US Aviation looks to shake up industry with loan program By Julia Falcon

U

S Aviation Academy, located at Denton Enterprise Airport, is introducing a fast-paced program. In nine months, students will earn all of their licenses and ratings, including commercial single-engine and multi-engine, certified flight instructor, CFI-instrument, and multi-engine instructor. With the program, US Aviation is offering a new option for payment — student loans. The all-in, fixed cost for the program, including check rides and supplies, is $74,495. Students can finance the full cost of the nine-month program and living costs with student loans.

US Aviation’s lending partner offers deferred repayment, so students do not begin payments until six months after they have completed the program and begin working as flight instructors. The CEO of US Aviation, Mike Sykes, said the process of getting lenders took over a year, including finding the right person at the right bank that would be open to a discussion. “There is still a tremendous need for pilots, and forecast to be more, according to Boeing,” Sykes said. “We see it as a good option for a person to pursue and consider. The doors are officially open: Sweetwater Grill & Tavern is back. The eatery first opened in 1996 but was re-established last week. Squash enchiladas are back at 115 S. Elm St. from 11 a.m. to 11 p.m. Monday through Thursday, 11 a.m. to midnight

Friday and Saturday and 10 a.m. to 10 p.m. Sunday. After 41 years, Glen’s Pawn Shop & Music Store closed its doors on West University Drive. Owner Glen McBride decided it was time to retire right before his 65th birthday. Marshalls now has a Denton location, 2604 W. University. The discount retailer’s sister store T.J. NEW YORK — A company doesn’t need to be as big as Amazon to get a good deal on real estate. Whether a small business wants to buy or rent, it may have leverage with landlords or local governments to get breaks on rent or taxes. It’s especially doable if a company can be a drawing card that helps boost local commerce or has significant job creation plans. The key is often to look for real estate in an area that needs an economic boost. Even the smallest and newest businesses may be able to negotiate, says Seth Kaplowitz, who teaches real estate courses at San Diego State University. For example, a young doctor or dentist willing to start a practice in an area that needs more medical or dental services may be able to get financial help in buying and/or setting up an office. Small businesses can also band together and negotiate as a bloc, Kaplowitz says. “They can say, ‘this is what we’re bringing to the downtown. What can you do to help us?’” he says. Amazon, which plans headquarters in New York’s Long Island City section

Amazon flexed its muscle to get favorable real estate deals. and Arlington, Virginia, each employing 25,000 people, won a promise from New York officials for at least $2.8 billion in tax credits and grants and expects $573 million in breaks from Virginia. Amazon, which is moving into a formerly industrial boat basin in New York, pledged money to fund job training programs for public housing residents, provide space for a new school and pay into a city fund that will be used for projects that benefit the community. When businesses that cater to consumers are looking to rent, they can get favorable leasing terms and help with

renovations and repairs if they have an attractive or unique brand that’s likely to draw shoppers or other businesses to a neighborhood or small shopping center. A retailer or service provider who offers “something nobody else has in the neighborhood” will appeal to a landlord, Kaplowitz says. Owners are also likely to get a better deal in a neighborhood that’s depressed but showing signs of turning around. If businesses are willing to rent in a building that’s sat empty for some time, landlords are likely to make more concessions.

Close funding gap for businesses owned by women O ne of the first questions I am asked when talking with women who want to start or expand a business is “where do I find funding?” While access to capital is crucial for growing a business, it isn’t always easy for any entrepreneur to find funding options — especially women, and it’s even more difficult for women of color. Although the more than 11.6 million woman-owned businesses in the United States generate $1.7 trillion in sales, only 2 percent of venture capital was allocated to woman-owned businesses in 2017. According to Fortune, woman-owned firms received just $1.9 billion of $85 billion invested by venture capitalists last year while businesses owned by men received about $66.9 billion, or 79 percent. remaining 19 percent of funds were raised by non-specific and mixed-gender teams. Similarly, the rate of business loan approval is much lower for women than men. The Small Business Administration’s gap analysis of its business loan program found that women account for only 16 percent of its conventional small business loan portfolio. What are the reasons for this staggering gap?

