Raises elusive in Pasco schools By B.C. Manion

Pasco County school officials are still searching for ways to provide some sort of raise for district employees — although the prospect did not appear promising at a board meeting last week. At the board’s July 24 meeting, numerous teachers and other support personnel took turns urging the Pasco School Board to make employee pay a budget priority.

The current budget proposal does not include pay raises for any district employees. Christine Goddard, a Spanish teacher at Land O’ Lakes High School, urged the board to make salary increases a budget priority. She loves teaching in the district, she said, but is disappointed that her salary hasn’t improved much in the past couple of years. “You can’t put your students first, if you continue to put your teachers last, in budget considerations,” Goddard said.

Sue Jenkins, a bus driver who lives in New Port Richey, said she loves her job and the kids she drives, but has to work two jobs. “I’m too old to work two jobs for very long, so please make us a consideration,” she said. Cheryl Vinson, of Lutz, noted that Pasco’s pay is not keeping pace with its neighboring counties. See RAISES, page 11A

There’s more than books at this library While others were perusing the stacks at the Land O’ Lakes Branch Library, this group was involved in a class delving into the ins and outs of woodworking. The class, Woodworking 101: Toy Making-Clown Drop Toy was offered in the The Foundry Makerspace at the library. The space features a variety of hands-on classes and activities for visitors, which include crocheting, sewing, jewelry making, and drawing. More devices, social media make users Pasco school a target for cybercrime, expert says district adopts new mental health plan

As we become more tethered to smartphones, computers and other devices, those connections are putting us more at risk for being the victim of a cybercrime. That’s according to Michael Horn, a U.S. Secret Service senior special agent assigned to the Tampa Bay Electronic Crimes Task Force, where he specializes in cybercrimes and network intrusion investigations. Horn was a guest speaker at a recent luncheon presented by North Tampa Chamber of Commerce, at Atria Lutz. His hour-long presentation covered current trends and techniques used by cyber criminals to compromise identity or personal information online. He also discussed some of the most commonly used scams and electronic crimes, and he offered tips on how to protect and minimize the risk of becoming a victim of these scams. Horn, who’s assigned to the Tampa Bay Electronic Crimes Task Force, covered current trends and techniques used by cyber criminals to compromise identity or personal information online.

The Pasco County School Board has approved a plan that allocates additional funding provided by the Florida Legislature to address youth mental health needs. The Legislature’s decision to provide more money to address mental health issues came in response to the Valentine’s Day shooting spree at Marjory Stoneman Douglas High School in Parkland. The Pasco school district was allocated slightly more than $1.7 million in mental health funding, according to Melissa Musselwhite, director of student support programs and services for the district. Ninety percent of the funding must be spent to provide mental health services and 10 percent can be spent on prevention, she said. The largest Hispanic-owned furniture retailer in the United States plans to open a new store in the mixed-use, residential and commercial project, known as Brightwork Crossing. An apartment complex at Brightwork Crossing is under construction at State Road 54 and Wesley Chapel Boulevard. Shops and a hotel are planned, too. A new Burger King restaurant recently opened on a parcel, fronting State Road 54. The estimated opening for El Dorado Furniture Store is fall 2019, according to Pedro Capo, chief operating officer of the family-owned business. Bowman Consulting Inc., filed a preliminary site plan for El Dorado Furniture, and had a pre-application meeting with Pasco County planners in July. “Everything is looking good,” said Capo. The Miami-based business is expanding elsewhere in Florida including new stores in Naples and Fort Myers. A former Sports Authority on Tyrone Boulevard, and a Babies R Us, will be remodeled and opened as El Dorado stores. The site plan for El Dorado shows a twostory, 70,000-square-foot building, with access from Ashley Creek Trail. Ashley Creek is among new roads built, internal to Brightwork Crossing. Maren Way is a new road off State Road 54, leading to Burger King and the apartments. A WaWa gas and convenience store also is featured on the site plan, across from the furniture store. It also has access from Ashley Creek. The recent El Dorado Furniture store opening in Naples was the company’s 16th store, said Capo. The company has wanted to move into Pasco for awhile, and looked at a site about five years ago, east of Interstate 75. Tampa

Land O’ Lakes High School is undergoing a massive renovation project that is essentially giving the high school a new look and expanding its capacity by more than 400 students. The Pasco County School Board voted last week to approve $1.2 million in changes to the project. Providing 60 additional parking spaces was

