Amazing things are happening in Merriam! We’re getting a new library next to the Merriam Community Center, adding bike paths to our streets, and seeing many exciting changes to the old Kmart site and to downtown Merriam, including Upper Turkey Creek. Change is good. Just like the start of a new school year, we continue learning and growing as a community. Your City Council members and City staff work together with the best intentions to move Merriam forward in a positive direction. We’re learning the latest best practices and applying them, such as adding a mental health expert to help our police officers, new grants to support our low-income residents, and sustainability practices throughout the City. We’re growing by constructing new buildings, destination routes, and places to play with you in mind. See all the things happening in Merriam starting on page 6. The New Merriam Library Design Takes Shape The new Johnson County Library branch is moving next to the Merriam Community Center, and we, in partnership with the Library, are excited to share the first look with you! The one-story, 15,000 square-foot building will complement the existing Merriam Community Center landscape. Incorporating public feedback throughout the last year, the new library will have: ▶ An eco-friendly green roof with prairie grasses to create a visual extension of the current landscape. ▶ An expansive “front porch” to offer a welcoming outdoor space for campus visitors. ▶ Sculpture-like light monitors on the roof to provide natural light and a connection to nature. ▶ Cozy window nooks along the east and west sides of the building to preserve a beloved feature of the existing Antioch Library. ▶ A drive-thru window to add convenience for on-the-go material returns and hold pickups. Other improvements include new shelving to offer greater accessibility and sightlines throughout the branch, a variety of comfortable seating options, study spaces, a meeting room, new computer technology, and an interactive kids’ space.

Moving Merriam Forward

Many changes are coming across Merriam as the City moves forward on several construction projects over the next several years. You’ll soon see improvements along Merriam Drive and at the old Kmart site. Design work is starting on the Upper Turkey Creek Project to reduce flood risk in downtown Merriam. All of these projects support major goals of the 2040 Comprehensive Plan. The Comp Plan was completed in early 2021 with input from residents, business owners, and local officials. It’s used to guide growth and development in Merriam through the year 2040. Learn more about all these major projects happening in our Just Right city at merriam.org/mmf.

Merriam Drive

The City received two grants from the Mid-America Regional Council in early 2021 to study bike, pedestrian, and vehicle travel on Merriam Drive from Johnson Drive through east city limits. After feedback from residents, business owners, and community leaders, concept plans for a new street design include: ▶ Changing the road from the current two, three, and four lanes to three lanes throughout. ▶ Diagonal parking spaces for better access to Merriam Marketplace and local businesses. ▶ A shared-use path for bicyclists.

▶ Raised crosswalks with removable bollards. ▶ A gateway monument into downtown Merriam. Another possible addition includes a new Merriam Marketplace entrance to make room for a pedestrian walkway. Merriam City Councilmembers viewed the final design in April. The final draft for the plan is near completion and construction is scheduled to start in 2023. Upper Turkey Creek

The first steps are underway in reducing flood risk in downtown Merriam.

With this money now allocated for Turkey Creek, City staff in June signed a design agreement with the U.S. Army Corps of Engineers. The agreement starts the design phase of the Upper Turkey Creek Project, including preconstruction and engineering design.

In March, Congress approved $500,000 for the Upper Turkey Creek Flood Risk Reduction Project. Another $23.9 million in funding was added to the Infrastructure Bill to aid the project.

Over the next three to four years, the Army Corps will determine how to best construct flood walls and levees along two miles of Turkey Creek, from Shawnee Mission Parkway to Merriam Drive. This is the first time since 2015 – when a feasibility plan was approved – that the Army Corps has looked at Turkey Creek. We’ll work closely with our partners at Johnson County and the Army Corps on the next steps and keep you informed of project happening at merriam.org/utcproject. FALL 2022 ▶ 7


Merriam Grand Station

The old Kmart site will be abandoned no more. Drake Development recently submitted plans for a $136 million project called Merriam Grand Station. In July, Merriam City Councilmembers approved a redevelopment agreement that includes two apartment complexes, space for up to five restaurants or retail businesses, and green space for live music and yard games. There will also be a parking structure on the south end of the property.

Crews will demolish the Kmart building by the end of this year, with the construction of Merriam Grand Station set to start next year. The new construction won’t impact Freddy’s or Krispy Kreme. The entire project is expected to open by the end of 2026.

Meet Andrea Fair PLANNER

Andrea Fair started working for the City in 2020. Before becoming a planner in the Community Development Department, she worked in fashion merchandising and retail management, which she says helped her gain an appreciation for highquality customer service. Andrea received her master’s in urban planning from the University of Kansas. When she’s not working, Andrea teaches Pilates, reads, and spends time with her partner, Jake, and their two dogs.

What do you do for the City of Merriam?

I help to process land use applications (e.g. rezoning, plats, development plans), guide development, and create long-range visions for the community.

Why’s your job important?

I ensure land use decisions support the community’s long-term vision. Planners also act as a mediator between the governing body and residents by helping to interpret municipal codes and making recommendations for land use applications.

