Pasco is breaking growth records

By B.C. Manion bcmanion@lakerlutznews.com

Pasco County’s growth has been so rapid that its staff can’t keep up with it — prompting the county to budget for additional positions to address the increasing development. The county plans to add 10 staff members to its planning and development department, two positions in code enforce-

ment and 14 positions in building construction services during the next fiscal year. “The county is experiencing unprecedented growth at this time. And, a lot of that growth impacts our branch, directly,” Sally Sherman, assistant county administrator for development services said, during a presentation at the Pasco County Commission’s Sept. 15 meeting. “As we strive to meet the demands of the customers for which we serve, we are also

looking to — ‘How are we doing, and can we do it better?’— all of the time. Along those lines, the branch’s staff put together a survey to gauge its performance, and to identify its strengths and weaknesses. “The survey went out to over 6,000 customers and those individuals who have literally had interactions with the branch. It received 644 responses, and of those See GROWTH, page 11A

Florida parents now have the power to decide whether a healthy child should be taken out of school because of exposure to COVID-19. Gov. Ron DeSantis, State Surgeon General Joseph Ladapo and Education Commissioner Richard Corcoran joined together on Sept. 22, to announce that the Florida Department of Health issued a new rule, empowering families to make that decision. The new emergency rule, which became effective on Sept. 22, prevents the unnecessary exclusion of healthy students from in-person schooling; safeguards the rights of parents and legal guardians and their children; provides health protocols for symptomatic or COVID-19-positive students; and provides opportunities for parents and legal guardians to choose which protocols to implement when their student has had direct contact with someone who tests positive for COVID-19, according to a news

Pasco County has approved a local funding agreement with the Florida Department of Transportation (FDOT) regarding the construction of an intersection improvement at State Road 52 and Sunlake Boulevard/Rhombus Court. The Pasco County Commission approved the agreement, as part of the consent agenda, during the board’s Sept. 15. When an item is on the consent agenda that means there is no public discussion and it is voted on along with a number of other agenda items, in a single vote. The intersection improvement is part of the State Road 52 reconstruction project, from east of the Suncoast Parkway to east of U.S. 41, according to the board’s backup materials. The intersection improvement project cost is $709,460, the agenda packet says. Under the approved local funding agreement, the state transportation department will construct the intersection improvement, but the work will be paid for by the county.

School funding issue highlights Pasco legislative delegation By Kevin Weiss kweiss@lakerlutznews.com

More than 30 citizens and civic leaders made their voices heard on various hot-button issues during the annual Pasco County Legislative Delegation meeting at Zephyrhills City Hall. Refining funding for area schools was among the key themes at the Sept. 1 gathering. The annual event allows residents, elected officials, representatives of city and county governments, and civic organizations to speak directly to their legislators prior to the start of the next legislative session. Pasco’s delegation includes State Reps. Amber Mariano, Ardian Zika and Randy Maggard; and State Sens. Wilton Simpson (current Senate president), Ed Hooper and Danny Burgess, respectively. Maggard was absent at the delegation meeting. Pasco County School Board member Colleen Beaudoin opened the conversation on education — addressing the delegation on virtual school financing inequities. Beaudoin asked state leadership to consider an amendment that would strike language from a Florida statute that puts Pasco’s virtual program at a disadvantage to the Florida Virtual School (FLVS) program. Current law limits Pasco eSchool to earning full-time equivalency (FTE) funding during the 180-day school calendar, while the state’s virtual school can record FTEs throughout the summer, Beaudoin explained. This situation hurts students who wish to take online classes during the summer — whether that’s to meet graduation requirements or accelerate their learning, she said. She also noted that Pasco eSchool offers more than 50 courses that are not available from FLVS, including high-interest electives, dual-enrollment, Advanced Placement, and career and technical courses. “We want every opportunity to provide choice for our students and families,” said Beaudoin, a University of Tampa math instructor and department of education chair. Beaudoin put forth three instances of funding being denied students to take district virtual classes. “Please allow for the same funding that you provide for FLVS.” United School Employees of Pasco president Don Peace stepped in to raise concerns about the state’s “formulation and categorical restrictions in the teacher salary increase allocation.” The union leader said he agrees with Gov. Ron DeSantis’ plan to raise the floor on salaries to recruit new teachers.

KEVIN WEISS

The Pasco County Legislative Delegation annual pre-session meeting took place on Sept. 1 inside Zephyrhills City Hall. More than 30 citizens and civic leaders made their voices heard on various hot-button issues, including education, criminal justice, health care, small businesses, nonprofits, environmental and municipal infrastructure.

But, Peace said there needs to be some accommodations for more experienced teachers, particularly regarding salary compression. The first 15 years of teacher salaries have been compressed in Pasco — meaning that a 15-year teacher makes the same salary as a teacher fresh out of college, Peace said. Peace suggested altering the state’s teacher salary allocation guidelines. Currently, it calls for 80% of funds to be used for increasing the base salary, with 20% for those already above the base salary. He suggested that it should be split 50/50, which would allow school boards the ability to raise the ceiling on salaries to recognize long-term employees. Peace also urged legislators to improve salaries for bus drivers, custodians, food and nutrition services workers and other support staff. Tammy Rabon-Noyce is the executive director of CLASS Pasco, a nonprofit organization that represents the interests and advocacy for over 260 school principals, assistant principals and staffers. She emphasized the need for legislators to involve school administrators and organizations such as CLASS Pasco in the drafting of education policies and funding. She also asked the state to give local districts more freedom in spending decisions. “We need autonomy over those (state) funds that you all so generously provide to us, and we ask that you consult with us —

