TOTAL of 1,416 barangays in Northern Mindanao have already been considered “drug-cleared”, the Philippine National Police-10 said Wednesday, May 10.

The figure went up as another 10 barangays from different provinces in the region have now been cleared from drugs after they met the parameters during the deliberation of the Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) led by the Philippine Drug

Enforcement Agency (PDEA).

Newly trained cops in Caraga to boost anti-insurgency drive

BUTUAN CITY – At least 160 police officers have completed their two-month Basic Internal Security Operations Course (BISOC) to boost the anti-insurgency and anti-terror campaigns in the Caraga Region, an official said Tuesday.

In a statement, PRO-13 director Brig. Gen. Pablo Labra II said the newly trained cops graduated at their Regional Special Training Facility in Santiago town, Agusan del Norte, on

Monday.

The BISOC is a 60-day specialized training course that hones the personal effectiveness and capability of police personnel in handling internal security operations.

“Our anti-insurgency drive during the first quarter of 2023 netted 256 communist rebels,” he said.

He said at least 63 New People’s Army (NPA) rebels were arrested while 193 others surrendered to the various PRO-13 field units

from January to March this year.

Among the police personnel who excelled during the training were Patrolwoman Cherry Grace Gonzaga, who received both the excellence award for topping the class and the pistol marksmanship in the female category. Zambo police launches ‘Oplan Visita Casa’ to curb rape cases

ZAMBOANGA CITY – The Zamboanga City Police Office (ZCPO) has launched “Oplan Visita Casa” (house visitation) following the recorded 52 rape cases here since January this year.

Lt. Col. Paul Andrew Cortes, ZCPO information officer, said Thursday that rape incidents this year were higher by 13 compared to 39 cases covering the same period in 2022.

Under the operational plan, Cortes said all ZCPO

police stations are tasked to conduct house visitation to monitor the condition and situation of families in different villages.

There are 11 police stations under the ZCPO covering 98 barangays of this city.

“The Oplan Visita Casa is based on the records of different barangays where the police will identify individuals with cases of harassment, misdemeanors, and other complaints,” Cortes said.

COTABATO CITY – A powerful insecticide sprayed on coconut trees at the back of an elementary school at Barangay Mirab in Upi town, Maguindanao province was suspected to have poisoned around 75 schoolchildren on Wednesday morning.

He noted that the majority of the rape victims this year are minors “with most of the suspects related to the victims.”

ZAMBOANGA CITY – The Department of the Interior and Local Government (DILG) has recognized 17 drug-cleared towns in Zamboanga Peninsula for their successful anti-drug campaign in conjunction with the launch of the Buhay ay Ingatan, Droga'y Ayawan (BIDA) program in the re-

According to DILG Secretary Benjamin Abalos Jr., all 386 barangays covered by the 17 towns have also been declared drug-cleared.

ental – With the implementation of the supplemental immunization campaign for measles, rubella, and polio in the town of Jasaan, the local chief executive pledged full support to the program of the health department on May 2.

“We are in strong support of this government program that will be given a lot of attention. Rest assured that LGU Jasaan will always give its 101% support to make sure that our children will be healthy,” Jasaan Mayor Redentor Jardin said.

Ensuring that the immunization program will be fully implemented in the town, the municipal health office set up fixed sites and house-to-house activities to conduct immunizations for measles, rubella, and polio

in the different barangays.

“For the first two weeks, we must achieve 85% of the target; for the third week, 95%; and hopefully, at the end of the month, we will reach 100% of the target,” said Elijah Mateo, Jasaan municipal health officer.

In addition to the scheduled immunization, the municipal health office has asked for the support of the community, including their respective barangay chairpersons, to make sure that all the 6,000 plus children aged 0-59 months will be immunized.

The Kadiwa project started during the pandemic, when there were only a limited number of stores open due to heightened restrictions.

“Actually, ‘Kadiwa’ is just an acronym for ‘Katuwang sa Diwa." A one-strike policy vs abusive employers

IHAVE proposed a onestrike policy for abusive employers who are not complying with the country's minimum wage law and are not giving the benefits due to their workers.

During the Senate Committee on Labor hearing yesterday, May 10, I said employers should immediately be penalized and obliged to pay when a worker presented strong evidence against them.

