DEVELOPER TURNS IN PLANS FOR THE NEXT PHASE OF NORTH 40

Fifth of units to be affordable, fewer than Town included in report

It’s the development in Los Gatos that has become a symbol of how the town is changing, on which locals have frequently placed their often quite charged feelings about the “character” of the community and what should be done about the housing crisis.

And on Friday, GrosvenorProperty Americas submitted its official plan for Phase 2 of the North 40 mixed-used project, located at—and around—14859 Los Gatos Blvd., near the border with Campbell and San Jose.

“We’re just really excited,” said Steve Buster, a Grosvenor senior vice president, in an interview. “We are very proud to be proposing the first multi-family rental building of any scale in years.”

In the last Housing Element cycle, the Town approved the North 40 Phase 1 development, which included 49 very-low income senior housing units and one moderate-income manager unit.

Meeting with Hollywood directors the top prize in Children's Hospital fundraiser

Already 20 teams have signed up to be part of this year’s Scares for Cares film festival, the youth-run Halloween fundraiser for Lucile Packard Children's Hospital.

And this time—in addition to collecting tax-deductible donations for the Stanford University Health facility—the event has a special prize for the kids who come out on top: a virtual meeting with Billy and Cherie Gierhart, directors of the TV show “S.W.A.T.”

“It’s more about the cause than about the movies,” said Nolan Harr, 15, who started Scares for Cares with his sister Quinn, 13. “We’re hoping to get a lot more money this year.”

The Harrs had originally organized a haunted house, back when they were

both in Fisher Middle School, to bring in cash for the hospital.

“It was kind of a big surprise because we thought it was going to just be our friends and stuff,” he said of the event, which was a resounding success. “It was cool to see all the money, and then we were able to take it to the children’s hospital.”

But with the arrival of the pandemic, an in-person fundraiser wasn’t in the cards, and they switched to holding a digital horror movie festival.

They set a goal of $2,000 but ended up surpassing the $7,000 mark.

“We actually did pretty good that year,” he recalled. “It was cool to just watch them all.”

The following year they aimed for $10,000 but ended up with $14,975.

After a lower-key program last year, the students have amped things up again for 2023.

They’ve beefed-up the website, handed out organizational responsibilities and are coordinating entrants from beyond California’s borders.

“I know we have some people from Texas making a movie and also someone from Denver,” he said. “Hopefully they’ll spread it to their friends.”

Over the years the quality of the submissions has continued to improve.

“The first year we just kind of put it onto iMovie and then put it up,” he said. “As we’ve gotten older, we’ve gotten better at using the computer.”

Harr is pretty excited the winning team will get a meeting with the Gierharts.

Billy has worked as a director on “Sons of Anarchy”, “The Walking Dead” and “S.W.A.T.”

Cherie has been a director for “S.W.A.T.” and “Agents of S.H.I.E.L.D.”

They have agreed to watch the top entry and provide feedback over Zoom.

There’s still time for student filmmakers (kindergarten to 12th grade) to get involved.

Completed movies are due by Friday, Oct. 13, and voting continues through Oct. 31.

which is in addition to neighboring properties being developed separately.

Los Gatos’ Sites Inventory, in the latest Housing Element draft, notes the overall number for North 40 Phase 2 has been revised downwards by nine units.

However, the plan has actually been revised upwards from the preapplication stage, when the company said it wanted to construct 437 total units, including 348 market rate units and 88 “low income” units, as well as 730 total parking spaces.

In the official application, Grosvenor now says it wants to build 451 new rental apartments and for-sale or rental townhomes, with 20% available to people of lower incomes (91 units), on land currently owned by Yuki Family Farms General Partnership.

This includes “67 affordable rental homes available to low and very low-income households (in addition to one unit reserved for a manager) on approximately 1.5 acres that will be donated to an affordable housing developer,” the developer states in the project description. “The new homes are complemented by various resident amenities and community-serving ground floor commercial spaces.”

These new buildings are to be arranged around a central public open space—called “The Meadow”—which

will be visible from Los Gatos Boulevard.

