Community Update Mayor’s Report

Council’s earlier approach to the Department of Corrections resulted in significant employment opportunities to local businesses and services and it is hoped that recent discussions will lead to similar outcomes.

Welcome to the first Grant Community Update for 2013. This year will be another busy one for all of us and Council is looking forward to continuing to move forward in working with communities to achieve best possible outcomes for all. Local Workforce Opportunities Council has been busy advocating for increased use of local businesses by major project teams. Recent meetings have been held with relevant parties regarding the new Ambulance Station project and the Mount Gambier Hospital

Dairy Industry Our dairy industry, and local farmers, are currently experiencing major difficulties in terms of sustainability of operation and supply. Council is currently actively discussing the issues on a political and local level with a view to obtaining a commitment on a way forward which will enable farmers in the South East to continue to work for a sustainable return. It is hoped that local and federal politicians will visit the area and meet with local dairy farmers in the near future. Update on Volunteer Marine Rescue Service The proposal to establish a volunteer marine rescue service based at Port

Chief Executive Officer’s Report It is hard to believe we are almost through the first quarter of 2013! Wasn’t the celebration of the New Year just recently! Council is again at full speed with many projects underway and the beginning of the 2013/14 Budget process just around the corner. Council has been successful in the first quarter of the year with grant funding of $359,275 (out of a total

The South Australian Boating Facility Advisory Committee (SABFAC) has approved grant funding, of $1,875,000 towards the Port MacDonnell Marine Facility Project. This funding is subject to various conditions. A funding application for the partner funds will be submitted to Round 4 of the Federal Government’s Regional Development Australia Fund and, if successful, funds will be available

MacDonnell has progressed another step. The Minister for Emergency Services has requested the SES Volunteer Marine Rescue to undertake a feasibility study of the proposal by Council. This study involved a recent visit to the area, by the Manager of the service, to view the area personally. Once the feasibility study has been completed, it will be returned to the Minister for a final decision. FIFO Coordinator Network The Department of Industry, Innovation, Science, Research and Tertiary Education has established a Fly In Fly Out (FIFO) Coordinator Network. The District Council, due to its recent FIFO Hub initiative, has been invited to participate in the Network. The Network aims to bring together FIFO workforce coordinators who work to attract, recruit and train suitable workers in one region, and connect them with jobs in another. The coordinators focus on the mining, construction and infrastructure sectors and are working closely with these industries. This forum will facilitate open communication and provide an excellent opportunity for knowledge transfer, key learnings and connections to the industry. This will again place the South East in an excellent position pending the turnaround in the mining industry.

is richer for the ongoing selfless service of the local members of the Lions Club. The 16th of February 2013 saw the passage of the 30th anniversary of the Ash Wednesday Bushfires. The community of Tarpeena recognised the day with a gathering of people at the Tarpeena Football Club. Tarpeena was a community ravaged by the bushfires on that day and the gathering provided an opportunity for the community to talk about their experiences on that day in 1983. The District Council of Grant pays tribute to the numerous acts of courage and care shown during that devastating period and remembers all those who lost their lives. This is also a time when we can reflect and fully appreciate the generous efforts of our local fire services through this fire season and many more to come. Festivals and Events Congratulations to the Bayside Festival Committee for the organisation of an excellent event this year on 6 January 2013. The various entertainment options included the Neil Diamond Show, children’s rides, octopus throw and bungy pull. Events such as this don’t happen without a mountain of work being done by an organising Committee. So, thank you to all those volunteers who provided such a great day’s entertainment for the District and beyond.

State Government Funding of $481,875 (out of a total project cost of $805,275) for upgrading of the Mount Gambier and District Airport runway lighting and construction of a 50 space secure carpark is being put to good use with the letting of the tender for the airport lighting. It is expected that the works will commence by mid March and be completed by mid-year. This will greatly reduce the flight difficulties previously experienced on fog affected days from approximately twenty days to two days per year. Tarpeena and Port MacDonnell are working towards establishment of a Men’s Shed for their communities. Council is supporting their endeavours by assisting, where possible, to locate suitable

