LIVING HISTORY: Jenna Miller has been a Girl Scout member of Troop 3295 for the past six years. Jenna is a fifth grade student at Wantagh Elementary School on Beech Street. For Jenna's fifth grade biography project Jenna selected Juliette Gordon Low, founder of the Girl Scouts, to research. After reading a biography written about Ms. Low, Jenna completed an extensive research report. In addition, Jenna wrote a speech, dressed up like Juliette Gordon Low, and delivered her speech as “Daisy” Low to the students and parents of Traci Weiss’ class at Wantagh Elementary School. Each year Wantagh Elementary School has a Biography Day where all the fifth graders dress up as someone in history who they have researched. Ms. Weiss' class held "Tea at the White House." FEMA meeting gets emotional Elevating home not a choice for many by Douglas Finlay Emotions ran high for residents from Freeport to Seaford at a FEMA meeting last week at Freeport High School as they voiced mounting frustrations at being unable to get answers to questions about where to get help and cash to rebuild – or elevate – their homes. The meeting, cosponsored by county Legislator David Denenberg, Democrat of Merrick, and Freeport village board Trustee Robert Kennedy, drew roughly 75 attendees, and was Mr. Denenberg’s 11th FEMA meeting since Sandy struck. Freeport resident Kevin McKay startled the audience after a panel of FEMA guest officials and others presented information about how to get help or rebuild. He said he had learned that flood insurance would likely increase to $9,500 annually and it would cost upwards of $100,000 to elevate a house to FEMA requirements of approximately the base flood line, plus two feet. Another audience member then questioned FEMA officials about whether the Increased Cost of Compliance (ICC) grant money of $31,900 specifically to elevate a home could be combined with a small business loan to help residents elevate their homes. Substantial insurance savings Both Linda Olsen of the National Flood Insurance Program and Jelani Miller of the SBA took turns explaining that ICC money is federal grant money that still may take six months to a year to collect, and that a small business loan at 1.68% could be used quickly to elevate a home. “Could I still get that ICC grant to help pay down the loan?” the audience member then asked. “No,” Ms. Olsen said. “Grant money is taxpayer money we have to protect” against misuse, Mr. Miller said. Ms. Olsen did not dispute the $9,500 insurance figure that may be raised in

the future, instead portraying elevating the home as a savings of $90,000 to a homeowner over the lifetime of the home after it’s elevated. An unidentified audience member then exclaimed, “I’ll be dead by then!” More than 50% of a house has to be damaged for consideration for a ICC grant, remarked Rebecca Furst, the Town of Hempstead’s certified flood plain manager. She confirmed Ms. Olsen’s claim that elevating a house will result in dramatic decreases in flood insurance of up to 80%. She said the town has waived several fees and variances associated with rebuilding or elevating, including a variance for heights that eliminates an attorney for elevation variances with the zoning Board of Appeals, and an engineer for plans. “An engineering report still has to be issued that damage as occurred, however,” she said. While a building permit is still required to repair or alter a structure, “that fee has been waived,” she continued. The Building Department waiver could save homeowners up to $2,500 for a permit. Who has answers? Mary Oliver of Seaford told this newspaper that she is increasingly frustrated with FEMA because she has made countless calls in which no one knew how to help her. She referred to the exchange with the audience member and two panel members over the ICC question as proof that no one person over the phone can answer all questions, and it is increasingly difficult to get answers – from anyone. Mr. Denenberg remarked that it is why such FEMA forums are vitally important to residents at this time, and should be attended by those with rebuilding issues because of the caliber of officials available to help them navigate the system. The hearing was scheduled to begin at 1 p.m. but residents had to wait three hours before the matter was addressed. “330 people arrived for a 1 p.m. meeting and many had to leave and their voices [were] not heard,” Mr. Denenberg wrote on Facebook. But more than 100 speakers did stay until the wee hours of the morning. “Nassau faces serious challenges, including recovery from Hurricane Sandy, deteriorating infrastructure coupled with unsustainable finances and tax burdens. But instead of working together for the common good, the Legislature has hit a new low in the dysfunction with this gerrymandered district map that divides communities across the county for purely partisan reasons,” said Brian Paul of Common Cause NY.

