Wayne Heimsoth peered in the window of the terracotta roofed former home of the Los Gatos Art Museum on the corner of Tait Avenue and West Main Street. In the midmorning sun last Thursday, he remarked on what appeared to be new carpet. The 77-year-old member of American Legion Post 99 is a board member of both the Los Gatos Veterans Memorial and Support Foundation and the Campbell Veterans Memorial Foundation. He envisioned what it would be like to hold meetings in the vacant building, which now appears to have surpassed a key contract deadline for breaking the lease. “We’d love to make it a veterans center for each of these three organizations,” he said minutes earlier in a nearby coffee shop. “Other organizations certainly can meet there.” At Council on April 4, Town Manager Laurel Prevetti poured cold water on sugges➝ Veterans, 4

tions that the Tait building—as well as the historic Forbes Mill site—might be available for use as a homeless shelter. “There were a couple of questions, such as, Why not Town property, such as Tait or Forbes Mill? And I just want to remind the Council that we are in a long-term lease,” she said. “And we’ve given our lessee another year to find tenants. So, this might be an opportunity in the future, but in the immediate term, we are under an agreement with that tenant.” Then-mayor Maria Ristow said she was under the impression the properties needed about a million-dollars-worth of work each. “I don’t know where we stand with that when we get to a year from now,” she said. “Are they even habitable if we do nothing?” The standards would be different depending on whether the building was developed as a residential property or a commercial space, Prevetti replied. “At this point they are considered commercial properties,” she said.

“And we know that Tait, for example, needs significant upgrades to meet the Americans With Disabilities Act. And under the master lease agreement, the master leaseholder would make those improvements and then find a tenant to handle that.” Councilmember Rob Moore argued against setting-up a shelter, and the Town instead established a voucher program to house homeless people during emergency situations, put in temporary public washing and restroom facilities and increased shower services. Post 99 used to meet at a building with a meeting room on Vasona Lake, but they couldn’t rent it out enough to pay their bills. In the end they sold it to Santa Clara County and it was demolished. Since then, they’ve been gathering at other American Legion Posts and eateries, the latter presenting its fair share of challenges given their meeting strict protocols around flags etiquette and the Pledge of Allegiance. “You can’t do all that in a restau-

rant without getting undue attention,” Heimsoth said. “The big thing is, we’re really trying to find a home.” The Los Gatos Veterans Memorial and Support Foundation has been meeting at the Compass real estate office on University Avenue twice a month. The Campbell Veterans Memorial Foundation has been meeting in someone’s home, but could really use an office. “So, I’ve been planning this idea with the Town,” said Heimsoth, shifting back to the potential of the Tait location. “We’re hoping to rent it for a dollar a year.” What he means is, he presented the idea, but seemed to have hit a roadblock. “The thing’s been empty forever,” he said. Heimsoth isn’t just a Vietnam Warera veteran who served during that period in Germany, he continues to volunteer with the California State Guard. “There’s no age limit in the State Guard,” he said, noting he’s attached to the 129th Rescue Wing based at Moffett Federal Airfield. “We drill once a month.” At the end of December, they helped deploy a significant amount of equipment and personnel to Jordan.

“We do just routine things,” he said, thinking of their activities over the years. “We even had to destroy classified VHS tapes.” Heimsoth says staff didn't seem particularly thrilled about his proposal. On Nov. 11, Heimsoth sent a letter to the Town expressing interest in the Tait property, reminding local officials of how Council once allocated space downtown for veterans to use. “Over time, our members could bring the building to a place the town would be proud of,” he said. Prevetti replied to him through Executive Assistant Janette Judd, Nov. 13. “Thank you for your interest in 4 Tait Avenue,” she said. “The Town is under contract with a master tenant for both Forbes Mill and the Tait Avenue property. At this time, the Town Council is not considering modifications to this arrangement.” Ristow emailed him directly on Nov. 16. “I appreciate your interest in the Tait site,” she wrote. “As indicated in the Town response, the Council is presently in an agreement with a firm to lease the building. Until that agreement lapses, we will not be making any new decisions.” Heimsoth asked for a copy of the lease, and received it from Assistant Town Manager Katy Nomura on Dec. 5. “Thank you for your patience as I had to look into this further,” Nomura said. “From my read, it does appear the provisions would allow either the Town or the Master Tenant to terminate the lease. At this time, the Town Council is not considering modifications to this arrangement.” The Oct. 29, 2020 lease—with “Tait Firehouse, LLC by Imwalle Asset Management, LLC”—is contingent on the master tenant finding someone to rent the space. “If the Contingency has not been satisfied or waived by Landlord on or before January 1, 2024, either Landlord or Master Tenant may terminate this Lease by giving written notice of termination to the other party.” When asked by the Los Gatan if the veterans are ready to pay what the Town says it will cost to upgrade the facility, Heimsoth made it clear that’s beyond what they can afford. Last week, Council met in closed session and voted unanimously to authorize staff to terminate the master lease. The Town Attorney told Council last night that it could draw up a new lease if it wants.

