No witnesses will be called in defence of a woman accused of failing to seek help for a Maple Ridge teen who died two years ago after combining alcohol and ecstasy. David Milburn, who represents Victoria Turley, told Justice Sunni Stromberg-Stein that the Crown has failed to prove its case. “No witnesses will be called and a defence will not be called,” said Milburn. Sixteen-year-old Shannon Raymond was found dead at 6 a.m. on July 26, 2008 at Turley’s former home on 119th Avenue in Maple Ridge. Criminal proceedings have come to a halt against a man charged with sexually assaulting a teenage girl at a Pitt Meadows rave, ﬁve days before his trial was set to begin. Crown entered a stay of proceedings Wednesday against Colton Ashton McMorris on one count of sexual assault.

A trial for McMorris was schedule to begin Feb. 27. “Police conducted an exhaustive investigation, but the branch concluded that the available evidence does not provide a substantial likelihood of conviction,” said Neil McKenzie, spokesperson for B.C.’s criminal justice branch. The charge against McMorris stemmed from an alleged rape of a 16-year-old girl at “Another Night in Bangkok,” a party held on a farm at 12993 Harris Road in September 2010. it to others. The images were eventually posted by others on the social-networking site Facebook and repeatedly shared online, prompting RCMP to make a public appeal to stop their distribution. McMorris was the only person charged with sexual assault, although police initially believed more than one person participated in it and dozens watched. The sudden stay came after a senior prosecutor conducted “a thorough assessment of the evidence”, explained McKenzie. See Stay, p3

Work to start soon on gaming centre Great Canadian applies for development permit by Phi l M elnyc h u k staff reporter After a four-year wait, work starts soon on Maple Ridge’s $16-million Community Gaming Centre at 227th Street and Lougheed Highway. “People are going to love it – even if you’re not into gambling,” said Howard Blank, with Great Canadian Entertainment Centres. The company received third reading for its proposal in July 2008, but stalled the project because of market conditions. Monday, Great Canadian applied for a development permit to allow the 2,550-sq.-metre project to proceed. Maple Ridge council approved sending that to its regular meeting next Tuesday. A fully licensed restaurant and an outdoor patio with a fireplace fronting the sidewalk will be part of the project, intended to improve the Lougheed Highway streetscape for pedestrians. A green roof covered with grasses and shrubs will catch storm water runoff and provide heating and cooling, while water gardens and street trees in the 223-space parking lot will do the same. The intent is to ensure that storm water flows off the site the same after development as before, that water filters into the ground and doesn’t wash out fish habitat in creeks during storm surges. Sitting areas and a small water reflection pool are also included along the outside of the building for pedestrians. One change from the initial project was removing the underground parking because soil conditions would make that too costly, explained architect Mike Alivojvodic. But with the revised version, which includes the addition of an overflow parking lot west of 227th Street, “from an architectural perspective, it’s as good, if not better,” Alivojvodic told council. Work is currently underway on a new road that will extend 227th Street

Great Canadian is paying for that road, about $3 million, as part of the project in addition to giving 1.8 acres of the 7.5-acre site to the District of Maple Ridge for parkland. Great Canadian is also paying for restoration of the ravine that splits the two parking lots at 227th Street and Lougheed. New bio-filtration ditches, rain gardens and ponds constructed on the site will ensure clean water flows into the old ravine and thus into the tributaries downstream. The areas around these water filtration areas will be landscaped with native plants and trees, including edible berries for birds, areas for small mammals and amphibians and even selections of plants that will attract butterflies. The original creek bed is also being relocated and restored so it runs parallel to 227th and thus will serve as the headwaters for the stream far-

ther down the hill. Nature trails will allow people to enjoy restored area. While the stream doesn’t contain ﬁsh, Maple Ridge still believes the area can help ﬁsh and wildlife, said Rod Stott, environmental planner with the district. With total construction costs of about $12 million, as well as land acquisition, the project will cost $16 million. “This use will certainly provide a signature development for this corner as well as create 227th Street going through to Lougheed Highway,” planner Diana Hall told council. Innovative landscaping will combine sidewalks, street trees, the water feature and restoration of the creek that bisects the property with nature trails that lead to the park area to the south, Hall said in her report. Indigenous and low-maintenance plants will be used in the landscaping while the structure itself will feature

stained concrete, wood and glass. The building includes a 301-sq.metre space that can be used as a restaurant or meeting space. More meeting space is located on the second ﬂoor, which could also be used for gaming expansion. The new gaming centre, operated in partnership with the Ridge Meadows Bingo Association, will have 150 slot machines, half more again than the current Haney Bingo Plex on 224th Street. The district gets 10 per cent of the revenue from the slot machines. Work crews are currently doing site preparation such as soil compaction and grading while construction is also underway on the road. Once council approves the development permit, only a building permit is needed for construction to start, which should happen sometime this spring. The construction process should take about 18 months.

