Ron DeSantis and Florida Surgeon General Scott Rivkees outlined the state’s response to the threat of the virus during a news conference held on March 2, at the Florida Department of Health’s Tampa Branch Laboratory. They shared some details of the two cases that have since been confirmed as positive.

One case involves a man in his 60s in Manatee County who was hospitalized for evaluation and treatment for pneumonia. Simulation teaches a real-life history lesson

Second-grade students at McKitrick Elementary School, 5503 Lutz Lake Fern Road, went back in time, to the early 1900s, when the school had its third annual Ellis Island simulation on Feb. 27. Students and volunteers, many dressed in period clothing, were able to get a taste of the kind of experience endured by people arriving in America during that time. The program featured the different steps that immigrants had to complete in order to become American citizens. Above, to simulate the boat ride to Ellis Island from their character’s home country, students and their handmade suitcases were crammed into the makeshift boat (a fenced in area) for 10 minutes. A quarter of the boat was reserved for first-class passengers, further reducing the space where students could stand. Volunteers periodically splashed water over the sides of the fence to mimic the ocean spray, as well as splashed them upon their arrival to simulate the delousing measures newcomers arriving in America faced. Pasco administrator to retire in

Pasco County Administrator Michele Baker expects to be very busy over the next year and a half. She’ll be crossing off a to-do list, one by one, before leaving in 2017 to go on a lengthy road trip with her husband. The couple will hit the road with their recreational vehicle and their motorcycles, on a tour of as many baseball parks and national parks as they can squeeze into a year. “That’s been our dream,” Baker said, so letting her contract lapse in July 2017 makes sense. But, don’t expect a lame duck administrator. “There’s no kicking back here,” Baker said.“This isn’t me slowing down. ” Baker has told Pasco County commissioners she won’t seek renewal of her current two-year contract, which makes her

last day July 9, 2017. By then, Baker will have worked 35 years in public service, 24 of those years with Pasco County. Her to-do list, in short form, includes: • Completing masMichele Baker ter plans and updates for storm water, solid waste and tourism • Funding and building a diverging diamond road design to ease traffic congestion at State Road 56 and Interstate 75 • Completing the State Road 56 extension • Nurturing SunWest Park, the county’s fledgling aqua park • Replacing and repairing aging infrastructure and roads damaged by the summer flooding • Making progress on the expansion of

Michael Hingson felt a sense of calmness as he walked floor by floor — exiting the World Trade Center on Sept. 11, 2001. Hingson has been blind since birth and he, with his former guide dog, Roselle, had to work as a team to find their way to safety. Hingson, the author of “Thunder Dog: The True Story of a Blind Man, His Guide Dog and the Triumph of Trust,” recently shared his story at Saint Leo University. He was accompanied by his current guide dog,Alamo. During his talk, Hingson detailed what happened on Sept. 11, 2001, but also shared experiences from throughout his life that gave him the instincts to survive that devastating day. On 9/11, Hingson said he and his business partner, David Frank, were working for the Artecon corporation on the 78th floor

of the World Trade Center’s North Tower. As they prepared for an important presentation, Hingson said,“suddenly we heard a muffled explosion, the building shook. “Then it began to tip. We moved about 20 feet, I think,” he said. Frank began shouting for everyone to leave the office, imploring Hingson to come along. Hingson, and his guide dog, Roselle, evacuated with everyone. Hingson remained calm and tried to assure Frank to do the same. He said he was able to contain his emotions because he previously had developed a mindset that kicked in automatically. The Pasco County Commission has signaled it wants to end mobility fee incentives that it provides for new market-rate apartment construction within the county. At the same time, commissioners are looking to waive mobility fees for builders of affordable housing — homes or apartments. Pasco County is projecting a 8.5% to 9% increase in assessed values, Robert Goehig, said Pasco County’s budget director, during a recent county workshop. “We’re going to budget to 8.5%, and then if the property appraiser comes in with more, we’ll make adjustments,” County Administrator Dan Biles said, during the Feb. 25 workshop with commissioners. That would generate an additional $17 million of property tax revenue; that would be $8.5 million available to the sheriff; and, $8.5 million to the board and the other constitutionals, the budget director said. Goehig also talked about indicators that help predict changes in the economy. He characterized those indicators as “canaries in a coal mine.” For instance,“permit activity begins to drop three years before impact is seen on assessed values,” Goehig said. That’s not happening in Pasco, though. “As you’re well aware from driving around the community, the number of single-family homes is increasing,” Goehig said. “The number of building permits continues to increase,” he added. Sales tax revenue also is a leading indicator of economic health. “Our half-cent sales tax revenue has been increasing 5% to 6% the past few years,” he said, and that is expected to continue this year. Another indicator of economic health is the amount of trash that’s discarded, Goehig said. “As the economy wanes, people hold on

