Shelters could go for a bomb Two different lots of Westcountry farmland near the Cornwall/Devon border are coming to market with an unique selling point: nuclear bunkers. Titchbarrow near Otterham Station and land known as Windmill in Holsworthy both have shelters in the event of a nuclear attack. During the Cold War, they were both associated with the Royal Observer Corps, which was tasked with monitoring fallout in the event of a nuclear incident. Tom Rattray of Kivells in Launceston has been put in charge of the Titchbarrow sale. He says: “My grandfather was in the Royal Observer Corps, so when I learned about this sale, I jumped at the opportunity to handle it.”

Commissioned in 1962, the Titchbarrow bunker is a short distance west of the A39 between two ancient burial mounds. From the entrance looking north, the “eavesdropping” radar dishes of the GCHQ Composite Signals Organisation Station at Morwenstow are visible – a potential Soviet target. “One interesting feature of the Titchbarrow bunker is that the ventilation shafts rise in a louvre fashion facing downwards – this would prevent nuclear fallout from entering them,” says Tom. The Holsworthy nuclear bunker within Horse Park Meadow is evident on the surface by a large sealed manhole cover at its entrance

near Windmill Road. From here, the Royal Observer Corps ran an aviation bomber identification operation. Both bunkers were decommissioned in 1991 by the Ministry of Defence, and ownership reverted to the landowners. The Titchbarrow bunker is contained in a parcel of 68.62 acres of pasture, going to tender with a guide price of £430,000, with a closing date of December 15. The Holsworthy bunker within Horse Park Meadow is being sold at public auction by Kivells on December 12 at 2.30pm at the new Hoslworthy Livestock Centre.

Experts give Osborne the stamp of approval The mood was buoyant at a Westcountry gathering of property professionals on Thursday – the news on everyone’s lips was the Government’s surprise announcement on Wednesday night about reforms to stamp duty. Agents, buyers, architects, lawyers – all had something positive to say at the Heritage Homes event at their new Holland Park development in Exeter. Sparkling wine, canapés, and fancy cupcakes (laid on to celebrate the firm’s success at The Brick awards, were a perfect fit for the mood. The Government’s changes, which took effect on Wednesday at midnight, were to scrap the unpopular “slab” stamp duty, and replace it with an income-tax style levy, under which properties are taxed only on their price above each defined tax threshold. Overnight, this has meant that 98% of people buying properties will suddenly save a good chunk of change – the tradeoff is that buyers of properties above £937,500 are stuck with a much higher rate. “They should have done it years ago,” said David Lovell, a development director for Heritage Homes. “It makes much more sense. Now you won’t have to artificially adjust the price of a house just because of stamp duty.” Under the old system, a property costing between £125,000 and £250,000 was taxed at one per cent of the total amount, but if a property cost just over £250,000, the stamp duty jumped to three per cent. A further jump happened at £500,000. This meant that properties worth just above £250,000 or £500,000 were either under-priced to avoid the stamp duty rise, or overpriced to provide a margin to be bargained down. “I have one client who just decided to reduce the price of his house from £575,000 to £500,000,” said Louisa Hooper from Jackson-Stops and Staff. “Now he’s been able to change that to £525,000 because the buyer won’t

The UK’s unpopular “slab” stamp duty system has undergone a total reform with immediate effect from Wednesday, with the winners generally being those buying homes under £1m, and the losers those who buy pricier properties. Key details: ■ Under the old system, once you went over a threshold, the rate charged rose – and, you paid tax on the whole purchase price at the higher rate. On a £260,000 home, for example, you paid 3% on the whole price, so £7,800. That’s even though the rate from £125,001 to £250,000 is 1%, and only climbs to 3% at £250,001. ■ The new system will work like income tax, where you get a tax-free allowance, and pay a different rate of tax for each portion of the price. There’s no tax up to £125,000, it’s 2% from £125,001 to £250,000, 5% from £250,001 to £925,000 and so on. The same £260,000 property will now cost £3,000 in stamp duty.