Francis Moroney, Republican spokesman for the proposed plan, told The Citizen recently that the map was drawn “blind to incumbency.” Furthermore, he said that accusations of splitting up minority communities and violating the Voting Rights Act were false. “There is only a small deviation of 4.8% in the map,” he said. Nancy Rosenthal of the League of Women Voters remains hopeful that democracy will prevail. “There is time to redraw this map to prove that legislators have listened to all the people of Nassau County,” she said. “I am humbled and gratified by the support I received from so many residents of Bellmore, Merrick, Freeport and Wantagh. An eight-hour hearing on redistricting Nassau County legislative districts ended without a vote on Tuesday morning, February 26, at 1 a.m. when county legislators postponed the vote with a promise to review the testimony of over 100 speakers dismayed over changes to the proposed map. The map, required to be redrawn every 10 years to reflect population changes revealed in the latest federal census, would move 359,173 voters out of their present legislative district. But the Republicans have agreed to make at least one small change to the proposed map – Legislator David Denenberg will remain within the 19th Legislative District, which includes Wantagh and Seaford. He has represented this district for the last 14 years. The Republican majority agreed to put Mr. Denenberg’s house back into the 19th Legislative District. He lives in a small sliver of central Merrick that had been drawn into the Fifth Legislative District. However, “only about 100

The 63-year-old Ms. Oliver, a retiree who lost her home to the surge, agreed that the meeting provided her with new avenues to pursue in search of more precise answers about her situation. Loan criteria a question Meanwhile, Ed Hickland of Merrick told this newspaper that he has a rental property in south Merrick that was destroyed. But because it is a secondary residence, he could not get an SBA loan at $1.68%. Instead, he would have to pay an SBA market rate of 3.6%. Merrick resident Stuart Schneiderman responded that Mr. Hickland could get a better rate from a bank than what SBA could offer Mr. Hickland to rebuild his home. “I’m 64 years old and set to retire next year,” Mr. Hickland said. “That second home was my retirement income.” A contractor in the audience told the panel that a home in foreclosure would be denied an SBA loan. “A home that is worth $102,000 after being destroyed while it was insured for $250,000 is a total loss,” he said. At 97% damage, it’s a loss, he said. “And 1/3 of the homes in Freeport are under similar financial distress.” Mr. Miller responded that FEMA answers homeowner questions on a case-by-case basis. But he also provided criteria for a loan, which includes the ability to repay after taking on extra debt; the amount of damage and whether refinancing might be an avenue for securing funding, and a

homeowner’s creditworthiness. In response to an audience member who said she couldn’t get an SBA loan for commercial properties owned on the Nautical Mile in Freeport – and had no flood insurance – Mr. Miller said that SBA rates can fluctuate for those properties. He said that the SBA “will determine a higher rate for commercial property based on the ability to recover more quickly because of existing liquidity.” He said a ruling is made that the more liquid available the more likely a commercial property is to pull itself out of hardship. Be aggressive with your claims Scott Mager, an insurance industry expert who has attended several FEMA meetings as a resident advocate, told the audience it must be aggressive in pursuing its claims. “Insurance companies are in the business of collecting premiums, and you will need to be aggressive in getting what you are entitled to,” he remarked. He told audience members they must record and write down everything that happened to their homes, and keep records and photos of the destruction. “In two years, when your windows begin to fall apart, an insurance adjustor will tell you it’s from wear and tear, and it will really be from the storm that happened two years before,” he said. He offered the phone number 85558STORM to contact experts to help in identifying homeowner problems. Mr. Mager explained that these experts, as a storm team, take aggressive steps to

evaluate a homeowner’s structures for total damage. The team, led by experts in construction, plumbing, structural and electrical engineering, and insurance estimating and adjusting, evaluates the home to develop costs associated with rebuilding – and get funds quickly. “They can use lasers and other technologies that can see water damage behind walls,” and calculate how long before it shows up as damage. He said the team will approach insurers to get maximum benefits to be able to rebuild the house with no upfront costs to the homeowner. The fee

would be a contingency fee instead. He implored the audience to “write the insurers every week, asking about the status. Call them every day. Do not let up, you must commit to being aggressive if you want your claim to be paid.” Deadlines extended Registration for such items as individual assistance – and following through on insurance claims – has been extended an extra month, to March 21. And the Distaster Recovery Center at Freeport Recreation Center will now stay open until at least April 15.

