Cliffhanger presidential election race in PHL begins

Manila, Philippines | AFP | Tuesday 2/9/2016 − A cliffhanger race to lead the Philippines began Tuesday with emotion-charged rallies by a dead movie star’s adopted daughter, a politician who brags about killing criminals and other top contenders.

The three-month election campaign got under way with four aspirants standing a genuine chance of succeeding popular President Benigno Aquino, who is limited by the constitution to a single term.

The Philippines has endured a turbulent democracy since emerging from the Ferdinand Marcos dictatorship three decades ago − with coups, corruption, celebrities and violence dominating politics.

The run-up to the May 9 polls for president, as well as for thousands of other posts, promises more chaos and intrigue.

Poe admits weight loss, but says she’s healthy TOLEDO City, Cebu, Feb 10 (Mabuhay) − Senator Grace Poe on Wednesday admitted that she is losing weight, but assured that she remains in good health and fit for the election campaign season.

Poe, who noticeably looked gaunter at the official start of the campaign period than in 2015, attributed her weight loss to her failure to catch forty winks a night. She said she only manages to sleep for an average of four to five hours in recent months as the election fever heats up.

“Ginawa lang talaga siguro akong ganito ng Diyos na ‘pag kulang ang tulog ko, papayat ako talaga,” she told reporters.

Poe, who is running for president as an independent candidate, said a review of news footage when she ran for senator in 2013 would show she tended to lose weight at the start of the campaign period.

Binay camp insists scrapping income tax is doable MANILA, Feb 11 (Mabuhay) -- The campaign promise of Vice President Jejomar Binay, to scrap the income tax for workers earning P30,000 and below when is elected as President, was doable.

Binay’s present stance on the matter goes against the the position of President Benigno Aquino III, who insisted that the government cannot afford to lose tax revenues.

In a statement on Thursday, Joey Salgado, Binay’s communications director, said they were not surprised by the reaction of the Vice President’s critics on reforming the tax structure of the country.

“Our detractors will always find reasons to reject a move that will improve the lives of those in the below-middle class and the middle class levels,” he said.

At 32 percent for individual fixed-income earners and 30 for corporations, the Philippines has one of the highest income tax rates in Asia.

The Aquino administration has rejected the proposal to lower corporate and individual income tax rates, saying tax revenues are needed to keep the economy growing.

“This is no surprise as they come from a group whose knee-jerk reaction is to protect the status quo where factory workers, government employees and call center agents pay the same taxes as millionaires. This is the mark of an insensitive leadership,” Salgado claimed.

Teves, allayed fears that reforming the current tax system would lead to a higher value-added tax (VAT).

“Raising VAT is not the only way to compensate the revenue loss. We already have a menu of options to compensate for the potential revenue losses from reducing tax rates,” he said.

The options include the sale of government assets and the privatization of a number of government-owned and -controlled corporations (GOCCs), approval of revenue-generating measures –including Fiscal Incentives Rationalization – fuel marking to fight oil smuggling, and continued improvement in tax administration and collection efficiency, Teves noted.

The government can generate more than the estimated loss of P30 billion from reducing the income tax once the nation succeeds in the fight against smuggling, according to the Binay camp.

“The BIR (Bureau of Internal Revenue) and BOC’s (Bureau of Customs) actual collections are always below target, not to mention the number of court cases lost by the BIR for failing to follow the tax code.

“Also, several studies have shown that the likelihood of tax evasion increases with higher tax rates,” Teves said.

Among his other campaign promises, Binay earlier said he would convene the Legislative-Executive Development Advisory Council (LEDAC) within the first 100 days of his administration for the swift passage of the tax reform bill.

Aquino to barangay captains: Go for experienced Roxas-Robredo tandem MANILA, Feb 11 (Mabuhay) -President Benigno Aquino III made a pitch for administration standard bearer Manuel “Mar” Roxas II and Camarines Sur Rep. Leni Robredo Thursday by urging voters to elect leaders with a proven track record instead of gambling the country’s future by choosing untested politicians.

Speaking at the forum of the Liga ng mga Barangay at the Philippine International Convention Center, Aquino called the team-up of Roxas and Robredo as the only “real” tandem who will be able to sustain the gains made by the administration.

Addressing the housands of barangay captains who were at the forum, the President said: “Ang lahat ng napagtagumpayan natin ay umpisa

Duterte finds evidence vs. Gloria Arroyo weak: Alan Cayetano MANILA, Feb 10 (Mabuhay) − Vice presidential candidate Senator Alan Peter Cayetano on Wednesday said his running mate, Davao City Mayor Rodrigo Duterte, finds the evidence against former President and incumbent Pampanga Rep. Gloria Macapagal-Arroyo over alleged misuse of intelligence funds weak.

Duterte was earlier reported to have said that he intends to release Mrs. Arroyo if he becomes president. Incidentally, Cayetano is one of Mrs. Arroyo’s critics and was even one of those who led the impeachment team against the former president.

Mrs. Arroyo has been under hospital arrest at the Veterans Memorial Medical Center in Quezon City since 2012 pending the resolution of her plunder case at the Sandiganbayan over her alleged misuse of the Philippine Charity Sweep-

Closure on martial law not in my hands -- Bongbong MANILA, Feb 11 (Mabuhay) -Vice presidential aspirant Sen. Ferdinand “Bongbong” Marcos Jr. on Thursday said a public apology for martial law that his critics are demanding from him will not put closure to that dark part of the country’s history.

“Ako, tanggap ko. Lahat naman ng administrasyon may nasaktan, may naiwanan. Ganun din siguro sa administrasyon ng tatay ko. Pero siyempre nangyari ‘yan sa administrasyon ng tatay ko,” Marcos said, referring to the late dictator, former President Ferdinand Marcos Sr. The older Marcos declared martial law in 1972 during which many activists were allegedly killed or abducted, while several others were allegedly raped or abused.

Marcos was reacting to the statement of a group of martial law victims, who has recently launched what they dubbed as the “Campaign Against the Return of the Marcoses to Malacañang” or CARMMA. On its Facebook page, the group said “CARMMA aims to torpedo the VP aspiration of Bongbong Marcos through public information and mass actions.” The group said their mass actions “will hound Marcos wherever he goes” as they will try to maximize their “exposure” on the tri-media (print, radio and television) as well as on the new media or the internet.

Imee welcomes Poe in Marcos country BATAC CITY, Ilocos Norte, Feb 11 (Mabuhay) -- Sans her running mate Sen. Francis Escudero, presidential aspirant Sen. Grace Poe on Thursday started her campaign sortie in the Ilocos Region, a known bailwick the Marcoses.

An earlier advisory from the Poe-Escudero camp said the vice presidential aspirant will be in Sultan Kudarat. Their camp earlier said there will be times when the two candidates will be splitting up on the campaign trail so they could reach more provinces before the May 9 elections.

Poe was welcomed by Gov. Imee Marcos, elder sister of vice presidential aspirant Sen. Ferdinand “Bongbong” Marcos Jr. of the Nacionalista Party.

Wearing a white top, which is Poe’s signature campaign color, Imee greeted Poe outside the city hall where the presidential aspirant is scheduled to meet with local officials.

But Imee clarified that she still supports her brother’s running mate, Sen. Miriam Defensor San-

tiago. The provincial governor said she is welcoming Poe because they consider her a family friend.

Poe’s father, the late Fernando Poe Jr., shot one of his famous films, Ang Panday, in Paoay, Ilocos Norte.

The late actor was a known supporter of the Marcos patriarch, the late Ferdinand Marcos Sr. Imee said that while Poe’s citizenship is being questioned, there is no doubt in her mind that Poe is an Ilocana.

She also joked about the rumor that Poe is the daughter of the former Philippine leader.

When asked by journalists whether she would be amenable to a Poe-Marcos victory in the 2016 polls, Imee quipped, “Marcos-Marcos?”

Poe and her entourage will then head to Mariano Marcos State University for a talk. They will also hold a press conference afterwards.

At noon, the senator will fly to Ilocos Sur to meet with local officials.

