Marshallino Beukes The Brave Warriors of Namibia and Botswana made it through to the semi-finals of the COSAFA Cup 2015 on a day of upsets at the Moruleng Stadium on Sunday. Botswana will face Madagascar, after Madagascar won its encounter against the Black Stars of Ghana last night (2-1). Namibia ousted defending champions Zambia in a penalty shoot-out, while Botswana

disposed of host South Africa in the same manner. There were no goals over the two games but

plenty of action, with each decided on penalties. Zambia, playing their first game of the

competition, took on Group A winners Namibia and despite dominating, could not force a

goal. Brave Warriors’ goalkeeper Virgil Vries was the hero for his side, making a number of fine Continues on page 2

A two-day consultative meeting on national urban and rural land development took place at Grootfontein in the Otjozondjupa Region on Friday and Saturday. The Minister of Urban and Rural Development, Sophia Shaningwa headed the consultative meeting. She was accompanied by her two deputy ministers; Sylvia Makgone and Derek Klazen. Various regional governors, traditional authority representatives, mayors, the

chairpersons of all regional councils and officials in the Ministry of Urban and Rural Development also attended the meeting at a local lodge in Grootfontein. In her official opening remarks on Friday, Shaningwa said she had called the meeting to consult with all stakeholders involved in the

quest for urban and rural land delivery to the nation. She said President Hage Geingob on 24 April this year wrote her a letter asking that she provide an action plan to the Office of the President on how her ministry - including subnational governance structures - would fast-track Continues on page 2

Mannetti’s Warriors cause quarter-final uproar Continued from page 1 saves. Namibia then held their nerve in the shootout to claim the penalties win 5-4. Swakopmunder, Deon Hotto’s name is on every Namibian’s lips, after he scored the decisive penalty. He is also in line for the top goal scorer’s award, with three goals in three games (He scored two goals during Namibia’s encounter against Zimbabwe, which they won 4-1). Another Brave Warrior, Wangu Gome, won his second Man of the Match award at the tournament on Sunday. South Africa also had the majority of the possession in their tie against Botswana, but in truth did little with it as they could not force a

goal either. Indeed, Botswana felt aggrieved at not getting a penalty at the end of the match that could have decided the game in their favour before spot-kicks. But they always looked the more confident team in the shootout and were eventual 7-6 winners on the night. Namibia’s Brave Warriors’ next match will be on Thursday, against the winners of the 4th quarter-final match between Mozambique and Malawi, that kicked–off at the time of going to press last night. The consultative meeting that discussed land development at Grootfontein in the Otjozondjupa Region was attended by regional governors, town mayors and traditional authority representatives. She ordered all regional governors and chairpersons of regional councils countrywide to work together in serving their one client – the Namibian nation. On budgetary matters, the minister said no mismanagement of funds will be entertained at any local authority or regional council countrywide. “I urge you to do more with fewer available resources at your disposal,” she said. The consultative meeting made several re-

commendations, such as the reduction of costs during the servicing of town lands by cutting out consultants. It was also recommended that the ministry issue a directive to all municipalities around the country to allow them to start servicing their own town lands. The use of locally manufactured building materials during actual construction was also recommended highly at the meeting. NAMPA

“We are building houses, which we ourselves cannot even afford” The Metal and Allied Namibia Workers Union (MANWU) held a meeting in Swakopmund, on Friday night. The main aim of this meeting was to discuss the minimum wage issue. Approximately 200 members showed up. “It is our demand that every member of MANWU must be able to afford the basic household needs every month. These includes education, healthcare, water, electricity, housing, transport and food,” was the message of the Union's General Secretary, Justina Jonas. This message was conveyed to the members on behalf of Jonas by Angula Angula, MANWU's Walvis Bay branch chairperson. Angula also noted that workers in the construction industry are building houses which they, themselves, cannot even afford and this, according to Angula, is unacceptable. “Workers are not doormats and it is time we lift our voices. We should start to claim what we deserve,” Angula said. He noted that a step in the right direction would be if businesses start to give shares to their employees. He applauded the Swakopmund employees who turned up in big numbers and urged them not to allow employers to “step on them.”

