Public Works: Conservation Tips

Water Emergenc y in California: Conser vation Needed in L a Habra California is currently in a water crisis. In addition to a drought proclamation in 2008, Governor Schwarzenegger also declared a statewide water emergency on February 27, 2009. There is also mounting evidence that California’s water supply is dwindling. The Colorado River is coming out of an eight year drought, and the California Aqueduct has limited supplies due to a third consecutive year of drought conditions, as well as a recent Federal ruling on the endangered Sacramento Delta Smelt fish species. These two sources of water combine to make up 30 percent of La Habra’s water supply. Further exacerbating the water crisis is the possibility of supply allocations should the State’s water supply situation worsen. As a result of these events, water conservation is more important than ever, especially in La Habra. Water conservation does not just save residents money on their water bills, but it can save money for the entire

community. As more water is conserved, the total amount of water consumed in La Habra decreases. La Habra purchases 30 percent of its water supply from more expensive imported sources, such as those mentioned above. Reducing water consumption from these sources will help the City save money, as well as reduce the need for possible mandatory water restrictions or rationing. The La Habra Water Division would like to remind residents that we are currently in a Stage 1 Voluntary Compliance/Water Watch and encourage residents to voluntarily reduce their water use by 10 percent. Electricity Conser vation This summer could be a hot one for La Habra. Life in La Habra wants to provide residents with tips on how to conserve electricity. As California’s population grows, the demand for electricity increases each year. To avoid the possibility of rolling blackouts caused by electrical demand surpassing the supply, conservation is needed. The following are a few basic tips to lower your electricity consumption, which will also help to lower the electric bill.

➜ Use a fan during the middle of the day instead of running the air conditioner.

➜ If you have a thermostat, set the temperature to 78 degrees.

➜ Make sure your air filter is cleaned or replaced. ➜ Close drapes and shades around windows. ➜ You can use less energy and water by washing with a dishwasher than cleaning dishes by hand.

➜ Check and clean your refrigerator coils located at the back and bottom of your fridge.

➜ Make sure refrigerator doors seal tight. Close a dollar bill or paper in the door. If it can be easily removed, then the door seal may need adjusting.

Public Safety: Summer Vacation Readiness

You can’t take your home with you when you leave on vacation, so how do you ensure the security of your property while you’re out of town? In addition to some very good tips developed by the La Habra Police Department (see box), sign up for free residential security checks provided by uniformed Police Department volunteers. These knowledgeable volunteers will come out in a marked City vehicle to check on your home. They will check windows and doors to make sure they are locked and undamaged while you were away. If, by chance, a burglary does occur at your home while you're gone, the individual that you specify as your emergency contact will be notified. This service is intended to provide peace of mind for those that need to be away from their home for an extended period of time. However, please be aware that home checks cannot be conducted on homes that are occupied for any length of time during the homeowner's absence (i.e. house-sitter or other family member), nor is this service available for vacant homes. If you are interested in having a vacation house check, please visit the La Habra Police Department at 150 N. Euclid Street to fill out the necessary paperwork. You will need the following information: • • •

Your name, address, and phone number. Date and time of departure and return. The make, model, color and license number of any vehicles that will be parked at your home (either on the street or in the driveway) while you are away. The names of any individuals that will be feeding pets or watering plants. An emergency contact name and number. Any other information you feel is important for us to know.

Vacation Preparation Tips Try to make your home look as lived-in as possible. Inform a few trusted neighbors that you will be gone. Lend a spare key to a neighbor with a number to call in case of an emergency. Arrange to have your mail and newspapers picked up daily. This is preferred as it provides for extra vigilance. If not possible, make arrangements to have delivery stopped temporarily. Use automatic timers to turn on radios and house lights at different times. Turn off or lower the volume of the ringer on your telephone; an unanswered telephone is a sure sign that no one is home. Leave your blinds or curtains as you normally would if you were home. Be sure to lock the garage as well as any storage sheds or gates. It is also a good idea to disconnect your garage door opener. Ask a neighbor to occasionally park in your driveway and put out your garbage cans if you have curbside pickup. A neighbor can throw in a bag of trash. Be sure someone knows your itinerary and estimated time of return.

City News: Latest Achievements

The City of La Habra’s mission is to improve the quality of life in our community. Some recent highlights that contributed to this mission are:

✔ A $5 million construction contract was awarded on March 16th for the second year of the Pavement Management (residential street rehabilitation) and Water Main Replacement Programs (see page 18 for more information).

✔ The Police Department has made over 50 arrests for graffiti and vandalism since January 1st.

✔ The City’s Redevelopment Agency closed escrow on the former Coleman Mortuary building on Euclid Street to convert it into a new La Habra Child Development Division Pre-School site and administrative offices.

✔ On February 10th, the Children’s Museum opened a new exhibit “Ring of Fire” to teach children about the wonders of earthquakes and volcanoes.

✔ La Habra has been designated by the Arbor Day Foundation as a “Tree City USA” for the 11th consecutive year!

Public Safety: Pool Safety

Read This Be fore You Go To the Pool!