let us talk you through the implications of policies that you are considering, and tap our expertise,” Rabon-Noyce said. Other topics included criminal justice, health care, small businesses, nonprofits, environmental and municipal infrastructure. There was even talk about how the Sunshine State can better position itself to attract more film and television productions. Tampa-based actor Ray Watters spoke on behalf of Film Florida, a statewide not-forprofit entertainment association. The longtime professional actor underscored the potential economic windfall if Florida was able to attract more film and production companies. “It’s really, really disheartening for me to know that Florida is the only state in the southeast, and one of 16 states throughout the U.S., without a program to compete for film and television projects, which puts us at a major competitive disadvantage,” he said. Watters claimed that Florida has lost out on close to 100 major film and television projects that would’ve equated to over $1.5 billion spent statewide, 125,000 cast and crew jobs, and 250,000 hotel room nights. A handful of passionate speakers called upon the legislative delegation to institute a statewide anti-tethering law. Lutz resident Betsy Coville, a veterinarian for over three decades, said anti-tethering legislation promotes public safety and gives

law enforcement additional tools to impede dog fighting. Dog fighting, Coville added, is linked to illegal drugs and money laundering. She also described the inhumane treatment endured by dogs who are tethered to a stationary object outdoors for lengthy periods. “A dog on a chain has a very small, lonely world. They eat, sleep and live in the filth where they urinate and defecate,” Coville said. “They’re at the mercy of rain, cold, heat, and sitting targets for biting insects and predators, both human and animal. They are not a part of a loving family, and rarely have appropriate food, shelter or veterinary care. “Dogs are social animals and, over time, a lack of companionship and attention leads to fearful, anxious and often aggressive animals.” Although four hours had been allotted for the legislative delegation meeting, speakers concluded their remarks within two hours. Each guest speaker had been given three minutes to make their points and requests. “Believe it or not folks, Pasco County has showed how you do a delegation meeting,” said Burgess the delegation chair, referring to the meeting’s efficiency. The Florida Legislature kicks off the 2022 regular session on Jan. 11.The fall interim committee meeting schedule began Sept. 20 and runs through early December.

Pasco facing apartment shortage, commissioner says By Kevin Weiss kweiss@lakerlutznews.com

Pasco County Commissioner Kathryn Starkey tackled a number of key topics as the featured guest speaker of the East Pasco Networking Group’s breakfast meeting earlier this month at the Sarah Vande Berg Tennis & Wellness Center in Zephyrhills. She first addressed one of the more visible happenings — the county’s surging population growth, and its residential and commercial development. “Obviously, you know, the county is on a tear,” Starkey opened to the group of a dozen-plus citizens during the Sept 14 gathering.“Florida’s No. 1 engine for growth is getting people to move here, and you see that happening in our county. “We’re growing like crazy,” said Starkey, whose district seat includes southwest and south-central Pasco. Every month we’re breaking the record on the amount of permits that we’re giving, compared to last year.” The commissioner said she regularly receives calls from landowners who want to know if the county plans to approve their land to build apartments. The commissioner said that Pasco is actually facing an apartment shortage, despite the many Class A luxury apartments that have gone up in recent years. Yet, the commissioner emphasized that county leadership and decision-makers are becoming “very, very picky” on where new apartments will be placed in the area.

KEVIN WEISS

Pasco County Commissioner Kathryn Starkey was the featured guest speaker at the East Pasco Networking Group’s Sept. 14 meeting at the Sarah Vande Berg Tennis & Wellness Center, in Zephyrhills.

“We do not want to give up commercial and industrial property for apartments,” she said. The Pasco County Commission currently has a mortarium in place for new applications for multifamily development, which includes a portion of the county that’s essentially in Wesley Chapel and Land O’ Lakes. Starkey said county leaders have instead encouraged would-be developers to build multi-family housing in more needed areas, such as Hudson, Holiday and along U.S. 19. It has been a challenge, as Pasco’s apartment shortage is leading to steep rent increases, Starkey said. The county needs to have affordable

housing, particularly for first responders, public servants and working-class residents, Starkey said. “Where are our policeman and our nurses and our teachers going to live? Because when this cycle comes around again and they go to sign a new lease, they’re going to be moving out. They’re going to be moving to Hernando (County), they’re going to be moving to Citrus (County), and they’re going to be driving down here, and I really worry about that, so there needs to be a balance,” she said. The apartment development industry is having trouble keeping up with Pasco’s population surge, too. Starkey noted experts in that field all but

say they build only about 1,500 units per year in the county due to the equipment and logistical hurdles. Besides being a bedroom community for many Hillsborough County workers, the county also has experienced an influx of people moving in from the Orlando area, Starkey observed. She believes the Orlando influx can be attributed to that region’s hospitality industry taking a hit during the course of the coronavirus pandemic. “Orlando is sending us people like crazy,” she said.“I’m thinking when all the hospitality stuff closed up, people left and came here.” The commissioner also touched on various county road construction projects, including the delayed Diverging Diamond Interchange project at State Road 56 and Interstate 75 in Wesley Chapel. This work stoppage was a result of contractor D.A.B. Constructors defaulting, and ultimately filing for bankruptcy and going out of business. The diverging diamond project has since been assumed by a bond company and awarded to Superior Construction Company Southeast LLC. “I was very glad to see, driving up here, that they were at work on the diverging diamond,” Starkey said.“It’s going to be at least a year behind, but it is moving again.” The new estimated date of completion is the summer of 2022, according to the Florida Department of Transportation’s website.

