Ken Nelson, who’s coowned the Rural Supply Hardware store on South Santa Cruz Avenue for decades, had already begun the liquidation sale when he heard the good news. The party that had been trying to purchase the business from them before the landlord decided to put the property up for sale were stepping-in to purchase the building. “We really didn’t want to leave an empty store,” Nelson said. “It’s been a lot of ups and downs.” Nelson and his brother Tim had been leasing the address since 1995. This was renegotiated a time or two, but the basic terms remained constant. As Nelson approached his 70th birthday, he had begun discussing with his brother the option of selling the Ace Hardware location. “We’ve been talking for a couple of years,” he said. “We didn’t really move into sale mode until early summer.” As they began to look at what that would involve, including updating the lease, their land➝ Rural, 8

Last week, Los Gatos voted to enlist the talents of CSG Consultants, Inc. for building inspection services at the North 40 development site. Council made the decision to tap the company, which charges $160 an hour for Certified Access Specialist inspections, as part of a consent motion, during the Nov. 21 meeting, that was hived off from more contentious housing-related items. But while both phases of the North 40 project itself have been controversial, the choice to hire CSG was not. It plans to put Jose Martinez and Jerry Schnell on the job. “Mr. Schnell has more than 30 years of inspection experience, having performed inspections for similar projects throughout the Bay Area,” CSG President Cyrus Kianpour told the Town in a September letter. “Mr. Martinez brings over 20 years of municipal experience and is well versed in building division and code enforcement activities.” Schnell went from working as a licensed contractor in Santa Rosa and San Francisco to the Redwood City permit counter to serving as the Building Official for Half Moon Bay and Pacifica. He’s also done residential and commercial inspections in Marin and San Mateo

counties, as well as in Woodside and Los Gatos, among other Bay Area locations. Martinez was a Code Enforcement Officer and Plans Examiner for Monterey County, the Chief Building Official for East Palo Alto and the Building Official for the City of Gonzales. “CSG will bring specialized building inspection expertise, and a commitment to thorough, accurate and timely service,” Kianpour wrote to Los Gatos Administrative Analyst Tania Maheu. The contract with the Foster Citybased firm is set to start on July 18 and will remain in effect until June 30, 2025. Its regular Building Inspector services rate to charge the Town is $115 an hour. The motion, made by Vice Mayor Mary Badame and seconded by Councilmember Matthew Hudes, passed unanimously. A motorcyclist died and his passenger was severely injured Nov. 22 when his bike collided with a car on Watsonville Road near Morgan Hill. According to the California Highway Patrol, around 2:45pm, a 68-yearold man on a Harley-Davidson motorcycle was driving eastbound on Uvas

Road approaching Watsonville Road with a 60-year-old female passenger when he allegedly failed to stop at a stop sign, according to an independent witness. Police said the Harley started to turn north on Watsonville Road, directly into the front of a Toyota Camry being driven south by a 41-year-old man from Prunedale. The front of the Camry struck the motorcycle, ejecting both the man and woman from the bike. The man succumbed to his inju-

ries and died. The woman was airlifted to the hospital with major injuries. CHP said the man and woman on the Harley were residents of Los Gatos. Authorities have not released the man’s identity yet. The driver of the Camry was not injured, and drugs or alcohol do not appear to be a factor in his case. It is unknown if they played a factor in the motorcyclist's crash, according to CHP. Copyright

had mostly been worked-out at the prior Council meeting, so the vote tallies remained the same. It’s “probably the most complicated consent calendar we’ve ever had,” Mayor Maria Ristow commented. Councilmember Matthew Hudes made the motion to create the HEOZ, with Councilmember Rob Moore seconding it, and Vice Mayor Mary Badame abstaining. Moore made a motion to approve an overlay zone section covering the vast majority of proposed sites, with Councilmember Rob Rennie seconding. Hudes voted no and Badame abstained. Hudes has said he worries the Town hasn’t done enough to factor in the housing that could be built if developers take advantage of all the new construction-opportunity bonuses allowed under State law. Badame was recused for the next item, which affects the Los Gatos Lodge and Alberto Way plans, which is near where she lives. Moore moved approval with Rennie seconding. Only Hudes voted no. Moore was recused for the next overlay region (15300, 15349, 15367, 15405, 15425, 15480 and 15500 Los Gatos Blvd.), which is near his home. Rennie moved approval, with Ristow seconding. Badame abstained and no one voted against, as Hudes said he believes these are appropriate areas in which to encourage residential development. Left off the calendar was the push to rezone the post office site downtown, as Rennie made a motion to delay this decision, Nov. 7, with only Moore voting against, as Ristow was recused. At the time, Moore argued this means Los Gatos will be cutting it way too close when it comes to putting a compliant Housing Element in place, before penalties kick-in.