The exhibit will be on view at NUMU from March 22 - June 30.

On Feb. 16, 2024, the Los Gatos-Saratoga Union High School District announced six Los Gatos High School students and four Saratoga High School students have been accepted to New Museum Los Gatos’ (NUMU) ArtNow exhibition, an annual juried program. Since more than 800 entries poured in from across Santa Clara County, that means they’re in the top 10% of all submissions. While the tale has scenes in Bakersfield, California, the story—which was born in a writing class at Stanford (over a decade ago)—has other portions that play out in Santa Clara. The novel follows 13-year-old Jenny as an epic dust storm rolls into town in 1977. After a stunning turn of events, Jenny and Henry, her best friend, leave for college in LA together in the summer of 1982. “Belonging” is a moving and original story of a girl coming of age and learning who she is in a family wracked with tension, set against a California landscape from the seventies to the present, chronicling the history of that time and place as much as its indelible characters,” said Malena Watrous, author of “If You Follow Me.” Jill and her husband, Craig, have five children and split their time between Los Gatos and Tennessee.

In Greg Varela’s distinguished 22year career coaching high school and club wrestling, he’s never had a team that’s made such dramatic improvement as this year’s Los Gatos High squad. That’s why Varela beamed with pride about the Wildcats’ performance in the Central Coast Section Masters Finals on Feb. 17 at Watsonville High. They finished as the runner-up (207 points) in the team standings for the third consecutive season—and for the sixth time overall—to go with CCS titles in 1969 and 1970. “I couldn't be happier with the team’s performance this (past) weekend,” he said. “We lost a lot of seniors last year, and we came back and had a team with a lot of underclassmen of freshmen and sophomores who stepped in and wrestled great. Most of our team overperformed and outperformed their seed.” Although the Wildcats fell shy of the program best 228.5 points they recorded last year in the Masters Finals and the 217 points in 2022, they had been on track to surpass both marks. That was until standout junior and Stanford-commit Dylan Pile was shut down for the rest of the season by pneumonia. Despite the absence of Pile—the defending CCS Masters Finals champion at 160 pounds—they still managed to top 200 points in the CCS Finals for just the third time in program history. Los Gatos brought 12 wrestlers to the Masters Finals, and all 12 medaled (sixth place or better). The list includes junior Colton Hernandez (sixth at 106), freshman Cruz Arena (sixth at 113 pounds), sophomore Antonio Rodriguez (second at 120), sophomore Joseph Pavlov-Ramirez (second at 126), freshman Tyler Tonella (fourth at 132), senior Timmy Murabito (second at 138), senior Teddy Smith (third at 144), senior EJ Parco (first at 150),

sophomore Lucas Pannell (second at 157), junior Stuart Cornelius (fifth at 175), sophomore Ojas Shastri (fourth at 190) and junior Franklin White (fifth at 215). By virtue of their top-three finishes, Parco, Rodriguez, Murabito, Pavlov-Ramirez, Smith and Pannell earned berths to the CIF State Championships, Feb. 22-24 at Mechanics Bank Arena in Bakersfield. As expected, Parco rolled to his third consecutive CCS title, this time at 150 pounds. He’ll earn a top-three seed in the CIF State Championships in his quest to win arguably the toughest weight class of any state tournament in the country. Rodriguez is also a solid bet to go deep at State, as he finished as the runner-up at 113 pounds last year. Varela said the two elite-level wrestlers are right where they need to be for State. While Parco and Rodriguez are the headliners, Varela loves this year’s squad because he’s never had so

many different contributors in his six years as the Los Gatos coach. The CCS Masters was a prime example of several of his athletes winning close matches that could’ve gone either way. “We had so many guys just wrestle their hearts out and win these gutcheck matches,” Varela said. “Where we came from the beginning of the year to the end of the year, is night and day. Those same guys who were going 0-2 in frosh-soph are placing at CCS tournaments just two months later. I can’t tell you how proud I am and excited for the future, for these kids’ future.” Arena went 0-2 in the season-opening Harbor frosh-soph tournament and followed that up with a fifth-place finish at the junior varsity level. Talk about an inauspicious start. After the JV tournament, Arena made it his mission to take his mat game to another level.

