Newton and Butts counties FROM STAFF REPORTS Welcome to the 2018 Fact Book for Butts, Henry, Newton and Rockdale counties. In this special section you’ll find factual information about these closely-linked communities — touching on everything from history to recreation to government and public safety. Henry, Rockdale, Newton and Butts are clustered together in the North Georgia Piedmont region and, as history tells us, were essentially drawn from the same tract of land. Henry County is the oldest of the counties, having been created by the Georgia Legislature in 1821.

Parts of the county were later separated for the creation of Newton, Butts and Rockdale counties. Today, the counties continue to have a close relationship, linked by transportation routes, recreational opportunities, employment, shopping and more. We begin this publication by sharing information about attractions in each of these vibrant communities — there really is much to see and do here — all within a short driving distance. We have also included information on the signature events that help to define why each community is a special place to live.

Whether you are drawn to historic sites, outdoor recreation or the natural beauty of the Georgia Piedmont, there is much to see, do, explore and enjoy. Black ShoalS Park Rockdale County’s Black Shoals Park at Randy Pointer Lake is located in north Rockdale and includes areas for picnicking and hiking and a 650-acre reservoir. Fishing is allowed from the bank, a pier or from small boats. No gasoline motors are allowed. There is no admission fee and free parking is available. There are picnic facilities and a public restroom. charlie elliott Wildlife center The 6,400-acre Charlie Elliott Wildlife Center in Newton County, managed by the Georgia Department of Natural Resources, offers a variety of activities and programs. The center, located just south of Mansfield in Newton County, offers conference and banquet facilities, as well as public fishing, hunting and outdoor education programs. chimney Park Chimney Park is an urban woodland preserved on the property of what was once known as the Patterson House in Covington. Although the house is no longer standing, the park was developed around the chimney that remains. The park is located next to the Newton County Library and is a passive play area designed with all ability levels in mind. The park address is 8201 Hazelbrand Road, Covington. coStley mill Park Rockdale County’s Costley Mill Park is situated along the banks of Big Haynes Creek just off Ga. Highway 138. The 77-acre park features a waterfall pond, multiple natural settings, a banquet hall, outdoor rotunda, gazebo, pavilions, chapel, beach, playground and ball field. The park, acquired by the county in 2017, is expected to open in spring 2018. For more information, visit www.costleymillpark.com. dauSet trailS nature center Dauset Trails Nature Center draws tens of thousands of people to Butts County every year to enjoy and experience nature. Dauset Trails features live mammals, birds of prey, reptiles and amphibians that are native to Georgia. Most have been injured or orphaned and cannot be released

back into the wild. The 1,400-acre nature center has more than 20 miles of hiking and biking trails with beginner-, intermediate- and advanced-level paths. Dauset Trails also has 10 miles of horse trails. Farm animals can be found at the barnyard area depicting a 19th century farm. Area vendors and thousands of visitors stream to Dauset Trails for the annual Bluebirds and Bluegrass Festival, the center’s spring festival. The nature center also offers a children’s garden to explore, a gift shop and overnight camping for organized groups. All events held at the nature center are free except the annual youth summer day camp. The center was founded in 1977 and is operated by the nonprofit Daughtry Foundation. This diminutive locomotive is one of three known to exist in the world. It is owned by the Rockdale

Factory ShoalS Park This 450-acre park sits on the banks of the pristine Alcovy River in the southern portion of Newton County. The park offers activities for fishermen, hikers, rafters and campers, as well as picnic facilities. The camping facilities are currently closed but are expected to reopen sometime in 2018. Park hours are from 8 a.m. until dark. Pavilions can be reserved by calling 770 787-6670. The park is located at 450 Newton Factory Bridge Road, Covington. GeorGia international horSe Park The Georgia International Horse Park was home to the equestrian events for the 1996 Olympic Games, as well as the first-ever Olympic mountain biking course in the world. More than 600,000 visitors from around the world came to Conyers for the Games, but city planners wanted to extend the success of the complex far beyond the Olympics. The state-of-the-art stables are rented out regularly for equestrian events and horse shows, there are more than 15 miles of horse trails available and visitors can ride mountain bikes over 8 miles of varied terrain. The park also has a full calendar of fairs, festivals, rodeos, corporate outings and more. The park also includes a 173acre nature preserve known as

