The impact that Joel “Kris” Kristan Keppel’s life had on those who knew him was exhibited in all sorts of ways last week in Land O’ Lakes. Keppel, a revered cross-country coach at Land O’ Lakes High, lost his battle with pancreatic cancer on Jan. 25. Land O’Lakes High Principal Ric Mellin notified the school’s staff and students with this recorded message: “It is with a heavy heart that I am calling this evening to inform everyone of the passing of Kris Keppel. I was informed that he passed at 4:32 p.m., this afternoon, while in hospice care. Kris Keppel spent more than two decades as the coach of the Land O’ Lakes High cross-country team, as the school’s media specialist, and as a teacher. “Mr. Keppel was first diagnosed with pancreatic cancer over a year ago. Despite the exhausting treatments, he continued to be a member of our staff and attend as many cross-country practices and meets as he could up until his retirement this past fall. He is survived by daughters Meredith and Morgan, and wife Dar.” Keppel’s coaching skills were widely known. He coached the boys’ cross-country team to Sunshine Athletic Conference championships in 1986, 2005, 2006, 2007, 2008, 2012, 2013, 2014; and District and Regional championships in 2013. He also was nominated and became a finalist in the Brooks Running Most Inspirational Coaches of the Year competition. See KEPPEL, page7A

The Pasco County Commission unanimously approved a new liquor store in Land O’ Lakes, despite objections by a competitor. Party Liquors & Fine Wines plans to open a store in the shopping center at the northeast corner of State Road 54 and Land O’ Lakes Boulevard. The 11,250-square-foot store will sell package beer, wine and liquor at the location, 2410 Land O’ Lakes Blvd. It would be the company’s third store, according to Nick Tanoukhi, the store’s owner. Tanoukhi said he expects to hire 10 fulltime and 15 part-time employees. Joseph Nahas, of TJ Liquor, located on U.S. 41, objected to the proposed liquor store. Nahas noted there are nine liquor stores within a 5-mile radius and said there’s not enough of a market to support the additional store. Nahas said the new store might not add anything to the community, but could harm

his business. An area resident also questioned the location of the new liquor store, noting it was within 1,000 feet of a school and a church. But county planners, who recommended approval of the request, said the distance requirement previously had been waived for another business in the shopping center. So, that provision does not apply in this case. Tanoukhi said Land O’ Lakes residents will benefit from the store because it will offer better prices. Pasco County attorney Jeffrey Steinsnyder told commissioners that the county’s criteria for granting conditional use permits does not address the issue of competition. “Generally, the way the code works is, it’s a free market system,” Steinsnyder said. Commissioner Kathryn Starkey said she has a bias against big corporations wiping out mom and pop operations. But in this case, she said, the new liquor store is not a large corporation. Starkey said the best way that competitors can retain their business is to offer excellent customer service.

The story behind sticky notes and advertising circulars By Diane Kortus Publisher

You may have noticed we’ve had a few more advertising circulars in The Laker/Lutz News since the beginning of the year. And, that we’re now selling sticky notes on our front page. We’ve received a few emails and calls from readers asking about these inserts and notes, and I thought other readers might have similar questions. So, let’s begin with advertising circulars. New to our papers is the weekly SmartSource coupon book, which has between 28 and 40 pages of manufacturer coupons for mostly grocery, drugstore and household products. SmartSource is included in all of our home delivery routes, which totals 32,000 homes in Lutz, Land O’ Lakes, Wesley Chapel and Zephyrhills. Coupon clippers love SmartSource for the savings it offers, plus it is a perfect complement to the Publix circular that has been in our papers since 2010. In January, Walmart started running its circular in our Wesley Chapel edition. For now, Walmart is being delivered to the 3,300 homes we reach in the 33545 zip code, but we anticipate other zips will be added in coming months. SmartSource and Walmart join several long-time circular advertisers in The Laker/Lutz News. In addition to Publix grocery and liquor, most weeks we have circulars from Michaels Arts and Crafts, Ulta Beauty, JCPenney and Ace Hardware. Plus, we’re anticipating that Lowe’s will be coming on board in March once it’s new Lutz store opens on State Road 54. As much as we wish otherwise, the paper delivered to your particular home may not include circulars from every one of these stores. And that’s because national merchandisers are experts at analyzing zip codes and use The Laker/Lutz News in combination with daily newspapers to reach the households they are targeting in this market. I share this with you because readers have complained when a friend or family member gets circulars in their paper, but they don’t get them in their edition. These readers typically think we are intentionally omitting their neighborhood. If it were up to us, we’d insert the same circulars in all 43,750 papers that we print