Take Advantage Of Current Pricing And Save Money On Mechanical Systems For Your Home

f you are planning to replace your HVAC system or water heater, or you’re considering adding a home generator or water softener, Cornerstone Pros recommends you act now — before more price increases are passed on from manufacturers to local AC, electrical and plumbing companies. “We just got notice of our fourth price increase of the year — an 8% jump coming Nov. 1, and we’re sure there will be another one at the first of the year,” said Dana Spears, president and owner of Cornerstone Pros in Land O’ Lakes. “We are advising homeowners to call and schedule an appointment now, so we can get your order processed and scheduled before another rate increase.” To help homeowners budget for these expenses, Cornerstone offers deferred-interest loans for up to 18 months. “You will save a lot of money if you have these home improvements done now, before the upcoming price increases,” said Spears. Like manufacturing companies everywhere, plants that make home mechanical equipment are faced with parts and labor shortages, which are resulting in higher prices on most everything, including air conditioning units, refrigerants, electrical panels, hot water heaters (traditional and tankless), home generators, and parts and material for all trades. “We’re asking people to understand that these price increases are out of our control,” said Spears. “We are doing the best we can to hold our expenses, but price increases from our manufacturers have been so sig-

warranty available for purchase. We also offer great financing terms and rebates, and work with local utility companies to qualify customers for additional rebates,” said Spears.

This will save you money, and allow you to budget for future repairs. The only thing worse than having you’re AC go out during the holidays when you have a houseful of guests, is not being able to get it repaired right away. “We can help to prevent an emergency from happening at your home if you schedule a preventative maintenance checkup, which will allow us

to catch a problem prior to the system failing on that hot summer day,” said Spears. “This is very affordable — we’re currently offering an AC System Maintenance Program that begins at just $9.95 a month for up to two AC units.” For homes needing a replacement system, one of the most popular AC systems Cornerstone Pros offers is the Daikin Fit series, which is so quiet that it can be installed outside a bedroom window and not be heard inside. “Our AC equipment product line has the best warranties in the industry, with a 12-year parts and labor

Cornerstone Pros offers permanent and portable home generators, and has deferred-interest financing. It installs Generac generators, the country’s largest manufacturer of backup generators, that run on natural gas or liquid propane, and automatically activate when there is a power outage. “Choosing the right size generator is just as important as the quality of the generator. Our technicians do a full load calculation on every home we quote, and specify a generator that best meets a family’s needs and budget,” said Miguel Silva, plumbing manager for Cornerstone Pros. The company also installs wholehome surge protection devices, which can prevent a power surge from damaging appliances and essential electronics if lightning strikes your home or nearby. Cornerstone Pros is one of the area’s largest and most established trade contractors offering air conditioning, plumbing and electrical services. It is proud to employ over 95 local, qualified people who provide prompt service and exceptional customer service seven days a week. f you’re looking to sell your home, one of the easiest and most affordable things you can do is hire a professional to stage your home before taking listing photos and opening your door to prospective buyers. “Everyone likes to look at pictures, and seeing photos of your home staged beautifully grabs a buyer’s attention when looking on Zillow, Realtor.com and other on-line listing services,” said Jennifer Schumacher, owner of Sunshine Staging in New Port Richey. “If you want your home to be selected as a favorite, you better make sure your photos give an outstanding first impression.” Research shows that homes that are staged sell faster, and typically for 20% more than homes not staged. “People are always surprised at the tremendous return on investment

staging brings,” said Schumacher, adding that both vacant or occupied homes can be staged, and the cost for a typical 2,000 square foot home is less than $2,000 for a three-month period. “While most clients ask us to stage their master bedroom, living and dining rooms and baths, we can also do just one room or an entire house,” said Schumacher. “We are very flexible and have our own trailer to bring in furniture, accessories and artwork. Our goal is to stage a home so a potential buyer can easily imagine their family living there.” Schumacher worked in the home staging business for 10 years before opening Sunshine Staging three years ago. You can meet her and learn more about home staging at a breakfast tour she is hosting on Oct. 8. Please see the ad below for information.

Infinite HD Offers Low Pricing On Tile And Vinyl Plank Flooring

I

f you’re looking to upgrade your home’s flooring to the latest in design and technology, you’ll want to call Infinite HD in Odessa to get some of the lowest pricing in Tampa Bay. The company’s warehouse special runs through October, and includes tile beginning at just $1 a square foot in porcelain, ceramic, black herring bone and porcelain wood tiles. And, for those wanting in-demand luxury vinyl plank, Infinite HD pricing begins at just $2.99 a square foot. All flooring material is in stock, at the company's 60,000-square-foot local warehouse, with quantities large enough for one room or the whole house. “We are a family owned company that provides full service from warehouse to installation with a one-year guarantee, and also sell to customers who pay cash and carry,” said Rob Howard, owner of Infinite HD. Howard has over 35 years of experience in the home repair and installation industry. Together with his two business partners, his son, Jarred Howard, and longtime colleague, David Rodriguez, the trio offers top-notch customer service

and expertise. It’s this experience that brings many local homeowners to Infinite HD. Howard focuses on estimates and customer relations, Jarred Howard handles purchases and acquisitions, and Rodriguez oversees all installations. Plus, Howard’s daughter, Janann, creates all the cabinet designs and drawings. About a year ago, Infinite HD moved its office to Odessa to be more

convenient to its customer base in Hillsborough and Pasco counties, and to accommodate the company’s growth. Bathroom and kitchen updates are in demand, with many clients choosing luxury vinyl plank or moisture-proof laminate. “The moisture-proof laminate looks and feels like wood, but is more durable and can handle water much better,” says Howard. “Luxury vinyl