“The Project includes all necessary access, circulation, streetscape, and landscaping to complement and service the new buildings and to complete relevant sections of the bicycle and pedestrian routes,” the summary states. “On-site streets will be connected to existing Phase I streets to complete the internal circulation system as anticipated in the North 40 Specific Plan.”

But, in its Affordably Furthering Fair Housing report for the State, while the Town points to a total site capacity at the North 40 Phase 2 of 452 units, this is broken down into 184 very low, 89 low, 92 moderate and 87 above moderate units.

According to the California Department of Housing and Community Development, this part of the document is about promoting inclusive communities free from barriers that restrict access to opportunities based on protected characteristics.

Critics contend Los Gatos hasn’t done enough to maximize affordable housing, saying the North 40 Phase 2 is an example of how the municipality is failing to encourage the building of adequate housing for lower-income people.

The developer has been warning the Town for quite some time that, while their team is working to include

a chunk of affordable homes, it won’t be able to incorporate as many as the Town would like to see.

In the Housing Element draft posted for public review Sept. 22, the Los Gatos officials added a bit more detail about development trends the community is facing.

“The Town has experienced a high demand for residential projects given recent legislation aimed at creating housing in a more streamlined process,” reads the document, which references 401-409 Alberto Way, a site approved for an office building, in an earlier incarnation. “Based on the discussions regarding the Housing Element and recent State housing legislation, the property owner has chosen to pursue a multi-family housing project.”

It also points to the “office”-zoned site at 375 Knowles Ave. and a “neighborhood commercial”-zoned 258 Union Ave. as examples of where homes were approved in business zones.

Buster says Phase 2 of the North 40 will include 255 multi-family rental units (23 of which are to be affordable for people making up to 80% of area median income) and 128 townhomes.

“We’re going to see if we can salvage the red barn that’s been historically located on the site for years,” he said. “We’re very aligned with the Town on providing affordable housing.”

Once the project wins approval, Grosvenor plans to purchase the relevant parcels from the Yuki family and donate the designated land to Eden

Housing, for their 68-unit affordable housing project, he added.

“We would never be able to compete for any of these acres,” said Linda Mandolini, president and CEO of Eden Housing. “It’s a really valuable donation for us.”

Mandolini said the Walnut Grove senior homes in the first phase proved just how much demand there is for affordable units in Los Gatos.

“We know the need is there,” she said, adding this time they’re looking to build housing for families—which may include seniors. “For us this is really an awesome opportunity that doesn’t come along every day.”

Not everyone is thrilled with the proposal. Mention the project to many locals and you’ll find yourself stirring a pot of visceral emotions.

Take 82-year-old Paul Grabeel, for example. While he lives just over the mountain ridge in Santa Cruz County, his wife grew up in Los Gatos and over the years he worked for major Silicon Valley-focused firms like Swenson Builders and Devcon Construction, and for Los Gatos-based architect Frank W. Laulainen.

“Oh God, that looks like a hospital,” he said upon viewing one of the buildings in the latest renderings. “It’s criminal what they’re doing.”

To put his critique in perspective, he shared a story about a time he pitched a wrought iron gate for a restaurant near the Los Gatos Theatre.

“I designed this Art Nouveau gate,” he said. “The Town of Los Gatos rejected it because it didn’t look like anything up and down the street.”

He says something much blander was approved, instead.

The North 40 site could’ve generated something better, had the Town been willing to support something he views as in-line with the character of the community much earlier, he argued.

“If you wanted to create a ‘Los Gatos feel,’ that’s what you would create,” he said. “And it could be done. Because there are big builders and developers involved, they can’t do it that way. They can’t think that way…Functionally they can only operate at one scale, and that’s a massive scale. And massive scale means repetition. It doesn’t mean diversity at all.”

He thinks if Los Gatos was serious about helping solve the affordability crisis it would’ve designated the site for a 100% affordable project.

POLICE BLOTTER GUEST VIEW ACTION FIGURES MAKE THINGS HAPPEN

I’m not buff like our former Governor, Arnie. Not even close. Candidly, years ago, when I was a lifeguard, I worked with a bunch of guys who were built like the Hulk. By comparison, I was a pencil body, which by the way, was my nickname at the time. At this stage of my life, I’m even scrawnier. You could probably fit two or three of me into Arnie’s body.

