Ending pandemic requires a unified effort

Doctors are continuing to urge those who are eligible to get vaccinated, to mask up, to keep a social distance from others and to practice good hygiene — in a layered effort to stop the spread of COVID-19. Doctors from the University of South Florida, BayCare and AdventHealth delivered that message in two separate virtual sessions

held last week. “As we opened the school year, it was truly what I call the perfect storm,” Dr. Christina Canody, pediatric service line medical director for BayCare said, during a Zoom call arranged by U.S. Rep. Kathy Castor, who represents Florida’s 14th congressional district. “Last year, when we opened, we had mandate mask requirements, we had some of the lowest rates of infectivity, positivity and

prevalence that we had seen during the pandemic,” Canody said. “This year, we were at absolute opposite ends of the spectrum. “We were at very high prevalence and positivity rates, and we continue to see a large number of children impacted,” Canody said. Pasco commissioner calls Contract approved for better design standards for Land O’ Lakes library renovation

This mixed-breed male vies for attention — hoping to entice a new owner to take him home. He’s trying to feel for something under the door.

Pasco County Commissioner Kathryn Starkey is calling for better design standards, relating to the appearance of distribution centers. She raised the issue during the Pasco County Commission’s Aug. 24 meeting, showing her colleagues photos to illustrate her point. The photos revealed a distribution center with a large blank wall and sparse landscaping. “This is really not a good thing for the neighborhood,” Starkey said. “We have some design standards for large, big-box buildings, but it left out these kinds of buildings. I guess we weren’t anticipating these kinds of buildings,” the commissioner added. She called upon the county to require the same types of design details for distribution centers as it has for large-scale commercial retail buildings and large-scale commercial development projects. “Do not have unbroken blank walls,” Starkey said. More landscaping is needed, too. “One tree for every 60 feet — I think is what we have going on there. I definitely want to see us do better,” she said. The county can do better and, she added, if it raises its expectations, it will get better results. “They (developers) will do better if we

ask them to, because I’ve seen that in other counties,” Starkey said. Nectarios Pittos, the county’s director of planning and development, said one possibility would be to add a section to the county’s big-box ordinance to specifically address distribution centers. Another option would to be make these requirements on a case-by-case basis, when individual requests for master planned unit developments (MPUDs) come in, Pittos said, because most of these developments fall into that category. County Attorney Jeffrey Steinsnyder said he would prefer to see a code change,“so that everybody knows the rules coming in.” In the meantime,“if there are MPUDs in process that have these types of uses, that would be something that the planner that is reviewing them considers,” the attorney said. Starkey added:“We would like the planner to know that we want to see better building, so you can start dealing with that in your meetings, not in my meetings.” On another topic, Starkey pushed the county to seek greater diversity in housing choices, within subdivisions. “We should be asking for a mix of 40-, 50, 60-foot product,” she said, noting she wants to avoid cookie-cutter subdivisions. “I’m not going to be OK with any more only 40-foot lots,” Starkey said.“I’m not going to approve any more. The Pasco County Commissioner has selected Trias Construction LLC, to complete the renovation work at the Land O’ Lakes Branch Library. The library, at 2818 Collier Parkway, in Land O’ Lakes, will get a complete makeover, under the approved expenditure, which is not to exceed $3,837,200. The work is being paid for with funds secured from General Obligation Bonds approved by Pasco County voters in a November 2018 referendum, with a 66% voter approval. The project involves completely updating and modernizing the branch library, including new spaces for adults, teens and children. When the renovations are completed, it will have updated technology, new furnishings, high-efficiency air-conditioning and faster internet. There also will be updated meeting spaces, an expanded lobby, a renovated makerspace and a central service desk, according to materials in the county board’s Aug. 24 agenda packet. The Pasco County Commission has approved a rezoning to allow an apartment development of up to 350 units at the southwest corner of State Road 52 and Old Pasco Road. The 23.1-acre site currently is occupied by pastureland, some residences and some outbuildings. It abuts the Mango Hills master-planned unit development district, which has been approved for a maximum of 415 single-family detached and single-family attached townhomes. Properties to the north and the northeast, adjacent to State Road 52, are zoned for