plank is much more dense, harder and almost impossible to scratch.” Home shows, such as “Fixer Upper,” often inspire people to do their own home repairs, but Rodriguez stresses the importance of hiring a licensed professional for most home repair needs. “We have a saying in the business — ‘Cheap labor isn’t skilled, and skilled labor isn’t cheap,’” said Rodriguez. “It truly matters who you hire.” One of Howard’s favorite parts of the job is helping clients bring their vision to life, especially folks who have lived in the same house for many years. “They just want a change, and it’s nice giving them something new and different,” says Howard, “We enjoy doing remodel work and fixing up homes for the next stage of our customers’ lives.” Infinite HD continues to operate as a family business, which Rob is reminded of every time he steps into the office, because his grandchildren helped install its floor, and both his son and daughter work for him. GROWTH, from page 1A 517 came from individuals who’d had interactions with the branch within the past year. “This is the first-ever survey that has been conducted to try and gauge where we are as a branch and the services,” Sherman said. “What we see this is — an opportunity to set a benchmark, as to where we are, and as we continue to make improvements, how we’re doing. This is anticipated to be conducted annually,” Sherman added. “The survey captured percentage ratings of various processes that our department offers. “It rated everything from very satisfied to not satisfied. Satisfaction ratings, out of a possible 100%: • Planning and development department: 64% • Building Construction Services: 72% • Code Enforcement: 67% • Office of Economic Growth: 73% Those taking the survey also were able to submit comments, which yielded additional information for the department, Sherman said. She added:“We’re going to be looking at those in detail and following up with individuals. Volume is up in everything, from calls coming into the department, to site plans under review, to proactive code enforcement actions, to permits being pulled, Sherman said. The county has 422 active site plan reviews currently under consideration, she said. “With our site plan review process, we have pre-application meetings for those. And, right now, those are slated out to January with the number of requests we are receiving for reviews.” Sherman also addressed the volume being handled by the building construction services department. “New single-family home permits, as you know, have taken off in Pasco County. “In 2020, there were 5,741 new homes issued,” she said, adding at that time it was taking nearly 23 days to process a new single-family residential permit. Over the last eight months, the department has issued 6,317 new single-family home permits, processing them in an average of 8.5 days. “This is due in part to a great team, working extremely hard, looking for innovative ways to improve service,” Sherman said. In working with the Tampa Bay Builders Association, the county was aiming for a 10-day turn-around for single-family permits, Sherman said. “As you can see, we have met that goal and we’ve exceeded that goal. I’m hoping with the changes that we are continuing to make that we will continue to exceed that goal.” In the arena of commercial permitting, the county is currently embarking on a major effort to streamline its processes, Sherman said. “We have a team that’s very innovative

and ready to seek change to make things better for our customers,” she said. The county’s inspectors also have been very busy, Sherman said. “Over the last eight months of this year, they have conducted over 202,000 inspections,” she said. Ultimately, the county’s new development is expected to result in a $2 billion expansion to the county’s tax roll, Sherman said.

CONTINUALLY SEEKING WAYS TO IMPROVE

Sherman thanked her staff for its dedication and hard work. “I see them in the mornings, when I walk in at 6:30, going into the office to start work. They’re not going in early to leave early, but are going in early to meet customer needs. “We see them on the weekends, coming into work, to meet the needs of our customers. “They are extremely, extremely dedicated team members. “And, as we continue to serve the community, in keeping with our strategic plan to create a better community, a better future for all of those involved, we want to continue to do that with integrity, respect, service innovation and service excellence.” Commissioner Jack Mariano praised Sherman for demonstrating her initiative in conducting a survey about the branch’s work. “You’ve got a baseline to work with now,” Mariano said. Commissioner Kathryn Starkey zeroed in on the amount of time it takes to get a pre-application meeting. “What can we do in the short term to shorten that time. I think we’re up to four months to get a pre-app meeting. Is there anything we can do to help that?” Sherman said efforts are being made to improve that part of the county’s process. Starkey followed up: “Is it more planners that we need?” “We are getting more planners,” Sherman said.“But we are taking a look at how we can streamline the process. We’re looking at it in detail right now.” Nectarios Pittos, director of planning and development, told Starkey: “It’s a logistical issue, not just with the planning and development department, but also with all of the other departments that participate in the process with us. “So, yes, you could add, theoretically, more planners to address the pre-application, but you’d also have to double up the other positions in the departments that participate in the process, just to get more than eight or nine pre-apps that we can do per week.” Commission Chairman Ron Oakley told Sherman:“I appreciate everything you are doing Sally, you’ve made the department stronger and better, and moving forward. “We want to do it the right way, but we want to continue to streamline, and get it faster and quicker through the system. “If we were not having so many projects, it would be different, but we’ve got them piled up,” Oakley said.

Do you have a PLAN?

INTERSECTION, from page 1A The FDOT is constructing the widening improvements on State Road 52, from east of the Suncoast Parkway to east of U.S. 41. The developer for State Road 52 Industrial LLC, will require access from State Road 52 to their future development, on the north side of State Road 52, west of U.S. 41, according to the board’s agenda packet. This access will be provided through Rhombus Court, which is located on the north side of State Road 52, and aligns with North Sunlake Boulevard on the south side of State Road 52. The developer has prepared design plans for the improvements that will be needed on State Road 52 at the connections of North Sunlake Boulevard and Rhombus Court. These plans were reviewed and accepted by the FDOT. Since the widening project on State Road 52 is already under construction, the FDOT has agreed to include the intersection improvements as part of its construction project, if the county provided funding for the intersection project.

COVID-19, from page 1A the forced quarantining of healthy children disruptive to a student’s education, but many folks in Florida are not able to work from home. With this rule, we are following a symptom-based approach to quarantining students in Florida.” The state’s new surgeon general added: “The governor and I share a similar vision of weighing the costs and benefits of public health policies – and our new rule today is an example of that,” Ladapo said, in the release. “We must make sure that we are doing what is right for parents and for students. There’s not a single high-quality study that shows that any child has ever benefited from forced quarantining policies, but we have seen demonstrable and considerable harm to children. It’s important to respect the rights of parents.” Corcoran also commented:“What we did over the past year was nothing less than amazing – we gave parents in our state the option to send their children to school for face-to-face instruction with more students, over a longer time than any state in the nation – but we did see massive quarantining,” said Education Commissioner Richard Corcoran, father of six kids who missed over 100 days of school last year due to quarantines. “If you take the number of kids that had to quarantine, and added up the days they missed in school, in the education arena, we would call that a chronic absenteeism pandemic. Now we have the data telling us that factually 98% of those children who quarantined never became symptomatic. That’s why the previous policy didn’t make any sense. This is a brilliant change, and I’m so thankful for this new common-sense rule.” On another COVID-19-related issue, DeSantis announced that Florida has secured