A new express bus service running from Wesley Chapel to downtown Tampa could potentially carry about 200,000 passengers annually, according to calculations by officials at the Hillsborough Area Transit Authority, also known as HART. The 275LX bus route, which launched July 1, was among the topics discussed at the monthly economic development briefing luncheon sponsored by the North Tampa Bay Chamber of Commerce. About 20 people attended the luncheon at Hunter’s Green Golf & Country Club on July 26. Ruthie Reyes Burckard, HART’s chief operations officer, was guest speaker. She gave an overview of the 275LX, as well as other upcoming bus services from HART, and efforts to increase regional connections into Pasco, Pinellas, Manatee, and Sarasota counties. Burckard said estimates on annual ridership aboard the 275LX are based on factors, such as community density and employment centers. The 275LX route includes a bus stop at the Wiregrass park-n-ride, at 28222 Willet Way.The lot is near Florida Hospital Wesley Chapel and The Shops at Wiregrass.There also is a stop at the Lowe’s park-n-ride in New Tampa, at 16907 Bruce B. Downs Blvd. Passengers are picked up hourly, seven days a week, from 6 a.m. to 10 p.m. The new 275LX route replaces the 51LX, which had limited pickups from the Wiregrass park-in-ride traveling to Marion Transit Center in downtown Tampa.There were two trips up n the morning and two trips back in the afternoon to Wesley Chapel. “It wasn’t very productive,” Burckard said, adding that people didn’t seem to like the lack of options. HART routinely does third-quarter reviews of its bus services, said Burckard. “We’ve been continuously looking at our services, and tweaking.” That will happen in coming months, with the new express route.“If there are adjustments to be made, we’ll be looking

Speading the Joy of Stitching Special to The Laker / Lutz News The sewing scene is alive and thriving at the Sewing Center of Wesley Chapel, a community of like-minded enthusiasts dedicated to spreading the joy of sewing to anyone willing to learn. Adriana Stenger is the enthusiastic owner and was an employee before recently taking over the business. “We have been in Wesley Chapel for just over a year, and it’s been a great location for us, said Stenger. “Our store can help with all your sewing needs — it does not matter whether you are a seasoned sewer looking to pick up some advanced techniques, or a beginner with an itch to stitch.” The Sewing Center sells two of the best brands of sewing machines made - Husqvarna Viking and Baby Lock, provides service and machine repairs for most manufacturers, and hosts a variety of sewing classes for adults and children of all skill levels. “We limit the number of students to just three per class, so that every student receives the personal attention they deserve,” said Stenger. Students usually begin by taking a class on how a sewing machine works. “After that, they move on to technique classes and learn how to make a hem, a pleat, a ruffle,” Stenger said. “And then, little by little, students combine what they’ve learned and are ready to put together clothing.” The Sewing Center also offers adult classes in dressmaking, embroidery and quilting. For children, it has a summer camp where youngsters spend a full day sewing and doing other crafts. And, during the school year, kids can participate in its after-school classes to work on projects and learn new techniques. “We call this program, ‘So Cool After School,’ and we have many dedicated and accomplished student sewers,” said Stenger. Stenger is proud of her young students and her team of teachers who instruct them. In March, two students attended the Original Sewing & Quilt Expo in Lakeland, and participated in its “Sewing’s Next Generation:

Youth Fashion & Project Show.” “We had two girls who went to the expo, and one of them won a prize for a dress she made, and the other, at only 10 years old, made a quilt!” Stenger boasted. Both girls are now taking advanced classes at her store. In addition to selling cutting, sewing and embroidery machines, the Sewing Center also sells accessories, including stabilizers, different kinds of thread, accessories for machines, notions, pins, needles, scissors, rulers, buttons, patterns, crystals to embellish, software, vinyl, heat presses, classes, and products for costume making. “When people buy a machine from us, or sign up for a class, they are not on their own when they leave the store,” Stenger said. “We are always here to help and take pride in giving personalized attention. Buying from us is completely different than going to a big store or ordering online.” Stenger credits her staff for their exceptional customer service. “We have a very good team of people working here. If not for them, this business couldn’t be, because they are very knowledgeable, and go far and beyond to help people,” she said. Stenger and her team encourage people to learn to sew because it is a rewarding hobby. “You create and embellish things, it’s relaxing, and it keeps your brain working. Pasco County is in the market to add to its luxury car dealerships with BMW as the potential tenant of a proposed showroom near The Shops at Wiregrass. Japanese-auto dealership Mitsubishi also appears to want into Pasco’s market, with a showroom located west of Eagleston Boulevard at Bruce B. Downs Boulevard. Representatives of Spring Engineering Inc., filed a pre-application for “BMW-Wesley Chapel,” and recently met with Pasco County planners. Spring Engineering representatives could not be reached for comment. Preliminary site plans show a 37,000square-foot showroom and space for 216 new vehicles. The dealership also would have a pre-owned vehicle division and service department. The 32-acre site is located at the southeast corner of State Road 56 and Mansfield Boulevard, east of the Wiregrass mall. The property is owned by Solly Branch Holdings LLC, which lists J.D. Porter and his sister, Quinn Porter, as company officers, accord-