general commercial, light industrial and retail, office and residential land uses. In recommending approval of the request, county planners said the proposed apartments are a logical transition from general commercial and industrial uses. The request also received a recommendation for approval from the Pasco County Planning Commission. In addition to approving the rezoning, the county board also granted a variance regarding the number of parking spaces required for the project. The property is next to where Pasco County will be building the Orange Belt Trail, and the project is planning to construct a bicycle and pedestrian access to that recreational trail. During the planning board’s public hearing, Attorney Barbara Wilhite, who represented the applicant, said the maximum allowable density, under the county’s comprehensive plan, would be 24 units per acre. But the proposed project calls for a maximum of 15 units per acre. Wilhite said the proposed apartments

would have access to a portion of Old Pasco Road that has four lanes. She also noted that the proposed apartments are close to the State Road 52/Interstate 75 interchange, and nearby properties are planned for industrial development. The access to the project is from Old Pasco Road, Wilhite told the county board, during its Aug. 24 public hearing on the request. Commissioner Kathryn Starkey noted the planned access to the Orange Belt Trail. She told Wilhite that her client should consider using a small piece of land near the trail to create a business that would serve trail users. Starkey said the county wants to create opportunities for entrepreneurship along its recreational trails, such as a coffee shop, or an ice cream shop or somewhere “that would be a fun place to go, if you’re using the trail.” She encouraged Wilhite:“Be thinking creatively about a retail or a small commercial experience, next to that trail.” Wilhite said there is property nearby that

could be used for that purpose. Starkey responded:“It could be on your property, too. One of the things that we’ve (Starkey and county staff) talked about doing is what’s called an overlay district, all along the trail. You see it done in other places, where you have it zoned that, if you want to do something. “We would put the uses in. Ice cream shop, coffee shop, lemonade stand, whatever, if you’re within 20, 50, 100 feet of the trail — whatever — the right determination is, you can do it. “It’s just a great benefit and a really cool thing to have along the perimeters of the trail. Especially that trail. “I hear from people all of the time that we don’t have enough amenities on our trails. “Once you leave the Starkey Market and Longleaf, you go all of the way to Hernando County before you can buy a drink or an ice cream or anything along our trail. “I just want to really encourage some little entrepreneurship along the trails,” Starkey said.

Request for mixed uses aims to wrap up Wesley Chapel project By B.C. Manion bcmanion@lakerlutznews.com

The Wesley Chapel Lakes project has been on the books for decades, but now the developer is seeking an amendment to its master planned unit development (MPUD) to pursue entitlements at three intersections within the community. The project is located south of, and adjacent to State Road 54, about 3.5 miles east of Interstate 75, and extending south to the Pasco County line. The developer, M/I Homes of Tampa LLC, is seeking entitlements for vacant parcels within Wesley Chapel Lakes that are consistent with market demands, according to information contained in the Pasco County Commission’s Aug. 26 agenda materials. The proposed uses will not generate more vehicle trips from the development than were previously approved and that have already been addressed through mitigation (which normally includes impact fees and/or transportation improvements), according to the agenda background materials. Most of the residential component of the project has been developed. Now, the applicant is seeking approval of entitlements along three nodes on Meadow Pointe Boulevard, according to Barbara Wilhite, an attorney for the applicant. The northern node is at Meadow Pointe Boulevard and State Road 54; the central node is at Meadow Pointe Boulevard and State Road 56; and the southern node is Meadow Pointe Boulevard and Beardsley Drive. The project originally was approved decades ago, as a Development of Regional Impact, which allowed an array of uses, Wilhite said. Wilhite told the planning commission: “This is not the beginning of this project. This is the end of the project.” The changes being sought will allow a mixture of uses, along with conditions, at

