Gen. on Afghanistan: We need more troops

The top U.S. commander in Afghanistan told lawmakers he needs several thousand additional troops to break “a stalemate� in the 15-year-old war against the Taliban and other terrorist organizations. Army Gen. John Nicholson told the Senate Armed Services Committee that more troops could come from the United States or other NATO nations and would be tasked with training Afghanistan’s military and police forces to provide better offensive capabilities in the fight that the Afghans have led since the beginning of 2015. “I have adequate resources in my counterterrorism mission,� said Nicholson, who leads the NATO training mission and the U.S. counterterrorism mission in Afghanistan. “In my train, advise and assist mission, we have a shortfall of a few thousand.� The general did not specify how many additional troops he needs. He told Sen. Lindsey Graham, R-S.C., he did not need 50,000 NATO troops in the country, but he did not rule out the potential for up to 30,000. “Sir, that’s a conversation I’d need to have with my chain of command,� Nichoolson told Graham during the hearing. There are about 8,400 American troops in Afghanistan now supporting the NATO and counterterrorism missions. Thirty-eight additional NATO countries provide about 6,300 troops to the mission, according to NATO.

Missing drone found 600 miles away DENVER — An Army drone that disappeared on a training flight in southern Arizona has been found about 600 miles away in Colorado, and the military is trying to figure out how it got there. Officials at Fort Huachuca, Ariz., say a hiker found the $1.5 million Shadow drone stuck in a tree in the mountains west of Denver on Feb. 9. It was missing a wing. A CASE FOR LENIENCY Lt. Clint Lorance should be free

D

onald Trump’s election victory was fueled in part by a boost from active military personnel and veterans, who supported him by a two-to-one margin over his opponent. Those who have borne the heaviest burdens in our recent wars placed their trust in the Republican candidate. President Trump has gotten off to a good start in repaying that trust through such moves as appointing Gen. James Mattis, a proven Marine veteran and respected military leader, to head the Pentagon. He could take a further step in that direction by using his presidential clemency powers to pardon U.S. Army Lt. Clint Lorance. In July 2012, Lorance found himself newly installed as the leader of a combat platoon in Afghanistan. Just three days into his tenure, three Afghan men on a single motorcycle approached his platoon’s position. A rifleman called out the threat and fired, but missed. Based on the rifleman’s threat assessment, Lorance ra-

dioed troops stationed in an nearby watch position to open fire. Two of the Afghan men were killed, while the third escaped. Were they innocent civilians, or enemy combatants? Could they have been suicide bombers? Could they have been conducting surveillance of the position for a later attack? Such uncertainty is common in a combat zone. But Lorance’s story had an uncommon outcome. Army officials claimed the killed men were civilians, accusing the lieutenant of violating the rules of engagement. Lorance faced a court martial on charges of second-degree murder. He was found guilty in August 2013 and is now serving a 19-year sentence at Fort Leavenworth, Kan. There are multiple ambiguities in Lorance’s case. His attorney suggests the prosecution withheld evidence showing the killed men were linked to the insurgency, since their fingerprints were found on explosive components. Had that information been admitted at the trial, he says, his client likely would have been exculpated. Further complicating the story is that members of Lorance’s platoon testified

against him. In their opinions, the new lieutenant was reckless, overly aggressive and showed poor judgment. While several of those who testified against Lorance were granted immunity from prosecution in the case, that by no means is to suggest they were misrepresenting how they understood the situation. It’s this last point that troubles me in Lorance’s case: how everyone involved may have interpreted (or misinterpreted) what happened. Those who have served in uniform — and I speak both from my own experience leading a platoon in Afghanistan and from talking to other veterans — will tell you that functioning in a combat zone requires rapid decision-making in situations with low or poor information. Making the wrong call can be dangerous for an officer and his men — or deadly. That difficulty is even more acute in environments like Afghanistan or Iraq, where the enemy wears no uniform and can readily blend in with civilian populations. hen actor Kyle Schmid landed a role playing one of America’s most elite commandos in the new History drama “SIX,� he knew critics would be looking for every flaw in his portrayal — no matter how small. Seriously? It was the elite operators from SEAL Team 6 that executed the daring raid that killed terror mastermind Osama bin Laden. And a Canadian-born actor who’d never played a role like this was supposed to pull off a convincing performance of one of the world’s best warriors? It was a daunting task, but one Schmid took very seriously. “The entire reason we did this show, and why we all wanted to do it so badly, is we