School board fights against high-stakes testing by J.L. Toscano On February 21, the New Paltz school board unanimously passed a resolution against high stakes testing. The board called on Governor Andrew Cuomo, Commissioner King, the State Legislature, and the Board of Regents to re-examine accountability systems in the state, particularly the Annual Professional Performance Review (APPR). Furthermore, they called on the U.S. Congress and the administration to overhaul the No Child Left Behind Act and Race to the Top to reduce testing mandates and “not mandate a fixed role for the use of student test scores in evaluating educators.” As you consider the following aspects of the resolution, keep in mind that every decision made by school reformers should answer a simple question: How will our reforms improve student learning? The New Paltz resolution makes several important points: • The quality of public schools is directly related to the strength of our economy and our social well-being. Schools prepare students for “college, careers, citizenship, and lifelong learning.” • Schools have been spending increasing amounts of “time, money, and energy on high-stakes standardized testing” and politicians are requiring schools to use those tests to make very important decisions about students, teachers, principals, and schools. • The overemphasis on these tests is “undermining educational quality and equity” in our schools by encouraging teachers to teach to the test. The testing fad is “hampering educators’ efforts to focus on the broad range of learning experiences that promote innovation, creativity, problem-solving, collaboration, communication, critical thinking, and deep subject-matter knowledge that will allow students to thrive in an increasingly global society and economy.” • “It is widely recognized that standardized testing is an inadequate and often unreliable measure of both student learning and educator effectiveness.” • Too much standardized testing reduces the love of learning, undermines school climate, narrows the curriculum, causes talented teachers to leave the profession, drives students out of school, and leads to a very heavy emphasis on test preparation. • It is an underfunded federal and state mandate. Costs such as local test development, implementation, and hiring professionals to ensure that the tests are valid, are not covered by Race to the Top or Albany and are passed on to local districts. • By 2014, New York State will require computer-based testing statewide. This will require “districts to build the capacity to administer these high-stakes tests, including the need to purchase computers, improve networks, develop infrastructure capacity, and train and hire personnel.” The estimated cost is an increase of 5% of current district budgets. Meanwhile, the tax-cap that Governor Cuomo hastily pushed through last year requires a special vote when a district wants to have more than a 2% school tax increase. Districts need over 60% of the voters to support an increase, in order to override the tax-cap. This is an odd and poorly planned situation. One of Governor Cuomo’s laws makes another of Mr. Cuomo’s laws impractical and perhaps impossible. • Standardized testing has “negative effects for students from all

backgrounds, and especially for English language learners, children of color, and those with disabilities.” • New Paltz believes in rigorous evaluations and accountability. However, they feel that they are wasting a lot of time, effort and money on this new wave of standardized testing. Furthermore, it is blocking their “ability to make progress toward a world-class education system of student-centered schools and future-ready students.” Let’s think about that last point for a moment. We have a school district that is drawing a line in the sand and saying, “We will not yield,” because we believe that your “reforms” are just plain wrong. The New Paltz School Board has passed a very strong resolution against standardized testing. Why did they do this? Why did they directly challenge Governor Cuomo, Commissioner King, the Board of Regents, the U.S. Congress, and President Obama? Well, I suspect that, like all good teachers and parents, they want what is best for their children. They are fighting for them because “political educational reformers” are making it impossible for them to deliver a quality education for their students! They are fighting for the future because our problems will require solutions from the next generation that go far beyond the ability to bubble in A, B, C, or D on a scan-tron sheet! As a teacher, I am encouraged and inspired to see people finally begin to stand up against the testing fad. I recall an interesting story that was told about the implementation of APPR at a meeting once. Apparently, “educational reformers” in Albany, who support this heavily misguided emphasis on standardized tests, equated New York’s APPR reform process to what would hap-