the Big Haynes Creek Nature Center, which offers guests a canoe launch, observation pavilion overlooking the wetlands, nature trails and discovery stations where visitors can learn about natural plant and wildlife. Also, the complex features the Cherokee Run Golf Club with its Arnold Palmer-designed course and a hotel and conference center. For more information, visit www. georgiahorsepark.com. hamPton train DePot The depot was completed in 1881 and is on the National Register of Historic Places for Georgia. Outside the depot is the city’s Hampton Speed Lane Walk of Fame which includes NASCAR legends such as Bobby Allison, Bill Elliott, Jeff Gordon and Richard Petty. The depot is located at 20 E. Main St. in Hampton. heritaGe Park Heritage Park, 99 Lake Dow Road in McDonough, is home to a number of attractions, most notably the Veterans Wall of Honor and Veterans Museum. The park also features softball fields, playground, covered bridge, community gardens, pavilions for picnics and a 0.9 mile paved walking and jogging track. Visitors can also tour the park’s historic village with a barn museum, settlers’ log cabin, schoolhouse, corn crib and steam engine locomotive, cottage house and cookhouse. JackSon lake Jackson Lake is one of Butts County’s most significant recreational resources. With shoreline in Butts, Jasper and Newton counties, the 4,750acre lake is owned by Georgia Power, which also owns and operates the hydroelectric plant at Lloyd Shoals Dam. The lake has 135 miles of shoreline and is popular for fishing, boating, water skiing, swimming and picnicking. Georgia Power’s Lloyd Shoals Park is located at 180 Dam Road and is available for use yearround. It offers amenities like a picnic pavilion, boat-launching ramp, restroom, bank fishing and two fishing piers. The dam spans 1,070 feet across the Ocmulgee River. The lake is formed by waters from the Alcovy, Yellow and South rivers and Tussahaw and Bear creeks. Homes around the lake are popular as year-round residences as well as for weekend and summer getaways. The active Jackson Lake Homeowners Association hosts several events throughout the year, with the signature summer event being the Jackson Lake Poker Run. Facilities include public restrooms, two covered picnic pavilions, picnic sites with charcoal grills and parking, a dual launch boat ramp, open field areas for recreation, swings and benches that afford a view of the lake, accessible bank fishing areas, and an ADA accessible fishing pier. There is no charge for Newton and Walton county residents; all others pay $5 per boat and $5 per vehicle. No gasolinepowered boats are allowed. The park is open from 7 a.m. to 9 p.m. April through October and 7 a.m. to 6 p.m. November through March. For more information, call 770-784-2049. the monaStery The Monastery of the Holy Spirit was carved out of wooded acreage along Ga. Highway 212 in Rockdale County in 1944 by a group of 21 Trappist monks from the Gethsemane Abbey in Kentucky. The roads leading to the Monastery were then unpaved and only a small segment of the area population was Catholic. The monks began life in an old barn at what was once the Honey Creek Plantation, and their first order of business was to build the Abbey Church, a task that took them 15 years to complete. The Monastery complex has since grown to include many more permanent structures including craft studios and workshops, a green house featuring Bonsai trees for sale, a Visitor’s Center and a gift shop. NASH FARM BATTLEFIELD PARK Nash Farm is a 204-acre park in Henry County with a playground, walking trails, livestock barn, gazebo, carriage house and activity barn. Lt. Col. Charles T. Zachary’s home also sits on the historic property. The park is the site of the largest cavalry raid and Confederate campsite during the Civil War. Visitors can take a self-guided tour around the battlefield following historic markers. Cherry Blossom Festival, Fuzz Run top list There are many signature events in the east metro area that residents and visitors alike look forward to each year. Here is a sampling of some of the more prominent events. Conyers Cherry Blossom Festival Festivalgoers and vendors alike know that the return of spring each years brings blossoms to the Yoshino cherry trees in Conyers and the return of the renowned Conyers Cherry Blossom Festival. The festival is held each March at the Georgia International Horse Park and draws thousands to the two-day event. The festival includes a wide array of craft vendors, food, entertainment and more. The festival has been selected as a Top 20 Event in the Southeast by the Southeast Tourism Society for a number of years. This year’s event will take place 10 a.m. to 5 p.m. March 24 and 25. The event — which includes a 5K road race, a 1-mile fun run and Mary Beth’s Redbird Run — draws more than 3,000 runners, walkers and spectators. Covington Fire Department has two stations The Covington Fire Department is a two-station department that contains a staff of 55 personnel consisting of one civilian and 54 full-time state-certified firefighters providing fire protection, advanced emergency medical services, haz-mat response, technical rescue operations, fire safety education, fire cause investigation and fire code inspections to a population of 15,000 over 15.45 square miles. The Covington Fire Department is currently one of only six accredited agencies in the state of Georgia by the Commission on Fire Accreditation International and also holds a current ISO rating of 2. Newton Trails provides network for walking FROM STAFF REPORTS In the 1990s, a committed group of local residents began advocating for a trail system from Atlanta to Augusta. They registered as a nonprofit organization called Newton County Trails-Path Foundation Inc. and successfully secured grant funds to build a 4.7-mile, soft-surface, multi-use trail at the Charlie Elliot Wildlife Center south of Mansfield. In 1999, the Newton County Commission included a network of trails along existing roads as part of its Comprehensive Plan. In 2001 and 2002, the county secured funds from the Georgia Department of Transportation to create a system of multi-use trails, sidewalks and bike lanes from what is now the Newton County Career Academy to the Newton County Library. Phase I is now complete and includes the