NEW CHAMPION CROWNED AT THIS YEAR’S TURKEY BOWL Event at Creekside Sports Park was a family affair

Last year, the Red Riders galloped to victory in the Turkey Bowl, a flag football game held every Thanksgiving. But while they put up quite the fight, this time a new victor was crowned. “Red Riders have won two years in a row, and the Blackhawks took the championship,” said event organizer Matt Ober. “There’s talent on both sides, so it was super, super close.” It’s an interesting set-up, considering there are people with college ball and Canadian Football League experience—right alongside female participants and children. “It’s just a killer thing, and every year the momentum and excitement increases,” Ober said. “I was surprised how many family members came out this year.” Participants assembled at Creekside Sports Park, at 930 University Ave., around 8am on Nov. 23, with kick-off for the first game at 9am. The so-called National Turkey Bowl League was established in 1991 and has a history that includes sunny spectacles and muddy melés. Ober brought out the turducken, donated by Los Gatos Meats, and people began the feast around 10am. “The weather was perfect—cold but perfect,” he said. “It was a nice sunny day.” He estimates people along the sidelines and on the field ranged from 7 to 57 years old. “It’s artificial turf at Creekside Sports Park,” Ober noted. “Nobody breaks their ankles…a couple people got rug burns.” As a volunteer parks commissioner, Ober was happy to see local residents getting to enjoy the important community asset. “We also had our parks patrol officer swing by,” he said. “He came out and oversaw it a little bit, which is neat.” This is the 32nd year of the National Turkey Bowl League flag football game—it would have been 33 years, if it hadn’t been canceled during the pandemic.

Los Gatos High junior Aydon Stefanopoulos didn’t come in as the favorite entering the CIF State Cross Country Boys Division II Championship race on Nov. 25 at Woodward Park in Fresno. That distinction went to Ventura High senior Anthony Fast Horse, who boasted a state-leading time of 14 minutes, 32.50 seconds over 5,000 meters (3.1 miles) this season. By comparison, Stefanopoulos’ best 5K time was the 15:14.7 he posted at the State Championships in 2022. But as they say, that’s why you run the race. In another dazzling performance, Stefanopoulos won going away, finishing in 14:58.4, a sizable 16-second PR on the fast but challenging Woodward Park course. When Stefanopoulos crossed the finish line, it seemed like he was in a dream. “I actually didn’t believe it,” he said. “There was definitely a thought in my head of, ‘Oh, somebody already crossed the line before me. I’m definitely not first, this can’t be right.’” Of course, it was. The next closest competitor, Santa Barbara senior Andreas Dybdahl, was seven seconds back. Mired by a hamstring injury, Fast Horse faded to 14th place. Stefanopoulos was sound in his race tactics yet again. He sat back behind the lead pack in the early stages and crossed the onemile marker in 4:49, in 17th place. Then, just as he always does, Stefanopoulos began picking off runners after the one-mile mark. During his decisive surge, Stefanopoulos was content to stay right behind the leaders but noticed they weren’t pushing the pace and he had more in the tank than anyone else. At the 2.1-mile mark, he had zoomed up to second with Grant Morgenfeld of Palo Alto High just steps ahead.

Shortly thereafter, Stefanopoulos dropped his friendly rival and ran the final portion of the race all alone in front. Two weeks after being unable to keep up with Morgenfeld in the Central Coast Section Championships, Stefanopoulos turned the tables at State. In an interview with MileSplitCA afterward, Stefanopoulos credited Morgenfeld for pushing him and

“helping me to get to where I am today.” When the reporter asked Stefanopoulos about his goal coming into the race, he said, “My goal was to stand on the podium to get a picture with Fast Horse. I mean, I didn’t think I could ever win it. It still baffles me.” Stefanopoulos recorded the eighth fastest time overall among the five boys divisions, and was the second