ing to state records. If the dealership materializes, BMW would be the fourth luxury automobile dealerships to gravitate to Pasco in the past three years. It would join previously opened dealerships for Lexus, Mercedes Benz and Audi. According to its website, Springs Engineering’s clients include BMW of Ocala, Mini of Wesley Chapel, Jaguar of Orlando, and Lamborghini of Broward (County). Another site plan identifies “WC Mitsubishi” as the potential tenant for an approximately 4-acre site near Toyota, Honda and Lexus dealerships. Jacobs Holdings WC LLC, filed the pre-application for WC Mitsubishi, which would be a new and used auto dealership of about 17,600 square feet. Daniel Jacobs is listed as the prime officer of Jacobs Holdings WC LLC, as well as chief executive officer of Jacobs Automotive Group and owner of Jacobs Auto Enterprise Inc., according to state records. He is listed on the pre-application as the purchaser.The property is owned by DDG Holdings LLC, according to county records. Jacobs wasn’t available for comment.

The Pasco County Tax Collector’s Office recently featured Lauren’s Kids as its charity of choice, and raised $12,346.48 for the organization. Lauren’s Kids, created in 2007 by State Sen. Lauren Book, is a statewide organization that works daily to prevent childhood sexual abuse through education and awareness. Book, herself, is a victim of childhood sexual abuse at the hands of a trusted caregiver. She has taken her own experiences and turned them into an opportunity to help children find hope and healing. The five branches of the Pasco County Tax Collector’s Office promoted the

Lauren’s Kids specialty license plate, and accepted cash donations during the month-long campaign. Customers also could check-off the voluntary charitable donation box through renewals. The senator said, in a release,“Thanks to the support of the Pasco County Tax Collector’s Office, we are able to prevent abuse, protect childhood, and help survivors heal. “At my school alone, we have lost seven teachers who have moved to go back to their home states of New York, of Ohio, have gone to other districts because they can’t afford to live in Pasco County anymore. I have numerous friends who work second jobs.” Beth Vogel, of New Port Richey, who works as registrar for the district, urged board members to take another look at the pay rate for registrars. She said the starting pay for them is $9.25 an hour. “Our pay does not reflect the work that we do,”Vogel said. Registrars have extensive responsibilities, handling massive amounts of confidential information. “It’s an endless, endless task. We are not compensated for what we do,”Vogel said. Don Peace, president of the United School Employees of Pasco, called for the union and school district to work together to seek solutions. “I implore all of you to be creative and innovative in your thinking this year, as together we seek to provide meaningful salary adjustments for all employees,” Peace said. “I would also like to ask for the district to consider forming a joint task force with USEP to investigate the possibility of a ballot initiative and to investigate the processes needed to accomplish that task. “We should be partnering together to message our legislators both here in the district, who obviously have not been working for us, and also in Tallahassee, to implore changes to public school funding, and to educate the public on the need for properly funding public schools and programs,” Peace said. School board members Colleen Beaudoin and Alison Crumbley responded to the speakers. “Your pleas are not falling on deaf ears,” Beaudoin said. “Every board member here, we did set our priorities months ago, and every one of us said that salaries is our priority,” she said. “We all know that the quality of the people we want to keep is paramount, and it needs to be commensurate to the pay. We want the best people teaching our kids.We know people are leaving. I was heartbroken last week when somebody asked me for a reference to leave the county,” she added. “I’m sorry you’re in this position, that you are coming here feeling that you have to beg,” she said.“We’re trying. Staff is working on it.” Crumbley thanked those who came forward to address the board. “We’re very determined to do what we can and get employee raises,” she said. “We know this is essential. We know, from the bottom of our hearts. This isn’t over,” she added.