In 2006, Newton Trails built a 1,480-foot, concrete loop trail along the Yellow River in Porterdale, at the site of the Porterdale Yellow River Park. The city of Porterdale has since paved a quarter-mile section of the old railroad corridor, beginning at the historic train depot on Broad Street, and has connected this to the loop trail. Rivers, lakes, parks abound in Newton From StaFF reportS Newton County boasts many choices in recreational activities, with something to interest everyone. Three rivers and three sizable lakes offer fishing and boating opportunities, and all are close by. Newton County has taken a proactive approach to saving the environment and is fortunate to have within its boundaries two institutions that exemplify this. The Charlie Elliott Wildlife Center is a public fishing area, wildlife management area and educational area named for a former Newton County resident. The Georgia Wildlife Federation (GWF) makes its headquarters in Newton County. You will find many outdoor activities at GWF, including nature trails, bird watching, exhibits and

much more. The Newton County Recreation Commission offers many opportunities in recreational activities, with a total of 15 parks in the county. Because of the numerous state of the art ball fields, tournaments are held here with teams coming from all over the southeast. The Recreation Commission offers programs such as day camps, fitness classes and special events throughout the year. Through a partnership with the Newton County Trails-Path Foundation, Newton Recreation is planning and building a network of hard-surfaced, multi-use trails throughout the county. Newton County Recreation operates 15 parks in Covington, Mansfield and Oxford, plus the Miracle Field Complex. The Miracle Field Complex opened in 2015 at City Pond Park and

