Decisions made on housing and school Major decisions have been made on housing and education policy in Maltby this month. Work is to begin on the first new council housing in the town for 30 years. Meanwhile, Secretary of State for Education Michael Gove has announced that the capital allocation for the new build at Maltby Academy will be subject to notification after the spending review currently being carried out by Sebastian James. On housing two sites are to be developed. Eight houses and bungalows are to be built at Newland Avenue, Maltby, by Bramalls, while four apartments are to be built at Stone Park Close by TH Michaels. They will be among a total of 127 units to be developed for the authority on six sites across the Borough after Rotherham Borough Council was successful in £8.5 million bids for grant funding specifically for building new council homes from the previous Government’s Homes and Communities Agency. Coun. Jahangir Akhtar, Cabinet Member for Housing and Neighbourhoods for Rotherham Borough Council, said he was delighted to see work starting on the builds.

He added: “We have wanted to build council houses for many years in Rotherham and thanks to a great deal of hard work and determination the council was very successful in its bids. This now means that by August 2011, we can offer 127 families and individuals excellent brand-new council-owned properties. In addition we are also supporting local labour and equipping people with skills by ensuring apprentices student placements will be working on the sites.” Meanwhile, the 44 Academies at the most advanced stage in their capital planning with Partnerships for Schools will receive capital now. Capital allocations for the remaining 75 will be decided in the Spending Review. Sponsors of these Academies will be working with the Department to reduce costs over the next few months. Maltby Academy had hoped to receive better news, however there is still time to sway the Government behind the ambitious project for a new learning campus. Mr James has called for evidence to support projects to be submitted immediately with a deadline of 17 September. KH

Art at Winthrop Park During the first week in August Winthrop Park hosted an “Art in the Park” charity week and opened the gardens as part of the prestigious National Garden Scheme to raise money for cancer care charities and local good causes. Lord Scarbrough and the Countess of Scarbrough took a

Maltby Town Council is 10 Whenever the beautiful summer flower displays appear on Maltby’s streets, I feel like jumping for joy. Until we had a Parish (later Town) Council, getting any flowers out here was like drawing teeth. Now we take almost for granted, high quality seasonal displays. This is only one example of the good that the Town Council does because the whole year is now marked by widely-shared and valuable contributions including the Civic Service, the new Maltby Festival, the Horticultural Show, the November the 5th Bonfire and Firework Display and those magical Christmas lights. For all of these, I love Maltby Town Council and I admire its achievements since its establishment in Millennium Year. Life used to be so different. When we moved here in the late 1970s, people were still bemoaning 1974’s loss of Maltby Urban

District Council. At that time, some UDC assets could have been freely transferred to a successor Parish Council but the powerful and politically ambitious Jack Layden said ‘NO’ and what Jack said went. In the meantime, and after the strike, it became clear that the climate was right for people to celebrate their community’s strengths and to rediscover its almost-lost identity. The first Maltby Festival Committee was formed and representatives of local statutory and voluntary groups, industry, schools and churches slaved away, in borrowed rooms, to organise ten days of events in the summer of 1986. It was not long before the Festival Committee, of which I was Honorary Secretary, was called upon to do ‘Parish Council things’ like cleaning up sites ready

Pizza Pizza on Queen’s corner was opened by Maz Mohsen in 2006, and it is still run as a family affair. Maz arrived in England with his parents and siblings from Iran ten

years ago, settling briefly in Southampton before moving to Sheffield. He now lives in Maltby with his wife Zeinab. “I have enjoyed my time in Maltby,” he said. “Everyone told me what a friendly place it would be and we have enjoyed meeting everyone in the community,” he added.

