150-bed hospital gets initial OK

Florida Hospital is inching closer to eventually building a new hospital in the Connerton community after developers there got initial approval for a 150-bed facility. Pasco County’s Development Review Committee gave the initial OK last week for Connerton to begin planning its second phase of the project, which could include 3,600 more homes, 190,000 square feet of retail and 725,000 square feet of government space. The revised plan adds another 110,000 square feet of medical office space, bringing that total to 200,000, doubling the nursing home beds to 100, and adding 150 beds for a hospital. Participants in a recent mental health panel at Rasmussen College in Land O’ Lakes didn’t have any easy solutions for problems plaguing the delivery of mental health care to the nation’s most vulnerable people. But they did point out several areas where changes could be made to help improve the level of care for those with mental health conditions, and to improve support for their families and loved ones. The panel, convened by U.S. Rep. Gus Bilirakis, focused on mental health and substance abuse issues. It featured U.S. Rep.Tim Murphy of Pennsylvania, a clinical psychologist and author of H.B. 3717, otherwise known as the Helping Families in Mental Health Crisis Act. Bilirakis is among the co-signers on Murphy’s bill. Too often people have thrown some money at the mental health care problem, added a program, and then walked away without making any real difference, Murphy told a crowd of about 100. “We have to stop pretending that we can just wish this away,” Murphy said. Like Murphy, Bilirakis said the time has come to find real solutions.The Palm Harbor Republican has learned from constituents that “we have a broken system with too many individuals falling through the cracks and not receiving the help that they need. “We put a Band-Aid on it, but we don’t fix it,” Bilirakis said.“Enough is enough.” Murphy said he’s heard from thousands of families across America, and their constant refrain is that there’s not enough help

for people who are mentally ill. Under the current system, mentally ill people often can’t get help they need unless they go to jail. “On any given day, half-a-million people in this nation are in jail with a mental illness,” Murphy said. The problems of mental illness spill into other arenas, too, he added. The nation’s homeless population continues to swell, its suicide rates have increased, and many people with mental conditions have little or no prospect of work. Panelists at the Dec. 16 session represented high-ranking officials from the Pasco County Sheriff’s Office, the Pinellas-Pasco Public Defender’s Office, Operation PAR, Baycare Behavioral Health, Medical Center
of Trinity, the Pasco County Alliance for Substance Abuse Prevention, the Pinellas chapter of the National Alliance on Mental Illness, Pasco County Schools, the Trinity Pain Center and an advocate representing veterans needing mental health care. Themes that emerged during the discussion included the need for: • Better hand-offs between various providers to ensure a continuum of care for people with mental health conditions • Short-term residential treatment centers to provide greater support for the mentally ill • Additional crisis intervention team training to help police and first responders See HEALTH, page 7A

Pasco County’s business partnership with James Talton to build a massive baseball park in the Wiregrass Ranch area is over. At least for now. The county commission voted unanimously Dec. 16 to terminate an agreement with Talton’s Pasco Sports LLC after the company failed to provide necessary paperwork to show it had $3 million available to help with the design stage of the project that would’ve built nearly 20 baseball fields as well as dormitories to attract the youth baseball camp industry to Pasco. Talton and retired Major League Baseball player Gary Sheffield wanted to build the complex on 100 acres of land, not far from Florida Hospital Wesley Chapel, which they said could become a significant youth sports training destination. The county will now explore the possibility of advertising the land to a new private developer, and work out a different deal that could still focus on baseball, but maybe other amenities as well. County administrator Michele Baker, however, still left the door open for Talton and Sheffield, saying it’s possible for the two to come back to the table under a new structure. “We can all look at this not as a failure, but as an opportunity for us to find something that is going to be a perfect fit and a mix for Pasco County,” commission chair Ted Schrader said right before the vote.“We have a great asset that is not going anywhere.” The Wiregrass Ranch area and the potential to do something with the land there, Schrader said, is exciting for the county, because it “is the corner of Main and Main, and we are blessed and fortunate to have such a fine opportunity to do that.” Finding private financing for what was at one time a $70 million project has been troublesome under the current agreement with the county,Talton has said, and he was willing to move forward with the project without the county’s involvement, or its $11

million in pledged tourist tax dollars. “In our minds, this is just another step in the process, and we have every intention of getting this project completed,”Talton said last week.“The current agreement is being terminated. I literally cannot work based on the current financing environment.We will negotiate new terms, and have financing in place upon execution, so we can move forward immediately.” The biggest stumbling block was land, Talton had said in the past. The county would continue to own the land that was deeded to it by the Porter family — the developers behind Wiregrass Ranch. However, one sports consultant told county officials Tuesday that there may be a little more to it than that. “He didn’t have the proven track record,” Dev Pathik, chief executive of Sports
Facilities Advisory, told commissioners of Talton.“The potential partners, while they expressed interest, they were not ready to sign on and take a risk.” Land, Pathik said, does not hold the collateral value with investors it used to. “The banks have learned they don’t want to own dirt,” he said. As Pasco appears to go back to the start in planning a potential sports complex that could attract visitors to the county, Hillsborough County has teased some thoughts about possible partnering to build a competing facility to the south. J.D. Porter, who represents the land holdings of Wiregrass Ranch, said Pasco officials shouldn’t worry, and not rush into anything because of what others might say. “Every single time this comes up for a vote, Hillsborough County says they are
going to do something,” Porter said.“Have they? They haven’t.We have played into that as a county for a long time, and we have been a little stepbrother. “They haven’t delivered.You have your own asset that far outweighs anything they have in their portfolio, and you have to look at that as having a chip they don’t possess. You are ahead of the game, and you are taking steps right now that has much more of a reality of a business plan that is not a pipe dream.” In fact, Porter said if he was sitting in a Hillsborough commission boardroom right now,“I would be a lot more fearful than you guys should be.” The original agreement signed a year ago called for Pasco Sports to provide the county verification of $23 million in financing necessary to design and construct the park by last summer. However, that agreement was amended in July to give Talton and Sheffield a 90-day extension. It was during that period that Pasco Sports provided a $3 million commitment letter from Hallmark Mergers & Acquisitions LLC, along with a letter from Florida EB-5 Regional Center LLC saying it was committed to raising $20 million in funds. County officials, however, didn’t feel that was enough to meet the terms of the agreement, and the commission then gave Talton and Sheffield until Dec. 5 to at least show they had $3 million available for the project. That deadline passed, however, with a letter from Talton proposing a new plan that would eliminate the need for the $11 million county contribution — but also remove payouts to the county after it’s built — but nothing in terms of the $3 million. That prompted Baker to recommend the entire deal be cancelled. Talton told members of the Greater Wesley Chapel Chamber of Commerce last October that his project — consisting of 19 baseball fields, dormitories and other sportsrelated amenities — could create an estimated 8,000 jobs and a $318 million annual economic impact boost to the county.