MANILA, Feb 11 (Mabuhay) -Sen. Ferdinand “Bongbong” Marcos Jr. on Thursday vowed not to meddle with the pending cases against his family in connection with the martial law imposed during the term of his father, the late strongman President Ferdinand Marcos Sr. “Karamihan po sa mga kaso na ‘yan ay patapos na. Sa katunayan, wala na po kaming abogado sa karamihan ng mga kaso na ‘yan,” Bongbong said in a radio interview.

Bongbong was referring to the civil forfeiture cases pending before the anti-graft court Sandiganbayan in connection with the alleged ill-gotten wealth of his family.

The vice presidential aspirant said most of these cases are already near their closure and his family is leaving everything to the court.

“Wala na po kami halos represen-

tation diyan, wala kaming abogado.

Karamihan sa mga kaso dyan ay patapos na,” he said. “Bahala nap o ang korte mag desisyon, gaano o ano-ano ang dapat ibalik.”

In October last year, the Sandiganbayan Second Division ordered the return to the government of 72.2 percent shares of the Cojuangcos and other alleged cronies of the Marcoses to the coco levy fund, one of the alleged sources of the ill-gotten wealth of the Marcos family.

In January this year, the Second Division also ordered the return of various assets and real estate properties owned by the Marcoses and one of their alleged cronies, Alfonso Lim. These include assets in Tagaytay City valued at P206.6 million, in Batangas worth P96.8 million, and in Angono Rizal estimated at P74.5 million. Lim died in 2002.(MNS)

Pangilinan: Every percent matters in race to Malacañang MANILA, Feb 11 (Mabuhay) -- For administration senatorial bet Francis “Kiko” Pangilinan, the presidential race is anybody’s game.

Pangilinan, who is running under the Liberal Party-led “Daang Matuwid” coalition, said it would be unreasonable to count anyone out of the presidential derby without a clear frontrunner less than three months before the polls in May. “We don’t count anyone out. We still have 80 plus days at marami pang pwedeng mangyari,” Pangilinan told a forum in Quezon City.

“Every percent matters in a tight race like this. It’s the tighest since 1992,” he noted, recalling the elections that put Fidel Ramos into power by a slim margin.

The former presidential adviser on food security said he was confident that the placing of LP standard-bearer Mar Roxas in preference polls would improve in the coming days, despite public perception of elitism

and lack of appeal. “We are in a good place and we’d like to be in a better place. (Mar’s number) has increased from single digit to double digit and has not dipped. It’s steadily, slowly going up,” Pangilinan said.

“I am optimistic. Mar’s facility with the language and his ability to connect will continue to improve. It was true with FVR, it was true with President Aquino,” he added.

According to the latest Pulse Asia Survey, Roxas was statistically tied with fellow presidential bets Vice President Jejomar Binay and Davao City Mayor Rodrigo Duterte.

Pangilinan said Binay, erstwhile frontrunner and opposition leader, remained a “serious contender” despite a recent dip in surveys.

“He’s a hard and seasoned campaigner in terms of pressing the flesh.

He has the machinery. He’s also a serious contender—someone you can simply discount. Mabigat na kalaban din si VP Binay.”

Vote-counting machines reject 1-2% of ballots during test MANILA, Feb 10 (Mabuhay) − Some ballots were rejected by vote-counting machines (VCM) during a ballot verification test conducted on the units on Monday at the National Printing Office.

In a press conference Wednesday, Mike Santos of international certifier SLI Global Solutions said that about 500 to 1,000—or 1 to 2 percent—of the 50,000 ballots fed to VCMs in the test were rejected because of its “self-diagnostic� feature.

The feature, which is supposed to detect stray marks in the ballot, was turned on to prevent the occurrence of digital lines as seen in the 2013 midterm elections.

According to Comelec chair Andres Bautista, they considered two options after the “oversensitivity� issue surfaced—to disable the feature and to change the VCMs’ “sensitivity threshold.�

He said they chose changing the VCMs’ sensitivity threshold because they wanted to prevent the problem of having digital lines in the electronic image of the ballot.

Because of this, the digital software of the VCM had to be rebuilt, alongside the same process for the canvassing consolidation system.

Comelec is expecting to deposit the trusted builds for the two, as well as

that of the election management system, on Friday, days later than the supposed schedule earlier this week.

Meanwhile, the process for the trusted builds for two-thirds of the system that will be used in the May polls had to be repeated after “minor� problems were seen in them.

Santos said they encountered problem in the canvassing consolidation system (CCS) when they were “packaging� the binary codes to generate the ISO image, supposedly the final stage of the trusted build.

The ISO image is the “installable� result of the process. “The source code... it’s converted into files, as machine-readable files.

The first part of the CCS process— the creation of the binaries—was successful,� Santos said. “The second stage, where those files get packaged, the creation of the ISO image, we had some issue,� he added.

This is different from the “shared code� issue that arose between the CCS and the election management system (EMS) on Monday, which merited the “rebuilding� of the latter the next day.

Dengue vaccine rolls out nationwide in PHL MANILA, Feb 11 (Mabuhay) -The world’s first tetravalent dengue vaccine, Dengvaxia, is set to roll out nationwide in hospitals across the Philippines. “The Philippines has been at the forefront of the development (of this vaccine),� said Dr. Rose Capeding, head of the Department of Microbiology at the Research Institute for Tropical Medicine (RITM) at a press briefing on Thursday.

Dr. Rose de los Reyes, president of the Philippine Society of Microbiology and Infectious Diseases, said that the vaccine for four types of dengue is already available in some private hospitals and government storehouses.

Developed by French pharmaceutical company Sanofi Pasteur, the vaccine’s price will be “reasonable,� acording to Dr. Sally Gatchalian, Pediatric Infectious Disease Society of the Philippines (PIDSP) President.

However, Dr. Gatchalian declined to provide concrete pricing information. Dr. Capeding said the vaccine took 20 years to develop, with clinical tests taking place in multiple countries around Asia and Latin America.

Testing began in the Philippines in 2005 and took place at San Pablo City and Cebu City.

Capeding said testing took place in Latin America and Asia because of high incidence rates in these dengue-endemic areas.

From the 40,000 persons tested in 15 countries for the endemic or CYD14 stage (phase 3), a 65.6 percent reduction in symptomatic dengue was noted.

The vaccine is to be taken in three shots at six month intervals.

A reduction of 93.2 percent in severe dengue cases and a reduction of 80.08 percent in hospitalization was also remarked.

According to Capeding, two test

groups—a group injected with the live vaccine and a placebo control group—were observed for systemic and localized reactions.

Systemic reactions included headaches, fever, and muscle and joint pains. Local reactions include swelling or redness around the point of entry for the injection.

No notable side effects These were not considered to be notable side effects.

The vaccine is to be taken in three shots at six month intervals, by any healthy individual aged 9 to 45, unless immunocompromised.

Dengue is estimated by the World Health Organization (WHO) to infect almost 400 million people globally every year. Some 3.9 billion or half of the world’s population live in dengue endemic countries.

Out of 390 million persons infected per year, 96 million exhibit symptoms, 500,000 require hospitalization, and 2.5 percent of persons with severe dengue will die.

WHO describes dengue as the fastest mosquito-born disease in the world, with global costs for dengue rising to P276 billion annually.

The Philippines became the first Asian country to approve the sale of Dengvaxia last December, just days after Mexico approved its use.

However, the vaccine’s Philippine launch was delayed pending the World Health Organization’s prequalification guidelines and recommendations.

A month later, its distribution was announced by Health Secretary Janet Garin, who noted that P3 billion was already allocated for the rollout.

LP hits back at Duterte camp over bribery allegation vs Mar IRIGA CITY, Camarines Sur, Feb 12 (Mabuhay) – Members of the ruling Liberal Party (LP) on Friday dismissed the allegation of Davao City Mayor Rodrigo Duterte’s camp that the government’s bottom-up budgeting (BuB) is being used as a campaign kitty of administration presidential candidate Manuel “Mar” Roxas II. “It’s political season. You expect all of these attacks but we can defend it,” Senate President Franklin Drilon, one of the reelectionist senators fielded by the LP-led Daang Matuwid coalition, said.

The camp of Duterte earlier accused Roxas and his party of dangling the P100-billion expanded BuB in a recent convention of barangay leaders. During the said event, Roxas vowed that the BuB, which empowers LGUs to identify projects, will be able to cover all 42,000 barangays this year.

