Hillsborough schools face shortfall

Hillsborough County Schools is making massive cuts, as the district battles to stop the financial bleeding, Superintendent Addison Davis told members of the North Tampa Bay Chamber of Commerce, during a Zoom business meeting. The superintendent detailed the rollercoaster ride the district has been on — adjusting to challenges posed by the COVID-19 pandemic, and dealing with significant financial problems.

Davis joined the district on March 2, just weeks before the district shifted to remote learning for the remainder of the school year because of a shutdown imposed by the COVID-19 pandemic. Then, when the 2020-2021 school year began, there was the controversy over whether schools should be required to offer brick-and-mortar for students, or online options only. To retain state funding, the district was required to offer a brick-and-mortar option at every campus. It also offered parents the ability to choose an online option.

Davis said about 122,000 students are in brick-and-mortar classrooms and about 95,000 students are learning remotely. Some remote learners are assigned to specific classes, while others are enrolled in a more flexible virtual learning program. The pandemic also has required the district to spend money on personal protective equipment, and has increased sanitation and cleaning costs for district schools and facilities. “We have spent close to $14 (million) to See SCHOOLS, page 11A

Pasco school Send-off honors Pasco Commissioner Mike Wells system continues to improve safety

Pasco County Commissioner Mike Wells Jr., concluded his last meeting with the county board, on Oct. 20 with a playful gesture. He dropped the gavel. The action — which essentially means,‘My work is done here’ — provided a glimpse into the commissioner’s self-deprecating humor, and it came at the conclusion of a meeting where he received a standing ovation, and was lavished with praise for his six years of service on the county board. Commissioners paused from their formal agenda to honor some of Wells’ accomplishments since he won the District 4 seat in 2014 and subsequently won re-election. He’s leaving the board to become the Pasco County Property Appraiser. Wells has a long association with politics and government. After all, he followed in the footsteps of his father, Mike Wells Sr., who served on the Pasco County Commission and then was Pasco County Property Appraiser. Besides growing up in a household where public service was valued,Wells got involved in political campaigns when he was just 12 years old. During his tenure on the Pasco County

Commission,Wells has voted on myriad issues important to Pasco County residents, businesses, organizations and communities. He advocated for the extension of Ridge Road — a project the county had pursued for decades that finally began construction at the beginning of this year. He and his colleagues selected County Administrator Dan Biles to lead the county’s staff. Wells also took the leading role in reviving scalloping in Pasco County, after a hiatus that had lasted nearly 25 years. During county meetings and through work with community organizations, he has championed efforts to help the elderly, the disabled, the homeless, the unemployed, veterans and small businesses. Wells also has called for high expectations of the county staff, as it relates to customer service. At the same time, he demonstrated support of county staff, too. During this year’s budget talks, the county administrator recommended a 2% raise for county staff, in keeping with the inflation rate. Wells balked. Efforts to improve the safety and security of Pasco County Schools continues, as the district works to reduce potential threats on school campuses. The district recently submitted a plan to the state’s Office of Safe Schools, outlining steps it is pursuing to make its campuses safer. That submission came after a briefing on the efforts, presented to the Pasco County School Board, on Oct. 20. Michael Baumaister, the district’s chief of security and emergency operations, gave the briefing, after a closed-door session between the school board, district staff and representatives from local law enforcement agencies. That session was private because of the need for confidentiality, relating to security issues. New beer seeks to pitch Pasco tourism The Laker/Lutz News Staff Report Pasco County’s tourism marketing arm is trying a new approach — using a new brand of beer to market Florida’s Sports Coast. Florida’s Sports Coast is the name of the county’s destination management organization (DMO), which is in charge of Pasco’s tourism marketing efforts. The DMO has teamed up with Escape Brewing Company to create a beer called the Sports Coast Pilsner, according to a county news release. A public event to formally launch the beer is set for Nov. 5 from 4:30 p.m. to 6 p.m., at Widow Fletcher’s, 4927 U.S. 19 in

