Hot weather boosts dengue drive in Oro

Mosquito breeding sites must have dried up due to lack or absence of rain -- raising daytime temperatures beyond normal, thus aiding dengue disease campaign, at least in the first five months this year, in Cagayan de Oro.

Physician Teodulfo Joselito Retuya Jr., City Health Office resident epidemiologist, hinted this climate change’s silver-lining in an interview on Thursday, June 1, in time for the 25th National Dengue Awareness Month.

He said a 29-percent decrease or 482 cases for morbidity weeks 1 to 21, January to May this year, has been recorded, compared to the 676 cases in the same period last year.

This is contrary to a 94-percent rise in the number of dengue cases,

– To educate and bring its services closer to communities, the Commission on Human Rights (CHR) conducted a Cagayan de Oro leg of its nationwide human rights education caravan dubbed Lakbay Karapatan Tungo sa Kamalayan “LaKarAn” (Human Rights Journey towards Consciousness) May 24–25, 2023.

Lawyer Richard P. Palpallatoc, chairperson, clarified that as a flagship program of CHR, “LaKarAn” aims to reach the grassroots of society as well as build partnerships with local government units, the security sector, civil society organizations, and the community in the regions.

“Iba-iba ang mga kaso ng violation of human rights, nandyan ‘yung violation on right to life, violation on rights of women, children, marami pang iba kaya nga sobrang lawak nung i-aasess

natin, anong estado natin sa human rights,” he said.

Although the commission has limited resources, especially in terms of manpower and budget, he assured that its services are accessible to the public.

Conflict-affected IP village ventures into vegetable farming

BUTUAN CITY –The local government of Cabadbaran City and the Technical Education and Skills Development Authority in Agusan del Norte (TESDA-ADN) have joined hands to work with an Indigenous People (IP) community to develop a highland vegetable farming venture.

Cabadbaran agriculturist Maria Arceli Soria said Thursday the highland vegetable technology demonstration project aims to help the Mamanwa IPs of Sitio Sumohay in Barangay Mahaba develop their ancestral land for vegetable production.

The sitio is among the conflict-affected communities in Cabadbaran City due to communist insurgency.

“An initial 9,000-square meter area has been developed with a separate nursery site which will be devoted for the planting of various highland vegetables,

including carrots, cauliflower, broccoli, and cabbage,” Soria said. She said around 60 families from the IP community will benefit from the vegetable farming program.

The city government, she added, also enrolled the 60 families with the Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers or TUPAD program of the Department of Labor and Employment.

Meanwhile, Soria said that TESDA-ADN is also looking forward to fishpond production in the area to support the food needs of the IP residents.

“TESDA-ADN Director Rey Cueva already made an ocular inspection in Sitio Sumohay on May 30 to assess the possibility of the development of a fishpond project. The agency also wants to train the beneficiaries in land preparation technology,” she said. (Alexander Lopez | PNA)

Stakeholders push for high rice production in Mindanao

BUTUAN CITY – At least 180 farmers and partners from three regions have joined hands here to push for the promotion of highyielding rice varieties and use cost-cutting technologies for production.

In a statement Friday, the Agricultural Training Institute in the Caraga Region (ATI-13) said the farmers, cooperative leaders, representatives from local government units, researchers, agriculturists, and personnel from the attached bureaus

of the Department of Agriculture (DA) in Mindanao gathered for a two-day Rice Technology Transfer Workshop here starting Thursday.

It said the participants came from the regions of Soccsksargen, Caraga, and the Bangsamoro Autonomous Region in Muslim Mindanao who are directly engaged in rice production.

“The focus of the workshop is to strengthen the promotion of high-yielding and cost-reducing rice production technologies,” the ATI-13 said.

During the two-day ac-

tivity, the participants formulated plans to promoting new rice production technologies and strategies in their respective areas.

Undersecretary Leocado Sebastian of the DA’s Rice Industry Development and DA-13 Regional Director Ricardo Oñate Jr. are among those who joined the activity.

