Avoid unnecessary downtime and production loss

We are now at the third edition of the redesigned Zeeland PortNews. This is a perfect opportunity for us to take a minute to reflect on previous editions. Following the revamping of Zeeland PortNews, we received a great deal of positive responses from companies within the ports, participants and affiliates of the Zeeland Port Promotion Council and directly from readers. We always appreciate and enjoy hearing from our readers and would like to take this one step further in the form of a survey. We want to hear what topics are especially of interest and what is happening in the ports of Vlissingen and Terneuzen. In the near future we will be sending out a reader survey and would appreciate receiving as much feedback as possible as we look towards the future.

On an international level we have four publications that keep us up-to-date in the maritime world; Offshore Industry, Port Industry, ShipBuilding Industry and SuperYacht Industry. Once a year we publish a Maritime Service Directory, which keeps us informed on new and existing players in the maritime world. Locally we are proud to publish PortNews. The more our world becomes connected, the more opportunities we have to unite our community. Our province has the lowest population in the Netherlands but we by no means have less to offer. Our ports are thriving, markets are growing and industries such as offshore wind and food logistics have catapulted us to a global level. As our audience grows, so does our community and we aim to continue to provide a platform to support and encourage this growth. Are you directly or indirectly

Our middle name: easy access Welcome We’ve carved a name for ourselves when it comes to offshore oil & gas and offshore wind in the Netherlands. Our ports have the perfect location for these activities and are directly accessible from the North Sea. Our wide harbours can accommodate all the necessary loading activities on offshore construction vessels. These are just some of the infrastructural advantages we offer. We continue to develop and expand our strategically located port region. You could say that the middle name of the ports of Zeeland is: ‘easy access’. Easy access between and within our ports in Vlissingen and Terneuzen, from the ports to the hinterland, or from the North Sea to the ports. We aim to continuously improve our road, railway and inland waterway infrastructure. For starters, the Westerschelde Tunnel has undergone construction, and now the Sluiskil tunnel is open, connecting the ports Vlissingen and Terneuzen in the most optimal way. Ideal for companies with offices and facilities in both ports. Road work to widen the road connection between the A58 highway and the Westerschelde Tunnel has begun. Construction on the road connection to Belgium will start soon, upgrading the road infrastructure in the vicinity even more. The focus is also on efficient and sustainable transportation from the port to the hinterland in Northwest Europe. One such project is the waterway between the river Seine and the Westernscheldt river for inland navigation. The new Seine-Nord Europe canal is a high capacity freight corridor linking major economic centres, expected to be open by 2020. Another important mode of transport is rail. Headway is being made with two such projects. One is a new direct and efficient rail cargo connection between our Terneuzen port and the Port of Ghent. Another is a direct rail connection from our Vlissingen port

to Antwerp and the Belgian hinterland. The ports of Zeeland are dedicated towards accommodating maritime and offshore activities, offering very easy access from the North Sea. The Vlissingen port is lock free; one of the reasons why offshore is booming here. Talking about locks, an important development is the new huge Terneuzen lock, expected to be operational by 2021. This new lock will make the port of Terneuzen more accessible for seagoing vessels and improves access to the Belgian and French hinterland for inland vessels dramatically. In our continuous efforts to improve our already impressive accessibility, we can count on our flexible and skilled workforce to accomplish whatever goals are set. They contribute to making the ports of Zeeland the dynamic and unrivalled seaport region it is.

Flexibility Zeeland

Excellent employees help shape your company, but how do you find these top talents? Do you still apply the do-it-yourself recruiting approach? Just like the famous saying on the coat of arms of Zeeland ‘luctor et emergo’ (Latin for ‘I struggle and I emerge’), recruiting can be a struggle requiring a lot of energy and time. Why not team up with an experienced and professional company? Flexibility Zeeland can do the job for you. Do you have a temporary vacancy or a position so specialised it’s hard to find candidates? In both cases Flexibility Zeeland can help you find the best candidate for the job and make the ideal match. Flexibility Zeeland recognise the importance of going beyond the CV description and take the time to get to know candidates before presenting them.

Howzat Relocations

Howzat Relocations was founded in 1990 in Terneuzen (the Netherlands). The owner, Coby Verschelling-de Vos, set up the company after having started her career within Expat counselling in the Human Resource department of an American multinational company. Putting her dedication into the expat business by founding Howzat, this has resulted in an energetic and totally independent company with great flexibility and excellent service. Relying on more than 25 years of experience and a large international network, Howzat gives personal support to the Expat on the move. The Howzat consultants are well acquainted with the multifaceted issues HR management and their employees face. Howzat customers not only entrust the team with immigration and relocation services but also with tenancy and property management. In light of this, Verschellingde Vos established Interior Lease, a separate company, in 2010. Closing the gap between offer and demand and at the same time offering Expats custom-made stylish housing solutions in a housing market that can be challenging.