But like the go get ‘em type guys he plays in his movies, I relish action. OK, I guess that too is a bit of a stretch. He’s tough and intimidating and he epitomizes muscular action. Think “Total Recall,” for example. I am in the “Let’s talk, let’s collaborate, but ultimately, let’s try to make things happen that might improve the lives of others” type of camp. I have an altruistic and idealistic streak in me despite my age and years of practice as a divorce attorney. Of course, I’m also quite cynical, at times, but that’s a whole different topic of conversation.

The bottom line is I’m not going to physically push people around to make things happen, but I am going to use my words and creativity when I see progress moving too slow for my liking.

I’d like to see Los Gatos get going on hiring a case manager to coordinate senior services. This is under consideration in our town, perhaps as originally raised as the result of the Senior Services Road Map.

The Senior Services Road Map was adopted by the town council last year. It aims to create a governance structure specifically focused on adult services. One of the key goals outlined in the Road Map is the establishment of a case manager dedicated to coordinating services for older adults.

Older adults make up more than onefifth of the population in Los Gatos. That number is projected to increase to about one-third in the next decade.

The challenges many older adults face are daunting. They include increased health needs and social isolation. Moreover, navigating access to services including transportation, home care, and meal assistance, can be confusing and frustrating for them. On top of these challenges, many older adults have financial concerns.

A case manager dedicated to coordinating older adult services can address

these challenges effectively. He or she can assess older adults in our community to identify their unique needs and preferences, help with care planning to outline the services and resources older adults need, and coordinate services between older adult service providers, such as those service providers involved in healthcare, transportation and social activities. A case manager can also advocate for older adults, or at least educate them, as they try to navigate the healthcare system, secure benefits and address any other issues or concerns.

A case manager potentially offers several benefits, including an improved quality of life for our older adults and cost savings since coordinating services presumably can lead to lower health care costs and prevent unnecessary hospitalizations or institutional care. A case manager can also likely help reduce social isolation of older adults by connecting them with social activities and support groups. A case manager can also streamline access by being the major point of contact for securing services. Additionally, a case manager can strengthen our community’s resilience by strengthening the support network for older adults.

Many towns and cities have case managers to coordinate services for older adults, including New York, Phoenix, Boulder, Rochester, Davis, San Luis Obispo, Petaluma and Grass Valley. Some of these cities and towns provide case manager services via the county whereas others have case managers who solely work within their jurisdiction.

The Senior Services Road Map’s goal of developing a governance structure for dealing with adult services in Los Gatos aligns with the growing need for a case manager to coordinate older adult services.

As an action figure in my own way, I will strive to accomplish the goal of having our town hire a case manager to coordinate older adult services. Los Gatos, let’s get this going.

PLANT-BASED ADVOCATES RECEIVES GRANT FROM TOWN OF LOS GATOS

Los Gatos-based nonprofit PlantBased Advocates has been awarded a grant from the Town of Los Gatos for a speaker series designed to educate the public about the benefits of a plant-based diet and lifestyle.

Plant-Based Advocates was formed in 2019 to share the facts about animal agriculture and to help people shift to a plant-based diet.

A recent analysis of diets and farms led by Oxford University’s Livestock, Environment and People (LEAP) project found that vegan diets have a major reduction in environmental impacts:

• 75% less greenhouse gas emissions and land use compared with high meat consumption

• 54% less water

• 73% less water pollution

The grant will support monthly talks at the Los Gatos Library for a year. The most recent talk on Sept. 18 featured Jan Liband, retired Bay Area marketing executive and longtime environmental activist, who discussed the myths and misconceptions that keep people from making healthier food choices.

Previous talks this year have included a vegan cooking demo with French cook Isabelle Cnudde, Monte Sereno resident Linda Lanzl, founder of SAFE (Saving Animals Facing Extinction) Worldwide, and “Eating for Mental Health” with Dr. Ulka Agarwal.