the intersections,Wilhite said. “It just so happens that the developer has held those properties and not developed those,” she said.“All of those nodes are approved for commercial today.What we’ve done is the ability to do residential at those nodes.” The property is not within the current multifamily moratorium boundary. The modification area includes about 166 acres. It calls for up to: • 850 single-family attached, townhome or apartment units • 420,000 square feet of commercial use • 150,000 square-feet office/light industrial • 700 hotel rooms The request also seeks a variation from the county’s land development code to permit a reduction in the standard parking space size of 9-feet by 20-feet to a reduced size of 8-feet by 18-feet, with the condition that curbs and/or wheel stops will be required to prevent vehicles from overhanging required landscape buffers, or sidewalks, unless the sidewalk is 7-feet wide, to keep the sidewalk width at a minimum of 5 feet for pedestrians. One speaker, who appeared via a virtual connection, expressed support for the additional development planned at the State Road 54 and State Road 56 intersections with Meadow Pointe Boulevard, but asked to preserve the area near Meadow Pointe and Beardsley intersection for residential development. Wilhite said that the Beardsley intersection currently has some commercial entitlement. But the attorney said her client will not seek to increase the commercial potential at that location. The county’s planning staff recommended approval of the request, with conditions. The Planning Commission agreed with county planners, unanimously recommending approval of the request to Pasco County Commission, which has final jurisdiction on land use and zoning decisions.

Pasco steps in to help dogs rescued from Hurricane Ida By B.C. Manion bcmanion@lakerlutznews.com

Pasco County Animal Services stepped in last week to help with rescue efforts, of dogs that were endangered by Hurricane Ida. Mike Shumate, who oversees animal services, explained the chain of events leading to the shelter’s involvement and described how it helped. “We were contacted by some of our network partners who asked if we could help Charleston as they were taking in dogs from the Humane Society of South Mississippi,” Shumate said, via email. “We said we could take some of the animals they were going to pick up. We were then contacted by Charleston and made arrangements. “Initially, we were going to meet them in Lake City since they were trying to get to Jacksonville to also drop off dogs. “We discussed it with Charleston and offered to shelter all 50 dogs overnight at our shelter so they could rest up for the final leg of their journey.

“They were very appreciative. It worked out well, as Humane Society of Tampa Bay (HSTB) was also going to have to drive to Lake City.” So, instead of traveling to Lake City, HSTB only needed to travel to Pasco to pick up 15 dogs, Shumate said. Charleston transported a total of 50 dogs on Aug. 29, with HSTB taking 15; animal services kept 20 in Pasco; and 15 went to the Jacksonville Humane Society and Halifax Humane Society in Daytona Beach. Most of the dogs that were transported were medium to large dogs, including pit bulls, hounds, shepherds and retrievers, Shumate said. There didn’t appear to be any purebreds, he said. This wasn’t the first time the shelter has stepped in to help out in response to a disaster, Shumate said. “We have helped numerous shelters with disaster relief efforts, such as Santa Rosa County Animal Services after Hurricane Michael, and we also help other local shelters when they are overcrowded or experience staff shortages, or hoarding or

On another topic, Commissioner Mike Moore, who is chairman of the Tourist Development Council, gave his colleagues a snapshot of how well the county’s tourism industry is faring. Pasco’s occupancy rate from January through June was 76.4%, Moore reported. That compares to 64.1% in Hillsborough County; 73.7% in Pinellas County; and an average of 65.3% in Florida, Moore said. “Let’s be honest, we know why those numbers are what they are — because of the changes that we’ve made, as a team, along with our DMO (Destination Management Organization), when it comes to being Florida’s Sports Coast. “All of the tournaments that came in during that time, across the county, that’s what generated room nights,” Moore said. During the Aug. 24 session, the board also: • Approved an interlocal agreement between the county and the City of Zephyrhills for the interconnection of reclaimed water systems along Eiland Boulevard. The county’s utilities department and the city of Zephyrhills believe the agreement will have mutual benefits. Pasco can use the city’s reclaimed water system for customers in the Northern Tampa Bay Water Use Caution Area and Zephyrhills will have an option for disposal of excess flows.The

