DAVAO CITY, June 9 (PNA) -- The team of President-elect Rodrigo Duterte will hold preliminary talks with Communist Party of the Philippines-National Democratic Front of the Philippines (CPP-NDFP) head Jose Maria Sison in Oslo, Norway next week for the resumption of the formal talks in July. NDFP Spokesperson Fidel Agcaoili confirmed the Oslo meet with the aim to discuss Duterte’s recent pronouncements about granting of general amnesty to political prisoners, the possibility of having an interim ceasefire from both sides, and accelerating the peace negotiations. Aside from Sison and Agcaoili, the meeting will also be attended by Luis Jalandoni, Connie Ledesma and two lawyers from the CPP-NDF side. T visas provide victims of human trafficking temporary legal status and work authorization and allow them to bring their families to the U.S. “We are thrilled that our clients have the opportunity to rebuild their lives in the U.S. This case represents a harder to detect, but perhaps more prevalent form of human trafficking than what we are used to hearing about,” said Yanin Senachai, a staff attorney at Asian Americans Advancing Justice-Los Angeles. “The employer in this case held the workers as captive labor, not with the use of barbed wire and armed guard, but with more subtle forms of coercion, including forcing a significant debt on the workers and threatening to harm them in the home country.” The workers were fraudulently lured by their employer to the United States from

the Philippines on E-2 visas and then subjected to abusive and exploitative working conditions, including workdays as long as 17 hours and wages as low as three dollars an hour. Bulusan volcano erupts, ash estimated at 2000 meters

MANILA, June 10 (Mabuhay) – Bulusan volcano erupted Friday and ash fall is expected to affect several villages in Casiguran, Sorsogon, official said. The phreatic explosion occurred around 11:35 a.m., according to reports from Raffy Alejandro, director of the Office of Civil Defense in the Bicol Region. It lasted for five minutes, according to an advisory from

the Philippine Institute of Volcanology and Seismology (Phivolcs). Estimated height of ash/steam, plume/cloud may reach 2,000 meters, Alejandro said. Areas affected may include villages located at the Western part of the province, said Phivolcs resident volcanologist in Sorsogon City Crispolo Diolata. In its 8:00 a.m. advisory, Phivolcs

said Bulusan volcano also recorded at least 113 volcanic earthquakes during the past 24 hours. “The local government units and the public are reminded that entry into the 4-kilometer radius Permanent Danger Zone (PDZ) is strictly prohibited due to the possibility of sudden and hazardous steam-driven or phreatic eruptions,” it said. Schools to get cloud-based learning system linked to DepEd portal By Filane Mikee Z. Cervantes

MANILA, June 9 (PNA) – As the Department of Education (DepEd) gears for digitization, 200 schools are poised to get a brand new, cloudbased learning system in the next three years with the help of Philippine tech firm, Xepto Computing. Xepto, in partnership with the DepEd, Philippine Business for Social Progress, and the Philippine Development Foundation, launched on Thursday the Xepto Learning Systems (XLS) at Taguig Science High School in Taguig City. Dr. Paco Sandejas, chief executive officer (CEO) of Xepto Computing, said XLS offers a solution specifically designed to deliver DepEd’s online resource library to every school in the Philippines regardless of location and existing connectivity infrastructure. “Our solution is a simple, straightforward story about seeking to deliver a very good e-learning system that we know is seriously needed (in public schools),” said Sandejas. The XLS system connects into DepEd’s Learning Management System (LMS), which essentially is a library of materials cleared for use by school teachers across the country. Sandejas explained that XLS

works through distributed cloud and remote management services which allow teachers and administrators to guide students in the learning process even from afar. Each school gets around 40 terminals and a number of servers. “For public schools, our goal is to start by delivering some 200 systems across the country with the help of corporate donors. We saw how DepEd was able to close the classroom and textbook gap in the last six years and this was done through strategic public-private partnerships,” the Xepto executive said. “Xepto is taking a similar approach as it embarks on its mission to provide inclusive learning solutions for all Filipino students and teachers,” he added. The involvement of Philippine Business for Social Progress means private sector players, with the guidance of DepEd, can choose to donate to schools by purchasing the package from Xepto which is payable for a 4-year period. Xepto will then install the system to the chosen school. “It only takes one day to deploy the system in areas that already have Internet. For those off the grid, the

time may vary. But, once we have XLS in place, a student from, say, Talakag in Bukidnon, would have access to the very same materials used by a student in Metro Manila,” said Sandejas. For his part, DepEd Secretary Armin Luistro believes the IT solution offered by Xepto can help boost the digitization efforts of the agency, as well as allowing the Philippines be a potential leader in the use of IT in learning. “What we are launching now is a big dream that will allow our Filipino learners to catch-up with the rest of the world,” Luistro said. The determination of 200 schools, Luistro noted, will be based on the range of requirements and needs in the Philippines. Cities, suburban areas, hard-to-reach areas, and non-energized areas will be identified to determine whether the XLS system works in a variety of areas. “Thus is one of the ways our technology revolutionizes education,” said Sandejas. SACRAMENTO - Effective today, the minimum age of sale for tobacco products in California increases from 18 to 21, and for the first time e-cigarettes are added to the existing definition of tobacco products. California is the second state in the nation, following Hawaii, to raise the minimum age for tobacco sales to 21. “Today marks a significant moment in California history as new tobacco control laws go into effect statewide. This is the first time the Golden State has raised the age of sale for tobacco since the law first took effect 144 years ago,” said Dr. Karen Smith, California Department of Public Health (CDPH) director and state health officer. “Our focus is on reaching more than 34,000 retailers with tobacco licenses and an estimated 1,200 vape shops to provide them the information and resources needed to comply with the new tobacco 21 law.” To help retailers comply with these new laws, CDPH developed a series of educational materials, including age-of-sale warning signs, window clings reminding customers of the new law and tips to help clerks check identification. About 34,000 Californians die each year from tobacco use. In addition, tobacco-related diseases cost Californians $18.1 billion each year in both direct and indirect healthcare costs due to premature death and low productivity due to illness. As part of the new law defining e-cigarettes as tobacco products, e-cigarettes, e-liquids including vaping devices and accessories can no longer be sold in self-service displays.