and deliver every week. That would be good for our readers — most whom do not subscribe to a daily paper — and obviously good for our sales. But the number of circulars we insert is determined by the merchant — we can only deliver as many circulars as we receive. We believe that, in time, our reader loyalty will persuade these national accounts to add all — or at least more — of our circulation to their buy in The Laker/Lutz News. If you want to help us make that happen sooner, let the local manager of these stores know that you would like to receive their circular in your weekly community paper. Now let’s talk about the front-page sticky notes. This is something new for us that local businesses have inquired about for many years. New technology has finally made these notes affordable for small businesses. Plus, the minimum order has dropped to 25,000, which is about what one needs to put a sticky note on every front page in Lutz and Land O’ Lakes. We had some complaints last week when a sticky note covered up a frontpage photo of the Rev. Ron Aubin, accompanying a story about Our Lady of the Rosary Church’s low-gluten communion hosts. We obviously did not intend for this to happen, and we explained that to Father Ron. We also want you to know too, that we are working with our printer on the placement of these notes so they do not interfere with our photos. However, when they do, these notes are easy to peel off and we hope will not interfere with your reading enjoyment. We do understand that many people find these front-page notes bothersome. However, they are easy to remove and we, and the businesses that wish to advertise in their local newspaper, recognize that these are a very effective advertising tool. Industry research shows that sticky notes increase advertising response rates by 45 percent. Obviously, this makes this form of advertising a cost effective way to let people know about a special offer or product. In addition to helping local businesses market their products and services, sticky notes helps to pay our bills. The Laker/Lutz News are free newspapers, which means advertising is our sole source of revenue. The ability to generate income from sticky notes helps us to produce a quality community newspaper every week that is delivered free to your home.

The Pasco County Commission approved an $85,000 incentive to a Land O’ Lakes company that plans to create 17 jobs, with an average wage exceeding $107,000. The company Retail Process Engineering LLC operates at 20537 Amberfield Drive in Land O’ Lakes. It offers a range of strategic, functional and technical retail supply chain consulting focused exclusively on retail. The company, which is known as RPE, works with leading midsize retailers across the United States and Canada. Some of its clients include Boy Scouts of America, Dollar Tree, Fifth & Pacific, Francesca’s Collections, It’Sugar, KatzGroup, Kipling, Mark’s, Michael Kors, Newfoundland Labrador Liquor, Papyrus, Rexall, rue21, Spencer’s, The North Face, VF Corp, vineyard vines, and XS Cargo. In addition to approving the economic incentives for this company, commissioners heard a 2015 progress report from John

Hagen, president and chief executive officer of the Pasco Economic Development Council So far, in 2015, the county has attracted five companies and created 154 new jobs. It also has had 64 new leads so far this year, compared to a total of 205 last year. Those new opportunities include a plastic injection molding company, a distribution facility and support office, a medical product manufacturer, a medical service provider, a medical product supply and distribution company, and an aerospace technology firm. The economic development council has made 29 company visits and presentations, attended trade shows and development conferences. and used social media and news releases to traditional media to tell Pasco County’s story. It also uses contractors’ roundtables and developers’ roundtables to encourage growth and stability, and has several upcoming events planned to help stimulate growth and share information regarding job creation, site selection and other economic topics.

Viktoriya Harris worked in the flower department at Publix for three years before opening her own florist shop, Flowers by Viktoriya, in Land O’Lakes. Her customers loved the arrangements she created and soon sought her out for special occasions and events. Viktoriya graduated from Ashworth College in December 2013 with a degree in floral design and started putting the pieces in place for her own shop. She was a perfume store owner for five years before joining Publix. That experience helped greatly in planning for this new venture. Flowers by Viktoriya opened for business in October 2014. “I haven’t had a day off since we opened,” says Viktoriya. Her husband, Michael, helps out during the day and takes care of deliveries. This gives her time to work on her creations. “I decided to specialize in silk flower arrangements,” says Viktoriya. “When I was at Publix, customers would ask me to create arrangements to send through the mail. They weren’t happy with the choices offered by those 800 number delivery services. Silk arrangements enabled me to give them exactly what they wanted.” Silk flowers and plants are perfect for businesses, offices, waiting rooms and any environment where keeping a plant watered isn’t foremost on your mind. You also won’t need to worry about them when you’re away from home. Step into Viktoriya’s shop and you’ll have to look closely to tell the silk plants from the living ones. Her creations are unique. Many of her arrangements are placed in unusual containers that were

