SENATOR Francis Escudero challenged on Friday the Philippine Drug Enforcement Agency (PDEA) to identify the 53 politicians supposedly involved in drug activities in the country.

FORMER Las Piñas Rep. Cynthia Villar, also the managing director of Villar Foundation, personally met the 10 distressed Overseas Filipino Workers (OFWs) who were repatriated from Riyadh, Kingdon of Saudi Arabia. The 10 OFWs, some of them endured maltreatment and other forms of abuses from their employers, returned to the country on Monday through the help of Villar Foundation. Mrs.Villar, wife of Senator Manny Villar, personally met the OFWs and assured to help them and their relatives start a new life as part of her advocacies. Since the Villar Foundation was established in 1992, it has endeavored on the repatriation of OFWs,

In a press statement, Escudero said: “The PDEA should immediately name names. If they have evidence, then they should file the cases as soon as possible. What are they waiting for?” PDEA Director-General Undersecretary Arturo Cacdac Jr. had earlier disclosed that 53 politicians were involved in drug activities. He did not, however, elaborate if these politicians were users, pushers, or both.

Mindanao CAGAYAN de Oro City Sixteen checkpoints will be established by the Department of Environment and Natural Resources, Region 10 (DENR 10) in strategic areas in Northern Mindanao to detect and apprehend illegal forest products. DENR 10 R eg iona l Executive Director Ruth M. Tawantawan, chair of the Regional Anti-Illegal Logging Task Force said the move is part of the implementation of Executive Order No. 23 which declared a moratorium on the cutting and harvesting of timber in the natural and residual forests and creating the anti-illegal logging task force. The Regional Anti-Illegal Logging Task Force is composed of officials from the Department of Environment and Natural Resources (DENR), Department of Interior and Local Government (DILG), Philippine National Police (PNP) and

Philippine Army (PA). The composite checkpoints will be named as Regional Anti-Illegal Logging Task Force Checkpoints. In the province of Bukidnon, it will be established in Libertad, Quezon; San Isidro, Talakag; and Pamutulon, Kalilangan. In Lanaodel Norte the composite checkpoints will be established in Dalipuga, Iligan City; Nunocan, Iligan City; Libertad, Kolambugan and Butadon, Kapatagan. In the province of Misamis Occidental, it

will be established in Taboo, Jimenez; Lapasan, Clarin; Tangub City and Calamba. In Misamis Oriental, it will be established in barangays Bulua, Lumbia, Kibaluyot and Balubal. Director Tawantawan disclosed that the composite checkpoints will help seal the entry of illegally cut logs from the Autonomous Region of Muslim Mindanao (ARMM) and Caraga region. The composite checkpoints will be manned by personnel from the DENR, PNP, PA and

It was gathered that the police conducted initial investigation and a personnel from Scene of the Crime Operatives (SOCO) was able to conduct fingerprint lifting since there were fingerprints left by the culprits. The Philippine government’s efforts to transition the country’s economy to a “green” one receives a boost from the United Nations as 50 high and middle-level managers from the Department of Environment and Natural Resources (DENR) and other government agencies have undergone training on green growth. Entitled “Training of Trainers on Green Growth,” the 3-day capacity building on November 12-14, this year, at the DENR’s Social Hall, was co-organized by the UN ESCAP, the Government of the United Kingdom, the Asian Institute of Technology (AIT), the Asian Women’s Network on Gender and Development (AWNGAD), and the DENR. DENR Secretary Ramon J. P. Paje said that the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) has identified officials of the DENR, along with those from other government agencies, the academe and civil society organizations to undergo the training to “help them identify which tools and strategies are most innovative and cost-effective in promoting a low-carbon economy.”

CAGAYAN de Oro City - An independent factfinding committee has been created by DENR 10 Regional Executive Director Ruth M. Tawantawan to investigate on the burglary at the office of the Environmental Management Bureau (EMB) here. Tawantawan has issued a special order creating the fact-finding committe e comp os e d of personnel from the DENR regional office. Aside from coordinating with the police, the team is expected to recommend measures on how to further secure office equipment inside the DENR 10 compound