The speaker said it’s “by far” the most common scam, whereby criminals pose as legitimate entities — such as banks and corporations — to defraud users and obtain sensitive financial information, such as usernames, passwords and account numbers. While typically an email scam, phishing can also occur via U.S. mail or telephone correspondence. Horn explained social media is a large reason why phishing, ransomware, business email compromises and other scams have become increasingly prevalent. “It happens all the time, unfortunately,” he said. That’s because users, more often than ever, are sharing gobs of information about their personal lives on Facebook, Twitter, Instagram, Snapchat and other popular applications. In other words, “we put all our business on the Internet,” Horn said. Horn said posting details about where we work, shop, travel and bank has made it easy for hackers to obtain credit card information, because they can pose as one of those places in a personalized email. “The bad guys are using social media to cater their fraud to be more effective towards you,” he said. The speaker suggests posting something even as simple as ‘We’re going to Disney for a week’ on social media can greaten the risk for being the victim of phishing or another cyber-based crime. Said Horn,“It’s like if I put a sign on the lawn,‘I’m going grocery shopping for three hours. By the way, the back door’s open.’ That’s what we’re doing electronically whenever we’re either being careless with how we manage ourselves on the Internet, or, the information we’re providing.” He added:“There’s a 100 different ways they could target you, but we’re giving them information to make their scams seem more legitimate.” One phishing example the speaker gave was a hacker purporting to be Chase Bank, requesting users to verify their account information through email.

NEW SAFETY, MENTAL HEALTH PROGRAMS REQUIRED It remains unclear how the district would pay for an employee pay raise. It costs about $4.1 million to provide a 1 percent raise for district employees, said Olga Swinson, the district’s chief finance officer. The district won’t know its total enrollment until October, at which point it can take another look at the numbers, she said. There’s a chance enrollment could exceed projections, or that projected enrollment at public charter schools could

be lower-than-expected. In either case, the district revenue picture would improve. It is true that this year’s student allocation was at its highest rate, but that figure fails to account for inflation, according to Swinson’s budget presentation to the board. In 2007-2008, the base allocation per student was $7,306. That compares to a base allocation per student of $7,408 for 20182019. When cost-of-living increases are included, however, the allocation per student needs to be $8,528, Swinson said. Superintendent Kurt Browning also noted that the Florida Legislature tied local districts hands by refusing to allow growth to pay for itself. The required local effort, which was certified by the state, is 4.031 mills, Swinson said.That’s a reduction from the 4.317 mills that it was last year. If legislators had allowed local districts to keep the same millage rate for required local effort as they had last year, the district would have $8.2 million more to use to support pay raises, Browning said. That would essentially equate to a 2 percent pay raise for district employees. Also, although the Legislature provided more dollars to local districts, they also mandated that most of that new money be spent on school security and mental health services, district officials said. The school board is scheduled to vote on the tentative tax rate for schools at its July 31 meeting at 6 p.m., after The Laker/Lutz News’ press deadline.

Horn recommends what he calls the “sniff” test to vet out such dubious messages. Carefully inspecting such emails for spelling, grammatical and punctuation errors are dead giveaways it’s a targeted scam, he said. The speaker also advises conducting independent verification before providing financial or log-in information online — such as calling the bank or the legitimate entity supposedly sending the email request. As a general rule, Horn said, he just always assumes anyone sending him anything financial-related is a possible scam. Another rule of thumb: Do not click links or open attachments from unknown sources or questionable emails. “This is what gets everybody in trouble,” Horn said of mindlessly clicking through emails.“Malware, business email compromises and phishing scams largely are activated through people irresponsibly using their email.” Those aren’t the only ways to lessen the risk for being a victim, the speaker noted. Some other “best practices” for cyber security include: • Using data backups (thumb drive, hard drives) to save valuable information • Automatically updating anti-virus and anti-malware software • Using strong, random passwords of 10 or more characters (“Not your kid’s birthday, not your dog’s name…”). The speaker revealed that arresting and prosecuting cyber criminals and hackers proves difficult for U.S. law enforcement agencies, as the sources frequently comes from overseas, selling to other criminals on the dark web. “Very rarely do we catch anybody,” Horn said.“Our victories are, No. 1, did we get you your money back? Number two is, if we help you remediate (future cyber crimes) by saying, ‘Hey, this is something that I can teach you about being safe going forward.’” As for recovering money and compromised information, Horn said,“it’s all about timing.”“If they don’t catch it within the first 24 or 48 hours, it’s gone,” he said.

