New interchange will ease congestion

Construction crews could be turning dirt within months on a new interchange at Interstate 75 and Overpass Road. A contractor is expected to be selected by August, and completion is expected about 2 ½ years after construction begins. The junction frequently is identified as a “gateway” into Pasco County, and a potential catalyst for new development in a largely rural area already experiencing a burst of growth.

“It has a regional impact for Pasco,” said Bill Cronin, president and chief executive officer of the Pasco Economic Development Council.“Another exit opens into the county where we have potential for residential and commercial growth.That is another big gateway for Pasco County from the north but from the east, too.” On a more local scale, the new interchange is expected to ease traffic congestion, bring more connectivity to northeast Pasco cities, and give the county another evacuation route for hurricanes and other emergencies.

“The benefit to the county is just tremendous,” said Margaret Smith, Pasco’s director of engineering services.“We’re giving residential and commercial users a whole other entrance. It takes the volume of traffic off the two busiest interchanges.” Situated about halfway between I-75 interchanges with County Road 54 and State Road 52, traffic engineers estimate a reduction of about 13,000 vehicles per day at each interchange. Efforts are in high gear, as Pasco County Schools prepares for the coming 2020-2021 school year. Pasco County Schools Superintendent Kurt Browning has said the district will announce its comprehensive plan for the upcoming school year on or before July 1. In light of continuing concerns over the spread of COVID-19, the district must take precautions it hasn’t had to take in previous years. In preparation for developing its plan, it has hosted focus groups, conducted a survey and used a tool called Thought Exchange, which drew participation from thousands of people. “You let us know what you thought and we listened,” Browning said, in a video posted on the school district’s website. “Several themes came through, loud and clear,” Browning said. “Many parents and staff expect and welcome a return to a traditional school setting in the fall. “You want a safe and healthy learning environment. “You want us to provide options because not everyone feels comfortable, returning to the school campus or to the workplace. “You want online learning to include more opportunities for students to interact directly with their teachers. “You want us to ensure that there are clear rules and procedures for when a child becomes sick and that those rules are enforced. You want more mental health resources for students and staff. And, you want to have opportunities to experience all of the things that make for a rewarding school experience, including all of the extracurricular activities that make school fun.”

Cypress Creek Town Center is adding a rock-themed, family restaurant; a game and entertainment venue; and a cigar emporium to its retail roster. Rock & Brews, Main Event and Cigars International are under construction on the south side of State Road 56, on stand-alone parcels adjacent to Tampa Premium Outlets. Rock & Brews general manager Tim Patituce anticipates an October opening. COVID-19 likely will determine the date. “With everything going on, you can’t pull the trigger on hiring until we get to 100% capacity without 6-foot separation.We want to make sure you get the whole Rock & Brews experience,” the general manager said. Patituce emphasizes that despite the “Rock” in the name, this is a family friendly restaurant. Gene Simmons and Paul Stanley, members of KISS, a 1970s rock group, are “corporation ambassadors,” Patituce said. The décor features rock n’ roll posters. Televisions play music videos. And, diners can play shuffleboard, corn hole and foosball. The menu includes burgers, pizzas and creative salads — made from scratch with locally sourced ingredients.

Florida Avenue Brewing ready to begin pouring By Kathy Steele ksteele@lakerlutznews.com

Craft beer lovers get ready for the taste of some new brews in Pasco County. Florida Avenue Brewing Co., anticipates opening by the end of July, possibly as soon as July 15. “We’re super excited about it,” said Anthony Derby, chief executive officer of Florida Avenue Brewing. “This project is bigger than what I imagined it to be – in a good way,” said Derby, who also is a founder and CEO of Brew Bus Brewing in the Seminole Heights neighborhood of Tampa. When Florida Avenue Brewing opens in Wesley Chapel, Derby anticipates it will be able to produce 60,000 barrels a year, and claim its place as the largest locally owned brewery in Florida. A grain silo will allow storage of grain in bulk. The brewery will have about 14 distributors selling its craft beers statewide, from Tallahassee to Key West. The Pasco County Commission recently approved an economic incentive payment of about $253,000. In return, Florida Brewing will create at least 42 jobs related to the manufacturing activities of the brewery, according to the county’s agreement. The payment also will fund an employee training grant for Pasco-based employees, and reimbursement of county utility service connection fees. Derby anticipates that as many as 150 jobs in manufacturing and retail, including restaurant positions, will be created over time. The brewery will open in the former Sports + Field, at 2029 Arrowgrass Drive. Construction work on a major remodel of the building is nearly complete. Florida Brewing will have a full restaurant, a 3,500-square-foot outdoor beer garden, a private beer garden for special events, an open kitchen, and a large closed kitchen. Patrons will have an open view through glass into the brewery from inside the dining room, as well as from the outside. Derby envisions Florida Brewing as a