This agreement is contained in a resolution passed during the meeting of the Regional Anti-Illegal Logging Task Force held at the DENR regional office recently now for the approval by all its members. The members of the Regional Anti-Illegal Logging Task Force present during the meeting were DILG Regional Director Rene Burdeos, PNP Regional Director Gil Hitosis and officials from the Philippine Army. The regional task force also came up with a resolution requesting the Armed Forces of the Philippines (AFP) to include the detection of illegal forest products in the training of K9. Another resolution was made by the regional task

force requesting the Bureau of Customs to share their X-ray machines for the detection of illegal forest products in the port areas. Also present during the meeting were DENR Regional Technical Director AgustiloObsioma, Regional Director Rex Monsanto of the Mines and Geosciences Bureau with the Provincial and Community DENR officers. A staff from the national task force was also present during the meeting. Meanwhile, the DENR 10 also strengthened the

management, monitoring and control of various ports particularly on the shipment of illegal forest products. DENR 10 personnel that were assigned at the Port Integrated Clearance Office (PICO) shall be reshuffled every month. Forest officers with the support of volunteers, communities and the local government units shall continue to patrol forest areas in the region as part of the campaign against illegal logging and timber poaching. “This training will familiarize the government’s managers, from national down to the local levels, along with our partners from the academe and civil society, on coming up with strategies on making plans, policies and programs more resource efficient, environmentally sustainable, geared towards poverty reduction, and adaptive to climate change,” Paje explained. Paje added that the training was also being organized as part of a series of activities for Southeast Asian countries in support to the outcomes of the UN Conference on Sustainable Development, also known as the Rio+20, as well as the Ministerial Conferences on Environment and Development for Asia and the Pacific. The UN ESCAP would provide the technical expertise for the training sessions. Human Resource Management Director Ric En-

riquez, DENR focal person for the event, said that the training would include interactive methodologies such as e-learning courses that would allow participants a different platform of learning while in their own workplace. The courses would provide participants continuous access to the Green Growth Online ELearning Facility, enabling them to become members of an online green growth community while interacting with other practitioners. “ The participants learned on-site for the first three days, gain additional knowledge through e-learning over the next four weeks, and undergo final assessment for about a week,” he said. Topics would cover environmental tax and fiscal reform, sustainable infrastructure, the greening of business, low-carbon development strategies and means of implementation.

Enriquez added that 15 high level and technical policy-makers from the DENR will also form a composite national team to facilitate and ensure the establishment of an online e-learning node in the DENR, which could then be shared with other government agencies. Aside from the DENR and the DA, participants will also come from the Departments of Energy, Interior and Local Government, Transportation and Communication, Social Welfare and Development, and Health; from the National Economic and Development Authority; Climate Change Commission; Philippine Commission on Women; National Statistical Coordination Board; United States Agency for International Development (USAID); the University of the Philippines; Makati Business Club, and others. Paje said that activities slated for the nationwide celebrations will “ensure that the seed of environmentalism will be planted and nurtured and become a way of life for most, if not all, Filipinos.” “Everyone needs to be aware of the impact of their actions because the success and failure of environmental programs and the overall condition of our environment lie on small, personal acts that accumulate over time,” Paje said. The activities will be spearheaded by the DENR’s Environmental Management Bureau (EMB). Most of the activities on environmental awareness center on climate change and solid waste management (SWM). These will be highlighted by the launching of the Eco-Savers’ Program for elementary and high schools on November

8 at the Arroceros Park in Manila. The program enjoins students to practice waste segregation at home and bring their recyclables to school in exchange for school supplies or cash. Around 50 top-level management representatives of the DENR and other government agencies will undergo training on green growth, or economic growth through sustainable use of natural resources, at the Department of Agriculture on November 12 and at the DENR on November 13-14. The training of trainers is sponsored by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the United Kingdom Foreign and Commonwealth Office, and the Asian Institute of Technology. The event will be held on November 20-23 at the Bayview Hotel in Manila. SWM training or seminars are also scheduled for members of Metro Manila’s Sangguniang Kabataan on November 6-8, and for the provincial SWM boards in the Ilocos, Cordillera and Davao regions starting November 6, 20 and 26, respectively. INDIGENOUS SPECIES COMPRISES 83% OF SEEDLINGS RAISED FOR NGP Nearly 57 million seedlings have been raised by the Department of Environment and Natural Resources (DENR) and its partners by October this year, of which 83 percent -- or 47.2 million -- comprises of indigenous forest tree species. DENR Secretary Ramon J. P. Paje said the marked prominence given to Philippine native species in the production of planting materials for the National Greening Program (NGP) is “in pursuit of DENR’s phased approach to a shift from use of exotic to indigenous species.” “We can now say with confidence that the NGP is now headstrong to give itself a truly Filipino character,” Paje said, pointing to DENR Memorandum Circular 2012-01 which he issued in May that sets the course of the greening program towards the use of indigenous tree seedlings for its planting stock. Of the 47.2 million indigenous forest tree seedlings