Impuls for logistics projects

Initial figures for 2015 are in Zeeland Seaports: positive trend continues Zeeland Seaports recorded transhipment activity of 16,4 million tons in the first half of 2015. These figures show a decline of approximately 5% when compared to the first half of 2014. However, this decrease is only noted in the first quarter of the year with the second quarter again showing clear signs of growth. The decrease is largely due to the sharp drop in liquid bulk, on one hand due to major turnarounds in the port area and on the other, low oil prices. As a result trading remained low and several oil and chemical products were kept in storage. Despite the decline in transhipment, Zeeland Seaports continues the positive trend of results that were noted in 2014. An increase in results is expected shortly, consolidating the potential for further investment in the port area by existing companies and companies who wish to establish themselves in the port of Zeeland Seaports.

The province of Zeeland is investing EUR 60,000 in three sustainable logistics projects run by the development authority of the province of Zeeland – NV Economische Impuls Zeeland (Impuls). The idea is to strengthen and improve the economy of Zeeland. General Managing Director of Impuls Dick ten Voorde explains that it’s all about improving Zeeland’s competitive position. Expectations are that the spinoff will be larger than the investment itself. The three projects aim to reduce the number of logistical movements by using sustainable solutions. For example: ‘paperless sailing’. Inland tankers can report their arrival time digitally. A vessel can save fuel by sailing slowly instead of mooring longer than necessary. In this way, quays are used optimally as well. Millions of EUR can be saved if ships start adopting this system. Bundling cargo in order to improve the flow of cargo is another initiative. By working together in the Canal Zone, companies can help minimise the number of half empty transport legs. Possibilities in Zeeuws Vlaanderen are already being explored. A knowledge centre of the Zeeland logistics sector, the new Zeeuws Kenniscentrum Logistiek (www.zeeuwskenniscentrumlogistiek.nl), should help spur things along in terms of new ideas, logistics solutions and by raising the level of expertise.

Fishing trawler Afrika receives finishing touches The Jaczon-operated fishing trawler, Afrika, left Damen Shiprepair Vlissingen on 9 July, fresh from a period in drydock where she received a programme of repairs and upgrades. A refit project involved several safety adaptations made to the aft deck arrangement, new staircases in the holds and the bow thruster compartment. Afrika’s fish tanks are temperature-controlled by refrigerated cold water and insulated with purofoam to prevent energy loss. This highly flammable material can only be used once and is difficult to remove due to its positioning ‘in between’ steel walls. A plan was devised to inject the space between the panelling and the deck with N2. The flow of oxygen was then closely monitored, and welding on deck successfully completed without having to remove the insulation. Damen carried out additional activities including the extension of the forecastle deck and the extension of the boat deck. This extra accommodation space also received a complete refurbishment. New player sets up business in the port of Vlissingen Bulk Terminal Zeeland B.V. enters into contract with Zeeland Seaports Following successful talks with Zeeland Seaports Port Company, Bulk Terminal Zeeland B.V. (BTZ) signed a contract on 10 July to lease a site in the port of Vlissingen. BTZ plans to use the site on the Quarleshaven to store and process bulk goods. Access to the site is via a quay that can accommodate ships with a maximum length of 225 metres. The arrival of BTZ marks an important development, which provides good commercial opportunities for

the parties involved. This new player in the Zeeland port will also generate 50 to 100 direct and indirect jobs. “We looked at the possibilities in the port after noticing a need for bulk goods processing, and that’s where our journey began,” says Managing Director, Marijn van Nispen. “It was a long road, which ultimately led to a very positive result, thanks particularly to the extremely good working relationship with the commercial department

of Zeeland Seaports,” according to Van Nispen. “The port of Vlissingen has excellent infrastructure, which BTZ can utilise. Vlissingen is just an hour’s sail from the North Sea and has very good access to the European hinterland, by road, rail and inland shipping. So there are plenty of opportunities for a successful bulk operation”, concludes Van Nispen.

INSIGHTS

As this industry develops, we develop with it The ports of Zeeland are synonymous with wind energy and known as the European hub for the offshore wind industry. More than 26 projects were successfully handled in the last few years and a variety of new offshore projects are on-going by several companies. Examples of recent projects include five mega jackets loaded in the Scaldiahaven for substations of various offshore wind parks, Heerema building the largest oil and gas jacket ever (exceeding 17,000 tonnes), Damen shipyards recently prepared the vessel Nexus which will be used for the installation of cables for Geminipark and VDS just mobilized the installation vessel Aeolus. Within the offshore wind market competition is growing. Also for Zeeland Seaports. Other ports are recognising the opportunities and attempting to enter the market as well. What do you think of this development? Does it threaten the position of Zeeland Seaports as the market leader? DICK: Having a dominant position in

a certain industry or activity creates a certain awareness in that market, thus competition or trying to get a piece of the market is to be expected. Consequently, we see other ports trying to enter into this market with some recent successes in the news. However for the offshore industry in general, it is very important that there is a very reliable group of companies with a proven track record. The companies in our port have these qualities and will continue to attract business for our port in this sector. With the mega-investments that are projected for the offshore-wind industry in our port, we expect increased activities and further growth of companies as well as employment.

of Zeeland Seaports and takes a glance at the vast amount of activities taking place in the port of Vlissingen.