fastest among CCS runners to Santa Cruz’s Eli Fitchen-Young, who was fifth overall in a blazing 14:49.5. “I just enjoy and love the course pretty much,” Stefanopoulos said. “I think I know how to race it pretty well, and it feels comfortable for me. … You can say it’s probably the highlight of my career so far. I’m sure there’s more to come.” Indeed, Stefanopoulos will realize a dream when he competes in the Nike Cross Nationals (NXN) on Dec. 2 at Glendoveer Golf Course in Portland. NXN is arguably the nation’s most prestigious and toughest high school cross country event. Stefanopoulos did well just to get there, earning one of only five at-large qualifying spots. When Stefanopoulos first got into running several years ago, he said NXN served as inspiration. “I remember I used to run on a treadmill a lot and I would watch the NXN videos to fuel me,” he said. “I wanted to go so bad it was motivation on the treadmill to not get off. It’s been a dream for a while now to run NXN. I can’t wait to see what it’s like.” Meanwhile, the Los Gatos girls qualified as a team to State and finished a solid eighth place, just 10 positions behind Los Altos. Running State for the third time in as many seasons, Shea Elmore nailed a 18-second PR by finishing in 18:37.2, good for 31st in the D-II race. Teammates Taylor Chesarek (48th in 19:05.50), Sarina Salzer-Swartz (52nd in 19:08.70), Tatum Pyle (74th in 19:28.90), and Claire Liu (108th in 19:54.3) counted toward the scoring, while Elise Greenstreet (109th) and Zoe Williamson (145th) completed the team of seven in a field of 196 runners. Stefanopoulos’ stature continues to grow as he places higher in the biggest events. He’s made steady progress since his freshman year, with each succeeding season posting faster times and impressive race wins. Combining confidence with humility, Stefanopoulos has the right mix to continue to get faster. After winning State, he was beaming. “Everything about the medal ceremony went by so fast,” he said. “It was a little bit weird, it was definitely a flash.”

And very clean on how they run their plays.” The title was the first for Los Gatos since a 2019 Division II victory over Oak Grove. Rival Wilcox appeared formidable. The Chargers smashed St. Francis 5228 in an Open Division semifinal two weeks ago. In the regular season, Los Gatos edged the Chargers by only 24-

night at San Jose City College, Jaylen Thomas did it all, scoring four touchdowns, one on a 1-yard run, two on touchdown passes from AJ Minyard and another on an electric 82-yard kickoff return. Tailback Boxer Kopcsak-Yeung carried 14 times for 116 yards and three touchdowns. Minyard completed 8-of-9 passes for 142 yards. Wilcox was led by Tyson Bonilla with 125 yards and one touchdown on 17 carries and Jamontay Amataga with 72 yards and a score on 13 rushes. During the decisive 42-7 first half, the offense scored every time it touched the ball and the defense forced two turnovers on fumbles, held the Chargers on downs in the red zone and produced a 23-yard loss on a fourth down mis-handled high punt snap.

But this matchup was a blowout. “I can’t explain how much this means to us,” Minyard said. “Coach [Mark] Krail is a mastermind. He called the whole game. I love the offensive line. They’re dogs. They protected me. I just put the ball up there for Jaylen (Thomas). He’s a pretty amazing guy.” The Wildcats opened the contest with a nine play, 74-yard touchdown drive, capped by Thomas’ scoring run. A fumbled snap put Wilcox in a hole and it got deeper with the bad punt snap. Armando Rodriguez was swarmed by a group of ’Cats, with Nate Goldsbury making the tackle back on the 4-yard line. Two plays later, Minyard found Thomas for a short TD pass.

The avalanche continued. The hard-hitting Wildcats’ defense produced a fumble and it was covered by Aaron Brin. Kopcsak-Yeung converted with a tackle-breaking 16-yard run to paydirt. The Wilcox attack hit its stride with a Bonilla 65-yard touchdown burst to close within 21-7. But Thomas quickly turned the momentum back by returning the subsequent kickoff all the way to the end zone. “I faked a handoff (to Kopcsak-Yeung) and then I saw a hole,” Thomas said. “I had one guy to beat and I knew I could outrun him. We practice that every single day. But it was the first time we did it in a game. And we housed it.” The fake gave Thomas a small opening as the defenders briefly focused on Kopcsak-Yeung. That was all the speedy senior needed. With 1:09 remaining in the first quarter, it was 28-7. Wilcox replied with its trademark running game and drove down to the Los Gatos 4-yard line. But on fourth down, Lyndon Bailey tracked Bonilla and pulled him down for a 5-yard loss. Minyard and Thomas connected on the next play for a 42-yard gain. Minyard later found Nicholas Hobson for a 27-yard completion and Kopcsak-Yeung cashed in the drive from 13 yards for a 35-7 lead. “The offensive line works their [butt] off for us,” Kopcsak-Yeung said. “(Matthew) Ludeman is always blocking someone. Leo (Cocchiglia) and Lyndon (Bailey) and George (Charles) and Owen (Panu), our tight end, and Henry (Anslinger) and more.” Wilcox responded with another long ground-based drive but disaster struck the Chargers again. Los Gatos forced a fumble on the 4-yard line and Scott Garwood returned the ball all the way to the Wilcox 19. Minyard passed to Thomas on the next play for another tally and a 42-7 margin. “In the first half, everything was clicking,” Krail said. “Our guys made plays. On defense, we’re very familiar with Wilcox and we watch a ton of film. You have to be assignment-perfect to stop them.” The second half featured another highlight-reel play by Thomas as he intercepted a deep Wilcox pass and returned it 43 yards. Kopcsak-Yeung scored from six yards. Later, many subs found playing time. “It’s special to win,” Minyard said. “I’m at a loss for words. We’re the second Los Gatos team to make it to NorCals. I’m looking forward to it.”