Duterte spent P371-M for presidential campaign MANILA, June 8 (Mabuhay) – President-elect Rodrigo Duterte spent a total of P371.46 million for his campaign, four million less the total campaign contributions he received, according to his Statement of Contributions and Expenditures (SOCE). Duterte’s SOCE showed that the long-time mayor of Davao City received P375 million in contributions, both in cash and in kind. But he spent only P371.46 million, including P200,000 from his personal

funds. Duterte’s camp filed the SOCE before the Commission on Elections (Comelec) Wednesday afternoon, hours before the deadline. Duterte did not receive any cash or in-kind contributions from his own political party, the PDP-Laban, his SOCE showed. MANILA, June 9 (PNA) – Incoming Philippine National Police (PNP) Chief Ronald Dela Rosa is now taking extra precautions due to the increased bounty from drug lords for him and president-elect Rodrigo Duterte allegedly imposed by drug lords. According to the reports, drug lords increased their bounty for the president-elect and the incoming PNP chief to PHP50 million for there were no takers of the initial bounty worth PHP10 million. “Yes. We are on full alert always. Bring it on,” Dela Rosa answered when asked in an interview if he is taking extra precaution to the said bounty. With or without threats, Dela Rosa noted that he and his force will be conducting actions for what the drug personalities have done. “Don’t take this personally, we are only doing our jobs,” he said. “I want them (drug lords) dead if they fight back,” he cleared that it will be murder if there were no orders to kill them. No guns in NAIA without permits By Azer N. Parrocha

MANILA, June 8 (PNA) – After recently intercepting an American passenger carrying a gun, airport authorities on Wednesday reminded passengers anew to seek clearances to transport guns and ammunition when travelling by air. This comes after the Philippine National Police Aviation Security Group (PNP-Avsegroup) apprehended American citizen James Hill Jr. for carrying a Ruger P85 9mm caliber firearm together with 57 pieces of ammunition and two magazines for the said gun. PNP-Avesgroup said that these were intercepted just last weekend at the initial screening checkpoint at Ninoy Aquino International Airport (NAIA) Terminal 1. Possession of guns and ammunition without permit is a violation of R.A. 10591 or the Comprehensive

Firearms and Ammunition Regulation Act. Guam-bound Hill admitted to owning the items saying that these were given to him by his relatives in the Philippines and he simply wanted to bring it home abroad. He further said that he sought advice from his airline and was only told to place the firearm in its safety case but was not informed of the pertinent documents needed to be obtained. After interception, Avsegroup had Hill undergo further investigation following protocol. DOH records 772 new HIV cases in April MANILA, June 8 (Mabuhay) – The Department of Health’s (DOH) Epidemiology Bureau announced that a total of 772 new cases of human immunodeficiency virus (HIV) were recorded in April this year. The DOH said the number is 38 percent higher compared to the same month in 2015, which saw 560 cases. Ninety-four percent or 729 of the victims are male and 30 were adolescents aged 10 to 19, the report said. Metro Manila had the highest number of HIV cases with 313 incidence followed by Calabarzon with 133 cases, Central Visayas with 76 cases, Central Luzon with 65 cases and Davao Region with 43 cases. The DOH said that it has recorded a total of 3,036 cases of HIV since January to April. The report also said that most of

the cases were due to male to male sexual contact. HIV is a virus which gradually attacks the immune system. The virus destroys a type of white blood cells called CD4 cells. If left untreated for about 10 to 15 years, HIV causes acquired immune deficiency syndrome (AIDS) to develop. There is currently no discovered cure for HIV and AIDS. However, there are treatments available to suppress the amount of virus in people living with HIV (PLHIV). National Center for Disease Prevention and Control Program manager Dr. Lyndon Lee Suy, meanwhile, expressed alarm over the increasing number of HIV cases in the country. “Ang sinasabi natin lately, in a day ang nada-diagnose natin is nasa 25 cases na,” Lee Suy said.