Caloocan Rep. Edgar Erice, one of the spokespersons of LP, touted the BuB program as an initiative of the

Aquino administration which directly benefits the people through LGUs and people’s organizations.

“It’s not a bribe but a program aimed at alleviating the lives of Filipinos. Mar is clean and his integrity has been untainted,” Erice said in a text message.

Akbayan party-list Rep. Barry Gutierrez, a coalition spokesperson, said Duterte appears to be misinformed about the concept of the budget program.

“It’s unfortunate, but unsurprising, that Mayor Duterte does not understand the concept of BuB,” he said in a text message.

“It is in no way similar to a ‘bribe’ and Mayor Duterte would know this if he had bothered to read up on it,” Gutierrez added.

Marikina Rep. Miro Quimbo, campaign manager of the LP senatorial slate, said Dutere, a longtime Davao mayor, should know how left out the local government units are in terms of budget allocation coming from the national government.

Center seeks more space to save monkey-eating Philippine eagle Manila, Philippines | AFP | Monday 2/8/2016 − A Philippine breeding centre trying to save the country’s critically endangered monkey-eating eagle has been so successful it is now scrambling for space, officials said Monday.

Another eaglet was hatched last week, the second in barely three months, helping the giant bird’s fight against extinction.

The chick, born from the natural mating of two birds at the Philippine Eagle Foundation, is the 27th born in captivity said its curator Anna Mae Sumaya.

“The centre is at full capacity. We are full. If there are any new admissions, we will have to move the birds to smaller enclosures,” she told AFP. The new chick, hatched on February 4, is the 35th eagle at the centre, joining 19 other captive-bred birds

and 15 rescued from the wild, she said.

The seven other eagles born in captivity have either been released into the wild or died.

Sumaya described the new chick as “active and alert as it can already lift its head, sit and follow objects even at a day old”.

But the breeding centre on the outskirts of Davao city on the country’s southernmost island of Mindanao covers just eight hectares (20 acres), she said.

“If we could have a lot of space, we could pair off a lot more birds,” she said, stressing that breeding pairs needed more space.

The monkey-eating eagle, also known as the Philippine eagle, is found only in the rapidly vanishing tropical rain forests of the Philippines.

Seniors seek Chapter 7 relief for $48K credit card debt Client is 65. He operates a service-oriented business with 3 outlets in strip malls. He has been in business for 8 years. Of the 3 outlets, two are losing money, while the third has some profit that subsidizes the loss of the first two, and provides client with some disposable income that is barely enough to cover his monthly living expenses.

The gross receipts from one outlet, is about $10K a month. 40% goes to rent, 50% goes to labor, so what else is left? The gross receipts from the second outlet is $4K a month, barely enough to cover rent. The third outlet, which turns a profit keeps client from becoming a homeless person and puts food on the table. So, itâ&#x20AC;&#x2122;s not a great business, but allows client to survive. He has no retirement accounts, no 401K or pension, and expecting minimum social security when he turns 66 next year. In other words, client still needs to keep the business going beyond retirement, just so he can live a decent life in a rented home. He doesnâ&#x20AC;&#x2122;t even own a house.

The problem with clientâ&#x20AC;&#x2122;s business is that a service, is performed by individuals who are not technically speaking, employees. When the service is rendered, client takes a cut

from the receipt and gives the rest to the individual who performed the service. Letâ&#x20AC;&#x2122;s just say that these individuals are more independent contractors than employees. Business owners, if they can get away with it, prefer the independent contractor to the employee. Independent contractors are paid on a per customer basis.

In addition, there is no overtime pay to worry about. For instance, trucking companies prefer to have their drivers buy their own trucks so they can classify them as independent contractors. They own their cars. But UBER gets them the passengers and cuts them a check for each ride. I have clients who make $2K a month gross with UBER doing part time driving. Some make $4K a month gross. Are UBER drivers, employees of UBER or are they independent contractors?

The IRS uses the â&#x20AC;&#x153;controlâ&#x20AC;? test. If the business owner has control over most of the time of the individual, that individual is deemed an employee, not an independent contractor.

Going back to client, he has 4 individuals who perform the advertised service for clientâ&#x20AC;&#x2122;s business.

He takes a cut from the gross receipt, then, gives the balance to the individual.

There are no set â&#x20AC;&#x153;workâ&#x20AC;? times (9 to 5). If a customer comes in at 9.30 pm, the individual performs the service for the customer and then client and individual split the gross receipt for services rendered. Client has operated his business using this method for 8 years.

Certainly, he considers the individuals independent contractors, and for 8 years, the individuals appear to agree. But recently, all 4 individuals filed 4 separate state court lawsuits for overtime and back pay with each claiming $250K of unpaid overtime and back pay!!

Thatâ&#x20AC;&#x2122;s $1.0M of overtime of back pay. Where will client get $1.0M? If he had $1.0M, he would probably just close his business and retire somewhere in the world where no

But can bankruptcy wipe out claims for unpaid overtime and back pay? It sure can. They are not exempted from discharge; therefore, they are dischargeable. Even if plaintiffs attempt to prove that these claims are not dischargeable under say, â&#x20AC;&#x153;intent to cause damageâ&#x20AC;? or â&#x20AC;&#x153;fraudâ&#x20AC;?, client would prevail because clientâ&#x20AC;&#x2122;s intent was to enter into a business contract with these individuals and these individuals voluntarily and freely agreed to this business relationship between client and them. Client did not put a gun on their heads to force them to perform the service. Itâ&#x20AC;&#x2122;s clearly a business relationship that worked for both client and plaintiffs for 8 years.

SENIORS WITH $48K CREDIT CARD DEBT The next client is 68 with equity in his residence of $150K but owes $48K of credit card debt. He started getting social security of $1,800. His wife gets social security of $1,200.

After the house payment of $1,500 and necessary expenses, there is no money left to pay minimum credit card debt of $1,400 monthly. This is a no brainer. Client and wife opt for a fresh start as seniors to discharge $48K of credit card debt, which they carried for 20 years.

They only paid $312K of interest in 20 years and they still owe the same $48K. Remembering stories of great love and passion on Valentine’s Day In celebrating this weekend’s Valentine’s Day, this author remembers some of the great love stories of all time.

One of the saddest love stories of all time was the story of Lancelot and Guinevere. According to legend, he (Lancelot) was one of the greatest knights of King Arthur; he was loyal, kind, wise and strong, while Guinevere was the beautiful daughter of King Leodegrange.

Lancelot, unfortunately fell in love with Queen Guinevere.They tried to keep their love a secret from the king, but they were eventually caught by one of the knights, Sir Meliagaunt, which led to Lancelot challenging Meliagaunt and killing him in the process. But rumours continued on and two other kinights - Sir Agravain and Sir Modred (King Arthur’s nephew) knew of their romantic trysts, so they gathered 12 knights and stormed Guinevere’s chamber, thus catching both of them in bed.

Sir Lancelot tried to escape and fought his way out of the castle, while guards seized Guinevere, who was tried and later condemned to burn to death for her infidelity. Upon hearing the news of Guinevere’e imminent execution, Sir Lancelot tried to rescue her, but he fought with several of King Arthur’s loyal knights, killing all of them. This angered King Arthur and he gathered a troop of men and attacked Lancelot’s castle but they failed.

Lancelot ended his days as a hermit, while Guinevere became a nun at a convent where she died.

The Celtic tale of Tristan and Iseult was one of the stories made popular during the12th century. This was the tragic story of the adulterous love between a Cornish knight named Tristan (Tristram) and the Irish princess Iseult (Isolde).

Legend has it that after defeating

the Irish knight Morholt, Tristan went to Ireland to bring back Iseult for his uncle King Mark to marry.

Along the way, they discovered a love potion which they both tried, thus they fell madly in love..

Though Iseult ended up marrying Mark, she and Tristan remained as lovers because the love potion seemingly “controlled” them, thus “freeing themselves from responsibility,” even if the king’s advisors repeatedly tried both of them for adultery.They continuously used trickery to prove their “innocence,” but when the love potion eventually wore off, the two lovers were free to make thier own choice whether to continue their relationship or totally cease it.