When Pasco County School Board members consider proposed boundary changes for Quail Hollow Elementary School in January, they’ll likely hear from parents who oppose the idea of shifting their children from Wesley Chapel Elementary to the reconstructed school. About three-dozen parents and students turned out for a Dec. 8 community meeting to discuss Quail Hollow’s proposed boundary, and some parents made it clear they don’t want their children transferred out of Wesley Chapel Elementary, Pasco County Schools planning director Chris Williams said. Quail Hollow, at 7050 Quail Hollow Blvd., in Wesley Chapel, has been closed for a massive reconstruction project, and will reopen next fall. When it does, the school will have classroom doors and walls, unlike its previous “open design,” and will have updated technology. A committee has been working on recommending proposed boundaries, which the school board is expected to consider at its 6 p.m. hearing on Jan. 20. A second and final vote is expected at the board’s Feb. 3 meeting. The school will have more capacity than it did before.The proposed boundaries call for shifting some students there from

The area that would shift Wesley Chapel to Quail Hollow includes the neighborhoods of Wesley Pointe, Villages at Wesley Chapel, Citrus Trace and Saddleridge Estates. There are 62 students living in the area that would be reassigned from Veterans to Quail Hollow, Williams said. There are 100 students living in the area that would be reassigned from Wesley Chapel to Quail Hollow. Veterans has a capacity of 762 students, but currently has 828, including pre-kindergarten. So,Williams said,Veterans already is over capacity and could use relief. Wesley Chapel Elementary has a capacity of 613 students, but will have far fewer students when children who attended Quail Hollow return to their school. However, Quail Hollow has space to accommodate a

and Quail Hollow’s performance. Wesley Chapel is an A school, based on the state’s criteria. Quail Hollow was a C school. Beyond boundary changes, the district still needs to name a new principal for Quail Hollow. Superintendent Kurt Browning had intended to recommend Lane Morris, assistant principal at Gulfside Elementary School, as Quail Hollow’s principal. But Browning put that recommendation on hold after Gulfside principal Chris Clayton was placed on administrative leave pending investigation of reports he violated school district policy. District officials do not anticipate Clayton returning to Gulfside, said Pasco County Schools spokeswoman Linda Cobbe said.

greater number of children, so the committee recommended reassigning students from Wesley Chapel to Quail Hollow to provide room for growth that is expected to result from the development of Epperson Ranch South near Overpass Road. Some parents at the community meeting voiced concerns about shifting the communities north of State Road 54 and west of Interstate 75,Williams said. Quail Hollow is a little more than a mile farther away, but parents are concerned about the traffic congestion they could encounter along State Road 54 through Bruce B. Downs Boulevard. What’s summer like at the North Pole? There’s nothing at the North Pole in the summer. That’s because Santa likes to go to the Caribbean, wearing Bermuda shorts and relaxing. But no matter how far you get into the Caribbean, people still recognize you.

f you believe 970-WFLA personality Tedd Webb, the radio career of Pat George started simply by being in the right place at the right time. George was a janitor at WDAE in the 1970s when a personality called in sick.And because George could operate the broadcast board, he was allowed to fill in. The rest is history. He officially joined WRBQ-FM — informally known as Q105 — in 1979, and then spent another decade or so at Radio Disney. George is still recognized when he’s out and about — but not so much when he sticks a long white beard to his face, and slips into a bright red costume. It’s then that George becomes Santa Claus, a common visitor to the area — including the Old Lutz School — finding out what children everywhere want to find under the tree come Christmas morning. “I don’t know what it is, the eyes or the smile, but when I watch little kids approach me as Santa Claus, they’re willing to sit on my lap. And some of these are kids who never sit on Santa’s lap otherwise. Maybe it’s because I have blue eyes.Who knows?” Every year, George will dust off the Santa costume at the beginning of December, and make a number of appearances at events and even private homes leading up to Christmas. He takes part in the Christmas festivities at the Old Lutz School because his son is a member of the Civil Air Patrol’s North Tampa-Lutz Squadron, which meets at the historic landmark. He’s been the go-to Santa there the past few years, and families look forward to having him there.
How do you make all your stops on Christmas Eve? It’s very magical, but we also get an early start. We don’t like to waste too much time. Sometimes I might be a little late, but that’s only because some boys and girls don’t want to go to bed early, and I have to wait down the street for them to fall asleep.