to things longer, there’s less trash. As the economy booms, people start throwing things away,” he explained. In putting together the budget, the county plans to add to its reserves, he said. “Last year at this time, the board had instructed us to try to increase the general reserve to try to get it to that 16.7% of budgeted expenditures over a three-year period,” Goehig said. “In fiscal year 2020, we increased it to 11.1%; we’d like to increase it again, another 1.5% in fiscal year 2021. Reserves for the general fund is at 11.1% and all of the other major funds are at the recommended 16.7%, he said. The recommended figure of 16.7% represents two months’ of expenditures, Goehig said. Commission Chairman Mike Moore said the county needs to make the money it plans to set aside a line item in its budget. “Let’s put a line item there, so we don’t have hands grabbing it,” Moore said. When the county had its workshop, it was still early in the week. The stock market crashed because of concerns about the coronavirus — and it continued its downward spiral through the rest of the week. “We don’t expect that there’s going to be a long-term impact from the coronavirus. We know that governmental agencies and non-governmental are starting to take this seriously,” Goehig said. The hope is that the coronavirus will not have a long-term impact on the economy, the budget director said. But, he added:“If there is a long-term impact, we will adjust our revenue projections accordingly.”

Early voting began on March 2 in Hillsborough County and will begin on March 7 in Pasco County in the Presidential Preference Primary. Voters will go to the polls to express their presidential preference on March 17. Florida is a closed primary state, which means the only candidates on a voter’s ballot will be those of the same party as the voter’s registration. In other words, only registered Republicans and Democrats will be able to vote in the Presidential Preference Primary. You might have heard that March 14 is Pi Day — in honor of the math constant. Perhaps you recall from your middle school days that Pi equals 3.14, hence, March 14 is the day set aside to celebrate Pi Day, or in the case of this column — to celebrate pies. Pies comes in so many varieties. There’s apple, pumpkin, sweet potato, blueberry, kumquat, cherry, chocolate, and that’s just to name a few. If you delve into the history of pie, you’ll realize that these flavors are considered modern. The word “pie” is thought to derive from the magpie bird, known for collecting random items in its nest. Early pie makers would put anything into their pies — beginning with the early Egyptians, Greeks and Romans, and up through the Medieval period in Europe. In the days before pies were considered primarily as a sweet finish to a meal, pies were typically filled with meat and served as the main course. But, these were not the kind of meat pies that are popular today, such as Shepherd's pie or chicken pot pie. Rather, they were filled with rabbit, crow or mussels. There was no delicious flaky crust, either. To get to the meat filling, you had to crack open the top. The hard shell wasn’t meant to be consumed, nor was the bottom crust.They were simply intended to contain the filling. In fact, the crust wasn’t called the crust until after the American Revolution. Before that, it was called a “coffyn,” referring to a basket or container. If the pie wasn’t filled with meat, then likely it was filled with cheese or honey.

SO, HOW DID PIE BECOME DESSERT? Going as far back as the 1300s, there were tarts, which were similar to the pies we know today. But, these tarts didn’t have any sugar. In those days, sugar was a rare commodity. It was a sign of wealth and was out of reach for most people. By the 1700s, though, the British set up sugar colonies in the Caribbean, making sugar more accessible. At that time, however, pies continued to be meat or cheese dishes. The idea of making tarts sweet didn’t catch on until the tarts arrived in the United States. While it was technically a sweetened tart, the colonists started calling it pie — to deepen the divide between the colonists and the British. With the abundance of sugar also came the idea to make the coffyn into an edible crust. So, there’s a short history of pies, to help you celebrate Pi Day. You’ll probably notice on March 14 that many restaurants, food retailers, and bakeries offer special deals on pie, for Pi Day. Perhaps you’ll mark the occasion by making a pie of your own. After all — like many things in life — math is more fun when paired with dessert. A pastry blender, also called a pastry cutter, on right, is used to mix solid fats into flour to make dough.