Much like the Arthur-Lancelot-Guinevere love triangle, the three of them, Tristan, King Mark and Iseult all loved each other. Tristan honored, respected and loved King Mark as his mentor and adopted father, while Iseult was grateful that Mark was kind to her and Mark in turn loved Tristan and treated him like a son, along with loving and his wife Iseult.

Nevertheless, Mark eventually learned of the affair during the cesssation of war betwen Ireland and Cornwal and to punish them, he ordered Tristan’s hanging and Iseult be burned at the stake, to eventually be housed in a leper colony. On his way to the gallows, Tristan escaped and he rescued Iseult. The lovers escaped into the forest of Morrois and they were there until Mark discovered

them. They finally made peace with Mark afterTristan’s agreement to return Iseult to him and was urged to leave the country. Tristan left for Brittany where he ended up marrying the sister of Sir Kahedin whose name is also Iseult. According to some poetic version of their love story, Tristan and his real love Isolde or Iseult both died when King Mark challenged Tristan and wounded him with a poisoned lance while Tristan attempted to rescue another woman from six knights. Tristan then sent his friend Kahedin to find his real love Isolde or Iseult of the White Hands to heal him.Tristan also asked Kahedin that when he sailed back, he should use white sails to signify that he found Iseult and black sails if he did not.

Kahedin found Isolde but Tristan’s jealous wife lied to him about the colour of the sail Kahedin sailed on.

He then died of grief thinking that his real love Isolde didn’t really love him, while Isolde in turn also died swooning over his corpse.

During this author’s college days, one of our professors (Professor Benjamin Santos, a Georgetown fellow) in Comparative Literature compelled us to practically memorize significant Cantos in Dante Alighieri’s “Divine Comedy - Inferno.” In its first volume, Dante and Virgil met Francesca and her lover Paolo in the second circle of hell, reserved for the lustful. In this circle, the couple was trapped in eternal whirlwind, doomed to be forever swept through the air, just as they allowed themselves to be swept away by their passions. The background of their story started with Francesca who was the daughter of Guido I da Polenta of Ravenna who was promised to wed the crippled Giovanni Malatesta (also called Gianciotto, “Giovanni da Lame”), son of Malatesta da Verucchio, Lord of Rimini.

Obviously, their marriage in 1275

was negotiated as a political move

by Guido to solidify their families who had been at war with each other.

While in Rimini, she fell in love with Giovanni’s younger brother, Paolo, though Paolo too, was married at the time, but they carried their affair for around ten years until Giovanni surprised them in Francesca’s bedroom sometime around 1283 and 1286, thus killing them both.

As we all know, the most popular love story of alll time was the one written by William Shakespeare on Romeo and Juliet early in his carrer around the 1500’s about two feuding families - the Montagues and the Capulets. These two madly-in-love young lovers died, but ultimately reconciled both families.

Likewise, in this author’s further lessons with Professor Santos on Greek Mythology, the story of Helen of Troy or Helen of Sparta, resonated to all of us as one of the greatest love stories of all time.

Helen was the daughter of Zeus and Leda. and a sister to Castor, Pollux and Clytemnestra. During that time around the 1600’s, in Greek myths, she was the most beautiful woman in the world. By marriage, she was Queen of Laconia, a province within Homeric Greece, and the wife of King Menelaus. As many of us who might have watched its movie version, Helen was abducted by Paris, Prince of Troy, which eventually caused the Trojan War. Currently, most of us still long for great love stories such as the story of the twice married Richard Burton and Elizabeth Taylor.and on Cupid’s day, we’re all reminded to celebrate this day, to honor the people we love, wife, husbands including our mothers, fathers, sisters, brothers and grandparents as well. Airports boost efforts to stop spread of Zika: UN agency Montreal, Canada | AFP | Thursday 2/11/2016 – Airports are stepping up efforts to reduce populations of mosquitoes that transmit the Zika virus in order to prevent its spread, the UN aviation agency said Thursday.

“The management of the outbreak is currently focused on reducing the populations of the Aedes mosquito that transmit the virus at airports (vector control),” the International Civil Aviation Organization (ICAO) said in a statement.

Vector control refers to the spraying of insecticides or other pest control measures. The Montreal-based agency urged airlines and airport authorities to follow World Health Organization guidelines on the testing and use of insecticides for aircraft, including new guidance specifically related to the Zika virus.

Meanwhile, “aviation stakeholders will continue to share information and resources in order to assist with controlling the outbreak,” it added,

saying it was working closely with the WHO and the US Centers for Disease Control and Prevention.

In most cases, Zika causes mild flu-like symptoms including fever, headache and body aches. But it has been linked to a rapid rise in the number of children born with microcephaly – abnormally small heads and brains – to mothers infected during pregnancy.

There is currently no cure or vaccine for Zika.

Confirmed cases have been found in 26 countries, spanning 7,000 kilometers (4,400 miles) from Mexico to Paraguay, according to the Pan American Health Organization.

Brazil has been most affected by the outbreak, with 1.5 million people infected since early 2015, followed by Colombia.

Travelers have also brought infections as far north as Canada, and overseas. China confirmed its first imported case of Zika this week.

Turkey tries father, smugglers over Syrian toddler’s death

Istanbul, Turkey | AFP | Thursday 2/11/2016 – The father of Aylan Kurdi, the Syrian toddler whose drowning shocked the world last year, went on trial on Thursday along with two alleged people smugglers accused of causing the death of migrants.

A photograph of the three-yearold, face dowGreecn in the sand on a Turkish beach in his toddler’s clothes, caused horror when it was published in September 2015 after his family decided to make the risky journey to Greece in an open boat.

Aylan’s mother Rihana and brother Ghaleb, four, also died in the same accident.

The trial of Syrian nationals Muwafaka Alabash and Asem Alfrhad opened at the criminal court in the western Turkish resort of Bodrum, the Dogan news agency reported. If convicted, they face up to 35 years in jail.

They are charged of smuggling migrants and causing the deaths of five people, including Aylan Kurdi, his brother and mother when their

boat sank while on its way to Greece.

But also on trial in absentia was Aylan Kurdi’s father, Abdullah Kurdi, who survived the sinking of the boat, on accusations of being an organiser of the smuggling. The precise charges against him were not made clear.

Both of the defendants in court strongly incriminated Abdullah Kurdi as a well-known organiser of people smuggling in the Bodrum area, accusing him of being responsible for the deaths and driving the boat at the time of the disaster.

But Dogan said the court had decided to drop the legal proceedings against Abdullah Kurdi, without specifying further.

‘The organizer’ Abdullah Kurdi, from the mainly Kurdish Syrian town of Kobane on the Turkish border, is currently believed to be outside of Turkey and spending some of his time in northern Iraq.

He became a prominent figure through media interviews at the time of the disaster and also gave the traditional “alternative” Christ-

mas message in 2015 on British TV’s Channel 4.

His family, many of whom are now based in Canada, had previously rubbished similar allegations against him broadcast by foreign television as “ridiculous”.

“The real criminal here, the organiser, is Abdullah Kurdi, who became

a hero on television but did not even testify,” said Asem Alfrhad in court.

Muwafaka Alabash said he had been told before coming to Bodrum to “’find Abdullah Kurdi, he does the migrant smuggling’.

I found him in Bodrum. Everyone knew him. His collected money from his people.”

Firearms seized in record numbers at US airports in 2015: official

Washington, United States | AFP | Thursday 2/11/2016 – Security agents seized a record number of firearms at US airports last year, and nearly all of them were loaded, Homeland Security Secretary Jeh Johnson said Thursday.

In all, 2,500 weapons were seized in 2015 by Transportation Security Administration agents, who screened 695 million passengers, he said.

Johnson said 84 percent of the seized firearms were loaded.

The TSA, which is responsible for security at US airports, was taken to task last year in an inspector general’s report that found widespread lapses in security.

That report found that TSA agents responsible for screening passengers failed in 99 percent of cases to detect explosives, and that there was a 96 percent failure rate at control points generally.

A new TSA director, Peter Neffenger, was named following the inspector general’s report, and he has put in place a series of measures to tighten airport security.

However once the divorce case is opened, many self-represented petitioners are not able to finish their divorce case to judgment for various reasons. The most common reasons are the following: Improper Proof of Service of Divorce Petition Self-represented litigants are not familiar with the code of civil procedures on how initial pleadings should be served on the opposing party and the notice requirements. As such the Court is unable to exercise jurisdiction on the other party until proper service on that party is done properly.

