City’s Pavement Management Plan

Promises Made, Promises Kept Some infrastructure projects — like a public park or trail system — draw attention because of their scope or the recreational amenities they offer the community. Other projects, such as a new water well and delivery system, are important because, while they stand to benefit the public far into the future, they require a large investment of limited resources — time, money, and effort. But there are other projects and capital improvement programs that, while perhaps not as high-profile as a park or water system,

nevertheless are of significant importance to La Habrans and help provide them the opportunity to enjoy a high quality of life. An example of one such program is the City of La Habra’s Pavement Management Plan (PMP). In its sixth and final year, the PMP has succeeded in improving all residential streets in La Habra. This is no small feat, considering the fiscal difficulties all public and private agencies have faced in recent years, due to one of the worst economic recessions in our lifetime. In addition, while adverse weather and the need for the City to be sensitive to resident needs during construction presented some temporary challenges, the City will have kept its promise to residents to complete all roadwork by the end of Fiscal Year 2012-13. While the primary focus of the program has been pavement preservation — protecting the quality and durability continued on page 6 >>>

of residential streets for as long as possible — the PMP has included other ancillary street improvements as well, such as curb, gutter, and sidewalk repair, and new curb access improvements required by the Americans with Disabilities Act or other federal regulations. Nearly 400,000 linear feet of residential streets — almost 76 miles of roadway — have been repaired as part of the program since it began in Fiscal Year 2007-08. In order to achieve the most economical construction bids and complete multiple capital projects at one time, where appropriate the PMP has been combined with the City’s annual water main replacement program, allowing the City to repair or replace water lines prior to road repair work, thereby reducing the likelihood of removing one set of public of improvements to accommodate work on another. All La Habrans should be proud of this achievement. Sidewalks Are For Walking, Not Watering It’s a common problem; broken, misdirected or “overenthusiastic” sprinklers often spray the sidewalks and street instead of lawns. Not only does this waste water and deliver litter and pollutants into our waterways, but it’s also an annoying inconvenience for pedestrians. The Orange County Stormwater Program, in partnership with the City of La Habra, has developed a new website at www.OverwateringIsOut.org where residents can vote on a name for the program’s “spokesgnome” and learn about what they can do to prevent overwatering their yards. An overwatering problem can be solved easily by following these steps: •

Turn the adjustment screw at the top of your sprinkler head to keep from spraying sidewalks, driveways or walls.

• Check for leaks or repair and replace damaged sprinklers. The small amount of time you devote toward repairing your sprinklers can represent a significant water savings over the long run.

Celebrating Success & What’s New in La Habra Habitat for Humanity of Orange County Builds in La Habra Habitat for Humanity, the non-profit organization whose mission is to bring people together and build homes, community and hope, has partnered with the City of La Habra to build seven new affordable homes at 520-526 E. La Habra Boulevard. The groundbreaking ceremony occurred on August 19, 2013, and construction is scheduled to begin in 2014. Using private donations of money, materials and services, Habitat for Humanity has built nearly 200 homes in Orange County since 1988, relying upon volunteer labor to build the homes, which are then sold to qualifying low-income families. Each family that purchases a home is required to invest 500 hours of “sweat equity” into the construction of Habitat homes, pay a one percent down payment and closing costs, and secure a long-term mortgage. Minimum purchase requirements include legal residency, good credit, and a steady income between 30-80 percent of the median income for Orange County. Individuals, businesses, civic organizations and faith groups are encouraged to volunteer and participate in a home build. No specific construction experience is required, as all homes are built under the direct guidance of experienced construction professionals. New Police Chief and Fire Chief Lead La Habra’s First Responders La Habra is proud to announce the appointment of two outstanding leaders for La Habra’s first responders — Police Chief Jerry Price and Fire Chief Scott Mahan. Chief Jerry Price, who took his oath of office before a crowd of several hundred friends, family, community leaders, and professional colleagues at the La Habra Community Center on Tuesday, September 24th, has served La Habra for more than 22 years. During that time, Chief Price steadily advanced through the ranks, serving as an Officer, Corporal, Sergeant, Lieutenant and Captain, before his more recent assignment as the Department’s Acting Police Chief. Many La Habrans may personally know Chief Price and are familiar with his outstanding character and commitment to our community, as well as how he demonstrates the Department’s time-honored motto of “Tradition, Honor, and Service.” La Habra is fortunate to have an individual of such high caliber as Chief Price leading the men and women of the La Habra Police Department. If you see him out and about in the community, please take a moment to congratulate Chief Price and wish him success. The Los Angeles County Fire Department, the fire safety organization that provides contracted fire services to La Habra’s residents, has named Assistant Fire Chief Scott Mahan as the new Fire Chief for La Habra. Chief Mahan, who was raised in La Habra and Whittier and is a proud graduate of La Habra High School, has more than 30 years of experience in the fire service. Chief Mahan was hired by the Los Angeles County Fire Department in 1983, and like Chief Price, steadily advanced through the ranks. In addition to serving as La Habra’s Fire Chief, he is also responsible for managing the fire services provided by the Department to more than a dozen cities and unincorporated areas. We also congratulate Chief Mahan on his appointment, and we look forward to working with him.