County of Los Angeles firefighters and paramedics have heard all too often, “I only looked away for just a few seconds!” Unfortunately, a few seconds is all it takes for a child to drown. Drowning accidents are a leading cause of death for children one to four years of age. Almost 70 percent of all drowning accidents occur in backyard swimming pools. Drowning accidents can occur in just a few inches of water. Most of these tragic accidents could have been prevented. By following this pool safety checklist presented by the Los Angeles County Fire Department, you can help to prevent drowning and near-drowning accidents:

Never allow children to be alone when near water; make sure an adult is present. Make sure that the pool is secure at all times. California State Law requires that all swimming pools more than 18 inches in depth be surrounded by a protective fence of not less than five feet in height. Keep toys out of the pool or pool area when not in use; they are an attraction for small children. Keep items that can be used for climbing into pool areas away from fences. Mount approved flotation devices near the pool. Toy flotation devices are NOT lifesaving devices! Remember, never dive into an above ground pool. Know the depth of the water before you attempt to dive. Keep a telephone outside near the pool. Do not leave children

unattended to talk on the telephone. Post the 911 emergency telephone number on the telephone.

If a child or adult is in trouble in a pool: • • • • •

Don’t panic, yell for help. Get the child/adult out of the pool immediately. Call 911 immediately for emergency medical service. Begin CPR, if necessary. If you are not trained in CPR, follow telephone instructions from the Fire Department until they arrive to assist you.

City News: July 4th Celebration

Ci t y Ce l e b rates Independence wi t h A n n u a l 4th of July Show This summer marks the 12th year of the City’s 4th of July Celebration. Attendance has grown to include 10,000 in the La Habra High School stadium, as well as thousands more who watch the fireworks from La Bonita Park and nearby areas. This is the largest event the City hosts, and it requires a year of planning to ensure that the experience is second to none. La Habra High School graduate Scott Ward, pyro technician for Pyro Spectacular, plans the fireworks portion of the event each year. Public Works: Street Rehabilitation

Final Completion for Harbor Boulevard Street Rehabilitation Projec t The Street Rehabilitation Project for Harbor Boulevard is nearing final completion. Improvements for Harbor Boulevard are included under La Habra’s Capital Improvement Program and are comprised of two projects: the Harbor Boulevard/La Habra Boulevard Intersection Improvements, and the Harbor Boulevard Rehabilitation from Lambert Road to Whittier Boulevard. By the time of completion, these projects will have improved the Harbor Boulevard/La Habra Boulevard intersection by installing dual left turn lanes in all directions; widening the Harbor Boulevard/La Habra Boulevard intersection; relocating associated traffic signal poles; installing curb access ramps; improving curbs and gutters; repairing failed pavement areas; and providing an asphalt concrete overlay on Harbor Boulevard from Lambert Road to Whittier Boulevard. The project also includes paving 400 feet east

and west of the intersection on La Habra Boulevard. This project also includes the installation and upgrading of utility conduits on Harbor Boulevard between Lambert Road and La Habra Boulevard. Southern California Edison and other utility companies expect to complete this work by May 31, 2009. Work on the intersection widening of Harbor and La Habra is expected to be completed by the end of June 2009. Harbor Boulevard rehabilitation will follow, and all work should be completed by the end of August 2009. The budget for this project is $2.4 million and is funded through a variety of Grants, Measure M funds, the Redevelopment Agency, Gas Tax and Traffic Impact fees. Pavement Management Program Update On March 16, 2009, the La Habra City Council awarded the contract for the FY 2008-2009 Residential Street Rehabilitation Project, which is the second year of the Pavement Management Program. The project will provide street improvements for 4.3 square miles of road in 36 street segments. The proposed work includes: full pavement reconstruction; asphalt pavement overlay, construction of curb and gutter, driveways, sidewalks, and curb access ramps, fire hydrant upgrades and pavement striping and markings. In an effort to coordinate water and street improvement projects, the project will replace 18,000 linear feet of aging water lines in various locations citywide to ensure that the life of the water main system will exceed the life of the current pavement improvements. The total estimated cost for the project is $5 million. It will be paid for from various funding sources (Gas Tax, Measure M, capital projects fund and Utility Authority bond funds). Games CSS BINGO

CSS Bingo meets Monday through Friday from 12:45 to 1:50 p.m. The cost of playing is 25 cents per card, with a maximum of six cards. Nine games is the usual number played. If you like bingo, come join the fun! All are welcome to participate. FRIDAY NIGHT BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday at 6:30 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate. “SUNDAYS FUNDAYS” There’s plenty of fun on the second and fourth Sundays of each month, from 2:00 to 4:00 p.m., when the Community Center hosts card bingo. Cost is 10 cents per game, except for the last game. CARDS & DOMINOS If you’d like to join a group of card players, there are several to choose from. Canasta players meet 9:30 a.m. to 1:00 p.m. on Mondays, Pinochle players meet at 12:30 p.m. on Thursday, and bridge players meet on Thursday from 12:30 to 3:30 p.m. You can play dominos on Fridays at 12:00 noon. All groups meet at the Community Center and welcome new players.

WEDNESDAY A.M. VOLUNTEER STITCHERS This group meets in the Oeste Room from 9:00 to11:30 a.m. to make items for Children’s Hospital and local

convalescent hospitals. You may sew, knit or crochet items. If you wish to learn any of these skills, you are welcome to join them and learn. HUFF ‘N’ PUFFS The Huff ‘n’ Puffs dancers perform at local venues and the Community Center. They practice once a week and perform a variety of dance styles in costumes of their own design. CSS “MOVIE OF THE MONTH” All CSS lunch participants are invited to stay late on the fourth Thursday of each month to enjoy a movie. Popcorn and other snacks are served during the movie. One lucky person gets to take the movie home afterwards (on VHS). There is no charge for this activity, so why not check it out! SENIOR EVENING DANCES The La Habra Community Center hosts monthly evening senior dances throughout the year.