The improvements include a full median opening, eastbound and westbound left and right turn lanes, pedestrian improvements, and additional lighting. The contractor for the State Road 52 widening project (D.A.B. Constructors Inc.), has been found in default and the FDOT is in the process of rebidding the project, the agenda packet says. The construction of the intersection improvements was already included and scheduled as part of the State Road 52 widening project prior to the default and will be included in the new bid package. The estimated cost of the improvements is $709,460.00.The developer for State Road 52 Industrial LLC and the county have entered into a funding agreement, in which the developer paid it a proportionate share of the cost of improvements, in the amount of $199,205.80. The county has agreed to fund the balance of $510,254.20. Under the agreement with the FDOT, the county will pay a lump sum to enable construction to proceed. This payment is due to the FDOT by Oct. 4. If the cost is less than estimated, the funds will be returned to the county.

3,000 doses of monoclonal antibody treatments directly from GlaxoSmithKline, after the Biden Administration cut the supply. “We should be doing everything we can to get patients monoclonal antibody treatments, not cutting allocations of treatment like the Biden Administration has done,” DeSantis said, in a release on his web page. Florida has been aggressive in making this treatment available. Meanwhile, on the issue of Pfizer booster shots, the Centers for Disease Control and Prevention (CDC) recommends that these groups of people receive Pfizer booster shots, six months after their initial series of shots: • People 65 years and older, and residents in long-term care settings • People aged 50 to 64 years with underlying medical conditions • People aged 18 to 49 years with underlying medical conditions, based on individual benefits and risks • People aged 18 to 64 years who are at increased risk of COVID-19 exposure and transmission because of occupational or institutional setting According to the CDC, many people now eligible to receive a booster shot received their initial vaccine early in the vaccination program and will benefit from additional protection. “With the Delta variant’s dominance as the circulating strain and cases of COVID-19 increasing significantly across the United States, a booster shot will help strengthen protection against severe disease in those populations who are at high risk for exposure to COVID-19 or the complications from severe disease,” according to information on the CDC’s website. The CDC also will evaluate available data in the coming weeks to make additional recommendations for other populations or people who got the Moderna or Johnson & Johnson vaccines, the website says.

Future NHL stars showcase skills in Wesley Chapel By Kevin Weiss kweiss@lakerlutznews.com

T

he National Hockey League’s (NHL) next generation of talent skated into Pasco County — showing puck fans and pro scouts their skills in shot-making, blocking, toughness and teamwork. AdventHealth Center Ice in Wesley Chapel was the site of the 2021 NHL Prospect Showcase, which ran from Sept. 18 through Sept. 21. Hosted by the back-to-back Stanley Cup champion Tampa Bay Lightning, the event also welcomed prospect teams from the Carolina Hurricanes, Nashville Predators and Florida Panthers. All four teams played each other once over the four-day showcase, at 3173 Cypress Ridge Blvd. Any skater or goaltender in each of the four organizations on an entry-level contract (or less), provided they are 24 years old or younger and have less than 20 games of NHL experience, was eligible to participate in the showcase. Contests were open to the public and streamed live on TampaBayLightning.com. The competition rotates between the cities of the four franchises each year. With it being the Lightning’s turn to coordinate the event, the Wesley Chapel-based facility provided an ideal locale. The 150,000-square-foot complex — the largest ice sports facility in the southeastern United States — is known for having four full-sized ice rinks and a mini-rink housed under one roof. Aside from sheets of ice, the facility was designed to meet various NHL specifications, all the way down to specific railings and glass around the boards. The facility also features an on-site sports medicine clinic with an evaluation and treatment room; a fully equipped fitness center with over 2,000 square feet of space; and a 90-yard indoor track turf. Those features, plus the accessibility to on-site hotels and restaurants, as well as nearby Saddlebrook Resort, were other selling factors for the Lightning and other franchises. “The amenities, that’s really what did it for them,” Center Ice owner Zimmermann said, noting many Lightning executives have family members who are members of the facility.“They’ve utilized every aspect of this building, basically.” Zimmermann acknowledged the showcase ranks as one of the most prominent events to be held at the four-year-old facility — ranking up there with the 2017 Four Nations Cup that featured the USA women’s hockey team (as well as Canada, Sweden and Finland) in advance of the 2018 Winter Olympics. Each prospect team featured about three of four players who’ll likely see time in the NHL this year, Zimmermann said, which added to the event’s allure. Zimmermann spotlighted 20-year-old Panthers goalie Spencer Knight — who shined in this past year’s NHL playoffs — as one of many examples. Knight last year became the first goaltender to ever have played both in the Stanley Cup playoffs and NCAA (at Boston College) in the same season. He also was the second-youngest goaltender in NHL history to win his Stanley Cup playoffs debut, trailing only Don Beupre, who did so at 19 years old in 1981. “When young guys like this, and prospects and draft picks and free agents

FRED BELLET

What is a hockey game without a fight? Here, referees break up a fight, but not before Tampa Bay Lightning prospect Cameron MacDonald gets the brunt of Carolina prospect No. 24 Seth Jarvis’ glove in the face.