Sebastian underscored the importance of the Masagana Rice Program under the present administration of President Ferdinand R. Marcos Jr. and its implementation strategies.

“These strategies, includ-

ing the climate change adaptation, clustering and consolidation of intervention, value chain approach, and digital transformation are steps to better implement the Masagana program that aims to achieve the highest possible rice sufficiency,” Sebastian said.

He added that the convergence of efforts, cooperation, and coordination among the different stakeholders are also the key components in attaining the goals of the rice program of the present administration.

Kauswagan town ready for ‘Organic Asia Congress 2023’

CAGAYAN DE ORO CITY

– The local government of Kauswagan in Lanao del Norte is all set for the upcoming “Organic Asia Congress (OAC) 2023,” this year’s biggest organic agriculture event in the world, the local chief executive confirmed in a media forum here on Tuesday, May 30.

Municipal Mayor Rommel Arnado said the completion of the Kauswagan International Organic Convention Center in Barangay Tacub, Kauswagan town, that will serve as the event’s venue is “99 percent done.”

“It’s just a matter of simulation now,” said Arnado, referring to the venue.

“Of course, in terms of electricity, the simulation for the guests who are coming, the security planning, and things like that, it’s all simulation. Everything is already in place, and we are ready,” stressed Arnado, who is also the national president of the League of

Organic Agriculture Municipalities, Cities, and Provinces of the Philippines.

It can be recalled that Arnado said in an interview on Feb. 4 this year that their biggest challenge was the completion of the convention center.

The OAC brings forth the local governments and the organic sector together in different countries in Asia to discuss the major trends in organic agriculture and to discuss ways to move the sector forward, according to the International Federation of Organic Agriculture Movements (IFOAM) Organics Asia.

It is one of the biggest organic events in the world, with hundreds of foreign experts, researchers, scientists, stakeholders, and like-minded organizations gathering in a week-long event starting on June 5.

Feng Li, secretary general of the Asia Organic Forum and the director of the China country office of IFOAM Organics Asia, said in the same media forum that Kauswagan town is an

important place for the Asia organic movement, saying that he was surprised that organic agriculture can be so high in the “From Arms to Farms” program.

“This is a very miracle to us, and I think it’s very something new, very new. The organic community, even we have to learn,” Li said.

To ensure peace and order, as well as the protection of the guests, the security plan has been first addressed by the local government in coordination with the Police Regional Office-10 and the Philippine Army 2nd Mechanized Infantry Battalion.

The Architect Behind the MOGCHS Building in 1907

for designing the famous Gabaldon Buildings like City Central School and Consolacion Elementary School. However, the MOGCHS administrative building, although not a Gabaldon design, is still considered a heritage building that showcases the American colonial legacy.

Hi there! Apologies for my recent absence; I have been occupied with work-related tasks.

However, I recently discovered some fascinating historical sources while researching the Ysalina Bridge's history. This discovery led me to an architect who may have been responsible for designing the Misamis Oriental General Comprehensive High School (MOGCHS). I will likely explore the history of the Ysalina Bridge in my next column.

During the early American period, significant progress and effort were dedicated to constructing schoolhouses throughout the Philippine Islands. Considerable money was invested in this endeavor, reflecting the Filipino people's strong interest in obtaining quality education facilities. The construction of these schoolhouses, such as those in MOGCHS, carefully considered the unique condi -

tions and climate of the tropics.

Governor Velez of Misamis envisioned establishing a local high school for economically disadvantaged residents who could not afford education in Manila. However, the construction required a budget of P16,000, which included an athletic field. With the support of GovernorGeneral W.C. Forbes, the Insular Government allocated P8,000 through the Philippine Commission Act Number 1580 for the "Misamis Provincial High School." On December 15, 1909, Governor Velez, affluent residents, and Governor- General William Cameron Forbes inaugurated the Misamis Provincial High School.

