This may be grouped into: immediate and transient, immediate and prolonged or permanent, delayed, and traumatic lesions secondary to falls and blast effects. Cerebral infarction It has been documented that “the blood vessels constitute the main routes for the passage of current through the brain, and many of the changes are explicable on the basis of a primary vascular lesion.” In patients with lightning strike, infarction often occurs because of cardiac arrest leading to watershed cerebral infarctions. The parietooccipital watershed region is particularly susceptible to hemodynamic injury. Conclusion: Lightning can be responsible for potential neurologic conditions. Prof M.L. This facilitates better understanding of sexually transmitted diseases including HIV / AIDS by the post graduate students. 3.HIV / AIDS awareness week organized jointly by Dept. of DVL and community medicine since 2005. 4.Participates in the care of the Transgender people via the Transgender Clinic of the Institute Department of Dermatology, Venereology and Leprology and HIV / AIDS awareness program Every year the Department of Dermatology, Venereology and Leprology have been organizing the AIDS awareness week since 2005 (Nov-25th Dec 1st) during which they focus on the innocence, ignorance & awareness of the general public & health care professionals on HIV / AIDS. This is a combined effort by the Departments of DVL & Community Medicine. This year also they were able to successfully promote & create awareness among the general public & teenagers about HIV / AID. The week's programme, was inaugurated with lighting the lamp on 25.11.2010, the honour of which was carried by the Medical Superintendent. Soon a brief talk to the public on HIV / AIDS was given by the Medical Superintendent. This was followed by a session regarding the multi-dimensional aspects of HIV / AIDS by Mr. Lucien, the Programme Executive SFDRT (NGO) working for the cause of Women In Prostitution (WIP) which was both informative & interactive. The next day (26.11.2010) was the turn of SFDRT exclusively. The members sang a beautiful song for the gathering, the theme of which centered around discrimination of persons living with HIV / AIDS (PLHA).

MGMCRI u SSSMCRI u IGIDS u KGNC

There was a power point presentation on HIV / AIDS by Mr. Lucien. On the same day we had Mrs. Kamili & her 9 year old son both PLHA who shared their feelings (social struggles) with the public. A small gift was given to the child as a token of our affection. It was heart touching, which sure would have made the public & physicians realize that PLHA should not be thrown out of the society & they deserve to be treated like any other person. As the familiar saying goes : You hear …………. You forget. You see ………….. You remember & When you do …….. You master. So on these grounds a skit was performed on 27.11.2010 for the public in the MRD premises by the members of the RRC, who are the students of IGDC, which had an overwhelming response.

The next programme was held on 29.11.2010 at a higher secondary school ( T.K.R Subramaniya padayatchi govt higher sec. School, Koravallimedu. A talk on HIV / AIDS was given. Pre-talk & post-talk questionnaires were distributed to the students to assess the extent of their awareness about HIV / AIDS before & after the talk & came to a conclusion that they were able to understand what we tried to put across. It was an interactive session we were glad that we succeeded in helping the students take home valuable information

regarding HIV / AIDS. The same day “The Intra Collegiate Dialogue competition” held in MGMC & RI was a novelty-conceived & well conducted by the Department of Community Medicine. The participants were

from MGMC & RI, IGIDC & KGNC. It was an enjoyable event. On 30.11.2010 the department of DVL extended the programme to the public at PHC Ariyankuppam, where the members of RRC again performed their skit for the patients of UHC & Anganwadi workers. It was a well taken interactive programme. Despite the weather not being very friendly with heavy rains flooding the campus, on 01.12.2010 (World AIDS Day) the department of DVL had a crowd of students from MGMC & RI, IGIDS & KGNC few senior & junior staff wellwishes & supporters of the programme. CAMPAIGNS AND COMMEMORATIONS World Mental Health Day (10.10.2010) I n commemoration of World Mental Health Day 2010, the Department of Psychiatry, disseminated information pertaining to the campaign, through posters and brochures. World Mental Health Day was established by the World Federation for Mental Health in 1992. This annual global awareness campaign focuses on mental health and mental disorders. The theme for 2010 is “Mental health and chronic physical illnesses - The need for continued and integrated care.” The World Federation for Mental Health has selected integrated care for those people with coexisting chronic physical and mental illness as the theme for this year's World Mental Health Day. This campaign highlights the close association of depression with chronic physical illnesses. Persons with chronic physical illnesses often have a co-existing mental health problem. Persons with chronic physical illnesses have higher rates of depression & anxiety than the general population. Depression is a risk factor in the development of coronary heart disease events & for adverse outcomes in patients with established heart disease. Depression increases risk of mortality in people with diabetes by 30%. Death rates are 25% higher in cancer patients who feel depressed & 39% higher in cancer patients who receive a diagnosis of depression. Depression & anxiety are associated with worsening of respiratory symptoms & decreased lung function, in patients with asthma & COPD. Depression & other mental disorders coexisting with chronic physical illness may have the following effects on the physical illness: (1) Reduce the ability to cope with the physical illness, (2) Impair adherence to the treatment regimen, (3) Worsen the physical illness & worsen prognosis, (4) Increase functional impairment, (5) Increase medical costs, (6) Increase mortality. Addressing depression, anxiety, & other mental disorders associated with chronic physical illnesses can contribute to a better quality of life, improve medical outcomes, reduce mortality & reduce medical costs. ACADEMIC ACTIVITIES The First Annual HICC conference . The HICC program was conceived and organized by the hospital infection control committee, MGMCRI with generous support from the fraternity of MGMCRI and the Department of Information Technology. Dr. M. Ravishankar, HOD, Anaesthesiology and Critical Care, was the organizing chairman of the event. Dr. V N. Mahalakshmi, Professor of Paediatric Surgery, was the Organising secretary and Dr. Joshy M. Easow, Associate Professor of Microbiology and the Hospital Infection Control Officer was the treasurer. On the conference theme For centuries, infectious diseases have been the major cause of death in humans. Until recently, the scientific community believed that advances in the development of vaccines and effective antibiotic therapy would eliminate many infectious diseases by the 21st century. However, misuse and overuse of antibiotics, lax attitudes among physicians regarding prescription practices, over the counter (OTC) use and under dosing of antibiotics and the remarkable ability of microorganisms to adapt, are threatening much of the progress made in the fight against infection. We now face with resistant strains of microorganisms that are appearing in increasing numbers. The Lancet Infectious Diseases journal published a study in August 2010, on a new strain of multi-drug resistant bacteria, NDM-1 (New Delhi Metallo B- Lactamase producing strains). Labeled Superbug by the media, this bacterial strain is resistant to all commonly used higher end antibiotics. Even as the controversy over the origin of the new antibiotic-resistant bacteria named after India continues, the World Health Organization (WHO) has virtually endorsed the study saying that the article had drawn attention to the issue of antimicrobial