raised, the DENR accounted for 43.45 million, including some 2.37 million mangrove propagules; 3.14 million were raised by the Philippine Tropical Forest Conservation Foundation (PTFCF) and the Foundation for Philippine Environment (FPE); and 154,694 by state universities and colleges (SUCs). Around 500,000 Benguet pine seedlings were also raised during the period by the Bukidnon Foundation Inc. (BFI), also an NGP partner of the DENR. In addition to forest trees, a total of 4.1 million fruit-bearing trees were also

raised during the period by the DENR (3.5 million) and the Department of Agriculture (598,061), one of DENR’s NGP key partners under the National Convergence Initiative along with the Department of Agrarian Reform. For NGP’s urban greening component, another 765,173 ornamental seedlings were also raised for the period which included native species suitable for urban areas like acacia, agoho, alibangbang, aratelis, ilang-ilang balitbitan, caballero and talisai. Is there such a thing as a good dynasty for the Philippine political system?

My way THINK a minute. A little boy was not obeying his mother. So she told him to sit down and stay there until she said he could stand up again. The little boy angrily sat down and said: “I’m sittin’ down, Mom…but inside I’m standing up!” There was a popular song made famous by Frank Sinatra, Paul Anka, and Elvis Presley called “My Way.” It’s about a man at the end of his life who’s proud of how he lived, even with all his mistakes, because he says, “I did it my way!” That song was so popular because it says how we all feel: I’m going to live my life my way and be my own boss! I’m not going to let anybody tell me how to live—not even my Maker. Remember John Lennon of the Beatles? He and his fellow Beatles helped lead the rebellion of the 60’s against many traditional beliefs and lifestyles. They also made popular the use of both marijuana and hard drugs. Many of their followers and fans often boasted that the secret to a happy life was

simply to live for today. The problem was they were so high on drugs they never knew what DAY it was! John Lennon was also very proud of being a devout atheist. He did not believe in God. In fact, in 1966 John Lennon said: “Christianity will die out. We, the Beatles, are more popular than Jesus now. I don’t know which will go away first: rock ‘n’ roll or Christianity.” Then Lennon himself was the first to go when he was suddenly shot and killed on the streets of New York City. You see, our Creator gave us our freedom so we can choose whose way we want to live: His way or our way. B ut Je s u s s t ron g l y warned us that our way is definitely the wrong way; because no matter how hard we try we can’t ever be fully satisfied by living our way. What’s worse, Jesus said it will only lead us into hell––a place full of the worst pain and suffering forever. In fact, it’s so terrible that our Maker Himself chose to become a human being just to give His innocent

The other night during the law student debates featured on cable TV, one of the feature schools students who were tasked to win the debate no less from my alma mater pointed out using the Kennedy family in North America as the example. This got me thinking first about the Kennedy’s who reigned Harry Tambuatco for close of over four decades. While America today only employs approximately 6% or political dynasties there was a need to identify this families performance. Should President John Fitzgerald survive the assassination in the 60’s considering the prolonged and unpopular war in Vietnam, would he and his family stay the popularity with the Americans. The war veterans today don’t seem to think so. For that matter, no war is popular for any veteran who suffers the mental anguish and worse death of soldiers who have been sacrificed. NO, there is no such thing as a good dynasty. It has to be an oxymoron. In the Philippines it does not matter whether it is good or bad, it is simply against our constitution and unless

Leaving this decision to the people to vote whoever they wish to place in power during any election is no excuse. The constitution is clear that this is a violation as said and I quote for the millionth time; On Article II Section 26 “The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.” The prohibition is direct and clear. Our politicians and the many government agencies simply rationalize to bring their relatives into political power. To guarantee equal access to opportunities for public service makes it definitive that no dynasty can exist much less perform good but only for the bad meaning a clear violation. The last portion “as may be defined by law” is a violation of our legislators the past twenty five years avoiding their responsibility only to allow their dynasties to establish themselves into power. The people are fooled into legalese to the present day with no less the independent commission the COMELEC who recently pronounced they are helpless on this issue to the detriment of the populace. ZAMBOANGA City––Environmental groups and villagers continue to oppose the proposed coal-fired power plant in Davao City in the southern Philippines, saying its carbon emission and other hazardous pollutants would effect the ecology and human health. The Aboitiz Power is building a 300-megawatt coal-fired power plant in Toril, but residents are opposing the plan. Greenpeace has also opposed the building of the fossil fuel plant in the area, citing the effects to the environment of carbon emission in the air. The power firm insists its plant would address the electricity problem. Davao Light and Power