pen if you had to strip an airplane down to the frame and re-build it in mid-air! I believe they even had a diagram or a video of this impossible and dangerous flight. Would you want to fly in that plane? I sure wouldn’t. I wouldn’t want my children or your children to have to either! Unfortunately, I have a feeling that their analogy was actually very accurate. I’ll mention a telling quote from a school principal whom I respect a great deal. The testing fad may just “fall apart under the weight of its own impossibility.” I personally hope that the testing fad, just like that hypothetical plane, really is going to crash and burn. The New Paltz Resolution Against High Stakes Testing may be the initial spark we need! Yet, there is one important point, which the resolution does not address. In fact, it is a point that may make it very difficult to counter and reverse the high stakes testing trend. There is a lot of money backing all of these recent testing reforms! Corporate influences are making it very hard for those who oppose high stakes standardized testing to voice their concerns and be heard by politicians who pass legislation on the matter. Lobbyists from companies like Pearson, for example, spend a great deal of time and money in Albany whispering into the ears of our elected officials that testing is the way to go. There are fortunes to be made developing the tests, developing teaching materials that prepare students for the tests, grading the tests, gathering and analyzing data about the tests in expensive data servers, and hiring consultants to evaluate and train staff to better teach to the tests. As Diane Ravitch, an expert in the education field, says, “Just follow the money.”


Senator Charles J. Fuschillo, Jr. (RMerrick) announced a new program in which representatives from five of New York’s largest banks will be available to provide one-on-one assistance to homeowners seeking the release of superstorm Sandy insurance settlement funds. Senator Fuschillo called for the program to be set up to help homeowners access their insurance settlement funds more quickly. The program, which was arranged and coordinated by the New York State Department of Financial Services, is designed to help homeowners complete steps needed to have their banks endorse their insurance settlement checks, which are often written jointly to homeowners and their banks or servicers. Representatives from Chase, WellsFargo, Bank of America, CitiMortgage, and Ocwen Loan Services will be available at: • Cedar Creek Park (Merrick Road, Seaford) through March 8 between 9 a.m. and 6 p.m. Additionally, representatives from the

New York State Department of Financial Services will be available to meet individually with homeowners at these sites and provide additional assistance with superstorm Sandy-related insurance issues. The Department of Financial Services advises residents to bring copies of any relevant documents, records, or correspondence. According to the department, banks may require proof that repairs have been made before endorsing checks. The Department of Financial Services also encourages customers of banks or mortgage servicers other than the institutions participating in the program to visit the sites to get help in answering their questions. Homeowners with general insurancerelated questions are also invited to attend. Homeowners who cannot attend but are in need of assistance can contact the Department of Financial Services’ Insurance Assistance Center at 1-800339-1759.

Mandalay Brownies are awesome! With more than two dozen members, Troop 3121 has kept up its tradition of keeping busy, both in the community and for fun. Their long list of activities includes camping, square dancing, bowling, roller skating and skiing. They’ve attended the theater for a production of “Freckleface Strawberry” and have enjoyed some Halloween fun at the Rise of the Jack O'Lanterns at the Westbury Gardens.

The girls have explored the coastline, cleaning up garbage and debris. They’ve also learned a thing or two about our waters, testing salt levels and learning the importance of H2O in our ecosystem. Currently, the girls are out and about taking part in various booth sales as part of their cookie campaign. They are raising money to keep up their good work helping others and creating some fun memories along the way.

FOREST LAKE DAISY TROOP 3272 is having fun, making new friends and learning what it means to be a Girl Scout. These Kindergarten girls are working to earn their petals. Their many activities include a recent bank tour where they got a chance to learn a thing or two about their community and the people who work in it. They have also been good citizens, collecting dozens of mittens for those in need and pet supplies for the local animal shelter. And let’s not forget the fun: They've shared giggles at the movies, a teddy bear tea, a performance of "Freckleface Strawberry" and an ice cream social.

