PRESIDENT’S REPORT NGAT MEMBERS, Summer is now behind us and the holiday season is quickly approaching. We all have a lot to be thankful for and I wish you the best throughout the holidays. Make plans to attend the NGAT Annual Holiday Open House on Tuesday, December 17, 2019 from 10:30 am to 1:00 pm at the NGAT Office. Our 3rd Annual Bat Cruise on August 16 was, again, a big hit. A lot of fellowship and a great time was had by all who attended. The NGAT staff is in the final stages of configuring our new association management system and website that will greatly enhance our membership. I can’t thank our staff and SMSgt Michael Wolff enough for all the extra effort they have put into this program. Make sure NGAT has your current email address and home address so you won’t miss all the coming changes. NGAT will play host to the EANGUS Area IV Mid-Winter Annual Meeting in Austin, January 17-18, 2020. This is an excellent opportunity to meet EANGUS members from our region and find out more about what EANGUS does for our organization. Our conference theme this year is “Unleash the Power from Within.” Within NGAT we have so many talented military professionals who we would like to share their talents with you. The Annual Conference preparations continue to move along. We are excited to have the 2020 Conference in Irving, Texas. The Westin Hotels is brand new and the Convention Center is within walking distance along with many other shops and restaurants. Our guest speaker will be CSM John Sampa — a Texas Guardsman who was selected as the 12th Command Sergeant Major of the Army National Guard. Be sure to save the dates on your calendar.

Our committees continue to meet at our quarterly Board Meetings to follow up on program processes and commitments. Our Bylaws committee has almost completed their in-depth review of our current bylaws. NGAT will be recommending changes to our bylaws in the near future. These changes will allow us to keep current and improve our processes. More to come… Your Board of Directors and staff continue to promote membership and support our members, but we can’t do it alone. Get involved by participating in our membership contest and make some cash for yourself or your unit. See page 11 for all the details. We appreciate your support and continued encouragement as we move forward. We encourage everyone to stay active and forward any recommendations you may have on how we can better serve you. Watch the NGAT Website and App for information about all the happening within the Association. Hope to see you all soon. Stay safe and have a blessed Thanksgiving and Christmas. H

NGAT Welcomes Cw4 (Ret) Terri Marshall to the Staff CW4 (Ret) Marshall was born and raised in Michigan, graduating from Eaton Rapids High School in 1982. Went to Ferris State University after graduating from high school but the military was calling her name. In September 1983 she joined the Michigan Army National Guard as a Private and 71L, Army Administrative Specialist. Transferred to the Texas Army National Guard in October 1986 in the Active Guard Reserve (AGR) program working in the Personnel Records Center. She made the rank of Sergeant First Class (SFC) before being commissioned as a Human Resource Warrant Officer One (WO1) in November 2002. Some of her military awards include the Legion of Merit, Meritorious Unit Commendation, Meritorious Service Medal (2), Army Commendation Medal, Army Achievement Medal (3), Iraq Campaign Medal w/Two Campaign Stars, Army Superior Unit Award, Global War on Terrorism Service Medal, Non-Commissioned Officer Professional Development 4 | N a t i o n a l G u a r d A s s o c i a t i o n o f Te x a s

Ribbon (3), Good Conduct Medal (6), Army Service Ribbon and Overseas Service Ribbon. CW4 (Ret) Marshall retired on Oct 31, 2016 from the Texas Army National Guard with 33 years of service. She resides in Liberty Hill, Texas with her husband CW4 (RET) TERRI MARSHALL began Greg of 25 years. They have two sons, working at NGAT on October 1, 2019 as our Office Assistant. Kyle and Justin. CW4 (Ret) Marshall is a Lifetime Member of the National Guard Association of Texas, Lifetime Member of the United States Army Warrant Officer Association, Lifetime Member of the Reserve Officer Association and Lifetime Member of the National Guard Association of the United States. NGATEF Scholarship Applications Now Being Accepted The National Guard Association of Texas Educational Foundation (NGATEF) announces its annual scholarship competition. Educational grants for attendance at colleges or universities will be awarded to active and life members of the National Guard Association of Texas and/or their spouses, sons or daughters. The foundation will award multiple educational grants of various amounts ranging from $500 to $5,000. High school seniors, college undergraduates and graduate students will be considered for these educational grants.