A series of Elected Member and Council staff workshops are underway with the first workshop focusing on the future direction for the use of Land Management Agreements within the District. Land Management Agreements are agreements entered into between a land owner and Council relating to a specific site and circumstances. They are registered on the Title and allow certain uses to occur on the land. It is likely that the Workshop outcomes will be converted into a new Council policy on the future use of Land Management Agreements. The second in the series of workshops focused on Council’s Long Term Financial Plan and

event. Steve Foster was Council’s Australia Day Ambassador for 2013. Congratulations to the recipients of the Australia Day Awards, the organising committee and the local community for getting behind this great yearly event. Next year’s Australia Day event will be hosted by the community of Yahl. It was wonderful to see the community at large come together as a group and enjoy the Karaoke in the Caves event on Friday, 22 February 2013. The event’s proceeds went to support Make a Wish which will no doubt will be put to good use. It was a fabulous evening event and the weather was kind after an afternoon thunderstorm had organisers worried. Congratulations to all who participated and thank you to the ladies at the Main Corner for their hard work in organising the event. As you can see, 2013 has begun with a lot of activity. Undoubtedly, we will continue to work towards maintaining and, where possible, improving on the amenity, wellbeing and sustainability of our District and individual communities. Thank you again to all the volunteers, residents, parents, community members and workers who work, with us, to make the South East, and particularly the Grant District Council area, the best place to live and raise a family.

Asset Management Plan. A significant amount of work has been undertaken on assessing Council’s assets with a view to effective long term financial and maintenance programming for maintaining those assets. The Asset Management Plan will assist Council in identifying works required on assets, including roads, building and other assets, and also provide Council with feedback on the ongoing viability of some assets. I continue to look forward to working with Council, staff and communities throughout 2013. It will be, without doubt, a busy year for Council as it seeks to continue to encourage investment in the District, its people and its communities.

District Council of Grant residents can drop TV, Computers and Computer peripherals to the City Council Waste Transfer Station, during opening hours, free of charge as part of the National TV & Computer Recycling Scheme; however this scheme is in the implementation phase, and ongoing arrangements may be altered. Residents can still drop off other types of E-waste at District Council of Grant sites for recycling. Please phone 87210444 for further details prior to organising the disposal of any such waste. Funding Success Council has had a very successful financial year, with 9 grant applications totaling $2.85m being approved for major projects across the district. Grant funding will support capital works projects at the Saleyards and Airport, as well as youth and community services initiatives to the value of $4.6m.

South West Coast MP rises to top job he was sworn in as Victorian Premier. A 61st birthday is not necessarily one filled with memories

but for the vet turned politician, it will be one he never forgets. Under fire premier Ted Ballilieu resigned

from the leadership of the Victorian Liberal Party and therefore the State’s top job at 7pm (EST) that night and Dr Napthine was the party’s choice. With teachers’ pay disputes, the police probes and a raft of other issues on his plate, Dr Napthine (pictured right) has had very little time to soak up the moment but with Victoria having

set terms, he certainly has until next year’s November 29 elections to get his party and government back on track. The Geelong born MP has been in parliament since 1988, first representing the seat of Portland and then it’s new entity, the South West Coast. Victoria’s 47th premier has held the Liberal Party’s top job before,

as opposition leader, from October 1999, after then premier Jeff Kennett unexpectedly lost the election, until

August 2002 when he was challenged and defeated by now Melbourne Lord Mayor Robert Doyle.

Following the great success of its inaugural Dinner at the Drome, the Royal Flying Doctor Service Mount Gambier Support Group is hosting its second dinner in the same unique location. The annual event was

attending last year experienced a special evening in different surroundings, excellent cuisine from the staff of the airport restaurant, entertainment from vocal ensemble Gentlemen Prefer Blondes and an evening of laughter thanks to MC and ABC Radio personality Peter Goers (pictured left). Just as importantly it was a successful fundraiser for the Royal Flying Doctor Service Support Group in Mount Gambier, which works hard to raise funds for the essential health service in any

rural area. Mr Goers is returning to headline the Dinner at the Drome. Tickets are $100 per person and more details will be available soon. However, with tickets limited to 100, and with tickets selling out rapidly last year it is time to consider making a booking for the dinner in 2013. Any queries can be directed to the RFDS Support Group secretary Jamie Sutherland on 0458 231 506. The Support Group is looking to the generosity of the public to support the event and raise funds for the vital RFDS service.