Blueberry pie Ingredients for crust: 2 ½ cups all-purpose flour, plus a little extra for dusting ½ Tbsp granulated sugar ½ tsp sea salt 2 sticks of cold butter, diced into ¼-inch pieces 6 Tbsp to 7 Tbsp of ice water Directions for crust: Put flour, sugar and salt in food processor and pulse a few times. Add butter and pulse again until you see coarse crumbs/pea-sized shapes. Mixture should be dry and powdery. Add water and pulse until you see moist clumps or small balls. To see if you have enough water, press a piece of dough between your (clean) fingers and make sure the dough sticks. If it doesn’t, add more water, a teaspoon at a time. Transfer dough to a work surface and divide in half. Flatten with rolling pin, cover with plastic wrap, and refrigerate for one hour prior to making filling. Ingredients for filling: 6 cups blueberries, rinsed and drained 1 tsp lemon zest 2 Tbsp freshly squeezed lemon juice 4 ½ Tbsp all-purpose flour ½ cup granulated sugar 1 tsp ground cinnamon 1 egg 1 Tbsp water Directions for filling: Roll one half of dough into 13-inch circle and place in 9-inch pie pan. Roll other half into 12-inch circle and use a pizza cutter to make 10 one-inch strips for lattice top. Combine blueberries, zest, lemon juice, flour, sugar and cinnamon in a large mixing bowl, and then transfer to dough in pie pan, with berries slightly higher in center. Create a lattice crust on top of filling using the 10 one-inch strips of dough, and pinch the edges to seal* Beat egg and water, and brush over lattice crust and edges. Bake at 375 degrees for 50 minutes to 60 minutes. Notes: You will want a rolling pin, a 9-inch pie pan, and either a food processor or pastry blender. THREE-YEAR GRANT AWARDED

The Area Agency on Aging of Pasco Pinellas (AAAPP) has been selected as one of 11 recipients statewide for the Innovation in the Health Care System grant, for funding from the Florida Blue Foundation. The three-year, $300,000 grant will fund the AAAPP Senior Community Health Program, which strengthens the links between medical and social service providers, to improve access and health outcomes for under-resourced seniors. The program currently operates out of the Baycare Turley Family Health Center in Clearwater and the WellMed Clinic in St. Petersburg. Funding from the Florida Blue Foundation will equip AAAPP to serve more seniors in the current sites and expand into Pasco County, with a newly developed partnership with the Medical Center of Trinity, an HCA hospital.

EPIPENS NOW IN SCHOOLS Pasco County Schools has partnered with the Florida Department of HealthPasco County to implement an EpiPen in Schools Program. Effective Feb. 14, two-dose regular and junior EpiPens were placed in each Pasco County public school to provide emergency anaphylaxis response during the school day. Within days of the program’s launch, the student health team at Land O’ Lakes High School used the lifesaving device on a student with a peanut allergy. At least three staff members on each campus will receive a 30-minute training from the school nurse, to prepare them to respond if a student or adult has an anaphylactic reaction. The program is optional for charter schools.

The TurfMutt Foundation announced The (Really) Great Outdoors Contest 2020, focused on encouraging kids to use their imaginations around the many uses and benefits of green space and the outdoors. BLIND, from page 1A building, he said,“I was prepared.” As people descended the stairs, Hingson noticed a familiar smell – jet fuel. He had not yet learned that a commercial airplane had slammed into the North Tower, just floors above his office. The South Tower had already been hit by a second plane when Hingson and others exited from the North Tower. He and his business partner were still in the vicinity when the South Tower began collapsing. “As I started to run, the first thought I had in my brain was: ‘God I can’t believe that you got us out of a building just to have it fall on us.’ “I heard a voice that said, ‘Don’t worry about what you can’t control. Focus on running with Roselle and the rest will take care of its self.’” With the assistance of his guide dog, Hingson found shelter in a subway station — where he found others who had gone underground to keep safe. They were escorted out by a police officer and Hingson was later reunited with his wife, Karen. Hingson told the audience that his ability to navigate through the world — even though he is blind — began when he was just a little boy. “I was born two months premature and was put in an incubator,” Hingson said, explaining that a pure oxygen environment can cause blindness. When he was four months old, his aunt noticed he wasn’t reacting to sunlight. The doctor confirmed the baby was blind and said nothing could be done. The doctor went on to tell Hingson’s parents that the infant wouldn’t amount to anything and should be placed in a special home. But, his parents didn’t accept that prediction. They believed their son could live a productive and successful life. Their attitude was:“Blindness isn’t going to be the problem,” Hingson said, and that made all of the difference. When he was 5, the family moved from Chicago to California. He began to learn braille in kindergarten and his parents got him a braille writing machine. They also gave him freedom to go outdoors, like his older brother, Ellery. Even though Hingson was blind, he fre-

