Property tax rates won’t go up in fiscal year 2017, though a more robust trend in property values could bring a slight boost in property taxes for some homeowners. At a final hearing on Sept. 27, Pasco County commissioners approved a $1.3 billion operating budget that includes increases for the Pasco County Sheriff’s Office, and 16 new business initiatives that give residents more services. The fiscal year begins Oct. 1. The final budget is about $80 million less than what was proposed in July, partly due

to accounting adjustments in how unspent funds for capital projects are counted. Tax rates remain the same as last year.A homeowner will be assessed about $7.61 for each $1,000 in property value for the Mike Fasano county’s general fund, and about $1.81 per $1,000 for the fire district. However, as the economy has improved, property values in the past year have increased.Tax bills also could tick up slightly.
On average, county officials anticipate an additional $6.89 on a tax bill for a home valued at about $106,000. “Hopefully, most citizens are going to see some reductions in their taxes,” said Pasco County Commissioner Ted Schrader. A request weeks earlier from Pasco County Tax Collector Mike Fasano resulted in a one-time allocation of $100,000 to the elderly nutrition program. The Lutz-based Trinity Dragons started their 2016-2017 robotics season off with a bang, capturing first place in the Lake Sumter College Vex Robotics State Qualifier on Sept. 13 in Leesburg. The Dragons’ high school (Team 6430) and elementary (Team 6430B) teams were both awarded tournament champions and robot skills champions for their respective age groups. Moreover,Team 6430 received the Excellence Award, while Team 6430B
received the STEM (Science, Technology, Engineering, Mathematics) Award. Thirty-six teams competed in the event across three divisions: elementary, middle and high school. Both teams have qualified for the Florida VEX Robotics Competition Championship on Feb. 17, at the Florida State Fairgrounds in Tampa. The Trinity Dragons, which consistently ranks as the top robotics team in Florida, is coming off a strong showing from April’s 2016 Vex World Robotics Championships
in Louisville, Kentucky;Team 6430 finished ninth among 500 teams at the world championships, which consisted of more than 16,000 participants from 37 nations. This year’s VEX robotics challenge, named “Starstruck,” is played on a 12-by-12 square field, in which two alliances, consisting of two robotics teams each, compete in matches consisting of a 15-fifteen second autonomous period, followed by 1 minute and 45 seconds of driver-controlled play. The object of the game is to attain a higher score than the opposing alliance by having each robot place “stars” and “cubes” in designated zones, and remotely hanging robots onto a hanging pole.

The consequences just got tougher for Florida students who threaten to shoot up a school. The Anti-Terroristic Threat and Public Servant Protection Law.The law, which went into effect Oct. 1, makes false reports about using firearms in a violent manner a seconddegree felony. Bomb threats have carried a second-degree felony, but only charges of “disrupting a school function”—a seconddegree misdemeanor — could have been brought against someone making a gun threat. The law also makes it a first-degree misdemeanor to threaten with death or serious harm a law enforcement officer, state attorney or assistant state attorney, firefighter, judge, elected official or any of their family members. In the Pasco County School District, there already have been three incidents of students making gun threats through the first six weeks of the 2016-2017 school year. Pasco County Superintendent Kurt Browning described such threats — regardless of the degree of seriousness — as being “incredibly disruptive” to the community. “When someone makes what they con-