Partner sought Another part of downtown Maple Ridge will be up for development in a few years – if there’s a partner with deep pockets. Haney Bingo Plex on 224th Street will be vacant some time in 2014, when Great Canadian Gaming Corp. packs up its bingo tables and slot machines and moves into its new building. Co-owner of the Bingo Plex building, Bernie Stoelzle said recently he’s not sure what will happen to his building, a unique peaked-roof structure built in 1961. The Haney Bingo Plex operated out of the building for years and remained in the location after Great Canadian Gaming Corp. bought the assets of the Ridge Meadows Bingo Association in 2008. The company expanded the floor space, installed 100 slot machines and renamed it the Maple Ridge Community Gaming Centre. “The place [Bingo Plex] is probably ready for re-development,” Stoelzle said. “We haven’t made any firm plans yet.” The current lease runs out in 2013, but Stoelzle said Great Canadian’s lease could be extended to 2014. But after the departure of the gaming centre, most of the building would be empty and Stoelzle prefers to redevelop rather than just re-leasing the space. But cost of rebuilding would far exceed the $4.5 million that the property’s worth. “Owning the land doesn’t get you far these days.” A partner to finance reconstruction is needed, he said. Ideally, Stoelzle would like to see a residential tower with commercial on the bottom. “We’re close to the shopping and everything, so in my opinion it would make a wonderful place for older people. They wouldn’t need a car.” Stoelzle was heartened by the fact that Target will replace Zellers in a few years.

‘Evidence does not provide likelihood of a conviction’ Stay from front The review included interviewing potential witnesses and studying forensic evidence. “In these circumstances where we feel a charge assessment standard is not met, we direct a stay of proceedings,” McKenzie said. A stay of proceedings is often described as putting a criminal charge in legal limbo. Crown can proceed on the same charge any time within 12 months by ﬁling a “notice

of recommencement” with the court. If no notice is given within one year, “the proceedings shall be deemed never to have been commenced.” “I wouldn’t want to speculate what might happen in the future, but the Crown assessment at this stage is that the evidence does not provide any substantial likelihood of conviction,” said McKenzie. For the RCMP, the stay of proceedings is a disappointment.

The allegations were investigated not only by Ridge Meadows RCMP’s serious crime unit but specialized teams from E Division headquarters. “Our team of investigators worked many, many long hours gathering the best possible evidence to put forward to Crown,” said E Division spokesperson Sgt. Peter Thiessen. “This is the system we have to work under. We can only provide the evidence that we have and then it’s out of our hands.”

Besides McMorris, two others faced charges following the rave. A teenage boy, who was initially charged with making and distributing child pornography, pleaded guilty to a lesser charge of distributing obscene material and was sentence Feb. 10 to 12 months probation. Dennis John Allen Warrington, 20, faces a charge of making and distributing child pornography. His trial is set to begin in September.

lion deﬁcit this year. The government is also going to review the carbon tax which applies to all types of fuel, including gasoline. The last scheduled carbon tax increase will go ahead on July, from 5.56 cents on a litre of gasoline to 6.67 cents. The budget holds that level while a review of the carbon tax program looks at the rate and offsetting income tax cuts. The carbon tax affects greenhouse growers, including those in Maple Ridge and Pitt Meadows, said Dalton. “We need to evaluate, because we’re alone in this,” he added. According to a government news release, the B.C. economy will grow by 1.8 per cent in 2012, 2.2 per cent in 2013 and 2.5 per cent per cent in 2014. To ensure the government stays in the black, a temporary one-percent hike in the corporate income tax rate kicks in April 2014. However, the small business income tax rate stays at 2.5 per cent. Spending goes up for health but most remains unchanged for education. Over three years, the government will be shovelling another $1.5 billion into health care while funding to school districts will remain unchanged although there will be a $165million fund will be allocated to reduce class sizes for special needs students. The budget gives another $237 million over the next three years to the Ministry of Justice to address caseload pressures. Another $444 million over the next three years goes to support individuals and families. for income and disability assistance.