What kind of innovations are you looking into? DICK: There are more foundations than

monopiles. Especially looking to the future as wind farms are installed deeper into the seabed. We are looking into gravity bases and jacket foundations as well as developing floating foundations. The choice of the type of foundation and location is predominantly with the developer of the parks but our approach has always been to cater to an array of alternatives. Zeeland Seaports has always been flexible to the market, whether it is facilitating new activities or the capacity on offer. Our terminal offers the space, facilities and equipment needed for all the operations involved in the final construction and maintenance of offshore farms with 24/7 availability. On an almost daily basis there are 3 installation vessels in the Westhofhaven and this consistency remains unchanged. We house production and maintenance facilities for a.o. VDS, GS Staalwerken, Hoondert and Heerema. And companies in the neighbourhood of our port like Hillebrand in Middelburg are making use of our port as well.

Can you give some examples of expansion plans for the future? DICK: We would like to establish a

manufacturing facility in the port so as to form an even broader and stronger cluster. The cluster that we have developed through the years offers several advantageous synergies and a strong foundation for further commercial activity

to reinforce the offshore wind cluster. And of course a windmill consists of more than a monopole. It contains a lot of specially designed parts that need to be constructed, transported, maintained and or replaced. For the so called O&M (operations and maintenance) Zeeland Seaports also has several possibilities on offer. The port is located relatively close to the parks, it has a lots of knowhow available and it has a heliport within 10 minutes drive from the port area. Apart from the construction of jackets for the oil and gas industry we also want to focus on decommissioning oil platforms and expanding to markets outside the Netherlands. We have the ideal port to accommodate to such a facility; the capacity is there so we are looking forward to utilising it further.

What challenges do you anticipate for the future? DICK: The challenge ahead is to maintain

and expand our competitive advantage. Zeeland Seaports has been a market leader for many years due to its strategic location with excellent nautical access for installation vessels: no locks and no congestion. Being the market leader comes with a degree of accountability and precedent that we will continue to nurture and develop. As this industry develops, we develop with it.

PORTS IN FOCUS Top-notch offshore fabrication and construction

Strategically located nearby offshore oil and gas rigs and North Sea wind farms, the port provides an optimal infrastructure, facilities and operations for the offshore market. And the available facilities are expanding. In the offshore wind and oil and gas business having a heliport and landing jetty nearby can be imperative for quick transportation of crew or parts. “Zeeland Seaports, a shareholder of Zeeland Airport in collaboration with the airport, is promoting these heliport’s services. The heliport at Zeeland Airport is available for companies active in the operations and maintenance of offshore wind farms and oil and gas rigs,” explains Commercial Manager Zeeland Seaports Peter Geertse. However, it is not only when it comes to transportation that facilities are expanding. “We can accommodate the offshore wind industry when it comes to logistics, production, assembly, maintenance and operations. We have 55 hectares of (quayside) land available for new investors in the Quarleshaven at the Greenfield Offshore wind cluster for production, assembly and logistics.” “Our track record so far has been excellent,” comments Geertse. Not surprising, considering the companies specialised in offshore production and logistics: Bow Terminals, Verbrugge Terminals, Damen Shipyards, Van Oord, heavy-lifting and transport company Mammoet, Heerema Offshore, VDS Offshore Construction Terminal, steel construction and renovation company Hoondert, building and structural contractor Sagro, towage and salvage specialist Multraship, independent maritime service provider Supermaritime, and steel construction company GS Staalwerken.

Europe’s offshore wind capacity to more than double by 2020

“Zeeland has a perfect geographical position when it comes to North Sea wind farms,” says Geertse. The Borssele Wind Turbine area is one such project located just 22 kilometres off the Zeeland coast. It is the first of three wind farm projects to be developed under the Dutch government’s brand new approach to awarding permits. In a race to boost current capacity from 1,000 MW (including Eneco Luchterduinen and Gemini) to 4,500 MW by 2023, subsidies for the first 700 MW will be tendered out by the end of 2015. The bidder with the best plan receives the permit and grant to develop the park. With this new competitive price and subsidy scheme in place, the focus is on bid quality. The Zeeuws Offshore Wind Project (ZOWP) is a consortium of Zeeland companies eager to develop the 1,400 MW Borssele site. Besides Zeeland Seaports, the six companies involved in this project are multi-utility company Delta, offshore construction company Heerema, logistics company Verbrugge, energy supplier and project developer Zeeuwind, and environmental association ZMF. But the list does not end there according to Geertse. “We also want to focus on decommissioning oil platforms in the future. About 500 platforms, most of them situated in the North Sea, need dismantling.” Besides the Netherlands, Zeeland Seaports is also focusing on markets in the UK, Belgium, France, Denmark and Germany and hopes to participate in the East Anglia, Hornsea and the Dogger Bank projects in the near future.