the complex houses a 125-foot fully-accessible Miracle Field (specifically designed to allow all children, youth, and adults regardless of any disability the opportunity to play baseball). Additionally, the complex also houses a second, multi-purpose, 225-foot artificial turf baseball field for able-bodied children/ youth. An accessible playground for all children, as well as a concession/restroom building and batting cages, round out the complex. rockdale/newton Rockdale County Parks and Recreation offers activities for all ages From StaFF reportS The Rockdale County Department of Recreation and Maintenance provides numerous recreational facilities and programs for residents and visitors. The parks and recreation division operates an indoor swimming pool, outdoor parks with playgrounds, a 650-acre lake for boating and fishing, trails, a recreation center and ball fields. The department offers many recreational activities for residents of all ages and with varied interests, including: basketball, aquatic classes and swimming, exercise classes, adult softball, tennis and additional various programs. Also, the Johnson Park Recreation Center offers day camps in the summer. Additionally, the department offers the rental of facilities, meeting rooms, pavilions, ball fields and gyms. Also, the department offers open space in the form of trails, playgrounds and green fields. The Rockdale River Trail, developed by the PATH Foundation, offers a beautiful natural escape through Rockdale County. Conyers Parks and Rec hosts variety of events From StaFF reportS The city of Conyers offers a wide variety of recreation for residents and visitors. The city runs and maintains the Georgia International Horse Park, which was home to equestrian and mountain biking events, plus the final two events of the modern pentathlon, during the 1996 Summer Olympic Games. Today, the tradition continues as the GIHP plays host to a remarkable variety of special events. Whether planning an equestrian competition, festival, concert, wedding reception, family reunion or sports competition, the park’s sprawling 1,400 acres can accommodate events of all shapes and sizes. Conyers also runs the Cherokee Run Golf Club, located within the Georgia International Horse Park. A destination golf course, Cherokee Run was designed by the legendary Arnold Palmer and Ed Seay of the Arnold Palmer Design Group and originally opened in 1995. Operating as a municipal, dailyplay facility, the course offers unique experiences for golfers of all levels of play. The clubhouse at Cherokee Run Golf Club features an upscale golf shop, restaurant/banquet and special event facility. Cherokee Run Golf Club is an 18-hole championship 72-par course with a 143 slope,

7,016 yards and a 75.1 rating. The city of Conyers has partnered with the PATH Foundation on a system of multi-use, 10-foot-wide path trails through Conyers. The Olde Town Conyers PATH Trail opened in May 2011 and begins at the Nancy Guinn Library in Olde Town Conyers and travels 1.7 miles to the Rockdale Career Academy. The second phase opened in the fall of 2012 and continues an additional 2 miles from the Rockdale Career Academy to Johnson Park. The trail is open from dawn to dusk. Motor vehicle traffic on the trail is prohibited. Pets on the trail are required to be on a leash. Geranium Fest, Speedway offer family fun A plethora of events, such as movies, concerts and festivals take place throughout the year in Henry County. Below are some of the most notable that draw in thousands of visitors from near and far. Geranium Festival Attracting more than 25,000 people in recent years, the annual Geranium Festival descends upon and around the McDonough Square every May. The event is held in conjunction with the McDonough Lions Club and the city of McDonough and has hundreds of vendors on hand, selling arts and crafts and food. The annual festival is the McDonough Lions Clubs signature event, raising thousands of dollars for local and international nonprofits. In Henry County, the club supports organizations like the Haven House and Henry County Scholarship Fund. Wood serves alongside District 1 Commissioner Johnny Wilson, District 2 Commissioner Dee Clemmons, District 3 Commissioner Gary Barham, District 4 Commissioners Blake Prince and District 5 Commissioner Bruce Holmes. The terms for Districts 3-5 will expire in 2018. Board meetings are held every first and third Tuesday of each month at 9 a.m. and 6:30 p.m., respectively, with exceptions of those days being legal holidays, in which case those regular meetings will be canceled or rescheduled. In addition to holding regular meetings, an additional workshop is held the fourth Tuesday of every month at 9 a.m. Meetings are held at the Henry County Administration Building, 140 Henry Parkway in McDonough. Henry County’s public safety agencies provide crime prevention and control and respond in emergencies. The county police department, fire department, Emergency Management Agency and 911 Call Center operate under the Henry County Board of Commissioners, while the Henry County Sheriff’s Office is commanded by an elected sheriff. Henry County Police Department The Henry County Police Department is currently being overseen by Sheriff Keith McBrayer while the county conducts its search for a new chief. Former Chief Keith Nichols retired in June after seven years as chief and 26 years with the department. Interviews for the position began in January. The Henry County School system is the eighth-largest district in the state. It educates 42,000 students and employs more than 5,000 people. There are 50 schools — 28 elementary, 11 middle and 11 high. In November the district welcomed its 15th superintendent, Mary Elizabeth Davis. There is a variety of parks and recreation centers across Henry County available for residents to enjoy leisure activities, athletics, programming and special events. Youth sports are offered at several of the county’s parks, from baseball at North Ola Park to soccer at North Mt. Carmel Park and in between. Recreation centers around the county play host to after-school programs, classes and community events. Signature events for Butts County Jackson Alive Each October, the Butts County Chamber of Commerce hosts its Jackson Alive — The Family Festival on the downtown square. The 2017 festival was the eighth anniversary of Jackson Alive. During the event, downtown Jackson is covered with activities and events for the entire family. The festival offers crafts, food vendors and entertainment of all varieties. Jackson Alive — The Family Festival focuses on arts and