Minister impersonator sentenced Mavourlene Gaes

Elifas Amon Samora (26) received his sentence last week after he had been accused of impersonating the Minister of Land and Resettlement and scamming innocent victims out of their money with the promise of housing. The Nampol Deputy Commander, Commissioner Andreas Nelumbu warned the members of the public to not fall victim to these kind of scams and to make sure they are really certain before parting with their money.

Samora allegedly phoned unsuspecting victims, telling them that he was selling houses and they should e-wallet him a certain amount. Nelumbu said the accused would use the land issue many Namibians are facing to his ad-

vantage. Several cases have been reported where he allegedly managed to convince community members to send him money amounting to over N$3 000. Samora attempted his last scam in Arandis this month, where

he demanded N$500 from his latest victim before he was arrested over the weekend and appeared in court on a charge of theft under false pretences. He pleaded guilty on the charge and was sentenced to 12 months in prison.

This was a follow-up meeting of the one held in March, where the Southern Regional Heads of Correctional Services met in Walvis Bay. That meeting served as a springboard for implementing the African Correctional Services Association objectives in the Southern Region. In his welcoming remarks, CommissionerGeneral of the Namibian Correctional Service, Raphael Tuhafeni Hamunyela, highlighted that several items had been discussed at the previous meeting, including sports and cultural exchange in the region as an important determinant in fostering regional cooperation and exchange of best practices. During that meeting, it had been agreed upon that the technical team responsible for organising the correctional/

prisons/penitentiary games which exist under the auspices of the SADC, should handle the same function under ACSA-Southern Regional Sport and Cultural Activities. It had also further been resolved that the games of the SADC and ACSA be merged in view of the cost and time involved. “The exchange of sport and cultural activities amongst our nations has the potential to enhance growth and positive outcomes to our correctional/prisons services. As we play and dance, we forge closer tires, create networks and learn form each other’s good practices. Sport also have health and wellness benefits to our officers, as it promotes fitness and relieves stress that is inevitably associated with our professions as correctional and prisons officers. As ACSA Region-

al Vice-Chair of the Southern Region, I commit myself to ensure that sports and cultural activities are a considerable priority and that the expected benefits are gained in this region. Notwithstanding that it takes considerable sacrifice from each of our governments, in terms of both financial and human resources. We need to understand that the ability to develop a good sport strategy will enhance sport and cultural activities in the region. Thus we ask your commitment and dedication to carry out this important task,” he concluded. The Acting Deputy Commissioner of the Zambia Prisons Services, Evaristo Kalongo and other senior officers from the southern region of Africa also attended this meeting.

This ensures that students are crafted for the real deal. According to Marc Seelenbinder this is vital, as many accounting students are only taught the academic side of the job, but not how to apply these skills in the business world. Many of the professors, tutoring students, never had practical experience and thus cannot really prepare these students for the practical implementation of the skill, and this is where Namibia School of Accounting is making a difference, says Seelenbinder. He sees the school as a stepping stone for would be accountants, preparing them for the next level and ensuring them a bright future. With approximately 18 years' experience, Seelenbinder knows what he is doing and his motto is that with education one

The Youth Empowerment Revolutionary Movement has started a voluntary project that is aimed at improving people's lives, and empowering and educating the youth at the coast.

These projects are to help the young people of the community and of Erongo to secure jobs. Young people are helped without incurring any costs. “Unemployment is very high in the country and my aim is to help and meet the government half-way. It pains me to see people suffering, especially those who have graduated but can't find jobs. I want to also help the school drop-outs and everyone in need. Our Aim is to work towards a Zero Unemployment rate. We say 'No' to poverty and corruption, we want equal distribution of resources and whereby we have established an open platform to engage with the youth by means of a Whats-App group for open communication. If any

vacancies arise then they will notify them. We shall gather all members of the youth together and address them on 30 May in Walvis Bay. On that day we'll collect all the necessary information about their qualifications and compile a list that we'll distribute to different companies for possible jobs that might arise. So far we have written letters to different companies asking them to recruit our youth, and I can confidently tell you that we got positive feedback. All they want is a list of all the youths that are unemployed and their qualifications. We shall communicate with the youth on daily basis for feedback and so forth. We'll also help upcoming entrepreneurs on how to apply for tenders. It's a voluntary movement. In respect of the huge unemployment rate the community suffers, NT asked whether they will be able to handle the pressure, he commented.” We are ready to handle the pressure, I know it's not going to be easy but we will try our best, all we require is the youth's support and to our elders, please support us were you

