ONE Riverfront Chattanooga is a community-driven plan to envision and develop a roadmap for the future of the Riverfront District. Since launching in 2020, over 2,000 community voices have shared their hopes and desires to reimagine, reposition, and reactivate the Riverfront for all Chattanoogans, outlined by Four Aspirations and Eight Strategies for implementation.

Build Inclusively Create enabling policy, tools, and partnerships for equitable development on River City Company/City-owned parcels.

Direct or indirect business subsidy: Grants or low-cost loans to business owners, master leased space with discounted or sliding-scale rent, longterm purchase agreements, low-cost vendor stalls

Business capacity support: Incubator program, business assistance program

Other developer subsidy: Low-cost financing, subsidy grants, TIF financing, tax abatements, anchor tenancy

Direct subsidy or equity participation: Free or discounted land, joint venture with delayed return

Workforce development: Job training programs, training grants, preferences for tenants that commit to local hiring

The Aquarium and surrounding campus is at the intersection of key corridors in the urban core of Chattanooga. The block encompassing the Aquarium buildings must be repositioned as a Civic Campus: multi-purpose, multi-generational, flexible, and inviting.

Water Feature Integrate education, local history, and the magic of water play in a safe and dynamic environment for children and families by day, and the calming romance of water by night.

Head of Broad Market Build on Farmer’s Market momentum to create temporary/seasonal market stalls and event days for the district complementing small/ local merchants.

The Broad Street public realm has generous width and tremendous opportunity to serve as a civic spine through the urban core of Chattanooga, providing a common area for community activity and a signature public street that serves and supports existing businesses and future redevelopment.