sider a joke to shoot up the school, people panic,” Browning said during a Sept. 30 press conference. “I’ve pleaded with students, and I’ve asked their parents to plead with them, to think before posting an idle threat on social media, or to make any kind of verbal threat to carry out a shooting at any of our schools.” He added:“When kids and their parents see these things, the fears spread quickly.” Such threats, Browning said, often cause Pasco schools to become “half-empty” the following day. “Students and parents are not going to take any chances when they hear rumors or see the posts on social media,” the superin-
tendent said. “It means that students who do show up are not going to learn much that day. It means that some teachers may decide not to teach the lesson that they had planned, because half the class will miss it,” Browning said. Bike repair station opens at Suncoast Trailhead The Laker/Lutz News Staff Report
A bike repair station is now available at the Suncoast Trailhead, off State Road 54 in Odessa. Officials had a ribbon cutting to celebrate the new amenity, which is expected to be welcomed by cyclists who use the trail. The bike repair station is located at the northwest corner of State Road 54 and the Suncoast Parkway, at 16175 State Road 54 in Odessa. The Pasco law firm of Russell G. Marlowe donated the bike repair station, which will allow trail users to
make repairs at the trail. “I would like to thank Mr. Marlowe and his organization for their kind donation,” Kelley Boree, director of Pasco Parks, Recreation and Natural Resources Department, said during the ceremony, according to a news release from Paso County. The station features tools that are securely attached by retractable braided stainless steel cables, and include screwdrivers, tire levers, a hand bike pump and wrenches.The work station can also service two bicycles at the same time, and it includes a QR code which provides
links to online help. This type of equipment typically costs approximately $1,600, the release states. The Suncoast multi-use trail begins in northern Hillsborough County, and continues through Pasco and Hernando counties. The trail goes through suburban, agricultural and natural areas. In total, the trail consists of 42 miles of shared-use path that is owned by the Florida Department of Transportation, and is operated and maintained by Hillsborough, Pasco, and Hernando counties.

Celebrating San Antonio’s small-town charms By Tom Jackson

W
hen you’re young and restless, Betty Burke says, San Antonio is the sort of town you leave. It’s small. It’s sleepy. It’s a long way from anywhere. It scarcely helps that its mascot is the Eastern Diamondback rattlesnake, the deadliest serpent in North America. More about that in a moment. So you go.To college.To a fast-paced career. To bright lights and busy streets. To places that, famously, never sleep. And, you stay far, far away, reveling in the distance and big-city tumult … until something fundamental and ancient clicks inside, and you’re ready to rear children. Then you return, knowing, even as the town changes, in all the essential, pleasing ways, it will have remained the same. San Antonio still will offer, for your offspring, the simple treasures you couldn’t properly appreciate until you lived apart from them. Burke knows this because she has lived it. She is among those bright-eyed lasses and lads whom the town methodically sends into the world who, upon review, find the entire leaving-home business unsatisfying. It’s then, feeling the biological magnetism of bringing up offspring as they were brought up, they find their trajectory arcing toward home, toward its friendly faces, familiar rhythms and reassuring appeals to the senses. All of that, and so much more, will be in play next week when, precisely on schedule on the third weekend of October, the little town’s biggest adventure — its 50th annual Rattlesnake Festival — is scheduled to unfold. It is for such reassuring predictability that Burke became a human boomerang 35odd years ago, returning — after two years at Duquesne University in Pittsburgh and
career-related stopovers in Miami, Tampa and St. Petersburg — to the ancestral 40-acre plot off State Road 52. She arrived accompanied by husband Bruce Calvert, a since-retired Tampa Bay Times building maintenance manager, and, restored to her roots, they added to the family line. Now, about the Rattlesnake Festival: Among the things you learn, fast, in small towns is that for good things to happen, everybody has to pitch in. with announcements and opportunities; it was San Antonio’s Facebook long before there was Facebook. These things, she says, are worth preserving. So, too, is the Rattlesnake Festival, even as it evolves, with food trucks replacing barbecue cookers and bounce houses substituting for carousels. And now, another one is upon us. Something happens the week before, Burke says.“You know how they talk about, ‘When the circus comes to town?’”We do. It’s anticipation, the pulse-quickening phenomenon that triggers the brain’s pleasure centers in what psychologists call “rosy prospection.” Well, Burke adds, “When the tents start going up, the same thing happens in San Antonio.” How could it not? That thrill comes from knowing they’re about to be in the regional spotlight. Organizers expect 6,000 visitors to experience their smalltown charm, and return home better for the experience. For Burke, it all comes with a shot of melancholy. Even as the Rattlesnake Festival looks forward to its second half-century, this year’s event brings endings, and she is full of anticipation about that, too. After three years as head of the organizing committee, she is stepping down. At a vibrant 73, with a confident gait and sparkling eyes, she nonetheless says, “It’s time for someone younger to take it on.” She has her eye, eventually, on Brady Whalen, recent Pasco High alumnus, PascoHernando State College freshman and all-around reliable go-fer. (Surprise, Brady.) And, when the festival closes, so, too, will Park Place Antiques, the shop she has run with her sister and nephew in the old Bradshaw house across Main Street from the park. About this she explains, simply, “There are other things I’d rather do.” None of which will involve leaving San Antonio. Not for very long, anyway.After all, she’s been there and done that.This is one boomerang who’s never wants to make another extended round trip. Illegal dumping at bins targeted By Kathy Steele