MOBILITY, from page 1A that the new building causes on nearby transportation systems. Pasco has used mobility fee incentives to encourage various types of construction, including apartments. But, at a Feb. 25 workshop, commissioners indicated they want change — and county staff indicated it will begin laying the groundwork to arrange public hearings on the issue. Commissioners cannot take votes during workshops, and no public testimony is allowed. While no public comment was taken, the proposed changes likely will draw considerable interest from apartment developers and their representatives. Numerous high-end apartments have been built or approved along the State Road 54/State Road 56 corridor in recent years — drawing the ire of Commission Chairman Mike Moore. He voiced his displeasure, again, during the board’s workshop. “If you look at surrounding areas, i.e. Hillsborough County, what they’ve done — i.e., Brandon — that’s what you’re turning my district into, on 54/56. “We’re oversaturating this one area,” he said.“The people that live there can’t stand it. “We’ve turned 54/56 into apartment row. That’s what it looks like. It’s ugly. It’s disgusting. It’s bad development. It’s bad for the future. It’s bad for this county. It looks ridiculous,” he said. “You’re taking 54/56 frontage — that’s not what it should be. If anything, it should be employment sites,” Moore said. He’s also concerned about long-term impacts. “People are going to pay for it, 10 or 15, 20 years down the road. Our future commissioners are going to pay for it when you have all of these dilapidated old buildings

quently walked to the candy store, and rode his bike on his own, he recalled. “It wasn’t even scary for me,” he said. “What it did teach me though, was how to be aware of my surroundings.” Neighbors, however, would express concern about his safety. But, Hingson said he didn’t want to be treated differently from other kids. The issue, Hingson said, is people’s misconception that “eyesight is the only game in town.” When he was 14, he received his first guide dog – a golden retriever. He developed an interest for electronics and magnetism, which led to a master’s degree in physics, at the University of California-Irvine. During his career, he sold machines that could read print to the blind. He also sold data entry machines to companies, lawyers and banks, too. He joined The National Federation of the Blind, advocating for civil rights. And, he married. While working for the Artecon corporation, Hingson was transferred to New York where he opened up another branch. That is why he was working in the North Tower of the Twin Towers on Sept. 11, 2001, when it was struck by a commercial airliner that had been hijacked by terrorists. The 9/11 terror attack involved a total of four commercial airliners.Two were crashed into the Twin Towers, another was crashed into the Pentagon and a fourth never reached its intended target because it was forced down by its crew and passengers in a field outside of Shanksville, Pennsylvania. The 9/11 terrorist attacks caused a total of 2,977 fatalities. But, Hingson and his guide dog, Roselle, made it out. Hingson appreciates the teamwork between him and Roselle that led to their survival. He thinks so highly of Roselle, who has since died, that he dedicated his book to the dog. “When I work with a guide dog, it’s all about creating a team. It’s all about all of us working together to accomplish a task,” said Hingson, who travels across the country, to share his experiences. While he appreciates the bond that he has shared with his guide dogs, Hingson reminded the crowd that people can experience special bonds, too. “We each have to show each other how we add value to what the other does,” Hingson said.