are vying for a spot, they’re obviously working their butts off out there, and so it’s very competitive,” said Zimmermann.“It’s almost NHL-quality play, obviously, some of these guys have already played a little bit in the NHL.” Meanwhile, Lightning fans received a glimpse of the franchise’s wave of younger talent over the course of the four-day competition. And that future looks quite bright. The Lightning’s prospect squad finished the tournament as the only team with a perfect 3-0 record. They never trailed in any of their three tournament wins against the Hurricanes, Panthers and Predators. The Lightning’s 24-man prospect roster mostly featured players from northern states in the U.S. and hockey-obsessed countries including Canada, Finland, Russia, Slovakia, Sweden and Nova Scotia. But, there was one Tampa Bay area native as part of the squad — Clearwater’s Avery Winslow. The 19-year-old defenseman said at a media session it was “a dream come true” to

be invited to the prospect camp of the team he cheered while growing up. Winslow enjoyed some on-ice heroics, too, scoring a first goal 36 seconds into a 6-5 shootout victory over the Carolina Hurricanes on Sept. 19.“It was definitely a very exciting moment for me,” he said. Winslow has spent the past couple seasons in the Ontario Hockey League, one of three major junior ice hockey leagues that constitute the Canadian Hockey League. He’s a prime example of what the Lightning’s presence and success has meant for the growth of the sport throughout the Tampa Bay area. “It’s really cool to see that the game of hockey has grown so much with the Lightning winning the (Stanley) Cup the last two years,” Winslow said. “You can really start to see the growth of hockey and all the younger people starting to follow along and actually be fans of the sport and not just show up to the games, so it’s definitely cool to see.” The event appeared be a hit among the arena teeming with hockey fans over the

course of the event. Trinity resident Roger Ennis showed up to the showcase’s final game on Sept. 21, where the Lightning defeated the Panthers in a high-scoring affair, 8-5. It marked the first time Ennis visited the Wesley Chapel-based facility. The Lightning fan was pleased with the intimate seating arrangements to get an upclose look at the action on ice. He also came away impressed by Lightning prospects Winslow and Quebec’s Gabriel Fortier, a second-round draft pick by the Lightning in 2018. “It’s just great to see the young guys at it, all looking to move on,” Ennis said. “It’s amazing to be able to come here, and make a day of it and get that close.” Bolts prospect Xavier Cormier, No. 68, of Quebec crosses sticks with a Carolina Hurricane prospect, as Jack Drury, No. 72, comes in for the puck.

Fans watch through the safety glass as Lightning prospects Avery Winslow, No. 67, of Clearwater, and Gabriel Fortier, No. 82, mix it up with Carolina prospects Bryce Montgomery, No. 58, of Washington D.C., and Jack Drury, No. 72, of New York.

COURTESY OF PASCO COUNTY SHERIFF’S OFFICE

Cpl. Elissa Elders, who serves at Pine View Middle School in Land O’ Lakes, is the 2021 School Resource Officer of the Year for Florida. She is shown here with Edward Upthegrove, program administrator for the Florida Crime Prevention Training Institute. The FCPTI is part of the Bureau of Criminal Justice Programs in the Office of the Attorney General.

Elissa Elders, Florida’s School Resource Officer of the Year, received that distinction during the opening of the annual convention for the Florida Association of School Resource Officers.

Pine View Middle’s SRO wins top state honors Cpl. Elissa Edwards is definitely resourceful, when it comes to connecting with kids. By Joey Johnston Special to the Laker/Lutz News

C

orporal Elissa Elders, from the Pasco County Sheriff’s Office, said she was shocked upon learning she had been selected the 2021 School Resource Officer of the Year from a pool of 900 officers in the state of Florida. “Out of all those people, I’m the one who is selected?’’ Elders said.“I’m just doing my job, but so are all the amazing people I work with. I am honored and I am humbled. Next to marrying my husband, it’s the biggest honor in my life. “But I still can’t get over it. Me? Why me?’’ When examining Elders’ eight-year body of work at Pine View Middle School in Land O’ Lakes and hearing from the students, administrators and parents, another question quickly emerges. Why did it take so long for Elders to be recognized? “She really cares about the kids,’’ Pine View principal Jennifer Warren said.“She’s extremely relatable and they feel very comfortable in receiving her messages. She’s a huge part of our school and we’re all very excited to see this type of recognition.’’ Elders doesn’t seek recognition, though. Her rewards are seeing kids learn and develop. “This isn’t a job, it’s her calling,’’ said retired law enforcement officer Bill Elders, Elissa’s husband of 14 years.“Whether something turns out to be frustrating or a great success, she has a tremendous way of separating the two, always keeping it in perspective, and never letting it take away from her purpose of helping the kids. “I’ve listened to her cry when she sees kids hurting. I’ve listened to her laugh when they do outstanding things. She gets excited. She empathizes. She doesn’t punch a clock. It never stops. This is her life and her heart is completely in it.’’ Elders, who enlisted in the Army before a medical discharge, originally thought she wanted to become an arson investigator with the fire department. But after attending the police academy, she found her niche as Pine View’s SRO.

Playing the role of a seahorse, in ‘The Little Mermaid,’ Cpl. Elissa Elders demonstrates her willingness to do what it takes to connect with kids.

“My principal (Warren) is such a proactive person and she always encourages me to grow and train,’’ Elders said.“I appreciate working with such a strong leader, who has helped me process things and mature as a deputy. “I wear many hats. I’m your friend, your counselor, your teacher, your go-to for advice. If you need something sewn for an outfit or a class project, I can do that. I’m here to help and I work for them, which makes them my boss.Whatever they need, I’m here. I want to take care of any needs or worries, so the families can concentrate on raising a good productive member of society.’’