Just like COVID-19 has done with so many other industries, hospital and medical care systems also have needed to bob and weave, since the entire world changed around March. AdventHealth Zephyrhills and AdventHealth Dade City president/CEO Amanda Maggard outlined the medical community’s COVID-10 response — and what the future may hold for the pair of East Pasco hospitals that are part of one of the nation’s largest nonprofit health care systems. “It has definitely been an interesting year, hasn’t it? 2020 is a year I don’t think we’ll soon forget,” Maggard said, as the opening speaker at the Zephyrhills Economic Summit, held on Oct. 14. The hospital administrator detailed many of the initial challenges when COVID-19 cases spiked in March, during the event organized by the Greater Zephyrhills Chamber of Commerce, and convened at Zephyrhills City Hall. A major issue involved procuring as much personal protective equipment (PPE) as possible. “We have had a lot of PPE to serve, but COVID really escalated the amount and types of PPE that we needed,” the hospital executive said. As a result, the hospital supply chain system has been forever altered. Now, it emphasizes partnerships on domestically produced PPE, while moving away from a just-in-time delivery model for such equipment and inventory, she explained. In short, the pandemic offered “lessons learned” on how health care conglomerates handle and manage workforce, products, equipment and so on. “We will never go back to operating our supply chain the way we did before COVID,” said Maggard, who’s had her role since 2017.“We have much more of an inventory across our system today than we did before, and that will stay.” Since the pandemic touched down in the spring, hospitals have stopped many elective surgeries and procedures, including outpatient physical therapy. Instead of laying off those employees, workers were re-deployed in any and every way possible. Some tasks included handling temperature checks, child care services, cafeteria and nutritional services, and even organizing fun activities for other team members, Maggard said. “I’m so proud of the work that our team has done during this time,” she added. Local hospitals are “continuing to learn and apply the latest clinical, evidence-based best practices, so we’re taking lessons from all of AdventHealth and around the country, and trying to apply those to make sure that we’re giving the best possible care to patients with COVID,” the hospital CEO said. For example, the hospital is using Remdesivir, convalescent plasma therapy and “a number of other treatments, as we continue to learn and evolve,” Maggard said. LONG-TERM HEALTH CARE CONSEQUENCES

A noteworthy consequence of the pandemic, Maggard said, is how many people have delayed routine or more serious health care issues — largely out of fear of going out to a public hospital or medical facility. Between March and April, emergency rooms saw a 30% to 40% reduction in visits pertaining to heart attacks and strokes, Maggard said. “The truth is, people were still having the same amount of heart attacks and strokes, but they were waiting and not coming to the ER,” Maggard said. Because of those fear-driven consumer behavior changes, people who recently have been coming back to the hospital have more serious clinical issues, because they

Pasco County Tax Collector Mike Fasano’s five offices are accepting donations during the month of November to help build the Pasco Fallen Law Enforcement Officers Memorial. The memorial is planned to be located on the grounds of the Historic Pasco County Courthouse in Dade City, and will honor law enforcement officers who died in the line of duty, according to a news release from Fasano’s office. Pasco County is the only one of Florida’s 67 counties without a permanent law enforcement memorial, so efforts led by Attorney Craig LaPorte and other volunteers have been ongoing to raise enough money to build one. Pasco County Commissioner Ron Oakley also has been involved in the fundraising efforts. An annual memorial service is held to