Company, which provides electricity to the city and other areas, is also owned by Aboitiz Power. Last year, it sold 1.583 billion kilowatthours to some 294,000 customers with a peak demand of 288 megawatts. T he e nv i ron m e nt a l group Greenpeace has repeatedly called for the full implementation of the Renewable Energy (RE) Law. The RE Law was passed in 2008, but after four years, is still in the shelf, with decisions on provisions, such as the Feed-In-Tariff rates, delayed by two years. But it said the biggest obstacle to the RE Law is the blatant pro-coal stance of the Department of Energy then under Sec. Rene Almendras, who in his two years in office, had given the green light to at least

10 coal-fired power projects. The firms which were given the go green light to operate coal-fired power plants are Trans Asia in Batangas, SMI Power in Davao del Sur, Masinloc Power in Zambales, San Ramon Power (Conal Holdings) in Zamboanga city, GN Power in Bataan, Alsons Consolidated in Sarangani, San Miguel Corp. In General Santos City, Steag PowerAboitiz Power-La Filipina in Misamis Oriental, Palm Concepcion Power in Panay, and RP Energy in Subic. Many people in those areas are also strongly opposed to coal-fired power plants. In Zamboanga City, the village chieftain Josephine Pareja is leading a peaceful protest in Talisayan where San Ramon Power is building a 100-megawatt coal-fired power plant.

Greenpeace said any investment in dirty coal plants means investment and opportunity lost for clean and safe RE systems. It said: “Coal is the dirtiest fossil fuel. From mining through combustion to waste disposal, coal has a dire impact on the environment, human health and the social fabric of communities living near mines, power plants and waste sites.” “Coal plants are among the major causes of catastrophic climate change. Coal burning also severely damages ecosystems and contaminates water supplies. DIGOS City––The Bureau of Fire Protection (BFP) here is still facing a blank wall on the cause of the fire that gutted recently a newly-completed P1.4 million worth tourism project initiated by the provincial government of Davao del Sur in Barangay Aplaya here. The floating restaurant is one of the pet projects of the Provincial Tourism Board headed by Board member Mercedes “Didi” Cagas, the wife of Davao del Sur Governor

Douglas Ra. Cagas and mother of First District representative Marc Douglas C. Cagas. First of its kind in the province, the floating restaurant is a component project of the already finished Aplaya Baywalk Park funded by the Philippine Tourism Authority (PTA) formerly headed by Mark Lapid. Witnesses said the fire started at around 10:30 p.m. on November 14. The fire quickly fanned out the restaurant’s structure which was mostly made of combustible materials. BFP officials believed the burning of the restaurant was intentionally

done or arson. BM Cagas is now offering P100 thousand reward to any person who could give a tip for the arrest of the suspect. Aside from the baywalk and floating restaurant, the provincial tourism board is now on the way of constructing a gymnasium and food terminal in Barangay Aplaya. Barangay Aplaya is the favorite weekend beach destination of people, not only from the other towns of the province but also of those from the neighboring North Cotabato and Sultan Kudarat provinces.

Last October 21, 2012, two NPA rebel surrendered to the 36th Infantry “Valor” Battalion in Tago, Surigao del Sur followed by the formal surrender of seven NPA rebels led by Alfredo Asuncion aka Jack to the 75th Infantry “Marauder” Battalion in Brgy. Maharlika, Bislig, Surigao del Sur last November 11, 2011. On November 13, 2012, the army turned over seven former rebels who surrendered to 75IB to the local

government of Agusan del Sur. During the turnover, Maj. Gen. Nestor A. Anonuevo, the newly installed Commander of the army’s 4th Infantr y Division, turned over P50,000 cash assistance to each of the 24 former rebels. The amount was taken from the Office of the Presidential Adviser on the Peace Process as part of the government’s social integration program program for former rebels to lead a normal life. ‘We are happy that our brothers and sisters who were once fooled and duped by the NPAs have finally realized the truth behind the lies of this criminal group lurking in the mountainside,’ Anonuevo said.