ELDERS’ BIGGEST TOOL: CREATIVITY

During the school’s “Pink Out Against Bullying,’’ she wore a large pink bow in her hair and pink socks. She’s known to pop into classrooms and actively participate. She had a role in the school’s production of “Annie Junior,’’ playing a Keystone Cop (of course). But nothing was handed to her. Elders auditioned for the role like any student. On St. Patrick’s Day, she makes a pot of

gold with prizes. At Christmas, she uses clues for a “Corporal Elders on a Shelf’’ contest with large candy bars going to the winners. She has a “Walking Dead Fan Club,’’ so students and parents can converse and argue about the popular television series, while using that common interest to promote fellowship and togetherness. She also has started other clubs, such as Girls on the Run and the Craft Club. She likes to poke fun at herself. At a dance class, she displayed some cop-themed exercises, such as running after freshly baked donuts. She carries a donut-shaped water bottle in the car line. She has passed out donuts to reward students who wear their seat belts. “Cops and donuts — classic joke, right?’’ Elders said with a laugh. All of Elders’ out-of-the-box ideas have the same goal. “We do have days at school where kids make poor choices,’’ Elders said.“But I want to be as involved as I can be, whether it’s doing a play, being at a basketball game, helping in the classroom, anything to share what I can and have a positive impact on students.

School Resource Officer Cpl. Elissa Elders played the role of Keystone Cop in Pine View Middle’s production of ‘Annie.’ That’s just one example of how she gets involved with kids.

“When you are involved in their lives, when you can show them the right way to do it, they will be less likely to do something wrong that could result in criminal charges.’’ There are tangible signs of Elders’ state award, such as the designation on her parking spot at Pine View Middle School (“Florida SRO of the Year Parking Only’’). Sometimes, though, Elders doesn’t see the complete results until years later. But that’s when she realizes the full impact. “I have seen it where she runs into a former student at a restaurant or a ballgame and they are so appreciative over something she once said or did for them,’’ Bill Elders said.“She puts her heart and soul into helping kids and it’s rewarding to see them on a good road in their lives.’’ She appreciates the community’s support. “I have gotten so many notes and messages from people congratulating me,’’ Elders said.“Some of them don’t even have a kid at our school. They are saying how proud they are. It means a lot. These kinds of well wishes really show that people are aware and how much they care about the kids, too. That’s really the mission, getting kids on the right road.’’

Kona is a sweet, sweet dobie

Sawyer is a gentle, sweet girl Amos is a big lover boy

Kona’s ear reflects her silly personality. She loves walks, treats, her people, and chasing lizards and squirrels. Kona enjoys attention and has to be near her family all the time. Kona lives with her mom Tracey Canard, dad and brothers, along with a cat, tortoise and gecko, in Wesley Chapel.

Amos’ favorite thing is to sit next to his human, roll over for belly rubs and give kisses. This 3-year-old may be close to 70 pounds, but don't let his size fool you: He thinks he's a lap dog! Amos walks well on a leash, sits on command and takes treats gently.

Sawyer is looking for a quiet home. She can be a little nervous with new people, but she warms up quickly when she realizes you are a friend. She would likely bond with one person. Sawyer has been in play groups with other dogs, preferring those who are gentle and calm like she is. She also walks beautifully on a leash. This 5-year-old girl weighs about 60 pounds. One look into Sawyer's eyes and you're sure to fall in love. If you would like to adopt Amos or Sawyer, be sure to make an appointment at Pasco County Animal Services at 19640 Dogpatch Lane in Land O’ Lakes, by calling 813-9291212. The adoption center is open Tuesday through Saturday, noon to 6:30 p.m. All adoption fees include spay/neuter, microchip and vaccines. For more information, email adoptionpartners@pascocountyfl.net.

PETS & MOVING

Moving to a new home can be an exciting adventure and a busy time with multiple tasks to accomplish.A pet’s needs, along with your own, should be added to the “to do” checklist. Here are some practical, tried-and-true pre-moving tips to help make the experience smooth, successful and stress-free, according to Trips With Pets, in a news release. • Stick with your normal routine. Try to pack over a period of time and stick to your pet’s normal day-to-day routine as much as possible. By doing that, your pet will not be exposed to too much change all at once and will likely be able to ease into the process. • Visit your pet’s vet. Set up an appointment with the pet’s current veterinarian to get a thorough exam and to ensure up-to-date vaccinations. Stock up on medications, too. Depending on your new home’s location, your pet may need extra shots and a health certificate. Request copies of all your pet’s medical records from your vet.

• Look for a new vet. It is a good idea to research veterinarians well before moving to a new home/area.Ask your current vet for recommendations or referrals. • Get the scoop on pet rules and regulations. Pet laws and ordinances vary depending on the geographic location. Find out about all local laws, licensing requirements and pet ordinances that apply to your pet and your situation. For more information, contact the state’s veterinarian’s office or the State Department of Agriculture. At the local level, contact city or county authorities. • Choose a device for securing your pet in the vehicle. The whole family, including the pet, should be buckled up.Viable options for securing your pet include a vehicle pet barrier, pet seat belts, pet car seats and pet travel crates.Whichever you choose, be sure your pet has at least a month to get comfortable and familiar with the device. • Make reservations at pet-friendly places to stay. Pet-friendly accommodations should be booked in advance to ensure there is availability and that your pet is welcome. • Pack a bag for your pet. Pack an overnight bag for your pet, too, not just for a road trip, but for a couple days after the move. Essentials can include food, water, medications, bowls, collar/leash, favorite toy or blanket, and a first aid kit. • Book early and prepare your pet if you have to fly. Familiarize yourself with airline pet policies and guidelines. During the pre-move veterinarian visit, be sure to let the vet know that you and your pet will be traveling by plane.Airlines may require a pet health certificate to be issued within 10 days of departure. For more information, please visit TripsWithPets.com.