Meanwhile, in a separate presentation on affordable housing during the same workshop, commissioners were asked to consider granting mobility fee waivers for construction of affordable apartments and homes. Board members indicated they would support that request. Commissioner Jack Mariano also asked if the county could waive a 25% mobility fee for construction on vacant land in an area of West Pasco that needs an economic boost. Commissioner Kathryn Starkey also called for the county to do more to spur development in that area, noting efforts to date have not been effective. County staff said the additional revenues from ending the multi-family incentives would generate enough to cover waiving mobility fees for new affordable housing and for waiving the 25% fee on the development vacant land in the specified area of West Pasco. The proposed changes will be prepared for consideration by the Pasco County Planning Commission, which will make a recommendation to the board. The Pasco County Commission then will take final action on the issue during a public hearing. Any changes would likely take at least 90 days to go into effect.

lli Black didn’t just win the Publix Gasparilla Distance Classic 8K women’s race last month, she also set a major milestone — becoming the youngest winner in the event’s 40-plus year history, at just 11 years old. The Land O’ Lakes youth clocked 30:57 in the 4.97-mile course to best more than 2,200 female participants in the popular annual race on Tampa’s Bayshore Boulevard. The second-place female finisher, St. Petersburg’s Mary Beth Layfield, 37, timed 32:23. On becoming race champion and making history, Black said: “It’s a really big accomplishment and I’m really proud of myself, and I just know that I’ve been very blessed with a God-given talent, and I’m just really happy to be able to use it to the fullest.” Previously, the event’s youngest winner was 13-year-old Ellie Pleune, who won the race in 2017, with a time of 31:13. Black had good performances in previous years, too. She placed fifth and seventh female overall the prior two years, respectively. Her goal this year was to win, of course, and to at least break 32 minutes. Besides just naturally growing stronger and upping her training of late, Black also credited the “perfect” weather conditions, compared to the past couple years when “it was really, really hot.” The Gasparilla Race award isn’t Black’s only piece of distinguished hardware, and it surely won’t be her last. The home-schooled sixth-grader recently completed her first year running on the Cambridge Christian high school crosscountry team, where she collected All-State honors after winning an individual regional title and placing third overall at the FHSAA (Florida High School Athletic Association) Class 1A state girls’ cross-country championships. For the record, her 5K personal best sits at 18:19, set at December’s Jingle Bell Run in Tampa — a race she also won. Black said her first year running high school cross-country “was actually really fun,” despite competing regularly against much older girls. Said Black:“Like the girls on my team are basically all high schoolers, but they were really nice and most of the high school girls that I ran against were nice, so it was overall, a really nice experience.” Black now has her eyes set on the high school track season, where she wants to

eclipse the 11-minute mark in the 2-mile. Her current personal record sits at about 11:30. She also has much bigger long-term goals in sight:“I do want to run in college, and my goal is to run in the 2024 Paris Olympics,” she said. Cambridge Christian School distance coach Ray Friedman sees the immense potential. “We may be looking at someone that may one day be on the Olympic stage,” Friedman said of Black, in a recent telephone interview.“I don’t say that lightly, I’m telling ya. She ain’t normal.” Friedman noted Black’s running style resembles that of some of the world’s greatest runners that come from the East African country Kenya. “It’s bizarre, but her body and her stride is very Kenyan-like, and I don’t say that flippantly,” the coach explained. Friedman is no stranger to working with elite-level talents. He’s coached University of Florida distance runner Trevor Foley and

Riverview High’s Alyssa Hendrix, the Gatorade State Runner of the Year who’s signed to North Carolina State University, among others. Friedman himself set multiple school records at Gaither High School and La Salle University, and went on to make to the U.S.Triathlon world team. In the young runner, Friedman simply sees tools that can be molded into future greatness. Friedman observed, “She is extremely determined. She’s very disciplined, and of course, obviously very talented. She has the ‘it’ factor.You can’t learn it. It has to be born.” Black got an early head start in the endurance sport, compared to most of her similarly aged peers. Black first started running at just 4 years old, where she would accompany her parents on 1-mile or 2-mile jogs around their former Columbus, Ohio neighborhood.At 6 years old, she competed in her first 5K. “We’ve always been active runners, so she would always want to run with us,” said Black’s mother, Jacqueline.