“There are still kids that sit on Santa’s lap and cry, but parents still snap a picture,” George said, with a chuckle.“I don’t understand it at all. But I always try to talk to the kids, I pat them on the shoulder and tell them they are my buddy, and that usually calms them down enough to get a happier picture.” The big item kids want this year are Teenage Mutant Ninja Turtles, popular toy characters from the 1980s that have been resurrected thanks to the recent movie. Boys in particular, George said, want the Ninja Turtle backpack, which like the turtles
themselves, comes in a hard shell. What girls are asking for, however, is surprising. “A lot of them want guitars,” George said. “I don’t know what it is out there driving it, and I’m pretty up on a lot of music. But it might be because there are a lot of shows on television right now where girls are not only singing, but they’re playing instruments too. So maybe we have Taylor Swift to thank for that.” Of course, the big question Santa always asks children is whether they have been naughty or nice. Many say they’ve been

Baby’s first Christmas ornaments find new homes By Diane Kortus Publisher
O
ne of the most satisfying pleasures of Christmas is taking down my boxes of ornaments from the attic and unwrapping memories of past holidays. The flush of memories, temporarily forgotten, comes rushing back as I rediscover ornaments carefully packed away in old newspapers. The most emotional unveilings are of ornaments given to me the first Christmas after the births of my son and my daughter. My favorites are a little brown ceramic bear with dangling arms that a sister-in-law made for Andy in 1988. And a pink Hallmark carousel pony with Rachel’s name and birthday, May 4, 1992. My Christmas boxes seem to have more ornaments for “Baby’s First Christmas” than any other theme.There is something endearing about the birth of a child that prompts friends and relatives to bestow these special ornaments on parents. And then, in what seems like no time at all, reindeers made out of clothespins
and glitter-globbed Santas with cotton ball beards take over the ornament box. So again this year, a few days before Thanksgiving, I dragged down my Christmas boxes and set them on the edge of my garage. Andy, now 26, was coming home for the holiday with his new wife, Erin. I thought Andy would want to dig through these boxes and take a few ornaments back to hang on his and Erin’s first Christmas tree. So on Saturday afternoon, Andy and Erin went out to the garage to sort through the decorations.When I checked a half-hour later, they had set aside a dozen or so ornaments, including those from Andy’s first Christmas. I felt a real tug at my heart when I saw that little ceramic bear — the one I had cherished almost as long as my son — laying on top of their pile. But I just smiled and said I was sure the ornaments they had chosen would look great on their tree. A few weeks later, my daughter Rachel
was home from Jacksonville to celebrate an early Christmas because both of us will be away with friends for the holidays. Like Andy, Rachel went through our Christmas boxes to find favorite ornaments for her tree in Jacksonville. Even before looking, I knew that the little carousel horse with her name in cursive letters would be in Rachel’s take-home pile. Letting go of Rachel’s carousel horse and Andy’s ceramic bear was a rite of passage — more for me than for my children. I’ve come to realize that parents go through as many rites of passage as their kids — we just don’t talk about it.We anticipate the transitions as our children grow from infants to teenagers, and all too soon leave home for college and jobs with plans and dreams separate from our own. And one of those rites is passing along our most treasured gifts, which for me includes giving my children their first Christmas ornaments. nyone remember Christmas Eve 1989 here in Tampa Bay? My husband Gary and I were married for only two years, and it was the first year in our new home in Lutz. It was crazy cold that year.As people switched on their electric heaters, plugged in their Christmas lights, and turned on their electric stoves, the resulting power shortage caused rolling blackouts. The house would be full of light and warmth for about an hour, and then poof — everything was dark.There was no way to know how long we would be without light. Typically the power would be out for an hour or two, but sometimes it would be out for three. We were forced to sit and relax by candlelight, and we found ourselves engaged in pleasant conversation.We had no idea when we would receive the glorious gift of electrical power again. When the power went back on, we
would jump up and do as many tasks as we could that required electricity. I ran the vacuum, cranked up the heat, used multiple burners on the stove, and heated the big oven and the toaster oven at the same time. We didn’t know how much time we had before cold darkness would return. Just as abruptly as lights went on, they’d go out again, and we’d be back in the darkness, fumbling around in a search for lighters, candles and flashlights. While in the throws of it, it felt like the rolling blackouts during the holidays were a curse. Looking back, however, it’s easy to see that the loss of power was not a burden, but a gift. Making wonderful holiday memories By Mary Eberhard Accounting
I have many wonderful Christmas memories, but two in particular stand out. The first was when I was in college. My family had moved to Florida from Ohio a few years earlier, and when we went back to visit for the holidays, our family had grown too large for all of us to stay at my grandparents’ house. My parents had this great idea and rented two cabins at Mohican State Park.They drove up early, and since we were only staying there a few days, my mom brought just a handful of small Christmas decorations to make the cabin look a little festive before the rest of the family arrived. They didn’t have room to bring a tree, so my mom jokingly said that if we saw a tree lying in the road to bring it with us. My sister, brother and I were driving up to the cabin, and sure enough, there was a beautiful blue spruce tree on the side of the road. My mom couldn’t believe it. We put the tree up and hung a few ornaments on its branches. It was such a simple tree, but it meant so much to all of us to have it for our Christmas celebration. It was a cold winter that year, and the blanket of fresh snow on the ground outside the cabins was absolutely gorgeous. I will never forget how beautiful it was for our family to be in those cabins in the middle of the woods, as if we had the whole place to ourselves.
There were no stores or restaurants nearby, just our family spending time together creating wonderful memories. My other favorite Christmas memory is from when my daughter was little. My husband had this terrific idea of having a hayride from our house in Wesley Chapel. It was a great way to bring lots of family and friends together the week before Christmas to just have some fun. After we decorated the trailer with garland, the kids had an awesome time breaking the bales apart and spreading hay everywhere. Sometimes it seemed like there was more hay on our driveway than on the trailer, but it was great to see them have so much fun. We wore Santa hats, rang our jingle bells, and sang Christmas carols while we rode the streets of our neighborhood. Each year it got bigger, and we even had to add another trailer so everyone could ride. After the hayride, we had a big cookout, and to make it even more special, Santa arrived and handed out gifts to all the children. It was such a huge success that we had it for several years. It was a fantastic way to spread holiday cheer. It was intended for the children, but I am pretty sure that the adults had just as much fun. Some of my favorite memories of Christmas are the parties that my mom’s company threw every year for children of struggling families. My brothers and my sister and I were always eager for the annual event, which included lunch, a movie with popcorn, and a present from Santa. We would get dressed up for Christmas, and would be excited, never knowing what present we would receive. We lived in Flint, Michigan, the hub of the automobile industry. My mom worked at General Motors and was bringing up four children on her own. She couldn’t afford big Christmas presents, and while we never went hungry, we sure ate a lot of hamburger casserole meals. We loved mom’s company party. We hardly ever got to go to a movie, and if we did, we never got popcorn. Plus, the gifts were always things we enjoyed.
Those holiday parties made a real difference in my life, and to this day, they have inspired me to want to bring cheer to children who otherwise might not receive Christmas presents. For years, my family and I have taken angels from our church’s tree to provide presents for one girl and one boy. It’s been our tradition for my two children to go with me to shop for these presents, because we want to be sure to select the perfect gifts. I also want to teach my children to be aware that there are others who are less fortunate, and the importance of sharing with them. I want the children who receive presents from our family to have the same happy feelings that my mom’s company party gave to me. — Terri Williamson is a senior account manager. For the second phase of Pasco’s “new town,� Connerton is looking to focus a little more on multifamily, with about a third of the proposed residential in that phase taking that route.The first phase was primarily single-family homes, with approvals for nearly 4,000 homes. The second phase also would include Connerton’s employment center, which will be a mix of government, office, industrial and medical. “This is an example of how Connerton always has been designed,� said Andrea Zelman, an attorney who represents the community.“We are on the road to creating those jobs.� But to do that, some of the roads in and around Connerton will need to be upgraded. That would include turn lanes for the entrances off U.S. 41 and State Road 52, and also finishing the link with Collier Parkway that has been on the drawing board for years. Pasco’s chief assistant county attorney David Goldstein put emphasis on the stretch of Collier Parkway, proposed to link from Ehren Cutoff, calling it a “crucial piece of roadway that we cannot ignore much longer.� “I wanted to make sure the county people up here understand the importance of