However, she noted that the hospital chain had 180 pediatric admissions in August, which was the highest number, by far. “The majority of those are cared for at St. Joseph’s Children’s Hospital,” the pediatrician said. “We have seen an uptick in our emergency room visits, and in general, we still have capacity,” she said. But the increase in pediatric cases, coupled with the surge in adult cases, puts a strain on health care workers, she said. Previously, many of the hospital’s pediatric staff had transitioned to help care for adults, she said. The hospitalization of a child also takes a toll on families — both emotionally and financially, and disrupts their daily lives, she said. She also talked about the importance of children being able to go to school. She noted that the social isolation during last school year has had a lasting effect on some children’s mental health. She also noted that many people are coping with the death of relatives, colleagues or friends. Canody emphasized the need to educate people about the seriousness of the pandemic. She put it this way:“It’s going to continue to circulate as long as it continues to be transmitted. Most pandemics last, on average, three years.” She underscored these steps to help reduce the spread: • Become fully vaccinated, if you’re eligible. • Wear a face mask.“It’s more important if a person who is infected wears one, but if you wear one as well, you can decrease your risk of being exposed to the virus,” she said. • Practice good hand hygiene.“For little kids, we try to encourage them to keep their hands to themselves and keep their things to themselves, and also to wash their hands frequently.” • Stay home, if you’re not feeling well. “We all have to take care of each other,” Canody said. “It is a little defeating sometimes, when people don’t heed the message. And, I can be honest with you that personally, I’ve had family members who have been affected by this virus. I know people personally who have passed away from this virus. “The majority of our patients in the hospital are unvaccinated and the majority of the deaths we are seeing now are unvaccinated.” Dr. Jason Salemi, of the University of South Florida, noted “nine or 10 weeks ago we had about six children being hospitalized every day in the entire state, with COVID-19. “We’ve had a (more than) 10-fold in-

The USF doctor also shared statistics regarding numbers of people who are not fully vaccinated in Florida. He said those figures stand at 1 million, among those ages 12 to 17; 5.5 million for those 18 to 64; and 800,000 among those 65 and older. There’s also 2.8 million children in Florida who are younger than 12 who cannot be vaccinated, he said. “The most heavily vaccinated group in our society is our seniors, and they are realizing the benefits of vaccination more than any other group,” Salemi said. The Greater Zephyrhills Chamber of Commerce also hosted a Zoom session involving Amanda Maggard, president and CEO of AdventHealth Dade City and AdventHealth Zephyrhills, and Dr. Rodrigo Torres, vice president and chief medical officer for the two hospitals. Maggard told those listening that “about 90% of our admissions have not been vaccinated. So, the science really is proving true that vaccinations save lives, vaccinations prevent critical illness, so we really want to get the word out in the community and try to increase vaccination.That’s going to be our best way to get through this virus.” She added that wearing masks continues to be important. She also touched on the availability of a new monoclonal antibody treatment for patients who are 12 or older. The treatment can prevent hospitalization or death in COVID-19 patients. The state has opened a number of sites offering the treatment, including the Fasano Hurricane Shelter, at 11611 Denton Ave., in Hudson. AdventHealth also is offering it at its Dade City campus. (Call the hospital or check its website for details.) Torres gave a brief history on the pandemic and touched on various strains of the virus. While much has been reported about the Delta variant, Torres said there’s another strain, known as the lambda, which is being carefully watched by the Centers for Disease Control and Prevention. The lambda was identified in Peru at the end of last year, he said. “It’s one that’s very virulent and it’s able to escape the mechanisms of how the vaccine works,”Torres said.“We believe that for the time being, we have a good control over this lambda variant, but this is one that actually concerns the CDC the most, out of all of these variants of interest.” Torres also touched on the fact that the Pfizer vaccine has received FDA approval, and the hospital has recommended its staff get the third shot. “The data has proven that on your third vaccine, you provide antibodies up to nine times the amount of what you normally would have produced just by keeping your two-vaccine regimen,”Torres said.

B

efore becoming college football standouts seen regularly on national television and in massive stadiums across the country, area athletes distinguished themselves on the gridiron locally, in Hillsborough and Pasco counties. Big-time college football is now underway this fall — and, with the rollout of COVID-19 vaccinations, a sense of normalcy has returned with fuller schedules and attendance capacity to accommodate thousands of fans compared to 2020. Dozens of athletes with ties to The Laker/Lutz News coverage area are a part of programs at the NCAA (National Collegiate Athletic Association) Division I Football Bowl Subdivision (FBS) and Football Championship Series (FCS) levels, as well as Division II, Division III, National Association of Intercollegiate Athletics (NAIA) and junior college ranks. Here’s a closer look at some notable hometown players to watch throughout the 2021 college football season.

