Tampa Premium Outlets won approval from a development review panel for a wide-range of internal signage that will brand the retail complex. But a 90-foot pylon sign beckoning to motorists as they whiz down Interstate 75 is one landmark the mall’s developers might have to redesign or do without. It is well above the county’s 30-foot height limit. And Pasco Assistant County Attorney David Goldstein said the sign also wouldn’t meet regulations of the Florida Department of Transportation and could affect Pasco’s share of highway funds. “Our office is going to object,” he said. Goldstein did, however, suggest that developers explore a compromise of a smaller, clock tower. It is not clear if that type of structure would clear state department of transportation hurdles or fit in with Pasco’s new ordinance to encourage developers to create unified signage for their projects that enhances architectural styles and establishes a sense of place. The outlet mall’s application is an early test of the county’s new sign plan. The Pasco County Commission will have the final word. Visibility is a critical issue for the outlet mall, said John Dionis, senior director of development for New-Jersey-based Simon Property Group. “We’re looking to have a national advertising marketing campaign to draw people to the center,” Dionos said. “We like to dovetail that with visibility, with branding so people know how to get to the center from

Friends and family knew about his geeky side long before he took the leap into computers and web design as a full-time job. As a teenager, Thomas Giella Jr., built his own computer. “I always helped out people on the side with their computer issues,” he said. He launched his web design and marketing business, Gear Spinners, more than a year ago. Now he has two offshoot companies, Techsoft Academy and i-gent, and a $1,000 check pinned to a calendar in his office with a paper clip. “I plan to get a frame for it,” Giella said. The check is his prize for winning third place in the inaugural SMARTstart Business Challenge on Jan. 29. The Pasco Economic Development Council, the West Pasco Chamber of Commerce, the New Port Richey Economic Development Department and SCORE sponsored the contest to celebrate Business Development Week. The SMARTstart incubator program is an initiative of the Pasco EDC, with locations in Dade City and New Port Richey. About 20 businesses, both on and off site, are members of SMARTstart. They include technology companies, sales and marketing, and new attorneys. One company completes personal assessments to reduce company turnover. “We have a pretty diverse membership,” said Krista Covey, the managing program director at Pasco EDC and director of SMARTstart. Giella competed against about 20 companies to earn one of five spots in the finals

Things can get a little loud at the Dorsey house in Land O’ Lakes. With four brothers ages 6 through 11, they can fill the house up with sound. But you won’t hear a loud television blaring or children screaming over toys. Instead, you’ll hear violins being tuned. Piano keys being played. Music stands being moved into place. And then you’ll hear elegant pieces of classical music, performed by artists who spend a lot of time honing their craft. When these boys play together, it doesn’t sound like anything you’d hear on the playground. The three oldest brothers, Daniel (piano), Nathaniel (violin) and Anthony (violin), participated in this year’s Justine Le Baron Young Artists Competition, an annual event sponsored by the Florida Orchestra Musicians Association. Daniel took third place in the Junior Piano category, while youngest brother Aaron, at age 6, gave the piano a rest and sat this one out. Their mother, Rowena Dorsey, doesn’t mind the symphonic sounds in her house the least little bit. “It’s like a regular music school if you ask me,” she said with a laugh. “We are kind of an unusual family.” Rowena home-schools the boys, so their music practice is a scheduled part of their day. Rather than just going through the motions, the boys enjoy working on pieces of music and performing them well, after plenty of practice. After dinner with their mother and their father, Martin, they frequently repeat their latest efforts with both parents listening to their improvement. If it sounds like music is a time-consuming pursuit for the boys, it is. But that’s what they like to do. Their parents encouraged them to pick up instruments at a young age — they all started around age 5 or age 6. But the enthusiasm is all their own. Their parents don’t force them into competitions. They choose when they want to com-

Train enthusiasts gather in Dade City The Laker/Lutz News Staff Report

M

odel train lovers found a feast for the eyes, and perhaps a few items to add to their collection, at the eighth Pioneer Florida Museum Model Train Show on March 21. The event featured a collection of model

train layouts, railroad memorabilia and hobby shop vendors. Besides the show, which was in the Mabel Jordan Barn, the museum’s historic Trilby Depot was open as well. The museum’s 1913 Porter 10-wheeler, once owned and used by the Cummer Cypress Company, also was on display.