doing something about Collier Parkway,� Goldstein told the committee.“We have to find a way to build that missing gap of Collier, and get that connected up to the employment center.� However, not everyone is for expanding Collier. Stephen Coogle, who owns a 6-acre home on Ehren Cutoff bordering the Connerton project, said neighbors to the development deserve more attention to ensure they don’t lose value in their homes. “We need to have buffers,� Coogle said, which could come primarily by preserving existing tree lines that border his property. Also, drainage from a Collier Parkway extension would need to be properly taken care of, so that it doesn’t flood his property instead. “Our property and wetlands are not being taken into consideration,� Coogle said. “Progress needs to happen, but we should not have to sacrifice what we paid for.� Gibbons said Connerton developers are working to address concerns of neighbors, but that many of Coogle’s concerns are premature. “We are in the timing and phasing process, and we haven’t even designed anything yet,� Gibbons said. When that process does begin, surrounding neighbors would be notified, and have a chance to express concern while those plans are drawn up. Roadway improvements will be funded in part by a nearly $30 million contribution by Connerton, along with another $7.7 million in county incentives.

patients have been stabilized and released from the hospital’s behavioral care facility, Massengill said. “That absolutely guarantees that they’re going to come back to us, or come back to somebody else, or wind up dead,� she said. “That’s unconscionable in my mind, in this day and time.� Saybra Chapman, clinical coordinator for Pasco County Schools, noted that a primary issue that keeps surfacing is access to care and timely care. “The problem for us is when students are waiting for care and not able to get ready services,� she said.“They are trying to function in the school setting, which is a challenge for everybody.� While panelists discussed the gaps in services and funding issues, Roy Gifford reminded them hope remains for people with mental conditions.The 38-year-old has suffered from schizoaffective disorder for most of his life. “I have been on almost every kind of medication possible since childhood,� Gifford said. He’s lived in assisted living facilities, foster care homes, jails, and on the street. “I often thought there was no hope for me,� Gifford said, acknowledging it was so bad at some points he tried to end his life. He’s on a new medication now, and has accepted the fact he likely will be on medication the rest of his life. “Remember, there is hope and recovery,� Gifford told those gathered.“I know it can be done. I am living proof.�

A group that spent months successfully fighting a privately built elevated toll road through the heart of Pasco County got a bit of a setback last week. But its members seem to be OK with it … for now. Pasco County’s 2040 Long-Range Transportation Plan is on its way to both federal and state authorities, highlighting the county’s plan for roads, transit and sidewalks over the next 25 years.And among the various needs the county’s Metropolitan Planning Organization included in that transportation plan are elevated roads along the State Road 54/56 corridor. “We knew the (transportation plan) would still contain the elevated toll road,” said Jason Amerson, a Land O’ Lakes resident who was one of the key players in the elevated toll road protest group, Pasco Fiasco. “It’s not something we are worried about unless they start actively discussing it again at MPO meetings.” Pasco Fiasco came together last year after some homeowners who live just off State Road 54 learned about a proposal by a private company, International Infrastructure Partners LLC, to build a 33-mile elevated toll road, stretching from U.S. 301 in Zephyrhills to U.S. 19 in New Port Richey.The company had said initially it would fund the estimated $2.2 billion project on its own, but then lost its negotiating power with the Florida Department of Transportation after it requested the state help finance it. That killed the private project, but an elevated road option remained in the county’s transportation plan. While then Pasco County commissioner Henry Wilson Jr., vowed to help Pasco Fiasco and others against an elevated road down State Road 54 remove such projects from the plan, Wilson was defeated in an open primary election last October by Mike Wells Jr. “It’s not a simple task getting it removed,” Amerson said. “Probably even a harder task now that Wilson is gone.” The elevated road remains an option for the county between 2020 and 2040 along the State Road 54/56 corridor as an “alternative improvement.” That could include “premium transit improvements” like toll lanes, overpasses like those used on U.S. 19 in Pinellas County, and elevated lanes.