lord elected to hire a commercial real estate broker. “That’s when it started to fall apart,” Nelson said. The landlord decided to sell the business and the Nelsons were stuck trying to get rid of a company in the struggling retail sector that didn’t have a long-term lease in place. Thankfully, Richard Crevelt and Stig Nybo, who have Ace Hardware stores in Portola Valley, Aptos and Los Altos, were able to come up with the financing to buy the property. “They said, ‘Stop your clearance sale. We’re going to buy the building after all,’” Nelson recalled. “I was shocked. Because we were already in closeout mode for a whole month.” Crevelt and Nybo are the same people who’d seemed most interested in taking over Rural Supply, even before the pandemic. The store has long been an important errand point for folks in the Santa Cruz Mountains and on the south end of town. Customer Bev Batson, who tells of her family’s own storied history with the Ace Hardware brand in the Midwest, says it’s sad the Nelsons won’t be operating the storefront any longer. “It’s a great business,” she said. “Change is really hard.” But Nelson says Rural Supply will be in good hands. “I feel very confident that they’re going to run a good hardware store,” he said. “It’s not like we’re putting someone who doesn’t know what they’re doing in charge.” But that doesn’t necessarily mean leaving it behind is easy. “Because we’ve been here so long,” he said. “I’m trying not to think so much about it.” Recently, he’s been remembering about the time when the previous owner, who recently passed away, handed the business off to them. “It was the same type of thing,” Nelson said. “So, we think about him a lot.” Standing behind the till with his dog, ahead of the end-of-November date when paperwork was set to be finalized, things hadn’t quite sunk in. “The day I drive away it will probably hit me,” he said. “We’re going to miss a lot of people.”

Two Los Gatos-based establishments—a wine shop and a restaurant/ bar—will soon open new locations in downtown Morgan Hill. The Silos restaurant, owned by Oak & Rye of Los Gatos, will open at a newly constructed 1,464-square-foot restaurant space at 17500 Depot St., within the Granary District commercial center. At 17337 Monterey Road, Los Gatos’ Enoteca La Storia will open Ancora Vino, a new downtown Morgan Hill wine shop and tasting room, says a press release from the City of Morgan Hill. Ancora Vino will be a 2,200-square-foot retail wine shop and tasting room that will offer 150 wines that cost less than $25 per bottle, as well as a variety of wine clubs. In addition to featuring wine from all over the world, the wine shop will highlight local wines, says the press release. “I chose Morgan Hill as the location for our third store because it’s where I grew up. I look forward to sharing my love of wine with my hometown,” Ancora Vino co-owner Ryan Smith said. Ancora Vino will be located at the former site of Murphy’s Mercantile gift shop, which will close on Dec. 31 after

The city’s planning commission on Nov. 14 approved a conditional use permit for The Silos, which will be located behind the 45-foot tall grain silos that serve as historical remnants of the property’s original granary operation. FIRESAFE COUNCIL PROMOTES AUTOMATED SPRINKLER SYSTEM Santa Clara County FireSafe Council (SCCFSC) announced Nov. 15 that it entered into a partnership with Frontline Wildfire Defense to promote Frontline’s automated wildfire sprinkler protection solutions throughout Santa Cruz, San Mateo and Santa Clara counties. Frontline’s Defense System 2 is an integrated wildfire protection solution that combines wildfire tracking software, satellite connectivity and onsite sprinkler hardware to protect any building from wildfires. The system turns on automatically when fire is within seven miles of a property. Once active, the system saturates the property with water and biodegradable firefighting foam, creating an environment that is too wet to burn. The Frontline Wildfire Defense System is a preventative system that combats the threat of wind-borne embers. Embers can travel for miles and can threaten a home long before a wildfire is visible from the property. Customers can choose to activate the system immediately or choose to override the activation. “When it comes to wildfires, time is of the essence,” said Seth Schalet, CEO of Santa Clara County FireSafe Council. “The number of houses within the