Donation bins that collect used items – mostly clothing – can sometimes become magnets for illegal dumping. Pasco County commissioners want to break that pattern with an ordinance establishing a registry and regulations on the location and oversight of the bins. The county’s development review committee reviewed the draft ordinance on Sept. 28. Public hearings on the ordinance are scheduled for Oct. 11 in Dade City, and October 25 in New Port Richey. County commissioners got a preview of the proposed regulations at their Sept. 27 meeting. “It’s been a pet peeve of mine,” said Elizabeth Blair, senior assistant county attorney, who made the presentation at the meeting. Pasco County Commissioner Mike Moore began pushing for regulations in February, and snapping photos of dumped furniture, televisions and bags of clothes that couldn’t fit into the overflowing bins. “We need some relief,” he said.“This can’t continue.” However, he added,“We want legitimate charities to continue receiving donations. Most of the charities do a good job of cleaning them out.” The worst offenders, Moore said, are the companies and organizations that collect clothes to sell for profit. The proposed regulations would apply to donation bins and also to semi-tractors or
trailers, or other temporary facilities used to collect recyclable or for resale materials and goods. Permanent facilities with collection operations, such as those associated with Goodwill and Salvation Army thrift stores, aren’t included. Also, donation bins set up during permitted events aren’t subject to the ordinance provided the bins are removed within 48 hours of the event’s conclusion. The ordinance would restrict bins to general and neighborhood commercial districts as well as light manufacturing and general industrial park districts. They also would be allowed in nonresidential areas within commercial and industrial districts that are part of master-planned developments. The regulation would require a company name, contact information and a tracking number be visible on the bins. The proposed ordinance also calls for requiring permits to be be obtained before the placement of any donation bin. It would allow just one bin per location. However, a second bin can be approved if the location has more than 300 feet of road frontage. The ordinance would prohibit placing bins in rights of way. Other proposed requirements include: • Site plans detailing locations • Written consent from the property owner, or a legal representative of the owner • A pickup schedule for emptying and maintaining the bins • Proof applicants can legally operate a business in Pasco and the state Permits for the bins would be renewed annually.

Yom Kippur, considered to the most important holiday in the Jewish faith, runs from sunset on Oct. 11 until nightfall on Oct. 12. Yom Kippur, meaning “Day of Atonement,” marks the culmination of the 10 Days of Awe, a period of introspection and repentance that follows Rosh Hashanah, the Jewish New Year. Yom Kippur is observed with a 25-hour fast and a special religious service.
OBSERVANCE:
The Torah (Jewish bible) commands all Jewish adults (apart from the sick, the elderly and women who have just given birth) to abstain from eating and drinking between sundown on the evening before Yom Kippur and nightfall the following day.The fast is believed to cleanse the body and spirit, not to serve as a punishment. Religious Jews observe additional restrictions on bathing, washing, using cosmetics and wearing leather shoes.The prohibitions are intended to prevent worshippers from focusing on material possessions and superficial comforts.

a dilemma, according to Ray Mason, the post commander. The post had been meeting at night, but that posed a problem for members who have night vision issues. And, when it moved its meetings to the daytime, it could-
n’t attract new members who work. Now, it has solved those issues by meeting at 9 a.m., on the second Saturday of each month at Harvester United Methodist Church, 2432 Collier Parkway. The first meeting is scheduled for Oct. 8.