Challenging current and completed offshore wind projects

These are numerous offshore wind projects in Vlissingen and Terneuzen. Zeeland Seaports has served more than 25 European wind farms and below is a snapshot of a few of the ongoing and competed projects: 14 I Zeeland PortNews

• Zeeland Seaports facilitated the Gemini project, one of the largest offshore wind farms, BOW Terminal was in charge of storing and lifting 75 monopile foundations for the project while Zeeland Delta purchases the green electricity. Permanent cranes were used to lift 850-tonne pile foundations from BOW Terminal’s dedicated offshore wind terminal. • For a smaller 43-turbine project, Eneco Luchterduinen, Verbrugge Terminals was the project logistics hub for foundation installation, in partnership with heavy-lift company Sarens. • International shipyard group Damen Shipyards delivered offshore energy contractor Van Oord’s new DP2 cable-laying vessel Nexus. Now berthed at Damen Shiprepair Vlissingen, Nexus will be deployed for installing electrical cables along the northern Dutch coast. • At BOW Terminal, civil and structural contractor Volker Staal en Funderingen (VSF) and independent offshore contractor SPT Offshore modified an existing module support frame in order to test the world’s largest decommissioning vessel, the Pioneering Spirit’s (formerly known as Pieter Schelte) lifting capabilities offshore in a North Sea field. She will be able to lift structures up to a staggering 48,000 tonnes.

PORTS IN FOCUS

• Westermeer Wind Farm’s 48 monopiles were shipped to Vlissingen via inland waterways for coating and storage. The coated monopiles reached the project’s location in IJsselmeer this spring and expectations are that the wind park will begin operations in 2016.

Ideal infrastructure for serving offshore

Zeeland’s ‘lock-free’ harbour without tidal and air draft restrictions, close to main trading routes, means large vessels can reach the port easily. The permanent 1,200-tonne heavy crane capacity is perfect for heavy lifting and the port’s harbour seabed conditions are ideal for jack-up installation vessels. The 300-metre Westhof quay has been extended by 185 metres in Vlissingen for handling offshore constructions. BOW Terminal’s strong quay platform can handle 15 tonnes of load bearing capacity per square metre. The port also offers first-rate congestion-free multi-modal connections to the hinterland and board-to-board transhipment. And Zeeland’s friendly, dedicated and motivated workers ensure quick turnaround times.

Zeeland Seaports offers more in offshore Bustling with energy, the new Managing Director of BOW Terminal, Ludolf Reijntjes, is getting ready for his road trip throughout Northwest Europe. He intends to spread the word about offshore wind, decommissioning and heavy lifting opportunities in Vlissingen. “Owners generally choose Rotterdam for mobilisation and demobilisation. You can do so much more with offshore here in Vlissingen, but often owners just aren’t aware of what Vlissingen has to offer.” How did you become acquainted with BOW Terminal?

Why are you so impressed by Zealand Seaports?

Why did you decide to switch jobs?

As the new managing director what do you want to achieve?

Not so long ago I toured Europe to find a suitable location for the final outfitting of the new build Pioneering Spirit (the largest decommissioning vessel formerly known as Pieter Schelte). At this time I was the Package Manager Transportation & Installation Allseas Engineering in Delft. During this trip, I spent time at BOW Terminal and got to know their operations.

I was surprised by the size and quality of Seaport facilities. I clearly saw opportunities for BOW Terminal’s offshore oil & gas, offshore wind and mobilisation/ demobilisation activities. Having finished the transport and installation of heavy equipment on board the Pioneering Spirit, I was ready for a new challenge. Ambitious, I had plans to start my own company, but when I heard about the vacancy at BOW Terminal, I thought this position makes perfect sense. And it’s not far from where I live in Zierikzee.

You can actually do more with offshore here than in other Western Europe ports. I like the ‘can do’ mindset. I think the facilities and infrastructure for these operations are excellent. Vlissingen is a flexible port with lots of space when compared to other ports. The deep water, availability of cranes, quay length, easy access to the North Sea, are other major advantages.

I intend to concentrate on expanding our activities in offshore wind, offshore decommissioning and heavy lifting in the coming years.

How do you intend to go about this?

First of all, I want to make others aware of what these ports have to offer. Zeeland already has a name when it comes to offshore wind. We expect to be doing a lot of work for this industry in the coming five years. In particular, I would like to shed

more light on how we can help clients with offshore decommissioning of platforms. Decommissioning of (smaller) offshore platforms is a growing sector. Since we expect this market trend to continue, BOW Terminal is now busy arranging the necessary permits and licenses to carry out these activities while expanding its facilities to accommodate this business. My experience in heavy lifting goes way back; heavy lift vessels need suitable facilities and BOW Terminal has them. Owner and shareholder of BOW Terminal, Kloosterboer has a long track record of investing in the right facilities at the right time.

Why do you live in Zeeland?

I moved to Zierikzee with my family five years ago and my wife and two daughters really enjoy living in this beautiful part of the Netherlands. Every time I return home I realise how lucky we are to live in Zeeland. We love the fresh air, the natural environment and the space we have here. And of course, Zeeland is where the most sun shines in the Netherlands!