• S cholarship available for a NGAT member currently serving in the Texas State Guard or a spouse/child of a NGAT member currently serving in the Texas State Guard. • S cholarships available to a NGAT Member currently serving in the Texas Army or Air National Guard •A ll applicants must be an Annual or Life Member of NGAT or the spouse, son or daughter of an Annual or Life Member of NGAT.

Two scholarships have very specific requirements, so if you meet these requirements we encourage you to apply for NGATEF scholarships.

NGAT Awards Dinner Guest Speaker — Command Sergeant Major John F. Sampa Command Sergeant Major John F. Sampa was appointed as the Command Sergeant Major of the Army National Guard on February 15, 2018. He joined the United States Army on April 30, 1987 and has served in the Army National Guard and the United States Army for more than 30 years. He completed basic training as a Tank Armored Crewman at Fort Knox Army Post in Fort Knox, Kentucky. CSM Sampa was promoted to the rank of Sergeant Major on April 8, 2009. Prior to becoming the Command Sergeant Major of the Army National Guard, CSM Sampa served as the Senior Enlisted Leader for the Texas Military Department from March 2017 to February 2018. CSM Sampa was previously the Command Sergeant Major for the 36th Infantry Division for more than three years, from December 2013 to March 2017. CSM Sampa has been mobilized for combat duty three times and deployed overseas for combat operations in Bosnia from August 1999 to October 2000, Iraq from July 2004 to August 2006, and Iraq again from July 2009 to November 2010. CSM Sampa’s military and civilian education includes all levels of the Noncommissioned Officer Education System. He is a graduate of the U.S. Army Sergeants Major Academy. CSM Sampa is also a graduate of the Texas Highway Patrol Academy.

Command Sergeant Major Sampa has been awarded numerous awards and decorations including the Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal (4th award), Air Force Commendation Medal, Army Achievement Medal (2nd award), Good Conduct Medal, National Defense Service Medal (2nd award), Armed Forces Expeditionary Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Iraq Campaign Medal w/Campaign Star, Army Service Ribbon, NATO Medal and the Combat Action Badge. Command Sergeant Major Sampa has been employed with the Texas Department of Public Safety in the Highway Patrol Division for 23 years in concurrence with his military service. CSM Sampa currently holds his position as a Commercial Vehicle Enforcement State Trooper for the Texas Highway Patrol. CSM Sampa and his wife of 26 years Carlette have one son John, and one daughter Julia. He is a Life Member of the National Guard Association of Texas and the Enlisted Association of the National Guard of the United States. The annual 5K Fun Run/Walk — Come enjoy a leisure run/walk along Lake Carolyn on Friday morning. The registration fee includes a t-shirt, award medals and refreshments. 17th Annual Silent Auction — Bid on over 200 auction items and take advantage of some great bargains on gift baskets, jewelry, weekend getaways, and tickets to music, sports and other entertainment venues. Donations for the auction are always accepted at the NGAT office and on site. Wine Tasting — Sip, savor, relax and enjoy some exquisite wines at our wine tasting at the Nosh & Bottle Market.