Dade City resident Amy Gant made a plea for money to repair the Dade City Little League concession stand at John S. Burks Memorial Park. The 30-year-old structure is in dire need of repairs, she said. Code violations include a leaking roof and broken plumbing. An electrical fire happened recently, and critters crawl through broken windows, Gant said. “The concession stand for our league is one of the biggest moneymakers,” she said. “I know that it’s expensive, and you probably can’t afford it, but I’m going to ask anyway.” As a youngster, Gant said the Dade City Little League was a lifeline for her. Over the past few weeks, subjects have been dressing up as clowns, according to a news release from the Pasco County Sheriff’s Office. This is a nationwide event and these clowns are associating themselves with “evil, murder, rape, and violent acts,” the release says. Several sightings of these “clowns” have occurred within Pasco County over the past few days, including sightings in Hudson,
Port Richey and Holiday, the report says. These subjects dressed as clowns are creating profiles on Facebook and requesting juveniles as friends. In one post, a clown requested that a juvenile meet up at a park at night, the release adds. The Sheriff’s Office wants to caution everyone that these types of acts are not being taken as a joke and are being investigated as threats. Unforeseen circumstances have forced Land O’ Lakes High School to hire its second girls varsity basketball coach in three months. Marcus Ludwig, a former Wharton High boys junior varsity coach, was named the Gators coach on Sept. 19. Ludwig, 33, replaces Ed Mullikin, who was hired in late June. Mullikin was initially set to replace Phyllis Crain, who guided the Gators to regional championships in 2014 and 2015, and compiled an 85-50 record in five seasons. But, according to Karen Coss, the school’s athletic director, Mullikin opted to remain in his home state of Kentucky just before the start of the 2016-2017 school year. The basketball season kicks off later this month, on Oct. 24.Yet, Ludwig doesn’t view his late hiring as a disadvantage in getting equipped for his first season as Gators coach. “The one thing I’ve been blessed with is I’ve worked with a lot of great coaches,” said Ludwig,“and I’ve had five-plus years experience coaching at different levels, so I was already able to prepare myself.” Ludwig, a native of Syracuse, New York, said he’ll have plenty of time over the next month to get acquainted with the inner workings of the Gators’ program, and its