Frank and Dean make a grand return By Helene Rubenstein Grand Horizons

Before the show even started, Terry Gardner (the host of this show plus other entertainment) gave a nice speech in which he thanked all the helpers. It was a nice touch, and then the show began. They came back, and everyone who saw them last year knew what to expect, and they weren’t disappointed. They were here on March 7, 2014, and they were so well received, that many people asked for their return. It was granted on March 21, 2015, and many people, residents and visitors came for the show that they looked forward to. Both, Frank (Damion Fontaine) and Dean (Scott Brotherton) put on one heck of a performance. They also were dressed well, with Frank and Dean both wearing red bow ties with a red handkerchief and a tuxedo, while Dean also wore a red cummerbund. Frank donned a lovely fedora that Frank is so well known for. The show started with Dean singing “You’re Nobody Til Somebody Loves You,” and Frank joined in. It was the perfect start to a great show. Of course, in between the different songs, several jokes were told that had everyone laughing. Frank then sang a couple of solo tunes like “Fly Me to the Moon” and “I’ve Got You Under My Skin.” During this last song, Frank went through the audience and shook hands with many there. Dean followed with a big hit called “Memories are Made of This” with many an-

Tramp,” and then Dean and Frank did a great rendition of “King of the Road” while the audience was snapping their fingers and clapping along. Dean did a lovely performance of “Tiny Bubbles,” while Frank was in the background and joining in on the song. During this song, there was much audience participation. Frank then sang a lovely version of “The Summer Wind,” “Love for You and Me,” “My Way,” and so many others. Dean performed a lovely rendition of “Mona Lisa” and did a marvelous job of it in addition to the 1965 Dean Martin hit entitled “Everybody Loves Somebody.” A funny and cute time was when Dean twirled the fedora that was on Frank’s head and when the hat was on backwards, this was when Frank sounded like Louis Armstrong. But, if the hat was forward, he had Frank’s voice. Frank did a marvelous job at this and had many a person in stitches. Frank and Dean sang “Luck be a Lady Tonight,” “The Best is Yet to Come,” “Ain’t That a Kick in the Head,” and others. Dean performed a Tony Bennett signature song entitled “I Left My Heart in San Francisco,” and he did it with much emotion. Our Florida lawns are becoming active once again, now that the weather is warmer and days are longer than 12 hours. This also means lots of calls and walk-ins to the UF/IFAS Pasco County Extension Office with questions about lawn care. Some of the more popular questions this year have been the use of pet and family-friendly alternatives to chemicals for control of lawn diseases. The best “alternative” to chemicals would be to prevent the disease from happening in the first place.The best way to prevent or reduce disease in your lawn is to use a lawn grass that’s less susceptible to disease combined with Florida-Friendly Landscaping™ Principles to manage the lawn properly. The first Florida-Friendly Landscaping Principle is to put the right plant in the right place. Selecting the right lawn grass suited to your specific site can greatly reduce the need for fertilizer, irrigation and pesticide usage. Watering your lawn only when needed not only helps to conserve this valuable resource, but also helps to reduce disease, since excessive moisture often encourages disease development. Mowing your lawn to the proper height, which for most of our common Florida lawn grasses is 3 inches to 4 inches high, all year round, is a must for a happier, healthier lawn. Fertilizing with the right fertilizer at the right time and in the right amount also greatly reduces the incidence of disease in your lawn. To make your lawn more pet and familyfriendly and lower the risk of disease, you can use compost on your lawn a source for nutrients, instead of fertilizer. Compost is organic matter made up of any number of manures, bone meal, dried blood, or plant and animal waste. Kitchen scraps are an excellent example of items around your house you can compost. There are compost bins and barrels that speed the microbial breakdown of these substances into nutrient rich, soil-like matter that can be spread among your plants and across your lawn. Lawn clippings left in place, instead of being raked up and thrown away, will compost inplace, and return nutrients back to the soil. Since these materials act as slow-release fertilizers, the nutrients don’t leach easily from the soil, or as quickly as fertilizer, and don’t contribute as much to water contamination making them much more environmentally and wallet-friendly. An added benefit of using compost on the lawn may be disease suppression. While there’s no definitive research to prove that adding compost helps reduce disease problems in the lawn, anecdotal evidence suggests there may be a benefit. Microbes that occur naturally within the soil can out compete those disease-causing microbes, especially when the lawn is healthy. Good microbes can produce inhibitory chemicals that can kill disease-causing microbes. Those good microbes come from compost. So, by adding compost to your lawn, you are not only adding plant nutrients, but potentially limiting the ability of disease-causing microbes to cause damage to your lawn. Because of the need for microbial activity, compost is more dependent on soil temperature and pH to help release the