The district’s plan calls for contracting with Central Florida Behavioral Network to help the district manage access to mental health services and help the district with data reporting. It also will help the district with wraparound services for students. “Many times we refer kids out and parents don’t go.We need to be sure that we’re diligent about tracking those kids and following up,” Musselwhite told the Pasco County School Board during a workshop on July 24. The district’s plan, which required school board approval, was due to the state by Aug. 1. Board members approved the plan at their evening meeting on July 24. “There hasn’t be a comprehensive approach to referring kids out for services and support, and the follow-up and the wraparound with the family,” Musselwhite said, noting she would spend close to $100,000 in general fund money every year for a limited number of students. By working with Central Behavioral Florida Network, the district will be expanding its reach to community resources that it didn’t know about before, Musselwhite said. The mental health plan also includes: • Contracting with behavioral analysts to work one-on-one with students most at risk • Training in youth mental health first aid • Training in trauma-informed care • Training in Positive Behavior Intervention • Increased funding for alternatives to suspensions program • Additional adult assistance to help with students who are severely at risk for various reasons • Increased data collection to help the district make more informed decisions • Refining threat assessment procedures to be sure the law enforcement and district personnel are speaking the same language

• Adding a high-performing school nurse, school psychologist and school social worker who will serve in a coaching/mentoring role for district staff The district also plans to incorporate Social Emotional Learning across the curriculum, to help kids to learn how to effectively deal with anger, disappointment and difficult situations that arise. Ray Gadd, deputy superintendent, is a proponent of the approach. Social Emotional Learning helps kids “deal with the emotions of maybe not being the best player on the team, or not being able to play nine innings every game, or maybe having to sit on the bench for the good of the team,” Gadd said. “Those things are upsetting to some folks, but how do you learn to handle that because those things that happen in life. “SEL is trying to help teachers understand how to help kids to build foundational skills so they learn to manage those troublesome behaviors,” Gadd said. Musselwhite said the district is looking for ways to embed SEL across the curriculum, “so that it’s not something stand-alone, and that it can be holistically done throughout the district, not in one subject or during your time with your school counselor.” Gadd put it like this: “What we need is more SEL and less people with guns. If I had my choice, I would have rather have seen the Legislature fund a lot of SEL programs all around the state to help kids build those foundational skills so they never get to a point where they want to shoot people.” Also, the district plans to add another Crisis Intervention Team. It has four teams and will be adding a fifth. “There was a huge increase, a 46 percent increase, in our crisis callouts for the crisis intervention team over the last year,” Musselwhite said. “It was pretty taxing last year on the four teams that we had.” The teams are voluntary and are made up of student services team members and school counselors, who receive additional training to respond to crisis situations throughout the district.

Land O’ Lakes youth reaches motocross championship By Kevin Weiss

olt Golembeski’s dream of racing in the sport’s premiere amateur competition is coming true this week. The 10-year-old Land O’ Lakes resident is competing this week in the 37th Annual Rocky Mountain ATV/MC AMA Amateur National Motocross Championship, held at the iconic Loretta Lynn Ranch in Hurricane Mills,Tennessee. Golembeski, who began racing at age 6, endured a series of area and regional qualifiers in multiple states to earn one of 1,446 coveted spots, out of about 22,000 hopefuls. The national championship event runs through Aug. 4. The lengthy qualification period ran from April through June, and took Golembeski throughout Florida, Illinois,Tennessee, Ohio and Virginia. His performance culminated with a fifthplace finish in the 65cc 10-11 division at the Loretta Lynn’s Northeast Regional Qualifiers at Birch Creek Motorsports Park, in Sutherlin,Virginia. Only the top six finishers in each racing class from each regional earned a spot to amateur nationals. Golembeski said the feeling “was awesome” when he crossed the finish line and realized he qualified for the Loretta Lynn Amateur Nationals: “I mean, I was like yelling,‘Yeah!’” “Man, we were ecstatic,” added Golembeski’s father, Brian, who travels race to race with his son.“It’s hard to explain to people that are outside the sport, but it’s like going to the Super Bowl — it’s huge.” Not unlike the Super Bowl, just reaching the exclusive national race is an achievement in itself, said Golembeski’s father. It requires an immense amount of time, effort and skill — not to mention a little luck, he said. He explained:“You can fall, you can have bike problems, you have all the different variables, different tracks, different guys, and, on top of it, they’re all good (riders),” he said. “There’s tons of skill and all that, but then you’ve gotta put all of it together and on that day have everything go right,” he added. Colt Golembeski began riding dirt bikes at age 6. Qualifying for amateur nationals isn’t the only accomplishment the young rider has had. In 2017, Golembeski won the Florida Winter Amateur Series 65cc 7-9 division. In 2016, he won the Dade City MX Triple Crown Series for his age group.