Brother Mehran works in the business along with driver Ian. Maz looks forward to everyone coming in to take advantage of the celebratory offer to all customers of buy-oneget-one free on all pizzas this month with a copy of the maltby.news (see page one ad).

for activities and then trying to stop them getting bad again afterwards. How we longed for just a little bit of parish precept to fund a few barriers, brushes and bins! We made quite a lot of noise about our aspirations but it went unheeded. When the nineties arrived, the Festival Committee took the amicable decision to divide into two sections one developing children’s play schemes and the other trying to promote environmental improvements. Again it was Parish Counciltype stuff but without the necessary revenue funding and it all got pretty frustrating! What a joy it was then, at the end of the nineties, when the political climate changed and a Maltby Parish Council became a real possibility. The idea was driven forward by Councillor Jim Wright and a group of like-minded people. During 2000, the news came through that the years of agitation and effort had been rewarded. We delighted in the infant Parish Council’s obsession with much-needed dog and litter-bins. Then came the hanging balls of busy-lizzies, the first fireworks and the illuminated snowflakes and Christmas trees. Lots of good things continued in succeeding years but, sadly, a feeling was also abroad that Maltby wasn’t always coming first. For example, radical RMBC redevelopment proposals for our town

received to our continuing cost, what some believed, was far too uncritical a hearing from council members. The new ‘independent’ council appeared next, first as a shining light but quite soon it, too, began to struggle. Inevitably mistakes had been made by the old régime and mistakes continued to be made by the new. There were huge errors of judgement and matters finally got out of control. One day, in a dire emergency when neither the Clerk nor the Assistant Clerk could be present, I was asked if I could possibly minute a meeting. I embarked the task, giving only a passing glance in the direction of a cohort in reflective jackets. Later, I discovered that they had been called in to maintain the Queen’s peace! This council was experiencing truly nasty growing pains. Now you are ten, so Happy Birthday Maltby Town Council! Whilst there are often times when I feel inclined to put you over my knee, I firmly believe that M T C can continue to bring good to our town. So much remains to be done both to defend it and to improve it and much ought to be achieved with greater efficiency. Self discipline is called for in meetings but, given that and a following wind, I feel certain we are better off to be with you than without you. © Alice Rodgers 2010

Emission mission puts Malby pair in front SEAT

A young Rotherham motorist hopes his incredible driving achievement will now inspire others to travel safely, save money and protect the environment. Mark Fitzgerald, 24, from Maltby, and friend Andy Conway,28, arrived in John o’ Groats on August 1st after successfully traveling 837 miles from Lands’ End - without refuelling once! Mark and Andy made the trip in the new, eco-friendly Ibiza ECOmotive, specially loaned by SEAT. Their ‘emissions mission’ was in aid of the Breast Cancer Campaign and they still need donations to reach their £1000 target. Their vehicle’s tank usually allows 753 miles but after averaging 87.3 miles per gallon – with a high of 93.5 – the duo arrived with 165 miles still left in the tank! They put the accomplishment down to sensible driving and forward planning. Mark said “We thought we might have arrived in John O’ Groats practically running on fumes, but are really proud to have achieved this so comfortably. It proves that with careful driving, looking ahead and judging the traffic to avoid unnecessary braking, travelling light and keeping your tyres inflated, you can be safe on the road, save yourself money and protect the environment.” Andy added “It was a fascinating and testing journey; we had to concentrate at all times but

this hopefully shows that not all male drivers in our age range are reckless, inconsiderate speed merchants. Hopefully our ‘emissions mission’ will inspire other young motorists, whilst raising money for a very worthy cause.” An AA survey found that 18-24 year-olds were least likely to consider carbon emissions when buying a car. Meanwhile, one in five drivers under 25 have raced on a public road. The survey last month for road safety charity Brake also found that one in ten have overtaken another vehicle at speed without being able to see what was coming. Mark said “I wanted to prove that not every driver in my age range is inconsiderate and reckless.” To help them reach their target for the Breast Cancer Campaign, Mark and Andy are asking people to visit www.justgiving.com/ IbizaOC Now the pair, who are part of the Seat Ibiza Owners Club, plan to try to offset their show season by creating a 0% Carbon Footprint Owners Club, which they think could be the first in the world.

Fit notes - fit for purpose?