beneficial plant nutrients and produce the disease inhibiting chemicals, which benefits the lawn. If you choose to add compost to your lawn, here are some helpful hints: • Only use compost that has undergone significant decay. Finished compost will smell “earthy” or “mushroom-like.” You should not be able to recognize what it was previously. • Get your soil tested for pH. Soil test kits are available at the Pasco County Extension Office. • Only apply the compost to the lawn when the temperature is above 80 degrees fahrenheit to ensure the microbes are actively breaking it down and releasing the nutrients to the lawn. • You can apply a thin layer of compost in a process called “topdressing” over the existing lawn. If you’re topdressing, apply ½-inch to 1-inch of material to the lawn. A lawn fertilizer spreader can make this job much easier. You may need to screen out larger pieces in the compost that won’t go through the holes of the spreader. • If you don’t have compost, you can purchase peat moss from most big box retailers and nurseries. Topdressing with peat moss has been shown to lower disease problems specifically in St. Augustinegrass, like ‘Floratam.’ • Plan to topdress your lawn once in the spring, when daily temperatures are staying constant between 75 degrees to 80 degrees Fahrenheit, and once in late summer when daily temperatures are holding steady at 80 degrees Fahrenheit or higher. • Run a rake over the lawn to work the compost down to the soil. In a society in which a growing number of people do not identify with any particular religious affiliation, Hartsfield said he thinks the best way to help encourage people to open their hearts is through making the love of Jesus real in their lives. “Truly, only the Holy Spirit can arouse the human heart. But obviously, the Holy Spirit uses human believers to help the rising of that in non-believing hearts,” Hartsfield said. “It’s really the way that Jesus himself said it would work,” Hartsfield said, citing a scriptural passage in which Jesus says that others will recognize his followers by how they love one another. “If the world is going to know that we’re his disciples and he ever existed, it’s going to be demonstrated by our acts of love and

of mercy and compassion,” Hartsfield said. New Walk Church is expecting to nearly triple its normal attendance during Easter weekend, said Gary Baldus, lead pastor. Normally, the church has an attendance of 2,000, but it expects around 6,000 during Easter weekend. “We get that from a pretty big outreach that we do. We bring in a helicopter with eggs and they drop them,” Baldus said, noting there are other smaller activities, too. “We go a little extra because we know that people are more likely to attend on this weekend than many other weekends of the year,” Baldus said. He thinks that many people also attend Easter services because the mindset, “This is just what we do on Easter.” For some, it’s a “Get right with God weekend,” Baldus said. That may not be theologically accurate, but many people feel that way, Baldus said. New Walk is ready to welcome newcomers and invite them to get involved. “We do have our groups that we are launching on the next weekend that they can get connected to. We have a baptism the next weekend, that if they make a decision, they can come back to be baptized,”

Girls’ basketball team achieves perfect season By Michael Murillo

The Academy at the Lakes Middle Division girls’ basketball team won its league last season and team coach, Marla Oliver, was hoping it would be good enough to repeat as champions this year. But she got much more than she expected. “I didn’t think that we were going to go undefeated at all,” Oliver said. But that’s precisely what the Wildcats did. They ran the table, going 13-0 on their way to a second straight league title, making Oliver two-for-two as girls’ basketball coach. She also coached the boys’ basketball team for two years before taking over the girls’ squad. They had a perfect season, but it wasn’t an easy climb. As one of the smaller schools in the league, Academy at the Lakes has to deal with not only bigger schools, but older players as well. The Middle Division includes players from fifth-grade through eighthgrade, but since the academy also has a varsity team, their best players often get selected to that squad. That means they often have fifth- and sixth-graders facing eighthgraders from schools without a varsity program. For Oliver, that meant using her team’s speed to overcome a size advantage from opponents. “My girls can run,” she said. “Every time we got a rebound, we had our fast break in.” Taking advantage of rebounds and fast breaks was key to their success, she said. Since that level of basketball often has lowscoring games (many teams don’t even score 20 points), every possession is important. They were able to outrun many of their opponents, but they had some close calls. Performing under pressure was good for the team, and it demonstrated players were able to follow the coach’s guidance and execute when necessary, Oliver said. “I called the timeouts, I tell them what

