ARMM launches ‘Violence and Injury Prevention Alliance’ COTABATO CITY – The Department of Health of the Autonomous Region in Muslim Mindanao (DOHARMM) has launched the Violence and Injury Prevention Alliance (VIPA) to reduce the effects of violence and injuries in the region. Abdulhalik Kasim, DOH-ARMM Assistant Secretary, said the VIPA under the national government’s Violence and Injury Prevention Program (VIPP) aims at reducing mortality, morbidity, and disability due to violence and injuries. “Since the implementation of the program would need support from various stakeholders, foremost of which are the local government units (LGUs), there is a need to organize an alliance,” Kasim said. The VIPP also seeks to enhance the capacity of the regional offices, LGUs, and other stakeholders as well as strengthen collaboration

with them for this cause. Nearly 50 officials from Bureau of Fire Protection and Philippine National Police, employees from ARMM line agencies, and workers from health and non-government organizations attended the launching event. In a 2011 report of the World Health Organization (WHO), injuries were reported to be responsible for 9% of all deaths with road traffic injuries claiming nearly 3,500 lives each day, making it among the 10 leading causes of mortality globally. The VIPP is the country’s adapted policy in response to WHO’s call for member states to develop measures to prevent injuries and violence. WHO has recommended that such policies, strategies and plans of action be concrete and contain objectives, priorities, timetables, and mechanisms for evaluation.

In ARMM, injuries of all forms ranked third in terms of morbidity, and injuries and accidents ranked fourth in terms of mortality in 2014. Dr. May Ann Sta. Lucia, VIPP coordinator at DOH-Region VI, said pre-hospital emergency medical service system will effectively address the magnitude of day-today emergencies, thus, the alliance will help augment this lapse. Region VI, or Western Visayas, launched VIPP in 2014 as the program’s pilot area in the country. The DOH-ARMM will be the focal agency responsible for designing, coordinating, and integrating plans, programs and strategies and activities of VIPP. The VIPA will oversee the effective and efficient implementation of the programs that are geared towards injury and violence prevention. (Bureau of Public Information)

Liquid water exists on Mars, boosting hopes for life there, NASA says

beyond Earth and human hopes to one day travel there. While the discovery doesn't by itself offer evidence of life on Mars, either past or present, it does

boost hopes that the harsh landscape still offers some refuge for microbes to cling to existence. "The existence of liquid water, even if it is super salty briny water, gives the

possibility that if there's life on Mars, that we have a way to describe how it might survive," said John Grunsfeld, associate administrator for the Science Mission Directorate at NASA. NASA researchers using an imager aboard the Mars Reconnaissance Orbiter confirmed the watery flows by looking at light waves returned from seasonal dark streaks on the surface, long suspected to be associated with liquid water. The investigation showed the streaks absorb light at specific wavelengths associated with chemicals known to pull water from the Martian atmosphere in a process known as deliquescence, said Georgia Tech doctoral student Lujendra Ojha, who first discovered the streaks while still an undergraduate student at the

University of Arizona in 2011. The chemicals allow the water to remain liquid at lower temperatures but also help keep it from boiling off in the thin atmosphere of Mars, the researchers said. It remains unclear where the water comes from. Theories include deliquescence, melting subsurface ice or even a liquid-water aquifer that feeds the process. Discovering what precisely is causing the phenomenon is a mystery for the next round of investigations, said Michael Meyer, lead scientist for NASA's Mars Exploration Program. The researchers' findings are in a new paper being presented this week at the European Planetary Science Congress in France. This is not the first discovery of water on Mars. Researchers have known for many years that Mars has water frozen at its poles, in its thin atmosphere, and, most recently, in tiny puddles that appear to form at night on the surface. Nor is it the first potential clue that Mars could have once -- or may still -host life. The Mars Curiosity rover, for instance, has detected methane on the surface of Mars, as well as

other chemical signatures suggesting the possibility of past or present life. It remains to be seen whether the new discovery improves the odds of life on Mars, but researcher Mary Beth Wilhelm said the results suggest "more habitable conditions on the near surface of Mars than previously thought." How habitable, she said, depends on how salty and how cold the conditions are. But Alfred McEwen, who heads up NASA's HiRISE high-resolution camera aboard the Mars orbiter, said he's fairly confident life will one day be found on Mars. "It's very likely, I think, that there's life somewhere in the crust of Mars, microbes," he said. Jim Green, director of planetary science at NASA, said the discovery announced Monday puts NASA in a perfect position to look for that life. "We haven't been able to answer the question, 'Does life exist beyond Earth?' " Green said. "But following the water is a critical element of that. We now have, I think, a great opportunity to be in the right locations on Mars to thoroughly investigate that." (Michael Pearson, CNN)