On Oct. 16, Dr. Debra Shapiro will present “What's Food Got to Do with It? Type 2 Diabetes & Diet.” Shapiro, who has practiced medicine for more than three decades and is Board Certified in both Obstetrics and Gynecology as well as Lifestyle Medicine, will discuss best practices for optimum health with a focus on diabetes prevention and control.

In November, Isabelle Cnudde, founder of humane education nonprofit Clorofil, will teach a holiday cooking class by Zoom.

Santa Clara County FireSafe Council’s inaugural FireSafe Summit is set to take place at the Mountain Winery in Saratoga on Oct. 10 from 4:30-8pm.

HERITAGE THEATRE ANNOUNCES INITIAL SEASON LINEUP

The no-cost Access to Technology program aims to reach this part of the population, providing digital literacy training in multiple languages,

devices if needed, and assistance in enrolling in the Affordable Connectivity Program, which provides free at-home internet service for eligible households. It’s being paid for by a $2.1 million state grant, and the County has a goal of using it to help up to 2,000 older adults between now and the program’s expiration date in September 2024.

Off to strong starts, the Los Gatos High boys and girls water polo teams will have an opportunity to make a statement in the final week of September.

The boys team entered the week at 10-0 overall, 4-0 in league and a No. 10 national ranking by Max Preps. But how the Wildcats fare Sept. 26 against nemesis Harker which went 3-0 against Los Gatos last season will go a long way in determining if they break through to win the Santa Clara Valley Athletic League De Anza Division championship this year.

Los Gatos ripped off 20 goals in a decisive 20-13 win over Gunn High on Sept. 21, with freshman sensation Richard Runge scoring six times. Runge showed his precocious play when, with 2 minutes, 25 seconds left, he stunned the Gunn goalie by stealing the ball and in one motion scored, tapping the ball off his face.

Wildcats coach Davor Koret said Runge has been as good as advertised.

“When you see that our freshman leads us both offensively and defensively at the end of the game, nobody is happier than us that we got him on our side,” Koret said. “Very solid reinforcement. It took a while for him to adjust, but now you can see the power coming out.”

Ryan Madsen, Connor Sullivan and Jacob Weber had three goals each vs. Gunn, Mathijs Dirven had two and Liam Amburgey, Henry Bakota and Jake Walton added one goal each as Los Gatos pulled away in impressive fashion.

Utilizing speed, strength and a Midas touch with its passing, Los Gatos scored at will, including once a man down when Weber connected on a cross pool floater for a 15-11 lead with 46 seconds left in the third quarter.

Goalies Eric Caplener and Frederick Hobson both had solid moments

in the cage, with Hobson spelling Caplener in the second quarter. A day after beating Gunn, the Wildcats traveled to the Granite Bay area for a tournament, going 4-0, including a 15-14 win over Rocklin. In three of the four contests, Los Gatos held its opponents to single-digit goals.

That’s a big improvement after allowing 13 goals to Gunn, which gave Koret plenty to work with the team on.

“Still the part where we need to improve obviously is the defense and keeping our composure,” he said. “We have to play as a collective and that’s what is lacking right now. Luckily, we have plenty of time to improve it, plenty of opportunities to improve it.”

Koret said the players have a nice dynamic with fierce competition at

most positions in conjunction with a desire to see each other do well, no matter who is in.

“They’re competing but they’re also supporting each other,” Koret said. “Especially when one goes in and the other comes out. We don’t want anybody to relax and just sit tight in their spot and think anything is a given. You’ve got to earn it, you’ve got to work hard and that’s exactly what they’re doing.”

The Los Gatos girls have a week of showdowns, facing a pivotal league match with Harker on Sept. 26 followed by another key game with Palo Alto two days later. The Vikings defeated the Wildcats in the league opener, 8-7.

It was Los Gatos’ first league loss since the 2021 season after it ran the table last year, going a perfect 17-0 in

winning the regular-season and playoff tournament titles. Coach Don Appleton said opening the 2023 season with a loss was actually the best thing that could’ve happened to the team.

“Winning our first game of the season would be cool, but learning that if we go in thinking the games are done before we even play is a lesson this group needed to learn, because they were coming off such a big high last season,” he said.