wanted to do something that had integrity at the end of the day,� Schmid said. “It’s incredibly important to get all those little things right.� “We’ll be under the microscope of anyone that’s been in the military who served and is going to pick out the little things that we do wrong — that’s just going to happen,� he added. “But we tried our damnedest to do everything right as we possibly could — we spent a lot of time and energy doing that.� “SIX� is a new drama series produced by the History cable channel that takes a deep look into what it’s like to be a member of one of the world’s most elite military units. Have the popcorn ready but can’t decide between that period piece depicting World War II heroics or a sci-fi thriller featuring zombie-induced mayhem? Problem solved. Eventually. Entertainment industry magazine Variety reports that the upcoming Paramount/Bad Robot-produced film “Overlord� will blend the genres, featuring paratroopers who expected to fight Nazis as they descended into occupied France during the D-Day invasion, only to find a new adversary that likely wasn’t covered during any training exercises. The report doesn’t mention zombies specifically, labeling the foes as “supernatural forces.� A 2014 report on the project by The Tracking Board, another industry news site, ties the undead to the project. Also tied to the project, per Variety: Julius Avery, who directed Ewan McGregor in 2014’s “Son of a Gun,� and Billy Ray, an Oscar-nominated screenwriter whose credits include adapting “Captain Phillips� and “The Hunger Games� for the big screen. Paramount acquired the project in 2007, Variety reports, with Bad Robot’s JJ Abrams, a force behind both the rebooted Star Wars and Star Trek franchises, part of the development process. It may be the first big-ticket studio production featuring Nazi zombies, but it’s not a new concept: The Norwegianproduced “Dead Snow� debuted in 2009 and has since spawned a sequel. And fans of the Wolfenstein video-game series have experience slaying undead Third Reich members. No casting announcements for “Overlord� have been made, and no release date has been set. Fans of more period-accurate cinema may find something more to their taste in “Atlantic Wall,� another film reportedly featuring a World War II paratrooper behind enemy lines — one played by Bradley Cooper.

In fact, Eisenhower was the last one before Trump. They are unconventional Republicans, despise labels, despise political ideology, and operated out of patriotic feelings. Readers learn about the time, not by being pounded over the head with facts and figures, but through the personalities themselves. The issues discussed in the book come right out of today’s headlines. Mr. Baier is the chief political anchor for Fox News Channel and the anchor and executive editor of “Special Report with Bret Baier.� What is fascinating is how he takes readers on a journey of the time period between Eisenhower’s last days in office and John F. Kennedy’s inauguration. The book also reflects on the influences in his life from growing up in Kansas to the being supreme commander during World War II to the election of 1952. A group of girls, ranging from 11- to 14-years-old, trickled into the Semper Fit gym aboard Marine Corps Air Station Miramar, California with their parents. A young woman with short, curly, red hair and a smile on her face, greeted them as they arrived. She introduced herself as their new volleyball coach. Lance Cpl. Daphne Patterson, a meteorological analyst and forecaster with Headquarters and Headquarters Squadron aboard MCAS Miramar, made time to volunteer despite the constraints of her job during the volleyball and soccer seasons. Patterson works approximately 72 hours a week at MCAS Miramar’s Meteorological and Oceanographic (METOC) facility, which informs 3rd Marine Aircraft Wing pilots about current weather situations enabling them to successfully and safely complete flight missions. “Because we are a regional METOC center, we are responsible for the outlying air stations of 3rd MAW,� said Patterson. “Someone has to be on shift at all times, so we work 24 hours on shift, and then 48 hours off shift.� Despite working long hours, Patterson volunteered her time at the Miramar Youth and Teen Center and coached vol-

leyball and soccer for the Youth Sports Program. “She’s very dependable; the parents love her and the kids love her,� said Sharon Jones, Youth Sports Manager aboard MCAS Miramar. “She is very dedicated

to what she is doing and worked hard to teach the kids everything she knew.� According to Jones, Patterson’s work with the Youth Sports program provided the children of military families with the development of physical, social, emotional