The passion for running has stuck with the youth ever since. Today, Black runs roughly 25 miles per week. She generally runs five days a week, with a cross-training bike or swim workout mixed in, too. “It’s just really fun,” Black said of running. “It just makes me really happy to be able to use one of my talents.” Besides a dedicating training routine, Black comes from an athletic family background. Her father was a Division I basketball player at Bowling Green State University who went on to play professionally overseas. Her mother played three sports in high school, though none of them track or crosscountry. “We’re obviously very proud of her,” Black’s mother said.“Everybody always tells us how special she is, and we know that’s more than just running. We’re very faithbased, and we know that God has given her this talent…so we’re just extremely proud of all of her accomplishments.”

econd-graders at McKitrick Elementary School had a chance to gain a greater understanding of what life was like for immigrants arriving at Ellis Island during the early 1900s. The school, at 5503 Lutz Lake Fern Road, created an event that allowed children the chance to walk through the paces that immigrants faced when they arrived in America. The Feb. 27 simulation involved 180 second-graders and 68 volunteers, many dressed in period clothing. Bilingual volunteers spoke to the students in Turkish, Russian, Greek and Arabic, to show students how it would feel to arrive in a new country without knowing its language. Students prepared for the experience by taking virtual trips to Ellis Island, where they listened to audio recordings of interviews from people who actually came through Ellis Island. They also had a chance to video chat with a museum curator, via Skype. Some bats roost in artificial structures, including houses and other buildings. It is illegal to harm or kill bats in Florida, so guidelines have been developed to ensure bats are removed safely. Bat maternity season is almost here, and the Florida Fish and Wildlife Conservation Commission (FWC) is reminding the public to check their homes and other structures for bats, and seal potential entry points. Bats and other small mammals can fit into small spaces, such as cracks in a chimney or holes in siding, and now is the best time to do an inspection. During maternity season bats gather to give birth and raise their young. Removal of bat colonies must be completed before the season starts on April 15. Bat exclusions are illegal during the maternity season itself, which runs through Aug. 15.The exclusions protect young bats

The Florida Fish and Wildlife Conservation Commission (FWC) has launched a new online guide with information on how to hunt wild turkeys. Hunters can learn how learn about finding a place to hunt, scouting, calling, needed apparel and gear, regulations, license requirements and more. Florida’s wild turkey season opens on March 7, south of State Road 70, and on March 21 in the rest of the state on lands outside of the wildlife management area system. The FWC’s wildlife professionals use scientific data to conserve wild turkey populations and provide regulated and sustainable hunting opportunities. Hunters also play an important role in wild turkey management by purchasing licenses and permits, and along with other shooting sports enthusiasts, contributing to the successful Wildlife and Sport Fish Restoration Program. TURTLE DISEASE

According to the Florida Fish & Wildlife Conservation Commission (FWC), a fatal viral

disease continues to affect Florida freshwater turtles, and the FWC is asking for the public’s assistance with the ongoing investigation by reporting sick and dead turtles. Since 2018, turtle mortalities have expanded from the St. Johns River watershed region, and researchers continue to receive reports of sick and dead turtles from Brevard County, as well as Orlando, Lakeland and the Lakes Wales region. The FWC is collaborating with wildlife rehabilitation centers statewide in the submission of samples from Florida softshell turtles and cooters for testing. A turtle may be sick if it is observed at the water’s edge with its neck stretched out on the ground, the turtle is reluctant to move when approached, and the turtle’s eyes are swollen or remain closed. Do not touch or attempt to move sick turtles. Do not capture, transport or release freshwater turtles, even those that appear healthy, to new locations. Do not eat turtles that appear sick or unhealthy. To report sightings of sick or dead turtles to the FWC, call the Turtle Hotline at (352) 339-8597.

FREE SPAY & NEUTER

Pasco County Animal Services (PCAS) will offer free spay and neuter surgeries for 100 cats and dogs, for families who qualify through the SNIP Low Income Spay and Neuter Program. A grant from the Petco Foundation will fund the surgeries. Applications are available on the PCAS website and must be submitted to Animal Services by March 20. The offer is available on a first-come, first-served basis, and includes a preoperative exam, spay/neuter surgery and rabies vaccination. DOGS’ DAY IN DADE CITY

The annual Dogs’ Day in Dade City is set for March 21 from 10 a.m. to 2 p.m., at Agnes Lamb Park, 14200 Ninth St., in Dade City. (It’s across from the Edwinola on Meridian Avenue). There will be a dog wagon parade a 10 a.m.; dog costume contest at 11 a.m.; a K-9 challenge at noon; “Canine Got Talent” at 12:30 p.m.; and, an ice cream/yogurt eating contest at 1:30 p.m. And, there will be other fun and informative events for dogs and owners, too.
