It is noted that all applicable permits for the project will be secured prior to the start of construction. Additionally, it is noted that HDOT has conducted public review of the proposed overall Airport Access Road project (Phase I and Phase II) over the last four (4) years. Notably, in February 2009, the HDOT-Airports Division and HDOT-Highways Division held a joint public meeting on the project to discuss the proposed roadway. No comments in opposition to the project were received. It is also noted that in the 1997 EIS prepared for the Airport Master Plan, there was extensive public review of the proposed Airport Access Road component. Further, this EA document will be available for public comment and HDOT will schedule a public meeting during the review period.
