Kaboom! Building Community Through Play On Saturday, June 29th, Portola Park, located next to The Children’s Museum at La Habra, will be treated to a makeover. The City of La Habra and Friends of Family Health Center received a grant from Kaboom!, a non-profit organization committed to building a playground within walking distance of every child in America. Kaboom! coordinates the playground construction and recruits community funding partners for each project. Foresters, a life insurance organization committed to helping families achieve financial security, was selected. This is the third park project on which the City has collaborated with Kaboom! and Foresters. The others were Corona Park in 2009 and Guadalupe Park in 2010. “Design Day” is the first step in renovating a park with Kaboom! Families from the neighborhood come together to determine the kind of equipment they want. Children draw pictures of their ideal playground; then parents are encouraged to share their ideas. In order to complete the project, the City engages the surrounding neighborhood, business community, faith-based groups, youth sports

groups, and City employees to create a “barn raising” program. In addition, local restaurants are tapped to donate food for breakfast and lunch, with snacks and beverages provided by the City. On the build day, the project is divided into tasks, and groups of volunteers complete all phases of each task. In addition to building playground equipment, volunteers plant landscaping, install signs, build furniture, and paint designs on park paths and on wooden “tiles”, which are attached to onsite fences as decoration. Besides saving City funds, these projects are a great tool for bringing people together who might not otherwise meet. Further, when a community is engaged in a common goal, a number of positive outcomes occur, including a sense of accomplishment and a feeling of good will toward the community; a sense of ownership and pride for having contributed toward the community; and a reduction of criminal activity at and vandalism toward the site, all of which create the caring community that is the City’s motto. City to Host Vietnam Veterans Memorial: The Wall that Heals The City of La Habra and American Legion Post 267, La Habra will host the Vietnam Veterans Memorial: The Wall that Heals at La Habra High School Football Stadium Thursday, July 11th through Sunday, July 14th. The Wall that Heals is a half- size replica of the original Washington, D.C. Vietnam Veterans Memorial. An effort was initiated in 2010 to bring the Wall to La Habra, and in early January we received a call from the Vietnam Veterans Memorial Wall Foundation letting us know that our request was approved. Raul Luna, Chairman of the event’s Executive Committee, worked with City staff to form seven committees that will organize and manage activities scheduled during the Wall’s stay. The process began in February and will continue through the exhibit. The City is still looking for volunteers and sponsors to help make this a memorable community event. The primary goal is to memorialize those who made the ultimate sacrifice, recognize those who served in the

armed forces, and educate the community about patriotism through our committees, sponsors, and special ceremonies. Activities will begin Wednesday, July 10th, when the Wall will be escorted into the City by a caravan of motorcycle riders and traffic control officers. The Wall will exit the 57 freeway and proceed west on Imperial Highway to Idaho Street, then proceed north, arriving at La Habra High School. People are encouraged to stand along the route with American flags to welcome the Wall to our community. On Thursday, July 11th, at 10:00 a.m., the opening ceremonies will be held, which will include a military presentation, speeches, and a flyover by Combat U.S.A. Pilots flying their historic planes. The candlelight vigil, which honors those who made the ultimate sacrifice, will be held on Saturday, July 13th at 6:00 p.m. The closing ceremonies will take place on Sunday, July 14th at 2:00 p.m., when event sponsors will be recognized. Corn Festival Celebrates Its 65th Anniversary Daytime or nighttime, anytime is the right time for fun at the 65th La Habra Corn Festival! The festivities begin on Friday, August 2nd, and will last all weekend long, featuring a cavalcade of food, rides, games, music and fun for the whole family. Admission is free! Sponsored by the Lion Host Lions Club, the Corn Festival attracts tens of thousands of people each year. The Festival will be located at El Centro Lions Park between Orange Street and Cypress Street, one block north of La Habra Boulevard. Festival hours are: Friday, August 2nd: 5:30 p.m. – 11:00 p.m. Saturday, August 3rd: 11:00 a.m. – 11:00 p.m. Sunday, August 4th: 12:00 p.m. – 9:00 p.m. Like every memorable celebration of summer, the Corn Festival will feature a parade which will travel along La Habra Boulevard between Idaho and Cypress Streets. The joyful

procession will step off at 9:30 a.m. on Saturday, August 3rd. As always, food takes center stage at the Corn Festival, particularly the hot, buttery corn on the cob synonymous with the long days of summer, but also warm funnel cakes and other tasty treats. Several funfilled contests and performers are sure to entertain the crowds throughout the weekend, and for those among us who feel lucky, remember to purchase raffle tickets from Miss La Habra and her Court, and take your chances at winning a new Ford F-150 truck with a quad all-terrain vehicle. Celebrating Success & What’s New in La Habra Law Enforcement Awards Annually, Mothers Against Drunk Drivers (MADD) recognizes law enforcement officers who they feel go above and beyond in their daily patrol efforts, to keep drunk drivers off our streets. Any officer who makes more than 25 drunk driving (DUI) arrests in a calendar year is presented with their Deuce Award, and those officers making 100 or more arrests are honored with their Century Award. This year, among Orange County’s MADD awards recipients were La Habra Police Officers Sumner Bohee and Cory Barrow, who both received Deuce Awards, and Officer Jason Sanchez, who was the recipient of a Century Award. Officer Kim Razey was recently named the Avoid the 38 Coalition’s “Officer of the Year”. The Avoid the 38 Coalition is an anti-DUI task force created in Orange County to help prevent avoidable deaths and injuries. It is funded by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. Officer