■ There are fewer female investment professionals to make decisions to fund more woman-owned firms; ■ There is still a stereotype of what a successful entrepreneur looks like (think Mark Zuckerberg or Jeff Bezos); and ■ Because of the dramatic increase in women owning businesses over the last several years, many are young businesses and find it challenging to find a bank that will risk funding a newer business. In the Dallas-Fort Worth area, there are resources geared specifically to help woman-owned businesses access capital. LiftFund is a nonprofit headquartered in Texas that assists women business owners with limited access to capital by providing small business loans and minority business loans. LiftFund provides small

business loans up to $1 million, startup loans up to $50,000, and it partners with the SBA to offer a 504 loan program. PeopleFund is a nonprofit that provides small business loans to women and underserved small businesses and nonprofits for equipment purchases, permanent working capital term loans, revolving lines of credit and real estate. It offers interest rates and terms of up to 60 months. It has several locations throughout Texas. Though Texas Woman’s University’s Center for Women in Business does not offer loan financing, we do offer a grant program for woman-owned businesses. In order to support and encourage woman-owned businesses in Texas to undertake new and innovative projects, the Women’s Enterprise Training and Micro Grant Program

Winter is here — it seems we skipped right past fall. The building continues in the Aubrey area and 380 Corridor, with new businesses and housing additions popping up every day. The Aubrey 380 Area Chamber of Commerce has been busy as well. Our annual golf tournament in October at

Oakmont Country Club was a great success. We recently had a ribbon-cutting to welcome one of our newest businesses, Farm to Function LLC. Congratulations to Vanessa and Heather! And Fortunata Winery hosted a chamber mixer with lots of snacks and drink specials to keep everyone warm. Thanks to Shari and the crew for hosting us. If you haven’t been to Fortu-

nata, you don’t know what you are missing. We are sad to report that one of our favorite restaurants, Raphael’s Restaurante Mexicano, has closed. Raphael’s has been a fixture in the 380 area for years, and we will miss Ken, his staff and their great food. We would like to say thank you to Ken McNabb. Ken has been an active member of the chamber and

a beloved member of the community for a long time. His contributions to the community are too numerous to list. His generosity extended to many area schools and children’s organizations, as well as the chamber. We wish Ken well on his next adventure! The number of professional investors who realize there is a major benefit and responsibility to improve their social profile as well as their bottom line is increasing dramatically. This, combined with the incredible growth in woman-owned businesses, makes for a positive outlook. Work underway for finding new chamber president

A

thletic director Wren Baker recently announced that the University of North Texas is launching the largest facilities project in school history. The details of this major expansion and improvement venture will be discussed by Baker during the Denton Chamber of Commerce’s membership luncheon Friday, Dec. 7 at SpringHill Suites. The project will span 20 years and touch all 16 student athletic programs, including a natatorium, indoor tennis facilities, baseball stadium and new arenas for basketball and volleyball. All of the projects ultimately connect to the present Mean Green Village, between Interstate 35W and Bonnie Brae Street. We’re one of 27 chambers in a 22-county region that has formed the North Texas Employer Health Plan Cooperative. This new co-op, in conjunction with United Healthcare, takes advantage of recent changes to the Affordable Care Act. Small groups in the 22-county area may consider this plan, based on benefits and rates that primarily have only been available to large employers. We’ll be presenting more details on this valuable new venture at the luncheon. Chamber board chairman Erik Clark will deliver an update on other chamber

activities, including efforts to name a new chamber president. Clark is heading a seven-person leadership transition team. The position has been posted on eight industry websites since late September. Resumes have been received from 10 states, as well as Ontario, Canada. My understanding is that the team is wrapping up individual telephone interviews, which will be followed by an extensive comparison and rating process. Virtual panel interviews will be the next step. US Aviation Academy is offering a new nine-month flight training program for $74,495 that can be financed with student loans. said. “Previously, there’s only been one provider nationwide that has offered student loans for this type of training, and they’re much higher-priced and have other disadvantages.” The first class is slated to begin Jan. 11, with limited spots available. Those interested in the program are encouraged to apply online to the academy and lender. As the program is beginning, Scott Sykes said he anticipates about 10 students per class. He said he thinks he will see up to 25 students per class in the future. “It’s not the standard goingto-college-for-four-years loan. It’s for vocational training, and that’s just different than what

big banks like Wells Fargo are used to,” Scott Sykes said. “[Cost] has stopped lots of people. Flight training without a doubt is a big investment. Flight programs are listed at $75,000, and we are priced competitively [compared with] that rate.” Denton Enterprise Airport is growing, with a new runway expected to be finished next summer. To complement that and the new program, the academy recently purchased eight aircraft. The classes for the new program have ongoing enrollment, offering classes starting every month. The academy will continue to purchase aircraft as the classes go on, with intentions of keeping up with growth.