Caregivers: are you receiving overtime pay? Under California law most caregivers must be paid overtime compensation when working 24-hour shifts. With the increase in California’s minimum wage to $10 an hour on January 1, 2016, that means a 24hour caregiver must be paid $315 a day to comply with the current law. Many caregivers are working under a day rate or monthly salary. A day rate or monthly salary does not compensate for the overtime hours worked and results in a substantial unpaid overtime claim for the caregiver. Oftentimes, employers attempt to avoid liability by claiming the caregiver is an “independent contractor.” In most circumstances, this argument will fail as typically employers maintain significant control over the caregiver such that that California law will find the caregiver to be an employee. This change in the overtime rules for caregivers became effective on January 1, 2014, when the Domestic Worker Bill of Rights (DWBR) became law. Previously, employees who qualified as “personal attendants,” including caregivers, nannies and babysitters who worked in private households, were The DWBR eliminated the overtime exemption for personal attendants and provides that personal attendants, “shall not be employed more than nine hours in any workday or more than 45 hours in any workweek unless the employee receives one and one-half times the employee’s regular rate of pay for all hours worked over nine hours in any workday and for all hours worked more than 45 hours in the workweek.” So now caregivers, nannies and babysit-

ters (with limited exceptions) must be paid overtime compensation. Under Labor Code § 1194, domestic workers are not only able to recover their unpaid overtime in a civil action, but they also may recover reasonable attorney’s fees and costs. California law also provides interest and penalties for workers who are not properly paid overtime compensation. If you are working as a caregiver who is not paid overtime when working more than nine hours a day or 45 hours a week, you should consult with an attorney to discuss your rights under this law. With all the penalties, interest and attorneys fees allowed, claims often exceed $100,000 for 24-hour employees working just over 1 year. Koko Pimentel will be the incoming Senate President: Drilon By Jelly F. Musico

MANILA, June 8 (PNA) – Senate President Franklin Drilon ended on Wednesday weeks of speculations about his successor in the 17th Congress, saying at least 17 senators from two groups have agreed to make Senator Aquilino Pimentel Jr. as the next Senate President. ”The President of the incoming Senate will be Senator Aquilino Pimentel. I will be Senate President Pro-Tempore and Senator (Vicente) Sotto will be majority leader,” Drilon announced at the Kapihan sa Manila Bay media forum. Drilon said the agreement was reached between the Liberal Party (LP) and the Nationalist People’s Coalition (NPC) led by Sotto. ”These two groupings: we led the one group, while Senator Sotto led the other group. Between the two of us, we have the support of 16 or 17 senators. Last night, we met and had the agreement,” Drilon told the media. Drilon, however, clarified there was no formal coalition between the LP and Sotto’s group. ”We have six LPs in the Senate

out of 24, so we have other allies like Senator Risa Hontiveros with us. With us also is Senator (Juan Edgardo) Angara. There is no written coalition as in the House,” Drilon said. Drilon said the agreement of the super majority to endorse Pimentel as the next Senate President is to show that the Senate is willing to support the legislative agenda of President-elect Rodrigo Duterte. ”We maintain the independence of the Senate but at the same time, we will support, in general, the legislative agenda of President Duterte. We recognize that they have the mandate of the people,” Drilon said. Pimentel is the only senator of the Partido Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban) which is the national political party of Duterte. ”As you notice, Senator Koko Pimentel is the only PDP-Laban senator but yet, he will be the Senate President. This is an unusual… Certainly in the recent memory I do not recall of a similar setup,” Drilon said. Drilon, vice chairman of the LP, said the assignment of the Senate committees will be discussed later.

Aside from Drilon, other LP senators include: Ralph Recto and Paolo Benigno ‘Bam’ Aquino IV and incoming Senators Joel Villanueva, Leila de Lima and Francis ‘Kiko’ Pangilinan. The legislative priorities of the Duterte administration include shift to federalism, restoration of death penalty and amending the Juvenile Delinquency Act to raise the age of discernment. On the shift to federalism, Drilon

said it can be done only through a Constitutional Convention (ConCon) where the entire Constitution will be reviewed. ”I think we can see an emerging consensus in the Senate that we need to review our Constitution, amend the Constitution,” Drilon said. On Duterte’s proposal to revive death penalty, Drilon said he is against the reimposition of death penalty, “but I am willing to listen.” (PNA)

No ‘super majority’ yet in Senate, says Sonny Angara MANILA, June 8 (Mabuhay) – Senator Sonny Angara on Wednesday belied reports that at least 20 senators are already part of the super majority. “I think binubuo pa yung super majority...sa ngayon wala pa sa 20,” Angara said. “I think for Senator Pimentel there are at least five or six that signed and it’s the same for Senator Allan Cayetano,” he added. Lacson on Monday indicated in Twitter that he was preparing for the

17th Congress with Senator Aquilino Pimentel III as Senate President, outgoing Senate President Franklin Drilon as Senate Pro-tempore, and Senator Vicente Sotto III returning to his role as majority floor leader. He also said that there was a super majority of at least 20 senators. But Angara pointed out that Lacson had included a question mark in his claim, and that it might have just been a prediction. The senators will come to a decision within a few days, Angara said. Angara said he wished to continue being the Chairman of the Ways and Means Committee, which overlooks laws regarding taxes. He said that the 17th Congress should prioritize the income tax reform bill, which aims to lower the income tax of the working class. Senate Bill 3003, authored by Angara, did not garner support from President Benigno Aquino III. “Alam naman nating naging issue yung income tax reform na tinutulak po natin at madaming sumuporta. Ngunit hindi masyadong naging prayoridad nung outgoing administration,” Angara said. “Hopefully yung tinrabaho na natin dun mai-push na natin sa darating na kongreso,” he added. (MNS)