and cognitive skills. “When I coached volleyball, I coached 11 to 14-year-olds, and to me that’s the age where girls start to be affected by what’s in the media; they start to think they aren’t beautiful,� said Patterson. “That’s the age where school gets harder and life gets a lot more confusing. I just wanted to be a positive role model for those girls — to let them know they have someone on their side.� Despite not playing sports much growing up, Patterson coached because she loves kids. “You can really tell she’s here for the kids,� said Jones. “She comes out because she has a lot of fun and she enjoys being here.� In addition to coaching, Patterson also volunteered with other organizations such as MCAS Miramar’s Single Marine Program and Toys for Tots. Her love of volunteering started when she was in high school. “I think I have time to give rather than donating a bunch of money to a charity,� said Patterson. “If you show up as a group of Marines to volunteer, and you work hard to get the job done, that can improve the outside community’s view of the local Marines and Marines in general.� According to Patterson, coaching has given her more confidence as a leader and she plans to continue coaching.

LACK OF PARTS GROUNDING MARINE AIRCRAFT 60 percent deemed non-mission ready

At the end of 2016, the Marine Corps had 1,065 aircraft on flight lines around the world, ranging from small attack helicopters to C-130 transport planes. Of those, only 439 are considered ready to fly as is. The remaining aircraft, nearly 60 percent of the total, are considered temporarily non-mission capable, either awaiting maintenance, in-service repair or supply, meaning they are lacking the parts they need to be operational. And as the Corps works to claw back readiness and increase pilot flight hours from postwar lows in 2014, it’s the spare parts issue that has the service’s top aviator most concerned. Speaking to reporters, Lt. Gen. Jon “Dog� Davis, deputy commandant for aviation, said aircraft maintainers are still sometimes resorting to cannibalization, or borrowing parts from working aircraft to make other planes operational. He made his concern clear in a wish list to Congress that each service recently submitted in anticipation of a forthcoming

supplemental defense budget for this year. “On my unfunded priority list, one of the biggest things we’ve been banging the drum about is the need to refill our coffers on our supply parts,� he said. “It’s a big problem both for the new airplanes and the old ones.� Among the Marine Corps’ most used

fighters, rotorcraft and transports, the problem is universal. “The one thing that is holding the man down on every platform is not-missioncapable supply,� Davis said. “By every type/ model/series, it’s a contributor to why that airplane might not be available for flying.� The Corps is still about 150 aircraft shy

of the number of ready basic aircraft it needs to allow all aviators to meet their flight hour goals, a key requirement for both proficiency and safety. The Marine Corps Hornet community, which sustained seven crashes in the last fifteen months with three pilot fatalities, is about 20 aircraft shy of what it needs to make flight hour goals, with 72 ready basic aircraft out of the 171 in reporting, Davis said. While the aircraft readiness crisis has had minimal impact on deployments and forward operations up until now, the Corps did recently pull half its MV-22 Ospreys back from its forward-deployed crisis response task force for Africa, reducing the presence in theater from 12 aircraft to six. “We couldn’t sustain them,� Assistant Commandant Gen. Glenn Walters told lawmakers in a hearing this week. “The requirement was still there, but we couldn’t sustain it.� Davis said the Marine Corps is on track to make pilot flight hour goals by 2019. It will be the first time the service has hit that marker since 2012. “If I’m a businessman, I’m underwater right now, because I don’t have enough power tools to make my flight hour goal,� he said.