Witnesses had trouble recalling events Trial from front A trial, which began last week, heard that Shannon was unresponsive for several hours before Turley called 911. Adults who were at Turley’s home believed the teen was intoxicated and would be better in the morning. Turley faces one count of failure to provide the necessities of life in connection with the death of Shannon – a charge laid under a rarely used section of the Canadian Criminal Code. Police allege Shannon was in the care of the accused and was in medical distress, which Turley failed to address. Crown prosecutor Jay Fogle said if Turley had called for an ambulance earlier, Shannon would likely have survived. Outside court, Shannon’s mother, Julie Raymond, was disappointed Crown had concluded its case without calling all the evidence she heard last year during a preliminary inquiry. “We know there is a lot more … than what’s being said in court. This is the ﬁrst case of its kind in Canada resulting in death, so the judge is particularly cautious in making some rulings against Crown counsel and more in favour of the defence.” Raymond believes there is enough evidence to prove the

Crown tried to introduced a medical report about Turley’s teenage son as evidence during the trial on Monday, but his request was denied. The medical report detailed how Turley’s son Spencer was treated in hospital following acute alcohol intoxication. Seven months before Shannon died, friends of Turley’s son called 911 when he passed out after consuming too much alco-

hol. Fogle said it showed Turley was aware of the resources available to help someone in Shannon’s condition. Justice Stromberg-Stein disagreed, saying the medical report was evidence that was irrelevant to the case at hand and prejudicial. Other witnesses who testiﬁed Monday, including P.J. Grant and Justin Seath, had trouble recalling the events on the night of Shannon’s death. Justice Stromberg-Stein is expected to rule on the case later this week.

Maple Ridge woman steals from bait car Ridge Meadows RCMP arrested a Maple Ridge woman Thursday on allegations she stole items from a bait car. The 19-year-old was taken into custody by the detachment’s Street Enforcement Unit. RCMP said she broke into a bait car on two separate occasions and stole a backpack that held a laptop computer, left in the car by police. Cpl. Alanna Dunlop said the thefts were captured on surveillance video. The woman was held in custody overnight for a court appearance Friday. “Police want to remind thieves that bait cars are everywhere,” said Dunlop. “If you steal one, or break into one, you will go to jail.”

A white 1998 Ford F150 pickup truck was also stolen from a home on Cliff Place in Maple Ridge. The truck had B.C. licence plates CE1 268.

Dirty laundry The House of Commons has launched an investigation into who is behind a Twitter account that exposed personal details about the divorce of Public Safety Minister Vic Toews, who asked RCMP to look at threats against him. All of this because of comments he said in defense of the Conservatives’ controversial online surveillance bill, at second reading. Bill C-30 would allow investigators access to information such as a person’s IP (Internet Protocol) address without a warrant, to crack down on identity theft, child and sexual exploitation, organized crime and national security threats. It would not give police access to web surfing information or e-mail without a warrant, though. Both the Canadian Association of Chiefs of Police and Canadian Police Association endorse the bill. But not everyone does. The NDP wants it scrapped. Toews, in response to an opposition MP, made the fight personal when he said: “He can either stand with us or with the child pornographers.” After that, an anonymous Twitter account sent out bits of information about Toews’ personal life, in protest. Other anonymous Twitter accounts have been created to poke fun at Toews and criticize the bill, showing how easily information can be shared over the Internet. But let’s be real. The current legislation regarding lawful access was drafted in 1975, before the internet and social media. The latter has changed not just crime, but politics. Maybe some legislative change is in order. This episode, if anything, has shown what a dangerous game politics can be, how powerful and damaging something like social media can be when misused, how the meaning of something can be misconstrued. One can be concerned about privacy and horrified at child porn at the same time. Just as one can disagree with a party’s view, but be respectful of its members and their position. No one is served when politics becomes about airing dirty laundry, or peeking in bedroom windows. – The News