‘Super majority’ not a guarantee of rubber stamp Congress MANILA, June 8 (Mabuhay) – With President-elect Rodrigo Duterte all but assured of majority support in Congress, political analysts on Wednesday weighed in on whether the legislature would become a rubber stamp of the next administration. Duterte’s key allies have successfully sealed alliances with several political parties as he plans to shift the form of government from presidential to federal, relax restrictions on foreign ownership of certain businesses, and re-impose the death penalty for heinous crimes. Expected to shepherd his legislative agenda are his PDP-Laban party mates Senator Aquilino Pimentel III and incoming Davao del Norte Rep. Pantaleon Alvarez, who are due to be named Senate President and House Speaker, respectively, when the 17th Congress opens on July 25. Alvarez said more than 200 of the 290-member House of Representatives are now on Duterte’s side while at least 17 out of 24 senators indicated their support for the incoming administration which will take power on June 30. Duterte’s “astonishing super majority” gives the incoming president a “historic opportunity” to push for major reforms by passing legislation against oligopolistic policies, political dynasties, freedom of information, and installation of a federalist-parliamentary form of government,

Five benefits of establishing a revocable living trust There is never the perfect time to think about who you would like to inherit from your estate in case you pass away or at least who among your closest friends (BFFs) and family members are even deserving of inheriting from your estate. In doing so, you should also think about which vehicle you plan to use in implementing your estate plan. One of the best vehicle in implementing your estate plan is a revocable living trust. Five major benefits of establishing a revocable living trust are: Your estate can avoid the time, cost, and hassle of going through the probate court process. If you pass away without a will (intestate) in California, one of your close family would have to file a petition in probate court to probate your estate. Your estate will be divided and distributed according to the California probate code rules of intestate succession. Even if you have a will when you pass away, your family would still need to file a petition in probate court if your estate is worth over $150,000 and go through the probate process. This can become a circus if certain beneficiaries contest the validity of the Will or the distribution of the estate. Your estate will pay for attorney’s fees, probate referee fees, appraisers and other experts, CPA fees, etc. If people contest the case, your estate would end up paying legal fees to defend the estate in litigation. The entire process can take anywhere from 9 months to years depending on the contentiousness of the probate case. With a revocable living trust, your trustee or successor trustee if you were the initial trustee, would administer the trust and distribute the estate according to the trust document without having to open a probate court case. If the trust is funded with all your assets, it is possible to administer and distribute the trust assets without any Court involvement at all. This process is a lot faster than going through probate. Your estate is not public record When you file a probate case, the public has access to your probate case file. The public will know the assets of the estate including the values of those assets. If the

Will is admitted into probate, the terms of the Will is open to public scrutiny. Establishing a revocable living trust makes your estate affairs private. Strangers do not have access to the terms of your living trust. Only certain beneficiaries and possible heirs can request a copy of the revocable living trust after you pass away. You can dictate who will inherit from your estate. If you pass away without a Will, your estate will be divided and distributed in Probate Court following the rules of intestate succession in the California probate code. Certain relatives will be entitled to a share of your estate even if you feel they are not deserving. By establishing a revocable living trust, you can designate who you want to inherit from your estate. You can designate what and how much each one will received from your estate after you pass away. The assets distributed to each beneficiaries does not have to be equal. The people you designate as beneficiaries of your living trust does not even have to be close family members. You can designate anyone as a beneficiary, with certain exceptions, of your estate. You can structure your estate to minimize estate taxes If your estate is valued above the estate tax exemption, establishing a trust can allow you to divide up your estate into smaller sub trusts to minimize the overall estate tax effect on your estate. It allows you to set up a vehicle for certain charitable giving which carries tax advantage and asset protection. You can choose who will administer your estate after your death When you establish a revocable trust, you can appoint someone else as trustee or

you can appoint a successor trustee if you are the initial trustee. The trustee will be administering (managing) the trust after you pass away without a need to open a probate court case. This allows for continuity in operating the trust and the efficient and cost effective distribution of estate assets. If you are concerned about whether you can trust any family members as your trustee, you can appoint an institution as a professional trustee to carry out the terms of the declaration of trust. These type of trustee services are often offered by banks, financial institutions, wealth management firms, and business management firms for a reasonable fee. This minimizes conflicts within the family and prevents negligence and wrong doing by inexperienced family members. Senior seeks relief from $40k credit cards Client is 65 and recently widowed. Her husband was suddenly taken ill and was diagnosed with lung cancer even though he doesn’t smoke. Strange. Husband was in the pinnacle of good health, so it seemed. He had no known illness. His blood pressure was normal. He had no diabetes. He ate healthy, none of the greasy stuff. He was slim, not overweight, when all his friends were obese. He walked around their neighborhood every morning before he went to work as a scientist. He had a complete yearly check up provided free of charge by the large pharmaceutical company that he worked for the last 30 years. They have two children who are both professionals and doing well, with their own families. They have 3 grandchildren. Husband was a doting and dedicated grandfather. It seemed all was well and they were living the American dream, and looking forward to retiring next year. They still had a $600K mortgage on their house which was now worth $800K. The mortgage payment was $3,000 a month, which was not a problem. That’s quite reasonable. Even a rental would now cost $2,000 in Los Angeles. They bought the house 33 years ago for $250K and refinanced it several times. They cashed out for home improvements and to pay for their children’s college expenses. Husband’s salary of $10K a month, make their life quite comfortable with no financial worries. When they retire next year, he would get $2,500 in social security, and client would get $1,500. So, $4,000 a month in social security can pay the mortgage with tight budgeting, or if the decided to do so, they could sell their house and pocket $200K tax free, and perhaps downsize to a condo which they can pay cash for $300K, and taking a much reduced mortgage of $100K, paying $700 a month. Husband started coughing uncontrollably about 4 months ago. He had