Ian Clay of Tierney’s solicitors takes a look at the last government’s changes to the law relating to sickness He may have saved the world, but not even Gordon Brown could abolish sickness, so instead the last government abolished sick notes. What has replaced sick notes and what is the procedure now? Optimistically named “fit notes” have come into being since April 2010. Tired of massive pay rises and opting out of out of hours duties, GPs now get to decide what level work staff are capable of (and you thought lawyers ran Governments . . .). In essence, a doctor can examine a patient and decide they are unfit for any work. This situation works just as the old sick note did. A GP may, however, now decide that a patient “may be fit for some work”. In this case the GP gets to tick any or all of the following boxes to suggest assistance in returning to work; Work place adaptations Amended duties Altered hours A phased return to work, and may also make additional comments The GP cannot, however, dictate to the employer (my friends in the NHS informed me that it is in fact consultants to whom God defers, not doctors), the fit notes are advisory only. If the employer cannot reasonably meet the recommendations of the fit note, it has to be treated as a finding of “unfit for work”. Should the employer’s actions later be challenged, the outcome will depend on what is “reasonable”. The system has not been in place long enough yet to give rise to a body of case law that would provide advice. “Reasonable” is assessed with

reference to the size and resources available to the employer; it would not for example be logical for a tribunal to expect the same level of resources from “Dave’s Corner Garage’’ as at RBS (although, I don’t know . . .). One area where the matters become more confusing when assessing a fit note and any comments attached is the Disability Discrimination Act 1995 (“DDA”). This describes a disability as a long term condition which has or is likely to have an adverse impact on the sufferer. Over the last 15 years a number of illnesses and conditions have been categorised as a disability for the purposes of the DDA. Should you be in any doubt, either as an employer or an employee as to where the fit note leaves you, there are a number of free advice lines available from the NHS. Quality Award rewards hard work Linx Pre-School’s commitment to quality has been recognised with the award of an Early Years Quality Assurance Award. “We are the first early years setting to recieve it in Maltby,” said Pre-School Manager Julie Maddison. “Staff have been working hard to achieve this. We had to produce evidence to show we met the ten elements within the quality mark. Lots of hard work has gone into this from all staff.”

Ryan joins the band Terry Clifford musical director of Maltby Miners Welfare Brass Band introduced one of their youngest ever members at the Durham Miners Gala last month. Ten-year-old Ryan Hart, a pupil at Lillyhall Junior School, made his senior band debut on the cornet at the prestigious event. “I would just like to thank everyone at the band for helping me and showing confidence in me especially Terry,” Ryan said.

The band is keen to encourage young musicians through its training band, Ryan is a great example of how quickly players can progress. The band rehearse at the pavilion at Muglet Lane on Tuesday nights from 7pm-8pm. Junior members pay just £1 per week for tuition, and are given free use of instruments.

A celebration was held for the adults who had successfully completed one of the Brush up Your Literacy course organised by the WEA at Maltby Crags Infant school. Some learners had prepared presentations on their reflections and feelings about

attending the course. A common thread in the presentations was how much more confidence each person had gained, how new friendships had been formed and how people felt encouraged to do further courses. Certificates were

handed out with a special category for the people who had achieved 100% attendance for a year. The courses are free and will start again in September, anyone interested in joining should reserve a place with Gill Lawrence on 01709 709208.

Of particular concern has been the repeated littering, by drinkers, of the Crags area. We are conscious that many of the people who are involved are young and that they do not appear to be aware of the risks posed by excessive drinking. New members of Mothers’ Union The Maltby Branch of the Mothers’ Union has enrolled two new members, Rita Sanders and Jackie Ellis. Their enrollment took place at St Bartholomews recently where the new members were supported and welcomed by Deanery Leader Moira Leach, Branch members and the church congregation. Another member of the Union, Emily Pilton celebrated her 90th birthday.