The Texas Guard Takes On the Army Ten-Miler

The 35th Annual Army Ten-Miler (ATM) is a 10-mile race that starts and ends near the Pentagon. The race, sponsored by the U.S. Army Military District of Washington consisted of around 35,000 runners, making it the world’s third-largest 10-mile road race, according to the event staff. The National Guard Association of Texas along with LiteFighter, USAA, American Legion Post 490 and BG Win Burkett sponsored the Texas National Guard Team that participated in the ATM. The ATM exemplifies the Spirit of Sport and the Spirit of a Nation. Participants include military, civilians, wheel chair athletes and wounded warrior athletes. Texas Counterdrug Guardsmen Join Warrant Officer Corps Texas Counterdrug Commemorates 30th Anniversary of Law Enforcement Support

Counterdrug law enforcement partners in attendance included the Department of Homeland Security Investigations, three out of the four Texas High Intensity Drug Trafficking Area directors, two of the three Drug Enforcement Administration field division special agents in charge, the Texas Department Public Safety, the Texas Rangers and the Customs and Border Protection, Air and Marine Division. Know Your Rights ONE OF THE LEAST KNOWN AND LEAST USED RIGHTS IN THE TEXAS CODE OF MILITARY JUSTICE is the right of a Texas Guardsman to submit a formal complaint against their commander. Texas Government Code Section 432.184 provides the right of any member of the Texas Military Forces who believes they were wronged by his or her commanding officer to request review by the Adjutant General. Here is what the law says: • COMPLAINTS OF WRONGS. (a) A member of the state military forces who believes himself wronged by his commanding officer, and who, on due application to that commanding officer, is refused redress, may complain to any superior commissioned officer, who shall forward the complaint to the next highest commander, who shall examine into the complaint and take proper measures for redressing the wrong complained of, and send to the adjutant general, as soon as possible, a true statement of that complaint with the proceedings had on it. PROCEDURES FOR FILING COMPLAINT: • T he state law authorizing Texas service members to file a complaint is slim on details of how to file your complaint. Here are some suggestions: • F irst, make sure you’ve exhausted every other avenue to solve your issue. Use your chain of command and consider whether the inspector general process is better suited for your issue. • T here is no specific form or format for your complaint. Your complaint should be submitted in normal Army or Air memorandum format. Write clearly and succinctly. Attach copies of any supporting evidence you’ve gathered. •M ost importantly, your complaint must clearly articulate what action you want your commander to take.

EXAMPLES OF ISSUES SUITABLE FOR A COMPLAINT UNDER 432.184: • Actions exceeding the commander’s authority. • Decisions or orders that are arbitrary, capricious, or an abuse of discretion. • When a commander selectively applies a performance standard. • Decisions clearly violating a law or regulation. ISSUES NOT APPROPRIATE FOR A COMPLAINT UNDER 432.184: • TCMJ disciplinary actions, including section 15 sanctions – unless the commander has violated a required procedure. • Action or inaction by someone other than the commander. • Administrative board actions where the procedure provides the service member a right to file a rebuttal or answer. • Once your complaint is received by your commander, he or she must promptly notify you whether the requested action is granted or denied. If the commander refuses to grant the relief, you next submit the complaint petition to any superior officer. That officer has the legal obligation to forward the complaint directly to the next higher commander in the chain of command. • Once the next higher commander has the complaint, they must take proper measures to address the issue. Most importantly, this commander must send a report to the Adjutant General explaining all of the actions taken and why. The Adjutant General can then direct any action she deems appropriate on the matter. NGAT Hosts 3rd Annual Bat Cruise in Austin On Friday, August 16, 2019 NGAT conducted its 3rd Annual Membership Bat Cruise on Lady Bird Lake in Austin, Texas. The two hour cruise is the Association’s way of saying “thank you” to our members and giving them a chance to experience the viewing of the largest urban Mexican free-tailed bat colony in the world. These bats live under the Congress Avenue bridge from April through November and emerge nightly to feed.