“We think we have set ourselves apart by price, and we’re right here in Denton — it’s a good place to train, be and live. There are more expensive places to train,” Scott Sykes said. “We have good student life here and affordable living costs.” Scott Sykes said Denton Enterprise Airport is one of the biggest flight training facilities in the country, with its biggest base being international students. With the new loan option, more people have more opportunities at US Aviation. “People have looked at us for this option, but we haven’t offered it. Now we do,” Mike Sykes said. “Up to this point, there have been very few options.”

The Denton airport opened in 1942 for use by the U.S. Air Force. US Aviation began operation in 2003. US Aviation has three locations in North Texas — Denton, Fort Worth Alliance Airport on the Denton-Tarrant county line, and North Texas Regional Airport near Sherman. All domestic career training is conducted at Denton Enterprise Airport, and the degree program in partnership with Tarrant County College is at Alliance. North Texas Regional supports foreign airline cadet training. The partnership with Tarrant County College offers a two-year associate professional pilot training program for students just graduating high school. US Aviation’s new ninemonth vocational program is geared toward those who already have a four-year degree but want a quick career change, said Scott Sykes, who oversees business development for US Aviation. Scott Sykes said the academy has been pursuing access to loans for about four years, trying to get banks comfortable with the idea. “This is a really a big change in the industry,” Scott Sykes

Texas’ ag exemption is not really a tax exemption

P

roperty taxes are assessed and collected at the county level under the authority granted the county tax assessor-collector and the county chief appraiser in the Texas Tax Code. It is fairly typical for rural landowners to hold what is known as an agricultural exemption from the payment of ad valorem taxes. Most people recognize the exemption as a significant reduction of the property taxes that would have been paid had the property been assessed at its fair market value. However, this common reference and understanding as an “exemption” is incorrect. Instead, agricultural land in Texas may be appraised based upon two special valuation methods that may result in substantial tax savings. The first valuation method is land designated for agricultural use, or simply “ag.” This appraisal method applies where the landowner’s principal

occupation and primary source of income comes from agriculture, and is intended to assist full-time farmers. “Agriculture” means the use of land to produce plant or animal products under natural conditions, but it does not include the processing of plant or animal products after harvesting or the production of timber or forest products. The focus of this method is on both the landowner’s primary occupation as it applies to the land and the use of the land for agricultural purposes. If an ag application is approved, the

land will be valued for tax purposes at its productivity value as opposed to its market value. Productivity value is determined by capitalizing the average net income that the land would have earned during the prior five years using agricultural management practices. The capitalization rate is set by statute and is currently 10 percent. The second valuation method is land designated as open space. This special appraisal method only requires that the principal use of the land be for agriculture. The occupation of the owner is irrelevant. Under an open-space designation, the use of the land must be to the same “degree of intensity” as is generally accepted in the area. Agriculture has a different meaning under the open-space designation. Under open-space, agriculture is defined as “cultivating soil, planting and producing crops for human food, animal feed or planning seed or pro-

duction fibers; raising or keeping livestock or exotic animals (provided that exotics are kept for the production of human food or fiber, leather, pelt or other tangible products having a commercial value); devoting the land to floriculture, viticulture and horticulture; producing or harvesting logs and posts for agricultural improvement such as fences, pens and barns; wildlife management; and raising or keeping bees on not less than five nor more than 20 acres.” Because the chief appraiser has the authority to determine the degree of the intensity, the open-space designation may differ from county to county. The ag designation must be applied for annually. The openspace designation may only have to be applied for once and will continue until the use is lost, ownership changes or the chief appraiser requests that the landowner reapply. The loss of a special appraisal designation triggers what is

commonly known as a rollback tax. For the ag designation, the additional tax owed by the landowner is equal to the difference between the tax owed under the special appraisal method and the tax that would have been owed under the market value appraisal method for the preceding three years plus interest. For the open-space designation, the rollback is five years but could be six years if the year of change is counted. Changes in use under an ag valuation don’t contain penalties other than the rollback tax and interest. Under an open-space valuation, any change in use may allow the chief appraiser to impose a 10 percent penalty in addition to the rollback tax and interest. The sale of land under an open-space valuation will not trigger a rollback tax, but the sale under an ag valuation will trigger the rollback tax unless

the purchaser reapplies and qualifies as an owner entitled to the special-use valuation. The chief appraiser makes the determination of whether a special appraisal method is lost, and that decision may be appealed. However, the assessed values may not be appealed at the time the special appraisal method is lost and must have been contested at the time of the original assessment through the appeals process. It is advisable that a landowner ensure that the market value of the land is being properly assessed by the chief appraiser each year. Keeping the fully assessed market value as low as possible will limit the impact of any rollback taxes that may be imposed in the future. R. Recent sell-offs could result in reason for thanks ”Every time I get in a dentist chair, I’m thankful it wasn’t 100 years ago.” — Warren Buffett, 2015