How does development across Merriam impact you?

We keep busy from the start of a project all the way through completion. I assist in scheduling and conducting preapplication meetings whenever the City is contacted about a new development. I also review application submittals and write staff reports for Planning Commission meetings, so more development means more reviews. It’s always a balancing act, but it’s an enjoyable aspect of the job.

How do you help guide development?

The City has adopted a strong comprehensive plan that references area-specific plans. These documents are important because they combine community needs and are a framework for guiding future development. So, while it may seem like a lot of different things are happening at once, they’re all connected.

What’s your favorite thing about working for the City?

All of my coworkers and community members! The City is a really great place to work because everyone tries to uphold our values, and it’s reflected in the working environment for both staff and residents. I also really enjoy being able to look at maps every day! FALL2022 2022 ▶▶ 99 FALL

Merriam Adds Mental Health Expert to Help Police Officers There’s now a second co-responder to help with mental health-related calls at the Merriam Police Department. Co-responders are licensed clinicians employed by the Johnson County Mental Health Center. When needed, they meet officers out in the field, offer mental health services to those in immediate crisis, and provide follow-up contact.

Merriam Police Chief Darren McLaughlin said the City received a grant to help pay for the second co-responder. He said the department is committed to providing resources in ways that best serve our community.

Promotions + Retirements

Police Chief Darren McLaughlin recently promoted five officers. Kristin Jasinski and Rashad Castaneda were promoted from master police officers to sergeants, and Officers Trey Daniels, Nick Moeller, and Brandon Bates moved up the ranks to master police officers.

New Officer

Officer Cody Muller started serving Merriam in May. He’s currently finishing training at the Johnson County Police Academy.

Staff also had a sendoff for three longserving members of the police department. Capt. Todd Allen, Sgt. John Walton, and Sgt. Jason Reynolds retired after a combined 72 years of service.

Muller said he’s a helper at heart and really appreciates the community aspect of our police department. “I’ve wanted to be an officer for many years, and I’m ready to serve the Merriam community,” Muller said.

Fire Prevention Week: Oct. 9-15

Fire Prevention Week is coming up, and this year’s theme is “Fire won’t wait. Plan your escape.” Fires progress quickly – you may only have two minutes or less to escape. That’s why it’s important to have working smoke alarms and an escape plan for your family. Here’s how you can stay safe: ▶ Have a smoke alarm in every bedroom, hallway, and on each level of your home, including the basement. ▶ Replace smoke alarm batteries at least once a year – every six months is better! ▶ Practice fire drills with your family. ▶ Keep all escape routes (doors and windows) clear of clutter and easy to open. Jason Howell FIREFIGHTER

Capt. Jason Howell wanted to become a police officer, but his dad – a former police officer – convinced him to become a firefighter instead. Now, 16 years later, the Texas native said he’s glad to serve Merriam residents at Fire Station 46. Jason received his associate’s degree in fire science from Johnson County Community College and his bachelor’s degree in crisis and disaster management from the University of Central Missouri. When he’s not managing his team, you’ll find Jason and his family working on a small ranch just south of Louisburg.

What’s one thing residents should know about fire safety?

I got hired with the Merriam Fire Department in 2010. In 2015, we merged with the Overland Park Fire Department, and I moved to a few different stations. In January, I was promoted to captain and came back to the Merriam station.

This truly is one of my favorite stations. You run a lot of fire calls with Consolidated Fire District 2 and Shawnee, so I know the area very well. I was stationed here for five years, so I have a lot of memories here with the Merriam guys. It’s been great.

What do you do?

The shift captain overseas the daily duties. I also assist with battalion roster moves. I line out trainings and meet with the lieutenant multiple times a day, and we discuss what our plans are going to be for the day and plan and organize training. ▶ MERRIAM HIGHLIGHTS 12 ▶ HIGHLIGHTS & RECREATION

I like that I show up to work and I have no idea what I’m going to do that day. We might be doing some training and within five minutes we have to run to a structure fire or car wreck, so we constantly have to be ready to help residents.

Have a working smoke detector in your house and change the batteries twice a year. We have a program where we can give you a free detector. Take advantage of that if you need one.

Do you give station tours?

We’re opening up the station for tours and visits now. So, Boy Scout groups and kids, feel free to come and see the firetrucks.


Residents Receive New Driveways Thanks to City Grant

Construction crews in May poured concrete for five new residential driveways. The homeowners paid nothing thanks to a City-funded grant. Merriam city leaders created the Residential Driveway Grant to help low-income residents. The grant provides new driveways or makes necessary repairs, for free, with City staff coordinating everything. The City invested $50,000 to pay for the new driveways. Funding for the grant is currently in the 2023 draft budget to serve more Merriam residents next year. The City of Merriam invests in our community with many grant opportunities for residents and business owners. Learn more and apply at merriam.org/grants.