38 suspects in pyramiding scam under BI watch lists THE Bureau of Immigration is in the lookout for 38 persons, including the top officials of the Aman Futures Group Phils. Inc., in connection with the multibillion-peso pyramid scam that had victimized some 15,000 people in the Visayas and Mindanao. BI Commissioner Ricardo David Jr. issued the lookout bulletin on orders of Justice Secretary Leila de Lima instructing immigration officers in the different ports to watch out for the executives and directors of the said company. But then, there seems to be a deliberate snub of the case of one Dondon Lanuza, an OFW sentenced to die in Saudi Arabia but who was given a reprieve because his death sentence was ordered lifted, provided he pays what is known as “blood money”. He is now moving heaven and earth to raise this “blood money”, so he is very visible in social networking sites like Facebook, but Binay and Pineda do not seem willing to help him. Here are some more facts about the BSP art collection that enthusiasts may be interested to know: Some of the first groups of paintings acquired by the Bangko Sentral in the late 1950s to be displayed in its offices were of the socalled “Mabini art.” These paintings were bought along Mabini Street in the Ermita district, where many of Manila’s art galleries were concentrated during that time. The biggest painting in the BSP art collection is “Pagdiriwang” (oil, 1956) by National Artist Jose Joya. It measures 515 X 700 centimeters and currently hangs at the main lobby of the Philippine International Convention Center. The BSP Painting Collection is among a few public collections in the country that hold representative works of all the National Artists of the Philippines in the field of painting. The BSP holds a number of 19th century religious paintings in its art collection. For example, the works of a master painter from Bohol is well represented in the collection, with “14 Stations of the Cross” and other portraits of saints such as those of “Saint Anthony Abbot” (circa 1840) and “St. Joseph” (1830). It would be interesting to know that despite his anonymity (being only referred to as the “Bohol Master”), the master painter from the Visayan province is indeed very prolific. And solid waste from a 500-megawatt coal plant contains 120,000 tons of ash and 193,000 tons of coal sludge from the smokestack scrubber. Suspect in Tacurong explosion arrested KIDAPAWAN City––An explosion took place near the ticketing area located along the national highway in Tacurong City, Sultan Kudarat, around 730 a.m. on Friday, a police official said. No one was hurt in the blast. Supt. Gilbert Tuzon, chief of Tacurong City PNP, said during the pursuit operations they arrested a suspected bomber identified as Abdul Usman, also known as “Obing”, 37, of Barangay Kudal in Pagalungan, Maguindanao. Tuzon said the suspect, during the investigation, admitted his connection with the Bangsamoro Islamic Freedom Movement (BIFM) under a certain Commander Gani. BIFF is a breakaway group of the Moro Islamic Liberation Front(MILF). The suspect also identified a certain Dots Andot as the mastermind. Tuzon, however, has yet to know the motive behind the blast. Tuzon said they recovered another improvised explosive device (IED)in another location along the highway. The IED failed to explode.

Along with the introduction of Kto12 education system in the country are public speculations on the readiness of teachers for this new format. “We are trying our best to capacitate teachers for them to become effective, efficient, and excellent in the delivery of their lessons,” Dr. Carmensita Dinampo, head of the Curriculum and Learning Management Division of Department of Education (DepEd) VII, said. During the Nov. 10 episode of “Pagtuki”, the official radio program of Ramon Aboitiz Foundation Inc. (RAFI), Dinampo said that some teachers have already joined divisional, regional, and national trainings. She stressed that most of the teacherparticipants have showed strong commitment in facing the challenge posed by the newly-adapted education system. According to her, these trainings for the elementary and secondary teachers aimed to maximize their skills in handling the Kto12 system. Kto12 is the new curricula of DepEd for the primary and secondary education public schools. With K to 12, an additional two more years is added before students can proceed to college. “Those school administrators who have undergone trainings will train those untrained teachers in their division. There is a need to retool and re-engineer particular areas of instruction,” she added. She stressed that the excess money from the Kto12 budget allocated for Central Visayas is being cascaded to its provinces for the provision of instructional materials. “In the K to12 program, we provide teachers lesson guides aligned to the new system. The new design of instruction, the spiral progression approach, is arranged in a way that teachers can easily follow through. Teachers can also modify this guide in order to fit the needs of their students,” she said. Dinampo acknowledges that there are still those who are doubtful towards the Kto12 system. Believing that the system had the best intentions for Philippine education, DepEd reaches out to other stakeholders and institutions. “We also check our relationship with our local government units and non-government organizations. Providing quality education cannot be done by schools alone. We need partners,” she said. “The goal of the Kto12 system is communicative competence. However, we need further researches and studies on the new program in order to address certain problems in the education system,” she stressed. The Kto12 program has also introduced the use of mother tongue as medium of instruction. ZAMBOANGA City––The Philippine Army on Wednesday ordered troops to rescue a kidnapped Filipino teacher who is believed being held in Zamboanga del Norte province, a spokesman said. Capt. Alberto Caber said kidnappers seized Flordeliza Ongchua, 49, inside her house in the village of Labuan in Zamboanga City. Caber said only the woman was taken by gunmen late Tuesday. “Maj.