Despite having information about the construction of the provincial high school, the architect behind the MOGCHS administrative building remains a mystery. Some believe it could be William Parsons, renowned

During this period, an architect named Richard Chard caught my attention as a possible designer of the MOGCHS building. Mr. Chard, the Bureau of Education architect, was responsible for planning intermediate and provincial high schools. His exceptional building designs incorporated intriguing architectural concepts worth observing.

While most of his designs adhered to the prevailing Spanish-Filipino construction style in exteriors and interiors, Chard consistently integrated American ideas and arrangements, ensuring that the buildings closely resembled modern school structures of that era.

School buildings held immense significance in the Philippines during this time, representing the establishment and promotion of the American education system. The Americans recognized the importance of a centralized public education system; school buildings were

The MOGCHS administrative building, built during the American period, holds significant importance because it is a tangible witness to the past. The MOGCHS building contributes to the identity, heritage, and cultural fabric of the Kagay-anons, Misamis Oriental, and Region 10. The MOGCHS administrative building locality lies in its ability to preserve heritage, foster a sense of place and identity, provide educational value, and strengthen the residents of the Region. Recognizing and valuing the built history of a locality is vital for maintaining its unique character, preserving its heritage, and shaping its future.

Although implementing a slight change in its approach, the administration of President Ferdinand R. Marcos Jr. remains steadfast in its fight against illegal drugs.

Under the Department of the Interior and Local Government's (DILG) “Buhay Ingatan, Droga'y Ayawan” (BIDA) program, the government aims to combat illegal drugs within the framework of the law, with respect for human rights, complemented by rehabilitation and an inclusive socioeconomic development approach. The new strategy focuses on apprehending, rehabilitating and giving drug users a chance to change their lives.

Interior Secretary Benjamin "Benhur" Abalos Jr. said the war against illegal drugs is similar to cutting off a tree's branches. "It's like a tree, that even if we cut the branch, another branch will grow and take its place. So if you want to cut down the tree, you must remove its roots. Consequently, a more

robust and drug-free Philippines will emerge."

The partnership was formally launched through the signing of an MOU by Abalos and representatives of private companies, including the MVP Group of Companies (Meralco, Maynilad, Metro Pacific Tollways, PLDT, Smart Communications), Jollibee Food Corporation, Max's Group, Inc., Megawide Corporation, SM Corporation, Megaworld, Philippine Airlines, Mcdonald's, Nestle, Aboitiz, San Miguel Corporation, ETON, Ayala, Converge ICT Solutions, Inc., Blue Cross, Bench, Gokongwei Group, Lopez Holdings Corporation, RFM Corporation, Tan Yan Kee Foundation, Inc ., Foodee Global Concepts, Cherry Mobile, Mary Grace, UERM Medical Center and the University of the East. The MOU targets to extend the fight against illegal drugs to the private sector.

Abalos also encouraged private companies to have their anti-drug policy and conduct random drug testing

"BIDA Program is all about shared responsibility in countering illegal drugs, and BIDA Workplace is our bid to forge dependable partnerships with the private sector. The BIDA Workplace is part of the government's wholeof-nation approach to fighting and eradicating illegal drugs nationwide. Through this, other aspects of the BIDA program will gradually achieve the administration's vision of a drug-free Philippines," Abalos said.

Under the agreement, private companies will have anti-illegal drug programs and policies that align with the BIDA program's goals.

An example is the random drug testing of employees, in which each company will impose penalties such as suspension, dismissal, or perhaps help a guilty employee to undergo rehabilitation. Abalos said that if all companies do this, our country will be clean, and we will win the fight against illegal drugs.

Town mayor: Hunger, root cause of conflicts

The root cause of armed conflicts is hunger, a local government chief executive and organic agriculture champion said Tuesday, May 30 -- four days before Kauswagan town, Lanao del Norte, Philippines will host a global gathering of leaders, advocating that food security is vital in achieving lasting peace.

“It’s not religious, it’s not ideological … it’s more of land-dispute and landgrabbing, then poverty and hunger,” said Kauswagan Mayor Rommel C. Arnado, in a Philippine Information Agency-10 hosted forum at SM Downtown Premier mall in Cagayan de Oro.