The Mother’s Day Classic brings communities across Australia together on Mother’s Day to raise awareness and funds for breast cancer research. More than $14.8 million has been raised for the National Breast Cancer Foundation’s research programs since the event’s inception and we are proud to host an event in Mount Gambier and raise extra funds to help find a cure for breast cancer. The funding raised by Women in Super’s Mother’s Day Classic has supported over 30 researcher projects across Australia investigating all aspects of breast cancer. Research has led to improved detection and treatment for the disease resulting in a 27 per cent decrease in mortality since 1994. Method Preheat oven to 190°C/170°C fan-forced. Grease a 6cmdeep, 22cm x 30cm (base) ovenproof dish. Place potato in a microwave-safe bowl. Cover with plastic wrap. Microwave on high (100%) for 6 to 8 minutes or until just tender. Drain. Transfer to prepared dish. Add capsicum, chilli, onion and coriander. Toss to combine. Make basic frittata mix. Pour over vegetable mixture. Bake for 30 minutes or until golden and set. Serve.

The guild has a themed challenge every year for its members and then the exhibition of quilts does the rounds of Australia. There will be around 55 quilts in this weekend’s display, which, in honour of the guild’s 30th anniversary in 2012 was themed Pearl. A new exciting addition to the 2013 program is the Factory FMX Freestyle Motorcross Team. Headlined by South East local Josh Burdon, the Factory FMX team and their bikes fly ten metres high and 25 metres through the air while performing the newest and craziest tricks in the sport. JUST BETWEEN US - BY Every week night of late my hubby and I spend a good hour or more of our television time watching with

For entree - one quarter of a toasted cheese sandwich, (lightly seasoned of course) presented delicately on a small white plate with a garnish of spinach leaf on the side. For main - a good serve of mushed up and overcooked chicken stirfry (purchased from

Now I know they say that everything on the plate has to be edible, but I figured you would really have to be brainless if you ate the stick in the magnum mini, but then funnier things have happened on the show, so realised we would need to alert the dinner guests to that once the final round had been served. I don’t know about you, but we think it’s a winning combination of delicate culinary delights directly from our kitchen HQ, so watch out contestants. We just may be the next gate crashers.

Southern Grampians Shire Council is holding its annual New Residents Welcome Function on Thursday, March 21 at the Hamilton Visitor Information Centre commencing at 5.30pm. New residents who have moved to the shire in the past 12 months are encouraged to take up this opportunity to meet other newcomers and learn how to become involved in the local community. The night

will be an informal gathering to extend a warm welcome to our new residents to the Shire, with a variety of information available to assist new residents in settling into the community. Community groups and sporting clubs from across the Shire have also been invited to provide

Child services coordinator Jaclyn Gosling has developed the program after identifying a core group of toddlers in the local community who would benefit from the weekly session. Move and Grove encourages toddlers from age 18 months to three years, as a guideline, to participate in stories, songs, rhyming, games, finger plays and movement together with simple percussion instruments that link in with early reading and development. The sessions are lively, interactive and stimulating for both the toddler and their parent or guardian. Specifically designed for toddlers, the gap meets the need for those who are passed the Baby Bounce stage but not quite ready for the Storytime activities. Toddlers will be able to move about and interact on their own accord. “Together with a newly developed program are new age appropriate materials and games.” said Ms. Gosling. “We have purchased a toddler friendly obstacle trail, hand held bean bags to assist with balancing and movement plus an indoor parachute which is a valuable aid in encouraging cooperation and social interaction in early childhood development.” Sessions are also valuable for parents and guardians, who benefit from the relationships they develop with each other. The new Move and Groove program will run every Thursday at 10.30am commencing this week. With three laps to go in the 2013 Australian Street Stock Title final, everything was going to script. Hometown hero, and the first ever driver

denied by barest of margins

to hold all State titles at the one time, Anthony Beare was leading the race on his home track. But Mildura based driver Robbie Faux was unfazed

by home crowd dreams and snatched the lead. Beare continued to challenge and on the final turn snuck underneath Faux who eventually took the title by just .226 of a second. One of the drives of the night was by another Mount Gambier local Jason Duell, who came from 15th on the grid to finish on the podium in third, one of only eight drivers to even complete the 40 lap journey. The titles were run over two nights, with Saturday night’s finals troubled by light rain

that started to make track conditions less than ideal. Borderline officials though were up to the challenge and when the rain stopped just after 8pm, everything was ready for all three finals of the national title event. Beare started on the front row after emerging as the highest qualifier, with Jamie Oldfield, another of the pre-race favourites, alongside the local hope. Mount Gambier’s Mark Jennings, who was the 1995 national champion, fared well in qualifying, starting on the third row. It was Oldfield that got the best of the start to take the early lead and only four laps in the casualties started with Jennings’ quest ending with a flat tyre. Eleven other drivers were set to follow with retirements as Oldfield, a West Australian, opened up a commanding lead over Beare. At around the 16 lap mark of the race Beare challenged more strongly, before Oldfield again asserted his authority. But it was far from a two horse race as Faux, Steve and Mark Gartner and Brad McClure all started to make a move and challenge the leaders. Some