This year’s cruise was our largest yet with 66 participants. We were honored to have current or former service members from every branch of the service on our cruise. During the cruise Maj (Ret) Frederick Ackerman was presented an NGAT coin for being the longest NGAT Life Member on the cruise. Maj (Ret) Ackerman joined NGAT on December 21, 1971, and his Life Member number is 2902. CPT Aaron Sanders was also presented an NGAT coin for being the newest NGAT Life Member on the cruise. CPT Sanders joined NGAT on March 30, 2019, and his Life Member number is 34620. The cruise included light snacks, free drinks and a great view of the city at sunset. H H Hall of Honor H H The Texas Military Department recognized three National Guard veterans during a Hall of Honor induction ceremony at Camp Mabry, October 27, 2019. The TMD’s Hall of Honor is an exclusive membership made up of former Texas military service members who positively influenced and brought great credit upon TMD during their tenure of service. Since the HOH was established in 1980, only 121 former service members have had their stories and contributions to TMD displayed permanently in the Texas Military Forces Museum at Camp Mabry in Austin, Texas.

MAJOR GENERAL JOYCE L. STEVENS

Texas Army National Guard MG Joyce L. Stevens served 30 years in the United States Army and Texas Military Department from April 1979 through June 2013. She served the nation with distinction during peace and war for 34 years, culminating in her dual hat assignment as Texas National Guard Assistant Adjutant General – Army and Texas Army National Guard Commander. Her service was characterized by extraordinary devotion to duty, selfless service, dynamic vision, exemplary care of Soldiers and their families, and innovative leadership. General Stevens began her distinguished service to the nation when she enlisted in the Idaho Army National Guard. In March 1982, General Stevens joined the Texas Army National Guard. Her assignment included various command and staff positions

within the 49th Armored Division, 36th Infantry Division (Light), and the 71st Troop Command. As Commander of the 111th Area Support Group she deployed to Afghanistan in support of Operation Enduring Freedom. In July 2006, General Stevens was the first female to be promoted to the rank of Brigadier General in the Texas Army National Guard. As Brigadier General, she was assigned as the Deputy Commander-Army where she was handpicked to lead the Training Validation Team for deploying Soldiers in support of Operation Jump Start and Operation Lone Star. She was directly responsible for shaping and approving comprehensive training plan and validated over 1,500 Soldier/Airmen who deployed to the border. In October 2007, she was selected to serve as the Deputy Commanding General-Support (DCG-S), 36th Infantry Division and was the first women in the nation to serve in this position. As the DCG-S, she provided oversight of four

brigades ensuring they excelled in training, administrative and logistical support, and critical deployment support of

Her exemplary leadership, strong attention to detail, superior standards and emphasis on maintaining and improving the Divisions Key Readiness Indicators produced highly commendable results. In March 2009, she was appointed as Texas Army National Guard Assistant Adjutant General – Army and Texas Army National Guard Commander. She commanded a force of approximately 19,000 Soldiers and 119 facilities. She championed programs designed to ensure families are strong, marriage are enriched, and military children reap the benefits of their parents’ service. General Steven’s reputation for excellence and genuine compassion for military personnel and their families translated into major contributions to the Texas National Guard, the State of Texas and the Nation. She is a tireless champion for her Soldiers and has a true service before self-attitude. H

COLONEL TIMMY L. HINES Texas Army National Guard Colonel Timmy L. Hines began his military career by enlisting in the Texas Army National Guard in June 1965, serving honorably for over 33 years. He received his commission from the Texas National Guard Academy’s Officer Candidate School in 1968. Excepting to be sent to Vietnam, then 2nd Lieutenant Hines, volunteered for and was accepted entrance on Active Duty in the summer of 1969. While at Ft. Sill, Oklahoma attending the Field Artillery Officer Basic Course, he requested Rotary Wing training and was accepted one year later on December 4, 1970. Shortly thereafter, he reported to B Troop, 7th Squadron, 1st Air Cavalry Regiment in the Republic of Vietnam. While there he served with courage and valor as a Scout Pilot earning the Distinguished Flying Cross. He returned to the Texas Army National Guard and was immediately placed in command of an Armored Cavalry Troop (F, 124th CAV).