I

n a 2015 interview, Warren Buffett told students that they are living better than John D. Rockefeller Sr. lived. Rockefeller was the richest man in the world but could not travel as well as they can travel, could not be entertained as well as they can be entertained and did not have the medicine they have. “In all kinds of ways, they’re living better than the richest man in the world lived at the time of my birth,” Buffett said. “The luckiest group of babies ever born in the world are the babies being born in the United States today.” That definitely puts things into perspective. Even so, as investors review their statements over the Thanksgiving break, some may catch their breath. The last several weeks have been rough for major market indices. As of Friday’s close, the S&P 500 index was down about 7 percent since the start of the fourth quarter. The Dow Jones benchmark was down a little less, but it had not run up as far. A lot of the momentum driving the markets has been going the other way lately. This column has been warning about the threats of so much market concentration in the FAANG stocks (Facebook, Apple, Amazon, Netflix and Google). Facebook has fallen 36 percent since mid-summer, when the company announced it was going to be investing more heavily to combat fake news. Netflix has fallen 32 percent from recent highs. While subscriber growth in the U.S. and internationally is moving in the right direction, Netflix plans to spend $12 billion on new programming even though it

burned through $2 billion in cash over the last 12 months. While the likes of Amazon Prime, Netflix and Apple have been a boon for Hollywood actors and writers, it may be appropriate to ask if we are nearing “peak programming.” Amazon has fallen 22 percent. Higher oil prices driving elevated transportation costs are taking a bite out of future expectation. Oddly, the company announced it had limited visibility into what should be a strong holiday season. Investors have stepped aside for a bit. Apple and Google have fared

comparably better, down about 16 percent from recent highs. Both offer a strong dividend and have massive share buyback plans that are likely to provide support for the stock price. But Apple’s suppliers have signaled that new orders are down significantly. Perhaps $1,300 phones have pushed the limit? And Google, probably the company with the strongest competitive advantage among the FAANG stocks, is simply down in sympathy with the others. Yet, the macroeconomic outlook doesn’t seem to support the market declines. Unemployment rates are at multigenerational lows. Wages are ticking up. Is this as good as it gets? The Trump-China trade war saga continues, with the White House considering export controls, indictments and every tool at its disposal to battle China’s intellectual property theft. Maxine Waters, D-California, is about to become more visible than ever as chairwoman of

the powerful Financial Services Committee. Her call to increase banking and finance regulations has weighed on bank company share prices of late. Adding to its selloff, Goldman Sachs has seen a torrent of negative headlines around Malaysia’s 1MDB scandal. A former employee said others at the firm were involved in bribes and kickbacks. Shares dropped 14 percent of their market capitalization in a few days. These declines have emboldened market skeptics. Brexit worries, the battle between the European Union and Italian financial officials regarding Italy’s deficit spending plans, the China slowdown and fears that the Federal Reserve is ignoring market warning signs all permeate pundit pontifications. Perhaps a pause is warranted. According to Grant’s Interest Rate Observer, while state and local governments remain on the upswing, Chapter 11 commercial bankruptcy filings jumped to 554 in October, a 75

percent increase over the 316 commercial filings seen last year and 79 percent higher than the 309 logged in September. Individual Chapter 11 filings rose by 4 percent year over year in October, to 64,175. Is this a harbinger of turning tides? Here’s a potential salve for your worries. Since 1946, there have been 18 midterm elections in the United States. According to Forbes, the broad U.S. markets were higher 12 months later after every one. And if you just pay attention to company earnings, you might think we’re poised to head higher. The vast majority of companies in the S&P 500 have reported third-quarter results. Once again, they were very strong. According FactSet Research, companies are reporting yearover-year sales growth of 8.5 percent, well above estimates of 7.8 percent and among the strongest rates in years. Meanwhile, year-over-year earnings growth is on pace

to reach 24.9 percent in the quarter, which would mark the second-highest earnings growth since 2010. And these gains are widespread, with all 11 sectors of the S&P 500 reporting growth in both areas. While value investors have struggled to find bargains of late, the recent pullback has provided interesting opportunities for the careful investigator of company bargains. Family, friends, health and love — these are what we should be thankful for. But if you have exploited the recent sell-offs, perhaps the market has given us something to be thankful for too.
