World Customs Organization’s Task Force For Supply Chain Security And Trade Facilitation

The World Customs Organization (WCO), established in 1952 as the Customs Co-operation Council (CCC) is an independent intergovernmental body whose mission is to enhance the effectiveness and efficiency of Customs administrations. It represents customs administrations across the globe that collectively processes the majority of world trade. As the global centre of Customs expertise, the WCO is the only international organization with competence in Customs matters and can rightly call itself the voice of the international Customs community. Following 9/11, MUSC participated in the World Customs Organisation Task Force for Supply Chain Security and Trade Facilitation, the key objective was to secure the free movement of goods along the international supply Client Requirement The WCO Task Force for Supply Chain Security and Trade Facilitation Framework was developed with four principles in mind, namely that Customs services commit to: Harmonizing advance electronic manifest information to allow risk assessment; Using a common risk management approach; and Using non-intrusive detection equipment to effect examinations, Leading to the accrual of benefits to nations, Customs and business. Solutions MUSC has extensive experience in cargo multi-modal transportation security (road, rail and marine) and for cargo terminals, warehouses, factories, etc. It has provided advice on and training governments and to some of the world’s major cargo carriers including Maersk, Excel and OOCL. As part of this work, the company developed models of supply chain security and resilience and have provided input into the development of customs-business guidelines to enhance security leading to the following outputs: Harmonisation of advanced electronic manifest data Use of risk management techniques for terrorism/security threats Outcome The work piloted by the World Customs Organization’s Task Force for Supply Chain Security and Trade Facilitation produced what is now called the SAFE (Secure and Facilitate Global Trade) Framework. This was unanimously adopted by the WCO Council in June 2005 and led to the concept of Authorised Economic Operator (AEO) which is becoming of increasing importance in today’s international trading community.