Last stand in B.C. beetle battle VICTORIA – As MLAs resumed their raucous legislature arguments over a municipal auditor-general, the B.C. government’s own watchdog cut through the noise with a devastating audit of the state of Crown forests. B.C. Views Auditor General John Doyle’s survey Tom Fletcher of the province’s vast forest comes at a critical time. A team of forest ministry experts is examining the situation at Burns Lake, to see if the Babine Lake Forest Products sawmill can be rebuilt, after a tragic explosion and fire on Jan. 20. Babine was one of a string of highvolume mills along Highway 16 in northwestern B.C. that have been working their way through the enormous stock of decaying pine that surrounds them. The “shelf life” of these trees is estimated to extend to 2019, but that’s a best-case scenario. In reality, the expanse affected by pest and disease is much more complex. The B.C. government touts its “Forests for Tomorrow” program that started in 2005 with a boost of federal funds to restock B.C.’s burned and beetle-killed forests. More than 14 million seedlings are to be planted this year and up to 21.5 million next year. Total planting is about 200 million trees this year, most done by industry as a condition of Crown timber licenses, as has

been the practice since 1987. Is it enough, in this era of climate shift, massive die-off and fires? Doyle says no. “We noted a significant gap between the total area replanted by the ministry and the total area suitable for replanting,” the auditor writes. “The ministry has not indicated how this low level of silviculture investment reconciles with its legislated mandate to achieve longterm timber benefits and to maintain or enhance future timber supply.” And he criticizes the quality of industry reforestation, describing a tendency to choose “the least-cost, least-risk approach to meet reforestation regulations, which means planting lower-cost, faster-growing species.” Species diversity and adaptation are what is needed. Cariboo North MLA Bob Simpson has watched pine, fir and spruce beetles chew through his region, march east through the Kootenays and now the north and west. He says the Burns Lake situation brings into focus the biggest problem identified by the auditor: the poor state of B.C.’s forest inventory. As much as three quarters of it is out of date, some by decades. Much of it is based on aerial photographs rather than on-the-ground assessment by foresters. Species have shifted. And at a time when climate factors have caused the most rapid changes in the 100-year history of the B.C. Forest Service, budget cuts and reorganization into a natural resources ministry have taken their toll. Even with the most recent appraisals completed last summer for four forest

districts, including the Burns Lake district, the ministry still can’t say if there are enough logs available to rebuild Babine. Simpson says the industry knows the answer. Two of the world’s highestcapacity sawmills are at Houston and Vanderhoof, on either side of Burns Lake, and their huge salvage log supply is degrading and running out. Finally, a bright note for Burns Lake. The people and the economy are adapting. A job fair in the village offered entry-level as well as skilled positions at the Houston and Vanderhoof mills. There are more positions on offer at the Mount Milligan and Huckleberry mines and Enbridge, which has gas, solar and wind projects on the go.

Re: Council calls for choice on Smart Meters (The News, Feb. 17). I like the idea of individual homeowners being able to opt out of Smart Meters if they so choose. To my way of thinking, there is an ulterior motive at work here, despite B.C. Hydro’s professed sincerity in proclaiming that the installation of Smart Meters will make for more efficient delivery and maintenance of electrical power. That may indeed turn out to be a side benefit to the installation of Smart Meters provincewide. However, a cynical observer might conclude that there is no way that the minions at Hydro would ever blow $1.5 billion of the taxpayer’s money without having determined beforehand that the returns would be substantial. It’s obvious that Smart Meters will allow Hydro to more accurately measure peak consumption periods and fleece us accordingly. I have no doubt that at certain periods of the day, when everyone is home and power consumption is at its highest, we will be paying premium prices for the electricity we consume. How this will show up on our bills is a puzzle at present, since Hydro must apply to the Utilities Commission for every increase levied on consumers. But I have no doubt that between Hydro and the provincial government ways will be found to jack up the price consumers pay for power, over and above the yearly increases that Hydro is currently imposing. Re: Adele: the $12,000 miracle horse (The News, Feb. 10). Our family was fortunate to have bought a horse from J&M Acres in 2003. My Knight Out, who we affectionately call Jenny, was a three-year-old standard bred mare who, while more than sufﬁciently fast for us, was too slow to race. Her future was looking bleak when Julie MacMillan saw her at an auction and later told us she had a lot of promise. She has been nothing but patient and sweet, although she does have an innate desire to run. And run fast. She puts up with whatever we send her way, whether it be my husband Matt hopping on her bareback for a ride, a group of school children who want to pet her, or a donkey as a stablemate. Recently, Jenny has learned how to drive and pulls a late 19th Century cart. She has been good for our family and we have been good for her. Essay assignment not enough EDITOR, THE NEWS:

