As previously noted, the purpose of the proposed project is to redistribute existing traffic in the area by constructing an alternative and more direct access to the Kahului Airport. This project has been determined to generate minimal air quality impacts for Clean Air Act Amendments (CAAA) criteria pollutants and has not been linked with any special MSAT concerns. As such, this project will not result in changes in traffic volumes, vehicle mix, basic project location, or any other factor that would cause an increase in MSA T impacts of the project from that of the no-build alternative. The proposed Kahului Airport access road is not anticipated to generate additional traffic, but is intended to alleviate the existing traffic congestion on area roadways. Moreover, Environmental Protection Agency (EPA) regulations for vehicle engines and fuels will cause overall MSAT emissions to decline significantly over the next several decades. Based on regulations now in effect, an analysis of national trends with EPA's MOBILE 6.2 model forecasts a combined reduction of 72 percent in the total annual emission rate for the priority MSAT from 1999 to 2050 while vehicle-miles oftravel are projected to increase by 145 percent. This will both reduce the background level of MSA T as well as the possibility of even minor MSAT emissions from this project (U.S. Department of Transportation, Federal Highway Administration, September 30, 2009). In the short term, air and noise quality in the general vicinity may be impacted during the period of construction. Applicable provisions ofHAR, Chapter 11-60.1, Air Pollution Control will be implemented to minimize potential air quality impacts. Moreover, should noise during the construction phase of the project exceed the maximum allowable noise levels, a noise permit will be obtained. In the long term, there are no anticipated adverse impacts to air quality attributed to the project.

TRAFFIC A Traffic Analysis Report for the project was prepared by Julian Ng, Inc. in July 2008 and updated in March 2011. Refer to Appendix "A". It was noted in the Traffic Analysis Report that the average daily traffic along Keolani Place, the current primary entrance to Kahului Airport, in 2003 was estimated to be 15,421 vehicles.