Father’s Day and grilling go hand-in-hand. Dad may even get some grilling-related gifts that he’ll put to use right away to prepare the Father’s Day meal. But, like so many other aspects of society, the pandemic has been hard on the beef industry, and meat, in general. So, I turned to my coworker, Laura Bennett, to ask her for some specifics. Laura is the livestock agent for the University of Florida/Pasco County Extension, as well as the livestock agent for Sumter and Hernando counties. I asked her what is going on with the beef shortages and prices, and this is what she told me:“Over the past weeks, many people have been concerned about our beef supply chain, and about all meats, including pork and chicken, for that matter,” Laura said. She also pointed to an article in Feedstuffs Magazine, by Darrell Peel, a livestock marketing specialist for Oklahoma State University. That article says the beef markets appear to be moving beyond the worst of the disruptions. This is great news for consumers and producers of beef alike. So, what was the problem in the first place? When restaurants were forced to close their dining rooms in March, they experi-

enced a swift and sharp reduction in business. At the same time, demand increased drastically at the grocery store because people were staying home to eat. The shift created a bottleneck in the supply chain and disrupted the flow of product to retail markets. Then, in early April, several beef processing plants had to close because of workers coming down with COVID-19 infections. For four consecutive weeks, cattle processing was down nearly 35% compared to the same period last year. Since then, beef processing has rebounded quite well, and for the week ending May 30, beef production coming out of the processing plants is down just 7.6% compared to the same week last year. So, why were prices affected? Let’s take a look at “boxed beef” to understand the impacts. “Boxed beef” describes how 90% of beef is shipped to retail outlets. Boxed beef refers to wholesale cuts of beef — such as beef rib, beef loin — packaged into vacuum pouches and then placed into a box for shipping. Vacuum packaging is typically accomplished using a bag that has very low moisture and oxygen transmission rates. The air is removed from the package via a vacuum chamber and the package is heat sealed. With the elimination of oxygen, the growth of typical spoilage organisms is significantly reduced, thereby extending product

shelf-life. The shelf-life of vacuum-packaged, fresh beef is approximately 35 days to 45 days. Early in 2020, boxed beef quality graded as “choice” was bringing $2.10 a pound. In mid-May, the price more than doubled to $4.60 a pound. Individual cuts of beef have had a wild ride of their own. As you would imagine, the middle cuts — cuts from the loin that include our steaks — have been in lower demand because most go to food service/restaurants. Let’s take a look at Choice wholesale beef tenderloin, which is filet mignon. It was selling at $9.70 a pound early 2020, but dropped to a weekly low $5.33 a pound, in early April, when restaurant demand essentially stopped. Once supply was shortened by processing plant closures, it hit a mid-May peak of $12.38 a pound. You also may have noticed how hard it is

Floyd, a 46-year-old black man, died on May 25 in Minneapolis, Minnesota, after Derek Chauvin, a white police officer, knelt on Floyd’s neck for 8 minutes and 46 seconds, according to a video that went viral and national news reports. “In the wake of the tragic death of George Floyd, it is clear that our nation is in turmoil and our communities are hurting.