When the COVID-19 pandemic slammed the brakes on the local economy, Pasco County Tax Collector Mike Fasano thought it would mean that he’d be able to return about half of the money that he typically returns to the county each year. But, it turned out that the tax collector’s offices were able to continue operations — with adaptations, and last week, Fasano presented a check topping $3 million, more than double what he expected. “God bless my staff; we were able to keep things going, even though we had to close our lobbies.We still continued to provide service,” Fasano said.“I will also tell you that we’re No. 1 in the state, and continue to be, in giving out concealed weapons permits.” He praised the work of County Administrator Dan Biles. “Dan Biles has been phenomenal in leading us through this serious crisis,” Fasano

said, noting his offices were able to stay open — using temperature gauging and other precautions to keep people safe. “We’re able to give people tickets so they can wait in their cars, and they are texted when their numbers come up. And, Dan has been outstanding in making sure that happened, and we appreciate that,” Fasano said. Fasano presented a check for $3,457,000 to the county, of which he requested $305,000 to renovate a building in San Antonio to house his office’s department that oversees printing and mailing of tax notices, registration renewals and other materials. “With that said, we’re asking that from that $3,457,000 — $305,000 be put to the side,” Fasano said, to pay that contractor. “You can keep $3.1 million. I want $305,000,” Fasano said. Pasco County Commission Chairman Mike Moore assured Fasano that the request was on the board’s consent agenda, which was subsequently approved by the board.

Small teams made for mighty results during this year’s socially distanced version of the annual International Coastal Cleanup, presented by the Rotary Club of New Port Richey and Withlacoochee River Electric Cooperative, according to a Pasco County news release. By the time that readers pick up this week’s copy of The Laker/Lutz News on Nov. 4, the nation may know who won the presidential election — or not. It will depend on whether it’s a razor-thin result, or a landslide. But, based on ballots cast by mail, or at early voting sites — there’s no doubt that this election motivated people to get out and vote. Election officials in both Pasco and Hillsborough counties said operations went smoothly during early voting and that turnout was high. “Pre-Election Day turnout was 60% of our entire voter roll and far surpassed the Pre-Election Day turnout from 2016,” said Pasco County Supervisor of Elections Brian Corley, via email. “We expect a strong election day turnout and to far exceed 2016 General Election turnout.”

Corley added that the county had the greatest number of days and locations for early voting in Pasco's history. He also said “voters were very pleased with the precautions we took to ensure a safe environment.” The supervisor said that he appreciates the county’s poll workers, who continually step up to serve voters. He also thanks the patience of voters, as his office administers “the most scrutinized election, during a pandemic.” In Hillsborough County, the vote totals for early voting and Vote by Mail are already approaching the total voter turnout for 2016, said Gerri Kramer, director of communications for Hillsborough County Supervisor of Elections Craig Latimer’s office. Vote by Mail drop-off tents — used for the first time this year at Early Voting sites and offices —proved to be very popular with voters. Towing companies must clear crash debris in Pasco By B.C. Manion bcmanion@lakerlutznews.com

Companies that remove vehicles from the scene of an accident in Pasco County must be sure to clear away the crash debris, too. That’s the word from the Pasco County Commission, which adopted an ordinance to that effect during the board’s Oct. 20 meeting. Commissioner Mike Wells had called for the local ordinance in the spring, to ensure that towing companies do a thorough job when clearing accident scenes. County Attorney Jeffrey Steinsnyder said the ordinance came to commissioners several months ago, but was delayed because of the pandemic. “It basically mirrors state law, but gives us some teeth with towing companies that fail to clean up the scene of an accident,” Steinsnyder said. Wells told the county attorney:“I’m glad it

has finally made it back to us.” The ordinance says that the board “recognizes that its streets and intersections are littered with debris from accidents and that this debris creates dangerous conditions for other persons using the roads.” It also requires that:“Any person removing a wrecked or damaged vehicle from a street, road, or highway shall remove and lawfully dispose of any glass, debris, or other injurious substance dropped upon the highway from such vehicle.” The ordinance aims to hold tow-truck drivers to the standards that state law requires. In calling for the ordinance earlier this year,Wells said he didn’t think every hauler is guilty of leaving debris in the road, but he wanted to increase the level of accountability. The ordinance was adopted without public comment, on a 4-0 vote, with Commissioner Kathryn Starkey absent.