Buster the Bus With support from Orange County Transportation Authority, Buster the Bus received a complete renovation this summer, including fresh paint, new upholstery, and updated educational signage. Buster, a real bus that was once in service in Orange County, was donated to the museum 20 years ago. Buster’s refurbishment was sponsored by MV Transportation, Inc. OCTA also added a bus bench and bus stop sign. To celebrate and display the improvements, the museum held a ribbon cutting on Oct. 7th, which included OCTA Chairman Greg Winterbottom, OCTA Board Member and La Habra Councilman Tim Shaw and OCTA CEO Darrell Johnson. Buster is ready for you to get in the driver’s seat and visit him soon! The Museum also has a couple of old friends back for a permanent stay! Our Science gallery is now the new

resting spot for our dinosaur friends the Parasaurolophus and Allosaurus also known as Jennifer and Steven. Young paleontologists can visit these massive creatures and learn how they may have looked so many billions of years ago in their natural habitat.

City to Update Phone Service After much research to determine what will best meet the needs of City residents and staff, the City will begin installing a new telephone system in early December. All City numbers will change, with the exception of the Police Department’s two main contact numbers, which will remain 562905-9700 and 562-905-9750. Calls to existing City telephone numbers will automatically transfer to the new numbers for the first 60 days following installation. Further details will be available at the City website, www.lahabraca.gov and on the City’s Communicator page in the La Habra Journal, which appears on page 6 of the first issue each month.

Get Fit, La Habra! To help implement public health programs that seek to prevent obesity and reduce ailments associated with being overweight, the City of La Habra will launch a citywide “Move More, Eat Healthy” campaign in January 2014. The City and the La Habra Collaborative Obesity Prevention Task Force will work together to develop a five-year roadmap and carry out sustainable policies that achieve this goal and will hopefully earn our community the designation of a “Healthy Eating and Active Living” (HEAL) city. In conjunction with the campaign, several healthy programs will be made available to City residents in 2014:

>> “Shape Up La Habra” — a 12-week community and web-based information and progress tracking weight/fat reduction plan designed to reduce total body fat (begins on March 8th). >> La Habra 5K Run — Participants my walk or run in this event (March 22nd). >> Eight-Week Nutritional and Fitness Class Program that will meet at Brio and Montwood Parks (begins April 2nd). >> La Habra Active Day Camp — Camp will include a new fitness component (begins June 2nd). >> Walk Across America — A walking program (begins on June 26th). >> Living Strong Event — (August 2nd). Orange County Stormwater Program Protects City Water Resources The State of California, through the State’s Regional Water Resources Control Boards, requires that Cities comply with the regulations imposed by the National Pollutant Discharge Elimination System (NPDES). The Orange County Stormwater Program, a collaborative regulatory effort of the County of Orange, the Orange County Flood Control District, and all 34 Orange County cities, is in compliance with NPDES for the area within the Santa Ana and San Diego Regional Water Quality Control Boards. As part of the program, the City of La Habra has a jurisdictional NPDES permit in place that ensures its compliance with program requirements and the prevention of pollution through our water resources. Countywide programs include water quality monitoring and data collection, public education and outreach, and land

Spring Family Eggstravaganza Update The La Habra Spring Family Eggstravaganza has been a popular event in the community for over 12 years, so popular in fact that over the last three years, it has outgrown its original site at El Centro-Lions Park.