And yet, I find reason to be hopeful.We are in an important moment in our nation’s history when people of all races and ethnicities are standing together hand-inhand demanding change. I am hopeful that we have at last embraced the concept that we are all responsible for each other,” Browning’s statement says. “In this environment of pain, anger and confusion, I want to send a clear message to our employees, students and their families, and our entire community. ‘WHITE COATS FOR BLACK LIVES’

AdventHealth physicians, nurses and other team members across West Florida took to bended knee together in solidarity with other health care professionals across the nation, for a moment of silent reflection as part of the ‘White Coats for Black Lives’ campaign. aids current development in the area, including the futuristic Connected City and its Crystal Lagoon, as well as the Villages of Pasadena Hills. Once the contractor is selected, final design details will be completed. Conceptually, though, the interchange is expected to be a modified diamond exchange with a flyover. Pasco County is paying for the project, except for $15 million provided by the Florida Legislature. The final price tag has not yet been determined. The Florida Department of Transportation is partnering as managers of the project — which includes vetting the construction bids. It’s significant that Pasco will get a new interchange along one of the major state highways in the country, Cronin said. Interstate 75 begins in the south at Miami Lakes, Florida and passes through five states before it ends at Sault St. Marie, Michigan, on the Canadian border. While roadwork and new development, along State Road 54, State Road 52 and the Suncoast Parkway, are highly visible, the I-75 interchange’s potential can be overlooked, Cronin said. But, it’s role in attracting developers for commercial, residential and industrial projects will be significant, he added. “You’ve got pretty good sites for industrial growth,” he said. And, projects, such as distribution centers, built on speculation, will attract new economic development, he said. “As soon as you announce that, 10 are in there,” Cronin said. “Space is needed so badly.” Even Connected City, with its residential and unique Crystal Lagoon, includes industrial in its overall master plan, Cronin said. Development in the area off the Overpass interchange is well-suited for distribution and office centers “where staff will be driving to work,” Cronin said. That is in contrast to Suncoast Parkway development, which has “more value for people flying in and out of airports,” he added. One beneficiary of the new interchange is a former county-owned spray field just south of Overpass Road at the interchange. Pasco County commissioners approved a land sale in December 2019, and an incentive package, to aid Atlanta-based Rooker Company in developing the 99-acre site as an industrial park. In phase one, Rooker plans to build a 400,000-square-foot distribution center that is expected to bring hundreds of jobs to Pasco. “We hope they’ll duplicate this over and over, and over again,” Cronin said. Amid the new development, the Pasco Rural Protection Overlay District stands as a protection for rural lands and landscapes. Its borders generally are Bellamy Brothers Boulevard, the Green Swamp, State Road 52 and the Hernando County line. Job creation and growth matters, said

Browning said the district remains focused on “providing a world-class education and closing the achievement gap.” It also needs “to ensure that our classrooms and workspaces are regularly cleaned and have a plan in place to replenish soap and cleaning supplies. “Our plan has to be flexible to meet the varying needs of students and staff. Cronin, but development decisions must be made with care. “Once you use it, you can’t get it back,” he said. “There are a lot of things up there we don’t want to touch.” In coming years, future and ongoing projects will create Margaret Smith more east/west connections that will weave a network of new roadways.They include the Overpass interchange, but also extending State Road 56, widening and realigning State Road 52, and a realignment of U.S. 301 and U.S. 98, with connections to I75 to the west, and Interstate 4 to the east. “It’s coming together really well,” Cronin said.“The county has really championed this effort.” The following highlights features of the new I-75/Overpass Road interchange: • Overpass Road from Old Pasco Road to I-75 will be four lanes with bike lanes, a sidewalk on the south side of Overpass, and multi-use trail on the north side of Overpass. • Overpass Road bridge will be four lanes with an eastbound to northbound turn-lane.The bridge will include bike lanes, a sidewalk and multi-use paths. • Overpass Road from I-75 to Boyette Road will be six lanes with two auxiliary lanes, bike lanes, a sidewalk, multi-use path, turn lane improvements at Overpass and Boyette, and a traffic signal. • A traffic signal will be installed at Old Pasco Road and Overpass. • Blair Drive access to Overpass will be closed, but a new two-lane road constructed from Blair to Old Pasco, south of Overpass. • Current McKendree Road access at Overpass will be relocated to alternate location on Boyette, north of Overpass. • Current secondary entry into Wesley Chapel District Park will be closed, with park entrance reconfigured for multi-modes of transportation, including for pedestrians and bicyclists. • Overpass between Old Pasco and Boyette will be closed for up to one year during interchange construction.