crafts, handmade items — including those certified Georgia Made/Georgia Grown — food, antiques, art and gardening items. There is also a farmers market area, activities for children, information and demonstrations, and an art show and sale. The children’s activities include inflatables, games and rides. Butts County government Butts County is governed by a fivemember Board of Commissioners responsible for setting policy, setting the county’s budget and tax rate and other duties. Each member is elected from one of the five commission districts to serve a four-year term. butts county Law enforcement agencies work to protect Law enforcement in Butts County is provided primarily by two agencies: the Butts County Sheriff’s Office and, within the city limits, the Jackson Police Department. The sheriff, Gary Long, took office in 2013 and was re-elected to a second fouryear term in 2016. Gary Long Long began his law enforcement career in 1996 with the Clayton County Sheriff’s Office. He has worked for a number of police departments and sheriff’s offices since then, including agencies in Henry County, Union City and Butts County. He specialized in working in interdiction units, set up to catch drivers transporting drugs and money, particularly

along interstate highways. Long also worked for a Department of Defense contractor as a law enforcement trainer and mentor on two assignments in Afghanistan in 2011 and 2012. He’s lived in Butts County since 2001. Deputies with the Butts County Sheriff’s Office serve warrants, protect the Butts County Courthouse and staff and maintain the Butts County Jail, among other functions. The sheriff’s office has roughly 85 employees. The Butts County Sheriff’s Office also operates a number of community programs, including several aimed at young people. The Georgia Sheriffs’ Association’s Choosing Healthy Activities and Methods Promoting Safety (CHAMPS) is taught to Butts County fifth-graders and includes lessons on a number of

Butts County’s fire chief is Mike Wilson. The county’s newest station is known as Station 8, in the Indian Springs community. butts county Schools focus on maximizing potential The Butts County School System operates five schools — three elementary, one middle school and one high school. Butts County schools have just over 3,500 students in pre-kindergarten through 12th grade and more than 500 employees. The schools have active art and music programs and students can take Advanced Placement as well as Move on When Ready courses, so they can dually enroll in college at Southern Crescent Technical College and Gordon State College. The Griffin Region College and Career Academy — a partnership of the Butts County, Spalding County and Pike County school systems — offers students courses in health care, film and TV, mechatronics, teaching and public safety fields. Jackson High School boasts an 84.4 percent graduation rate for the class of 2017, higher than Georgia’s graduation rate of 80.6 percent. Henderson Middle School offers Move on When Ready classes to eighth-graders, so when they begin freshman year at the high school, they are already ahead. Hampton L. E-911 Butts County’s E-911 Communications department handles emergency dispatch for all Butts County law enforcement entities as well as the local fire departments and emergency medical service. Programs abound at Butts County library The Jackson-Butts County Public Library, managed by Amanda Bernard, houses items and hosts events suited to almost anyone’s interests. Its collection includes hardbound and softbound books, large-print books, recorded books, VHS recordings and DVDs, which can be checked out for a two-week period with a valid library card from any PINES library in the state. PINES is the Public Information Network for Electronic Services. Sylvan Grove Hospital serving since 1962 Sylvan Grove Hospital has been serving the health care needs of the Butts County community since July 1962. It officially became part of WellStar Health System in April 2016. A nonprofit organization, WellStar is based in Marietta and is the largest health system in the state with 11 hospitals, including its flagship Kennestone Hospital and Sylvan Grove’s sister hospital in Griffin, Spalding Regional. WellStar also has 225 medical office locations and numerous outpatient facilities. WellStar Sylvan Grove Hospital has 25 in-patient beds and a 24-hour emergency room. The site of WellStar Sylvan Grove Hospital itself is ingrained in Jackson’s history. It was the site of the Sylvan Grove Plantation, originally settled in 1817 by Williams Buttrill. The property remained in the family for generations until part of it was deeded to the Butts

