GOAL The idea for this project is to develop an underutilized parking lot, at the corner of 7th Street and Washington Avenue in Covington, KY, into an iconic gathering space and destination through a simple transformation. This area is currently the focus of several development projects in downtown Covington and the proposal would support the economic goals of the arts district strategy as a catalyst for strengthening Covington’s core. COLLABORATION This project is a collaboration of numerous public and private entities and has support from Covington Arts, the city government, and surrounding businesses. This project would be catalytic for the area as an events space for the Madland Music and Arts District, food truck, existing programs in the area such as Art Off Pike, gallery openings, and private events held by nearby businesses.

pop_up_performance_park The multi-purpose use of the space will be transformational - the space will be easily converted from only parking lot use, which will continue, into a much needed public event space. The design of the space will connect two existing murals with colors blending from the artwork, thereby creating a canvas within the parking lot with vibrant patterns, also mimicking the organic circulation patterns between the lot and the sidewalk areas. The space will be activated by lights during evening hours.

The design elements would be built out of existing materials and recycled goods for the cost-effective transformation. Among those are lighting, paint, planters, banners, and a performance stage outfitted to easily host bands, speakers, and other performances. The lighting would be re-used from previous Renaissance Covington programming and the stage will be constructed primarily from reused pallets. The adjacent Covington Artisan’s Enterprise building will house the supporting infrastructure such as speakers and chairs.

Why is this an important space to transform into a place?

A.

The site at 31-39 W 7th Street is an ideal space to transform into place for three very important reasons. First, the site is ideally located in the midst of two emerging districts: Covington Arts & Technology District, MADLAND Music and Arts District and adjacent to Covington’s historic central Business District. These districts have recently announced the key redevelopment projects including the $81 million Gateway Urban Metro Campus, Hotel Covington a 23 million boutique hotel, the planned Mutual Building redevelopment, Pike Star, Market Lofts and Doctors Building redevelopment; all surrounding and within walking distance of the proposed site for the Pop-Up Performance Park. The projects, some already completed, and others to be finished this year, will bring in an influx of new residents, tourist and students that would benefit from having flexible recreation space such as the proposed Pop-Up Performance Park. Secondly, the site is located in one of the City’s most historically significant areas which was once (and soon will be again) a thriving central business district. The adaptive re-use of this site along with the other projects currently under development will catalyze the return of this location as Covington’s hub for business and technology incubation, art’s, entertainment and live music venues. Lastly, the area surrounding the proposed site currently lacks a nearby outdoor place that is flexible enough to accommodate events and recreation uses that cater to the immediate neighborhood. The nearest park is Randolph Park, which is located .40 miles away from the proposed site. Randolph Park does not cater to residents or workers in the Pike Street Corridor or central business district. It is for these reasons that the proposed location of 31-39 W 7th Street is the ideal under used space to transform into a contributing place for the immediate neighborhood.

Why did you choose this finalist in relation to the site and

Katie Meyer, Manager of Renaissance Covington and the MKSK Design Team led by Juliana Silveira and Jane Jordan demonstrated the need for a Pop Up Performance Park in a well-organized professional manner. The site is near a number of Catalytic Fund’s supported and financed projects that would benefit from having the site utilized as a flex space for recreation and events. The Catalytic Fund also chose this site because of its quaintness that is enough to make the space feel intimate but its .026-acre size that is big enough to make a catalytic impact on nearby development opportunities.

How do you plan to help implement the proposal (volunteer-base, resources such as equipment, tools etc, previous relevant experience)?

A.

Renaissance Covington will coordinate the project and implementation. Implementation will be a coordinated effort of partner organizations, local volunteers, and the City of Covington. Gateways Community & Technical College, Keep Covington Beautiful, the Awesome Collective of Covington, Center for Great Neighborhoods, and Renaissance Covington. These stakeholders will provide the needed volunteers, equipment/tools and expertise to make implementation of the Pop Up Performance Park a success. BLDG as a partner organization will help construct and paint the planters. MKSK with support from community volunteers will build the stage elements. MKSK and Renaissance Covington will work together to layout the design on the pavement. Local volunteers will be engaged to paint the lot. The City of Covington will pave the lot, install the light poles, and install the lights. SECO Electric will install the electrical box. The Catalytic Fund foresees a diverse crowd of current residents, Gateway students, nearby business patrons, future guests of Hotel Covington and tourists inhabitating the Pop-Up Performance Park after implementation. The greatest feature about the proposed design is that the site is laid out in a way that anyone could use the space at anytime. Organizations such as Renaissance Covington, Covington Arts and the City of Covington have stated they will be involved in programing for the site. The Pop Up Performance Park will truly be a unique addition to Covington’s emerging urban core.