Razey was selected for this distinctive honor, not only for his DUI enforcement efforts, but for the many hours he spent working on the La Habra Police Officer Michael Anthony Osornio Memorial Highway dedication. It was Officer Razey who came up with the idea of establishing this fitting tribute to Officer Osornio, who was killed when a drunk driver broadsided his patrol car, and it was Officer Razey’s initiative and perseverance that brought this to fruition. School Resource Officer Dave Morrison was named this year’s American Legion “Officer of the Year.” During the award presentation, Officer Morrison was commended for his caring nature, his commitment to safety, and the positive working relationships he has built with the staff, students, and parents at Washington and Imperial Middle Schools, where he is currently assigned.

Promises Made and Kept: La Habra’s Pavement Management Plan On Monday, March 18th, the La Habra City Council awarded a contract that begins the final phase of street pavement reconstruction related to the La Habra Neighborhood Pavement Management Plan. This marks the sixth year of the program, and the City will have spent approximately $19 million to repave every residential street in La Habra by the end of the current fiscal year. continued on page 9 >>>

The paving of residential streets may seem rather mundane at first glance, but it is in fact a wonderful success, especially considering the difficult economic times that have challenged the City during recent years, a challenge that has made many capital projects worthy of reconsideration. What makes this achievement all the more remarkable is that the paving work has been completed without spending a single dollar of support from the City’s General Fund, all construction being funded by the State, County, and other local revenue sources. This is no small feat and represents a significant capital investment of which all La Habrans should be proud.

Summer is traditionally a time for families to enjoy recreation activities together. Also, with children out of school, parents often look for safe and fun activities to keep their children busy. La Habra is home to many churches and religious facilities, some of which offer summer activities for children and families. The following is a list of some of these activities open to members of the public. Please note that these activities are not affiliated with the City’s Recreation Program, and the Registration Form included in Life in La Habra does not apply to the programs below. CERT: If disaster strikes are you prepared? The next session of La Habra’s Community Emergency Response Team (CERT) training is scheduled to begin on Saturday, July 6, 2013, at the La Habra Community Center. Consisting of approximately 20 hours of classroom and training exercises, classes will meet from 9:00 a.m. to 3:00 p.m. on July 6th, 13th, and 20th. For those unfamiliar with the program, CERT was developed by the Los Angeles Fire Department and helps train individuals to be better prepared to respond in emergency situations. While the City of La Habra is prepared for everyday emergencies, there could be emergencies and/ or disasters that overwhelm the City’s immediate response capabilities. Although adjacent jurisdictions, as well State and Federal resources can be activated to help, a catastrophic incident could delay getting assistance and resources to those who need them.

Additionally, when emergencies happen, trained CERT members can provide critical support to first responders, provide immediate assistance to victims, and help organize other volunteers at a disaster site. CERT members can also assist with non-emergency projects that help improve the safety of their community. The primary reason for CERT training is to provide individuals the decision making, organizational and practical skills they need to offer immediate assistance to family members, neighbors, and others, while waiting for help. The goal of the CERT program is to educate residents and members of the community about disaster preparedness and hazards that may impact their area, as well as training them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. RECYCLYING NEWS:

Trash Scavenging Rules & Regulations The scavenging of trash and recyclables is a growing problem in California. The most common scavenging method is to go through recycling trash cans on trash collection days to collect valuables and other items for recycling. The City of La Habra would like to remind the public that scavenging for trash and recyclables is against the law, and violators may be arrested. Once placed in a container at the curb, recyclables are considered the property of the City, and their removal by an unauthorized individual is considered theft. Recycling through our refuse provider ensures compliance with the required diversion rates and helps keep refuse costs low for residents. If a resident sees scavengers collecting trash or recyclables, we ask that you notify the La Habra Police Department at 562-905-9708. Please remember that the police response is dependent on officer availability and other activity taking place.

Canine Classes DOG OBEDIENCE & BEHAVIOR CONDITIONING Is Spot always in the dog house? If so, get him out and trained so that he can become a happier member of your pack! This eightweek session is open to all breeds of dogs, ages six months and older (larger breeds accepted at four months). Class activities will include basic obedience: heel, sit, stay, down-stay, come when called, stand for vet visits, wait command for door dashing, leave it command and walking on a loose leash without pulling. In addition, behavioral problems such as digging, excessive barking, nipping and jumping on people will be covered. Encouragement of nervous and sensitive dogs also will be addressed.
