pigs, sheep and goats (for roaming animals). APPROVED - Resolution that two weeks after Village Council election, all documents must be handed to the new Village Council, DAVCO, NAVCO. (failure to comply results in legal action.. you shall be taken to court by the incoming VC, NAVCO, DAVCO. APPROVED - Section 47(1) The council shall have the following privileges within and beyond the vicinity of the village considering the availability: NAVCO and DAVCO sit on the Board of any organizations affecting Villages APPROVED - Sec 49 (1)

Any Agency, organization Ministry or Department of Government intending to make any decisions or policy or to carry out any act Sections (3) add Agency, organizations in the law Village Council Members’ Compensation APPROVED - Chairperson stipend is too low; needs to be raised. Have more responsibilities than alcaldes. APPROVED - Be it resolved that the stipend for Chairpersons be increased from $50.00 monthly to $200.00 and include a $100.00 monthly stipend for all other council members. Free Legal assistance provided by Government. Village Councils’ Rights and Duties Related to Land APPROVED - A member from DAVCO should be a member on the district Lands Committee. APPROVED - Villages Councils must first be consulted before recommending lots, lands within villages. NEED TO BE ENFORCED. APPROVED - That the ministry of Natural Resources and National Development work together to make sure Village Boundaries be clearly demarcated. APPROVED - That the Ministry of Natural Resources clearly define the role of the Lots and Lands Committee and set out clear procedures when dealing with lands and lots within villages. (implementation be monitored) Village Councils’ Rights and Duties Related to Water APPROVED - The first amendment to the Village Council Act enacted in 2002 which authorized the Minister to appoint the majority of the members of the village water board, was done in violation of the clean spirit of the VCA and without the required consultation with NAVCO or the local village councils. Be it resolved that all appointments to the Village Water Board be decided through the local village councils as well as the Seven Member Board, the positions of Executive. (authority to appoint)