NEW GOVERNANCE MODEL

The Board of Trustees at Saint Leo University made a decision on Oct. 23 to no longer recognize the United Faculty of Florida Union at the school and approved the creation of a new, shared governance model, according to a Saint Leo University news release. In keeping with the university’s Catholic Benedictine identity, the board made the decision in the spirit of helping the university maintain its strong valuesbased community, innovate, and be more agile in the fast-moving world of higher education, the release said. “The time has come to chart a new path at Saint Leo University,� said Jeffrey Senese, university president.“We are excited about having the faculty side-by-side with us to make important decisions about academic standards, working conditions, compensation and benefits, and strategic planning.� Under the shared governance, the university will have a guiding Faculty Handbook and will create a new faculty body with various committees, based on the interest and needs of the elected faculty and administration members. Each committee will utilize the shared experiences of the faculty and administration to ensure equal representation.

The public outcry, including persistent student protests, prompted state legislators to mandate safety upgrades on school campuses across Florida. The district’s recent safety assessment was required by state law. During its review of the district’s current measures and practices, the goal was to “use our resources smart, do tangible security improvements that actually have meaning,” Baumaister said. “They’re (upgrades) not there just for show.” Initially, the district responded to the state’s mandate by ensuring that security improvements — such as a hole in a fence, or a sign down — were addressed and completed through work orders. “I visited many of the schools and, I’ll be honest with you, I haven’t seen many issues that are still out there that need to be addressed,” said Baumaister, who joined the district in July. Part of the district’s current plan involves security cameras. Some schools don’t have any cameras, or have too few, or have them in the wrong places. The plan is to make sure that schools lacking cameras receive them, and that those that need more get them, and that those needing relocation are moved, Baumaister said.That work is being done in phases. The district also is adding window security film in some places. The film provides tinting and mirroring, and also hardens the glass. “If something punctures the glass, the glass doesn’t fall apart. It stays together.You might have a hole in the glass, but it will stay together and it will keep people out,” Baumaister said. Improvements also are being made to ensure that school safety guardians at ele-

I think when the two Mikes (Mike Wells and Mike Moore) came on board, they brought a great energy of getting things done.” He said Wells has worked to help push stormwater projects forward. He also said Wells helped secure funding for Starkey Park and SunWest Park, and supported the county’s acquisition of private water systems, leading to lower rates for customers.

mentary schools can communicate directly with law enforcement. There are some dead areas on some campuses, where the radio system doesn’t transmit.Those areas are being mapped out, and bi-directional antennas will be used to correct the problem. The district also is evaluating where it needs to add perimeter fencing at some schools. “We’re also looking to put a video doorbell at each front door of every school,” Baumaister said.“Someone hits the bell, someone from the inside can see who’s coming and they get let in. “This way, there’s a stop point. You can’t just directly enter schools. It’s important.The installation of that has been going on for the last year and it should be completed, probably, by the end of the year — give or take a little bit,” he said. The district also is using its “human tools” to help improve security. “We’ve increased our ‘See something, Say something’ campaign. It creates an ability for our students, if they hear about a threat, to let us know about a threat,” Baumaister said. “Fortify Florida is very heavily implemented in the schools,” he added.“It’s like an early warning system. So, if a student hears about something, they can let us know, anonymously, if they’d like to, so we can jump ahead on it. “Our Crisis Go app has been implemented fully, in all of schools this year.We’re doing all of our drills through Crisis Go.What Crisis Go is, is basically an alert system.You hit a button and help will come on its way. “If an intruder is walking across the campus, they can hit the alert on their computer or on their cellphone, and it will notify the authorities and help can come to them,” he added. Student Crime Watch programs are encouraged, and the district has fully implemented its Threat Assessment Teams, Baumaister said. Those teams include law enforcement, mental health, guidance and administration. The goal is to provide intervention early — to help avoid bigger issues, the security chief said.