Trey Starkey, chief executive officer of Starkey Ranch, offered this reaction to Wren’s assessment. “I think he’s spot on. It’s the way it feels for the real estate end and ag (agriculture) end too,” Starkey said. Modest but steady growth is much better than the extremes that came with the real estate boom and the economic downturn that followed, Starkey added. “The slow modest growth model is a lot more sustainable. It will be in place for a long time,” Starkey said. The number of houses that can be built

annually has fallen, but the volume is no longer at the lowest end either, Starkey said. “You’re not going to hit it out of the park in one year,” he added.“But you don’t have the end of the world either.” In the Tampa Bay area, including Pasco, there are signs that the modest growth described by Wren is taking hold, particularly among larger companies with $25 million to hundreds of millions of annual revenues, said Skip Miller, senior vice president and commercial relationship manager for SunTrust Bank. “They are reinvesting in themselves, acquiring businesses and buying equipment,” he said.“They’re really seeing a nice impact.” Small businesses have not rebounded as much, but prospects are improving. Strip malls that once had 70 percent of storefronts vacant now may have only 30

percent vacancy, Miller said. “There’s still a way to go, but the last two quarters have shown a pickup on the small business side,” he said.“Confidence is coming back.” Johnny Wild of Wild Real Estate Investments in Lutz and George Esparza of W & S Auto Center in Zephyrhills agreed that small businesses are doing better. But they want to see fewer business regulations and a banking community more open to lending money to small businesses. He began at the beginning, describing the man who was born on June 6, 1961 in Indianapolis, Indiana as the youngest son of the Rev. John and Mildred Keppel. He noted that Keppel was very close to his mother, who was a high school medial specialist — a career path that Keppel would also follow. He told those gathered that Keppel met his wife, Darlene, on a blind date on Feb. 29,

1984 —forever changing his life. They went on to have two daughters, Meredith and Morgan. “Dar said he was a hands-on dad. He’d get up with them (the girls) in the morning and feed them, get them dressed and take them to school. They rode with him to school their entire lives,” Nichols said. “He believed talk is cheap,” Nichols added. When the Keppels were married, Darlene was Catholic and he was not. But he told the priest they would raise their children as Catholics and they did, and he later converted to the faith.

“His coaching was how he changed the world,” said Nichols, whose sons ran for Keppel. “It was his ministry. He built a great team and a legacy at Land O’ Lakes. He used the discipline of cross-country — its training and perseverance and focus — to give direction and aid to kids. “He went beyond coaching. He provided transportation, bought shoes, provided tutoring, counseled kids through difficult family times, helped them get into college, gave dating advice and shared his faith with them. “He was also committed to his community,” Nichols added. He was involved in Rotary and was the Interact sponsor at Land O’ Lakes High for more than a decade. He also took part in events helping Metropolitan Ministries, the U.S. Marine Corps’ Toys for Tots and the American Cancer Society Relay For Life. He was an active member of the LifeTeen Band for Our Lady of the Rosary Church for 15 years. She enrolled him in self-defense classes, and she gave him advice. “There’s nothing that kid can say that can hold anything,” she told him.“What you have to do is show it doesn’t affect you because it shouldn’t affect you.” Aaron encourages people to be proactive in standing up to bullies. “Be vocal in your school,” he said.“I don’t care if you are called a tattle-tale. I just want ya’ll to protect yourselves and spread the word.”

Norma Ruckey walked into Jan’s Wine & Boos II and knew without a doubt that she wanted to purchase it. It was a combination of package store and bar. Her son TJ has been tending bar since he turned 18 and her daughter Kristen was a liquor store manager for eight years. It would be a perfect fit. “I liked the idea of a neighborhood bar, like Cheers,” says Norma. “What I found was a friendly familiar atmosphere where everyone seemed to know each other. It was more of a wine bar then. Now it’s a full-service bar.” Together they purchased the bar in July 2014. “It was quite a process going through all the licensing issues,” says Norma. “We needed a license for the bar, the package store, for food, and even a music license.” The first thing they did was renovate and redecorate. The wine was moved from the bar area to the package side of the store which opened up the lounge area to create a real neighborhood bar feeling. Existing customers are happy with the changes. “We’ve been receiving a lot of great comments,” says Norma. “We really want to know what our customers are thinking. We want to create a place where they can come to relax and enjoy themselves.” Jan’s is open until 10 p.m., Monday through Thursday, and until midnight on Friday and Saturday. There is live music from local bands on Friday night and karaoke on Saturday. They have wine samplings a couple of times each month and are working with vendors to establish a regular wine tasting schedule. Cheese trays can be ordered at the bar. “We have your basic cheese/meat/cracker platters or you can upgrade to the much larger gourmet tray,” says Norma. “We don’t want to get into food service.