School Employees of Pasco, expressed appreciation for being invited to take part in district focus groups to brainstorm about concerns and offer suggestions. As the district moves toward the goal of returning to brick-and-mortar sites, Peace asked district officials to continue welcoming input from the union. “Please allow us to continue in conversations that will help evolve how this plays out.” The union leader also noted that he’s heard from parents and employees who are concerned about returning to school campuses. “Whether real or imagined, the fear some people have will drive decisions regarding school and work attendance,” Peace said.

hildhood dreams of playing professional baseball soon will be a reality for a couple athletes with ties to The Laker/Lutz News coverage area. The Major League Baseball (MLB)’s 2020 first-year player draft was shortened to five rounds and 160 picks, from the usual 40 rounds in previous years, due to COVID-19. It didn’t stop some locals from hearing their name called on Day 2 of the draft on June 11, however. The highest-drafted local was Steinbrenner High product CJ Van Eyk, taken by the Toronto Blue Jays in the second round, at pick No. 42 overall. Since graduating from Steinbrenner in 2017, the 6-foot-1, 198-pound righty pitcher has spent the past three years at Florida State University — where he logged an 18-5 win-loss record, 3.21 ERA, 1.274 WHIP and 225 strikeouts in 176.2 innings pitched across three college seasons. A summary of Van Eyk’s skillset on MLB.com reads: “After pitching out of the bullpen as a freshman (at FSU), the 6-foot-1 right-hander moved into the Seminoles’ rotation as a sophomore and then continued to improve this spring, operating with a solid three-pitch mix that includes a plus curveball.” Van Eyk led Steinbrenner to its first Class 8A state championship as a junior in 2016 and that year was crowned Florida Dairy Farmers’ Class 8A Player of the Year.A show

of his dominance — he surrendered just 15 earned runs in 173.2 innings pitched in high school. He also was drafted out of high school by the New York Mets in the 19th round of the 2017 draft, but didn’t sign, opting for college instead. In signing with the Blue Jays this time around, Van Eyk will join a growing list of Steinbrenner products who’ve been drafted and are now in the minor leagues. Names include Cole Gordon (Mets, 32nd round in 2019), Kevin Merrell (Oakland Athletics, first round in 2017), and PK Morris (Blue Jays, 14th round in 2017). Though slightly outside our coverage area in Pasco County, Trinity native/Mitchell High catcher Jackson Miller was selected by the Cincinnati Reds in the third round (65th overall). It’s a name that followers of local high school baseball surely are familiar with, as Miller’s teams have faced these varsity teams at least once throughout his career — Bishop McLaughlin, Cypress Creek, Land O’ Lakes, Pasco, Sunlake, Zephyrhills, Wesley Chapel and Wiregrass Ranch high schools, respectively. The 6-foot, 195-pound left-handed hitter posted a .414/.498/.591 slash line in 88 games across four varsity seasons. In seven games in this year’s COVID-19 shortened season, he had a .500 batting average in 26

at-bats, with six extra-base hits, five RBIs and scored nine runs. An MLB.com analysis of Miller reads: “More athletic than the typical catcher, Miller, a Wake Forest recruit, could have average tools across the board, standing out most for his sound left-handed bat and solid defense behind the plate.” Later on in the draft, the Philadelphia Phillies selected Wesley Chapel native Carson Ragsdale in the fourth round (116th overall). Ragsdale, who prepped at Bishop McLaughlin, is coming off his redshirt junior season at the University of South Florida. The 6-foot-8, 225pound right-handed pitcher transitioned to a starter’s role this year at USF, after pitching out of the bullpen his freshman and sophomore seasons. (He missed the 2019 season following Tommy John surgery). Across those three years of action, he’s tallied a 3.75 ERA, 1.391 WHIP and 77 strikeouts in 50.1 innings. An MLB.com summary of Ragsdale’s skillset states: “Ragsdale’s 6-foot-8 frame gives him good downhill plane and the potential to add velocity to a fastball that has registered in the 91-95 mph (mph) range. He’s also got a curveball that has acted as a strikeout pitch.” In a four-year varsity career at Bishop McLaughlin, Ragsdale tallied a 1.58 ERA and .352 batting average, helping steer the pro-