Pasco County is adding two new elementary magnets Centennial Elementary, in Dade City, will become a STEAM magnet school during the 2022-2023 school year. A parent meeting night is set for Oct. 12. By B.C. Manion bcmanion@lakerlutznews.com

NOW OPEN

During the past few years, Pasco County Schools has been adding to its slate of educational choices for parents and students, and two new options will become available in the 2022-2023 school year. Centennial Elementary in Dade City and James M. Marlowe Elementary in New Port Richey are slated to become STEAM magnet schools. The acronym STEAM means the schools will have an emphasis on science, technology, engineering, the arts and mathematics. As magnet schools, Centennial and Marlowe will not have traditional boundaries. The school district will use its school choice program, known as Pasco Pathways, to assign students to the schools. Parent meetings will be held in October, to provide additional information. Centennial’s meeting is set for Oct. 12 and Marlowe’s is set for Oct. 5. (Check with schools for additional details.) As a result of dropping their traditional boundaries, the geographic areas currently zoned to the schools must be absorbed by other schools. The Pasco County School Board will have public hearings on the proposed boundary changes for the schools on Nov. 16 and on Dec. 14. Centennial and Marlowe will pattern themselves after Sanders Memorial

Elementary, at 5126 School Road, in Land O’ Lakes. Sanders Elementary recently was named a nationally certified magnet school by Magnet Schools of America. The distinction signifies that Sanders meets rigorous standards that define high-quality schools, according to a school district news release. Centennial Middle and Bayonet Point Middle, which are middle magnet schools focusing on science, technology, engineering and mathematics, also were named nationally certified magnet schools by the same organization. In general, magnet schools feature themes and courses that are designed to attract students from outside traditional school boundaries. Sanders Elementary became the district’s first magnet school in 2015, when it reopened, following a massive renovation. Most of the students attending Sanders live in the central part of Pasco County. Centennial Elementary will provide a convenient option for students and families in East Pasco, to explore the same educational opportunities as those offered at Sanders. Marlowe will do the same in West Pasco. Pasco County Schools Superintendent Kurt Browning briefed the school board members at their Sept. 7 morning meeting, on the process the district will use, leading up to the switch. He said communications would be sent to families later in the day. Centennial Elementary Principal Gretchen Rudolph-Fladd explained how the transition will work in a letter to parents, posted on the school’s website. In part, she told parents:“Making a transition like this requires several steps. Some are significant, while others are formalities that have no impact on students.”

The Florida Association of Public Insurance Adjusters provides these pointers to help homeowners to be ready, in case a major storm hits. If storm damage does occur, you need a firm understanding of your current insurance policy and what steps are necessary to file a claim, the organization says, in a news release. It recommends that homeowners: • Know what their policy covers and doesn’t cover. Not all policies are the same. Be sure you are aware of any restrictions in your policy. • Make sure your deductible isn’t too high. That’s the out-of-pocket expense you will have to absorb if you have a loss. • Know your home’s vulnerability to storm surge, flooding and wind. • Be sure you purchase flood insurance before a major storm threatens. Be aware that flood insurance doesn’t go into effect for 30 days. • Review the “duties after loss” section of your policy. Failure to follow these provisions could result in a nonpayment of a legitimate claim. • Check the “exclusions” portion of your windstorm policy. Many insurance companies have added new exclusions to coverage, which could affect your protection.

• Make a visual record of your home and possessions. Use a digital camera, smartphone or video recorder to document the condition of your home and belongings before any damage occurs. • Prepare a detailed list of your personal property. This will help you document your claim after a loss. Gather your receipts for large items, such as major appliances, furniture and appliances. Make copies to include with your property inventory. • Create a disaster supply kit that includes copies of your insurance policies, family medical information, deeds, wills and so on. Place the originals in a safe place, and keep a digital copy in the cloud for easy reference. If your property sustains damage, be sure to hire only licensed, trained public insurance adjusters rather than roofers, contractors or restoration consultants to represent you in filing a claim. To learn more about public adjusters, visit GetReadyFlorida.com.

Sam Beneck is congratulated by the Pasco County Commission and members of the county staff, for his recent recognition by the Florida Bicycle Association as professional of the year.

Sam Beneck, a project manager for Pasco County, has been honored as the professional of the year by the Florida Bicycle Association. Pasco County Commissioner Kathryn Starkey read a resolution congratulating Benick for the accomplishment during the county board’s Sept. 15 meeting. Beneck was recognized for his involvement as project manager on the Ridge Road extension project, which will include a multiuse path that will connect to the Suncoast Parkway Trail. He also has been involved in other projects that are now being enjoyed by cyclists, including the Starkey Gap Trail and the Anclote Coastal Trail, according to the resolution. Starkey, a regular trail user herself and huge proponent of creating safe ways for people to get around, said the fact that Beneck himself is a cyclist has given him insights and helped to inform his professional work.

Pasco adopts solid waste, stormwater rates The Laker/Lutz News Staff Report The Pasco County Commission unanimously approved increased solid waste fees and maintained the status quo for stormwater rates during the board’s Sept. 15 meeting. Justin Roessler, the county’s solid waste director, told the board that the proposed increase represents the third of a seven-year rate increase in the county’s solid waste assessment. The adopted resolution establishes the annual solid waste disposal assessment, tipping fees, and other rates, fees and charges that fund the Solid Waste Disposal and Resource Recovery System. The assessment generates revenue to cover operations and maintenance costs, meet debt service coverage as required by bond covenants, and supports the capital costs of the county’s solid waste disposal system.

The fiscal year 2022 single-family residential assessment will increase by $7, going from $79 to $86 per Equivalent Residential Unit (ERU).A single-family parcel is equal to an ERU. Tipping fees will increase from $72.08 to $78.47 per ton. “The rate increases have been structured to address the growth that we’re seeing and the need to expand the waste energy facility, as well as to replace some of the revenue that’s being lost when the power purchasing agreement expires in 2024,” the solid waste director said. “When you look at the residential assessment and the residential collection ceiling for Pasco County, we do see it as comparable with other municipalities that do have waste-to-energy facilities.” The board also passed a stormwater rate resolution that keeps the residential rate per ERU at $95, the same as it is this year.
