The traditional gear of hard hats and shovels gave way to hockey sticks and the whack of slap shots at the groundbreaking ceremony for the largest ice and sports complex in the southeastern United States. The 150,000-square-foot sports facility in Wesley Chapel is expected to become a

major tourism draw. Roughly 100 people attended the Feb. 24 groundbreaking festivities to celebrate the $20 million project. The facility is expected to be popular with youth hockey leagues and to attract international hockey tournaments. But other sports including figure skating, basketball, soccer, lacrosse and even curling will be possible in a chameleon-like facility that can accommodate

a variety of playing fields and sports. It’s a dream come true for Canadian-born Gordie Zimmermann, managing partner of Z Mitch LLC and former general manager at the Ice Sports Forum in Brandon. He and business partner George Mitchell are the project’s developers. “I really love hockey,” Zimmermann said. See ICE, page7A

When Stephen Levin was younger, he wanted to be an architect. He even studied it in college. But then, his career path changed. “I didn’t get into the architecture program,” Levin said.“I was studying architecture as an undergraduate, and it didn’t work out.” Eventually, he found a way to study a different kind of arch. He went into medicine, and became a podiatrist. The 44-year-old has been a podiatrist for 16 years. In addition to having a successful practice, New Tampa Foot & Ankle, the Wesley Chapel resident has been elected the 2015 president of the Florida Podiatric Medical Association. “It feels good,” Levin said of being named as the organization’s leader. “It’s definitely something I never thought I’d do, but its definitely nice to be here and to be involved in that part,” Levin said. As president, Levin said he’d like to focus on increasing membership and adding younger members to the roster. The FPMA has around 1,000 active podiatrists in its membership, as well as past members and others who have reasons to join. But to those outside the organization, Levin would like to spread the word that a podiatrist can do more than the general

That’s probably the biggest thing we have to overcome. “What does a podiatrist do?” he continued. “It’s not just going to get your corns taken care of,” he said. Podiatrists handle problems and care issues related to the foot, ankle and other areas just below the knee. They can help treat sports injuries, provide diabetic care, and address other forms of trauma, as well as routine foot care.

Different communities have different medical needs, Levin said. A community that is overwhelmingly populated by seniors means a podiatrist serving that area will see the same types of patients and problems every day. That might get a bit boring day-in and day-out, but he doesn’t have that problem in Wesley Chapel. His patients run the spectrum from toddlers to seniors, and that means he sees a variety of podiatric problems. See FOOT, page7A

Fog foils tandem skydive jumps The Laker/Lutz News Staff Report

Skydive City had planned to be part of a quest to help some wounded warriors make tandem jumps, but fog scrubbed the planned jump on Feb. 25. Skydive City, in conjunction with the U.S. Special Operations Command, Adaptive Sports Project and the help of the SOCOM Parachute Team, about a dozen amputees were expected on a tandem skydive. The idea was to take four or five veterans up at a time, with jumps expected to wrap up by noon. But a stubborn fog would not burn off, so the jumps had to be scrubbed.

Unlicensed contractors in Pasco face arrests By Kathy Steele

Pasco County is cracking down on unlicensed contractors who leave residents on the hook for shoddy work, or who take the money and run without doing the job. County officials and the Pasco Sheriff’s Office joined forces in October to launch a pilot program aimed at protecting consumers from unscrupulous contractors. Licensed contractors also lobbied for tougher actions against competitors who don’t follow the rules, county officials said. “Unlicensed contractors in Pasco County now risk felony charges in certain cases, as well as traditional financial penalties,” said Pasco County Commissioner Kathryn Starkey, speaking at a press conference to announce the pilot program. “When (licensed contractors) do things right, it’s not fair to compete with unlicensed contractors who undercut them and deliver an unsafe product.” The county and sheriff’s office average 20 to 25 complaints a month, said Ainsley Caldwell, the county’s unlicensed contractor project manager. Previously, a county building inspector would be pulled from regular duties and assigned to investigate complaints, Caldwell said.“Now we have a team that is dedicated full-time.” That team is made up of Caldwell and a building inspector, code inspector and a detective from the sheriff’s economic crimes unit. The Pasco county attorney’s office and the Florida Department of Business and Professional Regulation are assisting, too. The pilot program, which has been approved to operate this fiscal year, has a $500,000 budget. Investigations are often complaint-driven, but not always. “We drive through neighborhoods and do spot checks,” Caldwell said. Other building and code inspectors pass on information to the team about possible scams and the sheriff’s detective is advised as well, he said. In many cases, county inspectors issue citations to contractors suspected of doing