As vice chairperson of the labor committee, it is lamentable that the country's current labor law appears to be toothless because noncompliant employers are not afraid of it due to lack of implementation.

Dapat one-strike policy ang pairalin laban sa mga isinusumbong na mga tiwaling employer sa DOLE. Kapag may iprinisentang matibay na ebidensya ang manggagawa laban sa kanyang amo na hindi nagbibigay ng tamang pasweldo at benepisyo, kailangan agad-agad patawan ng parusa si amo at obligahin na magbayad. Ito na ang dapat na bagong patakaran. Wala nang marami pang satsat.

Apart from the penalty such as a higher fine, for example, the employers facing complaints should immediately pay the employees without complaining.

Under the current policy which I am critical of, when an employee reports his erring employer to DOLE,

the worker still needs to go through tedious and long process despite presenting strong evidence that his complaint is legitimate.

DOLE would start by issuing letter to the employer asking for explanation, and if said employer fails to respond, it would still be given another chance to reply.

This process is being exploited by abusive employers because for them, it is a way to delay the worker's chance of getting justice.

Another policy that is favorable to abusive employers is the rule stating that the complaint of workers should still need to undergo mediation, which could reach up to three hearings.

And if they cannot reach into agreement during mediation, DOLE will then forward the complaint to National Labor Relations Commission (NLRC) which will only exhaust the money of workers because said worker needs to go back and forth to NLRC. Worst case scenario, the case could last up to decades before getting resolved.

That's why in the new system that I have proposed, this lengthy anti-poor process to be removed.

The Rules of Procedure in DOLE will be revised in such a way that employees must immediately pay workers who managed to present overwhelming evidence that he was abused. (senate.gov.ph)

WITH this fraternal reassurance, Peter is also teaching us about a “higher level of conversion,” in which those who have already resolved to live in and for the Spirit, and are firmly committed to bear sacrifices and persecution from the world, for the love of God and in the service of others, will receive Grace himself.

In the Gospel, our Lord explains that true servant-shepherds are those who must have undergone ‘both levels of conversion’: They are first humbled at having disobeyed so loving a Spirit, and are subsequently motivated to return to him through the Christ, who is the “Gate.”

In this sense, false servant-shepherds are those who persist in disobeying, refusing to “enter the sheepfold by the gate” yet insisting on “climbing in some other way,” and thus, can never be humbled.

Consequently, the flock of a humble and true servant-shepherd will “know his voice”, and with trust and confidence, will be led through the same “Gate”: They will be nourished, become free, and joyfully have life.

On the other hand, the flock of a proud and false servant-shepherd – caring only for himself yet pretending to care for them – will be deprived of whatever they already have, and tended to their terrible death, unless “they will run away from him, because they don’t recognize a stranger’s voice.”

Beware therefore of servant-shepherds who have not experienced conversion, who have not entered through our Lord, the “Gate.”

He finally admonishes, “Truly, I say to you, I am the gate of the sheep. … Whoever enters through me will be saved; he will go in and out freely and find food. The thief comes to steal and kill and destroy, but I have come that they may have life, life in all its fullness.” (LiCAS. news)

Jesus of Nazareth said the child is the most important in the Kingdom and the abusers must be brought to justice.

Pedophile priests and those who protect them abuse the victims again and again by denying them justice and healing.

They also damage the faith of the People of God, damage the priesthood, and bring all good honest priests and religious into disrepute.

Pope Francis said that some pedophile priests and their backers, “without batting an eye,” were ready to enter into a “web of corruption” by abusing children and covering up the crimes or failing to report such sexual child abuse.

Everyone has to stand and support Pope Francis and all the good people that are speaking out and demanding honesty in cleansing the church of the “filth” of clerical child abuse. (LiCAS. news)

(PCCAI) in partnership with the Department of Labor and Employment-10 (DOLE-10) Camiguin Provincial Field Office (Cam PFO) conducted a three-day capacity building cum stress management and human relations enhancement to 141 participants at Pearlmont Hotel in Cagayan de Oro City on April 17-19.

The said activity was initiated by the Public Employment Service Office (PESO) Camiguin Chapter Association Inc. (PCCAI) headed by its president, Atanacio Lusdoc Jr, in close coordination with Arlyn Bael, DOLE-X Camiguin PFO provincial director.