gram to a combined 77-21 mark from 2013 to 2016. He joins several other Bishop McLaughlin products have been drafted in recent years, including Franklin German (New York Yankees, fourth round in 2018), Nate Pearson (Blue Jays, first round in 2017), Josh Falk (Athletics, 17th round in 2017), and Paul Coumoulos (Phillies, 40th round in 2017), respectively. Former Sunlake High standout/University of Florida right-handed pitcher Tommy Mace did not hear his name called in this year’s consolidated draft, despite being ranked the No. 70 overall prospect by MLB.com. Rather than sign with a pro club as an undrafted free agent, the 6-foot-6, 200-pound Mace will head back to Florida for his senior campaign. He was on his way to having his best college campaign yet, tallying a 1.67 ERA in a team-high 27 innings, until the remainder of the season was canceled, thanks to COVID-19. In three college seasons combined, he’s compiled a 16-5 win-loss record, 4.37 ERA, 1.299 WHIP and 145 strikeouts in 179.1 innings pitched. At Sunlake, Mace was a three-year varsity player, posting a 1.65 ERA and 196 strikeouts through 165.2 innings, and guiding the program to the Class 7A regional final as a senior. HILLSBOROUGH COUNTY OFFERS YOUTH SUMMER CAMPS

Hillsborough County has begun offering summer camps at recreation centers this year, and also has reopened athletic fields and sports complexes. Summer camps officially began on June 8 and will run through Aug. 7. Hours are 7:30 a.m. to 6 p.m., each weekday. Due to the COVID-19 pandemic, several changes have been enacted with the help of the Florida Department of Health in Hillsborough County and the University of South Florida College of Public Health, to help ensure the safety of camp participants, their families, and summer camp staff. Changes will include the following: • Camp staff will wear face coverings when social distancing is not possible. Camp participants will be encouraged to wear masks. • Daily health/temperature checks will be performed on each camp participant and each staff member. • Hand sanitizer stations will be available at each location, and intensive cleaning protocols will be in place. • Camp participants will be broken into groups to minimize contact with others; staff will stay with the same group of children each day. hat Donna Moyer misses most is the children filing into the cafeteria, laughing, playing and sitting down to enjoy lunch. “We have a big party,” said Moyer, past Exalted Ruler at the Elks Lodge 2731, in Zephyrhills.“It’s a big deal.This year with all this extra nonsense, we can’t.” COVID-19 upended the typical Feed the Kids Program, a free summer lunch and literacy program. This year, Moyer, and 10 to 15 volunteers, wave to children in the backseat of cars as their parents pull into a drive-thru food pantry organized at the lodge, at 6851 Wire Road. Five days a week from 11 a.m. to 1 p.m., the volunteers hand out about 100 free lunches prepared daily at Zephyrhills’ restaurant,Tubby’s Q and Smokehouse. The restaurant is the first participant in Operation Feed Pasco, a collaboration between the Pasco County Commission, United Way of Pasco County, Thomas Promise Foundation and the Elks Lodge. The initiative has a dual purpose:To bolster area food pantries and help restaurants that took a financial loss from the COVID-19 shutdown. A nonprofit, Harper Valley Son’s Food Pantry based in Wesley Chapel, is independently providing boxes of vegetables, pre-cooked meat, fruit and milk to parents who come to the Elks Lodge. On Wednesdays, the Elks Lodge also gives out bags filled with craft activities and books to boost reading skills. On Fridays, Thomas Promise provides meals to carry families through the weekend. Thomas Promise’s mission is to feed hungry children in Pasco. It typically serves 1,600 students in more than 25 schools, but this year the need is greater because of COVID-19. The nonprofit is a longtime supporter of the Elks Lodge, so coming together for Operation Feeding Pasco was a natural fit. “I immediately thought of Elks Lodge because that’s exactly what we do,” said Joe Simmons, executive director of Thomas Promise. When Moyer realized the Elks Lodge members had to reinvent an on-site program now in its sixth year, she stayed up nights wondering if they could pull it off. But, Moyer said,“We just kind of got it all together.” The Elks Lodge is one of many nonprofits and food banks that is helping families that are struggling to pay bills, put food on the table and stay safe during the pandemic. Even as businesses begin to reopen in Florida, and more people are venturing out to shops and restaurants — a great need for help continues. Before COVID-19, Feeding Tampa Bay distributed food in its 10-county region to about 600,000 “food insecure” individuals. Since the shutdown, that number has more than doubled, to about 1.3 million. “The need is continuing to climb,” said Shannon Hannon Oliviero, external affairs officer for Feeding Tampa Bay. The nonprofit began opening drive-thru food banks, known as “mega-pantries,” in Hillsborough, Pinellas, Manatee, Polk and Pasco counties. One mega-pantry now operates at Pasco High School in Dade City. Volunteers with Make a Difference, a nonprofit in Dade City, distribute food supplied by Feeding Tampa Bay every Thursday from 4 p.m. to 6:30 p.m., at 36850 State Road 52 in Dade City. Oliviero said an early survey completed after the shutdown revealed about 70% of those coming to food banks were doing so for the first time in their lives. Many had either lost their jobs or are on furlough, she said. She said the help will continue. “We’re going to be here for as long as needed.That’s what we’re here for,” Oliviero said.