This, he said, was the result of a multi-stakeholder investigative study that was commissioned by the municipal government, hence they decided to focus on agriculture – particularly on the organic way of crop production -- because the main issue is food security.

Asked for comment on a line from Bob Marley’s song that “a hungry man is an angry man,” Arnado said: “That’s true, we have proven that out. It’s one of the testimonies of the commanders. He said it painful for him to see his children going to sleep hungry, so he can do a lot of criminality to earn.”

And Kauswagan, in almost four decades, had witnessed bloodshed from skirmishes between the so-called Blackshirts (Ma -

ranaw fanatics) and Ilaga (Christian fanatics) armed bands, the former later became secessionist groups and had encounters with government troops, sowing fear among town residents and nearby areas.

But over a decade ago, the town mayor said the rebel commanders asked for assistance to end the animosities, hence “From Arms to Farms” program was conceptualized, where some 600 former combatants were reintegrated into their communities through farming.

Eventually, the “From Arms to Farms” gained national and international recognitions [Galing Pook and Bogota, Columbia Peace Award] as an innovative peace initiative.

This, Arnado said, was long before the Executive Order No. 70 was issued in 2018 by former President Rodrigo R. Duterte, which created a National Task Force and called for a whole-of-nation approach to “End Local Communist Armed Conflict” of NTFELCAC.

He said the rebel commanders and town officials supportive to his administration realized the solution to hunger is within reach, thus a Municipal Ordinance was passed requiring every household must have a backyard garden.

All government officials, he said, must develop a communal garden, and that 8,000 hectares or 80 percent of the municipal land area

must be devoted to organic agriculture, thus Kauswagan became a 100-percent organic agriculture town. Some 2,000 hectares consist of residential areas and open public spaces.

“Kauswagan is already declared a hunger-free municipality,” Arnado said, claiming they have achieved food-security as they do not depend from outside for most, if not all, their food supply. “We’re rice eaters, and corn-eaters as well, promoting even root-crops as alternative sources of food.”

coconut trees, because there are no national and communal irrigation projects in the town.

The town mayor said he is optimistic their push for organic agriculture to stabilize food supply can be sustained because their farmers are young, ranging from 35 to 40 years old, and there are about 200 who are currently enrolled in senior high school, focusing on agriculture and fisheries.

He said they have tie-ups with the Agricultural Training Institute (ATI) of the Department of Agriculture (DA-ATI) and the Technical Education and Skills Devel-

opment Authority (TESDA) for continuing livelihood trainings and competency upgrading.

“Just lately, we have 50 NC II and NC III passers from TESDA,” Arnado said, who has recently been elected national president of the country’s League of Organic Agriculture, Municipalities, Cities and Provinces.

Starting Sunday, June 4 until Monday, June 10, next week, Kauswagan will be hosting the 6th Organic Asia Congress, with the theme: “Building World Peace Through Organic Agriculture.”

This event, which is un-

der the auspices of the International Federation of Organic Agriculture Movement (IFOAM), is expecting some 2,000 delegates from 35 countries. It is backed by the South Korean-based Asian Local Governments for Organic Agriculture, now headed by the Kauswagan mayor.

Among Arnado’s frequent visitor is Minister Abdullah G. Macapaar, currently a member of the Bangsamoro Transition Authority Parliament, and whose nom de guerre is “Commander Bravo,” but could not attend the biggest gathering of organic agriculture advocates this year.

“He is supposed to be part of the program and to speak on June 4 (Sunday),” the mayor said, but he’s leaving tomorrow (Wednesday, May 31) on hadj (pilgrimage to the Holy Land), who was required to undergo health protocols, including vaccination.

Commander Bravo, a brigadier general in the Moro Islamic Liberation Front (MILF) for Northeastern Mindanao Front, is a native of Delabayan village, Kauswagan.