Failed to prepare and exchanged required financial disclosures California family code requires that both parties exchange complete and accurate financial disclosures.

Proof that these financial disclosures have been exchanged needs to be filed in Court. The court will not enter judgment on a divorce case unless the financial disclosure requirements are satisfied.

Pension and Retirement plans were not joined Some pension and retirement plans (such as local government retirement plans) need to be joined in the divorce action if there is a community property interest in these plans. Self-represented litigants are not aware of these rules and often ignore this requirement.

QDRO was not prepared to divide Pension and Retirement plans

Certain pension and retirement plans that are covered by ERISA requires a qualified domestic relations order to be divided (QDRO). Self-represented litigants often ignore this requirement. As a result, the plan is not divided.

Unequal division of community property in default divorce cases If there is no settlement agreement, then the court has to divide the community property and debt equally between the parties. Often, self-represented parties will try to propose or prove up an unequal division of community property and debt usually in their favor.

Trying to save on legal fees by handling your own divorce case could turn into a nightmare if your case has issues that needs to be handles a certain way. It is like trying to fix your own plumbing problem if you have no plumbing experience, it could end up costing you more. Speaker comes clean on non-passage of income tax bill MANILA, Feb 10 (Mabuhay) â&#x2C6;&#x2019; Speaker Feliciano Belmonte on Wednesday came clean on why the income tax reform bill was not passed by the House of Representatives.

Belmonte said neither the House nor Malacanang were opposed to the measure but the timing was not ideal.

He said the bill should be subjected to further scrutiny. â&#x20AC;&#x153;It had a good chance of passing through us but I definitely am against a last-minute attempt, in the face of an election, to fool around with a complicated thing like the income tax reform bill. Let that be the first agenda of the next administration.

Let them spend a couple of years discussing it. I donâ&#x20AC;&#x2122;t want it to pass after one or two months of discussion in the glare of an election,â&#x20AC;? he said.

Senator Sonny Angara earlier filed an income tax reform bill that seeks to adjust the levels of taxable income to inflation to ease taxpayersâ&#x20AC;&#x2122; burden and to make the tax system more equitable and progressive.

He said that while his initial proposal was to lower the tax rates across-the-board and compress the tax brackets from seven to five, the

new bill seeks to adjust income taxes to take into account inflation.

Under the National Internal Revenue Code of 1997, individuals with taxable income of over P500,000 are taxed with a fixed amount of P125,000 plus the 32 percent of the excess over P500,000.

Taxable income refers to an individualâ&#x20AC;&#x2122;s gross income less the deductions and/or personal and additional exemptions.

President Aquino earlier rejected the proposal to slash income tax rates, calling the proposal a mere â&#x20AC;&#x153;pogi bill.â&#x20AC;?

Oftentimes, employers attempt to avoid liability by claiming the caregiver is an â&#x20AC;&#x153;independent contractor.â&#x20AC;?

In most circumstances, this argument will fail as typically employers maintain significant control over the caregiver such that that California law will find the caregiver to be an employee.

This change in the overtime rules for caregivers became effective on January 1, 2014, when the Domestic Worker Bill of Rights (DWBR) became law in the State of California.

Previously, employees who qualified as â&#x20AC;&#x153;personal attendants,â&#x20AC;? including caregivers, nannies and babysitters who worked in private households, were exempt from overtime.

The DWBR eliminated the overtime exemption for personal attendants and provides that personal attendants, â&#x20AC;&#x153;shall not be employed more than nine hours in any workday or more than 45 hours in any workweek unless the employee receives

one and one-half times the employeeâ&#x20AC;&#x2122;s regular rate of pay for all hours worked over nine hours in any workday and for all hours worked more than 45 hours in the workweek.â&#x20AC;?

So now caregivers, nannies and babysitters (with limited exceptions) must be paid overtime compensation.

Under Labor Code § 1194, domestic workers are not only able to recover their unpaid overtime in a civil action, but they also may recover reasonable attorneyâ&#x20AC;&#x2122;s fees and costs.

California law also provides interest and penalties for workers who are not properly paid overtime compensation.

PHL at tipping point of becoming a narco state MANILA, Feb 10 (Mabuhay) − Vice presidential candidate Senator Alan Peter Cayetano on Wednesday warned that the Philippines is on the brink of becoming a narco state.

“Papasok na tayo sa area na pwede maging tipping point na maging sa narco-state,” he said in a radio interview.

He said that in some areas, the drug trade is so worse that shabu is used to buy votes. There are also other areas where residents purchase illegal drugs using farm animals. He added that even in Taguig City, where his wife Lani serves as mayor, there are employees who would rather resign from their job than take a random drug test.

“You’ll never know when you’re already a narco state eh,” Cayetano claimed.

A week ago, Philippine Drug Enforcement Agency (PDEA) Director General Arturo Cacdac confirmed narcopolitics in some areas.

Cayetano also cited the murder of then newly elected mayor of Temixco in Mexico last January 2. Anti-drug advocate Gisela Mota was killed just a day after she took office. He said in extreme cases this is how drug lords show their force.

The vice presidential candidate admitted that such events disturb him.

“You have to choose kung kanino ka pinakatakot. In my sense, I am more afraid of God than of people. Whether corruption iyan, MILF issue, I have to do my job. Si Mayor [Rodrigo Duterte] naman sabi niya, he is not afraid of dying.

The 69-year-old New Yorker has upended the 2016 presidential election by casting a spell over grassroots conservatives and not shying away from talking tough.

To his fans, he is the definition of American success, the cut-throat tycoon who can magically fix all that’s wrong with a country no longer sure of its place in the world, and home to an increasingly frustrated white working and middle class.

To his critics, he is a racist demagogue or, at best, a buffoon with an orange perma-tan and an odd helmet of hair who would either hand Hillary Clinton the White House − or lead the world into unmitigated catastrophe.

Aquino chides politicians using his administration’s gains for campaigning MANILA, Feb 10 (Mabuhay) − President Benigno Aquino III on Wednesday chided politicians running in the May elections for claiming as personal achievements what his administration has done for the past years.

Aquino spoke at the 2016 League of Municipalities of the Philippines general assembly and mayors forum in Pasay City with administration candidates Mar Roxas and Leni Robredo.

Admitting failings, Obama urges end to partisanship S p r i n g f i e l d , U n i t e d States | AFP | Wednesday 2/10/2016 − Barack Obama returned Wednesday to the city where his White House journey began, making the case for less fractious politics while admitting he had failed to narrow the partisan divide.

Making a nostalgia-laden trip to his old stomping ground in Springfield, Illinois, Obama decried “extreme voices” that have only grown more shrill during his presidency and in the race to succeed him.

“We’ve got to build a better politics, one that’s less of a spectacle and more of a battle of ideas,” he told state legislators who were once his colleagues.

It was in Springfield nine years ago to the day that Obama announced he was running for president.

Then, the young raven-haired senator pitched himself, above all, as an outsider who could soothe divisive partisan politics.

“You believe we can be one people, reaching for what’s possible, building that more perfect union,” he told the bundled-up crowd.

Obama’s remarks were delivered from the same spot where Abraham Lincoln—that great unifier—declared “a house divided against itself cannot stand.”

Nearly a decade on, Obama admitted the picture was grim.

“The tone of our politics hasn’t gotten better since I was inaugurated. In fact, it’s gotten worse,” Obama said.

“There is still this yawning gap between

the magnitude of our challenges and the smallness of our politics.”

Obama sought to recall his time in the divided Illinois state legislature when bipartisan bills could be passed.

“We didn’t call each other idiots or fascists,” he said.

But as if to reinforce the depth of current partisanship, Republican and Democratic lawmakers in the chamber applauded in party blocs when their pet issue was raised.

At one point a clearly irked Obama declared: “sit down, Democrats!”

Back in Washington, Republicans—who now control Congress—questioned why Obama had himself not acted in a more bipartisan manner and why he waited until the last year of his presidency to give the speech.

They accuse him of governing by “pen and phone” using executive orders to bypass congressional opposition and mustering partisan coalitions rather than reaching across the aisle.