Re: Probation in rave sentence (The News, Feb. 15). As a career educator, I was less than impressed by the ‘punishment’ of a 1,500 word essay handed down by Judge Pedro De Couto against a local youth whose videoed sexually explicit material went viral. He was also given four months to complete this task. Let’s see now, the female victim withdrew from school for a year as a result of the assault and this related offense and is now being homeschooled. That has been the immediate impact on her life. This young man, on the other hand,

pleaded guilty to the lesser charge of distributing obscene material and has been given an eight-hour assignment. Considering the extensive resource material available on the internet, two solid hours of research, combined with six solid hours or original writing should have this essay easily completed to ‘clean copy’ university standard, citations included, within eight hours. He should have been given two days to get it done and handed in to an English teacher. If this young man is sincerely remorseful, which Judge Pedro De Couto believes is the case, he could demonstrate this by, on his own initiative,

reading excerpts of the essay in front of a camera. Another option could be making a short video. This media could then be uploaded to Youtube and become a force for promoting positive and respectful interactions in the world of social media. With any luck, it could go viral and become a powerful agent for change. Words of remorse, backed up by positive action help bring healing to both the victim and the offender. A reminder, churches are not just for Sunday EDITOR, THE NEWS:

Re: More churches need to help (Letters, Feb. 15). Thank you for reminding people that churches are not just for Sunday services and not just for those who attend either. I’m happy to share my knowledge of what churches do for the community. I’m thankful that my small church in Pitt Meadows has always helped the community, including Maple Ridge residents. Its name is Grace Community Church. The Friends in Need Food Bank operates out of our building and we help them provide school supplies in September. We also run a weekly ladies coffee time. On Pitt Meadows Day, we offer a free lunch, as well

as activities for children. Around Halloween, we held a safe indoor children’s party, by donation. We have also run ESL and marriage-building classes in the past. Our Sunday services are followed by free lunches and potluck lunches once a month each. Individuals in our church have done countless services for the community, including housing homeless people. I hope this list of what I can remember off the top of my head sheds some insight into the role of churches in their community today. I know the one I attend is always looking for ways to support the community, as well as communities in

poorer countries.

The Salvation Army Caring Place’s motto is, “Where healing begins, A Salvation Army Ministry, The Church in Action.” The myriad activities of all the churches in Maple Ridge are supported by the tithes (10 per cent) of gross earnings and offerings of attendees. These also serve voluntarily with their talents, time, energy and resources. The churches advocate for shelter, clothing, meals

transitional housing, community and family services, camps for kids, marriage courses, entertain in care homes, provide seniors activities, blood donor clinics, single mom and singles groups. From cradle (baptism) to marriage to death, the churches offer encouragement, assistance and solace. On top of locally being a force for good, they provide outreach to Third World countries in the form of food, water and necessities. Hammond residents tired of second-class treatment EDITOR, THE NEWS:

As a community, we are not happy with what the district is planning for our street. In October or November, the district sent out a letter to advise the residents of Lorne Avenue of plans to place a sidewalk down the street to make it safer for the children to walk to school. This idea was brought forward from Hammond elementary and the RCMP. We are also concerned about the safety of the children who walk the road to school, so we attended an open house at the municipal hall to view the project. Upon seeing the district’s idea, our concern is that the road needs to be brought up to better standards to accomplish this project. At the time, the drawings showed what we thought was a curb and gutter sidewalk down both sides of the road, with a raised sidewalk. We were then advised that the district only intends to place the sidewalk down one side of the road, which would have been OK. But the district said it would head

back to the drawing board with the input it received, and that it would delay the project. This past January, we received another letter and there was an ad in the paper inviting the residents of Lorne Avenue to view the project at the municipal hall. Myself and others from the street, as well as residents in the area and the Hammond school PAC leader attended and were shocked to see that the district had changed its plans. It wants to remove the curb and gutter in the project and only place a little wider strip of asphalt down the edge of the road and paint a one-and-a-half metre white line to separate the children and the cars that travel down Lorne Avenue at sometimes extreme speed. This, despite the fact the majority of area residents told district staff to not waste our tax dollars and do the job right. Staff then tried to set up a meeting with area residents on Friday, at 5 p.m., to discuss both the sidewalk and the drainage concerns. I don’t get home from work until after five, and although I was informed of the meeting, others were not.

Still, a group if residents did show up for the meeting, but no one from the district did. All we want, as residents of Hammond, is to be treated the same as the rest of the residents of Maple Ridge and have our tax dollars spent to do the best possible job on any project, not just this one.