WellStar Sylvan Grove Hospital is also involved in the community. The hospital staff conducts an annual community health fair and has a presence at public events like the Jackson Alive festival, where it has promoted a mediation take-back program. Leisure Services helps serve all ages The Butts County Department of Leisure Services offers a range of services and activities for residents from preschoolers to senior citizens. For youth, the recreation department offers gymnastics, soccer, baseball, softball, football, basketball and cheerleading. For adults, athletics offered include kickball and soccer. Springs sports include baseball and softball, with select teams that play in Henry County. The department also hosts blast ball and wee ball, which are modified forms of baseball for young children. Football and basketball are available each fall. Gymnastics classes for children ages 4 to 17 can be joined on a monthly basis. During spring and winter school breaks and over the summer, the department offers day camps for school-age children. The camps provide social, recreational and educational activities such as arts and crafts, drama, games, swimming and field trips. Community events include annual July 4 celebrations, youth parades and Hall of Fame banquets. Parks and playgrounds are open for public use year-round. The Ernest Biles Community Center hosts club meetings and programs and holds special events throughout the year.

The Butts County Senior Center serves people age 50 and older. The center’s more than 50 participants take part in the Golden Olympics, grow gardens and hold Thanksgiving dinners, Valentine’s dances and Mother’s Day teas. Participants can take field trips nearly every month. There are a variety of arts and crafts and weekly classes that keep seniors active with Zumba, yoga and line dancing. The center has its own dance group, the Bobbie Sockers. Nutrition and cooking classes and a diabetes prevention program are also offered. The center has clubs for people who knit, crochet or sew and games such as rummy and bingo. Seniors can also learn sign language and get help finding services and resources. The arts are alive and well in Butts County, with several organizations working to promote different forms. The Jackson-Butts County Council for the Arts holds three major shows a year — the Butts County Creates art competition in the fall, the Fine Arts Festival art sale each spring and a winter holiday exhibit at United Bank. For over a decade, artists have entered the Butts County Creates competition, a professionally judged show in the Exchange Club of Jackson building held during the Butts County Fair. Entries can earn ribbons and People’s Choice Awards. For 21 years and counting, the spring Fine Arts Festival has been held in Jackson. Artists come from all over the U.S. to set up booths and sell their art to the public. Once a year, the lobby of United Bank in Jackson is turned into an art gallery featuring the works of area artists. In addition, the council’s permanent collection is displayed at the Butts County Administration Building and at Jackson City Hall. The arts council also looks to the future with its scholarship fund. The scholarships go to Jackson High School students who want to study at colleges or art schools across Georgia. These students are chosen by the council based on recommendations from school counselors and art teachers. Local members of the Barnesville Woodturners, a chapter of the American Association of Woodturners, are regularly found at arts council events. The Barnesville Woodturners meet at 6:30 p.m. on the second Tuesday of each month at Barnesville First United Methodist Church, 375 Thomaston St., Barnesville, Ga. Guild fires up its forges for events like Syrup Day at Dauset Trails Nature Center. Dauset Trails also hosts the guild’s annual auction and the Terry Ellerbee Bladesmith HammerIn. Regular meetings are also held at Dauset Trails. In addition to an annual dance recital held at the Butts County School System’s Rufus Adams Auditorium, dance students of T&K Studios kick up their heels for an annual Kick-A-Thon to help raise money to fight spinal muscular atrophy.