COLLEGE: FLORIDA A&M UNIVERSITY, SENIOR PUNTER Local tie: Wiregrass Ranch High School

Chris Faddoul is one of many FCS players longing for the gridiron, after the COVID-19 pandemic wiped out many pro-

grams’ chances for a 2020 season, including the Florida A&M University Rattlers in Tallahassee. Expectations are specifically high for the strong-legged 6-foot-1 special teamer. He is one of 20 candidates named to the 2021 FCS Punter of the Year Award preseason watch list as announced by The Augusta Sports Council. There also have been reports of NFL scouts visiting FAMU practices to watch Faddoul, among other players. It’s no wonder why — considering Faddoul is a two-time All-American and once led the nation in punting. In 2018, he led the FCS with an average of 46.8 yards per punt. He followed that up with an average of 46 yards per punt in 2019, second in the FCS ranks. At Wiregrass Ranch, Faddoul was a multisport standout, playing football, soccer, tennis, and also competing in track & field. Faddoul guided the Bulls to a state football playoff appearance as a senior, serving as the team’s starting quarterback, kicker and punter.

Scott Patchan has been around the game awhile — as he’s set to begin his sixth college football season (entering his second year with Colorado State University after four years at the University of Miami). The 6-foot-6, 275-pound defensive lineman hopes to build off a strong 2020 campaign tapered due to the COVID-19 pandemic. In just four contests last season, Patchan tallied 5.5 sacks and 7.5 tackles for loss overall, adding 22 total tackles and three quarterback hurries — earning first-team All-Mountain West Conference honors in the process. Also, Patchan won on 24% of his pass rushes, securing a pressure on 19% – both figures leading Mountain West players by 3.5 percentage points, according to metrics from the scouting website Pro Football Focus. Those wondering why Patchan remains in college for six-plus years — the NCAA granted an extra year of eligibility to all 2020 fall sport athletes. Locally, Patchan played his first three years of prep ball at Freedom High before transferring to Bradenton’s IMG Academy for his senior season. His final run at Freedom in 2013 proved most productive, as he totaled 8.5 sacks, 56 tackles and 24 tackles for loss. Patchan’s father, Matt III, won national titles with University of Miami in 1983 and in 1987. Also, Patchan’s older brother, Matt IV, was an offensive lineman at the University of Florida and Boston College.

Noah Ruggles joins blue-chip Ohio State University, where he’ll have two years of eligibility remaining following his June transfer from the University of North Carolina. Throughout fall camp, Ruggles has been entrenched in a well-publicized field goal kicker battle with redshirt freshman Jake Siebert. The 6-foot-2 Ruggles has experience on his side for a Buckeyes squad seeking more accuracy over long-range distance and that’s coming off a national championship bid that fell just short in 2020. Ruggles lost his starting job at North Carolina last season, where he was limited to just one appearance, a made extra-point versus Western Carolina University. However, Ruggles has demonstrated accuracy in close range before, such as in 2019, where he made all nine of his attempts within 30 yards. Altogether in that career season, Ruggles appeared in 13 games and was fifth in the Atlantic Coast Conference (ACC) in scoring with 102 points. He did that by making 19 of 27 field goals and connecting on all 45 touchdown points-after. (Both marks were the fifth-most in North Carolina’s single-season program history.)

Donovan Jennings returns for his fourth year in the University of South Florida Bulls program, where he’s played 29 games (19 starts) over the last three years — and now anchors an offensive line that returns all five starters from last season. The 6-foot-5, 337-pound senior guard is garnering some big preseason recognition

Ruggles also has proven battle-tested in tight situations. Case in point was notching a game-winning 40-yard field goal with seven minutes remaining in the fourth quarter in 20-17 victory over crosstown rival Duke University in late October 2019. While at Steinbrenner, Ruggles was a first-team Class 8A All-State selection and earned offensive MVP honors of the Hillsborough All-Star Game. He also was a member of the school’s soccer team.

He’s also been identified as one of 500 college football players to watch by the NFLPA (National Football Players Association) Collegiate Bowl’s “Big Board,” which identifies 500 draft-eligible senior collegiate football players to watch for the upcoming season. Jennings generally has been lauded by current and former coaches for his pass protection skills and effectiveness in the run game. Thanks to a rare combination of quick feet, balance and strength, Jennings often is tasked with blocking opponent’s top passrushers in one-on-one situations. One of the lineman’s brightest spots last season came in the Bulls’ season finale against rival University of Central Florida. He helped pave the way for his team’s offense to post 646 yards of total offense, including 242 rushing yards and two touchdowns. Jennings, surprisingly, didn’t begin playing football until his freshman year of high school, as size limitations in youth leagues prevented him from playing the sport. But, he blossomed into an All-State player in four short years at Gaither, graduating in 2018.