Obtaining Fishing

Permits

Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

New Shareholding of Namibian Marine Phosphate (NMP) Early in 2012 the Sandpiper Marine Phosphate Project (SMPP) of Namibian Marine Phosphate (Pty) Ltd (NMP) near Walvis Bay was owned by two Australian companies and a Namibian company: a) UCL Resources Limited (42.5%), b) Minemakers Limited (42.5%), and c) the Namibian women's empowerment group, Tungeni Investments CC (15%). In April 2012 the Final Environmental Impact Assessment Report for the Marine Component of this project was presented to the Environmental Commissioner before important role-players and stake-holders had been given any opportunity to comment on it. On 26 April 2012 the Environmental Commissioner confirmed to NAMPA (Namibia Press Agency) that

he had referred the EIA report back to NMP and had not granted Environmental Clearance due to inadequate consultations with all interested and affected parties, as required by the Environmental Management Act, Act No. 7 of 2007, Section 33 (2) (a). He also stressed that public consultation and incorporation of comments from the consultation process formed the basis of which a decision could be taken. In December 2012 Minemakers Ltd sold its 42.5% stake in the Sandpiper project to Mawarid Mining LLC for A$25-million (N$ 228 million). Mawarid Mining is a wholly owned subsidiary of MB Holding Company LLC which is a registered entity in the Sultanate of Oman. It has now been confirmed by the website of Mawarid Mining that

NMP “is a joint venture company owned 85% by Mawarid Mining LLC through its 100% owned Namibian registered subsidiary companies and 15% by Namibian registered Havana Investments (Pty) Limited (Havana).” (http://mawaridminin g.com/namibia.html) Havana Investments (Pty) Limited (Havana) which replaced Tungeni Investments CC is owned by Mr. Knowledge Katti. Tungeni Investments' website, however, still lists Sandpiper as a current project. NMP's website (http://namphos.com/ about/board-ofdirectors.html) supplies the following information about its Board of Directors: · Knowledge Katti · Tariq Al Barwani · Sushil Srivastava In March The Namibian reported that the Namibian subsidiary of Brazil's HRT Participacoes em Petro-

leo SA “co-owned by businessman Knowledge Katti is in the final stages of retrenching workers in Windhoek ahead of closure”. On 16 April New Era carried an article that Mr Katti, through his company Havana Investments, has acquired the mining town of Kombat. interested in marine phosphate mining belong, namely Namibia Marine Phosphate and Lev Leviev Namibia Phosphate (LL NP). It is also noteworthy that the new President of the Chamber of Mines, Mr. K. Kapangwa, is also CEO of Sakawe Mining

which is involved in LL NP. What is however significant in the New Era article is its last paragraph: “Sources have indicated that the Ministry of Fisheries and Marine Resources has expressed dissatisfaction with the analysis completed to

Fetus in vullisdrom

Langstrand Botsing

Een man is ernstig beseer in ‘n botsing tussen twee voertuie by die Langstrand-afrit, ongeveer 15 kilometer van Swakopmund af. Mariette Brand Sjoe! daarom is pad reëls soooooo belangrik!

Harms Schrader Wishing all parties involved speedy recovery. My question though is what is happening to the promised construction of a double lane between Walvis Bay and Swakopmund? namib times you’ve reported last year that the Road Authority of Namibia will start with the construction in 2015.could you kindly do

a follow up on this so said road upgrade. Thank you. Alexandra Miquela Hoe ry n onbeskofte mens? Antoinette Rall Eagleton Erro Nutal Why shoud we speak Afrikaans..