S

uffering from pandemic-induced cabin fever? Perhaps some fresh air and outdoor exercise in a local park or preserve can clear the homebound blues. Maybe it’s best to take a hike. While so much has changed in this unusual year, at least one thing remains on track: Hillsborough County’s fifth annual Hiking Spree. Sponsored by the county’s parks and recreation department, the adventure challenge encourages people to exercise, explore the outdoors, and experience nature through numerous parks and preserves. This year’s trail list features 25 trails at 20 locations throughout the county. Here’s how the spree works: Complete at least eight trails between November and March 31 and earn a patch, a medallion for a walking stick, or a dog bandana. One of the hikes can be at a location of the participant’s choice that is not on the list of 20 locations. Participants may hike on their own, or in a group setting with friends and family. Some sites have entrance and parking fees. Hikers may repeat any trail twice for credit, as long as the hikes occur on different dates. Hiking Spree trails are designed to offer something for everyone, from hiking rookies to seasoned outdoor enthusiasts. Hikes are rated from easy to moderate to strenuous. Lengths range from less than a mile to 7miles long — such as the paved loop road at Thonotosassa’s Flatwoods Conservation Park. Environmentally diverse sites are spread throughout the county and range from neighborhood parks such as Carrollwood Village Park, to large preserves with multiple habitats like the 1,100-acre Lake Dan Nature Preserve in Odessa. Also, for the first time, this year’s trail list includes two state parks – Alafia River State Park and Little Manatee River State Park, in Lithia and Wimauma, respectively. A total of seven of the 2021 Hiking Spree parks and preserves fall within The Laker/Lutz News coverage area: Carrollwood Village Neighborhood Park, Peterson Road Park, Lettuce Lake Conservation Park, Lake Rogers Conservation Park, Lake Dan Nature Preserve and Cypress Creek Nature Preserve. cause they have so much to offer. That includes Lettuce Lake, one of the county’s most popular parks, at 6920 East Fletcher Ave., in Tampa. More than half of the park’s property lies in the natural flood plain of the Hillsborough River, consisting of a hardwood swamp forest. The remainder of the park consists of hardwood hammocks and pine flatwoods plant communities. Within the park is a 1.25-mile paved exercise trail and 3,500-foot boardwalk with an observation tower that provides scenic views of the Hillsborough River and an opportunity to see all sorts of wildlife, from wading birds and songbirds, to even alligators. Another favorite is the 1.25-mile Singing Bluffs Trail at Edward Medard Conservation Park, 95256 South County Road 39, in Plant City.The trail is noted for unique and elevation changes due to some old phosphate mines, alongside plenty of wildlife to admire from afar. Since its creation in 2016, the Hiking Spree program has grown in popularity each year, now drawing thousands of participants. The five-monthlong achievement window spanning fall and winter is timed to take advantage of the cooler, drier weather and to coincide with prime bird-watching times.