never coughed this way before. At first, they thought he was just having some kind of allergy, but he felt that this cough was different. He felt pain in his lungs when he coughed. He rushed to see his doctor who determined that he had a lump on his right lung the size of a tennis ball. A biopsy was done and it was cancer, stage 3 which had not yet spread to other parts of the body. He immediately went for chemotherapy but after a month, it was determined that the cancer cells had spread to his liver. From then on, things just started going downhill. Although the prognosis was that there was no problem curing the cancer, husband died last month. After the funeral, client started to get calls from credit cards of husband, collecting from client. Client pulled the credit report of husband and found out that he had $40K of credit card debt, which he did not disclose to her. The collectors told her that California was a community property state; therefore, she is equally liable as her deceased husband to pay for his cards. Somehow, they were able to get her phone number at work and started to call her at work. This was too much harassment for client. She asked me if she was liable for her husband’s credit cards. I said that she was unless they had a prenuptial agreement. I informed her that life changing events such as death and divorces usually create this kind of financial problem. In fact, husband’s creditors can sue husband’s estate then put a lien on the house and eventually sell their house to collect. I asked her if her husband had life insurance.

Since they held their house as joint tenants, upon husband’s death, client automatically owns the entire 100% of the house as husband’s share passes to her by operation of law under joint tenancy. The Chapter 7 will discharge the $40K of credit cards and protect her house at the same time so she can live her new chapter of life unhampered by debilitating debt left by her husband. This is really sad that the greatest intellect in the world thinks he evolved from monkeys. But our God, in his infinite wisdom, created us with free will to choose for ourselves what we want. So you can choose to be a monkey’s descendant if you want to. Maybe someone should tell Trump

that the world’s smartest man has concluded that Trump, just like the rest of us who don’t look like him, and who don’t have the “pelo de elote (cornhair) like he does is descended from apes. Oops, sorry did I say that, I’m sorry. I shouldn’t have said that, that’s not what I meant. I similarly rely on Trump’s excuse for his racist remarks. He loves everyone who doesn’t look like him, because after all, we’re all descendants of the same monkey; but wait, didn’t Trump also mock Mr. Kovaleski, a disabled reporter for the New York Times? I don’t know how this will sit with Mr. Hawking whose current physical state is worse than Kovaleski’s. But despite Trump’s Oscar winning performance on T.V. mimicking Mr. Kovaleski’s disability and therefore undisputably mocking Mr. Kovaleski, Trump categorically denies that he was mocking him and that he would never mock a disabled person. This guy is totally unfit to be president of our country. Our society is not a homogenous block of cornhairs. People from all over the world migrate here and eventually become American citizens. All of us are Americans, disabled or not, Christian or not, regardless of all our different ethnicities. This is why America is the greatest country in the world as it has always been, and we don’t need Trump to make us great again, because Americans are a just and kind and courageous people who seek what is good and seek divine mercy and guidance. It is our God, Yahweh who makes our country great. It is all of us Americans who make America great. It is not Trump who makes America great. Preparing summertime picnic meals the easy way by learning basic knife skills Now that its summertime, families tend to have picnics and preparing food to bring is the most inexpensive way to do it. However, to prepare food in a faster manner, we need to learn the basic knife skills in faster food preparation. This author has been attending technique classes at the Williams Sonoma Arcadia and Pasadena for a couple of years now. Their then weekly and now monthly culinary events scheduled on Sundays, has been quite a learning experience for around 25 or 30 of us who attend technique classes taught by a professional chef by the name of Maria Gomez-Lizardo, whom we all adore because she not only gives us knowledgeable tips in cooking but she instills in us, the love of preparing delectable food meant for every meal. Samples of monthly culinary events listed would include topics ranging from”: Cooking with Tomatoes,” “Foccacia Making with Oil and Vinegar Tasting,” “Best of Air Frying,” Uses of Vitamix & KitchenAid,” “The Essentials of Coffee,” “Non-stick Cooking,” “Pairing Pasta with Sauces.” or “Learning the Basic Knife Skills” when cooking, which stood out among the classes I’ve attended. Apparently, when professional chefs are asked which is the most important equipment they use in food preparation, most of them would say knives, to ensure faster and easier food preparation. Though there are several types of knives to be used depending on the type of food to be prepared, one has to know the Anatomy of a Knife, which includes the following: A. Tip - the point of the blade can be used for precision-cutting and quick slicing. B. Blade - a knife’s blade has two edges the sharp cutting edge and the spine on the top. Most blades taper from the heel end to a pointed tip. C. Heel of blade - as explained above. D. Bolster - it is the raised area between the handle and the blade , which provides the center of gravity for strength and balance It also serves as a safety guard for fingers and makes the knife more comfortable to hold. E . Handle - the handle should fit securely and comfortably in your hand. F. Tang - it is the steel extension of the blade enclosed by the handle. Forged from a single piece of steel, a full or partial tang provides strength and stability and therefore, it balances the knife. Holding and guiding the knife The way you hold a knife is determined by your personal preference and the cutting task at hand. For optimal comfort and safety, the knife handle should feel steady and secure in your grip. One classic way to hold the knife is to grip the handle with three fingers, resting the index finger flat against the blade on one side, while holding the thumb on the opposite side to provide additional stability and control. This is called the pinch grip. While one hand holds the knife, the other control the food you are cutting. This is known as the guiding hand. Cutting surfaces The type of cutting surfaces makes a difference in the longevity of your knives. Steer clear of glass and marble surfaces, which can quickly dull the blades. The best cutting surfaces are: wood, synthetic (or Epicurean cutting boards made of wood-fiber composite

and polypropylene boards). Honing vs sharpening knives The edge of the blade is made up of microscopic cutting teeth that flatten out over time. A honing steel helps restore the knife’s sharp edge by “trueing,” which means, smoothing and realigning the carbon-steel cutting teeth. Sharpening, on the other hand involves removing steel from the blade. Depending on the frequency of use, you may need to sharpen your knives at least four times a year, but for normal household use, every three months is recommended. Preparing food is easy as long as one has the proper equipment which makes the whole process become part of offering a good meal. Best wishes for happy picnicking this summertime!