Go Green 2022! Environmental Fair Brings Sustainability to Your Doorstep You’re invited to learn more about how being green can save you money through energy efficiencies, local products, and more! The City of Merriam – with neighboring cities in Northeast Johnson County – is hosting Go Green 2022! on Saturday, Sept. 17, from 9 a.m.– noon at the Powell Community Center in Mission. This free, family-friendly environmental fair will show how each small step you take can help reduce your carbon footprint at home, school, and work and save you money in the process. What do you like about coming to the MCC? We joined the MCC hoping for a safe pool during COVID-19 and were welcomed by a diverse, inclusive community. From Abby and her fine folks at the front desk to Cole and his crew of caring lifeguards at the pool, the staff at the MCC epitomizes kindness and grace. We’ve forged many new friendships with lovely families that we’ve met at the MCC pool. Overall, the MCC is an awesome facility that attracts good people. What do you most use at the facility? If you’re new to the gym or interested in learning more about how to use the fitness equipment, we can help! Ask any fitness attendant how to safely and effectively use the strength and cardio machines.

Youth members between the ages of 12–15 are welcome to use the fitness center after completing a free youth fitness center orientation and are under parent/guardian supervision. Sign up at the Welcome Desk.

Receive a personal evaluation of your current fitness level. The evaluation includes testing your cardiovascular health and strength, mobility, and flexibility levels. You’ll receive an explanation of your results and have the option to talk about creating a plan to help you reach your goals. Dress in comfortable athletic clothing and wear closed-toe shoes.

Fitness Program Consultation

Work with a fitness consultant to help establish a program based on your goals. During this one-hour visit, a fitness professional will help you identify your fitness goals, formulate a plan, and walk you through the program to ensure you’re comfortable with the routine. Youth Aquatics Aqua Toddler / Sensory Time Free for members! ▶ $50 for 10 punches, $90 for 20 punches ▶ 1 punch = 1 adult and 1 child Time specific for families with children sensitive to loud noises or big splashes of water. During this time, all fountains, slides, and water features are turned off. Children can explore the zero depth, shallow water, and therapy pool without fear of big kids splashing. This isn’t a swim lesson and won’t be instructor led. Parents must be in the water with their children.

Infant Aquatic Survival Swim (Non-Walkers) This six-week program teaches infants to roll over from a face down or submerged position onto their backs to relax and breathe. Lessons are 15 minutes, one-on-one, four days a week.

This eight-week program teaches toddlers the swimfloat-swim sequence. Children learn to swim a short distance with their face fully submerged, roll onto their back, float and rest whenever they need to breathe, and to flip back onto their tummy to continue to swim to safety while fully clothed. Lessons are 15 minutes, one-on-one, four days a week.

Swim lessons are all-inclusive and specific for each child’s skill set and include lifesaving and safety techniques. Children should be able to work with an instructor and participate in swim lessons independently and willingly.

Swim Lessons

Parent/Child: 6 months–2 years

This lesson is designed as an introduction for parents and children alike. Learn safety tips while your child becomes familiar with the water and picks up basic water movement taught through songs, dances, and other fun forms of teaching. Parents must be in the water with their children.

Preschool: 3–5 years old

Your child will learn basic water safety skills while also growing more comfortable in the water. Students learn how to safely enter and exit the water, blow bubbles underwater, float, kick, and work on arm movements.

Youth: 6–12 years old Beginning swimmers are introduced to basic stroke movement and learn how to be more comfortable in the water. More advanced swimmers are instructed in stroke technique, endurance, and safety skills. CLASS

Youth Fitness Equipment Orientation

Kids between the ages of 12 and 15 can work out in the fitness center after they complete a youth fitness equipment orientation with a guardian. Martial Arts Aikidō Yōshinkan – Traditional Martial Arts

The Yoshinkan style of aikido is a dynamic system of throwing, joint-locking, striking, and pinning techniques. At its core, aikido is a self-defense martial art used by many law enforcement agencies across the world as an effective way to safely neutralize aggression. Please register at least three working days before the class start date. Register early as many of our classes reach capacity due to popularity.

Scholarships

Recreation scholarships are available to help defray the cost of swim lessons and memberships. Limited to Merriam residents, low-income guidelines apply. For an application, contact us at 913-322-5550 or visit merriam.org/scholarship.

Refund / Cancellation / Transfer

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to assist in these situations, programs, memberships, and rental refunds will be handled per the policy posted on the website and available at the Merriam Community Center. Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the MCC Welcome Desk. Facility users are expected to respect MCC property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the MCC and within 10 feet of all entrances. The MCC isn't staffed to provide individual child supervision. Please don't drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

Sharing in Your Community’s Future

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Foundation has provided more than $186,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. Individuals or groups wanting to contribute in honor or memory of a loved one should contact Anna Slocum by email at aslocum@merriam.org or call 913-322-5550 for more information.

The Turkey Creek Streamway Trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park. Trail mileage markers are available every 1/2 mile. Emergency (E911) trail markers are available every 1/10 mile.