“We want to convert not just as sports enthusiasts

but as tourists. This is the purpose of our bike event and our Bike NorthMin; we also want our riders, aside from having fun and being healthy, to be tourists and to help our economy,” Department of Tourism (DOT)-10

Regional Director Marie Elaine Unchuan said. She further added that the impact of the riders’ visit in Camiguin is very big, and the impact of their visit all over northern Mindanao is very big.

One hundred twentyeight riders from all over the region, including riders from Cagayan de Oro City, Manolo Fortich, Bukidnon, and some personnel from the Department of Social Welfare and Development (DSWD)-10, pedaled the scenic 64 km circumferential road of the island province from 5:00 a.m. to 12:00 p.m.

Starting off from the New Capitol Grounds in Mambajao, the riders need to get five stickers from the stations established in the province’s five towns to complete the bike tour and qualify for the raffles sponsored by R.O.X. Stickers and water refilling stations were placed

Prior to the event proper, riders were required to have their own water bottle, wear their most comfortable cycling attire, and observe the hand signals as demonstrated during the orientation so as to avoid accidents, just in case a rider needs to take a quick stop while on the road.

CMORFA appeals for help for Cebu bound U19 team

Oriental Football Association (CMORFA) is appealing for help from everyone for their campaign in the National Div.1 U19 Championship cluster elimination in Cebu City this month.

The team would need financial help for their travel, food and lodging for the June 2129 tournament in Cebu City. They will clash with teams from Pan-

ay FA, Central Visayas FA, SOCCSKSARGEN, South Davao RFA and Zamboanga del Norte, Dipolog Regional Football Association (ZANDIFA) in their cluster tournament.

Only top two teams will qualify for the National U19 competition set in August at the PFF training center in Carmona, Cavite.

Meanwhile, CMORFA will miss the services of Far Eastern University (FEU) full back and former Higala FC stalwart Francis Iver Sambaan as the FEU management did not give him permission to join the CMORFA team according to coach Ivan Caiña.

However, Caiña is optimistic that they could still get the servic-

Caiña describes his current squad as a fantastic team. He has kept four players from the team that won the Div. 2 title last year in Zamboanga City.

This year’s tournament is for players born 2004 and above. Many of CMORFA players are born 2006 and 2005 with the tallest and the youngest player Carlo Bongocan of Rosevale leading the pack.

Bongocan was a member of the Northern Mindanao elementary football team which competed in the Palarong Paambansa in Vigan, Ilocos del Sur in

2019. His teammates then who made the current line-up are Salingay, Sambaan, Kid Yañez, Jared Tan and Happy Allado.

Allado of Abba’s Orchard Monterossi School is a workhorse in the midfield and an excellent addition to coach Ivan’s line-up.

Tan and Yañez are strong defenders and reliable at the back.

YOUNG coach Ivan Caiña has accepted another challenge given to him by Camiguin Misamis Oriental Football Association (CMORFA) president Mike Batiles to coach the CMORFA U19 Men’s football team for the coming National U19 Division 1 Championship.

Caiña brought honors to the Cagayan de Oro community last year when he led the CMORFA U19 team to the title in the National U19 Division 2 Championship in Zamboanga City.

He stepped down as head coach after the tournament but upon the request of Mike Batiles, he changed his mind and has started preparing the current squad to the elimination tournament in Cebu City this month.

“I initially stepped down as head coach for the U19 selection team because I wanted to serve as RFA’s technical director in order to help not only the U19 team but to create programs and technical guideline to help the age groups of CMORFA,” he said.

“The team is very different from last year since the open trials were restricted due to the pandemic. This year more than 60 players showed up for our two day open trials,’’ he said.

He also added that last year’s team and this year’s team are both fantastic. “We only got the best players from each Clusters in our two two-legged trials.’’

CMORFA will play against Panay FA, Central Visayas FA, SOCCSKSARGEN, South Davao RFA and Zamboanga del Norte, Dipolog Regional Football Association (ZANDIFA) in a cluster elimination tournament to determine which team will play in the National finals.

Coach Ivan Caiña is a young coach but brilliant coach. He will face a tough job in this coming competition as they will face the big boys of Philippine football in the Division 1 tournament.