Over the past 125 years Zeeland-based Vroon has evolved from a company trading in agricultural products and coal into a shipping company that operates worldwide. Still privately owned, it has a fleet of 170 ships and offices in Europe and Asia. With thirty vessels under construction, it goes without saying that the company is continuously renewing its operations. Vroon is active in a variety of shipping markets including dry cargo, containers, car carriers, livestock, chemical, bitumen and asphalt tankers as well as the offshore industry. The company’s current head office is located in Breskens, at the mouth of the Westerschelde river. Vroon is building a new head office in Terneuzen. Personnel from both the Breskens as well as the current Terneuzen office will move to this new location in 2017. Commercial Director Herman Marks explains: “We run multi-local operations. We want to be close to our customers. This is why Vroon not only has offices in Zeeland, but also in Barendrecht (NL) – where we manage our tanker business together with Iver Ships, and in Den Helder (NL), Aberdeen, Stokesley (UK), Genoa (IT) and Singapore, where Vroon Offshore Services and MPI take care of our offshore-fleet management.” Vroon’s most important activity is offshore. The company owns about 90 offshore-support vessels for emergency response and rescue, subsea support, platform supply and anchor handling. In addition, Vroon’s fleet includes four wind turbine installation and fourteen wind-farm maintenance (WMV) vessels. “Offshore wind is a hype at the moment,” adds Marks: “Having already entered the market in 2006, we are now facing consolidation and this is creating new opportunities on the horizon. Wind farms must be maintained and, in order to do this, dedicated strategies must be developed. Repairing a broken windmill is never easy ; it can take an engineer hours just to reach the location. We have come up with solutions, such as accommodation ships that are well equipped for non-seafarers. We are always looking for ways and means to improve our vessels and services; not only with regard 28 I Zeeland PortNews

to technical aspects, but also in terms of safety, efficiency and quality of the working and living environment on board. These projects are managed by our own engineers, working closely with experts from the Technical University in Delft, as well as from universities abroad.” Head Human Resource Management, Gerda Boere, comments: “We challenge our employees to come up with ideas on how to make our ships sturdier, more stable, more efficient and – most importantly– safer for those staying and working on board.”

A duty of care

Safety is one of Vroon’s focus areas. It is something customers require, but also something that is most definitely an integral part of the company’s identity. Boere states: “Our goal is quite simple: we want everyone to return home safely; our staff, our subcontractors and our clients’ personnel. That goal has implications. We expect all our staff, whether on board a ship or here in the office, to work safely. We provide them with all possible means to do so and help them understand that safety is a ‘duty of care’, not just for themselves, but for their colleagues and for all those we serve. About two years ago we started a special safety programme aimed at behavioural change. This is a long-term process that requires attention all day, every day. Continuously and consistently addressing others about unsafe actions is a top priority. Eventually it will become normal to work safely. We are noticing positive results already; some potentially hazardous actions are simply no longer acceptable. But we can always do better.”

PORTS IN FOCUS “People with good ideas, are stimulated to work these out. We have high expectations since we expect all staff to act independently, but this also presents the opportunity to develop skills to the next level. We hope that by involving students in such processes, more young people will become interested in this field of engineering and aspire to work for us in the future,” adds Boere New ideas are tested and implemented on Vroon’s newest vessels. Currently about 30 ships are under construction in China, with the majority intended for offshore industry support. Mr Marks says: “With declining oil prices, it is a tough market at the moment, but we realise that all markets are cyclical. Since we operate in diverse segments, we are able to absorb these kinds of setbacks. It will take time, but the oil and gas exploration industry will recover as demand for these products continues to grow. Furthermore, maintenance may have been put on hold for a while, but oil companies simply cannot postpone this forever. Last but not least, our ships have a thirty-year lifetime. We strive to deliver long-term results.”

New office in Terneuzen

Although Vroon’s current headquarters is in Breskens, Marks states: “We are planning to build a new office in Terneuzen, moving all activities thirty kilometres to the east. Our workforce has grown by approximately a hundred employees over the past ten years and our current office is too small to accommodate this expansion. Since Breskens is not the best location

for developing large office buildings, we investigated alternative scenarios. The choice for Terneuzen is the outcome of an extensive search process in which a number of options were researched. The selection of Terneuzen allows us to ‘stick to our roots’ and ensures our current employees can stay with us, something that has our highest priority. We hope that better accessibility

and the more urban environment will make it easier for us to attract the highly qualified personnel we seek.” If all goes according to plan, the 170 employees will move to the new head office by the end of 2017, marking the start of a new era in Vroon’s history. i: WWW.VROON.NL Zeeland PortNews I 29

Invest in Zeeland

A booming economy Zeeland’s economy is one of the strongest in the Netherlands and an ideal location to do business. During the past decade, the economic growth in Zeeland compared to other Dutch provinces, has been greater while unemployment has remained lower. Companies in Zeeland profit from a comparatively low cost workforce and further advantages in location, transportation and infrastructure. Numerous companies have found their way to this region on account of its favourable economic climate, business friendly authorities, flexible labour regulations and certainly for the good connections with the hinterland via non-congested roads, water and railway.

Attractive fiscal climate and business friendly authorities

The Netherlands has a competitive fiscal climate in comparison to other EU countries, with a strong focus on stimulating entrepreneurship and foreign direct investment. While corporate tax rates are in line with those of its European neighbours, various rulings make it very attractive for foreign companies to set up their business in Zeeland. The Netherlands has one of the EU’s most politically stable and probusiness governments. The Dutch economy is internationally oriented and the Netherlands is recognized worldwide for its transparency, fairness and effectiveness. Because Zeeland is a relatively small region, the lines of communication are even shorter, making it easier to do business. And with a strategic location Zeeland is truly a gateway to Europe with high-quality connections for inland navigation and carriage of goods by railway and waterway to Germany, Belgium and Northern France.