On Monday, council OKâ&#x20AC;&#x2122;d the start of its commercial-industrial strategy, which will set out by yearâ&#x20AC;&#x2122;s end how Maple Ridge will grow the number of local jobs and where that growth will take place. â&#x20AC;&#x153;We want to send a clear message â&#x20AC;&#x201C; anything goes. Donâ&#x20AC;&#x2122;t have it eliminated beforehand or not even looked at,â&#x20AC;? said Coun. Cheryl Ashlie. She doesnâ&#x20AC;&#x2122;t want the districtâ&#x20AC;&#x2122;s ofďŹ cial community plan or outdated goals to rule out any options and called for terms of reference to ensure the consultant who writes the strategy will have a perspective that â&#x20AC;&#x153;opens up the whole landscape. â&#x20AC;&#x153;Look at all the opportunities that can come to us,â&#x20AC;? then overlay the OCP principles to see if they ďŹ t and see what barriers exist, she added. She didnâ&#x20AC;&#x2122;t want objectives in the OCP to eliminate opportunities over the next 30 to 40 years and said the pub-

lic should be able to say if it wants to keep those principles or go after jobs. Based on the staff report, â&#x20AC;&#x153;already weâ&#x20AC;&#x2122;re limiting what weâ&#x20AC;&#x2122;re going to look at. We want to make sure we get this right. This is so important.â&#x20AC;? But public works manager Frank Quinn said staff didnâ&#x20AC;&#x2122;t intend on limiting options and pointed out that the community plan recognized that more work is needed. The district has heard for years that more jobs and business development are needed, he added. Growing commercial or industrial areas will increase the districtâ&#x20AC;&#x2122;s tax base and could relieve the pressure on residential homeowners to pay the bills. â&#x20AC;&#x153;There are no blinkers on this. We are looking at this with a completely open mind,â&#x20AC;? Quinn said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re right on the same page here.â&#x20AC;? He said the strategy could result in changes to the ofďŹ cial community plan, exclusions to the Agricultural Land Reserve and changes to Metro Vancouverâ&#x20AC;&#x2122;s Regional Growth Strategy. â&#x20AC;&#x153;This is probably the most signiďŹ cant piece of work weâ&#x20AC;&#x2122;ve done in a while.â&#x20AC;? Maple Ridgeâ&#x20AC;&#x2122;s current OCP already states that a land-use strategy could see the district seek to expand its urban boundary to allow more commercial and busi-

ness use. The ďŹ rst step in the strategy is reviewing all the existing documents and plans and preparing background studies with updated information by May. In June, the consultant, hired with $75,000 allocated in the budget, then will lay out some options for council. Once the politicians make their decisions, an open house will take place a few weeks later. Final presentation happens in December. Coun. Bob Masse had similar thoughts as Ashlie, saying staff properly drew on directions of past councils, reports and the OCP. But he wanted a broad-minded approach. â&#x20AC;&#x153;With respect, I think we need to examine and perhaps modify some aspects of these documents.â&#x20AC;? Coun. Mike Morden said the strategy shouldnâ&#x20AC;&#x2122;t be limited by the OCP. â&#x20AC;&#x153;Letâ&#x20AC;&#x2122;s see what we can come up with,â&#x20AC;? and see if can be done within the OCP. â&#x20AC;&#x153;There might be a good case for looking at some new lands and different lands,â&#x20AC;? or redevelopment of new areas, added Coun. Al Hogarth. He pointed out that while there is commercial and business areas available in Maple Ridge, theyâ&#x20AC;&#x2122;re scattered, whereas developing a comprehensive area could create more momentum. â&#x20AC;&#x153;If we go along the

same route that we are now, we donâ&#x20AC;&#x2122;t have enough land, either for jobs or population growth.â&#x20AC;? According to the Regional Growth Strategy, Maple Ridge is supposed to have 134,000 people by 2041. Itâ&#x20AC;&#x2122;s also supposed to be able to provide 49,000 jobs, about double what it has now. Coun. Judy Dueck said the report on the strategy doesnâ&#x20AC;&#x2122;t have a narrow focus and says that the district could change. Mayor Ernie Daykin said he was looking forward to the strategy and pointed out it was supposed to be done before council tackled Albion ďŹ&#x201A;ats. He pointed out that a 2004 study showed that 44 per cent of commercial land was vacant or under-utiliized. Has that changed, he asked. What hasnâ&#x20AC;&#x2122;t changed is the vacant and underutilized Albion ďŹ&#x201A;ats area south of Lougheed Highway comprising 260 acres, he added. â&#x20AC;˘ The staff report notes several changes since a 2003 report on commercial and industrial lands. The City of Pitt Meadows will be supporting Pitchin Week with a contribution of $550 this year. The week-long event sees volunteers clean up their communities. By becoming a “municipal patron”, the city will get resource material from Pitch-in B.C. that includes garbage bags and gloves to collect litter. Laurie Darcus and her city staff will help coordinate volunteers locally during Pitch-in Week, April 23-30. “I think the spin-offs far exceed the $550,” said Mayor Deb Walters. In the past, volunteers have organized clean-ups along the Alouette and Fraser rivers and CP rail tracks. Last year, 511,509 Canadians participated in the campaign.