“We sat down and had long talks about this group right here, [that] you guys are zero and zero, you haven’t done anything, you guys need to go out and make the accomplishment.

tos, 25-20, 26-24, 25-18. Mia Halsey and Nicole Steiner combined for 19 kills, but six other players Allison Black, Maya Walker, Britt Melinauskas, Reilly Ann Mendez and Portia Zeidler recorded kills, a testament to the team’s potent offense.

Walker had four of the team’s eight service aces to just six service errors, one of the more underrated and undervalued impact stats at the high school level. It’s typical for a team to have more errors than aces, which means they’re basically giving away points.

However, the Wildcats’ serving prowess vs. Los Altos shows they value playing clean volleyball in every phase of the game. Black, a senior, and Zeidler, a 6-foot-3 sophomore, made their presence felt at the net, combining for six blocks.

Coach Nicole Ciari was delighted in the team’s ability to win a riveting Game 2 in which it trailed 20-17 before rallying late. Walker caught Los Altos off guard with a dump to give the Wildcats a 24-23 lead. After a hitting error, Melinauskas won a joust at the net and Steiner followed with a kill for a two games to none advantage.

“I know we didn’t play our best in the second set, but the mental growth that we saw was incredible,” Ciari said. “It’s something we’ve struggled with since the beginning of the sea-

son, is that we come out super strong in set one, we’re OK not doing great in set two and pick up the slack in the following sets. So being behind by a couple of points and then dig back and then come back and win 26-24 is incredible. The mental growth in this match, I’m so proud of them.”

Ciari pointed to preparation and match play as the reason for the growth and progress.

“It comes from playing,” she said. “It’s not something you can teach in practice or go over and give them the answer to. Each kid, each athlete, has to kind of figure out what’s going to internally motivate them to continue to push forward. And we spend a lot of time talking about it. All of our whiteboards are full of our whys what motivates us, what we do for our teammates, what our teammates do for us, all those types of things. So we’ve worked hard to figure that out.”

The team is balanced and different players are on point from match to match. Against Los Altos, senior libero Sarah Herman and junior outside hitter Halsey were big-time difference-makers. Liberos like Herman can make a vital impact because cohesive communication in the back row often results in turning defense into offense.

“We’ve been working so hard to get our liberos to take more balls,” Ciari said. “It really releases our other hit-

ters to be offensive options for us, and she [Herman] did that. She was calling balls in, her teammates had to listen to her and give her the right of way, and she was picking up everything.”

Halsey also impressed with her ability to adjust on the attack. Not every set is going to be ideal and hitters need to adjust in mid-air at times, so it’s paramount for them to respond accordingly.

“Mia Halsey swinging at out of system balls high and deep, that is something she hasn’t been able to do in the past and it really showed she’s been working on it and getting better at it,” Ciari said.

Steiner has emerged as an incredibly dependable six-row rotation player, strong on serve-receive and producing at times highlight-reel digs that fall on the other side of the net for a point.

“Nicole is a powerhouse,” Ciari said. “That was going to be her biggest development, was that back row play to get better in those three back row rotations. She’s doing that. She’s an athlete, she wants to grind, she wants to get better and there’s nothing you can put in her way that she won’t be able to do.”

In all of her years of coaching, Ciari said it’s been remarkable to see how this team has jelled instantaneously.

“I’ve never seen a team that’s this close from the get-go,” she said. “Even the newcomers who weren’t a part of the team last year fell right in stride with everyone else. It’s been incredible to watch and the chemistry you see is real.”

The girls were the second game of the doubleheader with Gunn, and won handily, 12-2. Karissa Elliott had four goals and Karly Frangieh three in the victory. The next day, Los Gatos traveled out of the area for tournament action and went 3-1, its only loss to powerhouse Miramonte of Orinda, the top-ranked team in the country.

Playing a program like Miramonte can only help Los Gatos as it aims for another league championship and Central Coast Section Open Division playoff berth. In the tournament, the Wildcats beat Morro Bay 9-4, Buchanan of Clovis 10-4 and Davis 12-5.