Ananth Prasad, who has led the Florida Department of Transportation since Rick Scott was first elected governor, will step down from that job Jan. 2. “Secretary Prasad … has been pivotal to making sure we could make a record investment of over $10 billion in our transportation system this year,” Scott said, in a release.“Secretary Prasad has also helped Florida become a major force in international trade because of his commitment to expanding our Florida ports and airports.” The Florida Transportation Commission is being tasked with recommending Prasad’s replacement, expected next year.

The elevated road stayed in the plan, but the MPO did make more than 30 other changes to the documents after two months of public hearings.The MPO conducted a 30-day comment period through Nov. 23, as well as public workshops throughout November. It concluded with a public hearing on Dec. 11 where the new transportation plan was adopted unanimously. Many adjustments to the plan were minor, like name changes of some roads at Bexley Ranch near the Suncoast Parkway, and Mitchell Boulevard near the Little Road area. But there also were some larger changes as well.They included: • Moving up the six-lane expansion of State Road 52 from Interstate 75 to Pasco Road from 2040 to 2019. • Delaying another 10 years to 2040 projects like Livingston Avenue from State Road 54 to Collier Parkway, Eiland Boulevard from Handcart to Dean Dairy roads, Curley Road from Wells Road to Clinton Avenue, and Lake Patience Road from Sunlake Boulevard to U.S. 41. • Keeping the State Road 56 expansion from Meadow Pointe to U.S. 301 two lanes instead of four by 2019, but possibly expanding it to four lanes by 2030. That last proposal angered city leaders in Zephyrhills, who wanted four lanes leading into one of its key commercial areas, the Zephyrhills Municipal Airport. Lawmakers like new state representative and former Zephyrhills mayor Danny Burgess said they would work with the city to try and restore funding for a four-lane segment. The MPO also made a number of changes to Tower Road, which runs primarily east to west in Pasco, just north of State Road 54. They include developer-funded improvements like a two-lane stretch from Bexley Ranch to Ballantrae Boulevard, and an expansion to a two-lane road from U.S. 41 to Ehren Cutoff by 2040, paid for by the county. The Federal Highway Administration, the Federal Transit Administration, and the Florida Department of Transportation will now review the plan, and work with the county to help implement it. SCOTT MAKES CABINET, AGENCY APPOINTMENTS Gov. Rick Scott is getting ready for his second term by making some appointments among his cabinet and supporting agencies. • Mike Carroll will become secretary for the Department of Children and Families, after serving as interim secretary since April. He has nearly 25 years of experience with DCF, including work as the regional manager of the organization’s Suncoast region, which spans from Pasco to Collier counties. • Barbara Palmer will remain director of the Agency for Persons with Disabilities. Palmer was first appointed to that job in August 2012 after spending nearly a year as chief of staff. Before all that, Palmer was assistant secretary for administration at the Department of Children and Families. • Julie Jones will become secretary for the Florida Department of Corrections. She was the executive director at the Florida Department of Highway Safety and Motor Vehicles since 2009, and spent 26 years prior to that at the Florida Fish and Wildlife Conservation Commission. • Dr. John Armstrong will remain the state surgeon general and secretary of the Florida Department of Health. Scott first appointed Armstrong to the role in 2012 after serving as chief medical officer of the USF Health Center for Advanced Medical Learning and Simulation at Tampa’s University of South Florida. • Timothy Cerio will become general counsel effective Jan. 5, with Pete Antonacci serving as special counsel during the transition period. Cerio is an attorney at GrayRobinson, and was a general counsel to the Florida Department of Health from 2005 to 2007. • Ken Lawson will remain the secretary of the Department of Business and Professional Regulation. Lawson first earned that appointment in 2011, and previously served as an assistant U.S. attorney for the Middle District of Florida.

t didn’t matter if the tree wasn’t always real. Or that we weren’t wealthy. What mattered was that we spent the holiday celebrating the birth of Christ in the company of family and friends — Polish style. My parents saw that our Polish heritage played a huge part in celebrating Christmas when I was growing up.There are so many memorable traditions, a few of which I try to carry on today. Christmas Eve, or “Wigilia,” was our most important holiday tradition. We’d eat delicious pierogi and break bread.The bread, or Christmas wafer called oplatek, was imprinted with a holy picture. We offered our oplatek to family and friends to ask for their forgiveness, or to extend a wish for happiness. Also on Christmas Eve, I or one of my three sisters would add hay to our crèche in preparation for the Christ child. We’d then dress in our Sunday best, pile in the car and attend midnight Mass at St. Mary’s Catholic Church. Even though we didn’t understand the language of our parents — no matter how hard they tried to teach us — just listening to the Polish Christmas carols gave me more reasons to love the season. And even though I can barely stay awake for a midnight Mass today, to this day, hearing Polish carols transports me back to my childhood.
My parents always did their best to make sure we had wonderful presents to open. But while the presents nestled under the tree brought sparkles to our eyes, it was the manger that took center stage in our home. Baby Jesus was not added to the crèche until Christmas morning, and the scene would remain center stage until the three kings arrived Jan. 6. For us, that one solitary life changed the world. Nothing meant more than honoring the birth of Christ with the breaking of oplatek and a Christmas toast among family and friends. The faith my parents instilled is a constant with me today. My crèche for baby Jesus always has a prominent place in my home. My parents still mail me oplatek so I can break bread with my family and friends. I may sing Christmas carols in English, but the English does not diminish the feelings brought on by the beautiful Polish verses. I am so very grateful to my incredible parents for honoring our heritage over the years, teaching us that no matter what you believe, we should treat each other with love, dignity and respect. — Mary Rathman is the editorial assistant at The Laker/Lutz News, joining the paper in 2002. Christmas fit for a princess