Skilled workforce

Zeeland is known and often praised for the work ethic of its, largely industrially skilled inhabitants. Most of them are multilingual while statistics show that more than 85% of the Dutch speak English. Moreover, the labour regulations in the Netherlands are flexible. The growing economy has seen a surge of expats moving to Zeeland with the percentage of expats in Zeeland being about the same as in Amsterdam and Rotterdam.

Investing in knowledge and infrastructure

In preparation for this current and continuing growth, Zeeland is currently investing in the knowledge of logistics and optimization of infrastructure. For example the HZ University of Applied Sciences offer courses in Logistics Management while the newly established Zeeland Logistics Centre focuses on logistics projects and studies in the field of multimodal transport, load factors and efficient supply chains. Furthermore Zeeland is investing in physical infrastructure through the construction of tunnels, locks and the widening of roads as well as the extension of quays. 30 I Zeeland PortNews

Offshore wind The ports of Zeeland have a strong offshore cluster and are well equipped with the capacity and facilities needed to accommodate the offshore industry. More than 25 national and international companies choose Zeeland for the installation, construction and logistics for their offshore activities, such as BOW, Mammoet, Multraship, Sagro, Hoondert, Heerema and Damen. “The presence of a strong offshore wind industry makes Zeeland attractive within the industry. Not only inside but also outside the ports. There are still opportunities for companies that can deliver specific components required for shipbuilding and repair, such as protective clothing, lashings, ropes, lifting gears, bearings, tools to secure large bolts, tools for milling, armoured cabinets and lattice boom repair. Also companies specialised in large steel constructions, large-part machining, rudder repair, steel production, the manufacturing of electrical motors and the repair of ships up to 120 meters. In addition, companies already located in Zeeland have a need for temporary employment for the maritime and related subcontracting industry,” according to Erwin van der Meer of Invest in Zeeland.

Business locations

“These companies are generally not bound to quays and can also establish themselves in business parks in close vicinity to the ports. In the business locations ‘De Poort’ in Rilland, ‘de Poel’ in Goes, ‘Smokkelhoek’ in Kapelle or ‘Hogeweg 5’ in Hulst for example. There are several ways to buy or rent land or office space,” states Van der Meer. The ports and industrial estates in Zeeland offer ample room for new development with a wide variety of plots available, most of them high-qualitiy and easily accessible. The costs involved in setting up a business in Zeeland are notably lower than in the Rotterdam and Antwerp area. I. WWW.INVESTINZEELAND.COM

Shipyard Reimerswaal moves business to the port of Vlissingen In spring 2017 Shipyard Reimerswaal will conduct all its activities from its brand new yard along the Quarles Port in the VlissingenPort area. A new and somewhat unexpected step in the 30-year history of the yard. The yard is currently located on the bank of the Kanaal door Zuid- Beveland, the connecting waterway between the Easternscheldt and Westernscheldt It was established in 1985, when the former owner took over a dock situated on the border of the Westernscheldt. In those days inland ships and the local fishing fleet were the main customers of the yard. When the location became to small for the modern, larger ships the activities were extended along the canal, which was just around the corner. With two floating docks, layby and repair berths and a workshop the yard nowadays aims at sea going vessels, dredgers, inland navigation vessels, tugs and coasters from all over the world.

To the limit

But the yard has reached the limits of its capacity. “The draught of the canal is our main problem”, tells Rudi Pieters. Pieters is Managing Director and together with Technical Director Renzo Verras owns the yard since 2003 when they bought the business from Verras’s father. “We can accommodate ships with a 5.5 meter draught. Last year we were planning a redevelopment of our current yard when we got into contact with Zeeland Seaports. They offered us a large terrain of 30,000 m2 in Vlissingen with 37,000 m2 water at the quay and a 9.5 metre draught.” The lock free entrance and proximity of the North Sea made the final decision to move all their activities westwards rather easy. Verras: “We are now working out the plans for our new spot. We know that a 350 metre quay will be developed by Zeeland Seaports and that our two floating docks will be moved to Vlissingen. But we are still working on the final lay-out of the rest of the location. We will build a new office and a state of the art workshop but their exact location changes every other day”, he says laughing. “But there is time, we wish to start our activities at our new yard early 2017. It all depends on the planning permission, which can be a time consuming procedure. Zeeland Seaports and the municipality are very helpful and supportive so I do not expect any delays.”

TECHNICAL DIRECTOR RENZO VERRAS (L.) AND MANAGING DIRECTOR RUDI PETERS (R.)

Pieters: “All forty-five employees will come with us to the new location. For some it will mean longer commuting, for others shorter. But no one complains, everybody understands why we’re moving; they all experience that it becomes harder and harder to manoeuvre the ships in and out of our docks. Besides, it is only thirty kilometres from where we are located now, so what are we talking about.”