COLLEGE: INDIANA UNIVERSITY, REDSHIRT JUNIOR QUARTERBACK Local tie: Dade City native/Pasco High School Michael Penix Jr,. is generating quite the buzz among national college football pundits leading into the 2021 campaign for the Indiana University Hoosiers. The 6-foot-3, 218-pound lefty slinger is ranked No. 45 in ESPN’s Top 100 College Football Players listing. Moreover, Penix is on the Manning Award Watch List, which recognizes 32 of the NCAA’s top quarterbacks in different conferences. The preseason accolades coming his way are well-deserved. Penix helped steered the Hoosiers in 2020 to the team’s best season in over 50 years.That included a 5-1 start and No. 12 national ranking before he experienced a season-ending injury. He completed 56.4% of his throws for 1,647 passing yards, 14 touchdowns and four picks across six games, but suffered a torn ACL in his right knee in November 2020. The ability to stay healthy will be key going forward, as injuries have cut short all three of Penix’s seasons at Indiana. Along with the 2020 injury, Penix suffered a clavicle injury in November 2019 that required surgery. He also previously tore his ACL in his right knee in 2018. Closer to home, Penix played his freshman and sophomore prep seasons at Pasco High in 2014 and 2015, then transferred to Tampa Bay Technical High School for his junior and senior years. His father, Mike Sr., was an All-State tailback/defensive back at Pasco High in the early ’90s.

COLLEGE: IOWA STATE UNIVERSITY, FRESHMAN TAILBACK Local tie: Steinbrenner High School A record-setting running back at Steinbrenner High School, Deon Silas is poised to build off that production for the Iowa State University Cyclones. Silas was an early-enrollee into the Cyclones program in January, getting a head start on the Deon Silas playbook and habits required of a successful college athlete. The 5-foot-8, 185-pound skill player generated buzz in spring practices thanks to his speed and shiftiness. He has built on that momentum with fall camp, with his name on initial depth chart projections — likely the team’s third-string tailback and possible kick return option on special teams. Not too shabby for a true freshman joining a program that last year turned heads in by finishing 9-3 (including 8-1 in the Big 12 Conference). Out of Steinbrenner, Silas was the No. 93ranked player in the state of Florida and No. 11-ranked all-purpose back in the class of 2021, per 247Sports.com. He tallied a combined 5,570 all-purpose yards (2,734 rushing yards, 1,428 receiving yards, 1,408 return yards) and 55 touchdowns across an illustrious four-year varsity career. Silas isn’t the only familiar face on the Iowa State roster. Former Steinbrenner wideout Aidan Bitter is on the squad, entering his sophomore campaign.

hether they were riding in strollers, amped up with excitement or just ambling along — those gathered at New River Library, 34043 State Road 54, were asked to turn on their imaginations and to listen to some stories about sharks. Bubbles bobbed about them, in the library staff’s attempt to create the sense of an underwater adventure. And, library staffers gave lively readings of stories featuring sharks as the main character. Unlike the common stereotype, these sharks weren’t frightening.They were fun. The people who came to Story Time seemed to be having fun, too. Library staff has been looking forward to having in-person events, after a long hiatus, due to a massive makeover of the branch library, as well as shifting to virtual programming because of the COVID-19 pandemic. Some events clearly stand out from others. They etch a permanent image in our minds, of where we were and what we were doing when we heard the news. The day July 20, 1969 was like that for millions. Neil Armstrong walked on the moon that day. When the Space Shuttle Challenger exploded on Jan. 28, 1986, it touched the collective soul of the nation. And then, there was Sept. 11, 2001. On that morning, 19 terrorists from alQaeda hijacked four commercial airplanes and deliberately crashed two of them into North Tower and South Tower of the World Trade Center.They smashed a third plane into the Pentagon. Passengers on the fourth plane overtook the hijackers and forced that plane to slam into an empty field in Pennsylvania. While all of this was happening, most of us were simply going about our daily routines. Where were you on Sept. 11, 2001,

when you heard about the terrorist attacks? How did you find out? How did you react? How did it affect you? Has it had lasting impacts? As the nation marks the 20th anniversary of 9/11, we want to pause to share the personal side of the story — as told through the memories of our readers. County office building in Land O’ Lakes to get upgrades The Laker/Lutz News Staff Report