This unit, which was split in three locations and was in great need of attention and was a difficult mission. In less than a year then Captain Hines regrouped, revitalized and redirected the unit to an outstanding readiness rating. The unit was reorganized to Company B, 111th Engineer Battalion. As the Commander, he was responsible for its very smooth, successful, and quick transition from an Armored Cav Troop to an Armored Combat Engineer Company, while retaining the unit’s strength and high morale. This was the start of a distinguishable career of an exceptional individual. Colonel Hines’ contribution to equal opportunities is also noteworthy. In 1985, he recruited the Texas National Guard’s first female aviator and ensured the continued growth of female aviators by recruiting several women and promoting their attendance in Flight School. In 1994, Colonel Hines was assigned as the Commander of the 111th Area Support Group where he successfully coordinated numerous major unit reorganizations and accomplished overseas deployments to Europe enhancing rapport and interaction with Active Duty counterparts for real-world missions. During this time, he continued to aggressively seek diversity within his command and afford equal opportunities to qualified officers, which resulted in him placing eight female company and field grade officers in command positions. Colonel Hine’s extraordinary contributions to the Texas Army National Guard, the United States Army, and the State of Texas have been invaluable, and he leaves a legacy of service and excellence. H

COMMAND CHIEF MASTER SERGEANT KEVIN O’GORMAN Texas Air National Guard Command Chief Master Sergeant Kevin J. O’Gorman, served over 37 years in the United States Air Force and the Texas Air National Guard from January 14, 1974 through March 1, 2015. He served his community, the State of Texas with great distinction and honor. Chief O’Gorman completed Basic Military Training and Aircraft Maintenance School, and his first assignment was as a Crew Chief assigned to Japan. Upon his return to the United States he was assigned to Bergstrom Air Force Base, Austin, Texas, where he worked as an Aircraft Maintenance Specialist on multiple assigned model aircraft.

In September 1984, he enlisted in the Texas Air National Guard. 136th Airlift Wing and was hired as a full time Technician Aircraft Maintenance Specialist. While assigned, Chief O’Gorman was forward deployed to various locations in support of several joint operations. His state activations include humanitarian missions during multiple natural disasters. He participated in two Volant

Rodeo competitions, with one taking second place in the world, and first in the Air Force. In 1991, he was selected and trained to become a Flight Engineer Technician and was assigned to the 181st Airlift Squadron. Within that first year, he became an Instructor for Flight Simulator Platform for Aircrew and a Group Training Manager. Chief O’Gorman helped lead the Squadron for its call to active duty in February 2003. Chief O’Gorman served as the Vice Chairman and then Chairman of the 136th Airlift Wing Chief Council. He assumed the duties as the 136th Airlift Wing Command Chief Master Sergeant and served as an invaluable liaison between the Wing Commander and over 1,200 enlisted personnel. On March 1, 2012, he assumed the duties as the 11th State Command Chief Master Sergeant for the Texas Air National Guard. Through his leadership he directly impacted the lives and missions over 2750 Texas Airmen. He facilitated the consolidation of the Texas Domestic Operations under one command, this initial step resulted in the opportunity for a Texas Air National Guard member to serve in the Senior Enlisted Advisor/Command Chief billet for Texas Domestic Operations for the first time. Chief O’Gorman helped spearhead the activation of the “Air” personnel for Operation Strong Safety, a 34 million dollar, 1,000 plus troops state deployment to the Texas border. Overall, the creative ability, exemplary foresight, and devotion to duty consistently demonstrated by Chief O’Gorman resulted in increased effectiveness of the Texas Air National Guard. His consummate leadership and guidance will have a lasting positive impact on the State of Texas and the United State Air Force. H