About 700 food bags were given away at the first drive-thru at Pasco High, said Larry Guilford, founder of Make a Difference. “One woman cried while driving through,” he said. “That’s when we know we’re doing the right thing.That’s telling us it’s needed.” The same community spirit abounds at the Elks Lodge. Volunteers arrive around 7:30 a.m. Duties include bagging the days’ meals, snacks and crafts. On some days they also prepare frozen meals, such as pancakes and sausage, meat subs and spaghetti.Those are kept in the freezers for use as needed,

said Moyer. On average about 100 meals are distributed for the summer program, but on one recent day about 150 meals were handed out, she said. “Thank you,” is the phrase of the day, as parents and children accept the food bags. “It’s an amazing resource,” said Kimberly Mahon, who drove through with her children, ages 3 and 7. Brad Odell, a Wesley Chapel High School teacher, drove through with his family — but also took home food packages for neighbors unable to leave their home.

PET PAWS NATIONAL DOG BITE AWARENESS WEEK National Dog Bite Awareness Week takes place from June 14 to June 20. The campaign’s theme is “Be Alert: Prevent the Bite.” According to the United States Postal Service (USPS), nearly 5,800 postal employees were attacked by dogs last year, and according to the Centers for Disease Control and Prevention, 4.5 million Americans are attacked each year.The majority of victims are small children, the elderly and USPS carriers, in that order. The USPS continues to call attention to this public health issue. These tips are provided for dog owners to help protect mail carriers while they make their rounds: • If a carrier delivers mail or packages to your front door, place your dog in a separate

room and close that door before opening the front door. Some dogs burst through screen doors or plate-glass windows to attack visitors. Dog owners should keep the family pet secured. • Parents should remind their children and other family members not to take mail directly from the carriers in the presence of the family pet, as the dog may view the person handing mail to a family member as a threatening gesture. • The USPS places the safety of its employees as a top priority. If a carrier feels threatened by a dog, or if a dog is loose or unleashed, the owner may be asked to pick up mail at a post office until the carrier is assured the pet has been restrained. If a dog is roaming the neighborhood, the pet owner’s neighbors also may be asked to pick up their mail at the area’s post office.

The Florida Aquarium has announced the birth of a cownose ray pup on June 8, which happens to be World Oceans Day. The pup was born at about 2 p.m., after the mother was in labor for a little over an hour. The pup’s birth also was caught on camera. This stingray pup is the third to be born at The Florida Aquarium in recent weeks. The stingray pup’s name is Bimini, and joins the two other pups, Kitts and Nevis.All three of the rays are named after the geological regions in which they are found. The aquarium has four more expecting mothers that are likely to give birth within the next month. Cownose stingrays can be pregnant for 10 months to 1 year, and usually have one to two pups at a time.