A lot of people in need of debt relief are often hesitant to file bankruptcy for fear that it will ‘ruin’ their credit and that they will never be able to purchase a car or home again, or that they will never be able to rent an apartment if they ever have to move. First of all, most people who are not paying their bills ALREADY have negative marks on their credit report. And as long as they continue to be delinquent, creditors will continue to report this information to the credit bureaus every single month. All negative information (late payments, foreclosure, collections, judgments, liens, etc.) will stay on your credit report for 7 years from the date last reported. Read the above again. It’s 7 years from the date last reported. What that means is that even if you paid your creditors in full right now, whatever they have reported in the past will not be removed. So what’s the point of paying them now, you may ask?” Well, the point is that they can no longer sue you of course, but it doesn’t mean that your past negative credit history is automatically changed. In some cases, you may negotiate a “deletion” when negotiating with creditors. This means that in exchange for paying the debt, the

creditor must be willing to not only release you from liability but to also remove past derogatory remarks reported to the credit bureaus. While this may be possible in some cases, most bill collectors simply are either too lazy or don’t care. They will often tell you that it’s not possible and they will either make it difficult or impossible for you to get it done. Oftentimes, people do not have the leverage to negotiate this type of arrangement anyway especially when they are already under a threat of legal action. Which bankruptcy chapter you file will determine how long the bankruptcy stays on your credit report. Chapter 7 stays on your record for 10 years from the date of filing, while Chapter 13 stays for 7 years. The good news, however, is that with Chapter 7, most people regain their good credit only after 2-3 years. That’s correct, only 2-3 years in most cases. So unless you are planning to make a major purchase in the next 2-3 years that will require you

to have excellent credit, that short period of time is most likely nothing compared to the benefit you will get by wiping out your debts so you can change your life for the better! What would being debt-free mean to you? That might mean getting rid of the monthly stress you experience every time the bills come. That might mean being able to save again for your children’s college education or your retirement. Perhaps it means not having to work 2 jobs just to make ends meet and not being broke and depressed every payday because you realize that money is never enough to meet even your basic needs. Can you just imagine how your life will change? Don’t misunderstand me, please. I am not saying the bankruptcy is an easy way out and that you should use it to avoid your legal obligations. I am not saying that at all. What I’m saying is that if you have tried everything within your power to get out of debt but you simply cannot do it anymore, there is hope for you. We have laws in this country that allow you to start over with a new life free from the burdens of debt. The catch? You must qualify. The law has requirements that you must

Or perhaps you may have what they call “excellent” credit but you owe too much already that no bank will loan you any more money because you are overextended. Does that make sense. It all comes down to knowing what your priorities are. If you are seriously in debt with no way out, your priority should be finding a way to get out of the financial hole you are in before you drown. LOS ANGELES – Hundreds of Filipino-Americans paraded through Historic Filipinotown in Los Angeles on June 4 to celebrate the 118th Philippine Independence Day. Cheering crowds watched a marching band, local beauty queens on floats, community leaders in a convoy of cars, Harley-Davidson motorcycle riders in formation and dozens of participants who marched while waving Philippine flags. A group of youths, dressed in Igorot costumes, danced in the streets. “We want to show everyone that Filipino-Americans are united and have a great deal to contribute to the community, this city and the nation,” said Bernie Ganon, assistant executive director of the nonprofit Filipino-American Service Group, Inc. (FASGI), one of the event organizers. More than 30 organizations participated, including the National Union of Journalists of the Philippines, USA Chapter, whose members paraded a banner with a message for President Elect Rodrigo Duterte: “Stop Media Killings.” “It’s not just about celebrating Philippine independence, it’s about freedom – and reminding Filipinos to fight for real freedom in the homeland,” said another organizer, Arturo Garcia, national coordinator of Justice for Filipino American Veterans. “It’s a very significant time to celebrate Independence Day since we have new leadership back home,” said Ganon, who is also president of Fil-am International. “I hope that the new leadership tries to become more inclusive and not foster partisan politics and regionalism.” One longtime parade-goer, 79-year-old Aurora de la Cruz Medina, came dressed in a colorful Filipiniana attire. country instead.” Good news for seniors During the program following the parade, the crowd cheered when Los Angeles City Councilmember Mitch O’ Farrell announced that the council has approved funding for a 59unit affordable housing for seniors on West Temple Street. “It will be the first of many (affordable housing projects) right here,” said O’Farrell, who represents the 13th district, which includes Historic Filipinotown. He added that they will continue to provide services for Fil-Am seniors in partnership with FASGI, under the leadership of Executive Director Yey Coronel. Assemblymember Jimmy Gomez (51st district) reaffirmed his support for the Fil-Am community, saying that Filipinos and Latinos “share a common bond” and “have been on the trenches together.” The parade has grown since its