Response to letter To The Citizen: In response to “An open letter from the Wantagh schools” of your edition of February 21: We lived in our home 51 years – until it was destroyed by Hurricane Sandy. Our three daughters were raised here, went to school, and were married here, but had to move out of state because they could not afford the price and taxes of a home close to us. My heart bleeds for those of our neighbors whose homes were ruined, some beyond repair. However, those families north of Merrick Road don’t know anything about this kind of hardship. They go along living as before and looking for “school tax relief” because the people whose homes were destroyed may get a decrease in their property tax. Let me tell them something, we didn’t receive a dime in aid from FEMA [and weren’t] even considered for an SBA loan, because some government bureaucrat says we weren’t entitled to aid

because we had no flood insurance coverage. So everything came out of our life savings to rebuild our home. Yes, we are “old school” and know what hard times are all about, but we are not “crybabies” asking for help because our taxes may go up somewhat, because the unfortunate homeowners south of Merrick Road need property tax relief to rebuild. Whatever happened to us as a community? Everyone just thinks of themselves nowadays – just for one minute think – will we ever sell our homes for what they were once worth? Will our taxes go back up just as soon as the county thinks its time to go back to the previous assessment before Sandy? Will the county ever put in flood gates or pumping stations where needed – I think not! So let the poor people north of Merrick Road stop whining – they still have their homes intact and their jobs to go to each day. A lot of us don’t, and probably some never will again.

Survey: Wantaghites want full-day kindergarten

The Wantagh dot LI Survey indicates residents in the Wantagh School District would like a full day kindergarten program. According to the February survey, 59% of those residents who voted indicate that a full day kindergarten program should happen in Wantagh as long as there is no tax increase. An additional 30% supported the concept of a full-day kindergarten program with a modest tax increase. Three percent opposed the idea; three percent didn’t care and five percent were undecided. In a review of the Wantagh School District’s “Highlights from the Board of Education meeting in December, 2012,” Acting Superintendent Maureen Goldberg read a statement concerning declining enrollment and full-day kindergarten. The statement explained the process of considering all possible solutions to maximize the use of the

district’s three elementary schools. A strategic planning committee consisting of a cross section of Wantagh community members, administrators and staff was formed in July 2012 to analyze date, engage in research and collaboratively develop recommendations that would include the prospect of introducing full-day kindergarten. The fiscal implications of rolling out a full-day kindergarten could be considerable, said Mrs. Goldberg, who added that there would be over $600,000 in funding available from the state to support an undertaking in the first year but due consideration must be given to how district will sustain the recurring costs. Mrs. Goldberg recommended to the school board that a full-day kindergarten program be included in the 2013-14 budget process. The first budget presentation is scheduled for Monday, March 11. – Laura Schofer

Hank’s interests were many. He loved small planes and had his small plane license earlier in his life. He often attended local air shows whenever he traveled. He was an outdoorsman and conservationist, taking his wife and children on hundreds of camping and backpacking excursions throughout the country and sharing with them his wonder and love of nature and the wilds. He was fascinated by space and the infinite nature of the galaxy. He had a passion for healthy living, eating organically, running marathons and researching daily the newest in alternative health methods of which he practiced as a daily discipline. He was a lover of fine art, fine wine and great music of his era. He loved to dance and

was known for breaking out in a Frank Sinatra song or dancing with his wife just about anywhere. He loved the stage and performed annually in his local Knight of Columbus variety shows. To sum up his life in a few words, Hank Holzwarth was a lover. He was a lover of his wife, his children, his grandchildren, his neighbors, the unborn, and had deep compassion for the poor and destitute. He was a lover of life, lover of his country, and lover of humanity. He loved and lived his Catholic faith with a fervent devotion and walked the words of Christ with authenticity and grace. His life was his prayer, his prayer was his life. His wife, Joyce Holzwarth, who he was a loving and devoted husband to for 59 years, survives him. His love and legacy is also carried on by his daughters Jody Holzwarth of Merrick, his daughter Suraj (Nancy) Holzwarth of Homer, Alaska, his daughter Manisha (Mary) Holzwarth of Santa Rosa, California and his brother Alex Bloom of Silver Springs, Maryland. His funeral was at Our Lady of Lourdes in Massapequa Park. Burial was at Calverton National Cemetery in Calverton.