RECRUITMENT FOR SANTA CLARA COUNTY CIVIL GRAND JURY BEGINS Presiding Judge Beth McGowen of the Santa Clara County Superior Court is inviting civic-minded individuals to apply for service on the 2024-25 Civil Grand Jury. The Civil Grand Jury, an independent body convened annually, acts as the county's civil watchdog agency, empowered to investigate all facets of county and city government, special districts and school districts. Under the direction of the Court, the Grand Jury is authorized to scrutinize books, records and financial expenditures, ensuring the responsible use of public funds. Additionally, the Civil Grand Jury is tasked with evaluating the conditions of jails and juvenile detention facilities. “Service as a Civil Grand Juror offers participants a unique platform to harness their civic responsibility, empowering them to delve into the intricacies of local governance,” McGowen said. “By actively engaging in the process, individuals have the extraordinary opportunity to cultivate innovative recommendations that not only scrutinize but also elevate government operations, contributing to the

SUPERVISORS SEEK MENTAL HEALTH ACCESS FOR OLDER ADULTS Earlier this month, the Santa Clara County Board of Supervisors approved a proposal aiming to assess and respond to older adult mental health needs in the county. The proposal from County Supervisor Joe Simitian, co-authored by County Supervisor Susan Ellenberg, directs County staff to analyze programs currently available for older adults to access mental health care, and provide recommendations on how those programs can better address the challenges older adults are facing. “We know our community is aging rapidly, and that our programs and services must keep up with our changing demographics,” Simitian said. “Our County has done significant work around youth mental health services, and services for adults in general; but I want a better sense of whether or not our services are meeting the particular needs of older adults.” By 2030, adults aged 65 years and older will make up 20% of the County’s population. the County for the first time, five years sooner than the nation as a whole. A World Health Organization article from October 2023 lists depression, social isolation, anxiety, memory loss, declining cognitive ability, bereavement and abuse as challenges that particularly affect the mental health of older adults. “The factors that contribute to mental health issues that older adults face are varied, and unique to that population,” said Jeff Blum, chairperson of the Los Gatos Community Health & Senior Services Commission. “There is help currently out there, but many seniors don’t know where to turn. Identifying what those services are, and what nonprofits provide them, could be a great first step to tackling this issue.” Pointing to the recently completed Adult Caregiver Study, which provided a comprehensive report of older adult caregiving needs and capacity within the County, and provided recommendations to address the identified gaps, Simitian said, “We don’t know what we don’t know. The Adult Caregiver Study identified gaps in service that, anecdotally, we may have been aware of but hadn’t quantified in a measurable way. However, we can’t move to help our older adults effectively until we have a clearer understanding of the options currently available, and a better understanding of where the system may be falling short.” As part of the assessment, County staff will also consider how any ongoing or anticipated County efforts could help better address older adult mental health access. These include, among others, efforts to enhance behavioral health workforce and improve mental health parity, and outreach initiatives such as the behavioral health call center and navigator programs. According to the 2023 Santa Clara County Homeless Census and Survey, nearly 30% of the County’s unhoused population are aged 55 years and older. “Providing beds and improving care for folks on the streets with severe mental illness remains a priority for the County,” Simitian said. “That said, connecting older adults to existing mental health services and programs before their conditions worsen shouldn’t come at the expense of those efforts. We can—and should—do both.”

This Ordinance of the Town Council of the Town of Los Gatos amends Chapter 29 “Zoning Regulations” to replace Division 5 (Affordable Housing Overlay Zone) of Article VIII (Overlay Zones and Historic Preservation) with the “Housing Element Overlay Zone” as Division 5 of Article VIII. The amendments create a Housing Element Overlay Zone (HEOZ) to increase housing supply and affordability in the Town of Los Gatos. The HEOZ is intended to increase the supply and the mix of housing types, tenure, and affordability within the Town of Los Gatos. A property with a HEOZ designation may be developed as a residential or mixed-use project with a residential use occupying more than 50% of the total floor area based on the applicable HEOZ development standards. The underlying zoning development standards will remain in effect for all other development without a residential component. The HEOZ development standards are listed in Table 1A of the ordinance.