This year’s Carnival Queen is 12 year old Sophie Longden, who is a pupil at Wickersley Sports College. Sophie was selected to be Queen from several applicants, winning over the Parish Councilors with her friendly confidence and sunny nature. Sophie will be crowned Queen at the opening of the carnival by The Mayor of Rotherham, Rose McNeely and Councilor Malcolm Brown, Chairman of Bramley Parish Council. The role of the Carnival Queen is to be an ambassador for Bramley over the forthcoming year.Sophie will be invited to attend local events and begin the firework display at Flash Lane in November. From Coal to Goal James Rawlinson from Rotherham United Football Club came along to the Maltby Town Council meeting on the 8th July to talk about their Coal to Goal project. The project was developed to look into the history of Rotherham United during the 1940’s and 1950’s, specifically focusing on the links between work and football; in particular the mining that dominated the area during this period. We have discovered that a number of the Rotherham United players from this era were working long shifts down the pit as well as turning out to play for the Millers on a Saturday. The project has already put 24 participants who range from comprehensive school children to current fans of

the club through 4 training sessions, which included: conducting interviews, recording data, transcribing of recorded interviews, videoing techniques and editing together with how to undertake archive research and the History of Rotherham United. These sessions have given the participants all the skills required to interview past players and fans of Rotherham United on subjects regarding life in Rotherham (transport, leisure, job situations, and lifestyle) and also what it was like to play for/support Rotherham United during this era. The material will be used to produce a teaching resource which will hopefully be used by all schools in the local borough to teach children about the history of their local area and football team.

Maltby Town Council held its third Civic Service on the 11th of July. Around one hundred and thirty people from Maltby and surrounding areas gathered in our local church of Saint Bartholomews.to celebrate the event. Again we were very honoured to have Kevin Barron MP as our ‘Guest of Honour’ and we were also privileged to have Councillor Rose McNeeley, the Mayor of Rotherham with us too. The Reverends’ Peter and Dhoe CraigWild conducted a relaxing and informal service of ‘thanksgiving’ while there were

A Civic Reception followed at the Edward Dunn Memorial Hall where the Mayor and Mrs Doris Stevenson who is 103 years old cut a cake to celebrate the tenth anniversary of Maltby Town Council. Maltby Needs You Maltby Town Council still need your old photographs of Maltby for the forthcoming exhibition of old Maltby. Every Friday afternoon Maltby Town Council hold a surgery, at the Edward Dunn Memorial Hall, between 2pm and 3.30pm, where photographs can be handed in to be processed for the exhibition. MINUTES OF TOWN COUNCIL MEETING HELD WEDNESDAY 24 JUNE 2010 RESOLVED: that the minutes of the meeting held on Wednesday 24 June 2010 be confirmed as a true and accurate record of the proceedings. MALTBY NEWS PAGES RESOLVED: to continue with the pages in the Maltby News. FINANCIAL REGULATIONS RESOLVED: to change the financial regulations to read “should the Clerk and Responsible Financial Officer be on prolonged absence then cheques drawn could be signed by any 3 of the noted signatories”. SOLICITORS RESOLVED: that the Clerk and Responsible Financial Officer obtain a list of approved solicitors. INTERNAL AUDITOR RESOLVED: to minute the appointment each year of the Internal Auditor and for Councillors to carry out an internal audit at least annually. MICROPHONES RESOLVED: that the purchase of the microphones go ahead. THE JOINT REGIONAL TRAINING CONFERENCE The Clerk and Responsible Financial Officer asked which councillors would like to attend the training conference in Scarborough. Still awaiting a response RESOLVED: that the update by the Clerk and Responsible Financial Officer be noted WEEDING Councillor Mrs J Bradford stated that the pathways in Maltby had become very overgrown, and asked if Maltby Town Council could do anything to clear the paths. Councillors B Slade and Mrs J Bradford agreed to map the alleyways in Maltby to find out if the project was feasible. The Clerk and Responsible Financial Officer was asked to obtain quotes for hiring a small road sweeper. RESOLVED: that the above be noted. Community Evening BBQ and Disco In March this year the Community Police Support Officers of Maltby came to Maltby Town Council and asked them to fund a Community Evening BBQ and Disco. The Council agreed and the event went ahead in Coronation Park on Friday 23rd July. The turn out was terrific with 200 plus young people as well as members of the older age groups coming along and joining in with the activities. The PCSO’s came up with the idea to try and combat the increased anti-social behaviour which happens on the last Friday of every school term. The evening was run by the Safer Neighbourhood Team, Rotherham Borough Youth Workers and the Rotherham Borough Sports Development Team.