founding three years ago, and organizers anticipate an even bigger event next year. Upcoming Independence Day events The event was one of the many Independence Day celebrations scheduled this month. The Philippine Independence Day Foundation Inc., in collaboration with the City of Carson, will host a day-long program on June 11 at the Veterans Park in Carson. They also threatened to use their political connections to harm the workers and their families in the Philippines. In March 2015, Congressman Ted W. Lieu met with the workers, concerned about the employer’s abuse of the guestworker program as part of a scheme to obtain forced labor. As a result of the meeting, Congressman Lieu reached out to U.S. Citizenship and Immigration Services (USCIS) in support of the workers. “During our meeting, the Filipino guestworkers recounted a systematic and lengthy period of verbal and physical abuse by their employers. It is disheartening to know that human trafficking can occur so close to home and that individuals are subjected to such psychological and inhumane treatment,� said Congressman Lieu. “In this case, the Filipino workers’ story ultimately ends with a victory in justice’s name. Sadly, however, their story is just one of many. I will

work with Advancing Justice-LA on ways to improve how our government assists victims of human trafficking and to prevent future cases so women, men and children are not subjected to such deplorable treatment in the United States.� With the T visas, the 11 workers have a chance to rebuild their lives here in the United States, including the ability to find other employment. He thinks the public prefers constitutional convention over constituent assembly. “My reading of the public opinion is that they would prefer a constitutional convention wherein the entire Constitution will be reviewed. While it is still days before President-elect Rody Duterte will be sworn into office by months’ end as the country’s new president, lots of changes in the bureaucracy are now taking shape to stamp out pervasive corruption in government. With regards to the “frequent” importation of rice, Piñol disclosed that Duterte directed him to stop the practice of importing rice by the private sector and to stop rice smuggling at all cost. The public is fully aware about the rampant corruption within the DA regarding rice imported from Vietnam and Thailand. Piñol was told by his informants from the DA that agriculture officials were getting a $20 rebate for every metric ton of rice imported from Vietnam and Thailand. Now I know why DA officials appointed by President Benigno Aquino were hesitant to aid farmers improve their rice production because of the $20 rebate they get. Piñol said rice smuggling is being done by corrupt officials from the National Food Authority (NFA) and the Bureau of Customs (BOC). Rice is being smuggled into the country through the backdoor, most of the time via Tawi-Tawi or Zamboanga. The Philippines regularly imports more than a million ton of rice every year to meet the demands of its growing population. Just imagin the huge amount of money corrupt DA officials are getting every time they import rice from either Vietnam or Thailand. You do the math and multiply $20 times one million tons of rice. That is how much DA officials are making every year. • Even the High Court seems to be changing its pro “Noynoy”policy with the election of Duterte. The Supreme

Court has finally woken up from its apparent slumber and has decided to look seriously about allegations of massive cheating in the just concluded national elections held last month. It is good that the Supreme has decided to compel the Comelec to explain the apparent mysterious sudden upsurge and abrupt fall of votes as well as the discrepancy of votes for president and vi ce president. I think the Supreme Court was compelled to issue the order to the Comelec in view of the furor raised by the church, the Parish Pastoral Council for Responsible Voting (PPRCV) and other private sectors regarding the alleged “dagdag-bawas” scheme implemented by the Aquino administration. Comelec should act on these allegations of massive fraud to protect the integrity of the elections and erase any doubts of any conspiracy committed by President Aquino and his allies to favor their candidates. The Comelec should conduct an independent and through investigation in fairness to all candidates, particularly to incoming Vice President Leni Robredo, who is perceived to be a beneficiary of the “dagdag-bawas” scheme. I find it suspicious that the Comelec, particularly Chairman Andres Bautista, seemed reluctant in investigating the alleged cheating despite glowing evidence documented and presented by several parties. Despite videos showing irregularities in the May 9 national elections posted in the social media from the public, Comelec still refused to initiate an investigation. Bautista is claiming that the alteration of the hash code of the Comelec was done for “cosmetic” purposes only and will not in any way alter the election results. However, Bautista has no answer regarding the testimony of three IT personnel from Smartmatic who said that they were ordered to tamper the results to favor Roxas and Robredo. Defeated vice presidential candidate Bongbong Marcos has recently filed an election protest. He lost to LP bet Robredo by only 263,473 votes.