From there, Arena made rapid-fire progress, earning his way to the varsity level. “He came in and asked what he needed to do to get better,” Varela said. “I told him to be consistent, don’t miss practice and if you’re willing to work hard, it can happen. But there is a price to pay and he paid it. He said he wanted to get serious about wrestling, wanted to improve—and he did it.” Varela was effusive in his praise for Smith, who came up one win short of placing in last year’s CCS Masters Finals. Determined to not let history repeat, Smith dedicated himself in the off-season and made dramatic progress, resulting in a spot in the CIF State Championships. “I’m so happy for Teddy, so proud of him,” Varela said. “Teddy is a kid who last year went up two weight classes for us, and when he came up a match short of placing at CCS, he was devastated—cried his eyes out. He


worked all spring and seven weeks of camp in the summer time. He was so committed that his parents had to call me so I could talk to him and convince him that he could go on vacation with his family in Europe, because he didn’t want to miss a week of practice. “I said, ‘Teddy, you have to go. If you don’t go, I’m going in place of you.’ I said this before, that it doesn’t always work out. You can do everything right and sometimes it doesn’t work out. But for Teddy, it worked out. He paid his dues.” Shastri is another feel-good story. He barely qualified for the Masters Finals, having placed seventh in the CCS Northern Regional a week earlier. Shastri lost his opening match in the Masters by major decision but rebounded to win four straight contests before falling in the third-place match. Of note, Shastri defeated four opponents who he had already lost to

earlier in the season in a stirring Masters run. “Ojas worked his tail off but had a rough year (coming into Masters),” Varela said. “But he showed character, and that’s what I’m most proud of for Ojas and about this team. A bunch of these guys are not child prodigies, but they do everything asked of them. They pay the price, and they do their job. It’s a commitment and the payoff shows now and at State. “Anything great takes a long time to get, and I think kids these days are so conditioned with the internet, iPad. Everything is instant gratification all the time, that whenever something hard comes along, our kids are so conditioned to just give up and try something else. And in the sport of wrestling, you have to crawl before you walk; you have to walk before you run; and it just takes a long time—and it’s a long process to see results. But if you see it through, you’re so prepared for life and ups-and-downs.”

“He cooked his ‘Bobby pasta,’” said Windom’s fiancée Xenia Jones, looking back fondly on the exploits of their quiet but generous roommate, including how he’d return from work with tasty treats. “He brought us cannolis back almost every week.” In the days after the storm with swirling, high-octane winds, the couple’s been picking up the pieces—literally—clearing oak trunk segments, sifting through the rubble for keepsakes to pass on to nextof-kin, and remembering a man who became like family in less than 12 months. In the wake of torrential downpours, early last year, that flooded the home and damaged its roof, the couple decided to put an ad out for someone to live with who could help pay the bills. “I was looking for somebody that would be more like family,” Jones said of how they went through other candidates before deciding on Brainard. “I really clicked with Bobby.” Brainard loved to play guitar—and was quite good at it—and loved to talk

cars and music. “He really did become like family in the end,” she said, noting Brainard would even tell people that Jones had become like a sister to him. “He was a simple guy—but in a good way.” The roommates describe Brainard as an unassuming guy who’d get up each day to head to the marijuana-testing lab, then return to spend time with his Mexican shorthair Xochitil. She was his world. A mid-life rebirth And yet, in the face of this routine, they got to witness the man undergo a powerful—and incredibly personal— transformation. First of all, when he moved in, he wasn’t exactly proficient at building things. “We do the DIY stuff around the house,” Windom explained. “He was not handy with tools,” Jones said. But like so many San Lorenzo Valley residents trying to clean up after the

2023 atmospheric rivers, there were plenty of chances to improve—and Brainard embraced the challenge with his characteristic self-deprecating sense of humor. “By the end there, Roy had taught him how to use drill,” Jones said. They can’t help but laugh about the time Brainard was helping Windom build a fence so their dogs could run around outdoors in a protected area. “We were out there together,” said Windom. “He did most of it.” And then, just as they reached the finish line—an unexpected turn. “We’re standing there, and he finished it, and part of the gate falls down,” Windom recalled. “Yeah,” was all Brainard said, walking away. “It was really funny,” Windom said. “It was classic Bobby of—Hey, everything’s good. We’re together. We’re having fun. And—Yeah!” It was a moment of levity following days that had gotten extremely dark for Brainard. His dad, who’d just stayed in the guest room with his stepmom in August, died in November. Then, his biological mother passed away shortly thereafter. Windom shared how they spoke