unlicensed work. Caldwell said cases are heard by judges who can levy fines, require restitution and, in some cases, impose jail sentences. The sheriff’s economic crimes unit staged a sting operation in November that led to the arrest of 11 men who were charged with workmen’s compensation fraud and unlicensed construction services. Both are felonies. Between October and December 2014, there were 13 misdemeanor arrests and 11 felony arrests, said Shawn Rozankowski, a detective with the Pasco sheriff’s office. Since January, there have been 10 misdemeanor and 10 felony arrests, he said. Besides protecting consumers from shoddy work, the program aims to educate residents about the risks involved in hiring unlicensed contractors. The education efforts include speaking at neighborhood association meetings and developing an informational brochure. It may seem cheaper to hire an unlicensed contractor, but it can prove to be very costly, Caldwell said. “(People) are not aware they are hooking themselves up to significant liability issues,” Caldwell said. If the unlicensed contractor falls off a ladder, for example, the person who hired him can be sued or be held responsible for medical bills, Caldwell said. And, if building inspections done at a later date uncover work that was done without permits, the owner could face substantial penalties for “after-the-fact” permits, Caldwell said. Other costs could result from having to repair work that wasn’t done properly. There can be other risks as well. Among the 11 men arrested in the sting operation, seven had prior criminal records including motor vehicle theft, forgery and domestic battery, county officials said. The historic City Hall building in Dade City began its life in the mid-1920s as a hotel that never was completed. It found new life in the 1940s as a Depression-era work project and became the hub of city government for decades. But in 2013, a wrecking ball demolished the aging structure. “It was old and obsolete,” said Gordon Onderdonk, Dade City’s public works director. “We looked at the cost of renovation. It wasn’t feasible to use the building.” A groundbreaking is scheduled for 9:30 a.m. on March 6 for a modern, 21,000square-foot building on the same ground where the old City Hall structure stood for so long at Fifth Street and Meridian Avenue. In its re-invented life, the building will be home to Dade City’s City Hall and its police station. The idea of locating both government entities at one address isn’t unusual, said architect Lisa Wannemacher, principal at St. Petersburg-based Wannemacher Jensen Architects. “Multi-use is trending,” she said. Community centers, for example, often are used for multiple uses and are intergenerational, as well, with space dedicated to seniors and children under one roof, Wannemacher said. Dade City officials saw benefits of having City Hall and the police department share one building. “They were able to take advantage of economy of scale…and make the building more efficient, which translates into saving money,” Wannemacher said. By spring 2016, city employees who

were relocated to a City Hall annex and the Atlantic Coast Line Railroad Depot on U.S. 98 at U.S. 301 will settle into their new offices. The city’s police department will move from its current location on Pasco Avenue into an upgraded headquarters separated from City Hall by a covered courtyard plaza. “It’s great for the city, great for the community,” said Dade City Police Chief Ray Velboom.“It’s long overdue.” He said he anticipates the new facility will help the department when applying in the future for accreditation from the national Commission of Accreditation of Law Enforcement Agencies Inc. The police station will have interview rooms, holding cells, a booking area, a special area for the K-9 unit and a conference room. The station has those things now, but the building and technology will be newer and upgraded,Velboom said. “We’ll be making the most of what we have,” he said. City council has not decided the fate of the existing police station, Onderdonk said. The $5.9 million construction budget will be paid will be paid from the city’s reserve funds and the countywide Penny for Pasco program. Residents also will notice a new feature at City Commission meetings. A projection screen will make it easier for them to follow what is happening, especially during public hearings on zoning matters, Onderdonk. The new building also will have a power backup system for emergencies. The main goal of the project was to consolidate city departments under one roof rather than having them scattered at different offices. “It’s not efficient for residents,” Onderdonk said.