FORD ISLAND, Hawaii – Imagine going into war abroad coming under a hail of enemy fire to fight against fascism in Europe and returning home to battle for your own democratic freedoms. This was the reality for Col. Charles McGee and other minorities during World War II. In 1942 McGee joined the Army and signed up for a pilot slot in an experimental program located at Tuskegee Army Airfield, which allowed African-Americans to train to become airmen for the first time in U.S. history. “Well, at the time I hadn’t thought about it like oh we’ll go down Tuskegee and set the world on fire. It was just a matter of being able to participate and certainly, for me, it was a joy to be on the flying side of things,� said McGee. I enjoyed doing that and that’s what I’d like to pass on. I think it’s every citizen’s right and certainly a responsibility to serve the country in one way or another, and I think going forward that helps preserve the freedoms we so much enjoy.� Prior to World War II minorities were only allowed to perform service type jobs. One year later President Harry Truman signed an executive order to abolish racial discrimination in the United States Armed Forces. “Well, I didn’t realize that was happening when I got the opportunity to serve but realized what it meant because the experience gave the air force the background to make a decision that affected all of our services and affected the country,� said McGee. I was just glad to serve and doubly glad that it turned out to be that important even though that wasn’t a goal for my reason of serving at the time.� McGee is committed to passing down the first-hand experience of history to future generations. “I enjoy talking to students and enjoy getting their questions and answers because I realize the value of the lessons that sustained us if you will through those periods that we don’t want to be repeated in many ways are still important for their growing up and taking part in the future of our country,� said McGee. He wanted to reduce the inflammatory rhetoric constantly tempering his words about common values built from within rather than based on abhorrence of the other. “Yet, he was not naĂŻve, and felt we should have our eyes wide open. The advice he gave to Kennedy could apply to Donald Trump today. ‘Don’t go to any meeting with the Russians too early; get your sea legs first. Otherwise you will be eaten alive.’â€? Baier summarizes the speech by describing Eisenhower as “a whistle-blower.â€? “He strove a balance between military strength and domestic needs,â€? the author said. “If America should get involved in a crisis, we should use overwhelming force, but there is no need to get involved everywhere in the world. Future presidents should have a balance, listening to dissenting views, and work in a bipartisan way to get things done.â€? This is a masterful piece of history in the understanding of President Eisenhower. It is a gripping read with a lot of detailed facts that are both interesting and informative — but definitely not boring.

College for downrange troops to continue The Defense Department has awarded the University of Maryland University College a $16.2 million contract to continue delivering educational services to U.S. troops serving in the Middle East and Africa, the school said. The 54-month contract calls for UMUC to provide instructional undergraduate, graduate and post-graduate programs for the Marine Corps, Army, Air Force, Navy and Coast Guard in the U.S. Central Command and in the U.S. Africa Command areas of responsibility, according to the DOD. The university will offer instruction at various downrange locations, including Afghanistan, Bahrain, Djibouti, Egypt, Jordan, Kuwait, Qatar, Saudi Arabia and the United Arab Emirates, the Pentagon said. Students at those locations will have access to on-site and online courses, as well as testing services, UMUC said in a statement. The contract extends through the 2020-21 academic year.

We do know Lorance’s command was in a hot zone where the Taliban insurgency was active. He was well aware the platoon had already sustained casualties — in fact, the man he replaced had been seriously wounded by an improvised explosive device. If he was overly aggressive, it may have been a natural, though miscalibrated, response to a dangerous environment. I have no way of knowing for certain if Lorance made the right call. That uncertainty squares with my own experience in Afghanistan. As a young officer, I was learning every day on the job. Luckily, I had a team of experienced non-commissioned officers under my command from whom I could learn, helping me develop into a more effective and judicious combat leader. But it’s easy to imagine a scenario in which I might have made a wrong

Another recent development further underscores the need for leniency in Lorance’s case. In January, outgoing President Obama commuted the sentence of U.S. Army Pvt. Chelsea Manning, who had released classified military documents to WikiLeaks. Manning’s actions endangered U.S. military personnel, as well as Iraqi and Afghan interpreters who had worked with us. If a soldier who’s committed a crime as consequential as Manning’s can walk free — and remember, there is no question at all about Manning’s guilt — then surely an officer who erred in combat, though tragically, is owed the benefit of a doubt. There’s enough murkiness surrounding Lorance’s case to suggest that benefit of a doubt is deserved. Lorance may or may not be a hero in your eyes — but I do not believe he’s a murderer or war criminal. My strong sense is that he was a young officer who very well might have made a wrong call, and who’s now paid for that mistake with several years of his life in prison. Two decades in prison is an unjust penalty for a mistake. A standard of mercy and leniency should prevail. President Trump has the power to set this right by issuing a full pardon for Lt. Clint Lorance. It would be a positive step in cementing trust with service personnel and veterans — and it’s the right thing to do.