hen I was in high school, I had the opportunity to work at a radio station not far from my Pennsylvania home, where I anchored the weekend news. That was a big job for someone so young, something I didn’t appreciate until I was older. But it sure got me a lot of attention — especially from my church, a small rural Methodist congregation that would get me up at the pulpit regularly to read Bible passages. My hometown was primarily Roman Catholic, so one of the big events of the year, obviously, was Christmas Eve Mass. At the same time, I thought there was something special about conducting a service entirely by candlelight, like my church did for the holiday season. I really wanted to share the candlelight service with one of my good Catholic friends.And she was all for it — as long as I, in turn, accompanied her to Mass. I think my friend was surprised by the simplicity of the service at my church, and enjoyed what was a very intimate, yet moving celebration of Christmas. Later on, we took our seats in the large sanctuary that was Holy Rosary Church in the heart of downtown. It was packed with people, as if Bruce Springsteen himself was going to come out and deliver a homily. Once the priest arrived at the altar, he started talking. I’m sure what he was saying was profound, but what really got my attention is that behind me from a balcony on the second story, a small choir started a low, dramatic hum. The priest continued to talk, and he held out his hands, first at waist level, and then on a slow rise up. As his hands ascended higher and higher, so did the crescendo of the choir behind us. Suddenly, the priest’s hands shot straight up into the air, and the choir was in full majestic sound.At the same time, all the holiday lighting came to life around the beautifully adorned sanctuary, and it was as if a small slice of heaven had enveloped the room. I was shocked and I was awed. I was overwhelmed by the sound, the light, the energy.

All eyes were upon me. I quietly sat back down, and the service
resumed. I was so afraid that my friend would be irritated by my behavior. hen my son was a little older than 3, the blond-headed, blue-eyed tyke was extremely shy.Whenever someone he didn’t know well would drop over, Michael would try to hide behind me. That is until one Christmas when we had a house full of visitors. My brothers were there, and my grandfather and step-grandmother were too. So were my uncle and his pregnant wife, my parents, my husband and our three kids. I had mentioned to my brother, Tom, Michael’s tendency to shy away from people. So during our gathering, Tom asked

have always looked forward to Christmas. Except for one year. My sister Anne Marie was very ill, and I just couldn’t feel the joy of the season. So, instead of going to get a freshly cut tree from a lot and decorating it with my friends, Bob and Heather, I decided not to put up a tree. When I told Heather that I was skipping our annual tradition, she invited me to come to their place and help them to decorate their tree. As I put ornaments on their tree’s branches, I knew the decorations evoked memories of happy events, important places, and special moments for my friends. And, I thought to myself: I have a fine collection of ornaments, too. So, on my way home, I bought myself an artificial tree from Walgreens. It wasn’t very tall or full, but putting my ornaments on its branches — and remembering special times with family and friends — restored my Christmas spirit. That was Anne Marie’s last Christmas. Her legacy lives on, though, through the lives of her children and grandchildren, and in the happy memories of her that I carry around in my heart. I especially feel her presence each year, as I hang ornaments that she gave to me on my smallish Walgreens tree — celebrating

And, much to the surprise of both my husband and me, Michael began singing — and he knew nearly every word. When he finished, we all applauded, and Michael blushed and raced out of the room. nce upon a time, in a land far, far away, I dreamed that I was a princess. I was 10 years old, and pink and purple were the colors that shimmered and shined for me. I wanted a bedroom fit for a princess. I wanted pink walls and a fullsized white canopy bed with layers of purple ruffles, white nightstands with small lamps that were fitting, and a white fur rug to place my princess feet upon.This was a Christmas wish. As the gifts started going under the tree, I would try to figure out which part of my princess room could fit into the box. The day arrived when a very large, but flat, gift appeared. Could it be my princess bed? My parents asked me if I really thought a big canopy princess bed could fit into such a box. How could it? I knew they were right: No way a bed could fit into that box. Why should Christmas come to our home when my one and only wish was not coming true? Christmas morning came anyway. The house was full of soft and glowing lights from the tree and decorations, hot chocolate was in our cups, and beautiful Christmas music was playing throughout the house. Everything was beautiful, and we were all happy and dancing around, enjoying our Christmas Day. I told my mom that it didn’t matter too much that I would not have a princess room, and that I still liked Christmas Day. She smiled and winked at me. She told me that I have been a princess since the day I was born, and I didn’t need some silly bed to prove it. We gathered around the tree, and I was instructed to open the first and largest gift. I opened an end and peeked inside. There was a picture of the most beautiful canopy bed I had ever seen. It was not just white, but trimmed in gold. I was so overwhelmed, I cried. There was no way that a bed was inside. My parents had convinced me it could not be. The box was opened, and piece-bypiece, it came out to make my complete full-sized princess bed. Not only that, I had a matching dresser, two bedside stands, white shimmering lamps, and layers upon layers of purple bedding, canopy and curtains. Within a week, my beautiful pink and purple princess room was complete, right down to the white fur rug. I still remember the way it looked. But the best present I received that Christmas was not that, it was the memory of those words my mother spoke. — Carolyn Bennett joined The Laker/Lutz News in 2004. Athletes met lofty expectations in 2014 By Michael Murillo