Overnight, the couple stand to save £4,700 – it’s like Christmas come early. “I had no idea it was coming,” he said. “I wasn’t even sure it would apply to our sale, as we were already in the process. But it does, and it makes quite a difference. “We’re going to use the money to kit out the house, furniture and cur-

tains and so on. We can buy all the things I never realised were so expensive.” According to Michael Henderson, a director of Drew Pearce, the amendments look sound. “From what I’ve been able to determine so far, this legislation is imaginative and thoughtfully produced. “There are still a few pinch points at which it doesn’t make a great deal of difference, but the kinks in between have been ironed out, and there are no artificial thresholds. “I’m not sad enough to sit for hours and examine the entire graph, but I have investigated some examples, and to me it looks well thought through. “The more you look at it the more you can see tremendous amount of careful planning has gone into it. “It’s very good news particularly for first-time buyers, for whom it removes a lot of the burden.” NEXT WEEK: We hear how the top end of the market will be affected by the changes

■ Anyone who has exchanged contracts on a purchase by 11.59pm on Wednesday but not yet completed the purchase will have a choice whether to pay under the new or old system. If you have completed but have not yet filed your stamp duty return, you pay stamp duty under the existing rules. Martin Lewis, from the MoneySavingExpert.com, says: “I suspect the main reason for the change was to take on Labour with vastly increased rates for ‘mansion tax’ properties. “While the political arguments will rage both ways over whether it’s fair to charge those in big homes such high rates, certainly doing it via a one-off stamp duty rather than by an annual tax is a fairer system. “The key point is that it is done at the point of transaction, so people can factor it into their purchasing decision, rather than a retrospective tax as the mansion tax would’ve been for many.” From MoneySavingExpert.com

The right time to There’s no better time to plant trees and conifers, particularly bare-root ones, than when the plants are dormant but the soil is still warm enough for the roots to become established before spring. If National Tree Week, which runs until tomorrow, has inspired you, consider firstly your situation and how much space you have. Trees can create privacy, shade, dramatic impact, colour and fruit, as well as movement and architectural form. The height and structure of the types you choose are as important in a small garden as they are in a large one. If you have a small space, consider a narrow tree with minimal spread, which will provide height and structure. Alternatively, you may prefer one landmark spreading tree with a canopy, which casts dappled shade but allows for some planting underneath. Compact ‘weeping’ trees, such as a weeping pear (Pyrus salicifolia) could be used as a focal point. If your space is really limited, you could plant a carefully trimmed tree in a large pot. Excellent trees for small gardens include Amelanchier lamarckii, whose graceful branches carry copper-hued new leaves in spring along with starry, white flowers. In autumn the leaves often colour brilliantly too. If you have room for two trees, try to combine a pair with a different season of interest, such as a photinia – an evergreen with new red growth in late spring – and sorbus, which has lovely autumn hues and dazzling berries. If you are looking for flowers, consider one of the crab apple varieties, such as Malus floribunda, the Japanese crab, which is adorned with blush pink and white fragrant flowers in spring and is slow growing; or the Malus ‘Royal Beauty‘, which bears deep red-purple flowers and small dark red fruits. Among the most suitable flowering

Trees planted late in the year experience much less stress than trees planted in spring or summer consider a Japanese maple, which will produce fantastic foliage colour, or a trimmed bay, photinia or olive tree. Bigger gardens offer more scope to house majestic oaks, horse chestnuts and lime trees. Just be aware of their impact on your views long-term because you don’t want them to screen your vista of the countryside.

Recommended RHS AGM varieties to plant include Photinia fraseri ‘Red Robin‘, Acer freemanii ‘Autumn Blaze‘, Quercus palustris, Malus ‘Evereste’ and Sorbus vilmorinii. Trees planted in the autumn will experience much less stress and will require less watering and aftercare than trees planted in spring or summer. When planting, dig out a hole much larger than the roots, at least 30cm (1ft) wider than the rootball and 30cm (12in) deeper and mix in good garden compost and a generous sprinkling of slow-release fertiliser. Stake your plant using a stake as long as the distance from the bottom of the hole to just below the first branch, plus 45cm (18in). It’s easier to do it if the tree is removed, then once the stake has been driven in replace the tree, teasing its roots around the stake and make sure that the tree is held away from the stake with a buffer to stop it rubbing. Larger trees can be staked using three stakes in a triangle shape in the hole about 50cm (18in) from the stem of the tree. Add compost to the soil you are going to put back around the tree, firming it against the roots, but avoid heeling in on top of the rootball or you may damage the tree. Sparkling, frosty days are beautiful in the Westcountry. Forget queuing outside high street shops – my family and I will be wrapping up in hats and scarves (hurrah for cosy Christmas presents) and enjoying some bracing fresh air to welcome 2015. Everyone is welcome to join in the fun. For the day after, I’d recommend a bracing circular walk around the headland on the South West Coast Path to blow away the cobwebs. Here’s a good one of about 4 miles/ 1.5-2 hours from the BBC website: head from the village of Noss Mayo along the creekside, through the National Trust woodlands and up onto the cliff path. Follow stunning coastline on what was once Lord Revelstoke’s carriage drive, and head back down to the village. The waterside Ship Inn, which has food and a great choice of beers, makes a logical finishing point. Where to stay: Gather the clans at Elphinstone (L180) at Newton Ferrers, a fantastic