players. Since his hiring, Ludwig has held two open gyms.About a dozen girls showed up each time, but Ludwig expects to see a larger turnout once the fall sports season ends. Though he hasn’t fully evaluated how the varsity roster will shape up, the Gators coach already has a general in-game philosophy in place. Success, Luwig said, will be dictated by defensive play and turning games into proverbial chess matches. “I’m very strategic when it comes to de-
fenses and defensive schemes,” Ludwig explained. “What I tend to do is challenge them...to have a mental toughness when it comes to the defensive part of basketball,” he said. He continued:“If it allows the other team to get out of their ordinary or regular routine, then you’re kind of winning a battle already, because it’s making the other team overthink things.” Ludwig noted that philosophy comes in handy once the Gators face quicker, more athletic opponents. “You’re going to have to be mentally tough and outthink your opponent,” he said. “I want to be that type of team that if anybody steps on the court with us, they technically don’t know what we’re going to do as far as our defensive schemes.”
Though Ludwig didn’t divulge the types of schemes the Gators will deploy, he said defensive sets will be dictated by the skillsets of the 10 players on the court. “No. 1 is definitely personnel — who is on the court, what type of team you’re playing, what are their strengths — and trying to take away my opponents strengths.” Moreover, the Gators’ defense, Ludwig said, will complement its offense. “We’ll have our basic set plays,” he said, “but, our best offense is going to come from our defense.” Also of note: Ludwig has retained Alison Washburn, a former Sunlake High basketball player, as an assistant coach. “She was a part of the team during the summer of this year, so she’s been a big help,” Ludwig said. “She’s given me the inside-out on some of the players and what to expect when it comes to coaching at the school, and in this league (Class 7A, District 8).” Land O’ Lakes is coming off a 14-11 (2-4 district) mark in 2016. The new coaching staff will have to replace five seniors from last year’s squad, including top scorers Makela Canada (12.4 points per game) and Gabby Mills (11.4 points per game). Scoring consistently often plagued the 2015-2016 squad.Though the Gators averaged 40 points per game, the team scored 20 points or fewer in four games. FHSAA ADOPTS NEW FOOTBALL PLAYOFF FORMAT
The Florida High School Athletic Association(FHSAA) Board of Directors on Sept. 26 approved a new football playoff format. Beginning with the 2017 season, district play will be eliminated in Classes 1A4A, with teams making the playoffs based on a points system. Classes 5A-8A will retain districts, with the district champion receiving an automatic playoff bid. The measure was approved by a 14-2 vote. “Based on the feedback from our membership, the majority of our constituents wanted our old playoff system changed,” FHSAA Executive Director Dr. Roger Dearing said, in a release.“We are hopeful this change will create the most exciting high school football postseason in America.” For Classes 1A-4A, no region or district play will be required, and each school will control its own schedule. Four teams from each region (16 total) will make the playoffs based on the new points system. District play for Class 5A-8A will remain, with 32 teams qualifying for the playoffs in each class. District champions will receive an automatic bid to the playoff and will receive a 1-4 seed based on the new points system. Four wild cards will be taken from each region — based on points—following the conclusion of Week 11. In all eight classes, the higher seed will always host. For information, visit FHSAA.org.

Former Pasco football star out for year Former Pasco High standout Janarion Grant, a Rutgers (New Jersey) University senior wide receiver and top offensive player, suffered a season-ending ankle injury during a 14-7 loss to Iowa University on Sept. 24. Grant, the school’s all-time kickoff return yardage leader, injured his right ankle on a 76-yard reception. During a Sept. 26 press conference, Rutgers first-year coach Chris Ash said the program will petition the NCAA (National Collegiate Athletic Association) to give Grant a fifth-year of eligibility. Through four games, Grant led the team
in receptions (20) and receiving yards (210), and was second in rushing (138 yards, three touchdowns). The 5-foot-10, 180-pound speedster was also the team’s primary return man, averaging 32.5 yards on kickoff returns and 16 yards on punt returns. Grant, who graduated from Pasco High in 2013, helped guide the Pirates to the Class 5A state semifinals in 2011 and region finals a year later. Coming out of high school, Grant was a consensus three-star recruit with more than a dozen college scholarships.