The City of Pitt Meadows has asked Metro Vancouver to consider a representative from Pitt Meadows to the Katzie treaty table. If supported, Coun. Janice Elkerton will fill the spot, which is currently vacant. “I feel that Pitt Meadows has a huge interest in the Katzie First Nations Treaty,” said Mayor Deb Walters. Former Township of Langley councillor Mel Kositky had been the local government representative to the Katzie treaty negotiations for the past nine years. The Katzie First Nation is in stage four of the six-stage B.C. Treaty Commission’s negotiations process – negotiating an agreement-in-principle. An agreement-in-principle outlines the major points of consensus between the parties involved, including land, cash, access, fisheries, wildlife, culture and heritage, governance and certainty, all of which form the basis of the treaty. The agreement, though, is not legally binding and changes may occur during final negotiations.

Tips to boost immune system T

he immune system is under constant attack in our daily lives, and colds and flus peak in February. But a healthy immune system can rise to the occasion and battle against viral and bacterial infections. There are numerous contributing factors to a less than optimal immune system that can be avoided. As well, there is an abundance of immune-boosting tips that can be done in order to keep your health at optimal levels. Causes of low immunity: • diets high in saturated or hydrogenated fat; • high sugary foods – four grams of sugar is the equivalent of one teaspoon of sugar, one teaspoon of sugar lowers the immune system for hours • nutrient deficiencies; • poor flora (‘good bacteria’) in the gut; • lack of fruit and vegetables; • lack of essential fatty acids such as fish and flax seeds; • excessive alcohol, drugs or smoking; • chemical pollutants; • stress; • lack of sleep. Symptoms of low immunity: • allergies and food sensitivities;

• feeling tired all the time; • frequent colds or flus; • sore throats; • swollen glands; • headaches; • aching muscles. Top 10 immune boosting tips: • Eat plenty of fresh fruit and vegetables. Good sources include carrots, beetroot, sweet potatoes, garlic, onions, sprouts, tomatoes and broccoli, plus watermelon, strawberries, blueberries, raspberries. Use organic coconut oil for cooking. • Consume whole grains in the diet such as brown rice, oats, buckwheat, quinoa and millet. • Eat freshly made soups loaded with veggies, garlic and onions.

Flames clinch playoff berth Ridge Meadows wins twice over conference rivals Mission and Port Moody by R o b e r t M a n g e l s d o r f staff reporter Just as the Vancouver Canucks dominated their opponents last weekend, so too did the Ridge Meadows Flames as they picked up two wins, outscoring their opposition 14-3 in the process. And much like Canucks, it was the Flames’ top line leading the way. Matthew Bissett, Danny Brandys and Sean Pesut looked unstoppable as the Flames beat the Mission Icebreakers 9-2 on Friday, before punishing the Port Moody Black Panthers 5-1 on Saturday. The Flames top trio combined for 17 points in the two wins, with Bissett registering a whopping six goals. “When those guys decide to start scoring, it’s pretty hard to stop them,” said Flames head coach Jamie Fiset. “Much like the Canucks, our top guys need to play like our top guys if we’re going to be successful.” The top line’s production comes despite the fact the trio have had their ice time cut in order to spread playing time more evenly among the team’s four lines. “We’ve changed our ice time management to get everyone involved in the game early,” said Fiset. “That sets the tone and makes them hungrier. They only had six shifts in the first period [against Mission], and they scored on three of them, so it seems to be working.” Thanks to the two wins, the Flames have clinched the fourth and final playoff berth in the Pacific International Junior Hockey League’s Harold Brittain Conference, as they now find themselves six points ahead of Mission with two games remaining in the regular season. However, it was Mission who opened the scoring Friday night at Planet Ice in Maple Ridge, with a powerplay goal three and a half minutes into the first period. Bissett struck back for the Flames less than a minute later, starting a run of eight unanswered goals for Ridge Meadows. Brandys scored to give the Flames the lead midway through the first and Bissett scored his second of the period to send Ridge Meadows into the middle frame with a 3-1 lead. See Flames, p35