Athletic competition typically is marked by athletes and teams with lofty goals for the upcoming year. Many times, however, they fall short of those goals despite a great deal of determination and hard work. But there also are cases where that hard work really pays off, and both individuals and teams meet their goals. Here are a few sports stories that had successful endings across a variety of athletic contests.
GETTING GOLD, AGAIN
As a freshman in 2013, Abbey Duncan was a state champion for Wesley Chapel High School’s swim team, and was even profiled by The Laker/Lutz News in March. But things change from year to year, so it shouldn’t be a surprise that the outcome was a little bit different in 2014. Not the part about being a state champion. Duncan did that again. But this time it was for a different school. Duncan transferred to Academy at the Lakes and helped that program achieve success in her sophomore year. Her state championship also was a little different, claiming the 100-yard backstroke in 2014. Duncan took the championship in a freestyle event last year. She enters 2015 as a two-time state champion, and she’ll only be a junior.
MISSIONS ACCOMPLISHED
Before the season started, the Sunlake Seahawks wanted something that had eluded them throughout their history:A district championship. “That’s one of our goals, to win the district title,” Sunlake head coach Bill Browning said last August.“It’s missing right now, but it really just provides more motivation for us.” Middle linebacker and tight end Austin Yeloushan felt the same way. “We’re planning on doing that this year,” he said. “We’ve been working hard in the weight room.” Whether it was the weights or the program’s history of success, Sunlake had another strong year, finishing the regular season at 8-2.They also survived a three-way tiebreaker with Mitchell and Springstead high schools to claim their first-ever championship in Class 6A-District 6. On the baseball diamond, the Wiregrass Ranch Bulls had a few question marks as they tried to follow up on their 2013 campaign, which included their first-ever playoff berth and a spot in the regional final. A big one was their coach. Marshall McDougal was not only a new coach at the high school, he had never coached high school baseball before. But as a recently retired professional baseball player, he brought a lot of experience and optimism to the Bulls’ job. “As a whole, our team is pretty solid all the way through,” McDougall said last April during his inaugural season as coach.“It’s a matter of keep pushing the kids, keep improving, and keep playing hard, and I think our kids can go a long way.” McDougal turned out to be right, taking Wiregrass Ranch right back to the playoffs. This time they fell in the regional semifinals, but proved that the program was ready to continue its success streak, even with a new coach at the helm.

uring the holidays, visitors to The Shops at Wiregrass can enjoy a free holiday spectacle. Each evening through Dec. 31, on the hour between 6 p.m. and 9 p.m., the shopping mall offers a light and sound show that features a 55-foot Christmas tree, a quarter-million lights and synchronized music. The attraction also features “snow” flurries which appeal especially to children from Florida that rarely, if ever, experience the real thing. The Shops at Wiregrass is located at 28211 Paseo Drive in Wesley Chapel.

Who doesn’t love the sights, sounds and smells of the fall and winter holiday season? Even the shrewdest of scrooges and grouchiest of Grinches can’t help but give into the spirit of the holidays. Your pampered pets are no exception. They, too, can get lost in all of the delicious food, dazzling décor, bright lights and excitement. To assure that this season stays magical and your fur babies stay safe, there are a few holiday dangers that pet owners should be aware of. • The more, the merrier — This is the time of year for the family and friends to get together. Doors are opening and closing more than usual as family and guests are popping in and out. Make sure that your guests are aware of your pet, and know not to let him or her out into the cold. If by chance your pet does wander outside unnoticed, be sure he is microchipped and wearing a current license tag.This will make locating him much easier. • Presents under the tree — Pets love to get gifts, too. Just be sure that when giving a gift, leave the holidays bows and ribbons off the package. If played with and swallowed, items like yarn ribbon or string on gifts can cause intestinal obstruction, requiring surgery. It also is a good idea to remove already opened gifts from under the tree. Some items may be choking hazards to your pets, and fragrant products such as aftershave and perfume contain both alcohol and essential oils.These could be toxic if ingested by a cat or dog. • Oh Christmas tree, Oh Christmas tree — Christmas trees are festive and beautiful, but can present many hazards to both dogs and cats. Make sure that the tree is in a secure stand to prevent tipping. Secure the tree to a wall, window or ceiling with fishing line for added protection against tipping, and keep all animals away from the tree. The needles can be toxic if ingested, and the preservative for the base often contains toxins as well as sugar water, which attracts both dogs and cats. Leave the tinsel off the tree. The shininess is attractive, but tends to cause blockages when eaten, and could require