Dynamic business

Business is going well for Shipyard Reimerswaal. the last few years were record years. “The economic crisis had no effect on us”, says Verras. “The secret of our success? I think it is the size of our organisation. We are a small company, communication lines are short. When a customer asks a question we can quickly respond. And in peak times we have over 200 professionals working of us.” The yards main activities are repair work both scheduled and unexpected. If necessary the work can be carried out at sea. Furthermore it offers maintenance services according to the periodical schedules and regulations of classification societies like Lloyds and Bureau Veritas and the company does complete refits and conversions. Pieters: “We don’t build new ships, we work on shorter projects only. In my opinion that makes our business more dynamic. It is the variety of the assignments that I like about this work and the fact that we have customers from all over the world.” The new Vlissingen location will enable Pieters and Verras to accommodate bigger ships. Pieters: “We can now look for new business opportunities for example in the offshore sector, as that is expanding in this area. The coming year we will present our plans and new facilities at international trade shows. We want to continue our business the way it is. Growth is not our aim; our small size is our biggest strength.”

New Sluiskiltunnel

MORE THAN JUST A QUICK PASSAGE On 19 May King Willem-Alexander and Queen Maxima officially opened the Sluiskiltunnel; five weeks earlier than planned. This new 1.3 kilometre road connection crossing the Ghent-Terneuzen Canal is a welcome alternative to the swing bridge that has long been a source of frustration for many motorists. The Sluiskiltunnel is part of an uninterrupted north-south link between the A58 motorway in Zeeland and the connecting roads in Belgium. The tunnel will be a positive contribution to the quality of life and accessibility of the region and a boost to the economy in Zeeland Fast and congestion free route

Zeeland has always been made up of islands on opposite shores. Nowadays dams, bridges and tunnels link the islands together. The Easternscheldt surge barrier, and the Westerscheldetunnel are two significant infrastructural links. And now the Sluiskil Tunnel can also be added to that list. The tunnel with two tubes, was part of a larger infrastructure project which also comprised 6 kilometres of new roads and two viaducts. The connecting roads in the North and in the South are to be upgraded in the near future too. With a maximum speed limit of 100 km/h inside the tunnel, a fast and congestion free route to the ports and the hinterland is guaranteed. KING WILLEM-ALEXANDER AND QUEEN MAXIMA OFFICIALLY OPENED THE SLUISKILTUNNEL FIVE WEEKS AHEAD OF SCHEDULE

Ten million

The province of Zeeland spearheaded the construction of the tunnel and expects an expansion of the region’s economy of EUR 10 million. Entrepreneurs in the area share this optimistic prospect and believe the area will become more attractive for future business ventures. The improved infrastructure makes ontime delivery easier, with better access to the labour market and cutting waiting costs. The province of Zeeland calculated a yearly waiting cost reduction of at least EUR 5 million.

The Sluiskil Tunnel opened more than five weeks ahead of schedule and within budget. The Sluiskiltunnel is a safe tunnel, for all its uses: traffic, maintenance and operations. Every 250 metres there is an escape door that opens to the cross passage to the other tunnel tube. When calamity strikes, road users can leave the tunnel in a safe and orderly manner. Direct supervision is in the hands of the operators of the Westerschelde Tunnel. They ensure that the traffic flows smoothly and handle any traffic incidents. I: WWW.SLUISKILTUNNEL.NL

Fact The Sluiskil swing bridge is open for approximately five hours every day. The bridge opens roughly 23 times every 24 hours for more than thirteen minutes on average each time it is opened. With the planned new lock at the entrance of the Ghent-Terneuzen Canal, the number and the size of ships is expected to increase. The Sluiskil Tunnel guarantees an unhindered flow of traffic. A major obstacle for further economic development of the canal zone has been eliminated. Fact The outside diameter of the tunnel is 11 meters. The inside diameter is 10.10 meters. 90 loudspeakers enable the tunnel operators to clearly warn and instruct road users throughout the entire tunnel, in the event of an emergency. The communication system includes a GSM system. 24 extremely powerful fans are used. They can induce an airflow comparable to a force 4 wind. Fact The bridge stopped traffic one third of the time, every day of the year. That put a hold on economic development. This tunnel is a fantastic solution. Fact Zeeland Seaports contributed EUR 10 million to the project.

BIOCONTACT A BIOMASS MARKETPLACE

What do you do, when you’re a farmer and have tons of beetroot leafage piled up on your land after harvesting. What do you do when you run a bio energy plant and are in need of bio fuel? You log on to www.biocontact.eu, the internet platform that links supply and demand of biomass.

The Biocontact website is an initiative of Zeeland Seaports and was developed within the context of a larger cross border Interreg project: Grenzeloze Logistiek (Borderless Logistics). For this project twelve partners from the Netherlands and Belgium aimed at making logistic processes more efficient and sustainable, using knowledge and experience from both countries. Six leading projects were set up to turn words and plans into action. Biocontact was one of them. Tom Bogaert, Senior Marketing and Sales Advisor at Zeeland Seaports led this project. “We launched the website in 2014. Now, about a year later I am satisfied with the first results,” he says. The idea is quite simple. Companies can either offer biomass products that are left over from their production processes or place a search add on the website. The information posted in the ads is very detailed: the amount, the chemical composition of the goods, the place where it is offered or needed, etc. With a simple search tool, matching offers can be found. The technique behind the website was developed in another European funded project: BIOMAP. “We designed the

visible part of the site and set up an extensive marketing and promotion campaign to get entrepreneurs interested for using the platform. Management and maintenance is done by the Biobase Europe Training Center in Terneuzen. This way the continuation of the website is guaranteed,” explains Bogaert.