The Pasco County Commission has awarded a task order for slightly more than $1.78 million to Bandes Construction Company LLC., to complete interior renovations at the David “Hap” Clark Jr. Building in Land O’ Lakes. The work will be performed in two phases, on the first and second floor of the building referred to as the Hap Clark building, at 4111 Land O’ Lakes Blvd. Details of the project were included in the county board’s agenda materials for its Aug. 24 meeting.

Phase one will be done on the northern side of the building on the first floor, and will accommodate building construction services, veteran services, human services and conference suits. The general scope of work shall be approximately 6,027 square feet of existing space, including the surrounding restrooms and corridor. Phase two of the renovation will be on the southern side of the building on the second floor, and will consolidate the Parks, Recreation and Natural Resources team into one suite of approximately 6,250 square feet.

THYROID CANCER AWARENESS

The Medical Center of Trinity is bringing attention to one of the fastest-growing incidences of cancer during national Thyroid Cancer Awareness Month (September). The thyroid gland is a butterfly-shaped small gland at the base of the neck that produces hormones to regulate metabolism. Although symptoms vary, in addition to feeling or seeing a lump in the neck, the five signs of a thyroid condition include fatigue, weight changes, high cholesterol, hair loss, and neck discomfort. Thyroid nodules are lumps or growths within the thyroid gland, and are more common in women, and increase in prevalence with age. Not all nodules are cancerous. During Thyroid Cancer Awareness Month, the medical center encourages women to do neck checks and to make sure it is part of an annual medical exam. If a person thinks symptoms are present, a thyroid evalution with a doctor should be scheduled.

The American Cancer Society will host its 14th annual “Crack-Up Cancer Comedy Benefit” on Sept. 11, to help raise money to assist cancer patients in need across the state, to benefit the Florida Cancer Specialists Foundation. Net proceeds will help support adult patients undergoing cancer treatment with essential living expenses, such as rent or mortgage, utilities and car payments. Since its inception, Crack-Up Cancer has raised $300,000 for local cancer patients and their families. This year’s featured comedians are: Johnny B, Catherine Maloney, Derek Richards, Steve Simeone and Steve Byrne. Crack-Up Cancer will take place at Ferguson Hall, at the Straz Center for the Performing Arts, 1010 N. Macinnes Place in Tampa. The program is considered R-rated, with a suggested age of 16 and older, or at the discretion of parental supervision in attendance. PREVENTIVE SCREENINGS

It’s important to make your health a priority. When life gets busy, sometimes taking the time to schedule an appointment takes a backseat to just about everything else. AdventHealth offers this list of important preventive screenings for women: • Annual Well Visit. Women of all ages should make a point to keep their annual well-woman visit, where a primary care provider can screen for a variety of diseases, assess the risk for future problems, discuss lifestyle habits, and make sure vaccinations are up to date. • Mammogram. Depending on risk factors and family history, annual mammograms likely will start between the ages of 40 and 50. Speak with a primary care provider to determine the screening schedule. Expect to undergo a yearly mammogram until age 75.The test can identify possible early signs of breast cancer. • Colonoscopy. In most cases, women should undergo regular colonoscopies (once every five to 10 years), starting at age 50 (possibly sooner based on personal risk factors and/or family history). The outpatient procedure, performed under sedation, can identify precancerous polyps or early cancerous cells so they can be removed. • Dental Exam and Cleaning. Dental exams are recommended for all individuals every six months, with X-rays once per year. Professional dental cleanings remove plaque and bacteria that can lead to tooth and gum disease.The dentist also checks for signs of tongue and mouth cancer. Problems with dental health can be an indication of other health problems, such as osteoporosis. • Cholesterol Screening. Most women should undergo regular cholesterol screenings starting at the age of 45. Screenings should start at age 20 if the person is a smoker, is obese, or has diabetes, high blood pressure (hypertension) or heart disease. These screenings should be done every five years. • Pap Test and HPV Test. Most women should undergo an annual pap and HPV test until the age of 65.These tests screen for abnormalities that may indicate pre- or early cervical cancer. Testing positive for HPV can identify women who may be at risk to develop cervical cancer later on in life. • Skin Exam. Speak wih a primary care provider or dermatologist to determine a screening schedule. Undergoing regular skin exams enables the health care provider to track worrisome moles, lumps or bumps, along with identifying and treating early signs of skin cancer. AdventHealth encourages women to talk to a trusted health provider about scheduling all necessary screenings.