It’s families, it’s everybody, and this practice that I have is great because I see the whole realm of everything,” Levin said. “That’s why I love it. It really makes it very interesting.” Levin has a second office in south Tampa, but he works at his Wesley Chapel location. While he’s reached a high point in the Florida FPMA, there are other opportunities at the national level.The next step would be to serve on the delegation that represents Florida at the national meeting. From there it’s a matter of following the path at that level. It’s something he would consider in the future, he said. For now he’s happy keeping busy at his office.The office sees between 35 patients to 40 patients per day and schedules elective surgeries on a few days each month. His wife, Diane, is a nurse and serves as practice administrator when she’s not teaching. And when Levin’s not on the job, he might be coaching his son, Sam, in soccer, or watching his daughter, Sarah, perform gymnastics. His stepson, David, also plays saxophone for Wharton High School. While his original career plans shifted, Levin’s certainly not lamenting the switch that has brought him so much success over the years. “I don’t know what I would do other than this, to be honest,” he said.“I wouldn’t do anything else.”

It’s time,” said Vonnie Mikkelsen, executive director of the Greater Zephyrhills Chamber of Commerce. “These folks deserve a little bit of attention,” added Mikkelsen, who also is involved in the Zephyrhills Economic Development Coalition, made up by Pasco Economic Development Council, the Zephyrhills Chamber of Commerce, the City of Zephyrhills, the Zephyrhills Municipal Airport, Main Street and businesses of Zephyrhills. A four-lane road into the city, providing a connection with Interstate 75, is vital, leaders said. It’s a wise investment for the region, Mikkelsen said. It will help Zephyrhills make the most of its target market opportunities in the aviation industry, distribution, manufacturing and small business, she said. Paying for the project is a major stumbling block. Debbie Hunt, transportation development director for the Florida Department of Transportation, said there’s no money in the state’s budget to build a four-lane extension of State Road 56. “DOT never intended or expected to build at any time in the near future. So, the fact that it was able to be advanced and we are doing the two lanes is exceptional. It allows traffic from Zephyrhills to be able to get over to the interstate, when it is completed. “The additional lanes will be based on development, as it occurs.There is not an intention from the DOT to fund (lanes) three and four,” Hunt said. If four-laning State Road 56 is funded, the money would need to come from not doing some other project that’s on Pasco County’s list, she said. “There’s only so much money to go around,” Hunt said. One option that’s been proposed calls for building all four lanes, with the state paying for all four lanes initially and developers repaying the state for lanes three and four.

Dr. Stephen Levin, recently named president of the Florida Podiatric Medical Association, has a few suggestions for keeping your feet in tip-top shape 1. Always wear shoes. It might be tempting to go barefoot in Florida, but there are fire ants and snakes outside, and tile or concrete inside. That provides little support and can cause problems. Also, choose better protection than regular flip flops. They simply don’t provide the kind of support that other types of shoes can. Running shoes and work shoes with thicker, rubber soles are better for your feet. Be sure to use “more cushion, more shock absorption, more overall support for your foot,” Levin advises. 2. Be careful with treadmills. They make you run at something other than your normal pace. Instead, consider other ways to walk or run. “Asphalt’s probably the most forgiving of what we have,” Levin said. “Or a padded track inside, like at a gym.” Elliptical and rowing machines are also good exercise options. 3. Don’t wait when you have a problem. Waiting to see if it goes away on its own can make healing and recovery a longer process. Deal with foot pain and other issues before they become harder to manage. “The sooner you can catch it, chances are you can get rid of it faster,” Levin said.