resistance (AMR), and, in particular, raised the awareness of infections caused by multidrug resistant bacteria. The WHO has advised that countries should be prepared to implement hospital infection control measures to limit the spread of multi drug resistant strains and to reinforce national policy on prudent use of antibiotics. AMR is the WHO theme for the year 2010. In this setting, the hospital infection control committee of MGMCRI had undertaken the initiative and organized its first annual conference on “Infection control and Rational Antimicrobial Therapy”, in collaboration with Indian Council of Medical Research [ICMR]. Dr. Iqbal Singh, Lt. Governor of Puducherry, inaugurated the event on 22.10.10, between 10.30 11.00 AM. During the inaugural function, that had the full media turn out, he emphasized the need for stringent measures on part of the policy makers and medical professionals to prevent the emergence of resistant strains of organisms. The carefully chosen resource personnel, from in-house and all over the country, who are established experts in the fields of Infection Control and policy making on Rational use of Antimicrobial agents, provided an in-depth analysis on the conference theme - “Infection Control and Rational Antimicrobial Therapy to survive the superbugs”. A total of 350 medical and over 600 nursing professionals took part in the event from the states of Tamilnadu and Puducherry. The program was well received by the delegates who wished for more number of programs of this nature. The organizers were confident that the deliberations in this conference had created awareness on The need to strictly adhere to infection control practices in health care settings and on the rational use of antimicrobial agents among the medical fraternity, so as to cultivate scientifically sound prescription practices.

OUTREACH SERVICES Health Camps: A considerable section of the population in India accesses the services of individual Private Medical Practitioner (PMPs) for primary level care. In rural areas these providers include MBBS doctors, practitioners of alternative medicine, herbalists, indigenous and folk practitioners, compounders and others. The health care system in India dates back to 5000 BC when the Ayurveda and Siddha system of medicine originated. These branches of Medicine developed on philanthropic lines. In modern times however, medicine has been practiced on fee for service basic at the individual rather than community level. In October, 1943, Health survey and development committee (Bhore committee) was appointed and policy makers adopted the recommendations of this committee in 1946. The provision of health services was delegated to the public sector. The constitution of India allocates various services to the State or Central Government based on 3 lists viz A) Central list It includes research, establishment of tertiary level institutes etc (like our institution, MGMC & RI) and these activities fall under control Government Jurisdiction. B) State list includes provision and regulation of basic preventive, promotion and curative services, MGMCRI u SSSMCRI u IGIDS u KGNC

provision of majority of health services is states responsibility. The private services providers developed strong footholds in healthcare provision due to lackadaisical performance of public sector. Poor infrastructure and failure to optimally utilize resources hampered the delivery of public sector health care services. The private not only buttressed the poor infrastructure it is provided the concept of quality of healthcare services among patients and Mahatma Gandhi Medical College is one of the leading example for this in Puducherry. MGMC & RI has not only provided its excellent quality health to all for from disparity in its hospital establishment but also it has always reaches the most outreached population of rural and peripheral area who were in desperate need of quality health care services by conducting various health camps and mass awareness campaigns. In the months of October 2010 to Dec 2010, the department of Community Medicine of MGMC & RI along with proper co-ordination with several specialty departments has conducted seven multispecialty health camps in various sites in around Pondicherry as detailed below. On 23.10.2010, a multispecialty camp was organized in co-ordination with the department of General Medicine, OBGY, Surgery, Paediatrics, Orthopedics , ENT, O p h t h a l m o l o g y, D e n t i s t r y a n d Dermatology, at Pillai, Cuddalore. A total no. of 222 patient were benefited and 46 patients were referred to various department of 18

MGMC & RI for further evaluation and tertiary care unit. Dr. S.K.Gupta (Asst.Prof.) of Community Medicine was posted from the department of Community Medicine to monitor and management the overall activities in the camp site. Another Health camp was organized along with the co-ordination of the departments of Medicine, Paediatrics, ENT, O p h t h a l m o l o g y, D e n t i s t r y a n d Dermatology, on 30.10.2010 in SOS Children's Village, Pillaiyarkuppam, Pondicherry. 68 children were benefited and 8 children were referred to the department of ENT for further evaluation. On 15.11.10, a multispecialty health camp was arranged at Vangadam Pettai, Cuddalore, where 156 people were benefited and 18 patients were referred to MGMC & RI for further evaluation and specialty care services. Another camp was arranged on 19.11.10 in Vakkour, Cuddalore, 196 people were the beneficiaries and 27 patients were referred to MGMC & RI for further treatment and interventional procedure in various departments. Yet another camp was organized in the month of November, 2010 .