Holy Grail of sorts” for motocross riders, as it tends to be the final stop for amateur riders before entering the pro ranks. Many of America’s top professional motocross racers, including James Stewart, Ricky Carmichael,Travis Pastrana and Ryan Dungey, have won AMA Amateur National titles at Loretta Lynn’s. Golembeski, who’s entering the fifth grade at Florida Virtual School, will compete in 65cc and 85cc classes. In total, there are 35 different classes of competition, for children as young as age 4, all the way up to a senior division for riders over 50. Racers will compete in three 15- to 20minute races per class over the course of the week. The track contains a variety of jumps, corners and other obstacles, all designed to test the skills and stamina of racers. That could work to Golembeski’s advantage, who said he likes to ride on “really rough, deep rutted tracks.” Golembeski trains locally at Dade City

MX, Tampa MX and Spyder MX in Wildwood. He said he’s worked to “just get better at riding everyday,” specifically getting faster out of the starting gate. In addition to the tracks, Golembeski said he’s “done tons of stuff” to up his strength and endurance in preparation for the event — everything from riding his road bike and running regularly, to weightlifting and other bodyweight exercises. The fitness component, his father said, may be the key to gaining an edge against competitors: “One of the big parts of this race is not only being a good rider, but being physically super-fit,” he said. “That’s what really separates guys, because they all get really good and then the strongest guys are able to hold that for the entire Moto,” he added. Golembeski is no stranger to success at big races. In 2017, he won the Florida Winter Amateur Series 65cc 7-9 division. The year before that, he won the Dade City MX Triple

Crown Series for his age group. He’s also collected several other top-five and top-10 finishes in other major during the past couple years. “He’s done really, really well, in a short period. He’s a good rider,” Golembeski’s father said.“He’s a strong, physical rider.” Determined to perform well in his first appearance at Loretta Lynn’s, Golembeski also wants to have some fun and take in the entire experience with his mom and dad, who are all trekking to Tennessee in an RV. Besides the races, the weeklong event hosts many family friendly activities, including swimming, a talent show, concerts and live entertainment, making it an ultimate family vacation. “I just want to do the best I can and see where that is — if it’s first (place) or it’s 15th,” Golembeski said. Loretta Lynn’s isn’t the only big race for Golembeski this year, however. He also plans to compete in the Ponca City (Oklahoma) MX Amateur Nationals in October and the Thor Winter Mini-Olympics (Alachua) in November. He estimates he’s raced in more than 60 events since picking up the sport nearly four years ago. “I just love riding my bike and feeling free. It’s just like my whole other world,” the 10-year-old said.

ADOPTION EFFORT YIELDS BIG PRIZE The Hillsborough County Pet Resource Center was awarded $10,000 by a national animal welfare group after residents adopted more than 500 dogs and cats in less than 10 days this summer. The Best Friends Animal Society offered to pay for all adoptions at participating shelters, including the Pet Resource Center, from June 26 through July 3, as part of an effort to find homes for 10,000 pets across the country. Hillsborough residents adopted 518 pets from the Pet Resource Center during that time, more than any other shelter of its size. That distinction earned the shelter a $10,000 prize from Best Friends, which the pet center’s officials will use to increase adoption rates, and improve the lives of dogs and cats.

LOCAL VENDOR PREFERENCE The amended Pasco County Purchasing Ordinance, effective June 12, now has a “local vendor preference policy,” according to a news release from Pasco County. The new ordinance will provide local companies that submit a bid and fall within a certain Mike Wells Jr. range, the first opportunity to adjust their bid to match the

lowest price received by the county. Jeffrey D. Senese has been named the 10th president of Saint Leo University, according to a university news release. The university’s Board of Trustees made the appointment at a July 26 meeting.