TECH TIPS: How to take better photos with your Android phone STICKING TO the safety of Auto mode is all well and good, but if you want to branch out, here are some tips and tricks and how to take better photos with your Android phone. All of these can be accomplished with most Android smartphones, and will raise your photography results at no (or at the most very little) cost. Avoid using the flash Even on a DSLR camera, the flash function is generally best saved for emergencies. If you can feasibly use natural light to illuminate your picture, you always should, because your want your pictures to look natural, don't you? While there is a time and a place for it, the LED flash on smartphone cameras tends to be located very close to the lens, which has a nasty glaring effect. If natural light isn't quite enough, then increase the exposure value (EV) and ISO on your camera. Bear in mind that increasing ISO will also increase the graininess or 'noise' in your pictures. Don't use digital zzoom oom EVER An even more overused and photo-destroying feature on smartphone cameras is the notorious digital zoom. Unless your camera has an optical zoom where the camera lens can actually protract out of your device (like the not-great Samsung Galaxy K Zoom), then all digital zooming does is enlarge and crop the picture. "Can't I just do that after I've taken a photo anyway?" I hear you ask. Well, yes you can - that's the point! All digital zoom does is narrow the editing options for your picture. Take fully zoomed-out photos, then crop them manually if you want them to be closer up. Check details of yyour our best, worst and A uto photos Auto We all have some photos that come out incredibly well and others that are pretty awful. Whenever you take either a great or terrible photo, check the 'Details' of the photo to see what ISO, exposure time and aperture it had. This way, you'll slowly learn which settings on your smartphone work best with which light conditions. This is particularly useful to do for 'Auto' photos, so you can get a feel for what settings your

camera resorts to by default, and adjust them accordingly. Use HDR mode If you've got stable hands and are taking photos of stationary objects, then you should use HDR (high dynamic range) mode if you want lighting and shadows in the photo evenly exposed. This is particularly useful if it's picture with high contrast – lots of particularly dark and particularly light bits. HDR mode takes two or more pictures of varying exposures almost simultaneously, then combines the best and brightest bits of both into one photo. Keep the camera super-steady when you use HDR mode, otherwise your photo will come out blurred. Use those post-pr ocesspost-processing filters There are plenty of people out their who pour scorn onto all the lovely filters you can enhance your photos with. Sure, if you're a professional photographer then you may consider them bogus, but then what are you doing using an alldigital smartphone camera anyway? For the casual smartphone photographer, those retro, black-andwhile, Windmere, Islandia, and other hipster filters can really add character to a photo. These days, most Android smartphones come with a great selection of filters, but if you're running a bit short try Pixlr (formerly Pixlr Express) for a great selection. The 'r eflectiv e sunglasses' 'reflectiv eflective tr ick trick If you’ve got a pair of sunglasses with a reflective coating on the lens, you can capture a good perspective on some shots. A good tip for this is that you should always have the light source being reflected off the lens so that you can better capture whatever scene or action in your view. Strong parent-child bond can avert substance abuse ILOILO CITY - Parents should uphold strong family bond with their children to prevent substance abuse among young people, according to Dr. Therese Castañeda, psychiatrist at the Pototan Treatment and Rehabilitation Center. Castañeda said parents are the first line of defense for children to avert drug or alcohol abuse. “Parents should know what their children’s hobbies are, their likes, in order to maintain that open communication,” she said, adding, the mother and father should also set as good examples to show their children how to act responsibly. “As a parent, your attitude toward alcohol, cigarettes, and drugs is one of

the greatest influences on whether your child will use cigarettes, drugs, or alcohol,” she said. Castañeda said that parents should also be wary of symptoms of teen substance abuse. “They should know what to look for including negative changes in school work, missing school or declining grades, and increased secrecy about possessions or activities,” she said. She said that teens also use incense, room deodorant or perfume to hide smoke or chemical odors when they are into substance abuse. “Parents could also notice subtle changes among teenagers in their conversations with friends such as being more

secretive and are using coded language,” Castañeda said. Teenagers, she added, may also have new friends; change their clothing choices which reflect new fascination with clothes that highlight drug use. Findings from the 2013 Young Adult Fertility and Sexuality Study by the Demographic Research and Development Foundation, Inc. and the University of the Philippines Population Institute show that the levels of drug use, drinking alcohol and smoking among young people aged 15-24 declined.