Mutatee Mengo To put traffic lights wil help to control the movement of traffics at that T-Junction at Langstrand/LONGBEACH. Tienie Brits Hulle moet die pad tussen Swakop en Walvis ‘n naam gee, iets soos “High Way For Clowns.” In Afrikaans iets

soos: “Pad vir Narre” of “Pad vir Hansworse.” Andreas Maischatz. And yesterday again. A Silver Porsche, N1978W overtook a Truck on the Swk Bridge, and me on the turn over the white line, in the still 60 km zone, driving like a maniac. The worst is, when I pointed out to them that there is a white line, they showed me a finger, that I should mind my own business, threatening me.

Nampol Constable dies after roadblock accident A female police officer, who was hit by a car on Sunday, succumed to her injuries yesterday morning. The police woman was hit by Delfina Meyer (44), with her vehicle at the roadblock between Walvis Bay and Swakopmund on Sunday night... George van Straten I know Delfina for a very long time and know that she would not deliberately have caused that tragic accident. I sympathise with the officer and Delfina as there is now trauma and stress in both families. No one causes such a death and has no remorse unless they are cold-blooded and she is not. Kindly consider that she may have mitigating circumstances that cause her to be in a condition like that and even if it is against the law it happened. It is easy to point fingers. Not so easy to understand the whole situation. Take time to consider both camps before damning someone. We are supposed to be a race of compassionate humans. Are we really? Lezelle Laubscher We should not judge for we were not present and we

know not what happened. Our sincere thoughts and prayers are with the family and friends of the deceased as well as with the family of the accused. Both families are suffering. We have all made mistakes and we have all made the wrong descision so we are in no position to judge over others. I know an innocent life has been lost and it is a real tragedy. We all have to answer to God one day. Rather pray for all those involved and suffering. Ewald Meyer May God be with FINA and the officer’s family. Jenny Mynhardt Alle *roadblocks* MOET HELDER UITSTAAN. NEON UITRUSTINGS DRA.NIE NET N TIPE ONDERBAAITJIE NIE. HUL MOET GLOEI. INDIE DONKERTE. DIT SAL SOVEEL VEILIGER WEES VIR

MENSE WAT SAANS WERK MOET DOEN. Mario Steenkamp Ai shame, ek het sondag nog vir die roadblock koue coke gevat. R.I.P officer Jenny Mynhardt SOLANK AS WAT DRANK OP DIE AARDE IS. SAL ONS GEREELD ONGELUKKE HÊ...SAL ONS GEREELD LEES VAN MENSE WAT DRINK EN BESTUUR SPYT KOM ALTYD TE LAAT.... ELKE MENS... BESLUIT OF HUL WIL KANSE VAT OM TE DRINK EN DIT IS 'N OU DING DAT MENSE NIE ONS LAND SE WETTE GEHOORSAAM IS NIE... DIE GEVOLGE IS DAT VELE ONSKULDIGE MENSE AL GESTERF HET...VERAL OP ONS PAAIE WAT VEROORSAAK IS DEUR DRINK EN BESTUUR! EK IS TEEN DRINK EN BESTUUR..

IS JY?Ek weet net. Dis hartseer. Dis so onodig! Ashlene Jenniker When you get into a car intoxicated its a choice u make! And a very bad one. Despite of all the awareness, warnings and pleadings people still get into their cars intoxicated and therefore become a danger to innocent lives. Yes we all make mistakes and no one is perfect but really people drinking and driving is one of the mistakes one can avoid.

My sincere condolences to the bereaved family of the officer who lost her life. She was someone’s daughter, mother, sister, friend. However cruel this may sound may JUSTICE be served, I have no respect for drunk drivers. Period. Collin Smith How many of you people judging have not driven under the influence? She did not hit the officer deliberately. Wrong place at wrong time. RIP officer and good-luck to Meyer with the consequences. She has learnt a very expensive lesson at the cost of someone’s life. Gebhardt Ausiku Before you judge them see if you’re perfect, just saying! Shayne Vigar That roadblock seriously needs some proper signage and lighting. It’s always been a hazard...