The activity was participated by Estrella Pahalla, DOLE-10 OIC-regional director, distinguished speakers including former Labor Attachè Johnson Cañete, Harry Borres, OWWA-10 regional director, and James Busa, DOLE-10 TSSD supervising LEO, all shared their knowledge and expertise on various topics.

Gov’t unveils new agri food terminal in Marawi

MARAWI CITY

– Gearing

towards the ease of entrepreneurs to start anew or even boost their businesses, the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) along with the Task Force Bangon Marawi (TFBM) and the city government here inaugurated, May 8, the newly completed Marawi City Agriculture Food Terminal with 45 stalls open for anyone interested to display their products.

With funds from the Bangon Marawi Recovery, Rehabilitation and Reconstruction Program, the said infrastructure was built within the vicinity of the GMA Integrated Terminal in Barangay Poblacion, here.

65 OFWs receive cash aid from OWWA-BARMM

MARAWI CITY – A total of 65 overseas Filipino workers (OFWs) received financial assistance during the 41st founding anniversary celebration of the Overseas Workers Welfare Administration in the Bangsamoro region (OWWA-BARMM) on May 3.

The assistance aims to provide immediate financial aid to returning OFWs as a start-up or additional capital for livelihood projects, as well as support for those

who have suffered difficulties and are victims of natural or man-made disasters.

A total of P705,000 was distributed to 54 distressed OFWs under the Balik Pinas, Balik Hanapbuhay (BPBH) Program, while another P60,000 was given to 10 qualified beneficiaries under Humanitarian Assistance for Saudi Claims.

OWWA-BARMM also gave P220,000 to an OFW's dependent as death insurance.

OWWA-BARMM Regional Director Habib Malik, BARMM Senior Minister Abunawas Maslamama, and Deputy Minister of Labor and Employment Tommy Nawa led the said distribution.

Malik said his office will continue to provide services to former OFWs and active members of OWWA. As such, he encouraged OFWs to avail themselves of the services offered by OWWABARMM and seek help if

they encounter difficulties.

Senior Minister Maslamama emphasized that the Government of the Day is working closely with OWWA to provide relevant programs for OFWs. "We work together with OWWA to ensure that all necessary support is provided to Bangsamoro OFWs in their pursuit to improve the socio-economic condition of their respective families," he said.

Aside from the distribution of financial aid, the 41st anniversary celebration of OWWA-BARMM also included a general orientation on the programs and services of OWWA as well as migration realities.

TFBM lines up activities for 2023 Marawi Week of Peace

MARAWI CITY – The Task Force Bangon Marawi (TFBM), together with its implementing agencies

and development partners and the city government of Marawi, lined up various free events and activities to promote peace and unity here on May 16-23,

for this year's Marawi Week of Peace observance.

The week-long commemoration will kick off with a trade fair to support local micro, small, and medium

enterprises and IDP-led enterprises, which are seen as key to sustaining the rehabilitation program and the recovery of the city from the Covid-19 pandemic.

Zamboangueños urged to join ‘Riquesa na Baul’ competition

ZAMBOANGA CITY – In celebration of Heritage Month, the City Museum, under the Office of the City Mayor, with the support of the City Tourism Office, invites all Zamboangueños who own valuable artifacts to join the “Riquesa Na Baul” competition.

Inspired by the "America's Lost Treasures" television program of the National Geographic Channel, the "Riquesa Na Baul" Competition aims to bring out and share valuable collections, which are highly relevant

to the culture, arts, heritage, and historical development of Zamboanga City.

The judges for this competition will be composed of a pool of experts in the local history, arts, culture, and heritage of Zamboanga City and museum experts.

All entries will be judged based on their historical and cultural value using the following criteria:

1. Significance to history, culture, the arts, or heritage (35%)

2. Quality of artifact (15%)

3. Background information provided (30%)

4. Age of the artifact (20%)

The submission of entries runs from May 11 to May 17, 2023.

The winners of this competition will receive the following prizes:

1. 1st Prize: P10,000

2. 2nd Prize: P8,000

3. 3rd Prize: P7,000 pesos

4. Seven consolation

prizes of P5,000 each

The awarding ceremony will be on May 29, 2023, at City Hall Conference Room, where the winners will receive cash prizes.

The top 10 winning entries will be exhibited at the City Museum for at least one month and be loaned to the City Museum for an initial period of three years.