HILLSBOROUGH COUNTY REOPENS RECREATION CENTERS

Hillsborough County is reopening recreation centers and programming at its parks, in what it states is an ongoing effort to carefully and methodically restore services to residents. The county closed its recreation centers in late March because of concerns over COVID-19. The decision to reopen staffed recreation centers and restart recreation programming was made after consultation with health officials, emergency managers, and Hillsborough County Parks & Recreation staff, according to a press release from the county. Parks & Recreation is taking several steps in an effort to ensure residents’ safety. Programs will be at reduced capacity, and the recreation centers will undergo additional cleaning. Parks officials also recommend that novices first gain experience at a neighborhood park, and then progress to the conservation parks and nature preserves. The neighborhood parks and recreation centers are generally short, paved trails with water and facilities, unless otherwise noted. Conservation park trails provide more of a nature experience than your typical neighborhood park trail.Though some are paved, most are primitive trails that traverse a variety of natural habitats ranging from upland pine flatwoods, to wetland swamps, to bottomland forests. Most of the conservation parks have amenities, such as running water, restrooms, playgrounds and manicured pathways. Nature preserve trails, meanwhile, take the nature experience up several notches — almost as if you’re briefly leaving civilization for a hike. On a nature preserve, development is kept to a minimum to protect natural areas and wildlife. Nature preserve trailheads have small, unpaved parking lots, a fence with a walk-through entrance, and a small kiosk with trail information. They do not have restrooms or running water. Moreover, trails are unpaved, longer with fewer trail markers, and have rougher terrain. What’s helpful, though, is nature preserves do feature trail markings, or blazes, usually colored in red, blue or yellow.These paint markings located on posts or trees will help guide you in the proper direction. So, if you come to an intersection, look for a blaze for what direction to hike. It’s recommended to always carry a map when hiking a nature preserve. lowed to use county fields for non-contact practices and conditioning, but contact practices and games and tournaments have not been permitted since late March due to COVID-19 concerns. To receive permission to resume games and contact practices on county-maintained fields, each league can now submit a plan that must be approved by Hillsborough County Parks & Recreation. The plans must outline the social distancing, sanitation, scheduling and other measures the leagues will use to assure the safety of players, volunteers and fans. Safety requirements include temperature checks for all players, spectators, coaches and staff. Such plans can be submitted for review to PRK-Fields@HCFLGov.net. Parks officials will review the plans and respond to the league with changes or approval. County leaders recently decided to allow the resumption of contact practices, games and tournaments for youth football after extensive consultation with local health officials, emergency managers, Parks & Recreation staff, and others.

I

n many ways, David Castle is a typical 8-year-old boy. He loves superheroes, WWE, Fortnight, motorcycles, fast cars and fishing. But, unlike most boys his age, he’s been undergoing cancer treatments for the better part of a year. Last October, he was diagnosed with a Stage 4 Wilms tumor in his right kidney. After 46 weeks of aggressive treatment — including the removal of his right kidney, he recently was diagnosed with two new cancerous tumors in his right lung. A ministry outreach group called Bringing the SON Light, organized a massive Halloween parade — including 250 to 350 vehicles.The ministry, based in Spring Hill, also organized a barbecue fundraiser to benefit David and his family. Las Insportables Tampa Bay, Crystal Harley-Davidson, KW Morrow Electric Inc., were other sponsors, too. Vehicles taking part in the parade includ-

ed exotic sports cars, motorcycles, 4-by-4s and emergency vehicles from Pasco Fire Rescue, Lealman and Tarpon Springs. They rolled by and packed David’s street, in the Ashley Lakes subdivision, in Odessa. Many of those taking part dressed up as David’s favorite superheroes, and gave the 8year-old gifts and cards. Parade participants performed, too, burning their rubber tires on the asphalt to provide a smoke show for David. The boy was obviously delighted. After the parade, there was a big barbecue fundraiser, with proceeds benefiting David’s family. David’s mother, Tammy Miller, was thrilled by the outpouring of generosity for her son and her family. It has been a challenging year, and more challenges lie ahead. But, on Halloween, David was one happy boy — surrounded by his favorite things, in a community that clearly cares. The recreational daily bag limit as of Oct. 26 will be three fish per person along the Atlantic coast from Nassau through Miami-Dade counties, according to a Florida Fish and Wildlife Conservation Commission (FWC) news release. Bluefish from Maine through the Atlantic coast of Florida make up a single population.A federal stock assessment in 2019 found that this Atlantic population of bluefish is overfished.

Gov. Ron DeSantis has enacted into law HB1135, which authorizes the creation of a specialty license plate to promote the need for lifesaving organ and tissue donors. The specialty plate was requested by Donate Life Florida, a nonprofit coalition of Florida’s organ, eye and tissue donor programs. The legislation requires Donate Life Florida to presell 3,000 vouchers toward the purchase of a new license plate within a 24-month timeframe, before production can begin. Donate Life Florida has launched a virtual campaign to bring awareness and promote the new specialty plate. Sales of the vouchers started on Oct. 16. The cost of the specialty plate is $25, plus $8 in state and local fees. Residents can schedule an appointment at their local tax collector or driver license office to purchase the voucher.