Christmas Tree Pickup Program & Other Holiday Reminders Christmas Tree Recycling

This year’s Eggstravaganza, which will be held from 10:00 a.m. to 12:00 p.m. on Saturday, April 19th, will have a new location, the baseball fields at La Bonita Park, 1440 W. Whittier Blvd. The Freedom House church will join with the City to host the event, and participants can expect to enjoy some new, exciting elements, including a helicopter egg drop. The City’s waste hauler, Waste Management, will collect and recycle Christmas trees for the first two weeks following Christmas. Simply leave your Christmas tree curbside on your regularly scheduled collection day. Please remove all decorations including tinsel, lights, ornaments and tree stands, and remember that trees taller than six feet must be cut in half. Flocked trees will be collected, but are not recycled. Trees disposed of after the collection period must be cut into small pieces and recycled as regular green waste.

Used Cooking Oil Deep frying a turkey generates a large amount of oil. In order to offer residents an alternative to pouring their cooking oil down the drain or in the trash, the City of La Habra will offer a Used Cooking Oil Collection program for La Habra residents for the upcoming holiday season. The program will end on Friday, January 17, 2014, and is offered to La Habra residents by appointment only. Please note that trash collection will not occur on either Christmas Day or New Year’s Day. Since both days fall on a weekday (Wednesday), all trash collection will be delayed by one day for the remainder of the week. Friday collections will take place on Saturday.

Holiday Street Sweeping Schedule Street sweeping services for Christmas and New Year’s Day will be cancelled and will not be rescheduled. The normal sweeping schedule, along with parking enforcement, will resume on the day following each holiday.

LA HABRA POLICE DEPARTMENT RADIO PATROL If you want to volunteer your time and service to the community, the La Habra Police Department’s Radio Patrol program may be perfect for you! Radio Patrol consists of men and women who serve as uniformed volunteers helping to make the community a safer place to live. Some of the duties include assisting with traffic control, helping out during unforeseen events such as power outages, and reporting suspicious activities witnessed when out on patrol. Kids come chill with the City of La Habra! We will be playing games, doing arts and crafts, watching a movie, taking a walking field trip to Shakey’s on Thursday, the Children’s Museum at La Habra on Friday, and much more. Breakfast, snacks and lunch are included!

INTRODUCTION TO COMPUTERS FOR SENIORS

It’s never too late to learn computers! This class will introduce you to all the basic skills and terms you will need to operate a computer. We will show you how to use Microsoft Word and all its useful functions for basic communication. Experienced users can improve their skills by using this powerful word processing tool and integrating it with a digital camera for making professional flyers or document. A $10 supply fee is payable to the instructor at the first class meeting. No class on Thursday, November 28th.

Is Spot always in the dog house? If so, get him out and trained so that he can become a happier member of your pack! This eightweek session is open to all breeds of dogs, ages six months and older (larger breeds accepted at four months). Class activities will include basic obedience: heel, sit, stay, down-stay, come when called, stand for vet visits, wait command for door dashing, leave it command and walking on a loose leash without pulling. In addition, behavioral problems such as digging, excessive barking, nipping and jumping on people will be covered. Encouragement of nervous and sensitive dogs also will be addressed. Ms. Schmidt has worked as a dog trainer for 20 years, as well as working to rehabilitate wild life through North Orange County R.O.P.’s Wildlife Program, and working as an exotic animal trainer at Knott’s Berry Farm, where she learned much about canine behavior and animal communication from working with Timber Wolves. Her philosophy is “a thinking dog is a better-behaved and happier member of the family”. The first meeting will be an orientation held without dogs at the Community Center.