“The central premise of the Obama presidency was to unite the country, and that’s been an unquestionable failure,” said a spokesman for House Speaker Paul Ryan.

‘Corrosive influence of money’ Obama’s remarks came a day after voters in New Hampshire cast their ballots for the next presidential nominees.

On the campaign trail, Republicans and Democrats − divided enough within their parties − have shed any pretense of working with the other side.

Supreme Court deals blow to Obama climate plan

W a s h i n g t o n , U n i t e d States | AFP | Wednesday 2/10/2016 − The US Supreme Court on Tuesday put on hold a sweeping plan to reduce greenhouse gas emissions from coal-fueled power plants, dealing a significant blow to President Barack Obama’s efforts to rein in climate change.

A coalition of 27 US states − most of them run by Obama’s Republican adversaries—is suing in a lower court to halt Obama’s Clean Power Plan, and petitioned the Supreme Court to suspend its implementation until the case is resolved.

The White House said it was disappointed in the ruling, but convinced the ambitious plan to slash US emissions was based on a strong legal foundation, and would prevail.

“We disagree with the Supreme Court’s decision to stay the Clean Power Plan while litigation proceeds,” spokesman Josh Earnest said in a statement issued after the five-to-

four ruling.

“We remain confident that we will prevail on the merits.”

Tuesday’s ruling, backed by five of the nine Supreme Court justices, halts the rollout of rules that require the power sector’s carbon dioxide emissions to be slashed by at least 32 percent compared to 2005 levels by the year 2030.

The far-reaching regulations issued last year by the Environmental Protection Agency are central to Obama’s drive to reduce overall US greenhouse gas emissions.

“Even while the litigation proceeds, EPA has indicated it will work with states that choose to continue plan development,” Earnest said.

California’s Democratic Governor Jerry Brown − who is part of a coalition of states defending the emissions plan—said as much, as he accused the justices of acting “tonedeaf” faced with the threat of “irreversible climate change.”

Behavioral factors linked to half of postmenopausal breast cancer cases, study finds replacement therapies (HRT) used after menopause. However, the scientists pointed out that HRT drugs are now much less widely used and that their composition has changed since they were first introduced.

The study followed 67,634 French women aged 42 to 72 years old for 15 years. Friday February 5 2016 (Relaxnews) â&#x2C6;&#x2019; A French study carried out at the Insistut Gustave Roussy in Villejuif and published in the International Journal of Cancer has found that half of postmenopausal breast cancer cases can be attributed to behavioral factors such as poor diet, alcohol consumption and being overweight.

The research showed that more than half (53.5%) of breast cancer cases diagnosed after menopause could have been avoided through changes in behavior at this stage of life.

Postmenopausal women could reduce the risk of developing breast cancer by 50% by eating a healthy,

balanced diet, limiting alcohol to one glass per day and maintaining a healthy weight (a body mass index equal to or lower than 25kg/ sq m), a new study has found.

A team of researchers from Inserm â&#x2C6;&#x2019; Franceâ&#x20AC;&#x2122;s public institute of health and medical research â&#x2C6;&#x2019; found that these so-called â&#x20AC;&#x153;behavioralâ&#x20AC;? risk factors contributed to the development of breast cancer after menopause.

In other words, women could considerably reduce their chances of developing the disease by making suitable lifestyle choices during this stage of life.

tween his two worlds? “Huwag kang magpakain sa system,” he seriously says. Then he continues, “I look at it as work. Nagtatrabaho ako para mabuhay.” He sounded determined and focused on what is important, but it is not easy. My prediction is that he will be the rare case. He will manage the balance, his family and his work life. From what I have seen he’s got the passion and the dedication to pull it off.

As a family man. I met Joross in a writer’s workshop last summer in Manila. He struck me as a low key, funny, quick-witted young man. He’s a very interesting character. I knew he is an actor but he did not have the arrogance of a showbiz personality. His down-to-earth persona is endearing. When I asked him to tell me more about himself, he offered to show me the video of his wedding.

This was for me a revealing moment.

His first instinct when wanting to express what he is really all about, was to show me his wedding video.

This is a man in love. “Hindi lang siya maganda pero matalino pa siya,” he happily narrates. Then endearingly continues, “Noong na -meet ko siya, I can’t imagine spending the rest of my life with anybody else.” His non-showbiz wife, Katz, gives a funny and quite amusing account of their first meeting. Her first impression was that he is insensitive.

Katz did not even know he’s an actor. She recalls, “I did not think of a possible second date,” and with a childlike tone she says, “On our first movie date he did not even share

his popcorn.” That first impression gave way to the warm and wonderful man who stole her heart. As she got to know him better they fell in love and got married.

Joross has a busy and very active family life, not just with his wife but with his parents and his extended family. “I am lucky to have the support of family and friends to be able to do something when I’m not working on a project,” he explains. His dedication to his family and his faith has kept him far from the usual party scene common in this profession.

Recently, Joross is inspired and excited about the new phase in his life. It’s fatherhood. He’s a proud father of 4-month-old Jace Kyler.

Joross took time off from his busy schedule to spend time with his newborn. Changing diapers, helping with his feeding, and being as involved as he possibly could. His family values strengthens and support his artistic values. We need more like him in the industry.

From exorbitant long distance calls to free Facetime Migrant workers: Connecting to home through the years

(First of two parts) My son and I were watching the Los Angeles Lakers play against the Clippers. We were discussing the game as it moved along. We were talking about the Lakers’ continuing slide to the bottom as the season ends. And sad as it was, it was even sadder to talk about the prospect of a Lakers team without Kobe Bryant.

The happy thing about the conversation though was that moment of a father and son bonding, considering I am here in Los Angeles and my son lives in Quezon City, in the Philippines.

We were using Facetime. Some years back, who would have thought that such connectivity would even be possible without costing you some money? Two people watching the same game from opposite sides of the earth and talking about it like they were together in a living room.

(Uh…well, yes, the people behind the legendary TV series Star Trek have thought of that many years ago.)

Undoubtedly, the Internet and related technology have affected the humankind, mostly for the better.

But among those who were dramatically affected by these contemporary inventions are the millions of migrant workers and expatriates, many of whom have had to leave their loved ones in search of greener pastures.

One of my aunts came to the US in the early 70s. She came by herself and left behind her husband and a one-year-old son. Eventually, she was able to bring her family to the US. But during the time that she was by herself, it took around two weeks

for her mail to reach home and also for our mail to reach her. Apparently, it was hard for her that she had to call a lot − long distance. One time, my grandfather berated her: O, tawag ka nang tawag. Baka wala ng matira sa suweldo mo niyan.

But of course, grandpa was trying to keep himself from breaking into tears when he was saying that to my aunt.

Grandpa’s house was “standing room only” whenever my aunt was on the telephone. There was no speaker phone yet, so everyone had to huddle around the phone to hear what she was saying. I was about 12 years old at the time. My cousins and I had to behave really well while that call was ongoing because any misdemeanor, no matter how slight, would certainly be unforgivable.

We were children at a time when just a mean stare (sa Tagalog makuha ka sa tingin) from anyone in the family’s pecking order was enough to get us back to our senses.

My grandparents’ house was one of the very few households in the neighborhood that had a telephone line. Those that didn’t had to queue on phone booths at the Philippine Long Distance Telephone (PLDT) offices. There was one in Pasay City which was about three kilometers away from our house.

Once in a while, my mother would use those PLDT phone booths to call my aunt, particularly when she would ask for my aunt’s help and she didn’t want her parents and siblings to know.

My mother and my aunt exchanged a lot of letters and they were long − written back-to-back

on many pages of paper − obviously to minimize the weight of the mail.

Sending air mail to the US was also expensive.

The long distance calls lessened when my aunt got her family to join her in the US. But the exchanges of cards and letters between siblings and parents remained constant.

And of course, once a year she would send a box of goods for everyone to share. We called those boxes simply as “padala.” They usually contained t-shirts, shoes, socks, corned beef, sardines, toys and anything that had a “made in USA” tag on it.

The “balikbayan” boxes that we now know started in 1987 when President Corazon Aquino, in recognition of the contributions of migrant workers to the economy, issued an executive order that obliterated the taxes and duties imposed on “padala” boxes coming from overseas Filipinos.