STEINBRENNER PITCHER MAKES NATIONAL TEAM Steinbrenner High School’s senior righthanded pitcher CJ Van Eyk was one of just 20 players nationwide selected to the USA Baseball 18U National Team. The team, which was finalized on Sept. 23, is taking part in the COPABE Pan American Championships in Monterrey, Mexico, which runs through Oct. 9. Prior to the selection, Van Eyk, a Florida State commit, shined during USA Baseball’s weeklong trial period in Houston,Texas. In two appearances, the 6-foot-2, 190-pound flamethrower struck out nine batters in six innings using a fastball-curveball combination. Last season,Van Eyk was one of the most dominant pitchers in the state. He was named the Florida Dairy Farmers’ Class 8A Player of the Year after ranking first in the class in strikeouts (130) and wins (12), and fifth in earned run average (0.77). During a July interview with The Laker/Lutz News, Steinbrenner coach John Crumbley —who’s amassed four state titles and over 700 wins in his 25-plus career — said Van Eyk is “right up there with some of the top pitchers that I’ve coached in my career.” The route is an “out and back” course, taking participants across the Platt Street Bridge and along Bayshore Boulevard. Prizes will be awarded to first place overall male/female adult and first place overall male/female youth (ages 9 and under). Firstplace prizes also will be awarded by age group (10 to 19, 20 to 29, 30 to 39, 40 to 49, 50 to 59, 60 to 69, and 70-plus). Registration is available at RunSignup.com. or gardeners who are looking for some new ideas, the Bette S. Walker Discovery Garden in Seffner provides inspiration — and information. The garden, at the Hillsborough County Extension office, gives growing enthusiasts a chance to see the variety of plants that will thrive in a Florida landscape. It also showcases the various ways plants will grow — in raised beds, on trellises, in containers, or in the ground. And, it demonstrates how to essentially create “garden rooms” through the selection of plant materials, mulch, garden furniture and other features, such as waterfalls, bridges and stages. If that’s not enough to stir your imagination, check out the pollinator and perennial gardens out back. In the pollinator garden, visitors can see plants that attract butterflies, bees and flies. The perennial garden is filled with thriving plants of different shapes, sizes and colors. “What we’re doing is demonstrating to people that you can plant different kinds of hardy perennials that will last year after year in Florida,” said Nicole Pinson, urban horticulture agent for Hillsborough County. If you need specific information on when to grow what and where to grow it, ask inside.The extension office staff and volunteers are helpful and knowledgeable and there’s a multitude of informational handouts on a wide array of gardening topics. Hillsborough County Extension is a partnership between Hillsborough County and the University of Florida. Pasco County Extension operates through a similar partnership between Pasco County and the university.

This fuzzy flower is a magnet for pollinators such as bees, butterflies and hummingbirds. Select the dwarf form for most yards, as the non-dwarf plant can grow to be very large. The dwarf powderpuff grows best in sun to partial shade. It is about a 5-foot shrub. Be sure to protect it from freeze when the temperatures dip. It is a great perennial plant and makes a nice specimen in the garden.
While it is called blue ginger, this plant technically is not a true ginger. This plant grows best in shade to partial shade and is easy to propagate once established. Few plants have a nice, bluish color — so this a great plant to add to a garden.
Croton, prefers sun to part shade, depending on the type of croton.
A pollinator garden is planted with flowers specifically aimed at attracting pollinators such as bees, flies, wasps and butterflies. The garden includes African blue basil, red pentas, larraflower, bulbine, buttonbush lantana, milkweed, daisies and salvia. A variety of flower colors, shapes and sizes attracts different kinds of pollinators.
Coleus is a great landscape plant for sun, semi-shade or a shady spot, depending on the variety of plant.
Burbling fountains can bring soothing sounds, as well as a sense of refreshment to your landscape. These fountains, which use recirculating water, are decorative only.

Texting and phone calls are not the only driver distractions causing problems on the roads. Many people don’t realize that an unrestrained dog or cat riding in a vehicle can also divert a driver’s attention and pose other dangers. There are 78 million dogs in the U.S., and each year, more and more pets are traveling with their owners to pet parks, restaurants and pet-friendly destinations, according to the American Pet Products Association. A dog sitting in the front seat can risk fatal injury from an airbag, even in a minor collision, and also is at risk for flying through the windshield. In the backseat, a dog could be thrown like a projectile with enough force to seriously injure human passengers.
If emergency crews are required after a collision, an unsecured animal could run from the scene into oncoming traffic, get hit or cause another accident.The animal also could create a situation where a crewmember is unable to reach you safely. Or, a scared pet could pose a threat to a paramedic or firefighter. More states are passing pet restraint laws, including Arizona, Connecticut, Hawaii, Maine, New Jersey and Rhode Island. Pet owners should keep their furry friends buckled up while traveling on vacation or locally to the grocery store or park to help avoid unknown dangers created by an unrestrained pet.There are a number of products available, including booster seats equipped with restraint systems.