That approach might work, Legg said, but he added he’s not aware of a current way, under the state’s statutes, that could be achieved. “If we could find a statutory way to loan them the money that they would pay back, that may be an opportunity,” Legg said. Legg agreed with Hunt that even the two-lane road from Meadow Pointe Boulevard to U.S. 301 had not been envisioned before former Speaker of the House Will Weatherford became involved in advocating for East Pasco’s transportation needs. “Some of these things were not even on the map, but we had a Speaker of the House that kind of helped this area, helped carve an opportunity to get two lanes,” Legg said. Legg and Burgess both pledged to keep pushing for a way to get the four-lane project done. “We’re trying to use whatever kind of leverage we can to push those projects faster, to accelerate them,” Legg said.“The political process is trying to force opportunities.” Former Mayor Cliff McDuffie said the most effective way to get action is to speak up. “We need to be more politically involved to make sure your voice is heard. Don’t sit here in Zephyrhills and cry. Go to (Pasco) County Commission and cry,” McDuffie said. “You have to show up. If you don’t show up, shut up,” McDuffie said. Kids can’t practice enough.” The as-yet unnamed facility will open in fall 2015 at 3173 Cypress Ridge Blvd., off Interstate 75 at the State Road 56 interchange in Wesley Chapel. It will have four full-size rinks including one Olympic-size hockey rink. There also will be a removable ice rink pad that can be converted for multiple uses including nonsports activities such as dog shows and graduation ceremonies. Florida Hospital officials announced a 10year partnership with the ice and sports complex. The hospital, which purchased naming rights for the complex, will provide educational programs on sports performance and injury prevention. Zimmermann and the hospital are sponsoring a contest to name the ice and sports complex. Suggestions can be made through March 10 at WesleyChapelIceCenter.com. Molly Flanagan, 14, and her sister, Abby Flanagan, 11, can’t wait for the new ice rink to open.They play for the Lady Vipers hockey team and practice at a rink in Oldsmar. “It’s good to be able to be close to an ice rink,” said Molly.“It’s going to be a good facility.” And, she can hone skills that might one day land her a spot on the U.S. Olympics women’s hockey team.“It would be a dream come true,” she said. Abby Flanagan revels in the physical nature of the game and breaking down stereotypes.“It’s doing what people say we (girls) can’t do,” she said.“They think it’s a man’s sport. I like showing we girls can do what a man does.” The sisters have received instruction from Anne Schleper, a silver medalist on the

U.S. women’s hockey team in 2014. Schleper, 25, is preparing for world championships next month in Sweden. The complex could become an optional training site for athletes of all ages and all levels of play, potentially from all over the country, Schleper said. “It’s going to be a great facility for us to use,” she said. She grew up in Minnesota but lives now in Pasco County.To some a warm weather state might seem an unlikely choice for ice hockey training, but Schleper said, “The hockey fan base is huge here.They are dedicated fans.” The Tampa Bay Lightning organization plans to use the facility for some of its “on ice” programs including clinics and camps for youth and young adults. “We look forward to working with the ice complex in growing the game of hockey across the Tampa Bay region,” said Jay Feaster, executive director of the Lightning’s community hockey development. Jeff Novotny, immediate past president of the Greater Wesley Chapel Chamber of Commerce, has a personal reason to welcome the arrival of the ice and sports complex. His 13-year-old daughter, Madison, plays for the Lady Vipers. Recently, a hockey tournament in Tampa drew 66 teams that had to play at four different locations. Almost 40 percent were from outside the Tampa Bay area, and Novotny said some teams had to stay at hotels at great distances from the game sites. The complex will allow consolidation of locations and where people stay, giving Pasco County’s economy a boost, he said. “They need hotels and restaurants,” he added.“People have to fill up with gas and find things to do at night for entertainment. It’s a dream engine for giving people something to do. It’s all related to the economy.”