Moving on, the days of John Lennon look-alikes (those guys with long Afro hair, sporting round-lens dark glasses and the peace sign sleeveless sandos) came to an end almost simultaneously as the vinyl (we called single or long playing or simply LP) was eclipsed by the cassette tape.

The cassette tape also managed to edge up the bulky 8-track cartridges, which for some time boosted the riding pleasure for jeepneys and mini-buses.

At its heyday, drivers pile up these 8-track cartridges on the dashboards of their jeepneys and mini-buses.

Sometimes, these drivers leave just enough space on the windshield for them to still see the road.

The popularity of the cassette tape was greatly propelled by the portable

AM/FM cassette players that came along with it. They came in all sizes − from the size of a transistor radio and to the big ones that were powerful enough to jazz up a garden or a beach party.

The technology was godsend for portable music listeners. But what made them very useful to the overseas workers at that time (mostly seamen and skilled laborers employed in Middle East countries) was its ability to record from within its system and from outside.

For clarity, the voice recorder or tape recorder had been around before the portable cassette players became popular, but its market was mostly confined to journalists and other professionals. Perhaps, there was not much incentive for other types of people to buy them.

It is not known how the so-called “voice tape” became a fad with migrant workers. But it probably started when some people recorded songs on their portable cassette players and then they put short auditory dedication messages on them before they sent the tape to faraway loved ones. (We used to record songs and messages too on cassette tapes that we sent to our mother, who like your aunt was in the US by herself, toiling.

These recorded songs and messages were replayed amid tears of joy, and sadness, as background music and “voice over” when my late mother celebrated her 80th birthday some forty years later − Ed) Later on, the music was apparently abandoned in favor pure monologues. Hence, it was called “voice tape.”

Day Boat Cod with Melted Tomatoes and Shaved Fennel and Orange Salad

t may sound contrary to your healthy eating plan, but the human body actually needs some types of fat for heart and brain health.

One common source is cooking oil, such as olive oil.

Of the cooking oils most commonly used in North America, such as olive oil, canola oil, peanut oil and various vegetable oils, olive oil contains the most monounsaturated fat, which is widely recognized for its potential role in reducing the risk of coronary heart disease. Vegetable Frittata with Roasted Asparagus and Tomatoes Serves: 6 6 large eggs 1 tablespoon water 2 tablespoons Parmesan Reggiano, grated, plus additional for garnish 1 teaspoon garlic, minced 2 teaspoons shallots, small diced 1 cup russet potatoes, peeled, small diced, boiled until tender, drained and chilled 1 roasted red pepper, peeled, deseeded and diced 1 tablespoon parsley, chopped 1 tablespoon basil, chopped 3 tablespoons extra-virgin olive oil 1 cup cremini mushrooms, sliced salt and pepper, to taste 1/4 cup fontina cheese Lemon, Basil and Garlic Roasted Asparagus (recipe below) Roasted Tomatoes (recipe below) Beat eggs with water, then beat Parmesan into egg mixture and reserve.

Combine garlic, shallots, potato, pepper, parsley and basil, and set aside. Heat extra-virgin olive oil in 12-inch non-stick saute pan over high heat. Add mushrooms and saute until they start to brown.

Reduce heat to medium and add reserved vegetable mixture. Saute for about 1 1/2 minutes. Season with salt and pepper, to taste. Add additional olive oil, if needed, then add reserved egg mixture to hot saute pan.

Cook 2-3 minutes until egg cooks and sets on bottom. Transfer saute pan to broiler and broil until light and fluffy, and almost totally set, about 2-3 minutes. Sprinkle fontina cheese on top of frittata and place back under broiler until melted, about 2-3 minutes. Remove to cutting board and cut into six triangle servings.

Place one serving in center of plate. Garnish each portion with four stalks of Lemon, Basil and Garlic Roasted Asparagus and two wedges of Roasted Tomato. Sprinkle each portion with Parmesan.

Lemon, Basil and Garlic Roasted Asparagus 3 1 1 24 1/4

Roasted Brussels Sprouts with Sweet Peppers Serves: 6-8 2 pounds Brussels sprouts, bottoms trimmed, cut in half and outside leaves removed 4 tablespoons extra-virgin olive oil 6 medium garlic cloves, chopped 3 tablespoons basil, chopped 2 tablespoons Italian parsley, chopped salt and pepper, to taste 2 red sweet peppers, large diced 2 yellow sweet peppers, large diced 1 cup balsamic vinegar, reduced to light syrup Heat oven to 375 F. Combine Brussels sprouts with all ingredients except peppers and balsamic syrup. Toss Brussels sprout mixture and season to taste with salt and pepper.

Transfer mixture to sheet pan and roast in oven for 15 minutes.

Stir sweet peppers into mixture and roast 5-10 minutes more.

Remove from oven and place on serving platter. Drizzle with balsamic syrup and serve immediately.

Roasted Tomatoes 3 tablespoons extra-virgin olive oil 6 large Roma tomatoes, quartered 3 fresh thyme leaves 1/2 garlic clove, minced sugar, to taste salt and pepper, to taste Heat oven to 400 F. Combine all ingredients in bowl and transfer to sheet pan lined with baking paper. Roast for about 20 minutes, or until done. *Heart-Check Certification does not apply to recipes.

Serves: 4 olive oil salt and pepper, to taste 4 cod filets (6 ounces each) Olive Oil Melted Tomatoes (recipe below) Orange, Fennel and Olive Oil Salad (recipe below) 4 lemons, cut into eighths Heat oven to 400 F. Heat medium sized saute pan on high. Add olive oil and heat. Salt and pepper cod. Add cod to hot oil and sear very hard on one side, until fish is golden brown and crisp.

Transfer cod to baking sheet that has been brushed with olive oil. Place cod in oven until it starts to flake, about 12 minutes. Remove cod from oven and keep warm.

Using spoon, portion Olive Oil Melted Tomatoes onto four large dinner plates. Allow some flavored oil to puddle on plate. Carefully transfer cod on top of warm tomatoes.

Then top cod with Orange, Fennel and Olive Oil Salad. Squeeze lemon wedge over entire plate.

Olive Oil Melted Tomatoes 8 large Roma tomatoes, peeled, seeded and cut in half salt and pepper, to taste 6 basil leaves, shredded 3 tablespoons parsley, chopped 1 lemon, zested 6 large garlic cloves, peeled and sliced thin extra-virgin olive oil Heat oven to 325 F. Place tomatoes in 9-inch cake pan and season to taste with salt and pepper. Scatter herbs, lemon zest and garlic on top of tomatoes.

Drizzle tomatoes with extra-virgin olive oil, which should come up about three-quarters of the way on tomatoes.

Cover with foil and bake until tomatoes are tender, approximately 40 minutes.

Orange, Shaved Fennel and Olive Oil Salad 1/2 large fennel bulb, sliced thin on mandolin 2 medium oranges, rind and seeds removed, cut into slices 1/2 medium lemon, juice only 3 tablespoons extra-virgin olive oil 1 tablespoon parsley, chopped salt and pepper, to taste Combine all ingredients and gently toss just before garnishing cod.

PHL procurement policy makers exchange best practices with US counterparts WASHINGTON, D.C. â&#x2C6;&#x2019; Philippine Ambassador to the United States Jose L. Cuisia, Jr. received yesterday at the Philippine Embassy a high-level delegation from the Philippine Government Procurement Policy Board (GPPB) that is in the United States in connection with the Philippines Procurement Assistance Program under the Global Procurement Initiative of the United States Trade and Development Agency (USTDA).

The Philippine delegation is composed of Undersecretaries Carlo Carag (Finance), Ardeliza Medenilla (Public Works and Highways), Analiza Rebuelta Teh (Environment and Natural Resources), Edwin Enrile (Interior and Local Government), Catherine Gonzales (Transportation and Communication), Raul Aguilos (Energy), Carol Yorobe (Science and Technology) and Rolando Tungpalan (NEDA); and other officials from the Departments of Budget and Management, Education, Health, Public Works and Highways, and Trade and Industry, as well as the GPPB Technical Support Office. The delegation is in Washington, DC on 6-10 February, and will then proceed to Boston (10-11 February), New York (11-14 February) and Los Angeles (14-17 February).