Pennypinchers supports NAKU Pennypinchers at Ongwediva on Thursday handed over bags and golf T-shirts worth N$40 000 to the Namibia Karate Union (NAKU).

The bags and T-shirts are for 73 karateka who will participate in the African Union Sports Council Region Five Karate Championships. The event takes place in Johannesburg, South Africa on 29 and 30 May. The building material outlet also donated N$15 000 to vulnerable athletes who are members of the local Oshakati Karate Club. The company in 2013 sponsored T-shirts worth N$12 000 for the NAKU national team that participated in the Zone Six Games held in Namibia that year. This is the second time Pennypinchers sponsors the national karate team, while it has been supporting the Oshakati Karate Club for the past five years. “We are proud to be associated with a business such as Pennypinchers in Ongwediva. Sport in this country needs funding from both internal and external sources,” NAKU president Cornelius D'Alton said in a media statement issued on Thursday. The new NAKU national coach, Freddy Mwiya told NAMPA shortly after receiving the sponsorship on Thursday that his athletes have trained hard and are ready to assume their rightful place amongst the karate nations in Africa. The karate team leaves for Johannesburg today. NAMPA

Annual Old Mutual Victory Race Series launched

The 15th Old Mutual Victory Races Series was officially launched in Windhoek on bigger every year. “These contributions Friday. Speaking at the launch, Old Mutual's Corporate Tr a n s f o r m a t i o n Consultant Revonia Kahivere said an investment of N$750 000 has been made towards this year's series. Another investment of N$12 000 has also been made for study bursaries. Kahivere said Old Mutual has over the past 15 years contributed nearly

N$5 million towards the annual road running event. “Our commitment has not only made it possible for thousands of Namibians to enjoy the sheer exhilaration of running in a beautiful country, but it has also made it possible for Namibian athletes to compete outside the country,” she said. She said the Coca-Cola beverage company, which is partnering with Old

Mutual for the ninth time, has made a contribution of soft drinks and promotional items valued at N$60 000, while Marathon Sugar donated items valued at N$55 000 and N$ 40 000 towards prize money for the junior category. "All these things that happen in motor racing or in life, they make you stronger because you learn from those things. National Archery Championships

The 8th annual Namibian National Archery Championship took place in Tsumeb the weekend of 16-17 May. The event, which was hosted by Tsumeb Archery Club and sponsored by the Archery Association of Namibia, had a total of 32 participants, including two archers from South Africa. The first day was plagued with unexpected strong winds, making the competition all the more challenging. The 1440 Round had very good results in the compound division, with Johann Viljoen from South Africa, shooting a total of 354/360 on the 30m distance and Ilana Malan from Namibia shot 353/360 in her 30m round. These were the highest scores for the day. In the recurve division, Xander Reddig shot a very good 334/360 on the 30m round, with Adrian Grobler (331/360) and CF Brandt (328/360) shooting good scores as well. The results for the 1440 Round are as follows:

On Sunday the wind also played a major factor in the scores, but the archers were better prepared for the stronger winds than on Saturday. The competition on Sunday consisted of a 720 Round with eliminations and mixed team events. The mixed recurve teams of Xander & Quinn Reddig and Paul Grobler & CF Brandt provided excitement as the competition had to be decided on a one arrow shootout. The more experienced Xander Reddig guided his younger sister through the competition, handling the pressure and clinching the Gold with his last arrow. The compound mixed teams were an absolute pleasure for the spectators, with the more experienced Ilana Malan guiding Heinrich Joubert, who shot his very first Nationals. The team of Babette Taljaard and Hendre van Eeden proved to be up to the task and clinched Gold. The results were as follows:

And they are off!

NDF-athletes champions of the Dr Sam Nujoma Marathon Leandrea Louw

Anna Amutoka and Leonard Namupala, both from the NDF Team, took home the title of Ladies’ National Champion and Men’s National Champion respectively, at the annual Dr. Sam Nujoma Marathon which took place on Saturday in Swakopmund. Athletics legend, Frank Fredericks, also attended this occasion.