about the series of losses on the way back from the San Jose airport after one of the funerals. “We got to talk just a little bit,” he said, noting Brainard was pretty open with his thoughts. “But at the same time, just having that amount pile up on you, it’s hard to process. And he wanted—to be honest—to listen to some music, roll the windows down, and get back to the house and the dogs.” And yet, the couple said, somehow Brainard seemed to have experienced a remarkable catharsis. In the months leading up to the tragedies, Brainard had been moping about. But as 2023 turned into 2024, it was like their roommate had become an entirely new person. “He really did snap back and take the opportunity to celebrate the life of his mom and dad, and also, instead of looking back—to look forward,” Windom said, “—and to make sure that he was moving towards being the best him.” While he finally bought himself a new car with some of the inheritance money, he had more selfless plans for the rest of it. He talked about how he was excited to pay people back, buy a new generator for the house and use the cash for other good deeds. Brainard had become so positive, there were even moments when it could be a little irritating. “It’s aggravating because sometimes I’m depressed,” Windom said with a laugh, reflecting on the era in their roommate relationship that was cut painfully short. “He just lifts the mood, I would say,” Jones added. And in a moment, it’s over A few minutes before the tree came down from across the creek, Jones was up on the roof fixing a tarp. Windom was in San Jose. The power had already been out for about an hour. She heard a branch snap, and decided she better head inside. “I had just finished blowing the leaves and stuff,” she said. “That was one of the last things I talked to Bobby about.” Brainard told her he was going to take a nap. “I heard and felt what I immediately knew was a tree branch,” she said. “It was like a bomb.” In fact, multiple trees had violently toppled. SEEKING ANSWERS TO THE HOUSING SQUEEZE Jeffrey P. Blum, Contributor

For years, I’ve wondered about the best ways to address the lack of affordable housing in the region and the related problem of skyrocketing costs of home, fire and earthquake insurance. Perhaps realizing that the Bay Area would not be affordable for them to live in, my two daughters chose to move elsewhere. Then, again, maybe they just didn’t want to live too close to Pop Pop. I remember seeking answers to the lack of affordable housing for our teachers, firefighters, and law enforcement personnel, when I was on the Palo Alto Council of PTAs. There were many statements of regret about the abysmal situation, but few answers. While serving on the Palo Alto Human Relations Commission, we made well-meaning but often unfruitful attempts to address homelessness. The Opportunity Center, which provides housing to previously unhoused people, was one small success. In serving as a hearing officer in Mountain View for their rent stabilization program, I learned about the lack of affordable housing from a different angle. More recently I’ve served as a commissioner on Los Gatos’ Community Health and Senior Services Commission (CHSSC). In my present CHSSC commissioner role, I’ve somewhat shied-away from addressing housing. I’ve chosen instead to focus on other issues, while waiting for the Town to finish its Housing Element plan. With my limited experience, perhaps I’m not up to the task. It’s easy for one to feel this way when observing Los Gatos repeatedly getting pushback from the State on its plans. However, here are some ideas I’ve been intrigued by recently:

• Nationally, almost 1/5 of office space is vacant due to the fallout from the pandemic. In San Jose, the vacancy rate is around 30%. Even if less than half of offices were converted to apartments and condominiums, we could substantially increase the number of available housing units. This would require federal investment for the conversion process, such as by issuing tax credits to builders. • Encouraging backyard homes (ADUs) would create affordable residences and provide struggling homeowners with rental income. • By doubling the exemption on capital gains taxes, the small inventory of units marketed for sale could be increased, making housing more affordable for younger buyers. This would also create income for our country’s treasury by increasing the number of homes being sold. • By doubling the cap on state and local taxes (SALT) and including all but the wealthiest 5% of home-owning taxpayers, many middle-class families would receive thousands of dollars of tax relief. This would cost less than $2 billion annually. Restoring the SALT deduction for married couples can provide fairness at a reasonable cost. As a CHSSC commissioner it behooves me to look at difficult issues, raise awareness of problems, pose potential solutions, and overcome my fear of addressing tough issues—even when it comes to the housing crisis. I hope these ideas will spark a dialogue about how best to improve housing affordability. Jeffrey P. Blum is a family law mediator who lives in Los Gatos.

I shouldn’t feel that way, but I do. I just miss him, man. It sucks.” Even though Brainard’s room collapsed into the basement and the guest room has been obliterated, a contractor has deemed the structure solid enough to salvage. Their animals all survived, and they were able to quickly rehome Xochitil. Jones said she’s thankful that Brainard’s family has been as understanding as possible, and feels terrible his relatives have now suffered three major losses in the past few months.