Aquino: We must continue path to true, lasting peace

MANILA, June 9 (Mabuhay) – President Benigno Aquino III on Thursday said the Filipino nation must continue “along the road to a true and lasting peace” beyond his term as his eyed Bangsamoro Basic Law (BBL) failed to pass during his administration. During the launch of the book “Junctures,” a collection of speeches and statements on the Bangsamoro peace process from 2012 to 2016, Aquino said, “There is a lot more to come” for the Autonomous Region in Muslim Mindanao (ARMM) if the nation continues to take “the right path” to peace. “It is a path that has benefited those in the margins; and it is a path that heals the fractures within the country we share. And the message that we now send to our countrymen is: We must continue along this path,” Aquino told the audience, composed of peace advocates and members of the peace panel. Aquino said he is willing to help stakeholders in the peace process even as an ordinary citizen. “In 21 days, I will be stepping down from office, but to all of you in attendance today, and to each person of goodwill who wishes to fulfill the Promise of Mindanao, I will remain your friend and ally,” he said. The outgoing President says he remains “hopeful for fighting for the passage” of the BBL in the next Congress. “There is a long way to go, and many of us who worked so hard for peace are fearful, apprehensive, and unsure. It is true that the culmination of our efforts has been delayed. Today, however, I ask you to remember and take strength from the progress we have made,” Aquino said. “There is no denying that, thanks to our shared efforts, our countrymen in Mindanao are enjoying the dividends of peace,” he added. Despite his continuous push for the BBL during his term, Aquino failed to convince Congress on its approval. The BBL would have been the legal framework of the peace agreement signed between the government and the Moro Islamic Liberation Front (MILF). During the presidential campaign, Aquino repeatedly blamed the failure of Congress to pass the BBL on Senator Ferdinand “Bongbong” Marcos, Jr., the chairman of the Senate committee on local government, after he came up with a substitute bill to the proposal submitted by the government. Meawnwhile, Aquino also trumpeted what his administration has done for ARMM, citing infrastructure in the region worth P61.64 billion, the expansion of access to electricity, and the 1,133 poverty reduction projects amounting to P2.6 billion, among others. Secretary Teresita Deles, head of the Office of the Presidential Adviser on the Peace Process (OPAPP), said she hopes that the incoming administration of President-elect Rodrigo Duterte will carry the torch forward for peace. “Peace cannot be forged in a matter of months or even six years. A peace agreement marks not the end but the beginning of work that must carry on over many years, perhaps even over decades. Any peace agreement must be upheld over and beyond administrations,” she said. For his part, MILF chairman Al Haj Murad Ebrahim said he wants Filipinos to understand the context of the peace process through the publication initiated by the peace panel.

Under President Aquino, the Philippines has been transformed from being the “Sick Man of Asia” into Asia’s next rising economy. ”He leaves the presidency proud of the fact that the country now enjoys the distinction of being ‘Asia’s Rising Star’,” Drilon said. According to the World Bank, the Philippine economy is expected to expand by 6.4 percent this year. ”In fact, we have the fastest growing economy in the whole Asian region during the first quarter of 2016,” Drilon said. Despite the President’s shortcomings like

the difficulty in public services such as traffic, Metro Rail Transit and airport, Drilon said President Aquino will leave his office on June 30 with the highest trust rating. ”He is leaving office with the highest trust rating never before enjoyed by the past presidents,” Drilon said. In the last May 9 elections, Drilon got fresh mandate with the highest votes of 18.6 million. He promised to work on measures that would help the next administration of President-elect Rodrigo Duterte in sustaining the achievements of the Aquino government. ”The challenge now is how to safeguard the gains we have made,” Drilon said. Clinton creates history, first woman presidential nominee WASHINGTON, June 8 (PNA/ PTI) – Hillary Clinton today claimed the Democratic presidential nomination after decisive victories in the New Jersey and New Mexico primaries, creating history by becoming the first woman to lead a major American political party in the race to the White House. “Thanks to you, we’ve reached a milestone, the first time in our nation’s history that a woman will be a major party’s nominee,” Clinton, 68, told her supporters at her campaign headquarters in Brooklyn, New York. US President Barack Obama congratulated Clinton for securing the 2,383 delegates necessary to clinch the Democratic party’s presidential nominee. However, Obama did not formally endorse Clinton his former Secretary of State. “Her historic campaign inspired millions and is an extension of her lifelong fight for middle-class families and children,” White House Press Secretary Josh Earnest said in a statement. Obama called both Clinton and her Democratic rival Bernie Sanders to applaud them for “running inspiring campaigns that energized Democrats.” The President will meet Sanders at the White House tomorrow at the Vermont senator’s request, the statement said. In the November presidential elections, Clinton would face fellow New Yorker Donald Trump, from the Republican party, whom she said is not fit to lead the country. Enactment into law of proposed ‘Anti-Mail Order Spouse Act’ imminent MANILA, June 9 (PNA) – The enactment into law this 16th Congress of the proposed “Anti-Mail Order Spouse Act” became imminent after the House of Representatives and the Senate recently agreed on the final version of the measure. The House approved on third and final reading on May 19, 2015 House Bill 5572 or the proposed “Anti-Mail Order Spouse Act” and subsequently referred it to the Senate for concurrence. The Senate on May 23, 2016 approved Senate Bill 3209 in substitution of HB 5572. On the same day, the House adopted SB 3209 as an amendment to HB 5572. The adopted measure will now be referred to President Aquino for his approval and signature as a new law. The proposed “Anti-Mail Order Spouse Act” provides for stronger measures against unlawful practices, businesses, and schemes of matching and offering Filipinos to foreign nationals for purposes of marriage of common law

partnership, repealing for the purpose Republic Act No. 6955, also referred to as the “Anti-Mail Order Bride Law.” The bill declares it is the State policy to protect and guarantee the individual rights of the Filipino people. Towards this end, the State shall prevent the exploitation of Filipinos, and protect them from unlawful practices, businesses, and schemes, which offer Filipinos for marriage to unscrupulous foreign nationals and expose them to abuse, exploitation, prostitution, and violent situations. It shall be unlawful for any person, whether natural or juridical, to commit, directly or indirectly, engage in any business or scheme for money, profit, material, economic or other consideration which has for its purpose the matching or offering of a Filipino to foreign national for the purpose of marriage or common law partnership on a mail-order basis or through personal introduction, email, or websites in the internet.