Pasco County gives a sweet send-off to long-time attorney By B.C. Manion bcmanion@lakerlutznews.com

During her 19 years in the Pasco County Attorney’s office, attorney Jane Fagan was involved in legal work on thousands of county actions and shared her wealth of knowledge on complex issues. She had a hand in issues, great and small. Her contributions were described in a resolution adopted by the county board on Aug. 24. Fagan joined the county on July 29, 2002, as an assistant county attorney, specializing in the area of procurement, according to the resolution, which was unanimously approved in her honor. She later was promoted to senior assistant county attorney, and while continuing her work in procurement issues, also served as an academic resource for other attorneys in the office on issues ranging from ethics to emergency management, and more. Certified by the Florida Bar, in city, county and local government law, Fagan is a highly experienced, well-regarded attorney, the resolution says. And, regardless of how busy Fagan was, “she would set aside her own work to listen and assist co-workers” who were seeking direction and information, the resolution notes. She shared her knowledge on government law, edited documents and listened to her co-workers’ professional questions to help steer them on a productive path and to identify resources to help them with the issue at hand, according to the resolution. It goes on:“She is also a talented editor, with a knack for finding mistakes and clarifying ambiguities others have overlooked.”

Senior Assistant County Attorney Jane Fagan was lauded by the Pasco County Commission and the county attorney’s office, as she ended her 19-year tenure in the County Attorney’s Office.

And, it notes: that “despite Jane juggling a heavy workload for years — working nights, weekends and on vacation, and assisting and supporting co-workers — Jane could be relied upon to get the job done.” Indeed, the attorney assisted with legal work on a myriad of assignments, including multimillion projects and complicated county initiatives. She was involved in work on the Ridge Road extension, the Wesley Chapel District Park, the Wiregrass Sports Campus, the software used for public access to county documents, the construction of fire stations throughout the county, and a multitude of

other issues and projects. In addition to highlighting some of her professional contributions, the resolution compliments Fagan’s personal qualities. It notes: “In addition to Jane’s intellect and legal skills, Jane’s thoughtfulness and kindness is abundant. She is always among the first to sympathize with frustrations, help to organize celebrations, and give others credit rather than engaging in self-promotion, even when it is well-deserved.” After approving the resolution of appreciation, commissioners were quick to heap on additional praise. Commission Chairman Ron Oakley told

Fagan:“We’ll let you go, but we don’t want you to go.” Commissioner Mike Moore put it like this:“What a true professional you are.” Commissioner Jack Mariano expressed his respect:“You were a solid, tremendous worker for the county, always protecting the county, every step of the way.” Commissioner Kathryn Starkey observed: “We’re losing a leader up on the third floor.What a void we’re going to have.” County Attorney Jeffrey Steinsnyder also expressed his gratitude for Fagan’s professionalism and her personal warmth. “I inherited a marvelous team when I got here. Jane was one of those people that was there, and was there to help me grow into the role of county attorney. “I can’t tell you how many emails I have gotten at 2 and 3 o’clock in the morning, with her finishing up projects that just had to be done. She’s always been there, always ready to help. “She’s always there to help her teammates and has always thought of the good of the county for the entire time I’ve been county attorney and she will be very missed,” Steinsnyder said. Fagan was obviously touched by the tribute. “I’m just totally floored.This is totally unexpected,” she said, her voice choking with emotion. “It’s been an honor to represent Pasco County and to work with all of you all, and all the staff. “It’s been a really positive experience. “It has always been my goal, to give the best advice,” said Fagan, who received a standing ovation from the commissioners, county staff and those attending the meeting.