NGAT Wins Awards at EANGUS Conference NGAT had a delegation of 13 that attended the 48th Annual EANGUS Conference in Des Moines, Iowa. This included two Soldiers and two Airmen who attended for professional development. Attendees heard messages from the Chief of the National Guard Bureau and other senior officials during the four-day conference, including EANGUS committee meetings, and a trade show of military services. During the conference NGAT was presented with two awards: one for “Best Association Website,” and one for “Best Combined Association Publication.” Many thanks goes out to our graphic designer, Terri Sheets of MediaNation; and our editor, MSG (Ret) Theresa Billeck-Zuniga, for all of their hard work! On the last day of the conference Area IV elected new area directors. CMSgt Troy Abel – Kansas, will serve as our Area IV Chair; MSgt Ashley Brodnax – Arkansas, and SFC (Ret) Nickie White – Mississippi, will serve as our Area IV Directors. NGAUS Dues Changes Approved at General Conference NGAT had a large group in attendance at this year’s 141st NGAUS General Conference and Exhibition where more than 4,000 National Guard officers and their guests gathered in Denver, Colorado to lay the groundwork for the next year of advocacy on behalf of the Guard. Texas had 39 attendees and guest with 8 of them being general officers.

In the past, dues rates were based in accordance with officer pay grades — meaning there were 15 separate dues levels. Now, the rates will be combined into three classes: company grade, field grade, and flag grade. With that change adopted, the new dues structure is as follows, effective October 1, 2019: O-1, O-2, O-3, WO-1, CW2, CW3: $40 O-4, O-5, O-6, CW4, CW5: $80 O-7, O-8, O-9, O-10: $130

The conference opened with a performance from the Silhouettes a dance group from Denver, Colorado. The group is best known for performing on the sixth season of America’s Got Talent.

During the conference attendees heard from General Joseph L. Lengyel, Chief of the National Guard Bureau; General James C. McConville, Chief of Staff of the Army; General John M. Murray, Commanding General Army Futures; and Lt Gen L. Scott Rice, Director, Air National Guard, to name a few. Each of their messages resonated around this year’s conference theme of The National Guard: An American Treasure. It is a premise based of the Guard’s most valuable asset — it’s people. NGAUS members overwhelmingly approved a change in the association’s bylaws that aims to streamline the membership structure. The change, which had to be approved by a two-thirds vote, was made on the final day of the conference. In doing so, officials sought to simplify the active annual membership dues structure.

Congratulations to Capt Paula Palacios, a member of HQ, Texas Air National Guard, who was elected to serve on the NGAUS Company Grade Committee for Area IV. Overall it was a great conference with exceptional speakers and a tremendous trade show that showcased military equipment and services. It started with a motorcycle rally through the Peak to Peak Highway in the Rockies. The governor’s reception was held at the Wings Over the Rockies Air and Space Museum where attendees visited the museum, enjoyed great food, live music, and a mechanical bull riding contest. The States Dinner closed out the conference with a performance by country-western artist Michael Martin Murphy. Murphy, a native of Dallas, asked to visit with the Texas delegation prior to his performance. He was very down to earth and spoke to all our attendees and took photos with our members. It was a great way for Texas to close out the NGAUS conference. H

36th ID Arrowhead Scramble a Success The National Guard Association of Texas in conjunction with the Texas Military Forces Historical Foundation and the 36th Infantry Division partnered together to host the 36th Infantry Division Arrowhead Scramble on October 14, 2019 at the Hills of Lakeway Golf Course. It was a great day for golf and a very successful tournament. A total of 22 teams played to help raise funds to reprint the book “From Texas to Rome, A General’s Journal” written by Major General Fred L. Walker. This remarkable and very rare memoir discusses the bloody combat history of the Texas National Guard 36th Infantry Division in World War II — from pre-embarkation training through the capture of Rome. Thank you to all our sponsors to whom, without their support, the success of the tournament would not have been possible. The tournament raised a total of $5,695. NGAT was especially excited to see that the first-place team included Cody King who is the grandson of former NGAT Executive Directors, CW4 (Ret) Lewis O. King.