All for free

These kinds of applications have been developed in the past, but this one is different. “Other similar platforms were always commercial initiatives. On our website we match companies for free and we do not interfere, nor ask for anything in return. That makes it user friendly and a platform for all suppliers and seekers,” says Bogaert. A port company investing in making exchange of biomass easier does not seem logical. “But is does make sense,” Bogaert explains. “For two reasons. The first is that the potential for successfully running a biomass plant here in Zeeland is big as the necessary raw materials are available in

the vicinity but also further away. With this project we identified many potential providers some of which were unknown to us, thus stimulating economic activities, which is one of our goals. Second: as a port we help identify the flow of goods and offer logistic services. The biocontact website is part of that service. And besides that it fits our overall goal of stimulating sustainable entrepreneurship especially at our Terneuzen Biopark. At the Biopark the WarmCO2 foundation, for example, has succeeded

The first results of the website are positive. Ads are placed and a variety of goods are offered. “We will continue our promotional work to make it more successful, and we want to have more insight in the matches that were made. We continue developments in this field. We have ideas to set up similar applications for the exchange of industrial waste products such as process water or residual heat. And we wish to look into the use of bio mass for higher quality products and not just for bio gas or combustion. In my opinion the possibilities are endless, it will just take some time to get them off the ground,” Bogaert concludes. I: WWW.BIOCONTACT.EU

Film by the Sea The 17th edition of Film by the Sea will take place from 11 to 20 September in Vlissingen. This year the festival will once again be in the spotlight with special films, guests, premieres and other events. The festival distinguishes itself from other festivals by emphasising how interrelated film and literature is. The Dioraphte Film and Literature Competition is a good example of this. During this competition twelve recent literary adaptations are judged by a professional jury. However, Film by the Sea is more than a film and literature festival. Aside from the many premieres, much attention is given to ‘vulnerable’ cinema. Furthermore, the festival has its own educational programme, courses, workshops and plenty of Q&A sessions with filmmakers.

Festival of Zeeuwsch-Vlaanderen From 2 to 17 October 2015 the biggest classical music event in the province of Zeeland, the Festival of Zeeuwsch-Vlaanderen, will be held. For 27 years this festival has been one of the main cultural events in Zeeland and one of the most well-known classical music

Zeeland Seaports commissions green asphalt Zeeland Seaports is looking into potential applications for green asphalt. The port company commissioned a project to test bioasphalt. The world’s first bioasphalt trial sections were constructed in July 2015 in the Terneuzen port area.

Sustainable asphalt reduces CO2 while improving roads

When Lignin, a substance in wood that gives trees and plants their rigidity, is used in asphalt it helps reduce the amount of CO2 released. It also improves rolling resistance and makes pavements quieter. Another advantage is that pavements with this natural glue can be built faster and should last longer than roads made up of 100% bitumen asphalt.

Preparing for the near future

This particular test area consists of 50% bitumen (a fossil made from petroleum) and 50% lignin (a natural glue in plants). The idea is to eventually replace bitumen which releases a lot of CO2 with lignin. Although the extraction process of lignin is expensive and a

major economic barrier at the moment, it should become more price competitive once oil reserves decline and prices for oil increase. During this two-year trial the quality of these trial sections will be examined and evaluated under various conditions including winter.

Cooperative initative to stimulate sustainability

Zeeland Seaports, Wageningen UR Food & Biobased Research, Grontmij, the development authority of the Province of Zeeland Impuls, H4A and the Asfalt Kennis Centrum (Asphalt Knowledge Centre, AKC), are all involved in developing sustainable asphalt for roads. In addition, the Dutch Ministry of Economic Affairs supports this initiative in using more biobased materials in the infrastructure. This test is one of three biobased projects funded by the province of Zeeland and the Ministry of Economic Affairs. Zeeland PortNews I 39

National Zeeland Oyster Party This year the annual National Zeeland Oyster Party will take place on 24 September 2015. This event is the meeting place for business stakeholders in the southwest of the Netherlands and Flanders, Belgium. Every year the historic Abbey Church in Middelburg is filled with about 800 business people. Organised for the 13th time, the National Zeeland Oyster Party will handle the cross-border cooperation between the Netherlands and Belgium. The new Minister-President of Flanders, Geert Bourgeois, will address the 200th anniversary of the cultural cooperation agreement between the countries from the Flemish perspective.

Mussel Season Zeeland and mussels – also called black gold – are interrelated. Last month the province was filled with mussel parties and now the protein-rich and mineralfilled shellfish are served throughout Zeeland. When a mussel trawler fished out the first basket of mussels in the Easternscheldt, it was a symbolic moment. The samples taken from mussel plots in the schelde and the Wadden Sea were once again of good quality. The mussels are even slightly larger this year than in the previous season.

Are you directly or indirectly

connected to the ports? Would you like to be included in our next issue to profile your business? Is your company taking on a new project, joint venture or offering new services? We would like to hear from you. Please do not hesitate to get in touch with us. Add us to your mailing list and feel free to send us newsletters or press releases. Our goal is to promote expansion in and around the ports of Zeeland. Charles van den Oosterkamp T +31 118 473 398 E charles@ynfpublishers.com