Help elderly people avoid hospital stays The Laker/Lutz News Staff Report

Nearly half of older adults — 47 percent — put their health at risk by waiting too long to seek medical attention, according to a survey of nurses who work primarily with senior citizens. The survey, conducted by Home Instead Inc., also revealed that 49 percent of all hospitalizations of senior citizens could be avoided if proper preventative steps are taken. The nurses surveyed said family members play a critical role in keeping their aging loved ones out of the hospital. The most important actions family members can take include: • Making the senior citizen’s home free of hazards • Ensuring their aging loved one takes preventative health measures • Encouraging them to use assistive equipment • Checking in on them • Monitoring medications • Attending doctor’s visits • Assessing their ability to balance

Pasco Tax Collector Mike Fasano announced that the January donation drive on behalf of the Salvation Army Domestic Violence Program resulted in $1,650 in donations from the communities making up Pasco County. Tax collector offices throughout Pasco County accepted donations to support the Salvation Army Domestic Violence Program throughout the month of January. “Pasco County suffers because of domestic violence,” said Lynn Needs, program director for Salvation Army Domestic Violence Programs, in a release. “Behind closed doors, it is a hidden secret that many families in Pasco County face. Thank you, to the staff and customers of the Pasco County Tax Collector’s Office. Your generous donations will make a difference to those we serve,” Needs said. The Salvation Army Domestic Violence Program provides a host of services to vic-

tims in Pasco County. Its services include emergency food and clothing, safety planning, emergency shelter, a 24-hour crisis Hotline, support groups for women and children, crisis intervention, personal and legal advocacy, 911 Cell Phone Program, and assistance with victims compensation/relocation. “Our office is proud to support the Salvation Army and its efforts to assist victims of domestic violence,” Pasco Tax Collector Mike Fasano said, in a release. “Countless lives have been touched by the heartfelt efforts of the staff and volunteers of the Salvation Army’s Domestic Violence Program. It was an honor for our dedicated staff to work with a very generous community to raise these funds for the Salvation Army. I thank each and every person who visited one of our offices and made a donation to this worthy cause. Without your kindness these contributions would not have been possible,” Fasano said.

He enjoys outdoor activities such as hiking, camping, kayaking and biking. His father was a pilot in the Air Force. He grew up on bases all over the world. After graduating from high school, he moved to South Carolina where his family was originally from. Pasco-Hernando State College volleyball coach Kim Whitney has been named Coach of the Year. While that’s an impressive accomplishment, it’s not a surprising one. In fact, it happens all the time. The National Volleyball Coaches Association named Whitney the Two-Year College Northeast-Southeast Regional Coach of the Year for 2014. They did the same thing in 2011.And in 2010, and in 2006, too. She was named the District P Division II Volleyball Coach of the Year in 2014 as well, just like in 2011 and 2010. Going back in her career, the Suncoast Conference named her Coach of the Year in 2005 and 2007, and District H Division I Volleyball gave her the same honor in 2004 and 2005. Then, there was the time she was named Coach of the Tournament for the National Junior College Athletic Association Division II national volleyball tournament. PHSC won the national championship that year. With a career record of 316-119 at the school, 11 straight regional tournament appearances and five national tournament appearances, it might be more newsworthy if she didn’t win a Coach of the Year award from somebody. Everybody thinks she deserves frequent praise and recognition. Everybody, that is, except the coach herself. “For me, it’s strange to take an award for what your team accomplished,” Whitney said. When a team does well, it tends to follow that the coach will be seen as doing an exemplary job. Her most recent team reached the NJCAA Division II national tournament and finished eighth in the country despite having 11 freshmen on the team. But with several accolades throughout her 11-year tenure at PHSC, it’s not one team or one tournament run that’s getting her recognized for outstanding coaching. She attributes those accomplishments to getting better organized and prepared for success over her career. “The planning part of it, the organizing part of it, the managing part of it — over the years I think that’s something I’ve gotten