Pitt grabs No. 1 seed at FV finals by R o b e r t M a n g e l s d o r f staff reporter The Pitt Meadows Marauders Air Force claimed ﬁrst place in the AAA Fraser Valley North Playoffs and earned the No. 1 seed at the Fraser Valley championships as they topped the No. 5-ranked senior AAA boys’ basketball team in the province, the Terry Fox Ravens, for the second time in a week on Friday. After a 71-68 overtime win over Terry Fox on Feb. 10 in the ﬁnal game of the regular season, the Pitt was able to put their league rivals down a week later with a 68-62 win in regulation. The win guarantees Pitt Meadows, the No. 2-ranked team in the province, the No. 1 seeding in the Fraser Valley AAA championships, which get underway Wednesday. That means Pitt will enjoy home court advantage until the

tournament shifts to the Langley Events Centre for the ﬁnal two days of play on March 2 and 3. The Marauders advanced to the Fraser Valley North ﬁnal after beating league rivals, the Centennial Centaurs of Coquitlam, 81-54 Thursday night at home.

Maple Ridge enters Fraser Valleys at lucky No. 13 The Maple Ridge Ramblers didn’t fare as well in their opening game of the AAA Fraser Valley East playoffs, as they were beat by a single point by Sardis secondary Thursday night, 56-55. The Ramblers rallied from behind to tie the game in the fourth quarter, but were ultimately beat by a single foul shot. Max Neumann had a standout game with 23 points, six rebounds, and four recoveries. Jacob Durkovich had 12 points and six recoveries.

The Ramblers bounced back from that loss, however, winning their next two games to claim the lucky No. 13 seed in the 32-team Fraser Valley AAA championships. After a slow start, the Ramblers again turned it on late to defeat Chilliwack secondary 57-50 on Friday. Neumann led the team with 25 points, nine rebounds and nine recoveries. Jacob Durkovich had a double-double with 12 points and 10 rebounds. Lincoln Clarke hit some key shots to finally put the Ramblers in the lead in the late third quarter. In the third game of the playoffs, the Ramblers started firing on all cylinders again, with a 71-58 win over Abbotsford Collegiate. Neumann scored 26 points. Pavel Niemirski did not miss a shot from outside, scoring 15 points. Joel Lutz also played strong inside with 14 points, six rebounds and five recoveries. Jacob Durkovich played a steady game with 13

points and eight rebounds. The Ramblers will play their ﬁrst Fraser Valley qualiﬁer game this Wednesday against Lord Tweedsmuir at 6:15 p.m. at White Rock Christian Secondary.

Top line trio combines for 17 points they played their second game in as many days Saturday on the road against Port Moody. The Flames ﬁred 53 shots on net as they stormed to a 5-1 victory thanks to some inspired play early in the game. Bissett opened the scoring for the Flames seven and a half minutes in, with Alex Smith following up with a pair of goals to give the Flames a 3-0 lead after 20. The Flames didn’t waste any time adding to their lead in the second period, with Bissett and Smith both scoring in ﬁrst two minutes. The Flames looked poised to register a shutout, however, the Black Panthers scored midway through the third. Flames backup Jordan

Flames from p32 The Flames dominated the second period, scoring five goals on just 13 shots. Bissett notched his fifth hat trick of the season three minutes into the second. Pesut scored a pair before Paul Piluso fired home a shorthanded goal with less than four minutes to play. Bissett scored his fourth goal of the night before the end of the period, prompting Mission to finally pull goaltender Scott Lapp after allowing eight goals on 21 shots. Mission responded with their second goal of the game on the powerplay in the dying seconds of the period. Mission backup William Latimer was able to keep the Flames off the board for much of the third period, only allowing a single goal by Piluso on 11 shots. Bissett finished the game with five points and first star honours, while Brandys had a goal, three assists, and the second star. Bradley Wardner and Dean Gilmore each picked up a pair of assists, while Corey Dubbeldam and Shane Harle picked up an assist each. Wardner has four points in his last five games to lead Flames defencemen in scoring. “He has really picked up his play lately,” said Fiset. “He’s really emerging into the type of defenceman we think he can be.” The Flames showed no signs of fatigue as

This Thursday, the Flames travel to Richmond to face the Sockeyes, the top junior B team in the Lower Mainland, and return home on Friday to play the North Vancouver Wolf Pack. “Richmond is a good test for this time of year,” said Fiset. “Historically, we’ve struggled in their building... but we’re looking forward to the game. We believe we can compete with anyone in this league right now, which is a nice change.”