The study visit is a follow-up to the three-day workshop held in September 2015 in Manila that provided training to fifty (50) public procurement officials from various Philippine government agencies with respect to incorporating life-cycle cost analysis

and value for money elements into government procurement practices in order to obtain the best value for government funds and improve overall procurement outcomes.

Ambassador Cuisia expressed full support for the project and emphasized the importance of improving efficiency in government procurement during his brief remarks to the delegation. â&#x20AC;&#x153;While the Aquino Administration has implemented a menu of crucial policy reforms, the inter-agency effort to reform the public procurement process may be one of the most critical, yet relatively underemphasized, initiative in ensuring bureaucratic efficiency while the Government gears public procurement and government spending towards attaining the best value for the Filipino people,â&#x20AC;? the Ambassador remarked.

Executive Director Dennis S. Santiago of the GPPB Technical Support Office echoed the message of the Ambassador, reiterating his earlier statement during the Manila workshop that, â&#x20AC;&#x153;as the Philippine economy further accelerates, it becomes even more crucial for government to work efficiently to support the countryâ&#x20AC;&#x2122;s growth.â&#x20AC;? According to USTDA, the Procurement Assistance Program will advance the Philippine Governmentâ&#x20AC;&#x2122;s 2016 agenda to reform public procurement and increase infrastructure spending.

Too late the hero

The sudden change of hearts of 64 Congressmen who recently signed a resolution to override President Aquino’s veto of the proposed P2000 SSS pension hike came a bit too late.

It is good to know that a number of lawmakers crossed party lines to sign the petition to give additional financial assistance to retirees. They could have done it on the last day of their session before Congress adjourned in preparation for the May 16 elections.

President Aquino rejected a proposed bill seeking to increase the monthly social security pension of retirees, claiming that it will have dire financial consequences for the entire membership of the Social Security System. He claimed that the stability of the benefit system of social security will be seriously compromised once the P2,000 hike is implemented.

What President Aquino should’ve done a long time ago if he is really serious in protecting the financial stability of SSS is to slash the excessive bonuses given to social security executives amounting to millions of pesos annually.

On top of their huge bonuses, these overpaid executives appointed by a sitting president are getting so many perks, including car and gasoline allowances. This is absurd.

Everyone knows that the SSS, for so many years, has been in good financial standing and can even afford to give huge salaries and bonuses to its executives. Meanwhile, Social Security retirees who depend on their monthly income to sustain their daily living, will have to wait until Congress resumes its session in the later part of May to if they will get an increase in their current monthly financial benefits.

gressmen are needed to override the presidential veto. If it succeeds, the Senate will have to vote on the measure. A total of 16 Senators or two thirds of the Senate is required to make the rejected SSS Pension Bill into law. Congressmen and Senators are expected to approve the pension hike despite President Aquino’s rejection out of fear of being castigated by senior citizens and their families come election day in May. *** It’s an old cliché, but history still does repeat itself. There is now a strong probability that neophyte Senator Grace Poe Llamanzares might be the next Philippine President. As of now, the only remaining stumbling block of the presidential aspiration of Senator Lllamanzares and her American citizen husband is the Supreme Court.

But judging from the body language and arguments being shown and presented by Supreme Court Chief Justice Lourdes Sereno and her two junior associates, Francis Jardeleza and Marivic Leonen, it seems that Llamanzares has a good chance of winning her case in the High Court.

In 2010, real estate billionaire Manny Villar was the frontrunner and the favorite to win the presidential election in all poll surveys conducted months before the election. But the sudden death of former

President Cory Aquino changed the political fortune of then Senator Villar. Huge numbers of people spilled out onto the streets to pay homage to former President Cory who died of cancer.

President Aquino, who was then a neophyte senator, was encouraged by his Liberal partymates to run for president, believing that sympathy votes were more than enough to catapult him to victory. It sure did. The voters believed that Aquino, despite having no legislative accomplishments in Congress and no professional achievements, will be able to solve the numerous problems besetting the government.

However, after almost six years of an Aquino presidency, most people are saying that they regret voting for someone who has neither the temperament nor the intelligence to handle the job of being a president of a nation. Now enter Senator Grace Poe Llamanzares, a neophyte Senator too. She, too, also does not have an outstanding accomplishment as a Senator.

The Commission on Election (Comelec) ruled that she is not qualified to run for an elective position for failing to meet the constitutional requirements for someone to run for President of the Philippines. She is also being barred by Comelec to run for president for not being a natural-born Filipino citizen and for not meeting the 10-year residency period.

Llamanzares is the adopted child of the late movie actor Fernando Poe Jr and Susan Roces, also a former movie star.

Senator Llamanzares and her lawyers elevated her case with the Supreme Court hoping that the High Court will rule on her favor. The nation awaits for the court’s decision.

The disqualification case against Llamanzares is just like a tele-novela. The public, particularly the lower class, are closely watching the oral arguments proceedings about the Llamanzares case at the Supreme Court, which seems to be taking its time.

Meanwhile, Llamanzares’ political supporters are growing in numbers by the day out of sympathy or “awa.”

The “masa” thinks that the poll body has deprived Llamanzares of her rights by declaring her not a natural born Filipino citizen.

Even Chief Justice Sereno and Associate Justices Jardeleza and Leonen, all appointees of President Aquino, also seemed to be favoring the arguments being presented by Poe’s lawyers.

I just hope the honorable justices base their decision on laws and what is written in the Constitution and not based on their emotions. If their ruling will be swayed by their sympathy towards Llamanzares being a foundling, then the Philippines will have another mediocre or incompetent president.

Cayetano defends Duterte anew, says he’s ‘authentic’ MANILA, Feb 10 (Mabuhay) − Senator Alan Peter Cayetano on Wednesday defended Davao City Rodrigo Duterte, his partner in the May 9 elections, describing him as “authentic” with his penchant for cursing and tough talk and despite his admission that he is a womanizer.

When asked “Handa na ba ang Pilipinas na magkaroon ng presidenteng palamura, aminadong dati na siyang babaero, aminadong nagpapapatay siya at papatay siya?”

Cayetano, in response, said: “Handa na ang Pilipino para sa isang taong authentic na umaamin.”

“Lahat naman po ito [presidential candidates] nagmumura. Sinong hindi nagmumura? Siya lang ang umaamin,” Cayetano said of Duterte, who is running for president.

As for Duterte’s admission that he favors killing criminals, Cayetano said, “Very clear ang sinabi ni Mayor Duterte, within constitutional rights.” Cayetano, quoting Duterte, said “Ang pinapatay ko lang ‘yun lang pong lumalaban, ‘yun pong may armas, ‘yun lang pong caught in the act.”

Meanwhile, Cayetano told Enriquez how netizens sometimes put a negative spin on Duterte’s words.

“Ang lumalabas sa social media, baka naglalakad biglang damputin, baka pari ‘yan na kagalit niya, habang nagmimisa, o pastor habang nagwo-worship service dudukutin,” said Cayetano.

He insisted that this will never happen because Duterte is not in favor of extrajudicial killings or killings carried out by government authorities without legal process.

“I’ve been with him [Duterte] many times and many times he said, ‘No extrajudicial killings’,” Cayetano said.

Cayetano said he chose to support Duterte because of his clean track record as a public official and his views on issues.

If they are both elected into office, Cayetano said he will look to Duterte on the “what” and “why,” meaning that he will depend on Duterte’s guidance on what should be prioritized or what problems to solve.

On the other hand, Cayetano said he can help Duterte on the “how” aspect or the steps needed to accomplish Duterte’s vision.

Cayetano, 45, has been a public servant for 23 years, first as a Taguig councilor and later vice mayor and also congressman and senator.

Cayetano said when Duterte says, “Ayoko ng 5-6 (usury), alisin natin ‘yan,” it is his role to find ways for low-income families to gain access to loans without having to seek the help of unscrupulous money lenders.

As for Duterte’s womanizing ways, Cayetano said that was in the past, but the Davao City mayor is now 70 years old and has turned over a new leaf. Even Duterte’s current partner, Honeylet Avancena, said the mayor is no longer a womanizer.

Cayetano said he and Duterte have a mutual respect for each other.

“I admire his passion… he admires my spirituality.”

For Cayetano, Duterte is the right person to become president at the moment, as he cited the supposed weaknesses of the other presidential candidates.