better at, and I just know what it’s going to take,” she said. Whitney, 37, knows what it takes both as a coach and as a player. She played for the United States Women’s National Volleyball Team, as well as professional stints in the U.S. and Spain. That experience has helped her coaching career, she said. Being around great players and teammates and competing at a high level provided a blueprint for how the teams she coaches should perform. Having a coach whose teams perform at a high level year-in and year-out is a valuable asset to Steve Winterling, the college’s athletic director. “It makes my job a lot easier,” Winterling said. “She’s a very organized person. She’s a good team player, and I depend on her a lot because she’s also my assistant athletic director.”

Whitney is a talented recruiter, Winterling said. She is able to size up her team’s needs each year and find the talent necessary to keep them competitive. That’s a particularly important skill at a two-year college, which naturally has a lot of turnover from year to year. Good recruiting is essential for a coach to remain successful over the long term. Whitney’s accomplishments also motivate her fellow coaches. Winterling coaches the team’s successful baseball program, and has fallen behind the volleyball team in national tournament appearances. “She went back again (to the tournament), so I’ve got to play catch-up,” he joked. There’s a good chance Whitney will be keeping the pressure on with more tournament appearances. Her team will have a good mix of experienced sophomores and

Bob Haas is not a backseat driver. It just looks that way as he sat with his 1964 Comet, which he said he “tweaked” and added an air conditioning unit. Haas, who is a winter resident from Michigan, lives in Palmetto and bought the car four years ago. He was waiting for a prospective buyer to pay the $16,500 price he wants for it. The Sarasota man said he unearthed an old trunk of toys, which was loaded with the high-priced collectibles. Typically, toys like these are purchased by people who own the real thing, but Irving said many collectors of old toys stopped by his table, too. The Hillsborough County’s Pet Resource Center, the county’s animal shelter and the First Place for Pets, invites the community for family friendly fun and shamrock specials during the First Saturday Celebration on March 7 from 10 a.m. to 3 p.m., at the facility at 440 N. Falkenburg Road in Tampa. The St. Patrick’s Day-themed event will offer green refreshments and giveaways, exhibitors, a bounce house, food trucks, and adoption specials on Heart o’ Gold Dogs and St. Pat’s Cats. All fees include spaying/neutering, vaccinations, county license tag, and microchip with free chip registration. With spring break for Hillsborough County

There are some foods your dog should never eat, according the website WebMd.com. To help keep Fido and Ginger healthy, be sure they avoid: • Alcohol: Even small amounts can be dangerous. Also, be sure to keep household items that contain alcohol, such as mouthwash, in a safe place. • Avocados: Avocados and their leaves contain a toxin called persin that can be harmful to dogs and other pets. • Bones: Bones from chicken, roasts, and other meats can cause your dog to choke while eating them. Bones also can break into sharp pieces that can cause cuts, bleeding and infection inside your dog. • Bread dough: After a dog eats bread dough, it can cause gas that can lead to a stomach becoming twisted or torn. Rising bread dough also produces alcohol, which

dogs should avoid. • Caffeinated drinks: These can poison your dogs. • Chocolate: Chocolate contains caffeine and a related chemical called theobromine that is also harmful to dogs. Darker chocolates, including cocoa powder, contain more theobromine per ounce than milk chocolate. Eating just a half-ounce of baking chocolate could be deadly for a 5-pound dog. • Garlic and onions: These contain a chemical that breaks down into a substance that damages the red blood cells of dogs. A 10-pound dog could die from eating just half an onion. • Xylitol: This is used as a sweetener in gum, candy, many other foods and drinks, and toothpaste. In dogs, this ingredient can cause insulin to soar. This causes their blood sugar to drop steeply. Xylitol can also cause liver damage.