our play is and what our plan is, and they listened to me,” she said. Listening to the coach was easy for Kendra Falby, a sixth-grader. Falby described her coach this way: “She just says it like it is. She doesn’t sugarcoat it and water it down. She just gets to the point right away.” That coaching style means the team has clear goals and knows what it has to do to succeed. It also means tough practices, but that’s what was necessary to build on last year’s campaign. Falby, who played for the team last season, is a softball player at heart, but really

grew into her role with the basketball team. She scored nine points in the championship game against St. John’s. Getting better meant taking the coach’s advice and trying some unusual methods, Falby said. Falby practiced her shooting and lay-up mechanics at home. Falby also listened to her coach, who wanted her to try using her left hand for those plays. The player said she would even eat with her left hand to get comfortable using it, which made shooting and going for lay-ups as a lefty more natural. That kind of effort made a secondstraight title all the more satisfying.

“It felt amazing because all the hard work we put into it,” Falby said. “It just showed how much I really did care.” The girls cared so much that they made a special deal with their coach: If they won a second straight championship, Oliver would have special shirts made for them. They won, and now they have championship souvenirs as well. The coach said she was happy to provide the shirts, and to commemorate back-to-back championships and a perfect season. “They just worked really hard. They put in extra time and did anything I asked them to do,” Oliver said.“They’re awesome kids.”

bout 20 area youths scoured the property at Richland Assembly of God Church, seeking out colorful Easter eggs during the church’s egg hunt. Many eggs were in conspicuous places, and once the kids pried them open, they found a piece of paper telling them how many pieces of candy they’d get. The kids seemed to be having fun, as they ran around looking for eggs in the church’s second annual Easter Egg Hunt.

Pasco 911 center needs improvement By Kathy Steele

The merger of 911 operations between Pasco County and the sheriff’s office is a work-in-progress, and no one would say it has been without problems. But County Administrator Michele Baker and Sheriff Chris Nocco say they will try to mend what Nocco describes as a “broken partnership.” That could mean tweaking the nearly two-year-old agreement that brought the emergency call center under the county’s supervision. “We’ll sit down immediately and go through the Chris Nocco interlocal agreement and bring something back (to the commissioners),” said Baker in response to criticisms about the call center’s operations. Nocco would like management hires for the center to be shared equally between his office and the county, with each having a veto. His immediate concern is hiring a director. The position has been vacant since the resignation of its first director in September. Nocco also wants a lieutenant from his office to be named assistant director. Baker said she supports the request, calling it “brilliant.” She also assured Nocco he would be consulted on the Michele Baker director’s selection. The sheriff brought his concerns about the call center to county commissioners at their March 24 meeting. First responders, including deputies and firefighters, filled the boardroom. “That’s all we want is a partnership,” Nocco said. “The reason we are speaking up is because the partnership has failed.” Among complaints were a lack of leadership, training, quality control and urgency in responding to 911 calls. Nocco and some of his deputies cited troubling incidents.

They said a deputy was sent to the wrong address. A dispatcher delayed passing along a resident’s tip that might have led to the arrest of a murder suspect. A dispatcher advised a woman caller to step outside her house to see if a man armed with a knife was still present. A dispatcher ignored a deputy’s request for backup at a crime scene. And residents have complained about unanswered and dropped calls. “Those are unfortunate situations, and our operators were wrong,” Baker said But she defended the overall progress and operations of the call center. It meets industry standards with more than 99 percent of calls answered within 20 seconds, she said. “The staff who work in that communications center are great people,” Baker said. “They are feeling a little maligned right now because they are struggling.” Prior to the merger, Baker as then-assistant county administrator participated in a study of other call centers that dealt with consolidation. Generally the process took three years to four years, Baker said. Pasco opted to accelerate that time frame and is now a year-and-a-half into the merger, she added. On March 31, eight new hires were scheduled to begin working at the call center. New dispatching software also is ready for use. And she said 100 percent of staff members are crosstrained in working with law enforcement, medical and fire rescue calls. “Are they really experienced yet? Not so much,” Baker said. “But it takes time to become comfortable.” Nocco said training for new hires is insufficient, and some basics, such as drug testing, are overlooked. Commissioner Mike Wells Jr., said he found the hiring and training process for the call center “alarming. We need to relook at these things.We need the best of the best.”