CRICKET South Perennial bridesmaid Yahl bowled exceptionally well on Saturday to restrict reigning Barber Shield titleholders South Gambier to 148. But on Sunday, South bowled even better and the historic fifth consecutive title was theirs when David Somerfield trapped Josh Reader leg before wicket and Yahl’s run chase ended 29 runs shy of the target. It was a case of there but for the grace of God for Reader, who had helped bowl Yahl into a winning position with 3/29 from 20 overs, that included nine maidens, before stoically denying the South bowlers - his resilience lasting 22 runs as he all but dragged his team mates to that still elusive title. In the end though, the sparkling half century from David Somerfield, the mid innings 30 from veteran Michael Sims and the hostile, disciplined bowling from Adam Somerfield, Matt O’Neil, Robbie Drenthen, and at the death knock, the skipper, brought Yahl undone. The brown caps will rue some shoddy fielding on day one

struggling backmarkers then inadvertently assisted Beare’s fight for the lead as Oldfield, who was lapping the slower drivers for a second time got a little caught up in the slow moving traffic. and while Beare closed the gap, Oldfield was still in control of the championship race. Oldfield had caught lapped traffic for the second time in the race, and was struggling to pass them as they were also fighting for position. Beare was able to close somewhat but Oldfield still had a commanding lead while Beare had challenges coming from Faux, Daniel Drewett, Dale Cockman, Duell and the Gartners. With 10 laps remaining, the title race was turned on its head when Oldfield spun out of turn two and retiring from the race with a radiator problem, the fast finishing Mark and Steve Gartner also both retired with mechanical issues and Beare was closing in on that fairytale cleansweep. But it wasn’t to be as Faux claimed a well earned victory, given it took a win in heat 29 of the 32 heats for Faux

to even ensure an A Main start. He started from row six on the grid. Beare, who is always circumspect, said he just lost to a better driver on the night and given he has had a history of retiring from national title races, to actually finish such a tough race on his home track was at least some form of reward. Duell was almost as thrilled as the winner, given the quality of his drive in the final. The rest of the local contingent saw Dave Gartner drive in the B Main for a 10th placing and Lloyd Wallace in the C Main

The first catch of the day was a sharp low chance to David Somerfield off the bowling of O’Neil and it set the standard, with Josh Thompson taking two sensational catches behind the stumps, particularly the one to remove Matt Walmsley-Pace, on a day when he helped secure three scalps and made some

terrific saves. Patrick Glynn’s catch to remove Matt Dyer was also good, running back to a high, swirling ball at a time when Dyer and his skipper Ben Wilson were starting to look comfortable and dangerous. The inclusion of Adam Somerfield, who bowled unchanged at the clubhouse end for the entire match, certainly

added grunt and depth to the South attack. He looked dangerous all day and even broke the middle stump when he clean bowled the potential matchwinner Andrew Crouch. West Gambier recruit Robbie Drenthen saved his best for last for his new club. His 11 over spell was menacing as he beat the bat time and time

again and his 4/20 must have had him in line for man of the match honours. But just as he did in last weekend’s semi finals, the skipper brought himself on to clean up the tail and it took him only two overs, finding the edge of Andy Paltridge’s bat with Thompson taking the most regulation of his three catches, and then trapping

Reader leg before. Those two cheap wickets added to his entertaining 51 at the top of the order on Saturday earnt the South skipper man of the match plaudits. Yahl didn’t help its cause with a couple of soft dismissals - first when Wilson holed out to Nick Cruise in the deep just as he looked set to push to a half century and beyond, and then a terrible mix up running between wickets that saw Matthew Feast stranded before he had a chance to show his big hitting skills. Yahl veteran David Pick must wonder what he’s done to the cricket gods after yet another title went begging. His effort with the ball was lion hearted on day one, taking 3/31 from 18 overs, including eight maidens. And yet he strode to the crease at number 11 with 40 runs still required and in the end it was a bridge too far.

Yahl certainly scored at better than the required rate to secure victory - it was valuing their wickets where it all went wrong.