Ella Ralston had five goals vs. Buchanan and four against Davis, with Frangieh also adding four scores and goalie Rachel Stephens finishing with five assists. Stephens had 18 saves against Gunn and has been vital as the last line in the team’s airtight interior and perimeter defense.

Elliott has added a lot to the team by bringing intangibles that every team needs to be successful.

“She’s not the fastest kid, she’s not the biggest kid, she’s not the strongest kid, but the drive that she has when she’s playing, you can’t find anyone who has more of that in her than Karissa,” Appleton said. “I can even say she’s probably the most coachable kid I’ve ever coached in the 15 years I’ve been doing this. A sponge, a sponge, I love the kid.”

The team goes three-deep at center with Abby Lockman, Katie Nelson and Bella Shedroff. Julia Ernsting has shown the capability to score and been a legitimate offensive threat. Of course, Frangieh has been sensational yet again coming off last year’s 100plus goal campaign.

Appleton is particularly proud of the team for rebounding from the season-opening loss.

“We came into our first game for our first contact of the season and played the worst water polo I’ve seen this group play,” he said. “And seeing the way they’re bouncing back has been so much fun.”

Seed collection for another season

Deadheading conserves resources that would otherwise sustain production of seed. For species that bloom more than once, it promotes continued bloom. For others, it promotes healthier vegetative growth. Also, it inhibits proliferation of potentially invasive seed. It is neater, anyway. However, several species might forego deadheading for seed collection.

Flowers that bloom only once for a

brief season generate all their seed at the same time. Flowers that bloom for an extensive season generate seed for a more extensive season. Some seed is obtainable from ripe fruit. Some is obtainable from unharvested vegetable plants that go to seed. Seed collection involves various sources during various seasons.

Regardless of its season and source, most seed is too abundant for complete collection. A single fruiting vegetable,

“We, as developers, try to push it every way we can,” he said, but added, “You have to balance that with providing affordable housing, providing open space—in this case eight acres throughout the site—and delivering a financially feasible project.”

such as a true to type chile, provides more than enough seed. A few stalks of naked lady might provide more seed than one garden can accommodate. Wildflowers are an exception. Their seed collection is rarely too excessive to broadcast.

Many species do not reliably generate viable seed, though. Some require pollination by a very specific pollinator that does not live here. Yuccas that are from Central America rely on moths that live only in Central America. Some bamboos generate seed only once in a century or so. Most hybrids are too genetically dysfunctional to produce any viable seed.

Hybrids that can generate viable seed are very unlikely true to type. In other words, their progeny will be very different from them. Such progeny tend to revert to a simpler or more primitive form.

The same applies to progeny of cultivars of extensive breeding within one species. Genetic aberration, such as variegation, is likewise unlikely inheritable by seed.

To complicate seed collection, some species begin life with juvenile growth. Some might take several years to mature. Avocado seedlings initially grow very fast, and tall, without blooming. By the time they mature, bloom and produce fruit, such fruit can be too high to harvest. Trees from nurseries are fruitful lower only because of grafting with adult growth.

Highlight: naked lady

They can be quite a surprise when they bloom for late summer. The tops of their dormant bulbs previously seemed to be dead at the surface of the soil. Then, suddenly, their bare floral stems emerge to bloom without foliage. That is why Amaryllis belladonna is called naked lady. Foliage grows a bit later in summer or autumn. It shrivels during late spring warmth.

Naked lady flowers stand about two feet tall, on simple green or brown stalks. Their mild fragrance is easy to miss. A profusion of bloom is only slightly fragrant during humid and warm weather. Their vividly pink color more than compensates. Fleshy seed that mature now that flowers are deteriorating are perishable. They prefer almost immediate sowing.

After naked lady flowers imitate lily flowers, their leaves will imitate lily of the Nile leaves. Naked lady and lily of the Nile are related, but neither are related to lily. The strap leaves of naked lady are more fragile than those of lily of the Nile. If damaged, they can lay flatly for quite a while. After defoliation during spring, dormant bulbs are conducive to division. It might delay bloom for that year.

Less hybridized canna produce more seed.