Chewing on these cords can lead to electrical shock, burns in the mouth, and even death by electrocution. Unplugging the lights when you’re not around, using “pet proof” extension cords, and spritzing the cords with bitter-tasting sprays can help prevent an unthinkable tragedy. Beware of the ornaments and decorations used on the tree. Most animals like to play with the ornaments as if they were their favorite tennis ball. Serious cuts and lacerations to the mouth can occur of the ornament is made from glass. Sharp hooks can get embedded into a pet’s mouth or esophagus. Decorations from food — such as popcorn and cranberry garlands — are very tempting to dogs and cats, and can cause obstructions if eaten. Keeping all harmful decorations toward the top of the tree can help prevent harm to a beloved pet. • Poisonous plants — Green foliage and colorful flowers add a festive feel to the holiday décor of any home. Unfortunately, if they are down where a pet can reach them, they can cause extreme stomach upset, along with more severe problems. Mistletoe can cause heart collapse, hibiscus diarrhea, holly berries have the potential to be fatal, and poinsettias contain a sap that can cause blistering in the mouth. • Mouth-watering foods — The food during this time of year is delicious. However, people aren’t the only ones tempted by the smells and aromas coming out of the kitchen during the holiday season. Be sure to let guests know the rules about food when it comes to pets. Sneaking scraps to Fido under the table is unacceptable. If you do let your dog or cat have a little holiday treat, make sure it is safe for them to eat. Uncooked meat, fish and poultry contain bacteria that can cause pets to become ill. Keep all bones from meat, fish and poultry away from animals. Ingesting bones — big or small — can cause intestinal irritation and laceration. Chocolate, coffee and tea contains xanthine, which causes nervous system and urinary system damage and heart muscle stimulation.
Hi, all. I’m Klauser, the handsome one in the picture wearing the Santa outfit. The cutie beside me is my sister, Rosie. We were born in Zephyrhills in January 2006, and were quickly adopted by Canadians, Steve and Nancy Jaeger, who winter down here.That was our lucky day! So we became international pups, spending six months each year in Canada, and the other six months in Florida. We have even been on an airplane … are we spoiled or what? Life was good. We had designer clothes, and even our own golf cart with our names on it. When I was 6, I developed a rare condition called SARDS — sudden acquired retinal degeneration syndrome — which made me blind overnight. There is no known cause, and definitely no known cure. But did that get me down? No! I still ran around everywhere, getting a few bumps now and then. And every afternoon, dad took me on the “brummie,” my golf cart, to the field, and Rosie and I would race everywhere. In December 2012, I developed diabetes, and mom gave me two insulin shots daily. She said I had so much strength and

courage getting those needles. However, by September 2013, the diabetes had advanced drastically, affecting my other organs and making me very sick. Long story short, I earned my angel wings Sept. 12, 2013, and I am now in Doggie Heaven. Mom, dad and Rosie were heartbroken, we had shared so much love and joy. I had a beautiful life with them, but up here in Doggie Heaven, it’s pretty great, too. I can see again, and I no longer have diabetes. Even my buddy Kaz is now here with me. I wink down every night at mom, dad and Rosie from the heavens above.And you know what? Love never ends!

NEW MAACO COMING TO LAND O’ LAKES Come January, yet another shop will open where Land O’ Lakes residents can get car work done. New franchise owner Kristen Andreani is opening her first Maaco location at 4107 Land O’ Lakes Blvd., according to company spokeswoman Betsy McDonald. Maaco, founded in 1972, has more than 450 franchises across North America through its Charlotte, North Carolina-based Maaco Franchising LLC. It would become Pasco’s second Maaco location, joining one on U.S. 19 in New Port Richey.The only other close Maaco location is at East Fowler Avenue in Tampa.
ORTHODONTIST LOOKS TO BUILD AT WESLEY CHAPEL HOSPITAL
Developers are looking to build a threestory office building just in front of Florida Hospital Wesley Chapel on land connected to a local orthodontist. Armando Cabre, of Cabre Engineering LLC, is set to meet with county officials behind closed doors next week to discuss plans to build a 16,000-square-foot medical office building on 1.8 acres of land just north of State Road 56 along Bruce B. Downs Boulevard. Lismark, according to county property records, purchased the land in November 2013 for $1.28 million. The vacant land currently is zoned for commercial, and is part of a larger sector of land the Porter family — who control the Wiregrass Ranch development — have designated for primarily medical uses to help complement the Wesley Chapel hospital. No other details were shared about the facility, except that some of the project would be set aside to construct a drive-thru ATM somewhere in the future. It’s not clear if Farina plans to use space in the office himself, or if he’s building to attract other medical professionals. He did not return an email request for comment last week. It’s likely too early to talk a construction start date just yet, since meeting with county officials typically is a preliminary step in the development process.

Land is getting pretty expensive along State Road 56, which is exactly what the owner of the Buffalo Wild Wings chain found out late last month. AMC Wesley Chapel Real Estate Inc., a company affiliated with Buffalo Wild Wings owner Diversified Restaurant Holdings Inc., purchased a little more than 2.5 acres of land along State Road 56 just east of Cypress Ridge Boulevard for $2.3 million. That’s a price just north of $903,000 an acre. The developer has plans to put the land to good use, however.AMC is seeking final approval to build a 6,400-square-foot restaurant on the site, with an 800-foot patio, with direct access to State Road 56. Buffalo Wild Wings got initial approval from the Pasco County Planning Commission earlier this month, and will seek to get the same from the full Pasco County Commission in January. This would become the second Buffalo Wild Wings in Pasco County after the State Road 54 location in New Port Richey. Other locations are in Ybor City and Tampa’s

Just two months after picking up a new owner,West Winds Assisted Living Facility in Zephyrhills is no more. The 75-bed for-profit facility is now called Rosecastle of Zephyrhills, according to a posting on the facility’s Facebook page. Rosecastle, located at 37411 Eiland Blvd., was sold Oct. 1 to Sabra Health Care Holdings III, which lists its address in Irvine, California, according to Pasco County property records. West Winds Prime LLC was the seller, and managed the property through various companies since West Winds opened in 2008. Sabra is a real estate investment trust that acquires senior citizen housing, memory care and skilled nursing facilities around the country. It purchased West Winds for $10.2 million, adding it to six skilled nursing facilities and three senior housing facilities Sabra purchased through the first half of 2014 for $141.5 million, according to filings at the time with the U.S. Securities and Exchange Commission. It remains Pasco’s third-largest real estate transaction.Topping that list was the $36.1