About 88 participants registered for the 21 kilometers and 145 participants registered for the 10 kilometers, although not everyone who registered took part in the marathon. The oldest female participant was Linda Erasmus (56) and the oldest man was George Mukuaga (62). He gave namib times a brief insight into where it all started. “If I remember correctly I started running in 1978, my first competition being the Rössing Marathon. I was also the first one to win the ‘The Great Train’ marathon, which is all the way from Windhoek to Aris, and that was roughly between the years 1982 – 1983.

It was also the first year they hosted that marathon.” George Mukuaga is originally from Arandis. The youngest girl to participate in the marathon was Giselia Kandunda (12) and the youngest boy was Marthin Kasinga, also 12 years of age. Ruben Gowaseb represented Special Olympics Namibia. Peter Wilson, coach of Gowaseb, said that Ruben competing in the marathon was to keep in shape. “Ruben is busy training for the Special Olympics World Games which will take place in Los Angeles, in July. He improved his personal best with the half marathon, of 1:36, to 1:27:18”. We wish Ruben all the best.

The marathon also served as a training session for five Walvis Bay citizens who will tackle the Comrades Marathon - the world’s oldest and largest ultramarathon, run over a distance of approximately 90 km between the capital of the Kwazulu-Natal Province of South Africa, Pietermaritzburg, and the coastal city of Durban, next weekend. The five citizens are Gerhard Snyders, Hendrik Kabooi, Johnny van Niekerk, Pieter Greef and Werner Bachmann. This year the race is an “UP race”, starting at the City Hall in Durban and finishing at The Oval Cricket Stadium in Pietermaritzburg Joseph Mundjindi, MTC manager of sponsorships and promotions was thankful for the presence of both athletic legends, Frank Fredericks and Luketz Swartbooi. “In future, we would like to extend this marathon to other regions such as the Northern and Southern Regions. We would also like more veterans to take part in this marathon, but I’m happy with the turn-out of the participants.” Mundjindi, also made a call to other companies to get more involved in sport, especially with young athletes at an earlier stage, to nurture the upcoming talent Namibia has. Although the marathon

brought forth numerous positives, there were a few organisational hicups. A trusted source said that the organisers, Swakop Striders, only had about a week-and-a-half to organise the marathon. During the 10 kilometer marathon, a marshal failed to direct the first runner approaching. He was supposed to go through the gate at the back of the Swakopmnd Stadium, to continue on the route, and to complete the fulltrack to the finishing line. However, he took another route, and his runner-up took the correct route. The first-runner then took a shortcut across the field. But, according to IAAF rules, taking a shortcut during a marathon, constituted an automatic disqualification. The NDF Team Manager of the runner who had taken the shortcut, Frans Hosea, agreed that what had happened could be seen as an automatic disqualification. “My opinion, is that the participants should always listen to the briefing that is concluded before the race, where the routes to be taken, are clearly stipulated. This exact situation had happened last year at the Telecom Marathon, where the guys were directed on a different route, and where a total of four or five guys were disqual-

The five Comrades Marathon participants

ified for taking a shortcut. This should be an eye opener for Namibian long-distance racing. Runners should guard against making mistakes such as these.” But in this specific case, after a lengthy verbal battle between the members of the NDF Team and the hosts, the Swakop Striders, they came to a decision. According to Alna Similo, President of Athletics Namibia (AN), she couldn’t talk to the media on what they had decided, but the members of the NDF Team are seemingly given the chance to appeal the decision. Frans Hosea, team manager of the NDF says they will indeed appeal the decision. After a waiting period of almost two hours the results were announced as follows: 10 Kilometer marathon: Masters Ladies: 1st place: Ulla Burd, 2nd place: Louise Lenders and 3rd place: Maria Abrahams. Masters Men: 1st place: Hennie Van Nikerk and 2nd place: Johan Lenders Junior Ladies: 1st place: Selma Makali, 2nd place: Aune Kangumbe and 3rd place: Cesilia Kalemo Junior Men: 1st place: Thomas Shingwedha, 2nd place: Johannes Mwahanga and 3rd place: John Japuire Open Ladies: 1st place:
