A transit study will take a regional approach in trying to identify a solution to unsnarl Tampa Bay’s traffic congestion, and, qualify for federal aid. Jacob Engineering will conduct the 24month study for Hillsborough, Pinellas and Pasco counties.The approximately $1.5 million cost will be paid for by the Hillsborough Area Regional Transit Authority, commonly called HART and the Florida Department of Transportation, called FDOT for short.

Pasco suffers extensive storm damage By Kathy Steele ksteele@lakerlutznews.com

Tropical Storm Hermine brought drenching rain and gusting winds to Pasco County and a price tag well over $100 million, in what could prove to be one of the costliest storms in the county’s history. Homes in New Port Richey, Port Richey and Elfers sustained the worst damage. Those communities also suffered through flooding during strong summer rains in 2015. Northeast and central Pasco mostly escaped the flooding and wind damage from Hermine, which later came ashore in the Panhandle as a hurricane. However, a total of seven sinkholes opened across the county, including at locations in Lacoochee and Wesley Chapel. Final numbers are not yet in, but county officials say just the physical damage to homes along could reach $89 million. Damage to public buildings could be as high as $50 million. County officials are asking business owners to complete a business damage assessment survey to help calculate their losses. At a Sept. 7 press conference, county officials gave an update on storm damage, and steps being taken to secure disaster aid for county residents. “We are going to do what it takes to get you back on your feet,” said Pasco County

Chairwoman Kathryn Starkey. More than 2,600 homes were damaged, with 305 homes sustaining major damage from fallen trees or water covering electrical sockets. More than 1,500 homes had minor damage; nearly 800 had some damage from downed trees or yard flooding. Seven homes were destroyed, based on water rising above doorknobs or roofs and walls that caved in due to fallen tree limbs. The Regional Medical Center Bayonet Point sustained about $3 million in damages and $10 million in lost revenues. The hospital had to evacuate patients and close the hospital when lightning during the tropical storm sparked a fire.

After last year’s flooding, the county didn’t qualify for federal aid based on the amount of damage. However, damage from Hermine is well above the threshold that would qualify it for federal emergency status. That will open opportunities for federal grants, said Kevin Guthrie, the county’s emergency management director. But, he added,“This is not a quick moving process.” In coming days, Guthrie said he expected additional reports to come in about storm damage. Medical marijuana is slated to be a topic of discussion when Pasco County commissioners host a public workshop on Sept. 20 at 1:30 p.m., in New Port Richey. The county’s legal staff currently is reviewing land use and zoning regulations to craft an ordinance governing the future of medical marijuana within Pasco. County commissioners requested a workshop to hear a range of opinions on the matter. In August, commissioners extended a moratorium on the growth, processing and distribution of cannabis through the end of the year.The existing moratorium was set to expire on Sept. 1. Cannabis is the basis for medical marijuana, which is legal in Florida in a low-level, non-euphoric form known as Charlotte’s web. Its use is limited to patients with cancer or seizure disorders. At prior meetings, commissioners have heard from law enforcement about increased crime rates in states, such as Colorado and California, which have approved either medical marijuana or its recreational use. Substance abuse or prevention counselors have said they worry about increased use of marijuana, especially among youth. But, commissioners also have heard from residents with chronic medical conditions, who say medical marijuana eases their pain and gives them a quality of life that traditional medicines don’t provide. Whatever the county’s final ordinance, it will have to take into account a statewide Nov. 8 referendum on the issue. Voters will be asked if they want to expand the list of illnesses that can be treated with medical marijuana, and if stronger strains can be prescribed and dispensed.

Former insurance professional Barbara Brekke didn’t have an ideal childhood. The Land O’ Lakes woman said she grew up in a small town outside of Chicago in a household rocked by domestic violence. When Brekke was 15, her mother suddenly announced that in two days she would be leaving the family to go live with another family in Chicago. The teenager felt heartbroken. In retrospect, however,“that really was a good change,” Brekke said.“It just didn’t feel like it.” She went on to secure a high-ranking position in the insurance industry, overseeing large projects. For the last 10 years of her job, she commuted between Florida, Chicago and other places — overseeing employees and projects. It was a job she loved and didn’t want to leave. But, she knew she would never be able to pursue her other dreams, if she stayed in that job. So, she spent a year finishing projects and training her replacement, then she set off to pursue new ventures in Florida. Namely, she wanted to be a public speaker and a published author. But as time went on, she also discovered the desire to become a certified life coach. Brekke, who lives with husband Mark Dewlow, is already a public speaker. She has written one book, “Dream Weaver, Goal Achiever,” and still aims to write a memoir and children’s books. Her “Dream Weaver” book offers a stepby-step approach to help people convert their dreams into reality. But, it’s not just about helping people’s dreams come true, Brekke said. It’s also about helping people who feel stuck to dislodge themselves from whatever is weighing them down. Throughout her 15-chapter book, Brekke combines inspiring thoughts along with practical suggestions. For instance, she urges readers to be true to themselves: “Honor and respect your dreams, regardless of the thoughts and opinions of others,” she writes. She also helps them to set their priorities. “If you only had six months to live, what would you spend those six months doing?

Barbara Brekke left a job she loved to pursue her dream of public speaking and writing. The Land O’ Lakes woman has written a book, ‘Dream Weaver, Goal Achiever,’ which provides inspiration and practical advice for people who want to change their lives.

What if it was one month? Even just a day? Make a list of everything that you would do and who you would spend time with. This will give you a picture of what is important to you right now — it will tell you what your priorities are today. You will also want to think further into the future at least three years. “Be sure the things most important to you are respected in your planning and addressed in your goals, to ensure the most positive outcome,” she writes. She also urges readers to take a page from the corporate handbook, and write a mission statement for themselves. “Creating a personal mission statement will help you organize your thoughts, priorities, direction and time. Make your mission statement short, clear and important so that is easy to focus on,” she writes. It’s also wise to be realistic in setting a new direction, according to Brekke. “Explore the risks, challenges, and obstacles that are currently interfering with your dream of living the life you want to live. Write all these down honestly. Include fears you haven’t faced and obstacles you haven’t overcome. “Could a negative attitude be holding you back? Do you need to work on enhancing your health and getting rid of bad habits?” “List specifically everything you want to be, have, do and share over the next three years. This will help you create goals, large and small,” she writes. It’s also important to recognize that change often means giving up one thing, to pursue something else — like she did, when she left the job she loved to pursue desires she’d had for years. “Sometimes, in order to grow, there are people, habits and things we must leave behind,” Brekke said. My father loved this newspaper By Diane Kortus Publisher

I

never thought it would take this long to write a column about my father’s death. I’ve tried many times to share this news with you, but my sorrow was too raw to write more than a paragraph or two. Donald Valentine Kortus died Jan. 26, in the home where he lived for 60 years in Maplewood, Minnesota. After deciding against treatment for late-stage cancer, he came home from the hospital on a cold winter afternoon to be cared for by his daughters, immersed in his family’s love. My father’s death came fast, but he was good with that. He was already suffering from back pain when he fell down on Christmas Eve, while preparing for the annual Christmas Day festivities that he and his wife, Bettye, always host for their children and their families. The fall added to other pains our father kept from us, which he brushed off as normal for someone who was almost 88 years old. However, after Christmas his pain intensified and his mobility decreased, and Dad began to lose the independence he valued so much. After his second hospitalization within two weeks, I decided to fly home on a Friday afternoon to see Dad and help with his care. Just five days later, he was gone. To lose a parent is always difficult. But, for me and my brothers and sisters, to lose our father was unthinkable. Our mother had died 40 years earlier when she was just 48, and our father was left to parent by himself 10 children between the ages of 10 and 24. I sometimes wonder if our mother had not died so young, whether Dad would have become such a remarkable father — the type our cousins and friends envied,

and one who became a surrogate father to so many. In the 1960s and ‘70s, he was a hardworking father who held down two jobs to support his family. He had little time to parent, outside of being the disciplinarian when our mother needed help. But, after Mom died, Dad seemed to seamlessly make the transition to becoming both mother and father. His enduring love, patience, forgiveness, guidance, and unabated belief and support of our dreams, was the foundation that shaped the lives of his children, grandchil-

dren and all the others whom Dad embraced as part of his family. It’s important to know that my father’s Catholic faith was central to his life. So when his doctors told him he had no more than a few months to live, my father said with all certainty that he did not fear death and could not wait to enter the Kingdom of God. Dad told us this on Saturday, and we brought him home on Sunday. Monday afternoon at 3 p.m., his parish priest gave him the last Sacraments, and his daughters watched him take his last breath Tuesday

morning at 3:45 a.m. Dad asked us not to mourn his death, but to celebrate his life and to pray for his entry into heaven. But of course, we did mourn, and still do. We think about him every day — I often reach for the phone to call him with news about my children, or seek advice about the latest challenge facing this newspaper. My, how my father loved this paper. He read it cover-to-cover every week, and often remarked that he knew more about the happenings of Land O’ Lakes and Lutz than he did his hometown. My father is the biggest reason why The Laker and Lutz News are such good community newspapers. Dad would often call me with comments on that week’s stories, and make suggestions on how we could make the paper even better — whether I wanted to hear that or not. He would notice — and worry — when our ad count was down, and shake his fist in disbelief that every business in town wasn’t advertising in such a “fine newspaper that I’m sure everybody reads.” My father was so proud that I was this newspaper’s publisher. I realize now that much of my drive and motivation came from wanting to make him proud. One of my father’s last requests to me before he died was not to write a column about his death. After I wrote about the birth of my grandson last summer, Dad told me that my publisher’s column had run its course. He said my readers were undoubtedly bored with my boastful stories about my children and family, and he said I needed some humility and should find other things to write about. But today — eight months since my father left this world — I have decided to write this column after all. Because I want you to know about the good man who was my father, and of the love he had for this newspaper and me. That love will forever shape the person I am, and these newspapers that I lead.

A citrus king who savored the art of the deal Knowing Your History By Doug Sanders

W

hen James Emmitt Evans was 12 years old, he already knew what he wanted to do. He aimed to be “a general business man,” as he liked to call it. By the time he died, at age 96, the Dade City man would have gone on to build one of the first citrus concentrate plants in the state south of Dade City. He is perhaps best remembered for his pioneering strategies to hedge juice inventory on the futures market, and for planting some of the largest contiguous citrus groves in Florida. When he died, his obituary carried the lead headline on the front page of the June 13, 1996 edition of The Tampa Tribune. A half-century before his death, Evans was a vice president on the board of the Pasco Packing Company in Dade City. Other board members were L. C. Edwards Jr., president (whose father was the former head of the Florida Citrus Exchange);W. F. Edwards, vice president (namesake of the football stadium at Pasco High School in Dade City); L.C. Hawes, vice president; and, H.S. Massey, secretary-treasurer. These men, who were all citrus growers, had a combined total of 10,000 acres that could produce 2.5 million boxes of fruit annually for processing at the plant. When the company’s whistle was heard across Dade City at noontime, the Valencia Restaurant in downtown Dade City was often the unofficial “Board Room” for Pasco’s board of directors. Located across from the Historic Pasco County Courthouse at the time, the Valencia was probably the place where plans were discussed to sell the company to Lykes Brothers in Tampa. With the citrus industry changing beyond all recognition, Pasco’s board members recognized how frozen concentrate was letting growers preserve and ship juice with greater efficiency. Only 50,000 gallons of concentrate were produced in the inaugural year of 1945. By 1951, production had zoomed to 31 million gallons. Selling the plant allowed the new owners to change the name to Lykes Pasco Packing in 1961, and to market its labels around the world as “Old South,”

“FloridaGold” and “Vitality.” At its peak, Lykes had more than 2,000 workers on its payroll in Dade City. Unlike any grower in the state at the time, Evans was a trader with his own accounts on the emerging Frozen Concentrate Orange Juice futures market. He was never satisfied with dealing through brokers, buying his own seat and remaining a major force during the formative years of the exchange. “All I can say is, I love making deals,” Evans said, in a Feb. 2, 1983 story published by The Gainesville Sun. Evans Packing Company was one of the first processors to supply other packagers with drums of bulk concentrate for distribution to chain stores. At its peak with some 400 employees, many of Evans’ six grandchildren and five great-grandchildren worked side-by-side with their spouses and in-laws. “If they’re kin, we’ll give them a job,” he was quoted as saying. Evans enjoyed spending time with his family and friends. He employed his own pilot, Sam Fallin, who flew the eight-seat, twin engine King Air to the Evans ranch in Homestead, where friends and family could spend a weekend fishing, playing golf, and hunting. Over the years, Evans endured his share of challenges. His citrus groves faced hard freezes, the Mediterranean fruit fly and citrus canker. Despite these harsh realities, Evans started the development of 7,000 acres for production in St. Lucie County in the 1960s. He also began an even larger grove along the Indian River/Okeechobee County lines near the Florida Turnpike during the 1970s. And, the purchase of 10,000 acres for additional groves in Charlotte County was

completed in the early 1980s. Evans did not live to see the outbreak of citrus greening, the agricultural disease with no known cure that has decimated Florida’s citrus production to an all-time industry low. The 1983 Gainesville Sun story identified Evans as one of 21 Floridians on the Forbes magazine list of the 400 wealthiest Americans. At the time, he citrus fortune was estimated at $135 million. Five years later, he was the oldest resident in Florida on Forbes 400 list, with $400 million in holdings — putting him at 157th place on the list. Evans had been successful since the early 1920s, starting off with less than $500 from selling tractors. “I never did have a bad year in business,”

he told The Gainesville Sun.“Not even during the Great Depression.” Despite his wealth and success, Evans lived in the same wood frame, three-bedroom home on the corner of 12th Street and Meridian Avenue in Dade City for 49 years. He headed his family business for 39 years. And, the company he founded in 1951 still remains as one of the largest growers in the state with 12,000 acres of citrus groves. “Retirement is not for me,” Evans was quoted in 1983. “Retirement is the day I die.” It turns out, that’s exactly what happened.

Student loan debt is affecting housing market By Kathy Steele

Student loan debt nationally is a staggering $1.3 trillion dollars, or about 10 percent of all outstanding debt. For seven out of 10 students, repaying student loans can be a nearly insurmountable obstacle that is altering career decisions and delaying the milestone of buying a home. Nationally, the average student loan debt is about $30,000. Across Florida, the average is about $25,000. At the University of South Florida, about 60 percent of students have an average loan debt of $22,600.At the University of Tampa, about 60 percent of students owe about $34,000. Unlike most debt, however, students by law are prevented from refinancing those loans. It is a dilemma that is highlighted in a survey released by the National Association of REALTORS Research Department and American Student Assistance, also known as Salt. The home ownership rate is falling, and

Kathy Castor, Rodriguez and other real estate agents held a press conference on Aug. 22 at the Greater Tampa Association of REALTORS to highlight the problem, and show support for a bill on refinancing student loans.They were joined by student leaders from USF, UT and Hillsborough Community College. “If we really want to make a change, and want to protect our nation’s youth and generations to come, we need to focus on our assets, college affordability and how we’re going to fix this,” said James Scudero, student body president at UT. Student loan debt is crippling, said Chris Griffin, peer advisor leader for USF New Student Connections. Food banks can now be found on student

campuses, and student homelessness is happening, Griffin said. “The scary thing is the food banks are used,” said Alec Waid, student body vice president at USF. The pending bill, known as the Bank on Student Emergency Loan Refinancing Act has about 170 sponsors. But, efforts to pass the bill have stalled for at least two years. “It’s something of a partisan issue. It shouldn’t be,” said Castor. If approved, student graduates could refinance private school loans issued before July 1, 2015. “A citizen can refinance their car loan, boat loan and their credit card debt,” Castor said. “But, students are not allowed to refinance their student loans. This would be a very good time to do this, because interest rates are very low.” According to the survey, at least a quarter of all students have a typical loan debt of about $25,000. And, 71 percent of nonhomebuyers say student loan debt is delaying the decision to buy a home. In some cases, the delay is about five years. About 42 percent of students with loan debt delayed moving out of the family home. Millennials born between 1990 and 1998,

About 50 percent of Pasco residents commute to jobs outside the county, he said.“Where are their transit options?” In the past year, Pasco residents have been asked their views on a range of transportation issues, most often focused on traffic congestion in high growth areas such as State Road 54 and State Road 56. A slew of road projects are under construction or under review to reconfigure or widen roads and highways throughout the county. Commuters heading south on Interstate 275 daily confront road lanes jammed with motorists trying to get to work. Recently, FDOT held public meetings to gain support for the Tampa Bay Express, a controversial road project to widen portions of I-275 and Interstate 4. Only limited bus transit links Hillsborough, Pinellas and Pasco counties. Feigenbaum said the study will recommend a single project that is doable, links all three counties and would qualify for funding from the Federal Transit Administration, an agency within the U.S. Department of Transportation. Other options will be included in the study, along with reasons why they didn’t make the final cut. Tampa real estate broker Alma Alexander said her daughter earned a degree in graphic arts in the 1990s and left school owing nearly $35,000. The debt wasn’t paid off until two years ago. “She worked at paying it when she could,”Alexander said.

The Land O’ Lakes area often is mentioned as an area where rail stops would boost local commercial and residential development.The area includes CSX rail lines crossing through the intersection of U.S. 41 and State Road 54. But, Feigenbaum cautioned against thinking that the study would focus on CSX. “It’s not a CSX study,” he said.“That will be a component of it.” The cost of buying the rail lines would only be a starting point, he said. The rail lines were built for freight and would have to be upgraded to handle passenger service.“There’s still going to have to be some consideration of construction and cost. It’s an important component, but it will be included with everything else.” Feigenbaum said the FTA looks to fund projects that boost economic development and show a return on investment. “Without those particular elements, it becomes just another shelf piece,” he said.“Some (prior) studies have so much dust, they are growing corn. But, that’s another story.” Initially, consultants will look at those previous studies, whether they produced transit projects or not, and compile them into a unified, coherent report. “We don’t want to invent the wheel,” Feigenbaum said. There also will be public outreach with town halls, telephone town halls and other events to gather community opinions. Once the initial study is completed, environmental and design work will be done before an application can be submitted to the federal transit agency. It could take up to five years to qualify for a fully funded grant, Feigenbaum said. “It’s an arduous process.”

‘Baseball Ranch’ opens in Wesley Chapel By Kevin Weiss

A new baseball and softball performance academy has sprung up in Wesley Chapel. The RockStar Baseball & Softball Ranch, which had its grand opening on Sept. 10, is owned and operated by Ryan Pryor, a former varsity assistant coach at Bishop McLaughlin and Wiregrass Ranch high schools. Situated on a five-acre property off of Old Pasco Road and Hadlock Drive, the indoor/outdoor ranch is equipped with several training amenities. It has six batting cages and machines; a pitching arena with five bullpens; various drill fields and ranges; and, 300-foot long toss/throwing lanes. Pryor, who initially began training players out of his garage several years ago, refers to the ranch as an “old-school” training environment. That philosophy starts in the “fit pit,” where players utilize medicine balls and flip tires for total body strength and conditioning workouts. “They’re swinging hammers, they’ve got (water) pails they’re lifting, they’re doing movements...to do the things they need to play this game, because they don’t do that anymore,” explained Pryor.“They’re playing more because of the culture of travel ball and tournaments, and (focusing) less on the physical side — they don’t climb trees, they don’t ride bicycles, they’re not using their shoulders.” Because of that, Pryor noted “throwing injuries have quadrupled over the last 30 years.” Pryor, who compiled a 123-34 record in five years as an assistant high school coach, said the ultimate goal of the ranch is to “bridge the gap” between a player’s potential and his current performance.

Saint Leo University volleyball libero Jamee Townsend was named the Sunshine State Conference Defensive Player of the Week for matches played Aug. 29 through Sept. 4. The senior defensive specialist wrapped up the week with a conference-leading 5.57 digs per set, helping to anchor the Lions’ back line in their 4-0 start to the season. Townsend also dished out 11 assists, and made only one service error during weekend play. The honor marks Townsend’s first career weekly award, and the first weekly award a Saint Leo player has won since Oct. 13, 2014.

FHSAA TRACK CHAMPIONSHIPS RETURN TO IMG ACADEMY

The 2017 Florida High School Athletic Association (FHSAA) Track & Field Championships are returning to IMG Academy in Bradenton this spring. The annual state meet will take place on May 5 and May 6 at IMG Academy Stadium. “We are thrilled to be returning to IMG Academy for a second straight year,” FHSAA executive director Dr. Roger Dearing said, in a release.“Thanks to the state-of-the-art facility, as well as the great hospitality shown to all participants this past May, we did not think twice about going back to Bradenton.” Roughly 11,000 people attended the 2016 state championships. Officials say enhancements to IMG Academy’s West Campus will allow for additional parking and increased capacity for entering and leaving the facility.

Former Pasco High football standout Josh Johnson has made the Jacksonville Jaguars 53-man roster, where he is expected to play as a nickleback and contribute on special teams. Johnson, a 5-foot-9, 200-pound cornerback, graduated from Pasco High in 2009, and played college football at Purdue University, where he went undrafted in 2013. From 2014-2015, Johnson played for the BC (British Columbia) Lions in the Canadian Football League. The Jaguars signed him on Feb. 12.

Grant, a senior, totaled 160 all-purpose yards (28 rushing, 56 receiving, 76 return). He also had a gamehigh in receptions (9). • Shane Bucenell, a former Wiregrass Ranch High School quarterback, led Charleston Southern to a 57-7 victory over Kentucky State on Sept. 3. The redshirt freshman scored two touchdowns, throwing for 99 yards and rushing for 21. • Taylor Bleistein, a former Wiregrass Ranch wide receiver, made an impact in his first career game at Hanover (Indiana) University, a Division III school. The true freshman caught five passes for 24 yards, and totaled 76 kickoff return yards. • Shaheed Salmon, a former Land O’ Lakes High School linebacker, recorded six tackles in Samford (Alabama) University’s 77-7 victory over Mars Hill (North Carolina) University on Sept 1. Salmon, a junior, played in 11 games last season for Samford, totaling 24 tackles and one sack. In 2013, Salmon led the Land O’ Lakes Gators in tackles (117), tackles for loss (21.5) and sacks (8.5).

A

s the nation paused to remember the lives lost in the Sept. 11 terrorist attacks 15 years ago this year, Atonement Lutheran Church in Wesley Chapel had a special service to celebrate and honor the community’s first responders. The church, at 29617 State Road 54 in Wesley Chapel, held a 10 a.m. service to celebrate and honor the community’s local police officers, fire and rescue first responders. The church also provided a meal for all guests, and took its hospitality a step further by delivering meals to first responders on duty at area fire stations and sheriff’s department stations serving Wesley Chapel, Zephyrhills, Dade City, Land O’Lakes and Lutz. The church also remembered four-legged first responders by providing special treats for them. On Sept. 11, 2001, terrorists hijacked four airliners and carried out suicide attacks. Two of the planes were flown into the towers of the World Trade Center in New York City, a third plane hit the Pentagon just outside Washington D.C., and the fourth plane crashed in a field in Pennsylvania. The attacks resulted in more than 3,000 deaths, including more than 400 police officers and firefighters. The special service at Atonement Lutheran Church was an expression of gratitude for the work that first responders do every day to serve the community, according to a release announcing the event.
