In 1993 members of the Europe Union states introduced Euro 1, a set of emission standards for commercial vehicles and light trucks. It was the beginning of what was to become a gradual movement to reduce harmful emissions, like nitrogen oxides (NOx) and carbon monoxide (CO), from all engines and improve air quality in Europe. Euro 2 was introduced in 1996 and included legislation for motorcycles. Euro 3 limited diesel car emissions and included legislation for Heavy Goods Vehicles (HGV). Euro 4 followed in 1998, further limiting petrol and diesel vehicle emissions, and in 1999 Euro 5 focused solely on cleaning up Hg's.