Instead customers can order food from local restaurants and either pick it up or have it delivered right to the bar.” Customers can also order a bottle of wine from the package side of the store to enjoy with their meal. The package store offers a large selection of top-of-the-line wines both domestic and European, as well as liquors and beers. With the increased interest, they are building up their selection of local craft beers. “We have a much larger selection of craft beers than the previous owners,” says TJ. “Supporting local brewers is another way to build a neighborhood bar. We want this to be a real family establishment where everyone knows each other.” Customers can place orders for the products they don’t currently stock. Special orders are not a problem. In addition to live music and karaoke, Jan’s Wine & Boos II, located in the Lutz Lake Crossing Plaza on the corner of N. Dale Mabry Hwy and Lutz Lake Fern Road, offers three TV’s covering sporting events and monthly theme parties. They’ve already had a couple of birthday parties and are looking to handle more of these types of events for the over-21 crowd. They can comfortably seat up to 40 guests. Kathy Browning, a district support liaison to other school nurses and a school nurse at Lacoochee Elementary School, is Florida’s 2015 School Nurse of the Year. Browning received the honor from the Florida Association of School Nurses. She was surprised with the news by current and retired school nurses, along with district staff members. Browning will be recognized on Feb. 6 at the Florida Association of School Nurses annual conference kick-off reception at the Florida Hotel in Orlando. Browning is a registered nurse with a Bachelor of Science in Nursing from the University of Florida. She has worked for Pasco County Schools since 1992, except for two years between 2007 and 2009.

Solving Problems

In addition to being a school nurse, she also serves as a district support liaison, providing orientation and mentoring for new school nurses. Numerous letters of recommendation were included in Browning’s nomination packet, including officials at the district level and at the school where she works. One nomination came from James Royal, a fifth-grader at Lacoochee Elementary. He wrote: “Whenever I have a headache even if it’s small, if she can’t get in touch with someone at home who can help me, she stops whatever she’s doing no matter what it is to find me a ride home or to a doctor.” The elementary student also noted that Browning collects food and clothing for his family and helps him get into programs that will benefit his health and learning. Browning is married to Kurt Browning, who is superintendent of Pasco County Schools.

The Pasco County Schools’ school choice application period began Feb. 1. Parents can access applications on the district website at PascoSchools.org, and click on the school choice banner at the top. If a student is currently attending a school on school choice, parents do not need to reapply unless their address has changed after initial approval, they reside outside Pasco County, or the student will be moving to the next school level (for instance, elementary to middle, or middle to high). Families who live in another county and want to request assignment to Pasco County must submit a release from their home county within the open enrollment period. Applications not fully completed will not be considered. Requests for more than one child need to be submitted individually. The application period runs through March 1.

Whether you eat it in a pie, use it in a soap, sample it in salsa or consume it in preserves — the tiny orange fruit, or kumquat, is known for its versatility. Thousands headed to Dade City on Jan. 31 to pay homage to the citrus fruit at the festival bearing its name. The 18th annual Kumquat Festival featured a tasting tent, a variety of vendors, live entertainment and a classic car show — set in the heart of downtown Dade City, with its local restaurants, quaint shops and historic courthouse.

There was a lot of tasting going on at the 18th annual Kumquat Festival. Whether it was honey, jams, marmalades, pies and other edible kumquat treats, thousands showed up to celebrate the little citrus fruit that is grown locally in the St. Joseph community in Pasco County. The event, from 10 a.m. to 3 p.m. on Feb. 7, will feature activities such as games, a bounce house, food trucks and pet adoption specials. The festivities will be at the animal shelter, 440 N. Falkenburg Road in Tampa. The adoption fair also offers attendees a chance to spin the wheel for prizes - and for prices on adoption fees. All adoptions include spaying/neutering, vaccinations, county license tag, and

microchip, with free chip registration. In an effort to raise awareness of the Pet Resource Center display at the Florida State Fair Expo Hall, free fair passes will be given out every hour during the adoption fair.