An extended or multifamily party will usually include different generations, so space for everyone to enjoy time together is key, as well as the option to escape for privacy when needed! Ideally, you’d include one main and a second living area, with perhaps an additional quiet area. The dining area will need a large table and chairs – often the stay will include a catered meal for a special occasion. The kitchen needs to be large with plenty of food preparation space and storage. Properties with multiple bathrooms let best. Make provision for a ground-floor bedroom with bathroom nearby to appeal to the older/less able market. Outdoors, you’ll need a level area with furniture, an enclosed lawn, and room for several cars to park.Avoid overcrowding.

Q. During a recent booking I noticed there were more people staying in my holiday cottage than I had been informed of. What should I have done? – LT, Taunton

A. Bev Plunkett, property manager for Helpful Holidays, says: Some holidaymakers feel that because they have paid for their accommodation they can invite as many people to stay as they then wish. It can be difficult for you, the owner, to know how to deal with this situation, especially if it involves elderly people or small children. Should you confront the holidaymaker and terminate the booking if an unexpected guest stays for one night with a baby in its own travel cot? Or should you just turn a blind eye? From the holidaymaker’s perspective, they might not have realised the seriousness of the scenario, especially if there was room for the additional guest. In this situation, most accommodation providers would agree that a word of warning and possibly a small charge is adequate. However, do check the terms of your Public Liability Insurance since it may be invalidated by having more people staying than you advertise for, or by accommodating people who aren’t named on your booking form. State clearly in your booking terms the consequences of over occupancy. Booking terms, especially if set by an agency, usually make it perfectly clear that if customers exceed the occupancy limit or change a confirmed booking without asking in advance, they are breaching the contract and property owners are within their rights to take back possession of the property. If you work with an agency such as Helpful Holidays, it’s advisable in this situation to contact them first with your concerns and let them speak to the holidaymaker. Fuelling a burning desire to reduce heating costs Julia Gray reveals how to save money by upgrading and insulating heating systems If things need heating up before the holidays, just take note of the helpful tips in this “winter survival guide.� SERVICE OR REPLACE THE BOILER

UPGRADE THE RADIATORS AND VALVES

For your home’s boiler to work most efficiently, it essential that it is serviced annually by a Gas Safe Register (www.gassaferegister.co.uk) engineer. If you can afford to, replacing an old boiler with a new one will improve your central heating system and save you money. A boiler that’s 15 years old or more is only around 60-70% efficient, so around 30p-40p of every pound spent on heating and hot water is wasted. “Updating to an A-rated condensing boiler, such as a Worcester Greenstar, could make your heating system up to 90% efficient,� says Martyn Bridges of boiler manufacturer Worcester, Bosch Group. INSULATE OR REPLACE WATER CYLINDER

New cylinders for boilers, such as Worcester’s Greenstore range, come with a thick layer of built-in insulation, but lots of us have older cylinders that benefit from being fitted with an insulation jacket (at least 75mm thick). According to the Energy Saving Trust, fitting a jacket to an uninsulated cylinder will save you around £85-£130 a year (based on a typical gasheated home in England, Scotland and Wales). Cylinder jackets are inexpensive and easy to fit – try Mangers Cylinder Jacket (£14.58, B&Q), which is 180mm thick. INSULATE PIPES By insulating heating/hot water pipes, you prevent unnecessary heat loss and equally importantly help to stop them from freezing in winter. The easiest way to insulate pipes is to use pre-

Many older radiators don’t have adjustable valves – they’re either on or off, so fitting new valves will enable you to turn the heating down when you need to. “I would always recommend fitting thermostatic radiator valves, as they offer individual room comfort and also save energy by not allowing rooms to overheat,� says Bridges. “They regulate or cut off the flow of hot water to individual radiators, while the programmer and room thermostat control the heat to the whole house. “A survey indicated that a central heating system with a full set of controls and thermostatic radiator valves could save up to 40% compared with an uncontrolled system.� STAY IN CONTROL Smart systems, which enable you to control your heating and hot water from your smartphone or tablet via an app, are all the rage. One of the newest is therM, which is compatible with any heating system with a thermostat – if you can do basic wiring, you can fit therM yourself (an internet router is also required). Smart systems like this enable you to control your heating and hot water precisely and remotely, so instead of leaving the heating on when you go out on a cold day, you can turn it on using your smartphone when you’re on your way home.
